A
So
welcome
to
today's
meeting.
We
will
start
the
meeting
off
by
calling
roll-
and
I
am
here
as
the
chair,
lisa
muscle,
cassie,
hello,
and
how
about
dave,
I'm
here
great
and
then
I
want
to
recognize.
We
have
two
other
committee
members,
debbie,
dewis
and
mike
walker.
Debbie
is
part
of
southern
crossing.
Mike
is
part
of
river
west
and
looks
like
we
also
have
colin
stevens
from
staff.
A
C
Just
a
quick
technical,
we
can
only
have
members
of
the
nla
provide
motions,
so
it
has
to
be
cassie,
dave
or
lisa.
A
Thank
you.
Sorry,
your
voices
sound
very
similar.
I
don't
think
we
have
any
public
comments.
Unless
michaela
do
you
have
any
written
submitted.
A
F
A
You
then
we're
going
to
move
right
into
land,
use
education
plan
and
timeline.
Michaela
did
you
have
anything
to
share
with
us
or.
C
Yes,
so
one
thing
that
we
haven't
done
in
this
group
is
go
through
the
timeline
associated
with
the
plan,
and
so
I
thought
today
what
we
could
do
is
go
through
the
landy's
resources
and
timeline.
So
let
me
pull
that
up.
E
Michaela,
can
I
just
ask
a
process
question
about
that
yeah?
What's
the
color
coding
mean.
C
Yeah,
so
let
me
pull
this.
I
think
this
will
help.
C
Can
you
see
the
color
coding
there?
It
is
okay!
Thank
you,
okay
yeah.
So
this
is
a
little.
This
document
is
a
little
different
than
your
education
resources
document,
and
this
one
is
the
actual,
like
land
use
education
plan,
which
is
largely
an
internal
document.
We
have
shared
this
plan
with
council
at
the
top.
It
looks
like
this,
so
if
you
I
sent
it
out
about
a
month
ago,
so
you
should
have
it
but
I'll,
send
it
out
again
after
this.
C
So
the
first
part
of
this
document-
and
I'm
sorry
I
have
document-
add
when
it
comes
to
this
so
I'll,
try
not
to
make
you
dizzy.
We
outlined
our
goals,
the
target
audiences
that
we've
worked
with
in
information
gathering,
and
this
is
all
information
that
you
guys
have
heard
before
in
council,
check-ins
and
in
previous
conversations
that
we've
had-
and
this
is
just
the
work
that
was
done
to
develop
the
education
plan
under
strategies.
C
These
also
were
presented
in
council
goals
so
to
create
and
revamp
existing
educational
resources
to
support
better
knowledge
and
understanding
among
community
members
of
oregon's,
unique
land
use
laws
and
how
they
impact
ben's
comprehensive
plan
in
public
process.
That's
the
first
one.
The
second
is
to
develop
a
new
land
use
section
on
the
city
of
bend
website.
C
The
third
is
to
provide
new
and
revamp
existing
developer
and
applicant
resources.
So
we'll
be
talking
about
that
today
and
then
the
fourth
is
to
offer
land
use,
community
workshop
opportunities
to
neighborhood
associations
and
other
targeted
groups
which
comes
towards
the
end
of
our
timeline.
C
So
I'm
going
to
skip
key
messages,
and
I
think
what's
important
here
is
the
timeline,
and
so
we've
kind
of
come
away
from
this.
You
know
hype.
We
still
identify
them
as
high
priority
medium
priority
and
lower
priority
so
that
we
know
what
to
work
on
first,
but
as
far
as
getting
it
done
within
a
set
period
of
months,
we've
kind
of
come
away
with
that.
Just
because
we
know
some
documents
are
taking
longer
than
we
expected
and
some
aren't
going
to
take
very
long
at
all.
C
So
under
the
2019,
this
was
everything
that
was
done
last
year
for
2020.
This
yeah
2019
was
largely
information
gathering
in
2020
we
started
with
council
check-in,
and
so
that
was
in
july,
we
presented
our
this
education
plan
and
began
drafting
these
resources,
and
so
let's
see
this
is
the
part
that
has
kind
of
changed,
so
we're
not
so
much
going
in
the
three-month
increment
increments
anymore.
C
G
C
Okay,
yeah:
I
can
just.
C
I
can
point
that
out
on
the
document
as
well,
so
for
this
land
use
group
we
are
in
the
light
brown.
This
is
the
nla's
roadmap.
I've
shut
the
months
previous
to
september.
C
Here
we
are
in
november.
C
Our
goal
this
month
is,
and
in
this
meeting,
is
to
finalize
high
priority
resources
with
our
working
group,
and
then
city
staff
is
going
to
begin
working
on
some
of
those
medium
priority
resources,
which
is
also
something
we'll
be
talking
about
today,
because
one
of
those
medium
priority
resources
is
the
land
use
chair
handbook.
C
So
I
don't
know
if
I've
helped
or
confused
you
more.
I
guess
I
just
wanted
to
make
sure
that
we
were
all
on
the
same
page
for
timeline
going
forward.
So
do
you
guys
have
questions
about
timeline.
C
C
Yeah,
so
at
this
time
we
plan
to
have
that
first
102,
video
done
and
by
the
end
of
the
year
we
plan
to
have
the
developer
packet
done
by
the
end
of
the
year.
We
plan
to
get
a
really
good
start
on
the
land
use
chair
handbook,
and
then
we
may
even
have
some
interactive
map
samples
done
by
january,
and
so
in
january
it's
going
to
be
a
really
good
time
to
launch
that
website
corner.
I
think
we'll
have
enough
documents
to
make
it
substantive
to
where
we
can
start
to
build
on
it.
I
I
think
we
have
been
looking
at
this
from
putting
together
three
buckets
which
doesn't
always
fit
neatly
under
your
high
priority,
medium
priority
and
lower
priority,
and
so
that's
why
I
think,
if
anything,
there's
maybe
a
little
confusion
and
trying
to
use
the
tool
you
have
in
front
of
us
we're
thinking
of
this
as
developer
packet
chair
and
then
the
third
being
the
tools
the
packages
we
put
together
for
the
citizen,
the
average
person
going
to
a
website.
So
I'm
just
pointing
that
out.
I
A
Mike
it
does
make
sense-
and
I
appreciate
your
your
perspective
this
this
worksheet-
that
michaela
is
pointing
out,
is
probably
it
probably
predates
you
and
debbie
from
joining
us
and
when
you're
thinking
of
the
three
legged
stool,
you're,
thinking,
developer,
land
use,
chair
and
citizen,
and
that
three-legged
stool
does
not
replace
the
high
medium
and
low
priority
on
the
I'll
call
it
the
asset
work
list.
A
So
we
we
have.
We,
we
kind
of
have
two
lists
going
and
they
interact
with
each
other.
So
it's
almost
like
as
though
really
what
you
should
be
looking
at
is
when
we
look
at
developer
land
use,
chair
and
citizen,
we
have
high
medium
and
low
under
each
one
of
those
headings,
and
this
spreadsheet
that
michaela's,
pointing
out,
probably
incorporates
all
of
that
it
doesn't
break
it
out
into
sub-sections.
I
Yeah,
I'm
just
I
understand
totally
what's
on
mckayla's
spreadsheet,
it's
just
it's.
It's
there's
a
different
perspective
and
it's
it's.
I
don't
know.
A
C
Okay,
so
I
want
to
make
sure
you
can
see
the
right
screen,
because
this
is
showing
up
a
little
weird
for
me.
But
can
you
see
my
resource
list.
D
C
Looking
for
those
nods,
so
the
first
document
is
that
website
section.
C
If
that's
something
that's
going
to
come
in
front
of
this
group,
I
think
it
will
when
it's
complete
and
then
we
can
offer
feedback
on
changes
so
that
go
ahead.
Lisa.
C
C
I
think
russ
is
going
to
join
us
and
share
an
update
on
city
view
kind
of
last
minute,
but
it's
a
good
thing
at
3
30.,
just
fyi
lisa.
C
And
then
so
land
use
102.
That
is,
we
got
some
good
ideas
and
feedback
from
you,
so
I'm
working
on
the
second
script.
I
plan
to
have
that
to
this
group
at
the
december
meeting,
so
that
we
can
have
two
videos
in
motion.
C
Our
interactive
neighborhood
zoning
map-
that
is,
a
document
that
is
actually
being
worked
on
by
gis.
