I
wanted
to
touch
base
just
on
a
couple
things.
I
really
like
to
thank
you
for
the
mayoral
open
houses.
I
would
strongly
encourage
everybody,
and
especially
the
aldermen
I
noticeable
by
their
absence,
I'd
really
like
to
see
a
little
bit
more
presence
so
that
some
of
the
things
that
can
be
said
some
of
the
good
ideas
that
come
out
can
be
spread
about
in
a
way
that
doesn't
rely
on
everything.

Coming
back
to
the
mayor
to
spread
back
out,
I
understand,
that's
one
of
your
functions
but
I
feel
like
it'd,
be
good.
If
we
get
some
more
group
participation,
as
it
were,
only
other
thing
really
that
I
want
to
touch
on
is
I'm
still
seeing
some
things
that
not
upsetting
in
a
major
way,
but
still
a
bit
troubling.
With
regards
to
transparency,
it's
not
enough
to
say
we
spent
a
bunch
of
money.

a
part
of
the
team.
It's
one
of
the
things
that
I
have
lived,
my
life
in
as
building
teams
and
being
a
part
of
teams
and
I'd
like
to
believe
that
I'm,
a
part

team

helps

build,
make
it
helps
to
build
Bloomington
and
make
it
a
better
city.

is
that
of
recycling.
Garbage
quarters.
I
know
that's
on
your
agenda.
Coming
up
back
when
you
were
going
to
issue
the
recycle,
toters
I
observed
and
then
realized
what
the
size
of
those
quarters
are
going
to
be.

So
if
I
was
going
to
take
a
recycle
told
her
I
was
going
to
have
to
back
a
vehicle
out
of
the
garage
every
time
I
wanted
to
move
it
out
and
then
move
the
car
back
in
and
so
I
chose
not
to
take
a
corner.
I
still
have
the
blue
tubs
and
I
still
recycle,
and
every
two
weeks
I
drop
that
off
at
a
recycling
center.

That's
the
width
of
an
35-gallon
Toder
Eureka
that'll
pass
between
my
vehicles.
I,
don't
have
to
back
my
vehicle
out
of
garage
in
order
to
get
it
out
of
the
garage
down
to
the
crew.

went

one

the
meetings
that
was
held
by
the.
I
guess.
The
public
works
department
about
three
months
ago
in
here
about
four
of
those
meetings
at
which
gym
carts
was
there
Director
of
Public,
Works
and
I
asked
him
about
whether
or
not
35
gallon
quarters
were
available.
He
said
yes,
they
do
make
them
I
said.

These
garages
are
really
very
small
and
it's
also
a
lot
easier
for
some
of
us
who
have
gained
a
few
years
and
don't
maybe
have
the
physicality
that
we
once
had
to
move
a
smaller
tote
around,
and
so
given
those
three
points,
I
guess
it
begs
the
question:
why
not
permit
the
option
for
all
of
us
in
the
city
for
not
only
us

in
a
65
gallon
corner,
but
also
a
35
gallant
order
unless
there's
some
issue
that
I
don't
understand?

council

think
very
good
question
and
I
think
of
the
city,
manager
and
I
chatted
about
this
a
little
earlier,
and
so
it
just
just
to
sort
of
clarify
there.
It's
not
just
my
car
black
gas
that
that
maybe
doesn't
seem
like
they
play
nicely,
but
railroads
and
other
public
utilities
might
not
play
as
nicely
as
we'd
like
them
to
or
it's
just
I
think
the
city
manager
would
perhaps
like
to
more
or
less
affectionately
than
I
am
perhaps
clarify
this

I
Mayor
you're
right,
we
have
great
partnership
with
all
the
utilities,
Illinois
Department
of
Transportation
the
railroads.
However
every
now
and
then
we
can
get
into
some.
You
know
very
difficult
in
complex
situations.
As
an
example,
this
councils
adopted
many
I
dot,
resolutions
where
I
dot
says
city.
Your
portion
of
this
project
is
X
dollars,
but
keep
in
mind
that
when
the
work
is
all
said
and
done,
if
the
cost
is
higher,
you
said
you're
on
the
hook
for
the
total
actual
costs,
not
the
estimate.
I
So
it's
kind
of
similar
and
true
with
with
nikkor
and
as
I
hope,
you've
all
counsel
had
a
chance
to
look
at
the
staff
responses
to
consent
agenda

