have
raised
our
concerns
regarding
the
managed
camp
at
juniper
ridge
to
the
city,
council
and
various
city,
employees
by
emails
and
speaking
at
council
meetings,
since
this
proposal
was
first
announced,
every
neighborhood
deserves
a
voice,
but
we
didn't
get
enough
of
one.
This
has
been
a
continued
refrain
from
residents
and
businesses
from
all
around
boyd
acres.

We
think
it
is
important
to
the
nla,
because
if
this
can
happen
to
boyd
acres,
it
can
happen
to
any
neighborhood.
The
nla
should
call
the
city
out
for
establishing
a
process
that
ignores
residents
inputs
into
the
plan.
Effort
for
input
was
really
made
only
after
the
plan
was
presented
to
the
city
council.

Another
reason
for
the
nla
to
think
about
this
is
that
fires
that
start
in
juniper
ridge
could
spread
to
many
other
neighborhoods
with
catastrophic
results.
Fire
danger
in
northeast
bend
is
a
danger
to
all
of
us.
This
is
not
just
a
concern
of
the
residents.
The
vice
president
of
chemical
development,
at
cetera
at
juniper
ridge
business,
made
an
irrefutable
statement
to
city
council
regarding
his
concerns
with
placing
a
20-acre
homeless
camp
right
behind
their
highly
flammable
manufacturing
facility.

The
city
has
long
been
aware
of
the
fire
danger
and
inaccessibility
by
ground
crews
to
juniper
ridge.
Yet
they
have
done
little
to
nothing
to
move
the
camps
out
prior
to
the
north
interceptor
project
and
bnsf
threats.
Now
they
want
to
return
homeless
camps
to
the
area.
What
makes
you
think
the
city
of
men
would
do
better
with
concern
for
your
neighborhood
any
neighborhood.

this
reasons,
I'm
asking
the
nla
to
do
the
following.

urge

to
adopt
a
formal
statement
with
these
points

send
it
to
the
city
council.

speak

comments

to
allow
middle
housing
in
areas
where
single-family
dwellings
are
allowed
and
civil
city
regulations
could
not
cause
unreasonable
costs

delays.

Middle
housing
is
defined
as
duplexes
triplexes,
quad,
plexus,
townhouses
and
cottage
clusters.
In
preparation
for
this
first
committee
meeting,
several
neighborhood
association
members
reviewed
materials
for
the
development
of
division.

testimony
at
state
hearings
spoke
with
state
staff
and
the
local
lcdc.
Commissioner,
then,
at
the
first
committee
meeting
staff
claimed
that
compliance
would
definitely
require
lowering
ben's
minimum
parking
rates
for
middle
housing.

should
house
bill
2001
compliance
matter
to
the
nla
and
the
nas?
Frankly,
the
staff's
quota
mims
may
impact
every
single
one
of
the
13
neighborhood
associations
participating
in
the
work
of
house
bill.
2001
stakeholder
committee
is
an
excellent
opportunity
for
the
nla
and
nas
to
demonstrate
how
they
can
be
a
positive
contributor
to
the
land
use
planning
in
our
community.

neighborhood
leaders,
my
name
is
lauren
johnson
and
I
live
in
boyd
acres
and
I
would
like
to
discuss
the
proposed
juniper
ridge
homeless.
Camp
myself,
along
with
the
residents
of
northeast
bend,
have
been
working
tirelessly
over
the
last
month
and
a
half
to
voice
our
opinions
and
persuade
the
city
to
consider
alternative
locations
for
the
proposed
temporary
six-acre
homeless
camp
and
the
even
larger
phase
ii,
20-acre
permanent,
homeless,
rv
campground
in
juniper
ridge.

These
proposed
temporary
and
future
homeless
camps
present
numerous
concerns,
including
the
extremely
close
proximity
to
an
elementary
school
middle
school
and
neighborhood
park,
which
are
right
across
the
street
and
will
likely
have
a
detrimental
impact
on
current
and
future
business
development
in
juniper
ridge.
The
city's
proposal
to
use
the
covet
emergency
to
facilitate
a
zone
change
is
a
breach
of
trust
with
its
residents
not
just
in
northeast
bend,
but
the
entire
city.
It
violates
stan
state
land
use
policy
which
requires
public
input.

