1) Consideration of the Work Session and Regular Meeting Minutes for
May 23, 2022, and the Special Meeting of May 26, 2022.

1) Presentation of Smoke Free Palmetto Certification by SC Department of Health and Environmental Control.
2) Update on the Aiken Downtown Development Association by Haley
Knight.
3) Proclamation for Juneteenth.
4) Recognition of Scout Project.

OLD BUSINESS: Further Consideration of:
1) Approval of Appointments and Discussion of Appointees to Various
City Boards, Commissions, and Committees, Including but not Limited,
to the Design Review Board, Building Code Appeals Committee, Senior
Commission, Energy and Environmental Committee, Accommodations
Tax Committee, the Arts Commission, and the Recreation Commission.
2) Second Reading and Public Hearing of an Ordinance to Annex Property on Dougherty Road and Zone it Planned Residential ( PR).
AN ORDINANCE TO ANNEX TO THE CORPORATE LIMITS OF
THE CITY OF AIKEN CERTAIN PROPERTY OWNED BY
MICHAEL D. RUBIN FAMILY, LP LOCATED NORTH OF
DOUGHERTY ROAD AND TO ZONE THE SAME PLANNED
RESIDENTIAL (PR).
3) Second Reading and Public Hearing of an Ordinance to Annex 20.04 Acres on Whiskey Road and Powderhouse, Zone it Planned Commercial (Pc) and Approve the Concept Plan.
AN ORDINANCE TO ANNEX TO THE CORPORATE LIMITS OF
THE CITY OF AIKEN CERTAIN PROPERTY OWNED BY
FERRELL LAYFAYETTE HOLLEY, JR. REVOCABLE TRUST AND
TO ZONE THE SAME PLANNED COMMERCIAL ( PC) AND
APPROVE THE PROPOSED CONCEPT PLAN.
4) Second Reading and Public Hearing of an Ordinance Approving
Incentives Application for Community Action Partnership of North
Alabama for 60 Senior Apartments in Southview Estates Located on
Whiskey Road.
AN ORDINANCE AUTHORIZING CERTAIN ECONOMIC
DEVELOPMENT INCENTIVES, PURSUANT TO ORDINANCE NO.
08132018 OF THE CITY OF AIKEN CODE OF ORDINANCES, FOR
A PROJECT DEVELOPED BY COMMUNITY ACTION
PARTNERSHIP OF NORTH ALABAMA - SOUTHVIEW ESTATES;
APPROVING AN ECONOMIC DEVELOPMENT INDUCEMENT
AND INCENTIVE AGREEMENT; AND OTHER MATTERS
RELATED THERETO.
5) Second Reading and Public Hearing of an Ordinance to Set the FY
2022-23 Millage Rate.
AN ORDINANCE TO PROVIDE FOR THE LEVY OF TAXES FOR
ORDINARY CITY PURPOSES IN THE CITY OF AIKEN FOR THE
FISCAL YEAR BEGINNING JULY 1, 2022, SET THE MILLAGE AT
SIXTY (60) MILLS AND TO PROVIDE FOR THE EXPENDITURES
THEREOF.
6) Second Reading and Public Hearing of an Ordinance to Adopt the Fiscal Year 2022-23 Budget.
AN ORDINANCE ADOPTING A BUDGET PROPOSED BY THE
CITY MANAGER, CONTAINING ESTIMATES OF PROPOSED
REVENUES AND EXPENDITURES BY THE CITY OF AIKEN FOR
THE FISCAL YEAR BEGINNING JULY 1, 2022, AND ENDING
JUNE 30, 2023, AND DECLARING THAT IT SHALL CONSTITUTE
THE BUDGET OF THE CITY OF AIKEN.

NEW BUSINESS: Consideration of:
1) First Reading of an Ordinance to Amend the FY 2021- 22 Budget to
Provide for Revenue and Expenditures for Several Projects.
AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF
AIKEN FOR THE FISCAL YEAR BEGINNING JULY 1, 2021, AND
ENDING JUNE 30, 2022.

PETITIONS AND REQUESTS:
1) Request for Approval of a Fire Works Display at Generations Park on Sunday, June 26, 2022.
2) Approval of Request to Expend CPST III Funds for Repair of Pine Log Well Pump and Shaft.
3) Acceptance of Grant from SC Rural Infrastructure Authority for
Stormwater Project and Approval of Match Funding from CPST IV
funds
