mayor

inclusion

Athens
were
able
to
attend
in
Kansas.
City
I
wanted
to
share
a
few
highlights,
and
also
acknowledge
that
we're
approaching
the
Thanksgiving
holiday,
which
some
folks
recognize
in
different
ways.
But
one
of
the
great
points
of
this
institution
was
to
allow
us
to
really
think
historically
about
racism
and
its
impacts
and
acknowledge
that
this
is
an
appropriate
month.

Indigenous
people's
Heritage
Month,
in
which
to
acknowledge
that
our
city
of
Athens
has
a
rich
history
with
regard
to
the
presence
of
indigenous
people.
Before
we
were
settled
for
our
purposes,
I
would
like
to
say
that
I
believe
one
of
the
strong
takeaways
from
the
experience
will
be
thinking
about
Equity
practices
in
budgeting
and
I'm.
Sure
we'll
hear
and
explore
more
about
that
and
and
I
appreciate
that
this
will
be
an
ongoing
point
of
contact
and
experience
for
City
representatives
to
take
part
in.

thought
a
lot
about
that
with
Athens
Ohio
when
you
think
about
Manasseh,
Cutler
and
Rufus
Putnam,
a
large
number
of
white
males
who
decided
to
come
and
certainly
make
what
is
present-day
Athens,
but
also
displaced
a
lot
of
indigenous
people
to
include
Shawnee
mango
and
Wyandotte
Nation
individuals.
So
thank
you.
Another
thing
that
came
out
was
a
to
have
a
resolution
and
so
I'll
bring
something
forward
in
the
future
to
city
council.
But
a
resolution
acknowledging.

that

Friday
evening
we

going

visited

individual
and
a
large
individual
in
a
white
or
a
red
coat

a
white
beard.

going
to
be
happening

Court

Washington
Street,

be
people

Ohio
magazine

are
going
to
be

giving
the
city
of
Athens
recognizing
us

we
are.
There

articles
that
are
coming
out

magazine

that
effect.

Ohio
Senate
senator
Frank
Hoagland
sent
a
a
notice
honoring
the
city
of
Athens,
for
outstanding
achievement
by
being
recognized
in
the
Ohio
magazine
for
2023-2024..

started

project

years

grant
request
back
then

costs
have
increased
significantly.

just
basically
said
hey.

got
any
extra
money,
we'll
take
it.
I
They
came
back
a
couple
days
ago
and
let
us
know
that
there's
an
additional
five
hundred
thousand
dollars
in
the
small
cities
program
that
will
come
to
us
and
so
that'll
increase
the
amount
that
we'll
get
under
the
small
cities
program
by
500
000
and
decrease
the
amount
that
we
would
take
in
a
loan
by
500,
500
000.
So
we'll
get
that
squared
away
and
prepared
for
an
amendment
next
week
to
this
particular
ordinance.

them

to

more

line

actually

expenditures

auditor

opportunity
to
come
before
Council
and
draw
that
down
to
where
again,
there's
no
over
expenditures.

said,

we
budgeted

but
we're
only
bringing

is
beginning
of
your
balance.

balance
and
carryover
as
a
measure
of
the
fiscal
health
of
the
school
district,

if
you
look

their
last
five
years,
you'll
see
that
the

line
continues
to
go
up.
In
other
words,
the
district
is
very,
very
healthy
from
a
financial
standpoint.

lot
of
districts
wish
they
were
that
healthy
and
that's
one
of
the
things
I
would
like

see
so

call
the

tax
mix,
and
these
are
the
amounts
that
go
to
specific
funds
from
the
remaining
income
tax
available
after
levies
are,
are
reduced
and
I'll
just
go
ahead
and
and
read
section
one
here
and
then
discuss
the
individual
changes
recommended
section.
One
of
ordinance,
2121
is
hereby
a
minute
to
read
as
follows:.

revenues
from
the
city,
income
tax
after
deduction
of
5.41
percent
for
the
street
Rehabilitation
fund,
572
and
5.41
for
the
Arts
Parks
and
Recreation
debt
fund,
450
and
2.7
percent
for
payment
of
expenses
associated
with
the
recreation
community
facility
fund
271.
All
those
are
required
under
tax
levies
that
those
revenues,
the
remaining
revenues-
shall
be
allocated
directly
to
the
funds
as
follows.

