this

came

previously,

city
had
purchased
a
generations
park.
Property
city
council
has
been
looking
for
a
way
to
get
that
under
within
the
aitkin
city
limits
at
one
point,
pursuing
a
right-of-way
annexation
along
the
highway,
which
they
then
retracted,
council
level.
In
this
case,
a
a
small
sliver
of
land
was
purchased
from
the
adjacent
property
owner
to
the
south.

able
to
make
this
contiguous
part
of
this
council
policy
you
if
a
property
is
over
a
certain
size,
three
or
four
acres
you're
supposed
to
annex
it
as
a
planned
district
staff
would
recommend
you
doing
that
as
a
planned
residential
district,

we
have
a
basic
concept
plan
for
essentially
a
park
on
that
site
and
the

guess
that
would
be
the
staff
comments
at
this
point.

sure

those

that

is:
did
the
engineering
team
that
developed
it
consider
the
possibility,
instead
of
splitting
this
across
two
locations,
as
they've
done
here,
to
put
it
in
the
the
location
where
bmp
6a
is
and
the
reason
I
asked
the
question
is
that
for
those
of
you
who
have
been
through
that
area,
you
might
be
familiar
with
the
fact
that
that
is
a
very
large
hole
in
the
ground,
and
it
just
seems
to
me
that
it's
going
to
be.

To
create
another
hole
across
the
street
on
south
boundary,
instead
of
putting
tanks
all
along
where
the
sand
river
outflow
currently
goes.
It
just
strikes
me
that
that
there
would
be
a
lot
less
excavation
that
that
ravine
there
is
about.
I
I
don't
know
exactly.
I
think
it's
about
30
feet,
deep
it.
It
provides
an
opportunity
to
put
much
deeper,
much
larger
tanks,
all
in
a
single
location
instead
of
having
the
disruption
of
two
locations,
and
I
and
I
mention
it
because
I
see
a
couple
of
advantages
of
it.

One
is,
I
think,
the
potential
for
lower
cost
for
the
project.
The
other
is
lower
impact
to
the
residences
that
are
around
it.
The
turn
quests
on
one
side
me
on
the
other
side,
the
other
is,
is
the
opportunity
to
address
an
erosion
problem
that
is
occurring
all
along
the
banks
of
the
of
the
sand
river
ravine.

Although
the
there's
an
underwater
underwater
underground
tunnel
there,
which
helped
mitigate
the
erosion,
mostly
there's
still
the
problem
that
there's
a
30
foot
deep
ravine
that
surface
water
runs
off
of
on
both
sides
causing
it
to
erode
so
people
along
bmp
6a.
Well,
the
woods
are
on
one
side:
there's
a
new
buyer
that
just
bought
some
land
from
the
boss,
wix
right
right
next
to
where
that
tank
location,
six
eight
look
location
is
and
then
there's
the
boss
wicks,
which
are
a
little
bit
further
down.

Now
I
can't
speak
for
the
boss
wicks,
but
if
much
larger
tanks
were
put
in
that
ravine
and
it
was
filled
to
surface
level-
and
it
would
take
that
erosion
problem
away
right
now,
charlie
bostwick-
I
can't
I'm
not
here
to
speak
for
charlie.
I
haven't
had
a
chance
to
talk
to
him
about
this.

This
is
the
first
I've
seen
this
proposal
this
evening,
but
I
would
guess
he
would
tell
you
that
he
is
concerned
about
the
viability
of
the
original
hitchcock
stables
which
are
on
his
property
they're
only
about
30
feet
from
the
ravine
and
in
a
couple
more
years,
they're
going
to
go
into
the
ravine,
or
at
least
part
of
it
is
going
to-
and
I
just
see
an
opportunity
to
solve
multiple
problems
here,
reduce
cost
provide
less.
You
know
through
less
excavation,
put
bigger
deeper
tanks
in
that
area.

That's
in
the
ravine
and
fill
it
to
surface
level
so
that
we
solve
the
erosion
problem
all
at
the
same
time,
and
I
just
I
would
also
add
that
I
think
the
use
that
bmp-6
is
being
put
to
that
land
is
not
in
the
spirit
of
what
it
was
originally
intended
for
the
voswicks
and
the
goodyears.
It's
my
understanding.

At
least
I
don't
have
documentation
to
prove
this,
but
it's
my
understanding
that
they
donated
to
the
hitchcock
woods
to
acquire
that
land
many
years
ago
in
the
interest
of
creating
a
buffer
between
downtown
and
the
resident,
the
residential
area.
And
now
what
we're
doing
is
bringing
the
downtown
area
into
the
residential
area,
putting
an
amphitheater.

You
know
inviting
people
to
be
there
as
a
public
park.
I
think
that
is
not
the
spirit
of
the
original
donation
that
was
made
to
the
hitchcock
woods.
That's
probably
a
lesser
reason.
I
think
the
the
biggest
reason
I
see
in
using
the
whole
sand
river
area
is
that
I
think
it's
going
to
be
more
effective.
It's
going
to
be
less
costly.

But
just
briefly
appreciate
the
resident's
concern
and
questions.
In
fact,
we
did
actually
look
at
maximizing
the
mp6a
with
the
most
storage
possible
and
right
now,
15
foot
vaults
is
the
largest
vault
commercially
produced
in
the
country.
In
fact,
it's
the
largest
vault
that
we
can
actually
procure.

15
foot
tall
vaults
yeah,
we
talked
to
the
manufacturer
about
going
double
stacking
them
to
get
30
feet
of
vaults
and
they
said
that
wasn't
structurally
sound.
You
cannot
put
two
volts
on
top
of
each
other
yeah.
If
we
go
above
anything
above
15
feet,
it's
not.
They
cannot
transport
it
from
the
precasters.
Everything
would
have
to
be
cast
in
place,
which
means
much
more
longer.
Duration
of
construction,
much
more
expensive
cost,
much
more
risk.

So
in
maximizing
the
storage
we
maximize
6a,
while
maintaining
the
existing
drain
pipe
through
that
area,
because
the
cost
of
relocating
that
would
have
been
substantial.
We
sandwich
two
tanks
on
either
side
using
as
much
space
as
we
can
and
we're
actually
putting
the
tanks
almost
on
the
existing
grade
and
filling
on
top
of
them.
So
we're
going
to
be
filling
up
that
existing
bowl
15
to
20
feet
up,
so
that
there's
only
going
to
be
about
a
10
to
20
10
about
a
10
foot
depression.

park

it

there

their
position
on
that

start
