really
really
helpful
to
a
lot
of
people.

think
some
people
get
kind
of
you
know
they
stumble
around
they're,
not
sure
what
they

say
and
how
they
should
say
it,
and
this
gives
them
some
framework
gives

guideline,

think
people
can
really
find
that
useful
and
if
you
haven't
really
studied
that
flow
chart
boy
that
simplifies
the
land
use
process
as
difficult
as
the
topic
is.

working
group

we
look
at
the
fall
season

hoping

neighborhood
associations
will
invite

working
group

well

planning
and
myself
to
attend
the
neighborhood
association
general
meetings.
This
fall
where
we
can
either
present
about
the
land,
use
education,
materials
or
have
a
table.
However,
your
format
might
be
including
us

that
would
be
really
great.

each
of

Additionally,
we
have
a
we
being.

city
has
a
new
person
coming
on
board
a
community
development
department,
communications
liaison

is
also
focused
on
land
use,

land

education
project

individual
will
probably
be
heavily
involved
with,

we
do
know
that
this
is
an
ongoing
program.

lot
of
great
invaluable
resources,
but
we
want
to
make
sure
that
we're
getting
the
community
what
they
need,
and
so
as
we
launch
these
resources
over
the
next
couple
of
months
at

neighborhood
association
and
community
meetings
and

person
will
be
able
to
join
us
and
be
a
part
of
that
and
then
come
next
spring
after
we've
had
some
time
for
the
documents
to
be
out
there
and
folks
to
be
using
them.

the
group
can
reconvene
we'll
extend

invitation

interested

joining

that

recognized

for
council

staff

work
with

first
few
months
nearly

getting

foundation

structure

our
processes

procedures

worked.

created

mission
statement

still
as
valid

to

before,

the
folks
behind
the

always

available

me
when
I

be
sure

facts

want
to
miss
state
or
misrepresent

ian's
been
a
great

responsive
fact,
checker
for

outside
of
staff.

it

many

things
that
we'll

nla
is
that
that
resource

the
only
committee
that
really
is
here
to
be
a
voice
of
the
residents.

membership
growth,

leverage-

leverage
hot
topics

land
use-

always

big
one,

speeding

mount
washington,

gotta
thank
transportation
and
mobility
mobility.

keep
forgetting
that
they're,
not
streets
and
operations
anymore,
but
I
need
to
say
thanks
to
rob
and
janet
and
and
dave
for
always
being
really
helpful
for
us
as
we
deal
with
those
issues.

one
where
work
won't
start
in
terms
of
groundbreaking
for
almost
another
two
years,
but
it's
controversial
enough
that
by
using
that
topic
as
something
to
promote
communication
buying
between
members
and
polish
homes,
we've
created
a
lot
of
membership,

lot
of
dialogue
and
it's
you
know,
generally
pretty
positive
dialogue.
So
I'm
pleased
with
the
work
we've
done
there
and
the
way
we've
taken
advantage
of
that
opportunity.

to
promote
firewise
to
the
hoas
within
our
rebuke

proud

beyond

far
down

list

that
council
probably
jumped
in
and
maybe
transportation

mobility

in,

able

get
this
traffic
study
done
so

involved

that,
unlike

we're
not
growing

fast,
but
I
am
pleased
to
say
that
we
continue

add
new
members

a
regular
basis.

members

that's
attributed

maybe
lots

activities.

we're
seeing
some
growth
and

west
continues
to
hover.

believe
we're
at
about
35
to
40
percent
of
our
residents
as
members
now,
so
it's
pretty
pretty
darn
good
and
looking
forward.

that,

my
resignation
from
the
nla,

vice
chair,
I
will
continue
to
be
on

the
century
west
neighborhood
representative,
but
I
am
in
terms

own

hard

it
impossible

it's
exciting
that
the

joint
work
plan
and

on
that
property
we
also
met
with
gillian
pacific
regarding

proposed
development

box
factory
they're,
proposing
to
put
in
300
units.

that
and
corpine

we'll
be
excited

work
with
old
bend,
neighborhood
association
on
kind
of
the
planning
in
that
area,
because

looks
like
it's
going

change

couple
years
between
market
the
market
of
choice
and
the
box
factory
and
poor
pine,
and
there's
a
proposed
development
across
the
street
from
furnish
as
well.

a
lot

changes

our
neighborhood

report,
we're
still
struggling
with
vacancies
on
the
board,
there's
actually
of
the
seven
seven
slots,
there's
basically
five
of
us,
but
only
three

us

active,

unfortunately

things

don't
get
done
like
we
would
have
to
what
we
would
like
to
have.

had
planned
to
have
an
outdoor
general
meeting
late
september
october,
but
unfortunately,
the
rising
covet
cases
is
kind
of
going
to
prevent
that.
So
we're
back
at
the
starting
gate
here,
trying
to
figure
out
something
else,

another
topic
is
that
you
know
we
had
planned
to
write
a
series
of
articles
on
neighborhood
issues
for
the
bend
bulletin
and
my
education
article
was
one
of
them.