Residents
rely
on
the
city's
comprehensive
plan
to
guide
them
for
what
kind
of
development
is
permitted
throughout
the
city,
residents,
businesses
and
builders.
Count
on
this
plan
when
they
buy
a
house,
start
a
business
or
purchase
land.
The
key
point
that
I'm
trying
to
make
is
that
if
the
city
can
disregard
the
residents
of
northeast
bend,
then
no
neighborhood
is
safe
from
the
city's
capability
of
making
decisions
without
input
from
its
residents.

trust
in

city

because
of
this
we
are
now
seeking
help
from
the
nla.

are

nla
adopt

statement

opposition
at

city
council

lot

the
topics
surrounding

transitional
and
temporary
shelter.

some
work
sessions
in
the
next
week
where
they'll

listening

public
comments,
so
if
that
hasn't
come
out
yet

believe
a
press
release
is
coming
out

week
in
terms
of
that
topic.
So
today
I'm
just
trying
to
focus
on
what
we're
trying
to
do
moving
forward
in
terms
of
the
city's
role
with
the
land
development
of
juniper
ridge.
Let's,
I
think
I'm

so
first
I
just
kind
of
want
to
review
land
development
where
we're
at
in
terms
of
sites
that
are
available
and
how
much
of
the
land
we
currently
have.
What
I
like
to
do,
whenever
we
mention
juniper
ridge,
is
just
kind
of
specify
what
juniper
ridge
we're
talking
about,
because
juniper
ridge
has
many
forms.
The
first
form
there
is
on
the
left
and
the
green.
That
is
all
the
property
the
city
currently
owns.

So
that's
the
1500
acres
that
we
constantly
kind
of
look
at
as
the
juniper
ridge
master
plan
that
was
done
in
2008..
We
really
don't
talk
too
much
about
this
area
in
terms
of
land
development,
just
because
a
lot
of
it
over
a
thousand
acres
is
outside
the
city
limit
and
therefore,
there's
still
a
whole
lot
of
process
to
bring
that
in
on
the
graphic
on
the
right
there
with
the
red
that
is
actually
the
juniper
ridge
urban
renewal
area
boundary.

So,
as
you
can
tell,
the
urban
renewal
actually
extends
beyond
the
500
acres
of
city
kind
of
owns
within
the
city
limits
and
extends
all
the
way
east.
I'm
sorry
west
to
us,
20,
bringing
in
the
areas
there
with
cooley
and
romell,
primarily
what
we
talked
about
when
we
look
at
juniper
ridge
in
terms
of
development
is
the
juniper
ridge
overlay
zone,
and
this
is
that
500
acres,
that's
located
within
the
city
limits
there,
which
is
really
anchored
in
kind
of
that
southwest
corner
there
by
the
cooling
18th
intersection.

The
other
area
within
the
jupiter
overlay
zone
is
called
the
employment
subdistrict.
So,
yes,
there
are
a
lot
of
players.
When
we
talk
about
juniper
ridge,
this
sub
district
is
really
about
300
acres.
This
was
the
initial
planning
phase
that
we
put
together
in
2010
to
2011
that
really
identified
what
was
going
to
be
built
in
juniper
ridge.
Again,
at
the
time
we
were
contemplating
a
campus
type
setting
with
osu
moving
in
those
plans,
have
changed
and
that's
really
kind
of
precipitated
the
conversation
with
the
advisory
board
and
what
I'm
going
to
present
today.

So
when
we
look
at
the
ccnr's,
the
design
guidelines,
transportation
management
and
some
of
those
land
use
restrictions
we'll
talk
about
later,
that
is
really
only
applicable
to
this
area
in
green,
the
300
acres,
the
area
outside
of
that,
but
still
within
city
limits.
That's
technically
zoned
light
industrial.