Previously
we
allocated
18
to
the
street
fund
and
the
recommendation
here
is
to
reduce
that
again
by
0.5,
so
that
would
become
17.5
percent,
and
previously
we
allocated
five
percent
to
the
recreation
fund
270
and
the
recommendation
is
to
raise
this
to
six
percent,
so
we're
reducing
the
general
fund
allocation
by
half
a
percent,
reducing
the
street
fund
by
a
half
percent
and
taking
that
pers
that
single
percent
and
adding
it
to
the
recreation
fund-
and
it's
discussed
at
committee
this.
This
would
help
obviously
Arts
Parks
and
Recreation,
but
also
Council
business.

the
amount
of
times
we've
had
to
work
on
that
fund
over
the
past
few
years
and
those
are
the
only
changes
to
this
tax
mix.

quick

That's
related
to
this.
Clearly
there's
been
an
issue
with
the
recreation
budget
and
the
expenses
thereof.
So
I
was
just
curious
about
whether
the
change
from
the
farmers
market
for
the
farmer's
market
location
is
that
going
to
help
the
funding
their
funding
stream
for
the
the
recreation
area.

Help
the
recreation
fund,
you
know
in
a
minuscule
way.
You
know
any
Revenue
that
comes
in
from
the
land
use
agreement
you
know,
will
certainly
help,
but
it's
not
a
lot
of
money.
It'll
come
in
I
think,
more
importantly,
that
with
Farmers
Market
being
where
it
is,
and
more
people
who
might
not
otherwise
experience
the
inside
of
our
community
center
may
find
that
there's
programming
that
they're
interested
in
and
therefore
they'll,
buy
memberships
or
they'll
start
taking
exercise
classes,
although
they're
probably
already
healthy,
if
they're
shopping
at
a
farmer's
market.

Who
knows
but
I
think
that
in
just
in
terms
of
of
potential
foot,
traffic
will
certainly
help.
I
should
add
to
this
that
the
this
is
the
one
percent
increase.
You
know
using
a
half
a
percent
from
the
two
other
fun
lines
is
about
140
000
a
year.
Several
things
that
have
come
to
light,
certainly
with
programming
in
the
community
center
and
and
the
rec
department
is,
you
know,
still
coming
out
under
what
was
a
very
difficult
2020
and
a
less
so,
but
still
difficult
2021..

So
this
will
certainly
help
with
looking
forward.
The
other
thing
that
we're
facing
right
now
is
that
the
appropriate
action
that
Council
had
with
looking
at
Living
wages
for
individuals
where
it
is
it
escalates
over
the
next
I
think
two
more
years
2024.

It
finally
goes
up
to
Fifteen
dollars
an
hour
2023
it's
going
up
to
14
an
hour
that
is
putting
believe
it
or
not
it's
summer,
part
time,
but
it's
still
Revenue
that
are
still
an
expense
that
is
different
than
it
was
in
past
years
with
seeing
that
increase,
and
so
this
is
going
to
help
somewhat
with
that.
But
when
we
have
our
summer
lifeguards
and
we
have
our
summer
landscapers
landscapers,
it's
you
know
that
added
expense,
whether
we
don't
think
about
it
or
whether
most
people
don't
think
about
that.

added
expense,
it's
an
expense,
and
so
this
is
going
to
help
with
that
too.
But
what
I
have
instructed,
as
has
server
safety
director
Andy
Stone,
that
we're
working
with
Captain
Man
Jordan,
as
we
need
to
continue
to
figure
out
different
ways.
We
can
continue
programming
and
Elevate
programming
through
the
community
center
to
keep
Pace
with
those
increases,
but
those
again
believe
it
or
not.
Those
increases
are
gonna,
continue
to
add
expense
to
what
their
budget
is.
So
this
is
really
going
to
help.

violent
shooting

trans
and
lgbtq
community
members.
