Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
C
C
C
I
know
it's
picking
my
I
see
these
things,
but
also
someone's
reading
it
I
read
it
five
times
and
then
I
think
it
would
help.
So
in
item
six,
which
is
new
business
item
C
under
six,
which
is
resolution
2341
approving
amendments
to
the
dimension,
Mill
agreement.
C
In
the
second
paragraph,
in
the
third
line
it
says
the
evaluation
team
selected,
Weddle,
Brothers,
Building
Group
to
Service
as
and
so
I
think
it's
to
serve
as
and
then
the
term
construction
manager,
as
advisor
in
the
previous
paragraph,
is
capitalized,
so
I
suspect.
That's
a
title.
That's
a
name
right.
The
construction
manager
is
advisor.
A
A
F
This
is
actually
something
I
I
was
corrected
on
recently.
So,
even
if
you
were
at
the
meeting,
you
could
actually
vote
for
the
minutes,
even
if
you
didn't
attend
so,
if
either
of
you
would
like
to
vote
for
the
minutes
to
approve
them
as
amended.
Of
course,
the
corrections
noted
that
is,
okay,.
A
H
I
have
one
I
have
one
question
in
regards
to.
Please
first
got
a
question
just
in
regards
to
the
CBRE
Wellness
Center,
the
15
000
out
of
439..
What
exactly
was
that
for
so.
F
Whenever
the
CFC
showers
business
Plaza
was
purchased,
they
had
already
in
part
of
the
leases
that
you
all
had
assumed.
There
was
a
fifteen
thousand
dollar
credit
to
create
a
wellness
room
for
CBRE,
so
it
was
included
in
their
lease
renewal
prior
to
you
all
purchasing
it
so
that
that
Improvement
as
part
of
that
facility
was
actually
already
underway
at
the
time
that
the
purchase
was
completed
and
we
assumed
the
leases.
F
We
got
a
closing
credit
for
that
fifteen
thousand
dollars
as
part
of
the
closing
with
CFC,
and
then
they
submitted
the
receipts
to
us
afterwards
because
it
was
completed
afterwards,
I
believe
it.
It
included
a
variety
of
furniture
items
and
things
like
that
to
help
them
build
that
Wellness
room
out
in
that
facility.
We
got
a
detailed
itemized
list
of
that
I'm
happy
to
pull
that
up
for
you
and
follow
up
with.
H
C
A
H
C
A
E
Rdc
meeting
on
June
20th
we'll
have
a
new
assistant
director
in
the
department,
so
her
name
is
Anna
Killian
Hanson
she's,
a
Bloomington
native
realtor,
owns
a
business
here
with
her
family
and
so
she's
coming
on
June
12th,
so
we're
excited.
We
will
then
be
at
full
staff
here
again.
So
we're
excited
about
that
and
again
that's
it.
E
Summer,
just
want
to
remind
the
public
to
mind
your
weeds
and
grass
and
make
sure
everything's
cleaned
up
appropriately,
but
other
than
that
we
are
in
the
thick
of
HUD
stuff.
So
we
have
two
audits
that
we're
in
the
middle
of
I
want
to
thank
the
hand
staff
for
all
their
work
on
those
it's
a
lot
of
gathering
paperwork
and
files,
and
so
we're
right
in
the
middle
we're
ending
one.
E
C
Last
question:
Mr
Zodi:
have
we
heard?
Do
we
have
any
inkling
when
we'll
hand
we'll
hear
back
from
I?
Think
it's
hot
about
the
public
service
and
physical
physical
improvements
and
Social
Service
grants
amount
exact
amounts
that
we're
going
to
be
allowed
to
Grant
out.
We.
E
Actually
got
those
earlier,
I
think
February
27th
was
the
date.
We
found
out
the
exact
amount,
so
those
right
and
we
went
to
council
the
next
night
I
think
it's
a
I,
don't
know
we
ever
circled
back
with
you
guys
on
that.
So
when
you
get
the
the
next
thing
that
will
come
to
you
or
the
funding
agreements,
so
what
happened?
We
got
the
numbers
early
this
year,
so
yeah
I
think
in
the
letter
was
dated.
E
February
27th,
the
next
night
we
went
to
the
council
and
everything
was
already
prepped
and
we
said
these
numbers
are
going
to
tweak
a
little
bit.
So
we
ended
up
getting
less
cdbg
money,
completely
development
block
grant
because
the
formula
changes
and
what
was
awarded
last
year,
we
we
used.
We
could
carry
for
carry
carried
forward,
some
money
that
had
been
sitting
in
the
the
pot.
If
you
will
that
we
hadn't
that
have
been
unused
or
carried
that
forward.
So
we
actually
will
have
awarded
quite
a
bit
less
this
year.
E
As
far
as
what
we
got
as
a
grantee
from
the
federal
government,
the
formula
there
are
more
grantees,
and
so
the
ratio
changed
and
we
actually
signed
on
a
letter
to
urge
Congress
to
increase
the
amount
of
cdb
money.