Let
me
first
say
that
there
was
an
error
in
that
in
the
current
year
budget.
We
don't
know
how,
but
the
budget
should
have
been
two
hundred
thousand.
It
has
been
two
hundred
thousand
for
several
years.
Ever
since
the
city
staff,
the
engineers
have
been
trying
to
resolve
and
get
this
obligation
paid.
We
got
to
keep
in
mind
that
nikkor
had
their
facilities
in
a
private
easement.
I
It
wasn't
in
the
public
right
away,
so
it
was
the
city's
full
costs
you
know
to
have
that
relocated
as
part
of
the
eye
doc
hamilton
road
project.
Secondly,
there
is
differences
of
opinion
about
why
in
the
world
we
didn't
get
the
nicor
gas
proposal
contract,
which
is
the
last
page
signed
and
executed
by
the
city.
You
know
up
front
that
even
as
I
have
spoken
to
the
attorney
of
knife,
we've
agreed
that
you
know
going
forward
and-
and
this
will
be
an
agreement
the
administration
has
with
nikkor.
Is
it
going
forward?
I
We
do
not
give
authorization
for
any
verbal
authorization
for
nikkor
to
do
any
work
without
properly
having
the
contracts
approved,
so
be
that
as
it
may,
I
I
think
the
other
thing
and
I
think
staff
the
engineering
staff
very
rightfully
who's
trying
to
get
a
break
down
when
they
saw
the
sticker
price
of
the
actual
cost
be
in
276,000.
They
just
asked
for
more
breakdown.
You
know,
don't
you
have
some
invoices
things
of
that
nature?
Well,
the
response
from
nikkor
is
that
this,
basically,
is
what
you
get.
This
is
what
any
city
gets
any
County.
I
You
know
or
any
other
state
agency
when
they
have
to
have
nikkor,
do
that
work
apparently
even
based
on
our
requests.
They
just
said
they
don't
have
the
ability,
nor
it's
not
their
policy
or
practice
for
proprietary
reasons,
contract
reasons,
etc,
etc.
Be
that,
as
it
may,
I
think
the
very
positive
thing
tonight.
What
we
are
trying
to
do
is
close
last
chapter
on
a
very
good,
very
positive,
hamilton,
road
project.
This
is,
I
think,
the
only
outstanding
you
no
obligation.
I
We
have
as
opposed
to
pain
what
typically
nikkor
and
what
nightcore
has
been
asking
us
276,000.
They
are
willing
to
accept
200,000,
which
is
what
we
were
budgeting.
You
know
from
the
very
beginning,
knowing
that,
yes,
it's
a
little
higher
than
the
estimate
much
less
than
the
actual,
but
we
do
have
a
good,
strong
agreement.
Administrative
league
going
forward
we're
going
to
do
things
different
differently,
so
this
doesn't
happen
again.
Either
gym
cards,
director,
public
works
or
myself
would
be
happy
to
answer
any
other
questions.

one
other
and
I
appreciate
the
fact
that
we're
going
to
not
do
this
again
in
this
manner
that
that's
a
big
plus
for
me,
part
of
what
I
read
was
the
city
of
Bloomington
budget
of
50
thousand
dollars
for
this
and
then
nikkor
budgeted
182,
and
then
they
gave
us
a
bill
for
276
and
now
they're
really
willing
to
settle
for
four
times
what
we
thought
the
project
cost.
Well,
why
were
we
so
different?

I
50,000
is
an
error.
The
only
time
50,000
showed
up
in
the
budget
is
in
the
current
fiscal
year
2014,
and
that
is
we
don't
know
why?
Because
as
I
worked
with
Jim
on
many
of
the
prior
year's
budget,
it's
always
been
200,000,
that's
because
even
early
on,
we
knew
it
was
going
to
be
very
close
to
200,000
and
cost.
So
again,
it's
an
air.
It's
an
inadvertent
mistake
that
somehow
that
200,000
got
changed
to
50,000
in
this
current
year
budget.
Okay,
that.

