it
and
we're
also
working
on
a
lease
agreement
for
the
commercial
space

summarize
the
deal,
give
you
a
little
bit
of
background
of
how
we
got
to
this
place.

Why
we
think
this
is
an
appropriate
and
good
time
to
to
do
this,
but
the
funding
sources
are
and,
and
also
put
this
a
little
bit
in
context
of
the
mayor's
recent
announcement
of
the
501c3
he's
working
together
here.
So
let
me
start
by
saying
you
know:
we've
been
we've
been
talking
about
how
to
how
to
handle
trade
system
for
several
years.

What
we
have
in
front
of
you
here
is
an
agreement
that
is
between
the
Redevelopment
commission
and
the
mill,
and
the
basic
purpose
of
the
agreement
is
so
that
the
mill
can
step
in
and
can
essentially
take
over
on
the
trades
District,
not
helping
to
activate
the
trades
District
closed
pandemic
on
managing
the
Technology
Center.
The
trade
system
of
the
Technology
Center
and
then
also
more
generally
to
you
know,
help
to
really
drive
the
they're
really
well
positioned.
To
do
that.
A
If
you
recall,
before
we
opened
the
mill,
we
had
an
agreement
with
the
rec
integrated
with
Pat
these,
but
long
before
the
building
ever
opened
and
that
created
really
good
momentum
into
the
opening
of
the
building.
And
so
the
timing
of
this
is
sort
of
echoing
that,
and
that
was
a
very
successful
move
that
we
made
at
the
time,
because
when
the
middle
finally
opened
it
was
in
October,
2020
or
I'm
sorry
2018,
it
opened
kind
of
roaring
ready
to
go.
It
was
not.
That
was
not
necessarily
anything.

Three-Year
agreement,
as
as
you
may
have
seen
in
the
package,
so
it's
through
December
2025,
with
a
two-year
funding
commitment,
so
200
000
per
year
for
the
first
two
years
of
the
agreement
payable
quarterly.
So
that's
the
that's
how
it's
written
in
the
agreement,
as
I
said,
there
are
three
Key
activities
to
it.
The
first
is
really
some
very
significant
amount
of
work
to
take
the
traces
for
Technology
Center
from
where
it
is
right
now
all
the
way
through
opening
and
into
the
operating
phase
of
that
building.

That's
a
heavy
lift
development
of
the
trades
district
and
then
cultivation
The,
Innovation
ecosystem.
A

The
agreement
will
it
is
contemplated
to
be
replaced
by
a
trades,
District
management
agreement
at
some
point
just
before
the
building
opens,
so
this
is
going
to
be
sort
of
for
the
period
until
that
happens,
and
then
we'll
kind
of
give
them
a
place
for
that
and
then
really
the
rest
of.
It
is
mostly.

So
that's
the
that's
the
agreement
that
the
accomplishments,
in
the
background
into
which
this
fits
I
think
are
worth
remembering.
So
when
the
mayor
mayor,
Hamilton's
Administration,
came
in
in
2016,
the
trades
district
has
gone
through
some
gyrations,
but
it
was
pretty
dormant
at
that
point
and
the
mayor
basically
said:
look
we
got
to
get
this
thing
going.

The
next
thing
that
we
did
was
to
complete
the
infrastructure
project,
so
all
the
roads,
all
the
infrastructure
that
you
see
out
there
and
that
was
done
in
May
of
2019..
The
trades
District
garage
opened
in
April
of
2021.,
the
the
city
and
the
bedc,
combined
to
secure
an
Eda
Grant
and
an
economic
development
Administration
program
for
three
and
a
half
million
in
September
of
2021,
and
then
the
Kiln
was
ultimately
finally
sold
in
November
of
2022
and
the
admin
building
was
sold
in
December
of
2022..

So
there's
been
this
kind
of
like
stacking
of
activity
and
momentum
which,
as
I
said
before,
had
the
wind
kind
of
knocked
out
from
from
it
during
the
pandemic.
But
we
feel
like
it's
a
really
good
moment,
because
some
of
that
momentum,
I
think,
has
started
to
come
back
around.
Especially.
You
know
we're
starting
to
see
some
some
positive
signs
in
the
office.
Market
they're,
basically,
three
things
that
we
think
make
this
really
timely.
One
is,
as
I
mentioned,
the
trades
sister
of
Technology
Center.

That
we
understand
that
IU's
leadership
change
is
quickly
creating
a
little
bit
more
opportunity
for
us
as
a
city
to
leverage
some
of
the
IP
and
some
of
the
other.
You
know
commercialization
activities
that
may
have
a
university
so
having
the
mill
who's
already
been
successfully
interacting,
with
with
IU,
really
be
able
to
leverage
that
transition
and
turn
it
into
something.
Important
Wilmington
is
is
important
and
then,
as
I
said,
the
pandemic
office
Market
I,
think
is
starting
to
come
around
now
we're
starting
to
hear
that
from
our
real
estate.
Friends.