They
came
and
visited
us
last
month
for
our
meeting
and
got
some
good
feedback
and
then
decided
that
with
the
feedback
from
the
community
survey
and
what
we
talked
about
in
our
group,
they're,
going
to
put
together
more
of
a
a
testing
site,
something
that
you
guys
can
actually
get
in
and
play
in
and
then
provide
feedback
on
and
so
they're
in
the
process
of
building
that
and
they
plan
to
have
it
done
by
the
year.
End.
C
C
Okay,
so
these
are
all
documents
that
are
within
the
developer
package,
so
these
are
pretty
close
to
going
to
design.
We
just
have
some
conversations
that
we
need
to
have
today
and
clear
up
some
questions
that
came
up
through
the
city
staff
review.
So,
let's
see.
C
C
I
wanted
to
confirm
with
this
group.
It
is
a
one-pager
that
basically
explains
what
a
public
meeting
is.
I
think
when
we
first
talked
about
this
document,
we
discussed
having
it
at
as
like
the
land
use
chair
or
the
developer,
would
bring
it
to
a
public
meeting
and
have
it
available
as
a
handout
for
people
who
attended
and
those
who
attended
could
grab
it
when
they
signed
in,
and
it
says,
hey
welcome
to
a
public
meeting.
This
is
what
a
public
meeting
is.
C
This
is
what
a
public
meeting
is
not,
and
so
I
I
do
have
that
for
people
to
review,
if
that's
still
the
same
concept
that
we
want
to
go
with.
A
I
I
believe
that
the
concept
originally
was
that
we
were
going
to
include
this
in
the
developer
packet
and
just
to
kind
of
bring
everyone
else
into
the
the
loop.
C
C
B
So
that,
once
the
developer
sends
out
whatever
that,
though,
or
the
len
the
notice,
the
public
meeting
notice
that
that
triggers
the
land
use
chair
to
to
send
out
what
what
is
expected
and
what
the
expectations
can
be
of
the
landing
meeting.
You
know
the
neighborhood
meeting.
D
G
Thanks
lisa,
can
I
ask
a
question
about
the
developer
packet?
It's
first,
it's
my
understanding
that
what
we're
trying
to
do
is
provide
the
developer
with
something
that
would
really
facilitate
the
interaction
with
the
public
and
we've
got
a
lot
of
high
priority
work
here.
We're
working
fast
and
furious
on
that
developer
packet,
but
I'm
taking
a
step
back
wondering.
G
Are
we
at
risk
of
getting
too
far
down
this
road
without
having
a
developer,
understand
or
give
a
little
bit
of
feedback
on
our
approach
just
to
make
sure
we
don't
later
develop
this?
What
we
think
is
a
wonderful
resource
developers
and
they
say
yeah.
You
know
this
doesn't
help
me.
It
would
have
been
nice
if
you
did
x,
y
or
z,
or
did
we
have
that
conversation,
and
I
forgot.
A
Well,
I
think
we
attempted
to
have
that
conversation
and
at
one
point
we
talked
about
sending
the
developer
packet
to
developers
to
have
them
comment,
and
I
I'm
sorry
that
polish
homes
is
not
here,
but
we
did
have
polish
homes
volunteered
to
take
a
look
at
this
packet
for
us.
I
think
that
would
be
a
really
good
next
step.
D
C
B
I
agree
that
that
we
need
to
have
this
viewed
by
as
many
developers
as
we
can,
because
again
we.
B
That
were
kind
of
stonewalled
on
the
code
changes,
and
so
I
think
we
need
to
be
as
inclusive
as
we
can
with
the
with
the
builders
and
have
their
reviews,
whether
whether
or
not
we
accept
all
of
them
is,
you
know
something
we
can
discuss
and
how
we
give
our
feedback
to
them
after
they've,
given
their
input
to
the
book.
J
A
J
Hey
guys,
sorry
to
jump
in,
I
I
think
that's
a
good
suggestion,
and
maybe
this
will
be
a
quick
opportunity
for
for
me
to
say
some
of
my
feedback
on
some
of
the
material
in
the
developer
packet,
not.
J
Some
of
the
narrative
material
was,
if
I'm
boiling
it
down,
was
okay.
J
I
particularly
think
that's
really
important,
not
really
other
than
wanting
everything
to
be
neat
and
tidy
and
traceable
directly
to
the
code.
But
a
developer
like
polish,
might
think
it's
material,
so
I
think
getting
their
input,
especially
on
that
narrative
content,
where
we're
essentially
trying
to
translate
or
or
put
into
narrative
form
the
code
provisions,
I
think
is,
is
a
good
idea.
C
C
The
document
is
itself,
and
so
I
I
wonder,
if
it's
better,
to
send
it
to
design
and
and
make
it
as
though
it's
a
public
facing
document
and
then
give
it
to
our
developers
to
to
review
in
that
format,
and
then,
if
they
do
have
feedback,
it
would
be
more
on
the
content
that
we've
presented
and
and
we
can
make
those
changes
easily
in
design.
A
So
I
think
that
has
partially
been
the
delay
in
this
process.
Is
that
we've
been
waiting
on
design
and
review
and
part
of
it
needed
to
go
to
legal
for
their
comments,
etc.
But
we've
been
working
on
this
document
for
quite
some
time,
so
moving
it
forward
would
be
great,
and
I
I
personally
don't
have
a
problem
having
a
separate
meeting
with
polish
and
walking
them
through
this
document
and
getting
their
comments.
A
G
If
we
want
ownership
and
buy-in
I'm,
I
think
what
I'm
hearing
is:
let's
not
wait
till
we
get
it
too
far
down
the
road
and
then
have
them
say
after
we
do
even
more
work
gosh.
You
know
you
really
should
do
this
differently
and
then,
basically,
we
may
have
lost
a
month
or
two.
A
Yeah,
so
I
guess
I
I
would
propose
meeting
with
the
developers
on
this
packet
and
when
I
say
the
developers,
I
would
propose
sending
out
an
invitation
to
polish,
to
karna,
augusta
senate
coba
and
to
anyone
else
that
that
this
committee
suggests
and
walk
them
through
this
developer
packet
and
get
their
input
prior
to
our
next
meeting,
so
that
we
can
move
this
forward.
A
little
faster.
H
H
E
Yeah,
I'm
kind
of
this
is
debbie,
I'm
kind
of
agreeing
I'm
agreeing
also
with
cass
what
cassidy's
saying
I
don't
want
to
just
send
it
out
to
a
whole
group
all
of
the
developers
in
bend.
I
think
the
people
who
seem
really
concerned
about
it
and
interested
in
it.
It
should
be
a
small
group
and
obviously
we're
getting
some
big
developers
who
are
interested,
and
I
think
that's
good
enough.
A
So,
just
to
clarify
the
concern
that
we
are
hearing
from
developers
is
not
around
the
the
this
packet.
The
concern
that
we
have
been
hearing
is
around
code
changes
but
debbie.
I
think
what
you
are
intending
is
that
we
reach
out
to
those
people
who
have
expressed
concern
around
those
code
changes
and
start
with
that.
As
our
test
group
for
the
developer
packet.
D
I
I
have
one
one
on
general
observation:
when
we
started
trying
to
put
things
into
different
buckets
bucket
for
the
developer
bucket
for
the
chair
bucket
for
the
citizen,
we
did
our
best
first
shot.
I
I
would
just
caution
that
when
you
send
just
one
piece
out,
the
developer
is
going
to
look
for
developer
packet
and
he's
going
to
say
well
wait
a
minute.
This
looks
like
it's
all
on
his
back
and
he's
not
seeing
what's
being
looked
in
the
meantime,
the
second
two
pieces
does
it
make
sense
when
you
bring
a
developer
and
say
here's,
the
developer
at
least
show
him
the
outline
for
the
other
two
packets.
A
I
I
like,
where
you're
headed
there
mike,
because
I
I
do
think
it's
important-
that
the
developers
realize
that
this
is
not
all
on
their
plate,
but
I
think
it's
also
important
for
our
land
use
chairs
to
realize
that
it's
also
not
all
on
their
plate
while
yet
they
they
still
have
some
responsibilities.
A
I
You
know
I'm
kind
of
anxious
to
get
this
done
too,
so
it
doesn't
stretch
out
over
months
and
months
and
months
yeah.
I
think
for
me.
