he's

we're

for

with

Matthew

Carolina
Council
in
Augusta.
Georgia
Matthew
has
been
a
scout
since
2013
has
completed,
72
merit
badges
and
has
earned
nine
Eagle
Palms
as
a
scout.
Matthew
has
completed
95
nights,
camping
and
has
hiked
numerous
miles
throughout.

southeast
has
been
a
leader
in
troop
115
at
all
levels,
including
patrol
leader
assistant
senior
patrol
leader
and
senior
patrol
leader,
and
has
participated
with
troop
115
and
many
community
service
projects.
Matthew
is
a
sophomore
at
Aiken
high
school
and
has
maintained
a
4.0
GPA
in
all
honors
classes.
He
has
received
Varsity
letters
and
cross-country

track

a
member

the
Beta
Club
and
whereas
it
takes
years
of
dedication
and
commitment
to
achieve

Aitkin
just
a
few
months
ago
and
similar
to
many
others
who
have
moved
here
over
the
years.
Aiken's
delightful,
downtown
district
was
an
important
contributing
factor
in
our
decision
to
relocate
here
from
Charleston
South
Carolina
I
was
dismayed
by
the
project
pascalis
from
the
first
I
learned
of
it.
I
was
able
to
get
up
to
speed
on
the
proposed
plans,
thanks
to
the
outstanding
and
thorough
reporting
in
the
Aiken
Chronicle.
The
do
it
right
group,
among
others.

In
conversations
with
lots
of
concerned,
citizens
I
felt
the
project
proposed
for
the
very
heart
of
downtowns
of
the
Cities
downtown
was
way
out
of
scale
and,
if
developed
would
have
a
material
adverse
impact
on
what
makes
downtown
Aiken
unique,
distinctive
and
attractive
something
I
should
add.
The
community's
impressive
activism
on
this
topic
has
only
reinforced
our
decision
about
relocating
here.

but
here's
what
I
would
do
number
one
I
take
immediate
steps
to
prevent
and
mitigate
any
further
deterioration
to
the
main
Hotel
Aiken
building
number
two
Provide
support
and
financial
assistance
for
the
several
small
local
businesses,
which
have
been
significantly
and
negatively
impacted
by
the
uncertainty
from
the
threatened
demolition
of
the
spaces
they
operate
in
and
three
issue.

now
that
pascalis
is
over
it's
time
to
look
at

Freedom

Information
Act
program,

city
of
Aitkin,
which
is
currently
Chara,
still
charging
48
dollars
an
hour
for
some
requests,
but
not
all.

and
city
of
Aitkin
and
a
few
others
I've
never
witnessed
the
kind
of
deception
and
obstructionism
that
marked
request
under
the
Freedom
of
Information
Act,
as
I
have
encountered
as
requests
that
involved.
Project
pascalis
and
I
am
not
the
only
person
who's
encountered
that
it
was
encountered
from
day,
one
from
the
very
first
one
that
was
filed.
March
18th,
that
one
file
on
March
18th
met
up
with
a
foia
fee
determination
of
fifty
three
hundred
and
twelve
dollars
saying
it
was
going
to
take
332
hours
to
locate
all
the
information.

an
answer
given
to
concerns

complaints
about
the
two
dollar
fee,

basketball
or
for
kids
to
go
and
use
the
facilities
which
the
the
response
and
the
issues
and
updates
saying
reads
that
that,
as
has
been
the
case
since
1995
fund
funds
have
been
available
for
all
eligible
youth,
which
waives
the
fees
and
I,
don't
think
that
that's
correct.

mistaken,
the
fund
funds
are
intended
for
classes
or
you
know
a
my
brain
is
going
blank
naturally
say.
If
somebody
wants
to
take
karate
classes,
a
child
wants
to
do
that
or
go
to
summer
camp

play
basketball

a
team
or
something,
and
then
they
would,
you
know,
might
waive
their
fifty
dollar
fee
or
whatever.
But

funds

being

facilities

apply

those
funds

matching

curious
to

those

in

them

Newberry
Street
and
to
prohibit

intrusion

integral
part
of
the
historic
Aiken
grid
system
and
should
not
be
closed
or
altered
for
any
reason,
but
especially
not
to
benefit
a
private
developer.

