smoke,
free,
palmetto,
certification
by
south
carolina
department
of
health
and
environmental
control,
and

recognize

city
manager

an
introduction
to
that
a
good
evening.

smoke-free
palm
out
of
state
certification,
I
do
want
to
introduce
a
few
of
our
staff.
They
do
all
the
work
and
I
get
to
come,
make
the
presentations
we
have
kristin
slocum,
who
works

our
tobacco
branch,
susan
collier
who's,
our
community
systems,
director
and
brenda
thorpe
who
works
in
the
community
systems.
Division
and
again,
they've
done
all
the
work
on
this.
But
congratulations
on
taking
measures
to
protect
the
health
of
south
carolinians
with
the
local
smoke-free
ordinance
that
ensures
clean
air
for
everyone
to
become
certified
for
this.

south
carolina
residents,
unfortunately
live
in
places
that
do
not
guarantee
clean
indoor
air.
So
we
appreciate
your
efforts
to
protect
the
health
of
south
carolinians.

actions

aiken
there's
no
risk-free
level

exposure

second-hand

news,
so

I'm
going
to
share
some
good
news
and
give
you
just
some
updates
of
some
things
that
a
lot
of
employees
at
the
city
are
aware
of,
and
people
that
are
around
downtown
a
good
bit,
but
want
to
continue
to
be
able
to
update
you
guys
on
a
quarterly
basis.
However,
that
best
suits
you
all,
so
miss
sarah's
going
to
pull
up
a
presentation.
I
believe
this
is
all
in
your
packets,
but
we'll
just
kind
of
go
through
it
a
little
quickly.

If
you
don't
mind
because
I
know
you
have
a
very
long
agenda
for
today,
so
as
a
reminder,
eighth
in
downtown
development
we're
a
non-profit.
Our
main
goal
is
to
support
the
downtown
businesses,
so
we're
really
made
up
of
our
downtown
business
members,
our
board
of
directors.
You
can
go
ahead
and
change.
The
next
slide,
perfect,
here's
a
quick
glance
at
our
committees
that
make
up
our
organization
and
then,
of
course,
our
volunteers,
which
we
would
not
be
able
to
do
anything
without
them.

They
really
help
us
continue
our
mission
forward,
as
well
as
our
partnership
with
our
businesses
and
the
city
of
aitkin,
so
we're
going
to
keep
on
moving
forward.
I
want
to
go
over
a
little
bit
and
give
you
kind
of
a
brief
overview
of
what
we
shared
with
main
street.
So,
as
you
all
know,
main
street
is
a
nationwide
organization.

Every
state
has
their
own
level
main
street.
South
carolina
is
also
connected
with
the
municipal
association
of
south
carolina.
So
many
of
you
are
very
familiar
with
that,
but
to
give
you
just
a
little
bit
of
overview
with
what
we
shared
with
them
back
in
february,
so
in
february
of
2020
we
applied
for
national
accreditation.
We
received
that
award
and
so
downtown
aitkin
is
an
accredited
community
throughout
the
nation,
and
we
are.

We
have
the
opportunity
to
reapply
every
two
years,
so
we
did
that
this
past
february
and
we
received
the
renewal
of
our
accreditation
process.
So
that's
a
little
bit
of
what
I'm
going
to
go
over
with
you
guys
so
properties
that
we're
kind
of
looking
at
and
overviewing
as
far
as
updates,
all
of
the
ones
in
downtown
that
has
recently
sold
so
we'll
kind
of
get
to
that
in
a
minute.
The
williamsburg
project,
that's
in
the
process
of
being
revamped,
I'm
going
to
go
over
the
downtown
vacancy
rate
and
statistics
as
well.

But
many
of
you
know
that
we've
had
the
opportunity
to
be
involved
in
some
of
the
latest
project,
pascalis
pieces
of
conversation
and
kind
of
continuing
some
of
those
public
input
sessions.
So
vacancy
rate
is
very
important
for
our
downtown
and,
if
we're
just
looking
at
the
main
strip
of
lauren
street,
so
our
downtown.
As
far
as
what
ada
considers
downtown,
we
really
go
from
waterloo
all
the
way
down
to
williamsburg
and
then
the
wilcox
area
all
the
way
up
kind
of
to
edge
a
little
past
trinity
and
everything
as
well.