The
costs
mostly
come
from
ian
on
the
developer
packet.
We
can
address
pretty
easily
quickly
it's
getting
looking
at
the
outline
for
the
chair.
Looking
at
an
outline
for
what
do
we
provide
for
the
citizen,
please
get
the
basic
outline
yep,
that's
how
it's
going
to
flow.
Then
we
can
start
flushing
them
out.
A
C
Thanks
and
we'll
head
back
there
in
a
minute,
I
just
want
to
clear
up
a
couple
things
on
here,
so
this
first
highlighted
one
in
yellow
dave.
I
remember
you
saying
that
you
thought
this
city
of
bend,
land
use
summary
for
type,
one
or
sorry
type,
2
and
type
3
applications
was
a
bnc
document.
B
C
A
A
C
G
Just
a
request
of
mike
mike
on
that
white
paper
may
be
better
to
send
to
michaela
and
let
mikayla
distribute
to
all
the
committee
members
yeah.
C
A
Yeah,
so
I
had
shared
that
document
with
you
and
I
left
it
at
where
it
was.
I
think
I
I
gathered.
I
can't
remember
if
it
were,
we
had
something
like
ten
neighborhood.
Maybe
it
was
nine
or
ten
neighborhood
associations
responded
to
my
inquiry
about
the
best
place
to
hold
their
public
meetings,
and
I
I
left
it
at
that
point.
Part
of
it
was.
We
had
a
couple
of
neighborhood
associations
that
were
in
flux
and
we
didn't
have
contact
people
or
whatever,
but
I
can't
continue
to
chase
them
down
forever.
So.
C
C
I
don't
know,
do
any
of
you.
Have
those.
I
A
A
A
I
know
that
we
were
planning
to
create
a
few
new
documents,
but
I
I
really
felt
like
a
lot
of
this
work
had
already
been
done
so.
B
Has
any
has
anyone
else
been
receiving
the
stuff
from
pauline
about
the
about
the
work
in
getting
the?
What
is
that
ldl
dcd.
A
B
Lcdc
codes,
yes,
okay,
well,
is,
is
that
something
that
we
should
be
paying
attention
to?
Also
that's.
I
A
Yeah
so
dave
that
that
is
something
actually
when
we
created
this
work
list.
I
don't
think
that
the
lcdc
was
even
on
our
radar
screen
and
I.
A
I
think
that
we
probably
need
to
do
a
little
bit
more
research,
because
there
is
some
component
around
lcdc
that
belongs
in
the
land.
Use
chair,
guidebook
in
terms
of
a
training
in
terms
of
you
know,
hey,
be
aware
that
this
is
where
it
all
really
starts,
and
then
there's
probably
something
that
we
need
to
do
around.
How
do
we
interact
with
the
lcdc?
B
I
agree
and
and
I'll
go
back
and
read
that
that
comparison
list,
the
the
table
that
she
has
come
up
with.
A
Okay,
so
michaela,
it
appears
to
me,
appears
to
me
that
lines
20,
which
is
state
versus
city
land,
use
laws,
21
five
things
to
know
about
code
variations,
the
comp
plan,
five
things
to
know:
we
don't
we
don't
have
those
three
documents.
We
do
have
land
use.
Zoning
definitions,
yes,.
C
C
And
so
when
you
get
them,
you're
gonna
see
that
frequently
asked
questions
about
applications.
There's
a
ton
of
questions
there,
and
so
the
ask
is
going
to
be
for
you
to
go
through
and
say
yeah.
I
get
asked
this
question
a
lot
or
I
feel
like
this
one's
important
and
so
you'll
see
those
in
your
inbox
too.
C
C
F
All
you
well
hello,
everybody
good
to
see
you.
I
wanted
to
give
everybody
a
quick
update
because
there's
a
lot
of
new
information
coming
out
around
around
city
view
and,
as
can
be
expected
in
the
year
of
2020,
nothing
has
gone
according
as
has
gone
according
to
any
type
of
plan,
so
where
we're
at
is
for
a
variety
of
reasons
which
I
can
get
into.
F
We
had
to
make
the
decision
last
week
to
basically
go
live
on
we're
going
live
with
the
product
on
december
14th,
so
we're
a
little
less
than
a
month
away
from
a
go
live
scenario,
and
while
we
were
making
that
decisions,
we
had
come
to
the
nla
and
we
had
talked
about
getting
some
people
in
a
little
early,
just
to
kind
of
see
the
product
and
and
help
us.
You
know
design
training,
something
like
that.
F
That
is
just,
unfortunately,
not
an
option
that
we
have
right
now,
literally.
I
was
actually
out
last
week
for
a
family
emergency,
but
it
did.
We
made
the
decision
on
a
wednesday
that
we
were
in
a
position
to
move
ahead,
because
we
were
still
doing
the
final
configurations
and
testing
of
the
software.
We
announced
it
to
our
team
on
thursday
and
we
put
them
in
training
on
friday
and
they've
been
in
heavy
training
for
this
week
and
for
the
next
several
weeks.
F
So
this
is
moving
extremely
fast,
but
I
wanted
to
get
back
to
this
group
and
have
a
discussion
with
this
group
on.
What's
going
on,
we
are
going
to
be
providing
trainings
specifically
to
external
users
and
specifically
to
the
general
public
and
people
that
need
to
get
into
the
system
and
use
the
system
like
like
this
group
here
that
will
occur
during
the
weeks
of
november
30th
through
december,
7th
or
december
11th.
F
I'm
sorry,
which
are
the
two
weeks
after
thanksgiving
and
then
the
system
will
go,
live
on
december
14th
for
for
the
community,
other
important
other
important
things
that
are
going
on
from
november
25th
to
december
11.
Our
we're
actually
going
to
be
turning
off
the
systems.
F
Planning
is
still
going
to
have
limited
access
and
limited
ability
to
see
things
on
their
system,
but
we
are
basically
not
accepting
new
applications
and
we
are
not
processing
the
majority
of
applications
during
that
basically
two-week
period
after
thanksgiving,
because
we
need
that
period
to
migrate
all
of
our
data
up
to
the
vendor
and
have
the
final
configuration
of
the
system
set,
and
then
we
also
need
then,
to
take
the
two
to
three
thousand
applications
that
we
have
in
process
and
move
them
to
defend
to
finite
points
on
the
new
workflow,
so
that
we
turn
the
lights
back
on
on
the
14th
projects
are
in
the
right
workflow
status
as
people,
as
you
know,
applicants
and
and
contractors
get
back
in
so
one.
F
I
just
want
to
come
to
you
and
say
I
apologize.
This
is
we're
kind
of
I
mean
we
still
got
a
month
until
go
live,
but
the
process
to
get
here
was
not
as
smooth
as
we
wanted
it
and
we
did
not
have
the
time
that
we
would
like
to
have
had
to
bring
this
team.
F
In
the
other
thing
I
will
say
is
that
we
had
to
make
some
critical
decisions
on
going
and
going
quickly
because
of
some
other
concerns
that
we
had
just
around
some
security
issues
that
we
have
some
of
our
current
software's.
We
had
one
of
the
software's
that
we
have
had
hasn't
happened
to
us
the
city
of
bend,
but
we've
had
some
some
issues
with
the
payment
processing
system
and
their
cyber
security
breaches
across
the
country.
F
F
I
will
work
with
michaela
and
I
can
come
back
to
this
group
as
well
as
as
much
as
and
as
often
as
you
need
me,
but
we
will
have
trains
that
will
basically
provide
this
group
and
just
the
general
public
if
they
want
to
get
in
and
see
the
see
projects
and
see
information
that
it's
easy
to
do.
So
I
will
say
that
the
new
system
is
much
more
intuitive.
It's
much
more
easy
to
work
within
our
old
system.
But
again
you
know
it's
not
going
to
be
intuitive.
F
A
Russ
is
it
possible
to
set
up
our
own
training
session,
for
you
know
early
in
the
process,
for
either
this
group
or
land
use
chairs
for
the
neighborhood
associations.
F
We
can
probably
do
that
afterwards.
I
just
I
I
need
everyone
to
understand
that
we
are
under
a
very
tight
time
crunch
right
now
and
are
our
we
have
a
very
large
focus
on
making
sure
that
we
get
our
folks
trained
up.
We
provide
groups
trainings
to
our
external
users,
but
I'd
be
more
than
happy
to
come
back
in
a
post.