I
have
you
know,
trust
and
confidence
in
the
information
from
our
engineers,
I,
sometimes
of
her
differing
stories
when
I've
talked
to
the
nikkor
representatives,
but
your
first
point
going
forward,
we
will
have
a
sit-down
discussion
with
the
people
that
not
only
are
engineers
to
deal
with,
but
there's
going
to
be
other
people
in
that
meeting,
barb
and
myself.
We
need
to
make
sure
that
their
higher
officials
are
on
board
and
they
agree
that
going
forward.
That
is
unacceptable
either
for
both
parties.
I
You
know
when
requests
are
made
and
there's
no
response
and
the
directive
I'll
I'm,
giving
to
our
staff.
Is
it
when
you
get
an
unresponsive
company
like
that
again,
which
is
a
good
corporate
partner?
Take
it
to
your
superior
and
then,
and
if
you
don't
get
any
traction,
take
it
to
the
city
manager
there's
even
times
it
will
have
a
letter
signed
by
the
mayor
going
out
to
company
presidents,
but
again
that
that
length
of
time,
I
think,
is
shocking
to
see.

Why
wasn't
there
that
response,
but
it
won't
just
stay
kind
of
the
staff
level
going
forward.
Our
directive
is
get
your
supervisors
the
manager's
office
involves.
We
can
help,
make
sure
that
the
right
people
put
pressure.
You
know
to
make
sure
that
there's
action
so,
but
that
is
going
to
take
another
meeting
follow-up
meeting.
You
know
with
some
nikkor
representatives
to
insist
upon
that
as
well
as
this
contract
has
to
be
executed.

know
before
any
works
done
my

realized

our
city
manager
was
out
for
a
while
and
we're
rig
happy
to
see
you
back.

a
few
slides

you

update
of
the
the
importance
of
some
of
this
underground
utility
investigation
that
has
to
be
undertaken
and
to
be
completed
in
a
very,
very
short
timeframe,
which
is
causing
us
to
come
back
to
on
a
contract.
The
wall
has
not
been
put
out
for
bid
has
some
very,
very
attractive
and
competitive
rates
for
it.
So
with
that,
mr.
Karp
sure,

you

decision

tell
you

little
bit
about
what
we've
already
started.

we've
already
started
is
putting
together

list

streets.
We
saw
an
email
today
and
in
front
of
you
and
also
in
an
email
today,
a
map
showing
that
proposed
2014
resurfacing
plan
list.
We
also
send
to
you
some
logic
behind.
How
do
we
choose
those
streets?

You
know
as
I
as
I
sent
you
in
the
email
I'll
reiterate
even
tonight
that
there
are
many
streets.
We
could
point
out
in
your
ward
and
your
individual
awards
from
over
here
there's
a
lot
of
streets
out
there
that
have
need,
so
we
have
to
have
some
logic
behind
how
we
choose
the
streets
that
we
choose
and
we
have
to
continue
to
move
this
ball
forward.
What
we've
done
is
we've
already
started,
as
you
can
see
in
the
first
to
check,
marks,
evaluate
and
refine
the
projects.
The
streets
that
we're
looking
at.

What
we're
asking
for
tonight
is
the
ability
for
us
to
extend
an
existing
contract
that
we
have
underneath
the
sewer
master
plan
that
we
already
have
under
contract,
so
that
we
can
we
at
with
very
competitive
pricing.
We
don't
know
that
we
could
get
the
same
pricing
again
you'll
notice
in
the
council
member.
We
give
you
a
range
of
what
we've
seen
this
is,
on
the
the
cheapest
end,
the
most
affordable
end
of
the
televising,
the
quality
that
we've
gotten
to
this
point.
The
coordination
has
been
very
acceptable.