Now
we
actually
got
about
sixty
thousand
dollars
more
in
home
investment
partnership
dollars,
so
the
numbers
are
855
000
for
cdbg,
868,
I,
think
and
then
642
709
in
home
money
are
the
numbers
off
the
top
of
my
head.
I
E
Need
to
go
back
and
check
physical
Improvement,
yeah,
I'm,
typically
on
on
the
physical
improvements,
the
the
advisory
committee
that
you're
a
member
of
decides
how
to
do
that.
So,
if
we
get
less
or
if
we'll
get
more,
here's
how
they
will
be
allocated,
I
need
to
go
back
and
check
with
staff
to
see
what
the
because
it
did
go
down.
E
I
think
there
were
some
that
were
we
we
had
to
cut
some
off,
but
that
was
decided
by
you
guys
and
that's
that
that's
what
will
be
done,
because
we
in
fact
got
less
than
we
thought
so
is.
E
A
H
F
Yeah,
the
each
of
the
individual
areas
by
Statute
have
different
expiration
dates,
so
I
I
think
Jeff
probably
knows
it's
off
the
top
of
his
head,
in
terms
of
which
one
since
that's
first
actually
I
want
to
say
it's,
it's
might
be,
Kinser
might
be
the
earliest
one,
although
that's
a
separate
Tiff,
but
they
they
each
each
date
has
a
a
different
date
depending
on
whether
whenever
it
was
Consolidated,
we
did
Issue
Bonds
on
some
of
those
and
renew
some
of
those
dates.
F
H
F
Yeah
and
that's
something
we
budget
for
already
so
right
in
any
time
that
we've
issued
bonds
so
and
most
recently,
when
we've
issued
bonds
for
the
garages
to
build
the
garages.
For
instance,
that's
part
of
the
fiscal
analysis
that
goes
into
it
in
terms
of
The
Debt
Service.
They
take
into
account
when
those
Sunset
and
how
much
is
going
to
be
left
over
to
service
those
debts,
so
that
that
is
something
that's
always.
F
A
Thank
you
all
right.
Is
there
a
Treasures
report,
no.
G
As
you
all
know,
you
know
with
a
recent
allocation
of
funding
from
the
Creed
former
Creed,
the
community,
revitalization
enhancement,
District,
funding
we're
moving
ahead
with
the
project.
Currently,
the
schedule
calls
for
a
very
lady,
a
June
I
should
say
early
July
release
of
bids
with
opening
in
July
later
on
in
the
month,
and
then
assuming
things
go
forward,
then
we
would
do
awarding
of
those
bids
with
a
final
Eda
review
in
August.
So
you
will
start
to
see
some
activity
happening
coming
through
and
updates
related
to
that.
A
H
E
The
project
is
forthcoming,
so
there's
been
a
PUD
filed
with
the
planning
and
Transportation
Department
for
the
area
for
an
area
of
the
Sudbury
Farms
tracked
I,
guess
part
of
that's
a
big
one,
and
so
the
developer
is
trying
to.
We
were
asking
them
to
sort
of
nail
down
housing
types
and
that
way
that
could
determine
which,
which
TIF
district
we
might
look
at,
creating
whether
it's
a
separate,
Tiff
or
or
residential.
So
we're
just
not
quite
there
yet
would.
H
E
It
would
be
new.
There
are
sort
of
carve
outs
that
part
of
that
property
is
in
the
Consolidated
Tiff,
and
so
we
have
to
part
of
what
we'd
have
to
go
through
here
is
is
determining
what
the
economic
impact
of
doing
something
like
that
would
be
it's
vacant
property,
but
going
through
all
those
moving
parts
right
now,
so
I
don't
have
an
answer
for
you,
but
it
is
still
moving
to
answer
your
question.
Thank.
H
F
I
could
kind
of
start
out
and
then
our
Treasurer
Jeff
Underwood
can
correct
me
where
I
make
any
missteps.
So
this
is
an
annual
report.
That's
due
June
15th
of
every
year.
F
We
have
added
a
new
Tiff
District,
so
this
is
true.
In
years
past
we've
done
the
Consolidated
Tiff
plus
the
kids
are
proud
to.
If
those
don't
have
any
excess
value,
we
have
we've
pledged
those
kind
of
funds
and
they're
encumbered
the
the
newest
one
is
the
meridian
tip,
but
it
has
not
generated
Revenue
at
this,
yet
that
yet
it
will
probably
this
year
taxable
to
next
year
payable
to
next
year.
So
there's
just
no
Revenue
there
for
any
excess
value.
So
there
is
no
excess
value.
A
B
Excellent,
thank
you
so
much
so
on.
The
call
also
is
Todd
Stern
with
you
three
advisor,
so
Todd
is
available
for
questions.
