legislation

us
regarding

zoning

it's

mindful
of

we
prepare

waiting
for
some
legislation
because
I
was
told
rental
registry
which
was
brought
up
several
times
during
the
public
hearing
public
comment,
section
I
was
told
it's
not
enforceable,
but
we
need
to
see
the
original
legislation
because
we're
being
told
it
it
should
be.

can
explain
that
I
think
this
has
actually
been
discussed
with
several
different
versions
of
council
over
the
years.
The
legislation
as
written
is
unconstitutional
because
it
does
not
allow
a
landlord
to
use
a
third
party
inspector
in
order
to
pass
a
rental
registration,
so
the
courts
have
ruled
that,
in
order
for
those
statutes
to
be
enforceable,
you
have
to
have
a
third.
You
have
to
have
the
capacity
for
a
property
owner
to
use
a
third-party
inspector
in
order
to
satisfy
their
inspection
requirements
for
the
rental
registry.

So
that's
where
our
our
statute
would
have
to
be
amended,
but
it
is
actually
on
the
books.
So
when
residents
say
you
have
a
statute
on
the
books
and
it's
in
effect,
that
is
a
fact
whether
or
not
we
enforce
it,
because
it
has
it's
missing
that
applicable
language
right
is
another
matter
and
I
think
code
enforcement
has
spoken
to
council
a
number
of
times
over
the
years
with
regards
to
one
of
the
or
I
should
say
several
of
the
challenges
that
have
to
do
with
enforcing
rental
registry.

we
continue

have
conversations
about
it,
yet
the
legislation
and
the
languages
still
on
the

community
members
keep
coming
back

don't
have

readily
available
for

public
