apparent
to
me
over
the
course
of
a
few
months
after
doing
some
inquiry
within
the
police
department
that
we
had
some
issues
that
we
needed
to
address
and
my
job
is,
the
leader
of
this
organization
is
to
really
set
the
table
for
a
productive
culture
with
a
knowledge
of
our
departments,
and
it
became
clear
to
me
that
a
leadership
change
was
needed
after
talking
to
men
and
women
within
the
department.

The
bend
police
department
is
reaffirmed,
its
commitment
to
the
city
of
Bend
and
the
people
of
Bend
Bend
is
unique
in
the
fact.
Not
only
wants
an
efficient
police
department.
It
wants
an
approachable,
caring
and
friendly
police
department.
Before
my
first
meeting
with
the
staff,
I
took
some
input
across
the
department
and
what
was
important
was
it
we're
inclusive
and
how
we
move
forward.

So
in
the
very
first
meeting,
I
brought
together
the
command
staff,
members
and
members
of
the
Police
Association
to
help
us
decide
where
the
police
firmer
need
to
go,
what
we
need
to
reaffirm
and
how
we
were
going
to
move
forward
successfully.
This
last
December
a
case
of
a
clear
ethical
lapse
was
identified
by
meant
by
a
member
of
the
Bend
Police
Department.
This
was
addressed.
It
was
taken
care
of
we
put
it
behind
us.
We've
also
brought
the
department
together
as
one
to
ensure
that
this
doesn't
happen
again.

a
enormous
amount
of
positive
feedback,
since
the
change
in
leadership
I
think
to
be
able
to
really
surface
some
of
the
really
good
talent
within
the
department
and
really
focus
on
the
relationships
and
ensure
that
there
is
good
communication
up
and
down
sideways
in
the
organization
and
I
feel
like
that's
now
happening.

Value
of
the
school
resource
officers
is
really
threefold.
One.
It
allows
us,
as
a
police
department,
to
build
relationships
with
students
at
the
school
that
allows
us
to
handle
issues
that
may
arise
at
the
school
of
some
sort
of
investigation,
and
it
also
allows
us
to
provide
some
security
and
some
tection
to
the
students
clear.

recent
events
and
the
media
throughout
the
United
States,
the
schools
are
our
primary
focus
of
law
enforcement
and
that's
more
than
just
providing
security
and
safety.
It's
also
the
bridge
to
these
younger
kids
to
understand
that
the
police
are
there
to
help
not
only
to
take
enforcement
action.

units
within
our
department
a
lot
of
the
permits?
Don't
have
we
have
units
that
specialize
in
helping
the
mental
in
people
with
mental
illness
and
mental
challenges
on
the
street
daily
people
who
reach
out
to
the
homeless
daily,
with
specific
officers
assigned
to
things
such
as
specific
beats,
the
downtown
area
been
to
ensure
that
those
places
are
very
livable
and
very
visible
and
high
quality
of
life.

Policing
to
me
is
more
than
just
having
a
getting
on
the
patrol
car,
it's
having
a
relationship
with
the
community
that
you
serve
in
this
case
the
city
of
Bend
and
the
citizens
in
the
bend
understanding
what
they
want
out
of
a
police
officer,
understanding
what
they
want
for
protection,
what
they
expect
they
expect,
and
it
helps
me,
do
my
job
and
actually
become
more
fulfilled
with
my
job.

Are
serious
issue
in
Bend
and
Central
Oregon?
There's
there's
a
lot
of
methamphetamine
a
lot
more
heroin
in
the
last
couple
years
and
there
have
been
in
the
past
and
all
those
things
are
related
to
other
crimes
are
related
to
thefts,
they're
related
to
violent
crimes.
They
are
all
intertwined,
so
the
value
is
there
for
us
too.
Yes,
attack
the
drug
problem,
but
also
have
an
effect
on
those
other
crimes
to
the
importance.
I
Of
the
k-9
program
to
the
community
is
to
be
more
effective
in
general,
whether
it
involves
locating
drugs,
tracking
down,
missing
people
or
apprehending
criminals.
It
helps
us
save
time
and
be
more
effective.

by
that

my
expectation
is
that
the
culture
within
the
police
department
improves
and
that
there
is
good
communication
at
all
levels
of
the
organization

that
we
really
have
clear
direction.

really
leverage
technology
moving
forward

be
more
efficient
and
that
we
look
towards
a
sustainable
future
in
balancing
our
service
demand,
with
the
resources
available,

lucky
here
in
the
city
of
Bend,
we
have
police
commanders
and
lieutenants,
who
are
exceptional
individuals
who
have
worked
hard.
We've
got
a
great
deal
of
education
and
training
in
their
area.
They
do
a
phenomenal
job.
24
hours
a
day,
seven
days
a
week,
I'm
confident
we
can
move
forward
with
a
quality
staff
in
Police
Department
and
with
partnerships
with
our
outside
agencies.

can
still
continue
deliver
high-quality
service
to
people,
