B
Okay,
we're
ready
to
start.
Then
I
heard
the
recording
right.
C
B
A
Yeah,
if
somebody
would
like
to
call
in
and
comment
on
one
of
the
applications
before
the
commission
today,
they
can
call
the
planning
department
at
607-772-7028.
A
B
Okay,
thank
you
prove
motion
to
approve
the
minutes
of
may
3rd.
E
G
A
Okay,
so
the
application
for
221
state
street
is
for
a
certificate
of
appropriateness
and
they
are
proposing
essentially
to
rehabilitate
the
northern
section
of
the
building.
The
future
use
of
that
of
that
interior
space
in
the
building
is
going
to
be
for
the
use
by
the
broome
county
arts,
council
and
they're
in
doing
a
few
things.
A
The
first
is
that
they're
going
to
install
a
new
storefront
system,
where
you
see
the
mural
here
in
the
photo
and
then
they're,
also
going
that's
going
to
that
storefront
system
will
match
the
existing
storefront
system
along
the
southern
bay
of
the
building
and
then
they're
also
planning
to
install
essentially
a
new
primary
entrance
system
right
where
and
I'll
go
to
the
photos
here.
A
So
it's
a
little
bit
bigger
right
where
this
existing
sort
of
carriage
garage
door
is,
is
currently
located
and
so
they're
going
to
create
a
new
entryway
system
that
meets
the
broom
county
arts
council's
functional
needs
in
that
space
and
working
with
janice
and
anderson,
who
is
the
design
team,
as
well
as
the
broom
county
arts
council,
to
sort
of
develop
a
proposal
for
that
entrance
system?
A
That
still
is
sympathetic
to
the
historic
use
of
this
building,
which
has
always
been
as
a
automobile
garage,
and
they
came
up
with
a
few
different
alternatives
and
I'll
go
there
now.
A
So
let
me
zoom
out
here
the
preferred
option
that
was
provided
as
I
sent
out
to
the
commission
yesterday.
Is
this
second
option
number
two
which
sort
of
allows
for
the
double
door:
entry
system?
That's
really
important
to
the
arts
council
for
moving
in
large
pieces,
as
well
as
accessibility
needs
and
also
sort
of
recreates.
This
garage
door,
opening
appearance
in
the
location
which
honestly
is
an
improvement
from
what's
existing
and,
I
think,
meets
the
the
character
defining
feature
requirements
for
this
for
this
site.
The
applicant.
G
A
Also
proposing
to
install
new
lighting
to
either
side
each
of
the
pilassers
to
either
side
of
the
primary
entrance
there
and
then
some
signage
vinyl
decals
that
will
be
applied
to
the
storefront
system
greg.
Can
you
provide
a
little
bit
of
information?
Is
the
awning
still
part
of
the
proposal
or
has
that
been
removed
and
has
there
been
any
updates
with
regard
to
the
lighting
fixtures.
H
H
As
far
as
the
light
fixtures
go,
we
haven't
made
a
final
selection,
but
I
think,
as
you
and
I
talked
when
we
met,
we
are
going
to
go
with
more
of
a
maybe
a
vertical
type,
sconce
fixture
that
wasn't
as
fragile,
potentially
and
a
little
tighter
to
the
wall,
something
a
little
bit
more
vertical.
That
would
go
on
either
side
of
that
opening.
On
that
limestone
pie,
laster.
A
Okay,
all
right,
thank
you
and
then
I'll
just
go
back
to
the
original
presentation.
Just
so
the
commission
has
an
idea
of
what
that
awning
would
look
like
installed.
Obviously,
the
the
the
entry
system.
There
is
not
the
one
that's
being
proposed.
Currently
I
spoke
with
the
applicant
and
and
greg
and
the
rest
of
his
team
sort
of
about.
You
know
the
my
thoughts
with
regard
to
the
awning
and
how
typically
like
an
awning
wouldn't
have
been
installed
in
this
location,
but
you
know
there
has.
A
There
should
be
some
sort
of
understanding
about
the
the
functional
needs
of
of
the
future
use.
