transportation
bond
oversight
committee
and
working

five-year
capital
improvement
plan
and
making
project
recommendations

update

that.

week

the
links

the
recommendations
that
the
transportation
bond
oversight
committee
had
made
to
council
earlier
this
month,
and
that
was
through
a
work
session,
and
so
the
ask
was
that
you
would
take
a
look
at
those
final
project
recommendations
that
you
would
maybe
take
a
look
at
the
council
meeting.
If
you
felt
compelled
and
talk
to
your
board
gather
just
general
thoughts
from
members
and
then
we
would
come
together
and
discuss
that,
and
so
I
think
today,
what
we're
just
looking
for
is
general
themes.

Riverwest
feels
like
the

synergy
of
the

road
projects
is
not
related
to
safety,
rather
synergy
with
other
infrastructure,
and
they
feel
like
pedestrian
safety
is
at
risk,
namely
galveston
is
an
area
that
we've
been.
You
know
asking
the
city
to
do
some
work
on
and
there
have.
I
We
don't
see,
that's
in
the
go
bond
and
we
don't
see
that
that's
the
priority,
and
so
we
wanted
to
draw
that
to
their
attention.
We
are,
we
definitely
support
the
bicycle
and
pedestrian
safety
projects.
We
would
prefer
to
see
those
projects
implemented
sooner
because
of
the
potential
of
positive
safety
outcomes.

feel
that
the
portland
avenue
go
bond
project
has
no
clear
scope
in
the
city
step,
we'll
move
forward
with
that
project
without
taking
neighborhood
feedback
into
account,
much
like
newport
avenue
and
past
nssp
projects
and
galveston
safety
concerns,
and
we
do
have
a
board
member
who's
on
the
tboc.

as
far
as
the
priority
ranking
of
the
projects
by
the
transportation
committee,
I
know
I
had
sent
in
a
letter
to
the
committee,
because
the
unfortunately
the
november
meeting
was
the
same
time
as
the
nla
meeting,
and
I
quoted
an
opportunity
to
take
an
early
lead
on
addressing
climate
change
by
using
that
as
a
factor
in
ranking
the
projects
and
I'm
not
sure
they
did
that
and
one
of
the
projects
I
thought
would
have
great
benefit
to
the
most.
People
would
be
the
transportation
intelligent,
transportation
infrastructure.

other
words,
you
know
making
all
the
lights
not
consistent,
but
you
know
I
can't
throw
the
right
word
right
now,
so
you
wouldn't
have
to
go
to
every
intersection
and
stop
and
wait
for
the
light
they
synchronized
and
I've
seen
where
that's
happened
in
other
locations
and
it
really
makes
a
tremendous
difference
in
traffic.

move
the
priority
of
that
up,

saw
the
latest
outcome
and
it's
not
even
listed

corridor.

think
you're
you're
correct
the
geo
bond
does
not
address
anything
on
galveston
that
wasn't
identified
as
a
near-term
need,
according
to
the
city,
the
seatac
and
the
tsp,
but
we
do
have
it
programmed
in
a
separate
funding
bucket.
So
we
have
our
normal
capital
plan.
So
we
have
a
transportation
plan,
a
sewer
plan,
a
water
plan,
and
this
new
one
is
the
geo
bond
plan.

So
that's
what
we're
going
to
get
adopted,
but
back
to
the
original
transportation,
cip,
you
we,
you
will
see
that
galveston
does
exist
on
that
plan
and
the
goal
is
to
start
construction
on
the
galveston
corridor
sometime
in
fiscal
year,
23.
so
likely
in
the
fy.
You
know
calendar
year,
24
in
the
calendar
year
25,
but
we
do
have
just
over
four
million
dollars
programmed
to
do
the
galveston
improvements
along
that
corridor
here
within
the
next
five
years.

larkspur
neighborhood
board
had
some
curiosities
around
how
to
best
advocate
for
pettigrew
safety
improvements.

you
have
any
updates
or
thoughts
on
that
for

this

this

it's
very
interesting
to
me.
If
you
look
at
the
geo
bond
map
and
what
we're
scheduled
to
build,
you
know
we're
going
to
make
those
intersections
improvements
at
bear.
Creek
and
pettigrew,
and
I
mean
everybody's
familiar
with
that
four-way
stop.
That
is,
is
a
high
high
crash
rate
intersection
in
town
right.

So
we
are
showing
that
on
the
geo
bond
five-year,
cip,
there's
also
pedestrian
improvements
along
bear
creek-
and
this
is
where
it
gets
interesting-
is
the
one
of
the
key
routes
identified
is
actually
on
27th,
and
so
you
know
it's
debatable-
is
27th
street
the
best
street
to
to
push
pedestrians
and
bikes
to
make
it
a
key
route
or
is
something
like
pity
group
that
parallels?
It
may
be
a
better
option
because
you
can
almost
get
just
as
far
north
south.

know
from
read
market
north
as
you
could
on
27th,
as
you
can
on
pedigree.
So
that
is
interesting
to,
I
think
maybe
look
at
is.
As
that
project
gets
closer
you
know,
maybe
pettigrew
is
a
better
option
for
a
key
route
than
27..
So
that's
when
I
think
we're
going
to
work
closely
with
tboc
and
with
yourselves
you
know
and
if
there's
a
better
idea.
You
know
we
take
this
from
the
30
000
foot
level
on
the
tsp
and
now
we're
trying
to
make
it
a
reality.