ordinance
says
the
project
was
canceled,
but
it's.
The
only
thing
that's
been
canceled
is
the
purchase
and
sale
agreement
between
RPM
and
the
amdc,
and
just
last
week,
Mr
beanbos
submitted
an
affidavit
to
the
court
saying
the
project
is
on
hold
I
was
told
by
Mr
Tim
O'brien
that
the
project
is
ongoing.

So
there's
many
different
perspectives
on
what
status
of
the
project
was
so
canceled.
If
it's
canceled,
then
you
need
to
say
it's
canceled
entirely
when
describing
the
project.
Last
week
during
a
court
hearing,
Clark
Kent
McCants
attorney
for
the
city
of
Aitkin
describe
project
pascalis
as
having
several
arms
and
Newbury
Street
ordinance
was
one
of
those
arms.
This
was
a
problem
the
whole
time.
There
was
too
many
arms.

It
was
too
segmented.
There
were
too
many
parts
and
it
was
all
covered
under
too
many
different
jurisdictions.
There's
no
cohesion
to
it
was
also
very
stealthy.
The
Newberry
Street
privatization
was
first
proposed
in
early
2021
in
secret.
It
was
not
publicly
disclosed
for
a
year.
That's
almost
a
definition
of
stealth.
There
are
other
stealthy
arms
of
this
project
should
also
be
addressed,
and
the
project
should
stop
being
treated
in
pieces.
First,
the
Redevelopment
plan
that
under
the
amdc
motion,
was
proposed
to
be
canceled.
Well,
the
amdc
doesn't
have
the
authority
to
cancel
that
plan.

Anyhow
only
city
council
does
the
amdc
never
actually
held
a
public
hearing
as
legally
required
for
that
plan,
but
they
did
forward
it
to
city
council
which
never
held
a
real
reading
either
they
just
had
a
resolution
that
passed
August,
12
2020.,
but
still
this
plan
is
there.
It's
never
been
formally
canceled
and
put
in
the
shredder.

So
that
needs
to
be
addressed.
Then
there's
the
AECOM
plan,
which
is
approved
in
March
22nd
2021,
under
the
false
premise
that
it
qualified
as
a
Redevelopment
plan.
It
never
was
not
in
an
AECOM
authors,
never
said
it
was
either
it
was
improved
in
spite
of
it
not
having
in
spite
of
council,
not
even
have
the
full
report.
You
all
were
missing.
200
pages
of
that
report,
three
appendices
and
I
have
to
wonder
if
anybody
even
read
it,
because
in
that
report
it
said
that
the
equestrian
Community
is
insular,
which
I
can't
imagine.

Somebody
read
that
and
say:
oh,
that
ought
to
stay
in
there
insult
half
the
people
who
live
in
the
horse
District
the
bond
issuance
of
20
August
2020
needs
to
be
addressed.
Why
is
it
that
this
was
advertised
as
involving
property
in
The
Wider
Parkway
District,
when
there
is
full
knowledge
of
which
facilities
and
which
buildings
were
being
proposed
for
purchase?

back,
abolish
the
amdc
start
all
over
again
put
the
properties
they
own
in
some
kind
of
a
trust,
that's
owned
by
the
city
or
the
Aiken
public
facilities.
Corporation
put
it
on

market,
offer

properties

existing
businesses
offer
those
to
the
people
who
own
those
businesses
first
and
then
see
what
happens
from
there.
You've
tried
two
years
of
government
intervention,
so
maybe
you
got
to
go
back
to
try
and
free
market.