So
there's
a
little
bit
of
a
balancing
act
there
for
the
commission
to
consider
and
ken
that's
about
all.
I
have.
B
Okay
greg
would
you
like
to
add
anything
else
to
what
sean
has
presented.
H
I
guess,
as
we
talked
about
when
we
met
with
sean,
the
the
awning
that's
proposed,
is
very
low
impact
to
the
you
know:
existing
building,
we're
not
planning
on
doing
any
demolition
or
anything
that
would
prevent
that
from
at
some
point
in
time
being
removed
if
it
needed
to
be
for
a
future
use
of
the
building.
H
It's
it's
not
going
to
be
detrimental
to
the
building
at
all,
and
I
think
he
already
touched
on
the
north
half
of
the
storefront
kind
of
kind
of
mimicking,
the
south
half,
which
was
approved
by
cod
back
in
was
it
2012.
Maybe
I
can't
remember
exactly,
but
so
we're
matching
that
exactly
actually
the
same
contractor
is
gonna
gonna.
Do
that
work?
So
that's
about
the
extent
of
it.
Unless
anybody
has
any
any
questions
for
us.
H
We
also
have
nancy
the
executive
director
of
the
arts
council
on
the
on
the
call
as
well.
If
we
need
any
any
answers
from
her
on
anything.
J
Hi
there
everybody
hello,
hi
hi,
so
we
we
are
proposing
the
awning
as
a
way
to
you
know,
show
that
that's
the
main
entrance
for
all
things:
bcac.
We
don't
have
control
over
the
whole
building,
because
there's
a
dim
on
the
on
the
south
side
and
the
alternative
signage
from
the
historical
pictures
was
like
a
neon
sign.
That
kind
of
stuck
out
from
the
from
the
brick
and-
and
that's
that's,
not
something
I
I
I
don't
think
it's
something
you
would
want
to
replicate
honestly.
J
B
Okay
board
members
comments.
D
D
J
That's
the
logo
for
our
gallery,
artisan
gallery,
so
the
the
you
know
we're
putting
a
lot
of
our
offices
and
our
gallery
in
there
and
some
classrooms.
So
the
gallery
will
be
street
facing.
A
And
john
those
graphics
were
approved
by
cod
when
the
bcac
was
relocating
into
95
quart
street
a
few
years
ago.
H
No,
the
ones
that
are
shown
there
kind
of
a
gooseneck
kind
of
figure
would
not
be
the
ones
we
would
use
would
be
more
of
a
vertical
wall
sconce
that
was
a
little
tighter
to
the
wall.
I
think
sean
brought
up
a
good
point
from
just
durability
street
level.
H
H
H
B
Ken,
so
what's
the
what's
the
height
of
the
canopy,
and
that
will
hide
some
of
the
windows
in
the
garage
opening
effect.
But
so
it'll
cover
up
that
first
row
of
windows
or
the
first
two
about.
H
The
first
row
and
a
half-
maybe
I
think
kim,
do
you
remember
what
the
height
of
that
was?
I
know
in
our
one
drawing
I
think
we
had
some
dimensions,
but
it's
it's
gonna
cover
about
that.
First
row
of
lights
and
maybe
half
of
the
next
row
at
the
most.
K
E
B
Okay,
do
you
need
a
motion.
G
L
A
Greg
when
you
have
the
sconces,
can
you
send
those
in
to
me
absolutely?
Yes,
we
have
a.
H
We
already
started
looking
at
some
of
those
pictures,
but
yes,
sean
we'll
get
those
to
you
perfect.
Thank.
B
J
A
Okay,
so
we've
got
stephanie
from
the
broome
county
planning
department
here,
and
this
is
an
application
for
192
state
streets.
The
commission
will
likely
remember
that
stephanie
presented
a
series
of
murals
last
summer
and
so
continuing
on.
There
is
a
proposed
mural
at
192
state
street
and
the
proposal
I'll
go
right
to
that
and
stephanie
correct
me.