Go
live
after
we
go,
live
on
the
14th
and
provide
further
information
of
this
group
and
trains.
A
So
timeout,
so
I
guess
I
wrote
down
that
the
trainings
for
external
users
would
be
the
week
of
the
30th
november
30th
through
december
11th
correct,
and
so
I
guess
that
to
clarify
what
I'm
asking
for
is.
Can
this
group
set
up
a
training
session
for
november
30th.
F
I,
what
I
would
like
to
do
is
have
what
we
want
to
do
is
because
we're
basically
having
very
general
courses
for
everybody
and
training,
so
we're
going
to
have
just
so
you're
aware
we're
going
to
have
one
training
for
applicants
that
are
going
to
be
submitting
permits
to
us
another
training
for
contractors
and
another
training
for
for
the
public
that
needs
to
that
wants
to
get
in
and
look
at
the
system.
F
We're
gonna
have
what
we're
gonna
have
probably
two
two
training,
two
to
three
trainings
available
during
that
time
period,
which
I
would
encourage.
All
of
you
know
the
interested
parties
in
the
nla
to
go
to
one
of
those
trainings
and
then
I'm
sorry
at
least
what
I
was
saying
was.
I
would
be
more
than
willing
to
come
back.
F
You
know
in
those
weeks,
following
or
even
after
the
after
the
first
of
the
year
to
come
back
and
give
a
more
in-depth
training
to
this
group,
and
I
can
bring
resources
from
our
city
view
team
to
the
nla
to
provide
a
more
detailed
training.
But
I
think
most
of
the
information
that
you're
going
to
need
to
get
to
will
be
in
that
main
training
for
the
general
public
on
how
to
get
in
navigate
the
software
and
get
to
the
important
information.
A
Are
the
the
trainings
for
the
applicant,
the
contractors
and
the
public
that
you're
talking
about
for
november
25th?
F
Yes,
they'll
be
open
to
everybody,
they're
all
going
to
be
virtual,
we're
going
to
offer
them.
You
know
over.
F
You
know
we'll
offer
them
during
you
know
one
or
you
know
one
to
two
times
per
week
at
different
times
during
the
day
as
well,
just
to
make
sure
we
can
hit
as
broad
of
audience
as
we
can
just
and
I
apologize
it's
just
you
know
I
just
I
don't
have
the
resource
availability
to
pull
people
off
during
that
two
times,
because
tell
you
the
truth:
aren't
you
gonna
be
slammed
trying
to
figure
out
how
to
move
everything.
A
I
I
think
that
that
we
probably
will
want
to
have
some
kind
of
training
session
offered
to
the
land
use
chairs
in
particular,
but
I
also
don't
see
any
reason
why
the
land
use
chairs
and
anyone
else
wouldn't
want
to
go
to
any
of
those
other
meetings.
If
they're
going
to
be
open
to
the
general
public,
so
we
might
be
able
to
accomplish
quite
a
bit
by
just
making
sure
that
everybody
knows
that
they're
available
to
attend
those
meetings
beginning
on
november
30th.
E
F
So
one
I'm
going
to
send
some
information
around
my
staffs
and
michaela.
I
don't
know
if
you've
got
if
you've
got
that
notice.
Already
that
went
out
last
week
we
sent
out
just
you
know.
We
we
downloaded
over
10
000
emails
from
our
from
our
current
systems
and
did
a
big
email
blast.
Everybody
out
with
information.
E
Okay
and
then
I
thank
you-
and
I
had
a
second
question
since
that,
since
you
had
to
kind
of
rush
this
at
the
end,
what
kind
of
debugging
is
there
going
to
be?
I've
done
a
lot
of
software
development
and
once
it
actually
hits
the
lots
of
people
there's
going
to
be
issues
what's
going
to
be
the
debugging
process.
F
Well,
we've
got
we
already
know
that
we've
got
as
you
can
imagine
debbie
with
any
software
project,
and
this
just
you
know
this
one
covers
everything
that
our
department
does.
So
it's
building,
perm
engineering
permits
planning
applications,
code
enforcement,
licensing
how
we
collect
you
know
short-term
rental
taxes.
F
It's
quite
broad,
and
you
know
with
anything
that
we're
going
to
have.
There
are
little
things
are
going
to
pop
up
and
surprise
us,
and
we've
already
got
a
big
list
of
post-go
live
projects
that
we
have
to
deal
with,
as
you
can
imagine
anyway,
we
already
as
part
of
our
development
of
this
plan.
We
have
created
a
support
plan
that
involves
city
view,
resources,
which
is
the
software
vendor,
and
all
the
necessary
resources
within
our
depart
are
within
within
the
city
that
include
I.t,
and
you
know
all
the
support
mechanisms.
F
We
need
to
keep
this
thing
moving
as
we
go
through,
we
are
expecting.
We
are
expecting
things
to
occur.
That's
that's
the
reality
of
this,
but
the
team
has
done
a
really
significant
amount
of
testing
and
in
fact,
what
we've
been
working
on
over
the
past
month
is
we've
been
trying
to
figure
out
whether
or
not
we
can
go
is
just
those
final
debugs
to
make
sure
that
we
can
get
clarity
to
get
a
system
that
we
could
rely
on
out
there.
E
So
will
will
you
be
able
to
give
I'm
just
picturing?
If
I
have
neighbors
coming
to
me
and
they're
having
problems,
it
might
be
easier
if
the
land
use
chairs
field
those
questions
and
talk
to
your
support
people
instead
of
you
getting
a
million.
I
hope
it's,
not
a
million,
but
you
get
a
lot
of
emails.
Will
you
be
able
to
share
with
michaela
to
share
with
us
of
who
we
contact
if
there
are
debugging
issues,
yeah.
F
We're
gonna
have
a
we're:
gonna
have
a
triage
of
you,
know
basic
services,
so,
like
our
our
front
line
staff
at
the
permit
center
they're
gonna
be
able
to
handle
like
basic
navigation
things.
We
also
have
we've
created
some
short
videos
and
I
believe
one
of
them
is
focused
around
just
kind
of
I'm
the
public.
How
do
I
get
into
the
system
that
will
be
on
our
website
that
anybody
can
get
to
at
any
time
to
see
and
then
we'll
have
a
kind
of
a
help
desk
at
various
levels?
F
It's
still
going
to
continue
as
you
move
into
specific
projects.
I
know
that
columns
on
the
call
here
that
the
planner
assigned
to
that
project
is
still
kind
of
that
main
point
of
contact
that
you
will
have
if
you
have
questions
around
what's
going
on
with
the
project
or
how
to
get
feedback
in
and
and
the
planners
are
also
getting
trained
up
to
to
be
able
to
to
help
you
know,
just
as
they
do
now.
It's
just
going
to
be
in
a
new
system
with
those
with
the
public
comment
system
and
the
public.
F
A
So
russ
I've
got
another
question.
I
think
you
mentioned
that
you
are
turning
off
the
current
application
process
between
11,
25
and
12
11..
Is
that
right.
F
That
is
correct.
We
will
not
be
getting
applications
and
colin
is
working
with
colin
is
working
with
his
team
now,
because
we
do
have
special
considerations
that
need
to
be
worked
out
with
planning
and
collins
working
that
with
everybody
right
now
on
how
we're
going
to
continue
to
process
land
use,
applications
that
are
in
the
public
comment
period
as
we
go
in
or
decision
needs
to
be
issued.
Those
those
capabilities
are
going
to
still
be
there.
F
It's
kind
of
we've
got
some
behind
the
scenes,
work
that
would
need
to
occur,
but
they
are
working
through
those
those
process
to
make
sure
that
public
comments
can
still
be
received,
and
we
can
still
move
from
the
normal
process
with
our
with
our
timelines.
During
that
what
we're
calling
that
the
dark
period
of
those
two
weeks.
A
F
At
least
I
apologize
e-plans
really
turns
to
read-only,
it's
still
going
to
be
there,
but
it
turns
into
a
read-only
type
environment.
So
you'll
still
be
able
to
get
into
e
plans
and
see
information.
It's
a
lot
of
it
is
behind
the
scenes,
as
you
saw
colin
popped
on
his
camera.
He
he's
been
working
through
this
with
his
team
to
try
to
figure
out
the
nuances
of
how
this
is
going
to
work,
but
you'll
still
be
able
to
all
the
basic
processes
of
notifications
of
requirements.