Here
I
am,
it's
been
a
real
eye-opener
to
come
into
this
group
and
learn
about
some
of
the
issues
of
the
city.
We
are
old
band
kind
of
an
apex,
a
lot
of
projects
in
other
neighborhoods
run
through
our
neighborhood,
such
as
the
bikeways,
the
trails
and
cut
through
traffic
trying
to
connect
downtown
with
all
the
development
at
the
old
mill,
core
pine
and
whatnot.
So,
yes,
we
have
been
working
with
karen
and
southern
crossing.

Our
old
bend,
part
of
it
primarily
has
to
do
with
the
concern
over
increased
cut
through
traffic
through
residential
streets
built
a
hundred
years
ago,
never
meant
to
be
arterials
and
it's
somewhat
of
a
safety
issue.
Consequently,
our
traffic
committee
is
very
active.
Very
effective
has
a
lot
of
experience
in
planning
and
downtown
planning,
and
probably
you
will
most
hear
about
old
bend
on
traffic
issues
and
probably
less
from
us
on
land
use
issues.

And
we
would
like
to
continue
to
raise
the
importance
of
completing
the
deschutes
river
trail
around.
You
know,
between
miller
park
in
galveston,
very
important
to
those
neighbors
over
there.
Their
streets
are
crowded
and
I
suspect
a
real
trail
would
help.
Probably
also
some
parking
restrictions
would
help.

very
appreciative
that
council
keebler
has
been

development

big
project
at
the
moment
is
designing
and
writing
a
survey
to
share
with
our
members
and
get
a
feel
for
what
our
neighborhood
would
like
to
see
and
hope
for
for
that
very
special
natural
space.

turn
of
events.
I
guess
I
would
say,
regards
the
murphy
crossing
property
and
this
has
been
sort
of
a
blow
to
southwest
bend.

The
murphy
crossing
refinement
plan
was
codified
in
about
2006,
and
there
has
been
a
development
application
for
an
rv
park
to
be
put
in
place
on
that
property
and,
unfortunately,
that
land
use
was
not
allowed
within
the
code.
The
applicant
came
forward
three
times
and
applied
with
contingencies.

Each
time
put
in
place
and
at
the
last
hearing
the
plan
was
approved
with
with
conditions,
but
it's
very
disappointing
to
southwest
bend
because
it
was
a
missed
opportunity
for
an
area
of
middle
housing.

A
complete
neighborhood
had
been
designed
for
that
area
and
it
also
included
an
urban
renewal
district
to
be
woven
into
that
murphy
crossing
refinement
plan,
and
so
it's
pretty
frustrating
that
that
was
a
plan
that
was
in
the
bend
code
and
has
been
essentially
overturned
and
so
that
land
use
is
going
to
something
that
promotes
tourism
and
not
housing
in
bend,
and
I
will
say
that
that
our
land
use
chair
has
been
really
working
very
diligently
on
that
project.

Presenting
at
the
hearings
and
feels
pretty
frustrated
with
the
outcome
of
that
for
our
neighborhood
association
board,
we
we
do
have
new
two
new
members.
We
were
down
one
and
got
two,
which
is
great,
but
we
still
feel
very
short-staffed
in
terms
of
the
tasks
at
hand
and
in
particular,
trying
to
manage
our
membership
figure
out.
Who
are
our
members?
I
think
a
lot
of
it
is
still
on
paper,
and
so
that
is
something
that
we
are
going
to
tackle.

challenge
that
we're
facing
is
the
social
media
communications
part
most
of
our
board.
Members
are
not
social
media,
savvy
or
users
even
and
so
that's
definitely

challenge

had

county
and
someone

park

rec,
and
we
had
about
100
people
attend,
but
that's
not
really
very
many
when
you
think
that
we
have

700
addresses
in
bana,
so
I
think
people
came
for
the
food.
There
was
less
interest
in
the
business
recent.

I'm
now
we
had
four
board
members
that
basically
disappeared
at
after
that
annual
meeting,
and
I
volunteered
to
become
the
acting
chair,
at
least
until
we
could
get
the
new
folks
who
volunteered
to
trained
up.
None
of
them

neighborhood
meeting.
None
of
them
have
ever
been
involved
in
any
neighborhood
association
activities.

were
new
to
all

us,

so
I
thought
some
training
in
land
use
and
different
some
description

different
roles
and

some
training
in
just
what
is
a
neighborhood
association
would
be
very
appropriate
and
I'm
working
with
michaela

chair

pretty

anything

we

identified

it's
a
little

recent
issues

actively
reading
our

had
people
complaining
about,
they
can't
get
the
mail
or
the
mail
won't
get
delivered
to
the
cluster
boxes,
because
people
are
parked
in
front
of
the
cluster
boxes

evidently
there's
a
requirement
for
the
city

no
parking
zones
or
something
near
those
cluster
boxes,
and
I
don't
think
I've
seen
a
single
cluster
box
with
the
neural
parking
zone
around
it.
So
I
don't
know
I
need
to
find
out
more
about
what
are
the
rules
there.

