And I'm john hamilton, the mayor of bloomington.

And today is an episode of inside look into annexation, and today the city is releasing what they call an annexation fiscal plan.

A

For those that don't know. What exactly is that.

B

Well, it's a mouthful and yeah it's kind of the guts of annexation, because it's the detailed fiscal analysis of what would happen if we annex various properties and it's a really multi-100 page, ultimately, document that goes parcel by parcel like lot by lot to say what the impact of annexation is to each person, and it also rolls it all up into a big aggregate analysis of what's the fiscal impact of of a proposed annexation.

Now it's important because it underlies the whole annexation and we have to update it because, while we did this in 2017, we had fiscal analysis, the world has changed. uh Four years have passed, numbers have changed, uh fire rules have changed different things have changed, so we're updating the fiscal analysis and the city council needs to adopt these updated fiscal plans.

Okay, so I think maybe that's like the first thing someone's thinking like how does this affect me and how can they find out about how it affects them?.

Right so under state law, we don't have to do this, but we did in 17 and we'll do it again. Now we actually provide a parcel by parcel analysis for thousands of parcels that can let you look up if you're a property owner or you're interested in a particular property. You can look up the projected change in taxes for 2024 and 2025 on our website. So.

Based on your parcel based on the house that you own or the property that you own, you look it up, you go to our website and it tells you you know. Changes in.

Taxes- okay, mostly they rise. When you join the city, your tax rates go up a little bit. You can see how much there's a few that the taxes actually go down because there's some net benefits when you come in, you get a lower sewer rate and some other lower costs that we net out, but you can see the actual impact projected we do. You know we don't know for certain, but we can project what it'll be in about four or five.

Years, okay, so we're talking about individuals, but there's also got to be some entities that this might affect correct yeah. You.

Know the fiscal plan also uh right, it looks at what's the impact, for example, on the library or on the school corporation or on county government, or on the solid waste district or these other entities that are part of the fiscal uh situation. This is this is a big dialogue. You know we're going to be managing with all of them how to move forward, because annexation is meant to make everybody stronger. It's meant to make the city stronger. It's meant to make our whole community. Our whole region actually continue to thrive.

That's right we're the hub. At the end of the day, the bloomington is a hub and it's it's a an entity that supports the rest of the county. We support each other. We do support.

We depend on each other, we want, we want county government to do its job. Well, we want city government to do our job. Well, we want the hospi, of course, the the library and the school corporation and even the region all to thrive- and that's you know annexation is a- is a part of the strategy on how we continue to be a really strong economy.

Okay, now having seen the fiscal plan, but it's 900 pages, there's a lot there. You know so it includes a lot of information. But what should folks do if they have questions about it? So.

Probably the first thing is to go to a website where our annexation website on the city portal is you can jump in and get probably more information that you want. There's frequently asked questions, there's maps uh and then there's this really detailed physical analysis get out there and check it out, and one thing I also should say is the fiscal plan can be updated and evolving over the next few weeks and months too so keep watching and we'll do another installment on the next topic. I guess awesome.