If
I'm
pronouncing
the
artist's
name
incorrectly
here,
it's
margot
dots
or
that's
margot.
M
A
Dads,
okay
and
there's,
you
know
very
low
impact,
no
effect
determination
from
from
shippo
for
this
mural
for
192
or
excuse
me,
yeah
192
state
street,
a
sort
of
a
a
plain
existing
wall,
that's
highly
visible,
and
so
a
mural
in
this
location,
I
think,
makes
a
lot
of
sense.
Given
the
context
of
state
street
and
the
sort
of
artist
bro
work,
that's
been
going
on
and
also
a
lot
with.
The
current
streetscape
improvement
plans
there
and
so
I'll
go
right
to
the
proposal.
A
F
A
A
M
Yeah,
that's
not
included
with
the
mural
project,
but
I
could
definitely
talk
to
the
property
owners
and
the
artists
and
see
if
that's
something
that
they
can
work
on
later
on.
I
also
just
know
the
artist
mentioned
that
the
the
mural
might
not
come
all
the
way
to
the
ground,
just
because
cars
are
going
to
be
parked
there
and.
D
No
I'd
make
a
motion
to
approve
it
as
presented
with
a
a
strong
recommendation
to
consider
nighttime
illumination.
A
Okay,
257
washington
street
again,
it's
a
certificate
of
appropriateness,
application
and
the
applicant
is
kevin.
Finley
he's
proposing
to
essentially
replace
some
doors
on
the
southern
facing
elevation
of
the
building,
with
commercial
doors
that
have
been
installed
in
other
locations.
You
know
a
similar
type
of
commercial
door
and
commercial
door
system.
That's
been
installed
along
other
places
along
the
building.
What
I
found
was
interesting
as
I
started
looking
into
this.
A
I
think
that
there's
a
strong
case
for
the
replacement
here
for
at
least
two
out
of
the
three-
and
I
think
all
three
have
certainly
have
a
case,
because
two
out
of
the
three
entrances
are
not
original
to
the
building
based
on
historic
photos
and
also
a
sort
of
a
draft
a
sketch
by
the
architect
in
this
case,
and
so
I'll
just
go
directly
to
those
images.
A
So
here's
our
historic
photo
right
sort
of
showing
the
building
as
it
would
have
been
in
the
early
to
mid
20th
century
right.
You
can
see
right
in
this
location
where
two
of
the
three
openings
are
currently
that
one
of
them
was
just
modified
and
extended
down,
and
then
another
was
entirely
is
a
basically
a
brand
new
cutting
because
we
have
one
opening
and
then
no
no
entry
again
showing
basically
a
window
opening
here,
but
again,
no
no
entry
to
the
building.
So
those
were
both
one
was
extended.
A
One
opening
was
extended
and
another
was
entirely
cut
in
the
rear
entrance,
which
is
also
being
proposed
for
a
new
system
is
was
original
and
you
can
see
it
sort
of
depicted
here
better
than
in
the
photograph.
A
A
So
there's
our
our
entrances,
so
one
here
here
and
here
just
go
to
the
proposal
so
at
the
rear
entrance
the
applicant
has
stated
that
he
really
wants
to
bring
in
light
to
the
building.
I
think
that
makes
sense,
and
so
the
five
panel
door
here
would
be
replaced.
If
the
commission
leans
towards
replacement
there.
I
would
recommend
salvaging
that
door
or
in
some
way,
doors
like
that.
You
know-
are
a
little
difficult
to
come
by
these
days.
The
the
transom,
a
similar
configuration
would
be
installed
in
that
location.
A
And
then
the
proposal
for
the
replacement
of
the
solid
metal
door
here
with
again
one
with
sort
of
two
panel
lights
and
then
a
proposal
to
add
a
window
with
a
paint
configuration
that
is
sympathetic
and
sort
of
lends
itself
to
the
rest
of
the
windows
along
the
building
with
sort
of
a
a
panel
below
it
in
in
that
sort
of
extended
opening
location.