F
K
Yeah
we
had
a
meeting
a
week
ago
with
the
implementation
team
and
and
going
into
it.
I
had
a
lot
of
concerns
about
how
we
were
going
to
continue
to
do
our
job
and
planning,
because
we
have
the
state
mandated
timelines
that
you're
aware
of,
and
we
can't
like
physically
tell
people,
they
can't
submit
an
application
for
a
certain
period
of
time,
so
the
the
team
granted
us
a
special
dispensation,
so
planning
can
have
uploading
rights
during
during
this
period.
K
We
with
e-plans
and
he
plans,
will
still
be
visible
from
what
I
understand
to
the
outside
world,
we're
going
to
discourage
developers
from
submitting
the
applications
right
before
we
go
dark,
but
if
they
do,
we
can
still
process
them
and
upload
them.
E-Plans
is
going
to
be
a
little
clunky
on
our
end
on
what
we're
seeing,
because
the
workflows
aren't
going
to
work
for
us,
but
that's
what
we
see
on
our
side.
K
What
the
public
sees
on
your
side
should
still
be
the
same,
so
we'll
be
able
to
if
we
get
public
comments,
we'll
be
able
to
upload
them,
make
them
available
to
anybody.
If
you
want
to
comment,
your
comments
can
go
to
the
planner
and
then
they'll
get
uploaded,
so
we
think
it's
going
to
be
business
as
usual.
We're
just
hoping
it's
going
to
be
a
lot
slower
than
usual
to
let
us,
through
this
three
week
period.
F
It's
still
worked
the
way
it
does
now
miss
colin
said
colin,
thank
you
for
helping
on
you're
just
going
to
see
that
the
you
know
we're
going
to
have
limited
operations
and
you're
going
to
hear
that
we're
going
to
have
limited
operations
during
that
time
frame,
but
that's
really
around
the
you
know
all
the
other
processes
that
we
do
because,
basically
just
so,
you
know,
in
order
for
us
to
do
this,
we
physically
have
to
turn
our
systems
off
to
be
able
to
migrate,
as
you
can
imagine,
migrate
data
and
then
move
everything
but
kudos
to
colin
and
his
team
of
trying
to
figure
out
a
way
to
do
it
and
colin
explained
it
a
lot
better
than
I
did
on
how
this
is
going
to
work
going
forward,
and
it's
really
going
to
feel
like
business
as
usual.
F
I
just
don't
want
you
to
see
the
see
things
come
out
that
say:
hey
the
permit
center
is
going
to
have
you
know,
limited
operations
and
we're
not
accepting
and
we're
processing
applications.
During
that
time
there
that's
really
based
around
the
building,
and
we
also
want
to
get
to
the
development
community,
saying
we're
going
to
have
limited
staff
availability
during
this
time.
So
don't
expect
a
lot
of
productivity
on
reviews,
because
we
need
to
be
focused
on
this
transition.
A
K
F
And
this
this,
what
we're
describing
is
this
transition
period,
whether
we
go
now
or
whether
we
go
two
months
from
now
or
six
months
from
now
we're
going
to
still
be
in
the
same
type
of
environment
and-
and
you
know,
we've
been
trying
to
go
through
all
the
different
permutations
and
scenarios
to
come
up
with
the
best
options
and
best
plans
to
move
forward,
and
I
think
we
have
and
as
always,
if
you
feel
that
there
are
issues
that
you're
experiencing
at
that
time,
please
reach
out
to
us
right
away,
because
we
can
we'll
either
make
sure
that
we
get
everything
on
track
or
correct
a
situation
if
it's.
E
I
had
a
questions
again.
This
is
debbie
again
so
december.
12Th
and
13th
sounds
like
you're
doing
a
weekend.
Migration
then
does
that
mean
that
everything
will
be
down,
because
you
said
that
the
new
system
doesn't
go
live
till
the
14th
and
e
plans
will
basically
be
read
only
through
the
11th.
So
is
that
is
that
what
we
can
anticipate
is
that
weekend
everything
will
be
down.
F
Well
to
me,
I
was
just
doing
working
days
there,
so
basically
everything's
going
to
be
down
through
the
weekend
period.
Yes,
the
answer.
It's
a
double,
there's
there's
two
answers
to
your
question:
yes,
we
are
going
to
have
staff
working
on
that
weekend
and
and
vendors.
F
We
need
to
do
the
transition,
but
we
are
really
trying
to
hone
it
around
kind
of
working
days
in
kind
of
what
we're
referencing,
but
the
systems
really
get
kind
of
turned
off
to
read
only
except
for
the
limited
operations
that
collin
needs
on
on
november
25th
and
stay
down
until
we
turn
the
lights
back
on
on
december
14th
and
we're
in
the
new
system,
but
e-plans
will
still
remain
there
as
a
read-only
environment
that
you
can
access
and
get
into
you
just
the
applicants
do
anything
with
the
system
and
we
can't
do
anything
with
the
system
to
get
reviews
back
closed,
but
everyone's
going
to
be
able
to
see
information
during
that
during
that
period.
F
H
F
And
then
michaela
I'll
make
sure
that
that,
if
you're
not
already
that
our
team
has
you
on
the
external
communication
yeah.
So
it
gets
to
you
a
lot
of
it's
going
to
be
driven,
obviously
towards
people
who
are
applicants
in
the
system
and
in
reflecting
inspections
and
things
like
that.
F
C
G
Ross
calling
on
that
on
that
city
view
page,
you
have
a
nice
table
that
shows
what
happens
in
those
blocked
out
periods
of
time.
I
was
thinking
it's
pretty
straightforward,
probably
to
put
in
november
30
to
12
11
training,
just
so
the
people
that
go
there
can
kind
of
save
the
date
block
it
out
and
then
they'll
get
the
specific
dates
and
times
when
you
have
them
available,
but
it
seems
that
at
least
people
could
start
getting
that
time
frame,
blocked
out,
particularly
land
use
chairs,
for
what
it's
worth.
F
Yeah,
you
can
definitely
do
that,
and
also
just
so
you're
aware.
We
are
now
we're
currently
working
through
those
external
training
schedules
and
we
will
be
able
to
announce
those
and
get
those
out
next
week
of
when
those
specific
trainings
are
going
to
occur
during
that
during
that
two-week
period,
and
we
cannot
and
get
those
on
their
calendars
with
a
little
bit
more
specificity
than
just
an
open.
Two
weeks.
C
A
Thank
you,
russ,
and
our
condolences
on
the
recent
loss
of
your
family
member.
F
Oh
thank
you.
I
appreciate
that
and
I'll
just
close
with
this
one
thing
and
two
we
just
asked
for
your
as
we're
asking
everybody
for
their
grace
and
patience
as
we
go
through
this
and
just
as
you
lisa,
as
you
alluded
to
we're
we're
already
in
the
busiest
you
know,
we're
we're
a
very
busy
time
for
just
processing
applications
and
receiving
applications.
F
Probably
busier
than
we've
been
since
I've
been
here
and
yes,
we
we
are
trying
to
backfill
the
staffing
and
I
and
I,
as
always,
as
I
always
say,
not
only
are
one
of
the
fastest
growing
jurisdictions
in
the
country,
but
for
extra
credit,
we've
decided
to
change
our
software
at
the
same
time
right,
and
so
we
just
appreciate
your
grayson's
grace
and
patience,
not
only
as
we
move
through
this
transition,
but
once
all
the
lights
do
come
back
on
as
we
all
together,
try
to
figure
out
and
learn
the
nuances
of
the
new
system
and
move
forward,
which
is
going
to
be
a
continuing
discussion.
A
Woohoo
michaela:
what
was
your
intention,
so
we
have
all
of
the
comments
from
staff.
I
wasn't
planning
to
go
through
this
line
by
line
or
page
by
page.
What
were
you
thinking?
Did
you
want
to
touch
on
all
of
the
comments
or.
C
Yeah
that
was
all
I
was
thinking
is
that
we
would
go
through
and
touch
on
the
comments,
so
mostly
the
ones
that
actually
had
questions
so
less
communications
review
more
of
the
planning
review.
So,
let's
see
here.
C
Okay,
so
this
was
a
planning
review.
This
is
in
the
site
plan
application,
which
also
had
a
comment
from
colin.
He
asked:
why
did
we
choose
to
focus
on
this
application
when
there
are
multiple
different
types?