But
if
we're
looking
at
just
first
floor
residency,
we
really
have
if
you're
looking
at
lawrence
street
newberry,
pendleton
and
hayne
and
as
well
as
barnwool
in
that
section
and
park,
we
really
don't
have
any
vacancies.
Many
of
the
buildings
that
are
first
floor
that
appear
to
be
vacant
are
in
the
process
and
undergoing
you
know,
maybe
they've
just
sold.
They
have
a
new
renter,
that's
coming
in,
so
we're
very,
very
thankful
for
that.
Even
three
properties
on
pendleton
have
recently
been
filled
that
have
been
vacant
here
for
a
little
bit.

So
that's
really
really
great
news
that
our
vacancy
rate
is
that
low.
So
I
do
want
to
share
that
and
you
guys
were
given
a
handout.
Last
time
I
was
here
as
far
as
some
of
the
numbers
and
I'll
be
happy
to
email
that
to
you,
but
I
shared
some
information
as
far
as
our
social
media
different
things
that
we're
seeing
in
the
heart
of
downtown
as
far
as
new
jobs
over
the
past
year
and
our
rehab
projects
and
our
volunteer
hours.
So
we
just
for
ada
alone.
With
our
volunteers.

Over
last
year,
we
had
a
little
over
1200
volunteer
hours
and
main
street
likes
to
kind
of
total
that
to
25
per
volunteer
hour.
So
that's
a
huge
amount
of
money
that
our
volunteers
are
kind
of
helping
us
recreate
so
we're
going
to
keep
on
moving
forward.
So
as
far
as
business
growth
and
improvements
this
past
year,
we
had
five.
We
had
20
new
businesses,
six
businesses
closed
and
one
considered
other,
so
they
gave
up
their
storefront
and
joined
with
another
business.

So
we're
just
going
to
keep
on
going
here's
a
little
overview
of
some
of
the
growth
and
improvements
as
far
as
whiskey
alley
having
longer
business
hours
they're,
also
in
the
process
of
expanding
in
some
other
areas.
Moon
beans
expanding
their
space,
which
then
allowed
them
to
move
new,
build
with
coastal
carolina
national
bank,
and
you
can
see
that
continue
right
there.

So
we're
going
to
keep
on
moving
forward
here
is
a
full
list
of
the
new
businesses
that
we
saw
really
over
the
past
two
years
since
the
beginning
of
2020

continue
on
I've
kind
of
broken
that
up
for
you
guys
as
far
as
what
types
of
businesses
so
green
you're,
going
to
have
retail
blue
you're
going
to
have
the
food
and
bev
industry

is
going
to
be
more
activities.

as
far
as
apa
and
our
relationship
with
the
city,
a
lot
of
our
partnerships
deal
with
communication
efforts,
so
we
were
able
to
really
assist
when
there
was
a
water
main
break
up
at
the
us-1
intersection
there.
With
the
interstate,
we
were
able
to
help
with
the
city
and
get
in
communication
with
a
lot
of
those
businesses
making
sure
that
their
water
quality
one
that
they
were
aware
of
what
was
going
on
and
how
to
continue
to
check
that
water
quality,
because
they
had
just
a
few
questions
as
far
as
their
employees.

For
that
next
week
we
work
very
closely
with
prt
help
with
their
marketing
and
tourism,
we're
a
part
of
the
accommodations
tax
grant.
So
we're
very
appreciative
of
that
and
then
our
overall
economic,
vitality
and
business
recruitment.
So
just
as
it
sits
right
now,
so
much
is
going
on
in
downtown
and
everyone
knows
about
it.

People
are
hearing
and
that's
what
we
want,
even
though
there's
a
lot
of
things
right
on
the
cusp
of
happening,
but
just
on
my
and
I'm
not
even
in
real
estate,
we're
just
small
non-profit
here
in
downtown,
but
I
have
six
businesses,
six
people
that
are
looking
to
either
move
their
business
to
aitkin
or
start
a
business
and
covet
has
you
know
it's
done
a
lot
of
negative,
but
it
also
has
given
people
the
opportunity
to
follow
their
dreams.
So
we're
also
seeing
that
here
in
our
downtown
alrighty,
so
moving
forward.

If
you
have
paid
attention
to
our
social
media
for
the
past
month,
you've
seen
a
good
bit
of
that
every
saturday.
We
are
posting
stories
about
the
businesses
and
the
people
that
are
behind
those
businesses
and
we've
seen
a
huge
amount
of
foot
traffic.
Some
of
our
posts
are
reaching
over
7000
people
just
this
past
saturday,
with
flanagan,
so
we're
again
continuing
to
just
build
those
relationships
as
far
as
organization
needs
just
sharing
and
marketing
ada
on
a
local
level.