N
I
don't
know
what
I
would
add,
but
the
the
one
where
it's
going
to
be
a
path,
a
window,
that
very
tall
thing
is
on
the
inside
of
the
building
you.
Actually
it
doesn't
lend
itself
to
a
door
anyway,
because
there's
actually
a
step
up
the
door
itself
that
you're
seeing
right
now
to
the
left
actually
is
on
elevation
of
a
landing.
N
So
I
really
want
to
trying
to
get
more.
N
That's
as
simple
as
I
can
make
it
the
other
door
on
the
other
end,
and
I'm
not
sure
what
sean
was
saying
about
salvage
is
when,
when
all
the
renovations
are
done
and
there's
a
renovation
plan
behind
this,
that's
so
I
need
to
be
able
to
make
that
there's
a
the
water
where
the
domestic
water
comes
in
and
where
the
natural
gas
comes
in
nysec
needs
access
to
that.
N
In
a
simple
way
to
read
the
meters
for
the
gas,
they
have
to
go
in
another
place
for
the
electric
meters,
but
they're
not
in
the
same
location,
and
it
is
what
it
is.
N
G
N
N
B
That's
it
okay,
thank
you,
comments
from
the
board.
D
N
N
It's
just
one
minute
rash.
N
B
D
B
Mine
is
just
a
question,
I
guess-
and
maybe
I
can
lean
on
our
architects
here.
So
the
the
doors
remind
me
of
a
of
a
storefront
with
a
two-panel
system.
I
don't
know
that's
what
it
is
right,
so
the
the
rest
of
the
building
has
like
the
grid
patterns
in
them.
I
didn't
know
if
there
was
a
door.
That
was
simply
would
let
the
light
in,
but
it
would
have
a
a
panel
system
to
it
like
the
windows-
and
I
don't
even
know
if
that's
appropriate,
but.
I
O
I
N
P
O
N
But
the
front
of
the
building
was
a
more
modern,
storefront
kind
of
mimics.
What
was
there
originally,
which
was,
I
believe,
a
glass
door,
but
none
of
these
doors
are
standard
size.
So
anything
you
would
do
to
try
to
be
a
little
bit
more
period.
Appropriate
would
be
an
economic
burden
and
I'm
trying
to
you
know
the
selection
with
the
grids
in
it
is
trying
to
kind
of
go
with
the
spirit
of
what
was
there.
N
Knowing
that
any
other
alternative
would
be
any
economic,
it
would
be
more
money
and
they're
expensive
enough
as
it
is
to
put
those
commercial
doors
in
there.
So
I
I'm
just
just
to
let
everybody
know
these
door.
Sizes
are
non-standard,
so
the
the
commercial
door
lends
it
to
that,
because
you
know
I
don't
want
to
frame
it
down.
I
want
it
to
fill
the
space
and
look
like
it.
N
Belongs
there,
maybe
not
perfectly
from
a
period
standpoint,
but
I
just
you
know
my
my
when
I
see
an
opening
that's
been
framed
down
or
it
doesn't
fit
in
there
right
it.
Just
that's
even
worse.
So
that's.
E
My
only
thought
would
be
that
the
difference
between
the
window
and
the
door
gives
a
little
bit
of
definition,
so
you're
not
walking
into
the
window
instead
of
the
door
for
like
access.
F
And
it
tends
to
go
with
the
dope
windows
up
on
the
top
and
the
newer
windows.
N
N
Yeah
well
there's
an
aside
this
board
approved-
and
I
probably
shouldn't
bring
this
up,
but
in
our
renovation,
we're
gonna
be
replacing
all
the
windows
in
accordance
with
the
prior
approval
that,
as
you
can
see,
on
the
one
side
of
the
building
along
the
bottom
there's
new
on
which
would
be
the
basement.
The
lower
level
and
there's.
O
N
Few
humans
that
had
to
be
replaced
on
the
south
side
here
all
of
the
windows
are
going
to
be
replaced
and
they
will
look
period.
I
don't
know
how
to
they
will
look
like
the
the
ones
that
we
originally
replaced
five
years
ago
or
going
on
five
years
ago.