So
we
of
the
overlay
zone-
I
just
like
to
throw
this
out
there-
455
acres,
is
still
owned
by
the
city.
435
is
still
unplanted,
so
it's
really
we're
still
moving
forward.
We
still
have
a
long
way
to
go
with
what
we
have
within
city
limits,
the
areas
in
purple
there.
Those
are
the
lots
we
have
available
I'll
talk
about
them
a
little
bit
later
again.

Pacific
corp
is
up
on
the
northwest
corner
there
in
the
green
is
the
new
north
point
park,
and
then
we've
actually
got
two
new
buildings
that
have
moved
in
in
the
last
year
and
mailing
systems
and
foreign
fabrication.

So,
as
of
today,
we
technically
have
five
platted
lots
that
we
currently
are
listed
for
available
for
sale,
lots
one
two,
six
and
seven
were
part
of
a
seven
lot
subdivision
the
city
did
about
eight
years
ago,
we've
sold
three
of
those
lots
which
were
on
the
south
there
of
coulee,
which
were
the
ben
mailing
in
the
thrin
parcel
three,
they
kind
of
see
in
the
middle.
That
was
originally
an
option
piece
for
les
schwab.

That
option
expired,
so
that
has
come
back
in
the
city's
control
and
that's
something
we're
actually
looking
forward
to
marketing
forward
and
trying
to
develop
some
new
development.
The
area
in
blue
is
the
new
pacific
corps
site,
so
we're
actually
in
the
negotiation
or
finalizing
the
negotiation
to
do
a
land
swap
and
they're
going
to
put
their
regional
headquarters
here
along
cooley
and
talus,
along
with
the
training
facility.

So
we
are
actually
currently
in
the
process.
We've
gone
forward
and
actually
have
an
attendant
plan
approved
and
we're
moving
forward
to
the
final
plat
to
create
not
only
that
lot
for
pacific
power,
but
also
three
additional
lots
so
lot,
eight,
which
will
be
at
the
corner
there
with
talus
and
18th
street,
and
two
additional
lots
about
the
1.6
acre
variety
along
cooley,
and
these
have
been
relatively
popular
at
this
size
because
that
does
allow
a
business.

That's
looking
to
expand
and
move
from
kind
of
the
10
000
square,
foot
to
20
or
30
000
square
foot
be
able
to
develop
for
their
own
site.
So
we're
hoping
to
have
these
fully
planted
in
the
next
30
to
60
days
and
then
next
year,
we'll
actually
be
constructing
the
infrastructure
to
extend
talus
and
extend
cooling
further
to
the
east.

So
all
together,
we
have
eight
lots
that
we're
looking
to
hopefully
put
out
to
market
and
we
have
had
significant
interest.
But
we
are
hoping
to
close
some
of
these
deals
in
the
next
four
to
six
months
and
hopefully
see
more
development
over
the
next
12
18
months
out
in
juniper
ridge.

Seeing
none
so
the
junior
ridge
manager,
advisory
board
or
effectively
known
as
the
junior
map
was
tasked
by
council
to
really
sort
of
look
at.
How
can
we
move
juniper
ridge
forward
with
the
next
steps,
and
this
sit
began
with
the
bdab
or
the
ben
economic
development
advisory
board?
After
a
few
of
the
property
sales
kind
of
looked
at?
What
is
going
to
be
the
next
stage?

How
do
we
ensure
that
we
are
moving
forward
development,
wise
for
juniper
ridge,
so
council
asked
them
to
develop
a
work
plan
that
allowed
us
to
consider
and
adopt
that
for
council.
They
also
wanted
them
to
really
review
some
of
those
existing
governing
documents.
So
the
sub
district
use
table
again,
because
that
was
a
very
limited
use
table,
because
it
was
focused
on
a
more
campus
type,
setting
the
ccnr's
design
guidelines
and
other
documents
that
kind
of
oversee
the
juniper
ridge
look
forward
to
what
will
be
our
land
disposition.

should
we
approach
how
we
dispose
of
land
and
then
also
kind
of
put
together
a
framework
plan
for
how
we're
going
to
move
forward
with
subdividing
the
area?
And
this
was
all
in
line
with
the
north
interceptor.

few
things
happened
once
this.
Once
the
board
was
formed,
one,
the
north
interceptor.
We
were
able
to
identify
funding
in
that
project,
move
forward
to
the
north
corridor
with
us,

and
the
coulee
interchange
that
all
started
moving
forward
as
well.