You
may
recall,
Todd
was
at
your
earlier
June
meeting
and
did
a
presentation.
There
were
a
number
of
questions
that
were
asked
from
that
just
to
touch
on
a
few
things
following
those
questions,
Eric
Anderson
from
the
team,
who
is
our
project
manager
just
couldn't
be
on
the
call
tonight,
did
visit
at
the
site.
B
Last
week
we
had
quite
the
extensive
drive
around
and
walk
around
to
see
what
Hopewell
was
all
about.
We
did
get
a
few
key
leaders
together
as
well
from
the
city
to
just
talk
with
him
about
that,
so
he
has
been
to
the
site,
Mr
Cassidy,
and
so
this
is
a.
B
This
is
a
good
thing
and
then,
pending
your
approval
tonight,
of
course,
we'll
be
looking
at
them
coming
out
in
a
couple
of
weeks
where
we
have
a
series
of
meetings
of
which
we'll
I'm
sure
have
involvement
by
the
RDC
as
well,
they
are
not
a
master
developer.
They
in
fact,
are
not
a
developer.
This
is
a
professional
service.
We
are
are
looking
for
a
consultant
to
assist
us
on
the
on
the
development
side,
because
we
need
their
expertise
because
we
want
many
developers
to
come
here.
B
So
in
our
solicitations
there
was
a
selection
committee
that
was
identified,
three
represented
from
the
cbci,
which
was
Mick
renison,
John,
West
and
Val,
and
then
from
the
RDC
Cindy
canardi
from
represented
and
then
from
the
city,
Jeff
Underwood,
Alex,
Crowley,
John,
Zodi
and
then
I
facilitated.
B
We
did
start
with
five
firms,
as
you
recall,
shortlisted
to
two
where
we
quickly,
then,
after
additional
information
and
interview
time,
the
Q3
recognize
that
they
have
strong,
not
only
affordability,
experience,
sustainability
experience,
but
they
also
the
work
that
the
developers
that
they
brought
both
nationally
and
locally
to
those
projects,
really
exhibited
a
wonderful
design
Excellence.
So
we
are
recommending
the
contract,
a
B
for
24
months
for
407
28
thousand
dollars.
It
would
be
for
that
24
a
month
period
in
the
contract
packet.
B
If
you,
as
you
read
through
the
details,
you
probably
noticed
on
exhibit
B,
which
I
think
was
page
13
of
the
document.
There
was
an
extensive
breakdown
of
the
different
types
of
work
they
would
have,
including
work
that's
associated
with
they're
calling
phase
one,
but
it's
really
our
blocks,
eight,
nine
and
ten
of
which
there
are
some
proposals
on
the
table
for
and
then
the
next
site,
which
would
be
blocks
one
two
and
three
and
then
with
four
fives
and
six
and
seven
I
bring
that
up
and
I'll
go
ahead
and
share
screen.
B
Just
so,
everybody
can
see
it
because
I
think
this.
This
really
probably
best
demonstrates
how
their
work
is
overlapping
for
the
three
different
sections
of
work.
So
if
you
saw
this
in
your
packet
again,
this
is
under
the
scope
and
schedule
and
it
outlines
how
the
different
kind
of
work,
so
their
fee
will
actually
be
graduated
over
time.
B
So
but
it
does
graduate
because,
as
you
can
see
just
if
we
look
at
as
they
begin
they're
going
to
immediately
begin
on
working
on
blocks,
eight
nine
and
ten
and
blocks
one
two
and
three,
and
you
can
look
to
the
details
here
as
to
what
they're
going
to
be
doing
each
of
those
quarters
through
that
24
month
period,
so
provide
a
lot
of
detail
and
happy
to
answer
any
questions
that
you
have
about
that.
But
this
is
the
contract
we
would
recommend.
A
All
right,
thank
you.
Questions
from
commissioners.
H
J
Sure
I
mean
you
were
with
them,
but
he
and
I,
if
you
breathed
afterwards,
I
mean
and
obviously
I,
look
really
forward
to
being
there
myself
and
kind
of
in
the
pavement
as
it
were,
but
Eric
would
really
I
think
taken
in
a
positive
way
with
the
city
with
the
site,
with
what
you've
accomplished
already,
we
spoke
about
the
way
that
the
site,
you
know,
sits
relative
to
other
discrete
districts
within
Bloomington,
University
and
others.
J
B
I
would
say
Randy
that
he
he
also
you
know
what
realistic
about
the
challenges
of
today's
market,
with
increasing
rates
that
are
going
on
right,
and
so
the
the
knowledge
and
I
think
that
he
stated
again
progresses
just
the
awareness
that,
when
we're
looking
for
affordability,
sustainability
and
design
right,
that's
like
the
three
that's
our
three
pillars,
but
those
are
can
be
viewed
differently
by
the
development
World
in
terms
of
they.
Sometimes
they
tend
to
think
they
cost
more.