A
I
don't
think
there
was
any
reason
that
we
focused
on
one
particular
application
over
another.
I
guess
I
I'm
not
sure
why
we
landed
on
this
one,
and
I
think
why
do
we
have
multiple
applications.
I
C
Okay,
so
my
my
take
on
it
was
that
we
and
and
mike
I
think
that
you
said
this
in
a
prior
email,
but
this
is
the
most
popular
one.
So
really
the
important
part
of
including
this
was
that
we
were
redoing,
that
the
section
that
talks
about
requirements
for
public
meetings.
I
C
Yeah
and
so
that's
the
change
that
we
wanted
to
make
here,
and
so
the
idea
would
be
that
if
that
is
called
out
in
other
types
of
applications,
it
also
needs
to
be
changed
in
those.
C
Okay,
so
this
is
just
an
example
and
staff
calling
in
did
either
of
you
have
any
issues
with
changing
the
format
to
meet
the
other
checklist
type
format
that
the
site
plan
had.
K
No,
I.
K
C
Okay-
and
are
there
other
just
off
the
top
of
your
head
of
all
of
the
applications
that
we
have?
Are
there
other
ones
that
we
could
implement
the
new
checklist
into.
K
K
I
would
also
say
that
subdivisions
are
are
commonly
and
because
subdivision
subdivisions
occur
in
the
residential
districts,
where
a
site
plan
review
is
more
of
a
commercial
or
multi-family
type
of
an
application.
Then
I
would
also
put
a
conditional
use
permits.
Those
generally
get
a
lot
of
interest
as
well,
because,
for
example,
like
a
cell
tower
generally
requires
a
conditional
use
from
that.
So
I
think
those
would
probably
be
the
three
biggest
ones.
I
would
focus
on.
C
Now
this
is
something
lisa.
I
don't
know
if
you
feel
the
need
to
go
into
why
we're
updating
the
code
with
must,
where
possible,
instead
of
shall
did
you,
you
have
any
more
questions
on
that
after
our
conversation
with
pauline.
A
I
don't
personally
have
any
questions,
but
I
think
that
I
I
just
want
to
point
out
that
the
resistance
is
elsewhere.
D
C
Okay,
okay
and
then
in
your
comment-
and
you
cut-
you
spoke
about
it
earlier.
This
meeting.
Is
that
something
that
you
want
to
work
with
me
on
to
make
sure
we
fine-tune
the
context.
J
Yeah
I'm
happy
to
I
mean
I
think
I
cited
one
example
in
the
margin
note,
and
I
think
there
was
maybe
another
one
later
and
yeah
I
just.
I
want
to
make
sure
that
we're
not
inadvertently
creating
things
that
look
like
requirements
that
are
not
100
consistent
with
the
actual
requirements
that
are
in
the
code.
C
G
I'm
wondering
if,
if
we
can
address
this
somehow
with
maybe
an
intro
that
talks
about
best
practices
so
that
we
don't
have
to
go
through
and
reword
every
single
thing
that
we
have,
as
opposed
to
saying
where
maybe
we
say
where
possible,
or
these
these
are
considered
best
practices
rather
than
otherwise.
I
see
us
potentially
having
to
change
this
document.
I
Mike
I
looked
at
the
other
two
applications
that
colin
referred
to
the
land
division
in
cup.
It
has
the
same
paragraph.
So
if
we
change
it
here,
then
it's
just
a
cut
and
paste
job
yeah.
I
assume
it's
ian.
Who
made
the
comments
to
the
left
here
and
everything's
highlighted.
I
sent
you
a
graphic
to
try
to
show
a
flowchart
how
or
this
stuff
came
from,
because
there
are
four
or
five
things
that
we
added
that
weren't
in
the
original
paragraph
that
came
from
the
surveys
and
that's
something
that
I
think
ian
was
curious.
I
C
Yeah,
I
can
do
that.
I
think
that
that
was
a
common
theme
between
all
of
the
staff
views
was
that
we
really
need
to
call
out
whether
something
is
required
by
code
versus
when
it
is
a
best
practice.
I
A
So
michaela
we
we
talked
about
this.
At
some
point
I
can't
remember
which
meeting
it
was,
and
I
thought
that
maybe
we
were
going
to
color
code
things
that
were
required
versus
things
that
were
suggested.
J
And
that
may
solve
some
of
my
issues.
If
that's
what
they
are,
I
mean
it's
all
about
sort
of
what
what
is
this
and
what
is
it
intended
to
be,
and
if
this
section
is
at
least
in
part,
a
communication
from
from
residents
to
developers
saying
basically
these
are
things
that
will
help
this
go
better.
J
You
know
for
you
from
our
perspective,
those
are
sort
of
in
the
best
practices
category,
and
I
think
it's
completely
fine
to
communicate
that
as
long
as
we're
clear
about
what
category
those
pieces
fit
in
whether
they're
actual
requirements
or
things
that
we'd
like
to
see
you
do
so
that
these
meetings
in
this
process
goes
better.
A
Well,
it's
not
even
it's
not
even
that.
It's
things
that
we
would
like
to
see.
You
do
as
much
as
you
know,
we're
really
trying
to
help
the
developers
in
this
process
we're
really
trying
to
help
these
meetings
be
more
effective
and
to
reduce
the
number
of
questions
reduce
the
amount
of
follow-up,
because
that's
going
to
reduce
the
amount
of
workload
on
everybody's
plate.
H
D
C
Let's
see
so
these
are
a
couple
of
comments
about.
Where
are
these
requirements
from?
I
believe
you
answered
those
mike
and
your
your
email.
I
C
C
Yeah,
so
there
will
be
some
consistency
in
design
now,
ian
and
colin.
You
didn't
comment
on
this
piece
of
it,
but
I
was
just
curious
if
we
had
the
okay
to
combine
the
two
compliance
forms.
That
was
a
suggestion
that
aaron
hinson
had
made
and
it's
the
verification
of
compliance
with
4.1
in
the
verification
of
a
neighborhood
public
meeting.
K
K
C
Okay,
thank
you,
and
then
this
was
just
a
suggestion
from
I
believe
pauline
to
stay
up
front,
the
purpose
of
the
public
meeting,
and
so
that's
just
a
design
thing
that
I
think
we
can
make
look
good
in
case
unless
anybody
has
an
opposition.
I
C
Complete
flip
steps
three
and
four.
This
was
a
bigger
one.
This
the
steps
that
you
had
outlined
for
this
sample
neighborhood
notice,
jacob,
has
offered
to
do
a
kind
of
a
mini
flow
chart
so
that
it's
more
visual,
and
so,
if,
if
you
have
opposition
to
that,
let
me
know
instead
of
using
the
step
one
step,
two
it'll
be
bubbles.
I
It's
the
concept
that
mattered,
not
necessarily
the
graphics
or
the
final
look
sure
the
one
I
would
raise
my
hand
about
is
send
out
a
mailer
to
the
public
it'd
be
kind
of
nice
if
it's
just
one
piece
of
paper,
double-sided,
and
so
the
first
was
the
form
we
just
looked
at.
The
second
page
is
this
which
this
doesn't
change
per
application.
This
is
kind
of
a
that's
part
of
something.
That's
it's
done
once
and
it's
there.
The
applicant
fills
out
the
first
page
right.
A
My
only
comment
based
on
that
first
comment
on
the
sample,
neighborhood
public
meeting
yeah
and
it
says,
change
to
complete
and
submit
application.
D
D
C
Let's
see
and
then
this
is
just
a
design
comment,
so
I
think
that
we're
all
on
the
same
page.
This
is
the
same
comment
that
says
suggest
marking
when
it's
a
requirement
versus
the
best
practice.
C
C
Definitely,
okay
and
then
my
the
last
piece
of
this.
This
was
one
that
I
wanted
to
talk
through
with
this
group
when
I
was
talking
to
coming
the
communication
staff
about
this
idea
for
an
on-site
flyer
or
sign
that
they
could
use
for
the
public
meeting.
A
C
Right,
no,
the
latter,
so
we
could
still
give
them
this
saying
this
is
the
important
information
that
we
would
want
on
a
sign
and
but
then
also
say,
if
you
want
an
easy
sign
that
you
can
just
fill
out
yourself,
go
here.
C
C
Okay,
that's
it
for
the
developer
packet.
So
at
this
point
I'll
implement
some
of
those
comments,
and
then
we
can
set
up
a
meeting
with
the
group
of
developers
and
that
have
reached
out
to
us
and
see
if
we
can
go
through
this
with
them.