So
what
they
came
up
with
was
a
three-phased
approach
and
really
this
first
phase
was
to
address.
How
do
we
sell
the
existing
lots
and
the
three
new
lots
that
we're
creating
one
was
to
revise
the
employment
subject,
use
table
and
I'll
talk
more
about
that
as
we're
taking
that
through
planning
commission
next
week
and
then
hopefully
to
council
next
year,
but
that
really
was
to
one
bring
it
up
to
kind
of
today's
standards.
It
hadn't
been
touched
in
over
eight
years.

had
a
very
restrictive
sort
of
allowable
uses
and
we
really
thought
if
we're
going
to
encourage
employment
in
this
area.
We
sort
of
need
to
open
things.
Up.
Two
is
revise
the
design
guidelines
again
we're
kind
of
structured
for
more
of
a
campus
type
development
where
now
we're
seeing
much
more
individual
businesses
and
individual
lots.
So
how
can
we
revise
some
of
those
design
guidance
to
be
more
consistent
with
the
bend
development
code
and
some
of
the
commercial
standards
we
see
today
and
then
negotiate
with
odot
around
the
trip
cap?

So
we
have
a
trip,
cabin
place.
That
says,
once
we
achieve
a
certain
number
of
trips
related
to
development,
we
have
to
make
specific
improvements.
Phase
two
really
looked
at.
How
do
we
restructure
juniper
ridge
over
the
next
20
10
to
20
years?
So
how
do
we
sell
land
or
what
is
really
going
to
be
the
position?

The
first
is
kind
of
restack
the
whole
overlay
code
and
allow
us
to
sort
of
plot
land
that
could
be
anywhere
from
20
to
50
acres
in
size
and
then
kind
of
re
rethink
the
size
of
that
employment
subdistrict.
It's
300
acres
now,
recognizing
that
probably
our
opportunities
our
developers
want
to
come
in
and
put
their
own
twists
on.

A
master
planning
process
continue
to
coordinate
with
odot
on
the
north
interchange,
which
would
go
along
the
very
north
end
of
juniper
ridge
and
I'll
have
a
map
later
and
then
one
of
the
kind
of
the
big
things
was
for
this
group
was
contemplating
the
sort
of
the
live
work
play.
Mentality
that
we
have
here
in
ben
500,
acres
of
only
jobs
or
employment
uses
doesn't
really
fit
into
what
we've
sort
of
established
as
a
community.
So
really
look
at
what
is
ugb.

You
know
when
we
were
contemplating
the
transitional,
shelter
and
kind
of
the
longer
term
housing
and
then
lastly,
is
reevaluating
sort
of
this
50-acre
large
flat
industrial
requirement
recognizing
that
in
bend
land
prices
tend
to
be
higher
and
any
single
user
that
requires
50
acres
in
size
is
going
to
look
for
some
cost
savings
and
that
might
not
be
applicable
to
ben.
So
perhaps
those
are
more
situated
for
primeval
or
other
areas.

that's
gonna-
that's
gonna
play
in
together
over
that
third
phase,
because
we
will
have
to
make
some
code
changes
while
this
group
was
contemplating
in
terms
of
we
need
to
address
it
in
terms
of
our
our
home
housing
inventory

employment
inventory
really
around.
Are
we
meeting
our
jobs
per
acre
goal
and,
if
we're
exceeding
it,
that
means
we
can
utilize
some
land
for
something
else,
so
they
were
approaching
it
on
the
theory
that
our
jobs
per
acre
is
higher.

How
is

current
coveted
climate
affecting
all
of
this?
So
I'm
I'm
seeing
maybe
not
as
much
business
expansion
on
the
commercial
side
and
in
some
sectors
and
in

sectors
it
is
expanding.
So
when
you
first
started
this
project,
it
was
a
different
world.