B
So
I
think
we've
definitely
talked
some
strategies
that
I'm
not
going
to
share
today
about
how
do
we
attract
the
best
and
the
brightest
I
I
will
say
when
he
was
in
Indiana.
He
was
here
because
he
had
attracted
three
major
developers
to
a
site
in
Indianapolis
and
they
were
very
impressed
with
what
they
saw
there.
So
if
we
can
get
them
that
far
I
know,
we
can
get
some
Bloomington.
B
H
B
A
So
that
kind
of
segues
to
my
questions
and
one
of
which
I
don't
know
that
I
ever
maybe
got
the
full
answer
or
understood
the
answer
but
I'm
curious
about
you,
three's
commitment
to
engaging
local
developers
and
local
Partners,
obviously
I
think
that's
incredibly
important
as
as
we
move
forward
on
such
a
you
know
profound
Community
Endeavor.
So
could
you
speak
to
that?
Please.
J
I
I'd
be
happy
to
I,
mean
I,
can't
think
of
a
in
engagement
where
we've
been
involved
in
developer
procurement,
where
we
have
not
reached
out
intensive
local
developers
and
again
Market
to
me,
one
of
the
keys
to
success
is
to
have
a
mix
I
think
it's
essential
that
we
have
the
local
players
who
know
this
Market,
who
have
proven
experience.
You
know,
negotiating
transactions
with
the
city
and
with
the
state.
J
I
also
think
it's
important,
though,
to
look
outside
the
municipality
to
look
Statewide
to
look
regionally
in
order
to
create
as
much
momentum
and
excitement
and
sense
of
competition
amongst
the
developer.
Respondents
as
possible,
but
100
percent
we'd
be
completely
committed
to
engaging
local
developers
that
have
the
right
expertise
and
experience
in
this
kind
of
development.
A
I
J
Yeah
I
think
that
first
of
all
information
today,
particularly
in
the
real
estate
market,
is
really
transparent
and
so
I
think
that
it
will
not
be
hard
for
us
to
identify
those
developers
that
have
been
active
in
the
market
over
the
last
several
years.
We'd.
J
Also,
of
course,
you
know
turn
to
to
to
you
to
Deb
to
others
among
the
stakeholders
in
this
engagement,
to
be
sure
that
we
are,
you
know
touching
on
all
over
the
right
and
including
all
of
the
right
and
appropriate
developers
that
have
been
active
in
this
market,
but
I
think
that,
with
a
little
bit
of
desktop
research
and
talking
to
all
of
you,
it
will
not
be
hard
to
identify
the
folks
that
have
historically
been
active
in
this
market.
B
Yeah
study,
I,
would
also
add
in
there.
We
have
I,
haven't
checked
it
lately,
but
we
have
well
over
125,
maybe
a
lot
more
than
that
connections
that
we've
already
made
that
we've
been
reaching
out
to
both
through
we've,
been
doing
some
one-on-one
meetings,
I
think
with
about
25
different
John
and
I,
and
Alex
and
I
have
done
different
meetings.
We've
also
been
on
the
local
circuits
meeting
with
different
organizations
and
through
trying
to
set
up
presentations
for
other
organizations.
So
what
you
know
as
I
continue
to
share
with
you
three
they
are.
B
They
are
jumping
on
a
moving
train.
Our
goal
is
to
keep
that
moving
and
also
they're
going
to
help
us
get
a
more
targeted
conversations
with
those
who
are,
we
think,
are
good
matches.
I
I.
You
probably
are
aware
that
when
we
received
proposals
on
the
8910,
which
are
still
under
advisement,
that
we
got
great
participation
from
the
local
Marketplace,
and
so
we
want
to
continue
that
forward
and
we
know
that
even
with
what's
coming
with
flux,
1
function,
3
that
we
in
fact
I
just
had
developed
a
local
developer.
B
Last
week,
email
and
say
Wednesday
when's,
the
RFI
coming
out
I'm
ready
to
look
at
it.
So
we're
they're
going
to
continue.
I
E
Yeah,
it
might
also
say
Deb
if
I
may
and
a
lot
of
the
developers
that
we've
worked
with
and,
for
instance,
the
developer
of
the
the
developer
out
of
Chicago
for
the
core
building
is
engaged
local
Architects.
So
we
do
have
development
Partnerships
that
that
we're
seeing
on
in
different
ways
that
are
good.
Just
because
you
have
that
capacity,
differences
in
local
versus
regional
and
sometimes
Collective.
So
we
are
seeing
sort
of
that
Regional
breadth
as
well.
A
I,
you
know
I,
think
it's
important
on
that
project
and
any
project
coming
out
of
Hopewell
to
not
only
engage
a
local
architect
but
also
engage
local
subcontractors
and
local
service
providers
and
local.
Because
again,
that's
a
compounding
effect.
