unusual
situation.
Many
specific

permits
were
declined
in
deference

a
possible
rezoning
based

changing
conditions.

feel
that
rezoning
for
this
property
is
proper
as
a
bit,
as
has
been
requested
by
many
of
the
residents
of
Oak
Shores.

myself,

believe
the
city
of
Biloxi
has
much
to
gain
if
short-term
rentals
are
allowed
in
a
responsible,
regulated
manner,
whether
it's
allowed
by
right,
regulated,
a
specific
use
or
some
combination

owners

Shores
are
eager
to
participate
in
the
proper
way.

determine
what
that
way

generated
just
in
short
term
sales
is

military
housing,

long
way

past

years
and

credit
that
to
several
management
companies
who

helped
protect
this
property
and
owners
who
want
to
invest
in
Biloxi
and
bring
visitors
here.

short-term
rentals,

our
regular
people
coming
here
to
visit
Biloxi
last
year,
they
grossed
about
$19,000
a
short
term
military
meaning
they
stayed
here
less
than
30
days
brought
in
just
a
toad
Shores
56,000.
Since
last
year
we
have
gained
almost
12
units
at
our
chores,
not
only
that,
but
the
per
diem
has
gone
up
almost
$30,
so
that
is
also
going
to
increase
the
gross
revenue
that
these
owners
are
receiving.

think
it
would
be
an
injustice
for
this
not
to
pass
oak.

are
here

grow
our
city
and
grow
our
tourism
and
by
doing
by
allowing
short-term
we're
going
to
be
able
to
bring
more
people
in

waiting
list
right
now

five

six
owners

want

come

until
we
know
if
this
short
term
passes.

selling

thousand.

the
short-term
rentals
have
really
increased
the
property
value
because
people
are
looking
to
invest
in
this
area.

focus
of
this
actual
zoning
change

rezoning
standards.
The
underlying
rationale
for
the
change
being
short
term
by
rights
should
not
be
relevant
in
this
decision
today.
This
decision
would
be
made
because
of
theoretical
future
laws.

arbitrary
assembly

consistent
with
all
city
adopted
plans
required
to
address
a
mistake
in

zoning

set
to

council
that

rental

hearings,

annually,

the

condos
in
the
good

hate
to
seem
to
get
them

minim
step
down,
and
all
these
investors
start
warning.

states

places
that's
their
money.

cleaned

situation

rentals
and

that

place

short-term
rentals

coast
and
honestly

think
that
location
would
be

good
location.

things

concern
me.

latest
wrinkle
has
come
up
because
we've
seen
apartment
complexes
that
are
being
flipped
to
condos
without
a
change
in
zoning
and
because
of
that
covenants
come
into
play
which
have
nothing
to
do
with
the
city.

don't
enforce
covenants
nor
disciplining
commission,
so
it
would
have
been
helpful,
particularly
in
this
case,
if
the
property
owner
or
owners
had
flipped
the
zoning
from
residential
multifamily,
20
or
30
units
per
acre
to
community
business,
which
is
what
is
being
proposed.

that's
the
way
to
go.

radar

for
this

going
to
be

and