We
want
people
to
know
who
adda
is
as
an
organization
and
how
we
can
partner
and
continue
to
to
kind
of
intertwine
all
of
those
different
elements
of
downtown
whatever
that
may
be.
So
that's
something
that
we're
really
working
on
this
year,
how
to
market
ada
and
then
as
far
as
goals.
So
in
2019-2020,
we
really
viewed
our
goals
as
expanding
the
downtown
footprint
and
parkway
development.
We've
seen
a
huge
increase
in
all
of
that.

We're
just
very
excited
about
that.
So
now
in
2022,
our
goals
are
continuing
business
support
as
they're
coming
out
of
this
past
season
of
covid
and
really
trying
to
figure
out
what
their
new
purpose
is
in
our
community
and
for
our
visitors.
We've
been
working
a
lot
with
that
new
ways
for
revenue
as
far
as
sponsorships
year-round,
so
ada
can
be
more
sustainable
and
be
able
to
undertake
a
lot
of
those
projects
that
we
still
need
in
our
downtown
that
our
volunteers
can
really
work
on
and
then
continuing
to
work
on
diversity
in
our
downtown.

great

list
of
two
of
the
folks
that
are
listed
as
closed
because
of
covet,
they
had
to
shut
down,
but
the
aiken
business
coalition
entrepreneurship
program
that
we
created
managed
to
help

still
help
them
along
with
grant
small
grants
they're
doing
things
online,
so
they
just
didn't
close
entirely
so
they're
online
doing
business.
So
hopefully
they
can
have
a
storefront
at
some
point
in
time.

budget

proposed

expenditures
by
the
city
of
aitkin
for
the
fiscal
year,
beginning
july,
1,
2022
and
then
june
30th
2023,
and
declaring
that
it
shall
constitute
the
budget
of
the
city
of
aitkin.

am
submitting
to
you
the
annual
budget
for
the
city
of
aikens
fiscal
year
2022-2023,
which
is
the
cumulative
work
of
our
staff.
I
want
to
acknowledge
the
hard
work
that
all
departments
did
in
preparing
budgets
that
were
fiscally
sound,
but
continue
our
mission
of
providing
efficient
and
effective
service
to
our
residents,
visitors
and
businesses
in
our
community,
and
I
want
to
especially
compliment
our
staff
in
the
finance
department
in
the
city
manager's
office
for
their
hard
work
in
putting
this
budget
document
together.

We
believe
we
are
moving
away
from
the
effects
of
the
covet
19
pandemic,
but
are
now
dealing
with
the
same
concern.
Our
residents
are
dealing
with
in
their
households.
That's
inflation.
Inflation
has
had
a
most
pronounced
effect
on
the
purchase
of
chemicals.
We
use
to
treat
our
water
as
well
as
capital
equipment
costs.
At
this
time
we
are
doing
reasonably
well
with
fuel.
We've
had
a
surp
momentary
surplus
of
funds
for
fuel
and
reserves
for
many
years
as
fuel
prices
in
preceding
years
were
less
than
we
budgeted.

However,
this
trend
will
not
last
into
the
coming
fiscal
year.
Our
on-time
tax
collection
and
water
collection
rates
were
at
the
same
percentage
levels
that
they
were
in
previous
years,
based
on
multiple
work
sessions
with
council
and
our
new
horizons
meeting
staff
believes
council
has
provided
us
a
clear
path
forward
for
fiscal
year.
2022-23
below
are
some
fundamentals
of
our
budget.
The
general
fund
budget
has
no
millage
increase,
as
we
just
see
from
the
previous
ordinance.
Our
millage
rate
is
60.
Mills
is
set
after
the
most
recent
county-wide
reassessment
of
properties
in
2021.

The
city
of
aitkin
has
not
increased
its
millage
rate
since
fiscal
year.
89.90
that's
1989-90.
This
is
primarily
attributable
to
the
good
stewardship
by
city
council.
Over
the
last
33
years,
aiken
continues
to
have
sustainable
growth,
while
maintaining
its
attractiveness
as
a
place
to
live.
These
elements
contribute
to
our
strong
tax
digest
in
the
city
of
aitkin.
The
value
of
a
mill
for
fiscal
year
2022-23
is
estimated
to
be
202
600,
which
is
approximately
9.3
percent
higher
than
fiscal
year
2021-22.