It
was
surprisingly,
we've
had
a
lot
of
activity.
We
have.
We
have
received
significant
interest
on
all
these
lots,
primarily
because
we
have
very
low
inventory
and
bend
when
it
comes
to
light
industrial.
So
a
lot
of
those
who
are
looking
to
manufacture
we
have
inch.
We
are
bringing
a
personal
sale
agreement
for
to
council
at
the
next
council
meeting.

This
is
a
a
manufacturing
company
that
sort
of
specializes
in
creating
add-ons
for
vehicles
that
have
done
really
well
in
sales
with
covid,
as
people
look
for
hobbies
outside.
So
we've
actually
seen
very
high
interest
in
terms
of
more
of
the
light
industrial
who
have
a
kind
of
manufacturing
component.

We
haven't,
but
and
that's
really
going
to
fit
in
better
of
june
bridge
than
say
some
of
the
uses
that
might
be
more
office
oriented.
But
what
we've
seen
up
there
with
with
the
growing
businesses
here
in
bend
kind
of
this
missing
middle
space
of
10
to
20
000
square
feet,
where
we
just
don't
have
built
to
suit
options
or
any
sort
of
shell
buildings
available.
So
we
are
seeing
kind
of
those
businesses
that
are
moving
out
of
that
10.

it's
a
it
will
require
an
amendment.
We
have
to
amend
the
comp
plan
and
amend
the
ugb,
so
the
comp
plan
today
calls
out
this
area
for
only
light
industrial
and
commercial
uses.
So
in
order
for
us
to
amend
that
comp
plan,
we
have
to
re-look
at
our
urban
growth
boundary
requirements
and
that's
going
to
be
something
that
our
long-range
planning
staff,
our
growth
managed
staff.
They
presented
a
work
session
to
council.

was
a

obviously
have
some
other
major
planning
projects
with
the
tsp
and
the
north
interceptor

bringing
that

to
compliance

limitations
on
office
and
small-scale
personal
professional
service,
and

lot
of
us
have
to
do
it.
If
we're
going
to
have

jobs,

recognize

need

that
includes
actually
taking
a
limit
off
of
child
care
or
even
allowing
child
care
in
juniper
ridge.

we
expanded
the
use
table
to
allow

more
commercial

industrial
type

we
revise
those
standards
to

consistent
with
the
development
code,
access
standards
again
more
consistent
with
the
developer
code,
there
was
actually
six
different
street
options
in
juniper
ridge.
We've
narrowed
it
down
to
three.

think
arterial
collector
locals
seem
to
be
enough,
so
we
try
to
bring
that
more
to
comply
with
what
we've
seen
today.

far
as
the
design
guidelines
go
again,
just
kind
of
bring
it
more
consistent
with
the
development
code
and
then
simplify
it
a
little
bit.
So
if
you're
along
a
major
arterial
and
that's
18th
or
cooling
we'd,
ask
you
meet
our
commercial
standards
if
you
are
set
back,
maybe
on
a
local
road
and
you're,
an
industrial
type
user
you'd
be
able
to
use
our
industrial
standards
again
so
trying
to
maintain
the
look
and
feel
on
those
major
arterials,
the
odd

kind
of

we
want

just
bring
that
up
to

we

north

coulee

at
additional
residential,
we
could
be
looking

residential
on
that
west
boundary
and
potentially
that
east
boundary

take

step
back
as
a
city
as
developer

land
owner
trying
to
facilitate
the
proper
development
with
here
and
allow
kind
of
the
market
to
dictate
what
needs
to
move
forward.

phase
three,

we
talked
about,
is
really
that
long-term
goal
we
kind

went

into
it
anymore
unless

council
approved
the
advisory
board's
work
plan

anticipated
code
schedule
right
now
that
we

looking

that

meet
with
north
point

boyd
acres
actually

representation.

who

on

advisory
board
for
the
juniper
ridge,
so
he

know
he
was
reporting
constantly
back

and
they
didn't

ask
us
to
formally
come
and

those
have
been
the
two
neighbors
we're
mostly
involved
with
up

a
lot
of
people
are
just
looking
forward
to
see
some
activity
and
I
think
that
will
help
sort

address

of
the
issues
that
we're
seeing
out

around

able
to
see
some
construction
activity

that'll
help
us
kind

capture

our
request
to
the
transportation,
cip
process
and
budgeting

feel
like
this

a
timely

broke
it

two
years:
2019
2020
through
2021
fiscal
years.