So
so
that's
a
good
moment
in
time
as
well
funding
sources.
So
you
should
know
that
there's
there's
something
called
the
certified
tech
Park
fund,
the
CTP
fund.
A
The
way
that
works
is
we
get
a
disbursement
every
year
about
a
hundred
thousand
dollars
from
the
state
in
order
to
continue
to
get
that
disbursement,
we
have
to
recertify
the
certified
tech
part
every
once
in
a
while,
and
that
we
were.
We
did
that
in
2021.

Recertification
last
year
and
that
resourcification
carries
us
through
2024,
so
next
year
someone
have
to
do
it
again.
That
funding
will
be.
We
have
the
funding
in
hand
for
the
2022
portion,
I'm
sorry
2023
portion
of
this
account
of
this
agreement,
and
we
will
be
getting
the
Monies
to
cover
2020..
So
you
know
funding
perspective,
not
a
lot
of
concern.
If
there's
any
issue
on
that
funding
coming
in
the
state,
we
have
alternative
funding
sources,
but
we
expect
that
to
cover
this
and
then
the
501c3
I
think
that's
the
last.

So
what
everybody
should
understand
is
that,
in
our
opinion,
disagreement
really
sort
of
lessons,
if
not
outright,
eliminates
the
need
for
the
501c3
to
become
involved
in
the
middle
for
the
trade
system
at
some
future
time
it
could
but
right
now
it's
just
not
an
urgent
need.
So
we
don't
see
that,
as
as
an
important
factor
here,
the
501
C3
was
really
designed
to
help
City
staff
increase
its
expertise
and
its
you
know
resource
availability
to
handle
new
projects
as
they
come
up.

so
we
think
that
primarily
to
look
at
Hopewell
and
look
at
some
of
the
new
potential
art
facility
work
that
the
feasibility
command
for
so
you
know
in
case
there
was
any
question:
how
that
would
interact
here
would
think
for
the
time
being,
it
probably
doesn't
and
and
probably
won't
need
to,
but
if
that
changes
in
the
future,
so
that
is
the
overview
and
I
don't
know

startups

Entrepreneurship
for
the
state
of
Indiana
and
the
Texan
liquidity
go
to
the
next
Domino

progression,

think
we've
done
a
really
effective
and
efficient
job
over
the
last
four
years
of
building
up
the
startup
ecosystem
in
Bloomington.
More
investment
dollars
have
come
into
our
Starbucks
in
the
last
four
years
in
the
entire
decade.

Prior
to
that,
just
as
one
example,
and
so
there's
a
lot
of
activities
happening
from
the
mill
in
this
area
now
because
of
the
work
we're
doing
and
and
and
the
the
tech
center
is
just
an
extension
of
that,
how
do
we
continue?
Making
solid
smart
investments
in
our
community
in
the.

Of
those
things,
because,
in
large
part
to
the
work
that
Jen
and
the
BBC
did
with
the
city,
we
have
a
three
and
a
half
million
dollar
grants
that
it's
going
to
defray
some
lip
gloss
for.
So
that's
the
first
piece
is:
how
is
this
an
extension
of
what
the
milk
already
doing?
Second
piece
is:
why
are
we
the
people
to
do
it?

We've
got
about
a
dozen
or
something
now
we've
identified
them
physical
candidates
actually
leading
these
efforts.
This
person
has
a
background
in
real
estate
and
startups,
and
investment
in
economic
development
of
the
the
their
employment
has
continued
upon
this
agreement
being
voted
on
positively
tonight,
but
I
think
once
you
find
out,
if
you
know
that,
once
we're
fixing
to
hire
that
person
you'd
be
very
happy
with
them
and
then
the
other
thing,
the
other
reason
we're
confident
of
this
is
because
building
things
is
literally
what
we
do.

two
things

I

know

I
were
on
your
side
instead
of
having
to
answer
any
additional

party

the

the

satisfaction
enough

yielded,

really
the
money
you

the
rubber
hits

road

answer

interim
assessment
through
design

changes

broaden

scope
of
the
program
and
will
be
able
to
do
things
like
bringing
the
program
closer

equity

the
vehicles

neighborhood
groups

as
those

group
of
people
who
live
in
an
apartment
complex

wouldn't
have
been
eligible
to
stand

this
will
encourage
neighborhood
group
for

towards
accounting

opposed
to
always
competing

another