That
is.
This
is
attributable
to
the
strong
real
estate
market
in
aitkin,
which
continues
to
see
property
values,
increase,
though
an
inevitable
and
and
an
inevitable
slowdown
will
occur.
Our
stormwater
fee,
7.90
per
month
of
eru,
will
not
need
a
rate
increase
to
continue
providing
the
high
quality
service
our
citizens
expect
and
deserve,
and
I
applaud
the
efforts
of
mike
bilowitz's
team
for
continuing
to
efficiently
provide
excellent
service.

Our
commitment
to
economic
development
continues
with
this
budget.
We
are
utilizing
funding
to
address
recommendations
in
our
economic
development
strategic
plan.
We
are
addressing
a
council
goal
by
pursuing
sewer
expansion
around
the
east
pine
log,
road,
u.s
78
area,
and
utilizing
federal
funding
to
run
sewer
from
our
variance
industrial
park
near
us-1,
west
to
south
carolina,
highway,
19
and
south
towards
craft
mill.
Road
funding
of
815
thousand
dollars
has
been
provided
for
project
pascals
and
related
work
by
the
amdc.

Just
in
time
for
special
thanksgiving
day
traditions
affiliated
with
the
woods
in
keeping
with
our
council
ordered
rate
study,
we
approved
at
the
last
meeting
a
seven
percent
rate
increase
which
will
keep
up
with
the
cost
of
operating
a
quality
utility
and
continue
to
provide
a
solid
funding
base
for
a
new
water
plant.
We
are
also
it
included
a
seven
percent
sewer
rate.
This
increase
will
allow
us
to
continue
maintenance
of
a
fundamental
asset
for
the
city.

Our
aging
sewer
infrastructure,
these
recommended
increases
will
add
up
estimated
2.46
to
an
average
residential
customers,
monthly,
water
sewer,
water
and
sewer
bill.
The
increase
will
be
less
for
smaller
households,
since
2015
council
has
required
our
solid
waste
department
to
be
run
as
an
enterprise
fund.
As
such,
it
is
run
as
a
business
and
must
at
a
minimum
break
even
public
services.
Director
lex
kirkland
and
his
staff
do
a
tremendous
job
in
identifying
efficiencies
while
maintaining
boutique
services
and
strong
customer
service
relations.

Given
the
realities
of
the
current
economy
and
the
expectation
of
council
and
our
customers,
a
rate
increase
is
needed
to
continue
weekly,
pickup
of
yard
debris
and
garbage
and
biweekly
collection
of
recycling
lex,
and
I
spent
many
hours
reviewing
his
operation
and
found
no
way
to
maintain
the
current
level
of
service.
We
all
expect
without
a
rate
increase.
This
will
be.
This
will
only
be
the
second
rate
increase
since
2016.

Should
council
approve
this
budget,
as
written
rates
would
increase
by
4.83
cents
per
month
for
all
customers
on
july,
1st
2022,
the
new
rate
would
be
25.21
cents
per
month.
This
rate
is
still
below
or
equivalent
to
those
charged
by
private
waste
collection
companies
in
the
area,
while
providing
a
more
robust
service
to
include
pickup
of
yard
debris
and
recycling
compared
to
those
private
sector
groups
or
entities.
Our
general
fund
is
projected
to
have
modest
growth.
In
the
upcoming
fiscal
year
we
have
kept
real
property
tax
revenue,
which
is
taxes
primarily
collected
from
property.

Sale
of
property
increases
at
a
very
modest
level
tax
revenues
for
motor
vehicles,
we
believe,
will
modestly
increase
as
well.
I
believe
it
is
reasonable
to
expect
one
fundamental
element
of
our
general
fund
will
stay
stable.
The
collection
of
real
property
taxes
will
stay
consistent
if
not
slightly
rise
collections
have
continuously
risen
for
over
15
years,
even
during
times
of
economic
distress.
That
should
give
us
some
optimism.
As
this
revenue
line
item
is
31.6
percent
of
our
expected
budget,
historically
property
tax
collections
have
been
very
stable.