That
I
think
is
super
important
from
my
perspective
on
such
a
profound
Community
project
like
this.
So
so
to
that
end,
can
you
walk
me
through
kind
of
how
the
information
check-ins
will
go?
Who
you're
checking
in
with
who
you're
updating,
because
I
didn't
see
anywhere
in
the
agreement?
Any
kind
of
required
updates
for
the
RDC.
A
J
Go
ahead,
and
let
me
speak
generally
to
my
thinking
about
this,
but
then
I'll
turn
back
to
Deb
I
mean
to
me
pretty
typically
the
way
that
we
would
work
is
to
have.
You
know,
for
example,
like
a
bi-weekly
check-in,
with
with
all
of
the
key
stage
holders
that
Deb
would
help
us
identify
that
could
be
the
ritc
I
mean
the
city.
It
could
be
the
you
know,
cbci.
J
We
would
defer
to
you
as
to
who
that
who
that
all
constituency
needs
to
be,
but
throughout
this
effort
we
will
have
regularly
scheduled
check-ins,
absolutely
where
with
agendas
in
advance,
where,
where
you
will
know
what
the
topic
of
conversation
is
we'll
be
preparing,
you
know
sharing
meeting
minutes
on
prior
meetings,
so
we
tend
to
you
know.
We
certainly
try
to
run
a
really
organized
and
very
engaged
process
throughout.
B
Sure,
and
actually
City
what
we
probably
should
think
about
doing
is
giving
you
an
overall,
because
this
is
focused
on
developments.
One
piece
of
write
that
as
well,
it
may
be.
We
can
either
do
it.
I
can
do
it
like
this,
or
we
can
also
do
it
as
a
written
document
that
we
submit
in
your
packet
once
a
month
if
that
would
be
helpful
so
that
we
cover
all
aspects
of
what's
happening
in
the
world.
Well,.
A
I
think
I
think
it
would
be
important
again
because
of
the
the
high
profile
nature
of
the
project
to
have.
You
know
a
maybe
quarterly
update
from
u3
at
one
of
our
RDC
meetings.
So
we
can
understand
what
the
progress
is,
because
it
looks
like
in
the
document
there's
quarterly
Milestones
identified
in
there,
so
it'd
be
wonderful
to
make
sure
that
we're
staying
on
on
track
of
what's
working,
the
timelines,
Etc
and-
and
you
know,
look
at
that
on
a
routine
basis.
J
Yeah
I
I
think
you'll
play
that
I'm,
not
shy
and
I
I'm,
not
interested
in
you
know
just
working
for
nine
months
to
produce
a
pretty
Rapport
that
is
not
actionable
and
feasible
in
the
market.
So
working
with
you
with
Dev
and
others
will
be.
You
know
we'll
be
forthright
in
our
assessment
of
the
opportunities
and
the
challenges
as
we
uncover
them,
and
if
we
think
that
that
Discovery
process
requires
us
to
make
a
pivot,
that
will
absolutely
not
wait
to
to
share
that
with
you.
A
B
One
Todd,
so
there
you
know
a
lot
of
so
right
now
there
is
an
internal
team
of
people
that
have
been
meeting
on
Hopewell
for
the
last
probably
two
years,
every
two
weeks
for
the
last
two
years,
it
includes
Jeff
Underwood,
Alex,
Crowley,
Larry,
Allen,
John
Zody,
the
mayor,
the
deputy
mayor,
Communications,
right
kind
of
that
engineering
is
also
a
player
in
that,
and
that
has
been
the
group
that
has
kind
of
been
steering
the
day-to-day
activities
that
are
happening
with
the
onset
of
cbci.
B
Some
of
those
responsibilities
are
going
to
be
transitioning.
Some
of
them
are
being
taken
over
by
Todd
and
his
group
with
you
three
obviously
so
we're
we're
in
the
midst
of
transitioning.
That
I
think
we're
going
to
be
still
doing
some
of
those
internal
team
meetings,
but
they
may
not
be
every
two
weeks
for
everyone,
they're
going
to
be
more
work
that
happens
in
in
concert
with
cbci
is
that
transitions?
B
Obviously,
they
are
not
a
don't
hold
the
contract
right
now
the
RDC
does,
and
so,
with
respect
to
that,
we
are
going
to
continue
to
bring
back
those
updates
and-
and
let
you
know
what's
going
on
and
getting
your
guidance
on
that.
We
also
recognize
that
you
own
the
land
right.
So
as
we've
talked
before
the
importance
of
having
Redevelopment
commission
representation
as
we're
doing
any
kind
of
selections
like
we
Cindy
had
you
involved
in
this
one.
B
Also
in
the
reviews
of
any
deals
that
are
proposed
like
on
blocks,
eight,
nine
and
ten,
we
had
representation
from
the
RDC
on
that
or
we
have
representation
on
the
RDC
for
that
discussion
as
well.