certainly
need
to
take
a
deeper
dive
into
these,
but
I
think
that's
one.
We
should
certainly
debate
and
the
other
project
that's
coming
up
pretty
soon
on
pedigree
you're,
going
to
see
construction
in
20
excuse
me
is
one
of
the
septic
to
sewer
projects
that
have
bayou
and
pettigrew.
So
we
will
be
doing
some
street
improvements.

not
intended
to
be
a
full-blown
all
of
pettigrew
bike,
lane
sidewalks
curbs,
but
that's
a
start
but
yeah.
I
think
it'd
be
interesting
to
debate
this
27th
versus
pettigrew
key
route.

think
that's
a
good
conversation
to
have.

seeing
any

be

line

everybody
wants,

we're
going
to
adopt

five-year
cip
so
just

sure
everybody's
tracking.

On
wednesday
of
this
week
there
will
be
a
hearing
in
front
of
city
council,
and
anybody
who
wants
whether
it's
this
group
or
as
individuals
will
have
an
opportunity
during
the
council
meeting
to
provide
feedback
to
council
right
then,
and
there
and
council
can
make
whatever
decision
they
would
like.
They
can
go
with
what
we've
got
recommended
here
from
staff
and
teboc,
or
they
could
make
an
adjustment
right
there
on
the
fly
and
that's
totally
fine,
but
this
isn't
the
set
in
stone.

Normally
it's
except
the
budgeting
period,
so
you
know
in
the
june
july
time
frame,
but
we
do
that
every
year
on
every
one
of
our
programs
and
so
there's
going
to
be
a
continual
conversation,
and
I
think
one
especially
that
this
group
will
hopefully
continue
to
be
very
invested
in
is
what
was
kind
of
known
as
the
neighborhood
street
safety
program,
it's
known
by
a
different
name:
it's
the
local
residential
safety
system
or
program
and
the
bond.
But
it's
the
same
thing.

were
we're
going
to
charge
forward
with
delivering
that
same
list
of
25
prioritized
projects
that
this
this
group
had
identified
as
being.
This
is
where
we
want
that
focus
to
be
so,
but
that
list
can
change
as
well.
If
this
group
wants
to
re-evaluate
that
and
make
a
make
a
follow-on
recommendation
to
tbox,
they
can
say
hey,
you
know
we
want
to
take
this.
You
know
million
dollars
of
local
residential
money
for
fiscal
year,

and
reprioritize
it
or
repackage
those
25.

lots
of
opportunities
moving
forward
to
re-engage
and
keep
this

mean
we're
going
to
keep
evolving

over
the
next
10
years
as
we
deliver
it.

share
that
information.

they're
working
on
how
they're

to
track
that
data,
how
we're

it

hearing

connections

least
perceived
connections
between

short-term
rental
market
in
bend
and
housing,
availability

affordability.
So
there
are,
there
is
interest
among
some
in
the
community
in
increased
regulation.

of
I
think,
making
policy
choices
if
you're
counsel
or
recommending
potential
policy
choices
to
counsel.
If
your
staff
is
having
good
data.
So
there
is
a
survey
that's
being
put
together.
Part
of
it
is
getting
data
on
short-term
rentals
period.
We
have
a
pretty
what
I
would
call
a
pretty
robust
licensing
and
enforcement
system.
Not
everybody
recognizes
that,
but
we
do
but
part
of
collecting
data,
I
think,
is
to
see
what's
out
there
and
also
see
if
we
can
figure
out.

there
are
connections
between
the
number
of
rentals
we
have
and
housing,
affordability
and
and
what
that
might
suggest
for
potential
changes
for
our
short-term
rental
regulatory
scheme,
so
nothing
specific
is
being
proposed.
Yet
it's
not
even

given

staff
will
recommended.
Council
will
consider
anything
but
we're
trying
to
establish
kind
of
a
factual
background.

can
figure
out
what
we
might
look
at.

was
my
first
meeting,

it
was
the
eighth
meeting

recommendations

the
prior
seven
meetings

voted

council.
Actually,
I
believe
they
were
afforded
eric
city
manager.

was
the
sole
dissenting
vote,
the
reason
behind
choosing
to
vote
against
them.
The
the
the
the
recommendations
were.
Basically,
the
their
responses
were
overwhelmingly
against
these
actions
on
the
survey
and
basically
it's
having
the
experience
that
I
had
with
all
of
one
meeting.
All
I
basically
had
to
go
off
of
was
what
the
responses
were
when
they
were
overwhelmingly
negative.

I
voted
the
same
way.
I
did
have
some
personal
concerns
as
to
on
the
two
main
issues
which
were
homeless
camps,
whatever
you
want
to
call
them
and
the
parking
of
the
permitting
of
parking,
rvs
and
driveways,
but
that
didn't
weigh
in
at
all
it
was
bait.
My
vote
was
based
100
on
the
survey
responses.

engaged

to

feeling

neighbors,
really
don't
understand
what's

will
happen

alliance

overwhelming
theme

neighborhoods
is
people
are
seeing
a
lot
of
construction

more
applications

some
very
big
projects.

talked
about
approximately
3
000
proposed
units
in
about
four
neighborhoods,
and
a
lot
of
these
are
apartments.
