an
important
part
of
our
mission

educate
everyone
about
african-american
history,

the
very
near

We

get

exhibits
started,
but
we
are
running
programs
and
welcome
anyone
who
wants
to

rent
the
wonderful
event
center.

second
floor

the

we're

Before
we
look
for
for
a
motion
in
a
second
on
that
I'll
recognize
staff
to
to
just
give
us
a
little
bit
of
more
insight
as
we
before
we
discuss
this.

One
of
the
main
things
we've
been
looking
at
and
been
discussing
is
replacing
our
water
plant
built
in
1954
commissioned
in
1956,
and
this
will
this
proposed
rate
increase
would
help
with
that.
We
also
have
some
water
and
sewer
projects
maintenance
of
our
utility,
that
these
rates
would
maintain.
For
us,
the.
H
We
have
we
incorporated
several
years
ago,
a
rate
increase
study.
A
rate
study.
Excuse
me
by
a
consultant.
They
presented
this
to
council.
We
heard
earlier
tonight
from
our
financial
planner
first
tryon,
regarding
this
rate
increase.
I
want
to
emphasize
or
state
for
the
record
that
the
budget
that
is
under
consideration
by
council
that
will
be
considered
next
month.

We
have
on
here
an
increase.
Historically,
we
we
use
800
cubic
feet
as
kind
of
a
benchmark
number
as
our.
So
we
view
as
an
average
user.
Those
individuals
that
use
800
cubic
feet
would
see
their
rate
go
up
about
2.62
cents
a
month.
400
cubic
feet
is
around
1.48
and
a
200
cubic
feet
user,
which,
frankly,
a
lot
of
our
individuals
who
are
on
fixed
income
or
you
know,
just
live
by
themselves
or
it's
just
an
older
older
couple.

It
will
give
us
the
ability
to
do
the
project
list
that
we've
we
heard
about
earlier
in
our
work
session.
Four
percent
of
the
water
rate
increase
also
would
go
towards
the
the
water
plant
itself
to
sort
of
get
everything
set
up.
So
we
know
we're
gonna
borrow
to
we.
We
don't
have
the
financial
capacity
to
pay
cash
for
a
40,
approximately
40
million
water
plant.

So
this
will
enable
us
to
begin
putting
aside
that
money,
because
we
will
most
likely
the
recommendation
will
be
to
bond
it
over
a
30-year
period.
We
expect
the
life
of
the
water
plant
and
correct
me
from
wrong
mike
to
be
around
50
years.
The
useful
life,
even
though
obviously,
we've
gotten
close
to
70
years
out
of
our
current
plan,
so
this
rate
increases
before
council
for
first
reading
tonight
for
your
consideration,
mr
mayor.

I'm
going
to
ask
again.
We
have
a
base
rate
system
here
and
again
I'll
use
myself
an
example.
Last
month
at
two
residential
properties
empty
both
use,
zero
water
both
had
a
different
build,
not
based
on
anything
other
than
the
size
of
the
pipe
service
we
have.
I
find
it
ridiculous
that
we
charge
a
different
rate
based
on
the
size
of
the
pipe.
My
dishwasher
uses
x
amount
of
water
to
operate
regardless
of
the
size
of
the
pipe
that
comes
in
there.

I
think
all
our
residential
properties
should
be
filled
at
the
same
base
rate,
and
we
would
have
to
do
some
mathematical
calculations
to
figure
out
how
many
little
ones
they
have,
how
many
big
ones
and
equal
make
that
happen.
But
between
now
and
second
reading,
I
sure
like
to
see
some
body
look
into
getting
that
base
rate
down,
because
it's
it's
crazy
that
you
have
different
rates
going
on,
you
can
have.
You
could
have
two
or
three
house
side
by
side
and
each
one
have
a
different
rate.

Looks
like
we've
got
nine
anywhere
from
the
standard
residential
is
either
five
eight
or
three
quarters
of
an
inch.
That's
the
bulk.
We
have
twenty
one
thousand
five
hundred
fifty
eight
meters
that
are
billed
nineteen
thousand
seven
hundred
and
thirty.
Seven
of
them
are
five
eighths
and
three
quarter
inch.
One
inch
there's
about
a
thousand
nine

and

the
balance
are
your
larger.
You

your
industrial
customers
and
so
forth.

pump
versus

water
meter,
it
doesn't
matter

type

vehicle
if

drive
a
car
that

tank
capacity

gallons
or
if

drive

truck

gallon
tank.
That
pump
is
gonna
fill
up
my
tank
at
the
same
velocity,
the
size
of
a
meter.
Does
it's
a
velocity
acceleration
device
so
certainly
for
industry,
and
I
know
you're
talking
primarily
about
residential
but
but
the
larger
the
meter,
the
faster
property
water.

You
can
fill
up
a
bathtub
or
a
washing
machine,
etc.
But
we
can
look
at
that
and
see
if
we
can
quantify
whether
or
not
these
charges
for
these
larger
meters.
What
is
it,
what
are
residential
versus
what
is
non-residential,
but
what
we're
doing
we're
not
out
on
an
island
we're
not
doing
something.
That's
unusual,
because
I
do
charging
based
on
the
meter
sizes
akin
to
an
industry
standard
nationwide.

weights

helps
to
have
an
industry
standard
for
units
of
measurement,

I
think
these
meters
do.
But
again,
if
council
would
like
us
to

take
a
look
at
this,

values

lift

engineer
approved
the
design
of
the
water
service.

landscape
plan
comply
with
our
tree
preservation
and
landscaping
regulations.
The
sign
area

no

with

is
contacted
to

expanded
development