Okay,.
B
Okay,
someone
want
to
form
a
motion.
C
D
Washington
yep
on
257
washington
street
on
the
south
facade
of
the
building,
with
a
strong
recommendation
from
the
board
that
the
remove
pieces
be
salvaged
for
the
preservation
association.
C
A
A
Actually
all
the
applications
for
the
rest
of
the
agenda
are
all
garages.
This
first,
one
at
105
murray,
is
a
105
murray
is
a
local
landmark,
and
so
for
this
one.
I
would
encourage
the
commission
to
think
about
this
application,
although
it
technically
is
a
determination
of
historical
significance
for
demolition.
A
The
the
real
question
is:
is
whether
or
not
it's
appropriate
so
sort
of
treat
it
as
if
it's
a
certificate
of
appropriateness
in
this
case
to
remove
the
garage
for
this
landmark
property.
It's
doing
a
determination
of
historical
significance
is
sort
of
a
moot
point,
because
it's
already
been
deemed
historical
right,
because
it's
part
of
this
landmark
property
and
going
through
it.
A
It's
obvious
that
the
garage
has
been
subject
to
significant
amount
of
deterioration
and
and
fire
damage,
and
so
you
know,
I
don't
think
it's
in
salvageable
at
this
point,
the
there
are
some
features
again.
You
know
like
these
windows
here.
That
probably
could
be
salvaged,
and
so
I
would
encourage
that
in
this
case.
A
But
beyond
that,
I
didn't
I'll
leave
it
to
the
con.
The
commission,
I
mean
the
garage
was
originally
designed
to
sort
of
like
mimic
the
features
of
the
primary
house,
which
is
a
picture
of
the
house
unique.
Yes,
I
should
have
a
picture
of
the
house
hold
on
hold
on
john.
Give
me
one
second
yep.
A
P
A
I
B
Another
thing
before
we
before
we
vote
on
that.
The
only
thing
is,
I
think
these
same
applicant
is
on
the
next.
B
So
I
guess
I
would
make
a
motion
to
amend
john's
motion
to
temporarily
table
them
to
the
end
of
the
agenda.
If
they
are
do
not
appear,
then
we
will
table
them
to
the
following
meeting.
A
B
C
B
D
D
A
Building
itself
has
been
substantially
damaged
too.
I
would
just
note
that
the
the
primary
dwelling
here
on
the
rear
I've
been
asking
the
applicant,
who
is
here,
their
name
is
showing
up
to
unmute,
but
I
don't
think
they've
been.
D
There
any
sort
of
a
roof
left
on
it,
walls
collapsed
or
anything
other
than
what
we're
seeing.
I.
I
P
B
Okay,
mr
peterson,
would
you
like
to
add
anything
to
what
sean
has
presented
so
far.
O
Yeah,
so
the
property
is
actually
owned
by
the
bank.
We
are
a
preservation
company
maintaining
this,
so
they
wanted
this
to
be
demolished.
So
we
put
in
a
permit
application
for
demolishing
the
garage
and
they
say,
like
historical
significance-
has
to
be
determined,
and
so
here
we
are
at
this
not
really
sure
about
the
historical
significance
of
this,
and
I
would
highly
appreciate
whatever
insights
I
get
from
the
meeting.
O
It
hasn't
been
done,
even
the
interior
walls
like
I
got
some
photos
from
the
bank
and
it's
you
know
caving
in.
I
guess
the
structural
integrity
is
compromised
as
well.
B
Okay,
we're
all
headed
the
same
way.
I
assume
anybody
have
any
objections
to
moving
forward
with
the
secret
process.
D
E
C
B
G
D
C
C
F
That's
good,
dang.
Okay,
will
the
proposed
action
create
a
material
conflict
with
an
adopted
land
use
plan
or
zoning
regulations?
No,
will
the
proposed
action
result
in
a
change
in
the
use
of
intents
or
intensity
of
the
use
of
land?
