From YouTube: City Council Meeting - 10/4/21
Description
City of Austin, Minnesota
A
Number
two
is
approving
the
minutes
from
our
september
20th
2021,
meeting,
emotion,
so
move.
Second,
all
in
favor,
aye
aye
closed
motion
carries
under
recognition
awards
number
three.
We
have
chris
heichel
here
as
our
newest,
honorary
council
member
she'll
get
us
through
end
of
december.
I'm
sure
she's
looking
forward
to
it
and
chris.
If
you
want
to
say
a
few
words
of
introduction,
that'd
be
great.
D
Well,
I'm
successful
so
far,
I'm
chris
heiko
and
I
am
the
branch
manager
franchise
owner
of
fairway
independent
mortgage
corporation.
D
I
am
a
lifelong
citizen
of
austin,
went
away
for
a
couple
years
and
am
back
and
really
invested
in
austin,
and
I
look
forward
to
the
opportunity
to
being
here
and
finding
out
a
little
bit
more
and
maybe
speaking
for
on
behalf
of
the
citizens
of
austin.
A
Right
on
well,
thank
you,
chris
thanks
for
being
with
us
for
this
time.
Welcome
also
in
recognition
award
this
spam
pro
spam
post
proclamation.
A
So
I'll
read
that
whereas
spam
post
570
was
founded
in
1946
by
jc
hormel
with
20
local
women
veterans
and
whereas
the
women
became
known
as
the
hormel
girls
and
whereas
spam
post
570
grew
to
74
members
and
completed
or
competed
as
a
marching
band
in
the
1947
national
american
legion
convention
in
new
york
city
and
whereas
the
team
was
the
first
all-women
american
legion,
drum
and
bugle
corps
to
enter
this
prestigious
competition
and
was
a
big
hit
at
the
convention,
even
though
it
didn't
win
and
whereas
the
post
remained
active
until
1978
and
then
was
re-energized
in
2017,
whereas
the
post
is
committed
to
mentoring,
youth
and
sponsorship,
of
wholesome
programs
in
our
communities,
advocating
patriotism
and
honor,
promoting
strong
national
security
and
continued
devotion
to
our
fellow
service,
members
and
veterans,
and
whereas
spam
post
570
will
celebrate
its
75th
anniversary
on
october
4th
2021..
A
Now,
therefore,
I
stephen
m
king
mayor
of
state
of
austin
minnesota
do
hereby
proclaim
october
4th
2021
as
spam
post
day.
So
they
have
an
original
copy
of
that
for
their
meeting
tonight
and
we're
happy
to
to
rejoice
in
their
75
years.
So
with
that
we'll
move
on
to
the
consent
agenda.
Looking
for
a
motion
for
the
consent
agenda
so
moved.
A
E
Hello,
there's
a
number
of
assessment
hearings
tonight
for
the
first
one,
the
turtle
creek,
two
hookups.
Those
people
signed
agreements
to
have
their
hookup
fees
put
on
as
an
assessment,
a
bunch
of
the
other
ones
that
we
have
are
like
the
snow,
the
junk
the
weeds,
the
citations,
all
sorts
of
those
types
of
fall
assessments
that
we
do
so
for
all
of
these
public
hearings.
It
has
been
published
in
the
paper
and
the
individuals
have
received
notice
for
them.
D
A
B
A
D
A
A
Okay,
I
guess
there's
somebody
on
the
zoom,
I'm
not
aware
of
so.
If
there's
a
this,
is
our
public
hearing,
so
I'll
start
asking
that
if
there
is
a
person?
What
no?
Oh?
No,
I
didn't
see
that
either.
So,
if
there's
anybody
that
would
like
to
speak
on
five
or
six
I'll
back
up
and
give
you
the
opportunity.
A
D
A
C
A
Oh,
we
didn't
use
hp.
Okay,
sorry
again,
I
threw
them
off
just
what's
happening
in
the
meeting
chris.
A
B
A
A
B
A
A
Thank
you
tom
item
number
10
is
a
series
of
resolutions.
Public
hearing
on
assessments
for
administrative
citations,
10a
adopting
the
assessment
role
for
park
and
rec
need
a
resolution.
Don't
move
second.
B
D
A
B
B
A
Good
number
13
public
hearing
for
a
five-year
tax,
payment,
request,
petition
by
lee
and
joni
hansen,
13
a's,
approve
or
deny
the
tax
abasement
abatement
need
a
resolution.
Please
move.
F
A
B
So
in
total
we
have
3.635
million
dollars
worth
of
projects
that
we
would
a
either
like
to
use
fund
balance
for
or
move
it
to
the
building
fund
or
fire
fleet
fund
or
revolving
loan
fund.