started
pretty
quick
fall
of
2019,
and
these
are

projects

triaged

prioritized
several
are
completed,
including
crosswalks
to
parks.
Southeast
15th
street
allows
you
to
get
to
ponderosa
park.
Harmon
allows
you
to
get
to
drake
park
as
well
as
harman
park
and
schools.

are
waiting
on
elimination
for
wells
acres
that
come
this
it's
in
design
right
now
that
will
be
completed
next
summer
and
we're
bidding
several
projects
for
next
summer,
and
that
includes
sizemore
sidewalk,
a
crosswalk
of
brookswood
at
holley
grape
and
a
crosswalk
of
peril
road
at
reed
lane.

did
cancel
the
campbell
road
pedestrian
lane
project
based
on
public
input
from
that
neighborhood.
So
all
in
all,
we
had
an
800
000
budget
and
we
estimate
that
we'll
be
pretty
close.
There
may
be
some
left
over,
but
bids
are
coming
in
really
high,
and
so
I
am
not
assuming
any
carryover
into
the
next
biennium,
but
we
will
know
rory
is
going
to
be
bidding
those
towards
the
end
of
january,
and
so
I
will
have
updated
numbers.

Those
got
built
very
early
early
on
and
then
we
jumped
into
design
for
the
ones
that
are
going
to
be
delivered
this
next
summer,
and
so,
but
we
did
get
a
couple
of
csrs

there

lola
crosswalk

auburn
beauty
server
crosswalk,
so
we've
gotten
about
is
that
nine
projects
out
of

proposal

react
to
things
that
worked
well

as
things
that
didn't
work

this
takes
a
more
strategic
approach
towards
concept,
development
review
and
approval,
because
the
process
we
used,
particularly
for

know,
campbell
and
then
it
got
complicated
with
covid-
was
really
it
was
muted.

so
we
want
to
to
spend
the
first
part
of
the
year
while
we're
waiting
for
the
next
fiscal
year
to
start
because
it
won't
start
till
july,
creating
some
concepts
and
then
marking
them
out
in
the
fields
they're
very
visible
and
spend
time
with

neighborhood
associations
in
the
neighborhood
to
review
them
and
make
changes
and
then
take
those
kind
of
approved
concepts
into
survey
and
design
development.

we
think
that'll
smooth
things
out
a
little
bit
better
and
provide
much
better
input
from
neighbors
on
these
projects,
so
keeping
the
budget
the
same,
which
we've
kind
of
been
working
with
david
avis
and
our
transportation
construction
fund.
We
believe
a
request
to
city
council
for
the
same
amount
of
money
about
800
000
would
get
us
fairly
far
down
the
list.
So
trying
again
take
that
theme
that
you
guys
came
up
with
for
the
last
biennium
of
being
trying
to
maximize
how
many
projects
we
deliver.

It's
a
curb
extension
at
wall
street
for
amity
school
boys
and
girls
club
in
the
family,
kitchen
summit
west,
the
mount
washington
crosswalk
at
polar
star
to
connect
that
valhalla
neighborhood
over
to
the
cocc,
as
well
as
a
bus,
stop
old
farm
district,
a
crosswalk
on
roster
house
conifer
and
that
extension
of
sidewalk
on
aubrey
butte
on
aubry
road
and
a
small
crosswalk.

So
that
would
be
year
one
year,
two
of
the
biennium.
This
was
interesting
because
projects
started
to
get
really
expensive,
so
we
were
looking
for
some
efficiencies
with
stbg
funding.
I've
been
working
with
grant
applications
to
the
bend
mpo
for
grant
and
that
ranked
number
21
project
larkwood
sidewalk.