I
Will
you
bring
those
in
or
show
them
the
developer
right?
Can
we
at
least
get
some
at
least
a
first
pass
on
the
two
outlines,
an
outline
for
what's
being
done
for
the
land
use,
chair,
guide
and
then
the
website
for
the
citizens,
so
they
can
see
at
least
the
beginnings
of
what
the
other
two
pieces
of
the
puzzle.
I
C
I
E
C
E
C
Less
than
10
I
know
we
have
karna
and
koba.
We
have
chris
davis
with
hayden
holmes,
jerry
jones
and
corey
buettner
with
polish
steve
holtberg,
and
I
believe
he's
with.
I
can't
ever
remember
the
username
he's
with.
C
Yeah
radler
white,
I
believe
and
then
joey
shearer.
C
G
Was
just
by
the
way
three
of
those
names
are
all
polish
related,
so
it's
it's
actually
fewer
groups
than
than
we
might
imagine,
although
there
might
be
seven
or
eight
names,
I
think
there's
really
five
contact
points.
A
Yeah,
there's
five
contact
points
and
I
believe
that
you
know
if
we
go
back
to
who
submitted
comments
to
us
previously
and
michaela.
A
Keep
us
organized,
I
guess,
is
the
the
best
way
to
put
this
is
we
could
go
back
and
we
could
look
at
those
comments
and
we
could
derive
who
those
five
individuals
were.
E
C
C
And
so
this
one
out
with
your
packets
and
I'll,
let
one
of
you
be
the
guide
here
if
you
want
to
talk
through
the
the
table
of
contents
and
then
so
just
so,
the
rest
of
you
know
what
we're
trying
to
do
here
is
get
on
the
same
page
about
what
should
be
included
in
this
packet.
So
this
is
the
very
high
level,
as
I
call
it
table
of
contents.
I
I
I
took
everything
that
sue
sullivan
had
put
together
for
the
original
developer
packet,
and
I
took
lisa's
first
draft
of
the
chair,
so
I
have
all
these
pieces
in
front,
so
the
idea
is
which
of
these
resources
and
tools
needed
to
go
in
the
land
you
share
guide
and
which
could
then
be
incorporated
into
a
website
for
the
citizen.
So
what
you're
looking
at
is
the
middle
piece
here
these.
A
No
I'm
here
I
just
had
to
move
to
a
different
room
for
a
second,
so
everything
that
mike
said
was
on
target
the
land
use
chair
guide.
C
For
those
of
you
in
the
group,
did
you
have
comments
about
the
document
itself
or
input
that
you
had
thought
when
you
went
through
it.
H
E
D
H
And
cassie's
going
to
add
that
maybe
they
land
use
chairs
could
see
how
it
works
for
them.
You
know
like:
maybe
they
could
provide.
Are
they
following
it?
I
mean
what
works
for
them.
How
would
they
use
it?
It's
just
a
thought.
I
I'll
link
up
michaela
a
lot
to
do.
You
know
that's
a
lot
of
information.
I
think
it's
going
to
be
very
hard
for
us
to
go,
read
it
line
by
line
and
start
looking.
If
people
haven't
looked
at
this
ahead
of
time
and
are
ready
to
give
specific
responses
to
what
they
thought
needed
to
be
changed
or
added.
So,
okay,
yeah.
To
be
frank
with
you,
it's
there,
it's
a
piece.
Do
your
homework
bottom
line,
yeah.
A
So,
additionally,
I
think
I
only
stumbled
on
the
planning
commission
guidelines
this
last
week
I
hadn't
had
a
chance
to
review
those
previously
and
now
that
I've
seen
those
I
feel
like
there
is
a
lot
of
crossover
between
the
planning,
commission,
guidebook
versus
the
land
use.
Chair,
guidebook
and
I
I
feel
like
I
want
to
spend
a
little
bit
more
time
figuring
out
what
could
be
incorporated
in
this
guide,
based
on
what
has
already
been
written.
H
I
I
I
don't
we
could.
It
sounds
like
that's
what
the
consensus
is
to
send
this
out
now
and
the
shape
that
is
now
to
land
use,
chairs.
C
Well,
yeah:
let's
say
I
have
that
group
of
documents,
so
we
have
about
six
now
that
we
want
the
land
use
chairs
to
review,
and
so
after
this
meeting
I
can
just
package
those
and
send
them
out
to
this
group
and
then
debbie.
You
can
use
that
to
pass
on
to
the
land
use.
Networking
group,
okay,.
E
That
sounds
good
and
then
I
think
it
would
be
helpful
for
me
because
it
sounds
like
there's
going
to
be
a
lot
of
documents.
I'm
going
to
be
calling
a
meeting
of
the
networking
group
towards
the
end
of
this
month.
I
that's
a
lot
of
stuff.
I
think
it
would
help
if
I
knew
what's
the
most
important
thing
that
you
want
feedback
from,
and
I
will
put
that
as
an
agenda
item
on
that
on
that
for
that
meeting.
It
sounds
like
this,
but
I
might
be
wrong.
A
Yeah
debbie.
I
think
this
is
the
the
most
important
and
then
in
terms
of
what
I
just
mentioned
with
the
planning
commission,
I'm
gonna
trade,
hats
and
I'll
put
my
century
west
neighborhood
association,
land
use,
chair
hat
on
as
I
review
the
planning
commission
documents,
and
I
will
submit
comments
in
that
direction,
for
this
particular
document
does
that.
E
Make
sense
yeah
and
I'm
glad,
because
I
that
was
one
thing-
that
I
noticed
we
didn't
even
talk
about
the
planning
commission
and
I
think
that
needs
to
be
included.
A
lot
of
land
use
chairs,
don't
get
involved
with
the
planning
commission
and
it's
more
than
the
city
council.
So
I'm
glad
you're
going
to
bring
that
in
lisa.
A
Thank
you,
and
just
as
a
side
note,
everybody
should
know
that
there
is
an
open
planning,
commission
seat
and
debbie.
That
would
be
another
thing
to
push
out
with
that
land
use
working
group.
We
should
be
promoting
that.
I
don't
know
that
the
city
has
pushed
it
out
yet,
but
that
was
part
of
the
planning
commission
meeting
on
monday
night.
E
K
Okay,
this
is
colin.
It
closes
on
the
30th
of
this
month
november
with
the
anticipation
that
the
mayor
will
appoint
at
the
I
think,
it's
the
december
16th
council
meeting
and
there
should
be
an
announcement
on
the
city,
manager's
website,
the
planning
commission
webpage
and
if
you
can't
find
it
or
have
more
questions.
Please
contact
me.
C
E
H
C
I'll
reach
out
to
pauline
and
see.
C
Okay,
so
with
that
we're,
I
already
updated
you
on
the
interactive
map
and
we
were
where
we
are
with
that.
So
we
can
move
on
to
item
six
the
nla
recommendations.
C
A
C
K
So
for
you
know,
first
off,
I
can't
comment
on
what
the
developers
see
on
their
side
as
far
as
putting
their
projects
together,
because
we
really
don't
see
them
until
they
hit.
You
know
our
virtual
front
counter,
but
what
I
do
see
is
really
if,
if
a
developer
holds
the
neighborhood
public
meeting,
they
should
do
it
before
they
submit
their
application.
So
if
they
do
it
correctly,
then
it
really
doesn't
have
any
impact
on
the
city's
processing
time.
But
what
I'm.
A
K
And
they
do
it
correctly
because
that
would
have
all
been
taken.
It's
all
been
taken
care
of,
because
this
is
an
item
that
we
look
at
as
the
city.
As
part
of
our
completeness
check,
you
know:
do
you
have
a
traffic
study?
Do
you
have
a
stormwater
study?
Did
you
do
your
neighborhood
meeting
so
if
they've
done
it
previous
to
submitting
and
they've
done
it
correctly,
it
doesn't
affect
the
city's
timelines,
I'm
not
speaking
for
the
for
the
development
community
on
their
timelines
outside
of
what
we
process.