That's
going
on
so
making
sure
that
we
continue
to
have
that
representation
of
RDC,
because,
ultimately
you.
I
B
Land
and
so
any
deal
that
happens,
we'll
come
back
to
the
RDC
so
that
that
gives
you
kind
of
hopefully
a
sense
of
what
those
things
are
happening:
Larry
or
John
or
Jeff.
Maybe
you
want
to
add
anything
else
to
that
or
Mick
is
on
the
call
too
I
think
Nick
renson
from
cbci.
A
So
so,
again,
kind
of
goes
back
to
why
I
think
it's
important
to
have
you
three.
Do
a
quarterly
update
at
the
the
RDC
meeting
on
this
project.
I
know,
there's
a
lot
of
you
know,
players
involved
and
which
I
think
is
absolutely
fantastic,
but
it
would
also
be
great
if
we
got
a
an
update
of
sorts
and
maybe
quarterlies
too
much
I,
don't
know
that's
something
we
can
we
can
work
through,
but
I
would
I
would
make
that
request.
But
if.
F
F
Groups
that
are
working
on
this
at
any
time
and
so
I
think
it
might
be
helpful
for
the
RDC
if
we
have
cicb
and
and
you
three
all
kind
of
coming
together
and
kind
of
creating
a
unified
presentation.
So
if
you
would
allow
us,
maybe
the
next
meeting
to
to
give
you
a
proposal
about
how
that
could
work
and
then
just
streamline
some
of
that
communication.
So
that's
not
like
piecemeal
of
getting
a
little
bit
here
a
little
bit
there
so
that
we
have
more
of
a
comprehensive
view
of
what's
going
on.
F
We
can
this
currently
the
agreement.
The
way
it's
written
I
mean
that's,
that's
fine,
it's
kind
of
coordination
with
Mary
Catherine
Carmichael
as
the
deputy
mayor
and
her
serving
her
official
capacity
and
her
designee.
So
what
we
could
also
do
is
making
sure
that
there's
a
pledge
from
the
administration
to
have
that
kind
of
coordinated
review
as
opposed
to
directly
with
u3.
We
could
do
it
either
way.
We
could
look
at
that,
but
I'm
happy
to
look
at
that
and
see
what's
what
makes
most
sense
to
do.
C
Larry
for
a
number
of
these
agreements,
you
just
mentioned
the
person
to
talk
to
is
the
deputy
mayor,
Mary
Carmichael
or
her
designee,
and
as
of
January
1st,
she
may
or
may
not
be
a
deputy
mayor,
there's
a
trans
with
because
her
specific
name
is
in
there
as
opposed
to
the
deputy
mayor,
whoever
it
might
be.
Does
it
change
anything
about
this
agreement
that
it's
a
different
person
in
that
role.
F
F
E
A
All
right
not
hearing
any
I
will
entertain
a
motion
for
resolution.
23-45.
H
C
A
F
I
can
take
it
for
a
stab
at
this
as
well,
and
just
anyone
else
can
fill
in
with
details.
So
this
is
obviously
pertaining
to
what
was
formerly
known
as
the
CFC
showers
business
Plaza,
which
we
are
also
calling
showers
West.
This
is
kind
of
the
first
step
in
having
that
the
design
services
for
the
new
Public
Safety
facility.
These
are
the
preliminary
Design
Services,
because
first
of
all,
they're
they're
currently
included
in
this
scope
of
services,
for
this
first
phase
essentially
is
3D
mapping
the
building
and
coming
up
with.
F
If
this
was
an
engineering
project,
we'd
probably
call
it
a
30
design
of
what's
going
to
go
there
before
we
get
the
full
scope
of
how
much
design
it'll
take
to
really
fill
out
this
building.
So
this
isn't
going
to
be
the
end.
This
isn't
the
full
amount,
but
it's
really
just
that
inaugural
part
of
it
of
access
architecture.
F
Who's
been
selected
as
the
the
best
Architecture
Firm
to
take
on
this
having
their
people
come
down,
get
familiar
with
the
building,
they've
already
scanned
it
in
fact,
and
then
putting
together
other
those
3D
models
so
that
they
can
start
designing
it,
including
potential
entrances
connecting
City,
Hall
and
showers
west,
of
course,
and.
H
Quick
question:
please:
in
our
purchasing
agreement,
did
we
get
the
plans
from
CFC?
We.
F
Do
so
this
and
those
have
been
turned
over
they've
been
they
were
shared
with
architecture
firms,
even
in
part,
as
part
of
the
process
where
we
interviewed
I,
think
we
interviewed
yeah,
four
or
five
architecture
firms,
kind
of
identify,
the
top
two
or
three
and
then
focused
in
on
access
after
vetting
a
couple
as
the
finalists.
Those
kind
of
blueprints
that
were
shared
with
us
from
our
from
CFC
were
shared
with
them
as
well.
One
of
the
things
they
wanted
to
do
is
just
kind
of
put
it.