No,
will
the
proposed
action
impair
the
character
or
quality
of
the
existing
compute
community?
No.
F
Will
the
proposed
action
have
an
impact
on
the
environmental
characteristics
that
cause
the
establishment
of
a
critical
environmental
area?
No,
will
the
proposed
action
result
in
an
adverse
change
in
the
existing
level
of
traffic
or
effect
existing
infrastructure
for
mass
transit
biking
or
walkway?
No,
will
the
proposed
action
cause
an
increase
in
the
use
of
energy
and
it
fails
to
incorporate
reasonably
available
energy
conservation
or
renewable
energy
opportunities?
F
Public
private
or
water
supply,
public,
private
water,
waste,
water
treatment
utilities;
no
will
the
proposed
action,
impair
the
character
or
quality
of
important
historic,
archaeological,
architectural
or
aesthetic
resources?
No,
who
the
proposed
action
result
in
an
adverse
change
to
natural
resources.
Wetlands,
water
bodies,
groundwater,
air
quality,
flora
and
fauna?
No
will
the
proposed
action
result
in
an
increase
in
the
potential
for
erosion,
flooding
or
damage
drainage
problems?
No,
will
the
proposed
action
could
create
a
hazard
to
environmental
resources
or
human
health?
F
No,
if
like
to
motion
to
to
declare
a
negative
declaration
or
what's
the
property
number
again.
D
D
The
commission's
determination
of
historic
significance
shall
be
based
on
the
following
considerations,
which
are
based
on
the
secretary
of
the
interior
standards
for
historic
preservation,
one
if
the
structure
is
an
outstanding
example
of
a
structure,
a
memorial
representative
of
its
error,
either
past
or
present
or
two.
If
the
structure
is
one
of
the
few
remaining
examples
of
a
past
architectural
style
or
combinations
of
styles
or
three,
if
the
structure
is
associated
with
a
historical
person
or
event
of
significance
to
the
city,
region,
state
or
nation,
finding
none,
I
make
a
motion
of
no
historical
significance.
A
Moving
on
to
12
wilson
street,
again
a
determination
of
historical
significance
for
demolition
of
the
garage
located
to
the
rear
of
the
primary
dwelling
at
wilson
street.
The
applicant
is
michael
abaton,
and
you
know
this
grudge.
I
don't
think
I
need
to
go
into
too
much
detail
here.
It's
sort
of
collapsing
in
on
itself,
and
I
didn't
find
that
it
met
any
of
the
criteria
for
determination
of
significance.
F
Anybody
need
a
new
sofa.
A
I
would
I
would
also
mention,
because
I
know
the
applicant
is
on
the
line,
that
you
should
just
be
aware,
that
it
seemed.
C
A
When
I
was
there
that
there
were
squatters
present
so
okay,
just
just
as
an
fyi,
I
was
trying
to
be
pretty
careful
when
I
went
here.
F
A
A
Yeah,
I'm
gonna,
I'm
gonna,
try
and
get
him
back.
I
can,
if
you
wanna,
do
what
we
did.
I
know
the
other
applicant
for
the
first
two
is
is
present,
he's
joined
the
meeting,
so
we
could
jump.
You
could
jump
back
to
those
two.
B
Okay,
so
we
can
go
back
to.
B
Five,
that
was
the
garage
that
had
some
of
the
same
features
as
the
house.
A
I
think
that
might
be
the
applicant
for
these
two
cases-
oh
okay
and
and
paul's
here.
If
he
wants
to
add
anything
about
the
105
since
I
already
presented
it,
I
think
the
commission
remembers.
P
Okay,
I
have,
I
have
really
nothing
to
to
probably
add
other
than
I've
got
a
garage
and
and
roof
and
the
floor
in
the
back
is
is
cracking
and
the
foundation
doesn't
look
like
it's
sustainable
to
go
ahead
and
put
any
money
back
into
this
garage.