So
those
dollars
are
then
there
to
set
forward
in
motion
action
by
department
heads
to
use
it
for
those
specific
purposes.
B
I
like
to
make
one
slight
all
allocation
or
change
in
the
200
grand
for
led
lighting
street
city
hall,
we're
going
to
try
to
get
all
the
led
lights
in
the
city
down,
which
I
think
was
another.
Sixty
thousand
do
led
lights
to
city
hall
and
then
use
the
rest
for
other
facilities
where,
if
the
budget
gets
approved
and
parking
rate
goes
back,
we'll
need
to
put
protective
glass
in
their
area.
A
Okay,
questions
from
mr
dankert
council
and
then
with
that
change
that
tom
spoke
of
we're
looking
for
resolution,
private
number
14.,
so
move
the
resolution.
B
B
B
At
the
work
session,
we
had
a
discussion
that
our
current
provider
came
in
second
at
150
grand
and
would
recommend
their
approval
because
of
their
knowledge
of
the
system.
We're
not
required
to
take
the
low
bid
and
we're
not
as
we're
confident
that
the
epa,
the
current
provider
can
actually
get
things
completed
out
to
the
internet
for
some
live
streaming
that
we're
just
not
confident
others
can
do.
B
But
that
being
said,
we
took
a
look
at
the
bid
and
worked
with
marty
who's,
our
audio
visual
guy,
to
look
at
the
costs
related
to
that
and
actually
were
able
to
reduce
that
bid
from
150
down
to
135
thousand
dollars
by
we're
going
to
try
something
new
without
a
significant
piece
of
equipment.
So
we
can
get
the
price
down,
but
again,
we'd
request.
Council
approval
for
the
epa
audio
visual
contract
at
135,
000
341.54,
once
approved.
A
All
right,
thank
you.
Any
questions
for
mr
tanker
council.
If
not
looking
for
resolution
problem
number
15.,
so
move
the
resolution,
I
don't
know,
excuse
me
15..
Is
there
a
second.
D
A
G
The
yearly
thing
officer,
j.j
mueller,
is
currently
in
charge,
although
the
grant
unfortunately
gets
a
little
bit
smaller
each
year
is
still
important,
in
my
opinion,
to
allowing
some
of
our
officers
to
solely
work
traffic
duties
without
having
to
necessarily
be
available
for
call.
We
are
reimbursed,
as
is
the
sheriff's
department
who
works
under
our
banner
for
those
associated
costs,
and
I
think
this
year
too,
where
we
see
perhaps
a
little
bit
less
traffic
enforcement
due
to
a
wide
variety
of
reasons.
G
A
H
Since
our
last
meeting
excuse
me,
we
have
we've
had
multiple
discussions
over
the
years
about
our
ada
transition
plan
and
since
our
last
meeting
we
have
our
our
final
step
in
the
process
for
our
draft
ada
transition
plan
is
to
develop
a
notice,
a
two-week
notice
for
the
public
to
make
any
comments.
H
A
D
A
You
number
19
is
a
motion
granting
the
planning
and
zoning
department
the
power
to
contract
for
the
removal
of
junk
and
or
illegally
stored
vehicles
at
1010.
Fourth
avenue
northwest
the
ruble
property
council
in
motion
so
moved
their
second.
Second,
all
in
favor,
aye,
aye
opposed
motion
carries
citizens
addressing
the
council,
don't
see
anybody
here
or
on
zoom.
So
moving
on
to
the
honorary
council
member
comments,
this
happens
every
end
of
the
meeting
chris.
A
F
F
I
just
want
to
say
congratulations
chris
for
taking
that
opportunity.
If
you
have
any
question,
feel
free.
Ask
anyone
on
the
council
here,
I've
been
there
before
and
six
months
later.
I
am
up
here.
So
you
never
know.
A
C
Two
quick
things
just
a
reminder
that
ksmq
groundbreaking
on
thursday,
so
that
would
be
great
to
see
that
moving
forward,
and
then
I
will
be
serving
on
the
lga
property
tax
committee
for
the
coalition
of
greater
minnesota
cities.
So
certainly
we
really
report
back
with
any
of
the
topics
that
are
happening
in
a
statewide
and
then,
if
there's
anything
that
we
want
as
a
city
to
make
sure
we've
got
on
that
agenda.
C
A
Nothing
your
honor
all
right.
Well,
I
think,
with
that
we're
probably
looking
for
adjournment
to
our
next
meeting
monday
october
18th
2021
at
5
30.
so
moved.
Second,
all
in
favor,
aye.