The
second
element
of
our
general
fund
revenue
expected
to
remain
stable
is
the
collection
of
franchise
fees
from
our
electric
utilities.
These
amounts
will
be
a
million
four
hundred.
Ninety
three
thousand
four
hundred
and
fifty
dollars,
which
is
four
point.
Eight
percent
of
our
general
fund
revenue,
the
amount
the
city
receives,
is
based
on
what
the
utility
provider
bills
account
holders,
not
the
account
collected,
not
the
amount
collected
some
of
the
items
in
the
fiscal
year.
2022
23
budget
to
highlight
include
one
gateway,
maintenance
and
enhancement
are
an
item.

Tax
funds,
purchase
of
four
additional
patrol
vehicles
for
the
take-home
car
program,
an
additional
staff
for
city
court,
which
was
recommended
by
the
south
carolina
court
administration.
After
a
review
of
our
court
operations,
funding
for
our
tree
program,
partnership
with
aiken
streetscapes,
money
for
repairs
and
maintenance
of
several
of
our
parks
and
prt
facilities.
This
budget
contains
a
four
percent
pay
increase
for
our
most
valuable
asset:
our
employees,
a
one
percent
cost
of
living
increase
for
employees
that
will
go
into
effect.

The
first
payroll
after
july,
1st
2022,
a
one
percent
cost
of
living
increase
that
will
go
into
effect.
The
first
payroll
after
january,
1st
2023
and
finally
2
compensation
plan
increase
for
all
employees
who
make
an
appropriate
score
on
the
annual
employment
evals,
which
are
given
around
the
time
of
their
employment
anniversary.

We
continue
to
replace
capital
equipment
where
depreciation
funds
exist,
including
the
purchase
of
a
new
garbage
truck
with
a
water
and
sewer
rate
increase
passed
by
council
on
may
13th.
We
are
adding
900
000
to
system
depreciation,
which
will
help
with
water
plant
construction
council
has
continuously
requested
staff
to
be
business
friendly
as
possible,
so
we're
going
to
purchase
software
out
of
our
depreciation
funds
to
streamline
our
permitting
process
for
those
which
we
wish
to
do
business.
This
has
come
out
of
our
review
of
our
business
friendly
and
our
consults
with
stakeholders.

In
this
program
we
have
two
primary
discretionary
funds
that
have
fully
rebounded
after
the
worst
of
the
coven
19
pandemic
has
subsided.
Hospitality
tax
revenue
was
strong,
frankly,
pre-pandemic
levels
strong
throughout
fiscal
year
2122.
So
this
gives
us
reason
to
expect
this
revenue
source
will
return
to
pre-pandemic
levels
in
the
upcoming
fiscal
year.
Residents
and
visitors
continue
to
spend
money
on
prepared
foods
in
our
restaurants
and
grocery
stores,
resulting
in
an
average
collection
of
almost
150
000
per
month.

1.8
million
annually
I
reported
earlier-
it
probably
will
be
a
little
more
than
that,
a
little
probably
around
1.9
million
accommodations
tax
revenues
are
finally
back
to
pre-pandemic
levels
and
revenue,
expectations
and
expenditures
reflect
that
positive
trend,
the
budget
and
I'm
getting
a
call
from
william
clyburn.
So
maybe
we
got
some
news
about
the
federal
funding
for
the
water
plant.

almost
done
accommodations
tax
revenues.
Okay,
the
budget
for
fiscal
year
2223
meets
the
expectations
of
our
residents
with
an
eye
on
some
potentially
difficult
times
ahead
with
variables
beyond
our
control
and
the
overall
economy.

believe
our
staff
has
implemented
council's
vision
of
a
conservative
budget
that
funds
our
residents
and
business
owners
expectations
of
a
safe
community
support
for
small
business
and
investment
in
our
utility
infrastructure.
So
for
council

of

ordinance
to
adopt
the

property

cemetery

went
out
there
and
met
they've
got
volunteers
that,

they've

paid

money

many
many
years
and
they
maintain
it's
not
a
perpetual
care.
Cemetery
and
they've
got
markers
dating
back
to
the
late
night
mid
to
late
19th
century,
but
beautiful
old
growth
trees
that
need
need
some
updating
and
trimming
to
sustain
and
improve
their
life.

lot

our
beautiful
trees
and
our
rights
of
ways,
it
has
not
seen
any
utility
cuts
so
they're
just
magnificent,
but

ensure
that
they

enjoyed

at

split
the

marvelous

and

they
should
at

be

the
end
of
this

sometime
next

we
need
to

branch

integrity

paid
for
approximately

of

and