F
P
P
Absolutely,
and
does
anyone
that
know
of
any
project
that
needs
windows
like
this,
because
I
have
saved
older
doors,
some
of
these
bigger
doors
and
stuff
like
that
on
other
projects
in
other
states
that
we
work
on,
and
I
do
do
that
just
for
preservation
of
of
any
of
my
rebuilds.
If
we
purchase
another
house
that
may
need
that
we'd
like
to
keep
the
character
of
the
the
homes
in
the
neighborhoods
as
as
is
is,
if
I
can
so.
B
Okay,
any
discussion
board
members
no.
D
D
D
F
Okay,
make
it
just
a
little
bigger.
Will
the
proposed
action
create
a
material
conflict,
an
adopted
land
use
plan
or
zoning
regulations?
No,
will
a
proposed
action
result
in
a
char,
a
change
in
the
use
or
intensity
of
use
of
land?
No,
will
the
proposed
action
impair
the
character
or
quality
of
the
existing
community?
No.
F
Will
the
proposed
action
have
an
impact
on
the
environmental
characteristics
that
cause
the
establishment
of
a
critical
environmental
area?
No,
will
the
proposed
action
result
in
an
adverse
change
in
the
existing
level
of
traffic
or
affect
existing
infrastructure
or
mass
transit
biking
or
walkway?
No.
Will
the
proposed
action
cause
an
increase
in
the
use
of
energy
and
it
fails
to
incorporate
reasonably
available
energy
conservation
or
renewable
energy
opportunities?
F
No,
now
we
have
to
move
it
up
there.
We
go
okay,
where's,
my
renewable
energy.
Will
the
proposed
action
impact
existing
public
private
water
supplies,
public
private
wastewater
treatment
utilities?
No!
Will
the
proposed
action
impair
the
character
or
quality
of
important
historic,
archaeological,
architectural
or
aesthetic
resources?
No
will
the
proposed
action
result
in
an
adverse
change
to
natural
resources,
wetlands,
water
bodies,
groundwater,
air
quality,
flora
and
fauna?
No
well.
The
proposed
action
result
in
an
increase
in
the
potential
for
erosion,
flooding
or
drainage
problems.
F
B
I
ocean
pass
gone.
D
Just
a
sec
criteria
for
the
determination
of
historical
significance
for
demolition.
The
commission's
determination
of
historic
significance
shall
be
based
on
the
following
considerations,
which
are
based
on
the
under
secretary
of
the
interior
secretary
of
the
interior
standards
for
historic
preservation.
A
Okay,
can
everybody?
Yes?
Okay?
Everybody
can
hear
me
so
the
application
here
again
is
131
chapin
street
determination
of
historical
significance
for
demolition
of
an
existing
garage.
Again,
I
didn't
really
find
any
significance
for
the
5
bay
garage
here.
We've
known
date
of
construction
of
1929.,
the
office
of
building
and
code
enforcement
has
determined
that
the
structure
is
unsafe
as
well.
P
It's
next
to
to
a
very
big
building.
That's
got
probably
16
20
units
in
it,
but
now
there's
only
a
two
family
for
all
those
five
cars
garage
and
it's
I
can.
I
can't
even
open
up
the
doors
on
there
and
there's.
It's
just
totally
collapsed
on
itself,
and
the
city
definitely
did
give
me
a
notice
to
to
take
care
of
and
rectify
it.
So
that's
why
I'm
before
you
people
at
the
board
here
and
see
what
you
can
do.
P
C
G
D
D
F
Okay,
will
the
proposed
action
create
a
material
conflict
with
an
adopted
land
use
plan
or
zoning
regulation?
No,
will
the
proposed
action
result
in
a
change
in
the
use
or
intensity
of
use
of
land?
No,
will
the
proposed
action
impair
the
character
or
quality
of
the
existing
community?
No.
Will
the
proposed
action
have
an
impact
on
the
environmental
characteristics
that
cause
the
establishment
of
a
critical
environmental
area?
No,
will
the
proposed
action
result
in
an
adverse
change
in
the
existing
level
of
traffic
or
affect
existing
infrastructure
for
mass
transit
biking
or
walkway?