K
But
what
I
do
see
is
that
when
we
do
get
an
application,
that's
submitted
and
one
of
two
things
happens:
one
either
they've
failed
to
hold
the
neighborhood
public
meeting
and
we
see
that
sometimes
with
developers
who
are
from
out
of
out
of
town
who
aren't
familiar
with
our
local
processes
or
they've
conducted
a
neighborhood
public
meeting
and
and
they
did
some
and
and
they
you
know,
didn't,
send
the
notice
out
correctly
or
did
didn't,
provide
the
correct
information
at
the
meeting
and
doesn't
come
to
light
until
it's
been
submitted
to
the
city.
K
Then
then,
that's
when
we
say
okay
time
out,
you
need
to
stop.
Go
back.
Do
your
do
your
public
meeting
again
or
do
it
right
and
then
submit
all
of
the
information
documentation
that
you
did
it
correctly
back
of
the
city
and
then
and
then
we'll
move
you
out
of
completeness
check
so
right
now
under
today's
code,
if
we
did
that
it's
going
to
be
at
least
15
days,
because
it's
going
to
be
longer
because
it
takes
some
time
to
put
the
notice
together
and
send
it
out
et
cetera.
K
So
and
while
that's
happening
the
project's
just
sitting
with
the
city,
not
moving
anywhere
so
where
that
would
go
from,
you
know
15
or
20
days
or,
however,
you
know
how
long
it
takes
the
applicant
to
do
that.
It
would
add
an
additional
number
what
six
days
to
go
to
21
days,
so
that
that's
where
I
would
see
an
impact
on
actual
city
processing
time.
It
would
sit
with
the
city
for
that
additional
time.
B
But
the
city
does
the
city
timeline
keep
ticking
down
while
they
go
back
and
redo
the
the
public.
K
That's
when
I
would
say:
well
you
either
didn't
do
your
your
neighborhood
meeting
or
you
did
it
wrong,
so
I
can
do
it
again
and
and
that's
not
going
to
impact
the
city,
because
it's
once
we've
said
it's
incomplete
the
120
day
review
period
doesn't
start,
it
doesn't
start
until
they
make
the
application
complete
and
redeem
it
as
complete.
So
the
120
wouldn't
start
until
they've,
either
perfected
their
neighborhood
meeting
or
held
the
neighborhood
meeting.
B
That
that
answered
my
question,
I'm
I'm
just
glad
we
and
then
we
should
make
a
note
of
that
in
our
developers
handbook
that
the
public
meeting
is
not
something
that
needs
to
stop
the
city's
landline.
I
I
The
one
thing
they
could
do
real
early
in
the
beginning
is
have
that
meeting
find
out
how
the
neighborhood
feels
polish
is
a
perfect
example.
They
do
that
at
the
beginning
of
that
process,
so
when
they
get
their
application
ready
to
go,
they've
done
their
homework
they've
had
their
meeting
they've
tried
to
resolve
issues.
What
colin
is
talking
about
is
the
exception.
The
guy
who
doesn't
know
what
he's
doing
forgot
to
do
that
got
his
application
in
and
we're
all
sitting
around
saying,
well,
you're,
not
complete,
because
you
forgot
to
do
something.
A
Well,
I
think
we've
tried
that
bar
graph
and
I
don't
know
that
people
are
really
understanding
it
or
they're,
not
looking
at
it
or
maybe
they
have
a
different
perception,
so
I'm
kind
of
coming
back
to
michaela.
I
have
no
issue
having
this
meeting
on
monday.
You
know
it's
another
hour
and
a
half
two
hours
in
looks
like
it's
a
two-hour
meeting
that's
been
scheduled,
but
I'm
I'm
still
struggling
or
I'm
still
grasping
it.
What
new
information
are
we
expecting
to
hear
or
do
we
have
any
indication
on
there's?
There's
new
information.
K
I
I
can
speak
to
that.
You
know
we
had
been
hearing
that
there
was
still
concern
from
the
development
community,
the
city
staff
weren't
involved
in
that
meeting
that
you
had
with
the
with
the
developers
and
after
that
we
it
was
our
understanding
that
there
were
still
unanswered
or
unresolved
concerns
from
the
development
community.
So
at
least
I
will
say
that
this
meeting
will
be
different
in
that
there
will
be
the
development
representatives,
the
neighborhood
leadership
alliance
representatives
and
staff
in
there
as
well.
K
C
I
did
type
in
the
attendees
in
the
right
chat,
just
in
case.
You
wanted
to
see
that
still.
A
Sure
I'd
like
to
do
that,
but
I
also
just
want
to
make
another
comment
on
this
developer
meeting.
So
I
feel,
like
we've,
spent
an
awful
lot
of
time
on
this
topic.
I
feel
like
we
have
more
than
made
accommodations
to
listening.
I
have
not
had
any
direct
correspondence
from
any
other
of
the
developers
other
than
what
they've
submitted
previously
and
outside
of
the
polish
meeting,
and
so
for
anybody
that
is
listening
to
this
presentation.
A
If
you
have
additional
information
that
can
help
us
understand
why
there
is
such
reticence
for
the
extensions
when
what
we're
trying
to
do
is
we're
trying
to
increase
the
acceptance
rate
of
these
projects
by
citizens
and
we're
also
trying
to
give
citizens
the
opportunity
to
participate.
I
just
want
to
invite
any
comments
to
be
sent
to
the
land
use
working
group
care
of
michaela,
because
I
I
feel
like
we're,
still
missing
something
so
enter
in
terms
of
the
upcoming
important
dates.
Lisa.
E
Lisa
before
lisa
before
you
go
on
for
that
november
16
meeting,
I
know
I'm
not
a
voting
member
of
the
nla,
but
am
I
allowed
to
come
to
that
meeting
is
just
to
just
to
or
is.
E
C
You'll
get
my
let's
see,
it'll
be
on
the
nla
website,
but
it'll
also
be
on
the
city
calendar.
Okay,
thank
you.
A
We
have
the
planning
commission
hearing
and
so
I'm
planning
to
present
there
dave
hoping
that
you're
going
to
be
right
there
with
me
to
present
to
the
planning
commission
and
then
we
go
quiet
for
a
while
and
we
don't
present
present
again
until
january
20th,
which
means
here
we
are
in
november,
and
that
means
that
we'll
have
two
more
land
use
working
group
meetings
between
now
and
the
city
council
presentation
in
terms
of
juniper
ridge
code,
amendments.
I
A
Great,
thank
you
in
terms
of
juniper
ridge,
so
we've
been
hearing
an
awful
lot
about
juniper
ridge.
Over
the
last
couple
of
weeks
we
had
the
planning
commission
meeting
this
last
monday
to
talk
about
plan
talk
about
juniper
ridge.
It
was
a
very
well
done
presentation,
michaela
hans-
and
I
spoke
this
morning
for
our
planning
for
the
nla
meeting
in
december,
and
we
all
agreed
that
having
matt
do
a
presentation
on
juniper
ridge
to
the
nla.
A
C
So
I
just
wanted
to
make
sure
everybody
was
on
the
same
page,
the
juniper
ridge
code
amendments
are
separate
from
the
transitional
shelter
conversation
and
these
code
amendments
are
going
to
be
brought
in
three
phases,
as
I
understand
it
from
matt,
and
so
I
would
encourage
you
guys
if
you
can
to
listen
in
to
that
december
meeting
on
juniper
ridge,
because
that
will
be
coming
up
early
in
the
spring
another
one.
C
I
think
I
saw
mike
on
the
call
this
week,
but
we
were
also
talking
about
the
southeast
area
plan,
and
so
that's
going
to
be
coming
to
planning
commissioning
council
early
next
year
as
well
so
just
to
have
on
your
radar
and
the
juniper
ridge
and
nla
recommendations
are
the
upcoming
ones.
Southeast
area
plan
will
follow
shortly
after.
A
A
This
is
something
that
is
hosted
by
cascades
academy
in
bethlehem
inn.
It
looks
like
it's
a
one
hour
online
event
and
if
you
go
to
cascadesacademy.org
community
education
series,
you
can
learn
a
little
bit
more
about
that
event,
but
I
think
that
might
be
something
that
could
help
us
better
understand.
Some
of
the
the
decisions
that
we're
trying
to
make
around
juniper
ridge.
E
A
A
Yeah
yeah
well,
unfortunately,
I
think
all
of
the
questions
around
this
developer,
all
of
the
questions
from
the
developers
are
having
to
have
us
meet
a
little
bit
more
frequently.
So,
let's
see
is
there.
A
H
D
G
A
I
have
it
great
and
with
that,
is
there
anything
else
for
the
good
of
the
order.