the
amount
of
money
that

going

spent

changed

time

also

go
back

Last
week
a
lot
of
different
things
have
been
floated:

amphitheater,
you

if
you
read
they
can
standard
and
I
don't
know.
If
there
were
any
of
this,
you
know
as
typos
or
what,
but
there
was
a
mention
of
a
300
seed,
Amphitheater
a
700
m
c
day
of
theater.

in
one
point-
and
this
was
after
the
property
was
purchased
in
2016.,
there
was
mention
of
a
three
thousand
three
thousand
seat
Amphitheater
and
let
me
find
right
there,
because
I
I
want
to
go
directly
to
a
point
about
the
the
water
supply
and
the
septic
system
out
there
in
2016.
There
was
talk
about
having
a
picnic,
shelter
to
hold
20
tables,
plus
a
few
other
picnic
shelters,
and
what
we
have
is
a
small
picnic
shelter
with
maybe
Six
Tables
I
think
so
it
was
going
to
accommodate
like
a
80
to
100
people.

that
one
thing:
the
amphitheater
Theater
seating
weather
was,
you
know,
300
or
700
or
3000.
It's
still
far
less
than
that.
Right
now,
after
the
property
was
purchased,
there
was
going
to
be
a
7
500
square
foot.

playground
and
I
haven't
measured
that
maybe
it
is,
but
it
was
said
that
it
was
going
to
be
one
and
a
half
times
larger
than
the
current
Library
program.
And
it's
not
that
the
picnic
shelter.
Oh
excuse
me,
not
the
picnic
shelter
there
were
to
be
two
family
bathrooms
which
I'll
go
into
in
a
second.

was
going
to
be
a
water,
fountain
and
I.
Guess
that's
one
of
the
things
that
I
find
peculiar.
Why
did
the
city
go
with
a
septic
tank
system?
Instead
of
you
know,
using
sanitary
sewer
is,
and
is
that
is
that
the
reason
that
there
are
only
two
bathrooms
there,
because
at
one
point
it
was
said
there
was
there
was
going
to
be
enough
bathrooms
there
to
serve
the
the
entire
people
of
the
amphitheater.

we
just
have
those
tiny
bathrooms
and
as
far
as
I
can
tell
there's
no
water
fountain
and
if
there's
an
event
that
you
know
a
dozen
or
so
porta
potties
have
to
be
brought
in
plus
a
portable
hand,
washing
station.
The
whole
thing
is
just
kind
of
again:
it
goes
back
to
maybe
the
north
side
getting
crumbs.

cross
those
utilities
to
to
get
to
the
Seward
it
was,
it
was
just.
It
was
a
price.

was
a

decision
on

putting
a
septic.
Instead
with
the
intention
that
I
mean
we
know
one

sewer
and
utilities
along
that
number
one
as
we
expand
out
that
way,
it's
already,
in
fact,
it's
already
out
coming
back
from
the
airport,
so
yeah

the
idea
is
one
day
we'll
be.

the
infrastructure

going
north

instead
of
bringing

people
from
the
north
side
to

heading

interstate

back
to

because
something
just
is
isn't
passing
the
smell
test
with
Northside
Parks.

satisfied

where
that

opportunity.

the
next

months,
we'll
be
talking
about
CPS,

able

put
some
substantial
projects
that
could
bring
it
up
to
a
level

interest
in
that
Park
and
we
purchased
the
120
acres
of
land
for
a
reason,
and
that
is
to
create
more
activity
on
the
North
side,
recognizing
that
there
is
a
future

North
side,

economic
development
and
housing.
All
those
encompassing
it
is
becoming
a
priority
notice.
What
I
said
it
is
becoming
a
priority
in
terms
of
development,
and
hopefully
we
can
get
back
to
the
conversation
with
phasing
in
more
activity
activities
there.

that
we've

terms

expanding
that
area,
there's

there

that

terms
of
how
we
can
enhance
that
number
one
project

some

going

there