been
very
pleased
with
it,
so
I
can
tell
you
that
as
well
and
for
us
to
extend
this
contract,
although
it's
under
the
term
of
both
really,
this
is
their
the
front
person
for
the
telus
can
who
they
have
the
contract.
With
that
we'll
be
doing
this
work.
So
what
we're
asking
that,
if
we
look
at
the
next
you've
got
this
map,
what
we
look
at
is:
let's
look
at
the
schedule
in
front
of
you
there's
a
task
scheduling,
and
this
is
why
we're
bringing
this
to
you
tonight.

we're
looking

we're
already

September
our
staff,

you

the

the
second

we're
already
starting
to
field
evaluations.
Looking
at
the
pavement
curb
gutter,
sidewalks,
manholes,
inlets,
all
the
things
that
we
have
to
do
to
take
this
out
for
contract.
If
we
don't
get
this
sewer
televising
underway.
That's
why
we're
bringing
this
to
you
so
aggressively
if
we
had
to
go
out
for
bid,
for
example,
I,
don't
know
that
we
can
make
the
schedule
of
March
trying
to
get
this
bid.

What
we
are
trying
to
do
as
a
staff
is
under
your
direction
under
the
city,
manager's
lead
we're
trying
to
get
this
bid
in
March
so
that
we
can
take
advantage
of
very
early
season
pricing
and
then
early
season
commencing,
and
so
in
order
to
do
that,
you
can
see
up
on
the
screen
with
with
televising
145,000
to
160
thousand
feet
of
sewer.
That
is
a
lot
of
sewer
to
televise,
so
that
can
take
many
months
for
us
to
get
it
done,
because
it's
not
just
televising
it.
You
have
to
process
that
video.

You've
got
also
a
document,
a
draft
document
in
front
of
you
tonight
kind
of
looking
at
we're,
trying
to
eventually
get
some
direction
from
our
council.
Although
we
cannot
wait
we're
trying
to
move
forward
with
looking
at
the
streets,
we
want
to
bring
the
issue
for
your
consideration
at
a
draft
proposal
for
you
to
look
at
what
would
we
do
with
curb
and
gutter?
We've
talked
about
this
a
lot
as
a
staff.
We've
talked
about
it
a
lot
as
a
council,
but
where
the
council
lands
on.

Do
you
replace
every
piece
of
curb
and
gutter
that
we
hit
as
far
as
resurfacing
as
you
can
see
up
on
the
screen
that
really
cuts
in
half
or
more
how
many
streets
we
can
resurface?
But
if
we
don't
touch
anything,
we
have
a
very
poor
customer
service
with
some
folks.
So
there's
a
balance.
This
is
a
philosophical
governance
decision
that
the
council,
eventually
we'll
have
to
make
as
a
staff
we're
trying
to
at
least
let
you
give
you
some
things
to
consider.

Give
you
a
starting
place
as
a
council
to
consider
that
document,
we're
not
asking
for
action
tonight,
we're
giving
it
to
you
and
letting
you
consider
that
city
manager
will
be
bringing
that
to
the
council
at
a
future
date.
We're
we're
continuing
to
move
forward.
That's
not
something
that
we're
waiting
on
to
try
to
get
this
project
bid
and
then,
lastly,
again,
if
there's
any
questions
about
what
we're
doing,
we
would
like
to
entertain
that
tonight,
but
again,
the
key
one
of
the
key
things
I
want
to
focus
on
with
this.

This
is
draft
2014
block
by
block
list
that
you
have
is
that
this
this
list
really
is
approximately
about
15.4
million
dollars.
It
is
more
money
than
we
have
budgeted
under
the
bond.
It
is
more
money
than
we
have
budgeted
under
what
we
have
to
resurface
next
year.
The
reason
we
did
that
is
because
we
anticipate
some
of
these
sewers.