F
I
I,
don't
know
if
they're
using
AutoCAD
exactly,
but
it
sounded
like
they're
using
something
like
AutoCAD
to
create,
except
they'll,
create
a
3D
model
of
the
building
which
they
felt
is
more
representative
than
just
the
the
plain
blueprints,
which
is
what
we
received
from
COC.
The.
H
F
I
F
This
is
going
to
take
into
account
the
entire
space
and
how
it'll
look.
So
that's
one
of
the
reasons
why
you
know
we've
kind
of
been
as
we've
been
updating
people
is
telling
them.
We
don't
know
what
the
police
headquarters
is
going
to
look
at
we've
had
preliminary
designs,
we've
had
kind
of
a
conceptual
that
this
space
can
work
for
that.
But
we
don't
know
what
the
final
design
is,
because
they'll
need
to
take
a
look
at
the
entire
building,
see
what
makes
the
most
sense
for
both
the
primary
functions.
F
To
maintain
all
that
that
workflow,
that
we
carefully
talked
about
during
the
process
for
the
police
department,
fire
Administration,
where
they're
going
to
go
and
then
see,
if
there's
going
to
be
leftover
square
footage
there,
that
could
be
cordoned
off
and
kind
of
separated
for
either
city
offices
or
for
for
future
leasing.
So,
yes,
it's
going
to
take
into
account
the
entire
space,
not
just
not.
H
I
F
The
timeline
for
design
we're
trying
to
be
as
aggressive
as
possible
I
mean
the
just
in
terms
of
there's
the
hope
for
timeline,
and
there
might
be
the
realistic
timeline.
The
hope
for
timeline
is
always
as
soon
as
possible.
Just
in
all
of
our
our
projects-
and
this
particular
one
as
soon
as
possible,
May
mean
early
fall,
a
realistic
timeline,
maybe
anywhere
from
early
fall
to
early
next
year,
in
terms
of
getting
that
and.
F
A
back
and
forth
once
we
we've
set
up
this
kind
of
preliminary
step,
and
then
they
go
through
the
real
design.
Then
there's
going
to
be
the
back
and
forth
of
are
the
compromises?
Do
we
have
additional
needs
in
listening
to
the
police
department
in
terms
of
how
this
is
going
to
fulfill
their
needs
and
how
it's
going
to
work
with
their
workflow
and
all
that
stuff?
So
you
know
there
there
might
there's
going
to
have
to
be
some
allowance
for
time
just
to
for
the
back
and
forth.
F
H
F
This
part-
yes
exactly,
this
is
coming
out
of
the
Bond,
as
you
may
have
noticed
in
the
in
the
resolution.
So
this
is
part
of
the
public
safety
bond
that
was
issued
by
the
common
Council,
which
is
not
part
of
the
rdc's
funding.
However,
what
we
have
designated
is
there's
a
potential
Tiff
back
up
here,
if
necessary,
but
right
now
this
this
full
amount
would
be
coming
out
of
that
bond.
F
That
was
issued,
as
is
all
or
are
all
the
projects
for
fire
and
police
that
are
going
around
on
around
so
for
the
fire
stations
and
things
and
things.
A
F
Tip
it's
the
Ed
lit
that
was
designated
for
Bond
service,
so
the
Ed
lit
for
Public
Safety.
So
it's
not
a
sometimes
it
got
referred
to
as
PS
lit.
That's
a
that's
its
own
separate
local
income
tax.
This
is
from
an
economic
development,
local
income
tax
that
was
passed
by
the
common
Council.
They
designated
about
two
million
dollars
a
year
for
Debt
Service.
Then
they
issue
bonds
for
these
specific
projects.
So
this
is
coming
out
of
the
bonds
that
are
serviced
by
that
Edie
lit
fund.
F
C
I've
been
talking
about
the
building
showers,
West
and
the
police,
Administration
and
police
station
function
and
fire
Administration,
but
for
the
police
we've
heard
discussions
back
and
forth
about.
Where
do
police
cars
go
the
SWAT
cars
can't
believe
and
that
many
people,
many
police
units
will
be
just
on
patrol
already
and
be
going
from
there,
but
not
all
and
comments
about?
Well,
they
could
be
in
the
garage
they
could
be
not
in
the
garage
square.
Is
there
any
in
this
whole
architecture
discussion?
C
F
I,
don't
know
if
anybody
in
the
call
I'd
like
to
follow
up
on
that
a
little
bit.
My
understanding
is
that
we
would
have
them
look
at
the
entire
site.
I,
don't
know
just
as
I
sit
here,
I,
don't
know
if
we
or
have
decided
that
studio
of
access
is
the
right
people
to
do
that
in
terms
of
that
that
traffic
transition
I
just
I
just
don't
know
the
answer
to
that.
Commissioner
I
apologize,
but
typically
we
would
have
them
look
at
the
entire
site,
which
would
mean
the
surface
parking
lot.