People
need
to
get
their
mail,
so
we
have
a
complaint
about
street
work
that
happened
on
brita
street
and
it
appears
that
perhaps
the
people,
the
residents
along
british
street,
were
not
notified
of
it
ahead
of
time
and
spanish
certainly
was
not
notified.
They
took
a
two
block
street
and
eliminated
all
on-street
parking
bay,
meaning,
I
guess
the
city,
it
doesn't
look
like
it's
a
private
street
and
it
does.

looks
like
the
city
did
it,
and
indeed
someone
is
in
contact
with
the
city,
but
the
the
streets
only
two
blocks
long
and
so
why
it
gets
a
bike
lane
on
both
sides
of
the
street
and
no
parking
on
both
sides
of
the
street
really
isn't
very
clear
from
the
situation.
While
that's
needed.
The
guy
says:
there's
plans
to
move
to
connect
british
street
with
north
west
british
street
and
connected
all
the
highway

It
really
seems
to
decrease
the
housing
supply
for
people,
though,
by
having
houses
that
could
be
a
regular
rental
or
ownership
go
into
short-term
rental,
and
I
just
like
to
say
yes
to
michaela's,
offering
of
coming

september
that
would
be

usual

sent

county
commission

hopefully
instituting
a
mass
mandate
in
deschutes
county
as
covid
becomes
more

more
of
a
problem

stresses
out

hospital
system

on
on
a
more
local
level,
really
appreciative
of
the
open
house
for
the
wilson
corridor
project
that
happened
at
the
elks
stadium.

think.
Last
week
we
know
it's
going
to
be
a
big
deal,
but
I
I
live
in
that
area
and
we're
just
I'm,
I'm
so
thrilled
at
the
thought.

will
be
sidewalks
that
are
accessible
to
my
neighbors
and

that
that
will
increase
just
connectivity
and
safety
in
this
area.
It's
looking
like
a
great
project,
but
we're
making
sure
to
get
that
information
out
to
folks
in
larkspur.

think
that's
about
it
for
right

that
orchard
district.

We
have
a
few
things
going
on.
We
are
seeing
a
lot
of
transition
on
our
board.
We
had
yet
another
member
having
to
move
due
to
affordable
housing
issues.
They
were
not
able
to
afford
to
live
here,
so
they
are
moving
to
texas
and
we
are
really
sad
to
see
them
go
it's
time
for
us
to
start
recruiting
and
we'll
be
looking
at
director
positions
and
leadership
positions.

did
orchard
district
did
submit
public
comment
on
hb
2001.
We
sent,
we
received
input
from
our
neighbors,
sent
a
neighborhood-wide
email
out
and
got
quite
a
bit
of
feedback
actually
and
based
on
that
feedback.
We
composed
and
submitted
public
comment.

The
board
orchard
district
board
has
not
done
a
formal
statement
of
position,
but
I
will
comment
on
the
fireworks
ban
as
well
that
from
what
I
have
heard
from
my
neighbors
and
seen
from
my
neighbors
within
the
last
couple
months
and
specifically
around
the
4th
of
july,
they
were,
they
were
like
so
excited
about
not
having
to
worry
about
fireworks,
knowing
that
there
would
still
be
some
that
would
do
what
they're
gonna
do,
but
overall,
it
was
a
much
better
scenario
for
our
neighborhood.

We
are,
I
think
I
say
this
almost
every
month
we
are
still
receiving
several
short-term
rental
applications
every
month
and
I
wouldn't
be
surprised
if
at
some
point,
our
district
board
and
neighbors
decide
to
try
to
bubble
up
that
issue,
especially
with
the
affordable
housing
discussions
going
on.
It's
just
so
counter
to
what
we've
been
trying
to
do.
So
I've
been
looking
at,
what's
been
going
on
up
at
hood
river.

I
lived
there
for
a
couple
years
around
seven
or
eight
years
ago
and
trying
to
see
what
kind
of
policies
they've
implemented
and
how
that's
played
out,
but
that
is
still
on
top
of
mind
for
our
district
and
finally,
when
you're
driving
through
our
district,
you
might
find
some
new
signage
lawn
signs
so
excited
about
these
they're
fantastic
moe
newbold.
Our
chair
did
much
of
the
designing,
designing
work
and
planning
work.

think

worked
well
together
and
again
thank
her

hope
that
she
continues

that

with
southwest
bend

rv
park.

attended

hearing

disappointed
with

decision
and
I
actually
sent

boise
and
one
down
in.
I
guess
california,
somewhere
kind
of
telling
him
that
this
park
is
going
to

all
the
charm
of
a
walmart
parking
lot,
because
they're
going
to
take
out
almost
every
tree
there.
According
to
the
plan,
I've
seen
and
it's
not
going
to
be
a
very
pleasant
place.

my
rv
at
at
crown
villa
and
it's
beautiful
with
all
the
trees
there.
It's
just
wonderful
and
I'm
really
sad
to
see
that
go
and
have
a
new
one.

going
to
be

pleasant
