rural
and
there's
not
much
development,
so

wanted
to
hear

rationale

while
it
is
more
rural
than
other
areas,
we
felt
it
was
an
important
part
of
what
people
would
consider
the
city
of
bloomington.

residents

population
density

figure

are
other
definitions
of
urbanized,
one

them

that

more
of
parcels
have
been
subdivided

sounded
like

thought

might
qualify

the
area

what

would
look
to

the

Zoning
ordinance
generally

be
one
of
the
things

would
look
at

how
they
define
subdivided
and
whether

not
it
meets

definition

subdivision
there.
That
would

arguments
that

getting
back

everything
subdivided

state

laid

think
the
supreme
court
has
foreclosed

argument,

no
single
definition

factor
would
be
how

ensuring

outreach
program

to
not
be
going
to
be
held
again,
and

is

may
be
problematic,

service
area

true

highway

our

government
utilizes
its
property
tax
revenue
and
its
share

local
income

lose
for
the
people
who
reside

area

annexed
the
county
provides
a
wide
range
of
services
for
the
entire
county,

resident
lives
in
the
town
of
ellisville,
town
of
steinsville
or
the
city
or
whether
they
reside
outside
the
towns
or
the
city,
so
important
services
like
say,
health,
which
has
been
pretty
vital
for
us,
but
the
largest
expense,
the
city,
the
county
has
the
county
government
carries
for
the
entire
county
is
the
criminal
justice
system,
and
that
includes
corrections,
courts
and
the
jail
these
expenses
never
decrease.

member
flaherty
asked
a
great
question
about
some
divisions.
The
great
question
since,
when
subdivided
since
when
and
to
what
extent
is
the
other
question,
because
if
we
have
there
are
instances
in
county
planning
where
we've
taken
40
acres
and
the
area
parcel
owner
has
asked
to
create
four
10
acre
lots.
So
is
that
subdivision
that
certainly
doesn't
seem
urban?

indicates
that
the
impact
for
an
annexation
is
a
negative
three
hundred
and
four
thousand
six
hundred
ninety
nine
dollars
and
then
just
as

city
is
considering
funding
reduction
as
a
member
of
the

sense
at
all
and
given