So
this
this
timeline
works
out
well
and
so
we're
able
to
match
their
90
000
grant
with
only
74
000
from
our
biennium
fund.
So
it's
it's
a
an
efficient
way
to
deliver
some
projects
and
that
project
in
particular.

to
that
a
little
bit
in
the
conversations
and
and
robin's
done
a
great
job
of
keeping
me
updated,
particularly
on
this
grant
opportunity.

don't
think
we're
in
a
position
to
project
the
likelihood

grant

great
if
we
could
get
a
piece
of
that.
But
my
caveat
to
robin
has
been
at
all
points
that
as
when
the
nssp
created
well,

nla
created
the
nssp
priority
list.

been

couple

serendipitous
things.

of

nssp
projects
in
aubry
butte
was
able

funded
through
a
combination
of
csr
money

other
opportunities

project
kind

took
care
of
itself.
But
it
was
handled
just
not
technically
through
the
nssp
which
allowed
us
to
reach
down
the
list.
Maybe
another
project
or
two:

that's
what
you
were
asking

members
are
now
actually
new
from
the
time
that
the
original
solicitation
went

got
their
input

less
than

days
prior
and
in
our
experience
it
is
always
at
the
very
last
minute,

the
time
the
neighborhood
association
gets
that

piece

mailbox
on
a
daily
basis
and
they
get
it
and
then
they
can
turn
around
and
they
can
send
it
out
to
their
their
members
of
their
neighborhood
association,
initially
based
on
a
lot
of
input
from
from
the
bend
neighborhood
coalition,
as
well
as
land
use
chairs.

Initially,
we
thought
that
a
21
day
notification
would
be
much
more
appropriate,
and
that
was
something
that
we
had
backed
off
on
a
lot
of
us
really
wanted
even
30
to
45
days
the
the
developers
have
said
you
know
that's
untenable
for
them.

So
that
is
one
aspect
of
the
the
time
issue.
On
the
comment
period,
the
comment
period
we
had
asked
to
change
from
14
days
to
16
days
for
the
public
comment
period
and
again
the
developers
are
saying
that
any
delay
is
going
to
cost
them
money,
and
so
they
have
taken
a
very
hard
stance
with
that.

tuned
on
that
aspect.
But
one
thing
that
I
do
need
from
this
group
this
evening
is
an
okay
on
these.
These

proposed

amendments,

committee

idea
that

needed

Education
and
council
gave
us

thumbs
up,
and
so
that's
why
it
became
one
of
our
nla
working
goals
and
from
there

formed
the
land
use
working
committee.

were
focused
on
some
of
these
code
changes.

been
spending

awful
lot
of
time
on
the
code,
changes
and
the
developer
packet,
etc.
But
the
biggest
piece
is
the
land
use
education
plan
and
what
this

showing

is
that
we've
we've
broken
the
land,

education

three
components:
it's
developers,
it's
the
land,
use
chairs,
and
then
it's
the
community.
It's

citizens.

working
pretty
well
with

We
walked

we

pretty
good

had
some
great
suggestions
and

editing

rather
than

learned

lot

of
people,

think
they
are

want
to
raise
their
hand
and
they're
really
upset
by
a
project,

they

any
standing
and
they
don't
know
how
to
achieve
that
standing.

direction

community

developers
really

well
together

positive

the
completion

that
there
is
a
working
relationship
with

developers

didn't
exist
in
the
past.

the

reasons

developers
didn't
initially
engage
is
they
weren't
entirely
convinced

kudos

all
for
having
a
proposal
that
you

teeth

merits

participation
by
the
developers
and

have
let

reasonable
set
of
code
changes.

their

we

educated
people

city
view.
As
many
of
you
know,
the
city
of
bend
decided
to
move
forward
with
their
city
view
implementation.

They
kind
of
caught
us
by
surprise,
because
one
of
the
goals,
one
of

nla
goals
or
the
nla
working
group
actions,
was
to
work
with
city
staff
on
the
city
view
program,
and
we
had
identified
two
people
in
particular
dave,
johnson
and
mike
walker,
and
they
had
expected
to
have
more
of
a
hands-on
orientation
with
city
view
before
it
went.
Live
that
didn't
happen.