We
have,
let's,
let's
under-promise
and
over-deliver-
let's
look
at
all
the
sewers
that
we
can
and
then
cut
from
there
down
and
then
and
then
we
can
start
dealing
with
the
sewer
issues
as
we
find
them,
so
we're
trying
to
be
aggressive
in
our
proactive
planning
and
then
we're
trying
to
be
aggressive
in
our
scheduling.
So
we
can
make
this
happen.
It's
important
for
the
council
to
know
this
is
a
lot
of
resurfacing
for
our
staff
this
next
year,
for
both
contractors
and
for
the
city
to
undertake.

We've
never
done
anything
close
to
this,
and
so
this
is
going
to
take
a
lot
of
coordination
and
a
lot
of
we're
also
going
to
be
looking
to
get
outside
help
to
make
this
happen.
So
when
this
happens
successfully,
which
it
will,
this
will
be
a
great
accomplishment
for
the
city.
What
questions
you
have
at
this
point
or
and.
I
I
just
make
a
couple
of
quick
comments.
First
again,
the
item
tonight
for
the
council
is
to
approve,
at
our
recommendation,
this
contract
award
with
both
for
two
hundred
thousand
dollars
for
the
work
that
was
just
mentioned.
As
far
as
the
curb
and
gutter
next
Monday's
infrastructure
committee
meeting
will
be
talking
about
this
more
in
detail
and
have
some
follow-up
discussion
of
what
have
we
learned
from
the
locust
cult
and
CSO.
You
know
there's
a
point,
there's
some
good
information
here,
but
we
need
to
spend
a
little
bit
more
time
with
that
committee.
I
What
can
we
learn
from
that?
Lastly,
I
think
we
always
want
to
point
out.
You
know
we
asked
staff
to
do
a
very
professional
analysis
of
what
they
would
recommend
in
the
way
of
Street
projects,
especially
for
a
very
important
project
like
this,
however
Oldham
aleve,
the
decision
is
to
the
council
and
each
year,
even
for
our
regular
resurfacing.
We
are
in
practices,
always
come
to
you
as
early
as
we
can
to
make
sure
that
if
there's
any
other
priorities
or
issues
that
you
want
it
to
add
to
this,
you
know.
I
Ultimately,
you
have
that
final
decision.
We
wanted
to
make
sure,
though,
that
with
releasing
this
map,
the
caveat
to
all
citizens
has
to
be.
This
is
still
a
preliminary
list
and
we
are
trying
to
avoid
any
premature
cutting
into
a
newly
resurfaced
street
because
of
sinking
collapsing
sewers.
You
know
breaking
water
pipes,
it
really
should
have
been
replaced
before
the
street
resurfaced
and
any
other
outside
utility
work,
and
all
that
takes
time
and
that's
why
this
contract
is
most
important
and,
secondly,
again,
as
Jim
said,
we
are
going
to
use
whatever
outside
help.
I
We
need,
because
our
staff
just
doesn't
have
the
capability.
It's
not
only
the
10
million.
We're
also
want
to
do
the
4
million
we
normally
would
be
spending,
so
this
is
only
going
to
be
about
a
14
million
dollar
street
resurfacing
project
next
year.
Keep
in
mind,
though,
that
from
the
bond
proceeds,
costs
like
the
both
200,000
and
the
outside
consulting
engineers
were
testing
services,
etc,
etc,
will
be
coming
from
those
bond
proceeds
to
help
us
so
with
that
Mayor
turn
it
back
to
you
in
the
council.

observation

television

sewers

work

our
fiscal
year.

televising

actually
get

pipe

rated

overall
throughout
the
city,
we
have
got
to
get
into
all
of
our
sewers.
That's
part
of
that
sewer
master
plan,
whatever
happens
with
the
street
resurfacing,
all

the
sewers
that
we
do
are
a
benefit,
and
it
will
help
us
push
that
overall
sewer
master
plan
forward.

that's
why
we're
televising
it

only
way
that
would
not
be
the
case
if,
for
some
reason

were
able

fit

major
point
repair

to
be
done
anyway,

time
frame.