I
I
A
C
B
A
Cindy
canarni,
yes,
next
item
of
business
is
General
business,
discussion,
I
believe
getting
back
to
the
agenda.
H
Questions
everybody
sitting
it
may
have
to
do
with
Redevelopment.
It
may
have
to
do
with
the
city
as
a
whole.
Over
the
weekend,
when
I
was
on
Kirkwood
and
I
happened
to
run
into
parents
who
had
their
their
potential
IU
student
here
and
I
was
asked
because
of
some
circumstances
where
there
was
a
significant
amount
of.
H
Shelterless
individuals
that
had
significant
amounts
of
items
in
people's
Park
and
also
the
aspect
of
what
they
referred
to
as
weeds
and
our
Planters.
If
this
is
how
it
always
is,
and
I
assured
them
it
wasn't,
they
just
happened
to
come
at
a
time
that
was
there
now
I
bring
these
issues
up,
because
these
people
were
not
from
the
state
they
were
from
Massachusetts.
H
And
when
I
get
that
question
I
ask
I
always
want
to
bring
it
up
in
a
circumstance,
because,
as
we
look
at
all
of
our
things
that
are
seen
throughout
the
world,
the
sample
gates
are
there
and
if
that's
the
Gateway
into
the
university
I'd
like
to
see
that
as
people
transition
from
that
Gateway,
that
they're
met
in
an
area
where
they
don't
ask
those
type
of
questions.
But
they
add
they
talk
about
the
entryway
into
our
community.
H
F
F
Different
than
what
IU
plants
IU
plants,
very
flowers,
and
then
you
know,
we've
tried
to
do
something
that
you
might
see
in
this
habitat
more.
Naturally,
we
can
pass
along
those
comments,
certainly
to
the
to
the
correct
individual
in
terms
of
other
people
downtown.
Obviously,
that's
something
that
we're
continually
dealing
with
I,
think
John
that'd
probably
be
good
to
share
with
cotton
and
all
those
yeah.
H
Yeah,
just
just
one
of
those
things
ask
and
then
the
other
aspect
of
it,
because
I
just
happened
to
be
there
and,
quite
frankly,
I
had
on
a
bright
yellow
shirt
is
why
I
was
asked
I'm
sure
and
they
asked
me
if
I
was,
you
know,
part
of
the
community
part
of
the
city,
yeah
and
I
said
well,
yes,
we're
all
part
of
the
city
here,
you'll
find
that
with
Hoosiers
that
we're
hospitable
and
helpful.
But
on
that,
is
there
ever
consideration?
E
And
their
job
is
to
work
with
individuals
or
whoever
it
is,
whether
it's
someone
who
might
be
unhoused
or
another
individual,
and
then
we
have
our
after
hours.
Ambassador
Charles
kulp,
who
works
evenings
and
weekends
evenings
to
his
job,
is
to
liaise
with
the
businesses
and
people
who
might
be
downtown
I'm.
H
Probably
not
communicating
correctly
on
this.
What
I'm
asking
trying
to
I
understand
the
community
resource
officers
and
they
do
a
phenomenal
job,
actually
anything
that
actually,
if
someone
see
if
out
of
town
visitors,
they
see
that
there's
people
there
that
they
could
ask
questions
of
you
know
sure,
because
you
know,
even
though,
even
though
the
resource
officers
are
wonderful
phenomenal,
you
know
they're
still
there
for
Public
Safety
and
such
and
sometimes
you
know
you
don't
really
ask
those
questions.
Sure
I.
E
Think
I
think
it's
a
good
question.
The
Community
Family
Resources
department
has
downtown
Outreach
grants
and
things
like
that
that
they
fund
for
different
materials
and
communication.
Things
like
that,
both
for
people
who
might
need
it
as
far
as
Social
Services
go
as
well
as
other
aspects,
but
I
think
would.
H
F
We
have
done
it,
we've
also
done
it
in
smaller
sources.
Actually,
just
this
past
week,
Friday
so
for
First,
Friday,
downtown,
Wilmington,
Inc,
hosted
kind
of
a
alley,
beautification
thing
which
I
also
had
City
Representatives
going
around
taking
surveys
of
what
people
felt
about
the
downtown
allowed
them
to
ask
questions
of
not
only
DVI,
and
so
we
have.
We
do
have
a
president
in
terms
of
a
small
scale.
F
F
H
I,
just
wouldn't
you
know,
when
student
orientation
and
such
come
in
where
our
community
is
filled
with
people
from
all
over
the
world.
That
really
don't
understand
our
community
or
know,
but
they
understand
the
quality
of
Education
they
get
by
coming
here
and
safety.
So
yep,
okay,
appreciate
you.
Thank
you.
A
All
right,
thank
you.
Any
other
General
discussion,
if
not
I'll,
entertain
a
motion
to
adjourn.