City
view
became
necessary
and
it
it
is
being
implemented
as
we
speak
and
it
is
expected
to
go
live
as
of
monday.
The
14th
some
of
us
have
attended
the
training
sessions.
There
have
been
several
training
sessions
and
there
are
still
more
this
week
if
you
are
interested
in
a
training
session.
Remember
this
is
what
replaces
e-plans
going
forward.

neighborhood
association

years

almost

at

a
year

a
half
ago
that
shifting
demographics,
dramatic
population
growth,
the
expansion
have
been
with
the
ugb
and
2380
acres,
and
now
the
latest
discussion
of
a
further
expansion
years
down

road
of
course.
But
we
recognize
that
from
an
equity
and
a
representation
point
of
view,
we
really
needed
to
address
neighborhood
association
boundaries
and
it's
it's
a
complex
issue,
but
it's
something
that
we
acknowledged.

working
groups
summarize
the
results
of
the
boundaries
discussion
prompts
received
by
the
neighborhood
associations
and
present
to
city
council
their
findings

their

working

various
groups

community

that
there
really
is
no
one
representing
livability

time

city

bend
is

growing
exponentially

it

desperately

developers

as

appreciate

work
that
they
do,
that's
not
their
job.

going
to
do
that.
For
you,

city
staff
has
an
engineering
or
planning
perspective.

if
the
mla
doesn't
bring
that
voice
to
the
table,
it
won't

heard.

feeding
the
deer
or
fireworks
or
neighborhood
street
safety

be
that
that
I
really
just
strongly
encourage
you
to
have

make

voice

council
won't
want

hear
it
and

too
bad.

why
we
made
an
ordinance

create
the
nla.

It's
been
a
fairly
quiet
month
since
our
general
meeting.
We
did
pick
up
a
new
board
member
and
then
we
also
picked
up
a
volunteer
from
the
community
to
be
on

fireworks
committee
because
we
felt,
like
the
board,
didn't,
have
the
capacity
to
do
that
ourselves,
but
we
did
support
the
idea
of
forming
a
committee.
So
it
was
great
that
a
local
vet
that
lives
in
southern
crossing
volunteered
to
be
on
that
committee
and
represent
us.

The
other
thing
that
I
thought
was
of
interest
chief
krantz
provided
some
really
great
crime
statistics
to
us
on
southern
crossing
neighborhood
association
and
a
kind
of
a
trend,
analysis
of
crime.
This
year's
crime
rates
compared
to
previous
years,
and
it
it
was
really
fascinating.
That
was
a
view
that
we
had
not
seen
before,
and
maybe
I
don't
know
michaela
if
that
could
be
provided
by
neighborhood
or
by
request,
but
we
put
it
on
our
website
and
people
have
commented
that
it's
really
interesting.

is,
we
did
talk
about
the
changes
in
the
bend
tree
code
and
we
do
support
those
changes
and
we
will
be
talking

boundaries

meeting

was
the

appears

the
upcoming
development
on
the
irrigation
district,

central
oregon,
irrigation
district
property
of
about
100
or
150
acres,
with
a
proposed
possible
700
units
along
brookswood
and
bounded
by
mcclellan
and
rock
bluff
and
tucking
right
in
and
part
of
so
that
ties
into
the
boundary
issue
that
property
is
within
our
boundary,
but
may
make
more
sense
to
be
included
in
southern
crossing
boundaries
and
just
in
terms
of
the
size
of
our
neighborhood
association,
and
also
ties
into
the
question
of
the
tree
ordinance.

rumor
has
it.
We
don't
know
anything
about
the
plan,
but
that
it
would
be
a
polish
development
and
would
clear-cut
the
entire
area
in
in
that
section,
which

used
heavily
by
people
walking
from
this
neighborhood
down

that
was
a
big

part
of

discussion.

is

in

yesterday

active

bunch
of
things.
So
we've
had
two
members
burn
out
so
and
we've
gotten
one
new
member
recruited
back
in
so
we're
still

recruitment

issue

nla
is
that
our
land
chair
noticed
and
brought
to

board
that

really
high
percentage

new
development
within
midtown
is
short-term.

big
spike
again,

a
little
more
time
to
analyze
that
for
the