F
No,
will
the
proposed
action
cause
an
increase
in
the
use
of
energy
and
it
fails
to
incorporate
reasonably
available
energy
conservation
or
renewable
energy
opportunities?
No,
will
the
proposed
action
impact
existing
public
private
water
supplies,
public
private
waste
water
treatment
utilities?
No,
will
the
proposed
action
impair
the
character
or
quality
of
important
historic,
archaeological,
architectural
or
aesthetic
resources?
No,
will
the
proposed
action
result
in
an
adverse
change
to
natural
resources?
Example:
wetlands,
water
bodies,
ground
water,
air
quality,
flora
and
fauna?
F
K
G
L
Hi
how's
it
going
today.
My
name
is
mike
bibitan
owner
of
12
wilson.
L
I
am
proposing
to
demo
the
back
garage
at
12
wilson
street
code.
Inform
me
that
this
structure
needs
to
be
taken
down.
L
I
don't
think
it's
of
any
historical
pres
significance,
but
that's
for
you
guys
to
determine.
L
D
D
G
F
I
do
will
the
proposed
action
create
a
material
conflict
with
an
adopted
land
use
plan
or
zoning
regulations?
No,
will
the
proposed
action
result
in
a
change
in
the
use
or
intensity
of
use
of
land?
No,
will
the
proposed
action
impair
the
character
or
quality
of
the
existing
community?
No,
will
a
proposed
action
have
an
impact
on
the
environmental
characteristics
that
cause
the
establishment
of
a
critical
environmental
area.
No,
will
the
proposed
action
result
in
an
adverse
change
in
the
existing
level
of
traffic
or
affect
existing
infrastructure
for
mass
transit
biking
or
walk
walkway?
F
No,
will
a
proposed
action
cause
an
increase
in
the
use
of
energy
and
and
it
fails
to
incorporate
reasonably
available
energy
conservation
or
renewable
energy
opportunities?
No,
will
the
proposed
action
impact
existing
public
private
water
supplies,
public
private
wastewater
treatment
utilities?
No?
Will
the
proposed
action
impair
the
character
or
quality
of
important
historic,
archaeological,
architectural
or
aesthetic
resources?
No
can't
read
the
next
one.
F
F
Yep,
okay:
will
the
proposed
action
result
in
adverse
change
to
natural
resources,
wetlands,
water
bodies,
ground
water,
air
quality,
flora
and
fauna?
No
will
the
proposed
action
result
in
an
increase
in
the
potential
for
erosion
flooding,
drainage
problems?
No,
will
the
proposed
action
create
a
hazard
to
environmental
resources
or
human
health?
No,
therefore,
I
make
a
motion
to
declare
a
negative
declaration.
D
F
D
B
I
A
So
yeah
michael
just
be
aware
that
when
I
was
on
site
it
appeared,
I
don't
know
if
you
maybe
have
tenants,
but
it
also
appeared
as
if
there
might
have
been
squatters
there.
So
just
be
aware
of
that.
C
C
L
B
Okay
board
members:
any
comments.
D
F
Was
supposed
to
be
out
of
town,
but
we
weren't
now
I
wound
up
not
going.
D
Oh,
my
god,
fantastic
sean
I
reached
out
to
you
about
80
chestnut
street
to
see
if
that
building
is,
is
a
local
landmark
or
anything.
The
guy
wants
to
do
some
porch
and
I'm
just
trying
to
find
out.
If
he's
got
to
come
before
us
or
not,.
C
D
While
he's
checking,
if
anybody
is
free
on
the
14th
of
june
flag
day
I'll,
be
lecturing
for
deposit
historical
society
on
dewitt
clinton
and
the
erie
canal,
and
on
june
15th,
I
will
be
doing
a
presentation
on
the
kilmer
family
for
the
bottle
collectors
club
in
cortland
new
york.
Oh
yeah,
both
are
free
both
start.
I
believe
it's
seven
o'clock.
F
I
D
I
F
F
No,
I
just
want
somebody
to
send
me
my
thing
that
I
need
we'll.