hate
to
preclude,
but

yes

general,

the
sewer
pipe
is
degraded

bad,

can't
fix
it
in
time

candidates

eliminate

everything

my
ward
is

very
old
and
failing,
but

you're
saying

fact

agree
on

list,
but
there
may
be
a
sewer
failure
during

course

your
work
in
the
spring
and
summer,
where
there's
a
major
sewer
failure
and
you're.
Just
you
might
have
some
flexibility
to
go
ahead
and
address
that
as
opposed
to
just
doing
a
sort
of
quick
repair
job
and
putting
it
off
for
the
future
or
help
you're.

to
do
a
quick
repair
job

a
whole
bunch
of
other
issues,
you're
correct
and
the
fact
that,
if,
if
we
can
fix
it
quickly,
if
it's
you

one
point
has
collapsed.

need

anyway,

done

might
happen

upgrade

own
connections

sewer

into
sewer

programs
available
for
maybe
for
people
who
don't
have
the
money
but
want
to
do
that
upgrade
and
in
some
of
the
older
parts
of
town
like

money

replacements,

think
that
will
be
coming
up
in
the
near
future.

do
want
to
point
out
and
alderman.

You
make
a
good
point
as
indicated
this
is
televising
the
main
lines
we've
talked
off
and
on,
but
we
still
haven't
been
able
to
finalize
with
the
council
policy
going
forward
because,
ultimately,
it's
like
when
you
get
into
you,
know
its
main
lines
that
are
a
hundred
years
old
and
have
to
be
replaced.
You
don't
want
to
do
that
and
then
resurfaced
the
road
if
you're
leaving
all
those
laterals
that
are
also
a
hundred
years
old.

Now,
that's
not
to
say
that
we
solve
that
issue
because,
as
indicated
in
here,
that's
usually
a
property
owner
responsibility.
It
is
you
know
if
you
have
the
time
and
I'm
not
saying
we
do.
If
you
have
the
time
a
lot
of
times,
major
projects
like
this
with
you'd
actually
be
requiring
property
owners
through
special
Improvement
Districts,
and
things
like
that
to
replace
those
laterals.
So
both
main
line
and
laterals
all
get
replaced
at
once.

I,
don't
think:
we've
done
that
in
the
city
of
Bloomington,
I've
done
them
in
other
cities,
but
they're
very
time
consuming.
That's
why,
again,
a
lots
going
to
be
determined
from
the
main
line
and
that'll
tell
our
staff
a
lot
of
what
could
be
the
condition
of
the
line
Federal's,
but
sooner
or
later.
In
fact,
hopefully,
next
Monday
with
the
infrastructure
committee
will
talk
a
little
bit
more
about
the
laterals,
not
that
we're
going
to
solve
the
issue
between
now
and
next
summer.
But
again,
that's
still
one
of
those
ongoing
concerns.

ongoing
effort

look
at
other
bonds
that
may
be
good
candidates

long-term
savings.

there's
a
lot
of
staff,

and
effort
as
we
deal

financing
portion
of
those
bonds.

One
of
the
things
council
approved

consent
agenda

the
Fox
Creek
Village
PUD
I
just
wanted
a
compliment
staff
because
one
thing
the
staff
has
been
doing
with
some

these
older
preliminary
plans
that
were
approved

improve
and
positively
improved
focus

public

discussion

fiscal

2015
budget
highlight
so
it's
going
to

a
very
active
and
I
think
sometimes
complicated
process

we're
trying
to
pull
together
some
of
the
last
pieces

this
year

improvements
and
master
plans.

then
how
do
we
start
to
build
this?

this

for
a
partial
five-year
CIP
and
how
we
begin
some
of
those
high-level
discussions

fiscal
year

deal
with
the
affordability

priority

all
these

operational

get

least

better

of
what's
coming

between

town

normal,
I
think

atkins

one

We
have
about
200
intergovernmental
agreements,
we
do
cooperate.

cooperate

lot
more
than
anyone
in
town
knows,

recently

had
a
reception
for
our
boards
and
commissions,
and
it
was
good
to
see
that
the
town
of
normal
sent
some
representatives
to
that.

that
was
very
nice.

labor
day
parade.

appreciated
the
fact
that
they
provided
most
of
the
candy
that
we
threw
out
and.

has
