information
with
us
and
I'll
say
just
in
kicking
this
off
that
this
ordinance
is
a
step
we
need
to
take
to
be
able
to
work
in
the
next
week
or
so
with
different
businesses
downtown
to
be
able
to
expand
their
patios
into
parklets
and
other
places
really
appreciate
the
work
of
the
team
here
at
the
city
of
boise,
our
partnership
highway
district
and
their
willingness
to
help
us
figure.

and
thank
you
for
the
the
comments
earlier
about
the
ongoing
patio
expansion
effort.

In
light
of
the
comments
mayor
mentioned
regarding
this
effort,
moving
forward
with
the
support
of
our
partners,
I'm
happy
to
say
that,
with
the
support
of
mayor
council
and
city
staff
that
we
have
issued
on
the
order,
I
believe
15
patio
expansions
to
date,
and
I
know
that
city
staff
is
working
expeditiously
to
continue
approvals
at
a
at
a
high
tempo
as
the
applications
come
in
and
we've
been
very
happy
to
see
the
enthusiasm
behind
this
effort
from
our
business
community
so
jumping
into
the
ordinance
before
us
today.

Some
key
priorities
associated
with
this,
of
course,
utilization
of
public
right-of-way
to
assist
businesses
and
critically
without
disrupting
and
impeding
pedestrian
travel.
So,
in
light
of
this
staff
has
prioritized
options
for
expanded
outdoor
seating
that
minimizes
the
disruption
of
normal
pedestrian
travel
routes,
and
these
are
in
rough
order.

Expansion
of
patio
seasoning,
parallel
to
the
sidewalk
expansion
of
patio
seating
across
the
sidewalk,
so
perpendicular,
while
maintaining
appropriate
travel
width
for
all
users,
including
people
with
disabilities,
and
where
expansion
of
seating
on
the
sidewalk
isn't
possible,
staff
has
been
recommending
the
use
of
so-called
parklets
so
to
review.
Parklet
is
essentially
what
you
see
before
you
hear.

So,
in
pursuit
of
a
solution
we
have
our
ordinance
23-20,
which
would
temporarily
temporarily
suspend
and
amend
certain
boise
city
code
provisions.
D
There
are
also
provisions
in
the
alcohol
license
section
of
the
code
so
with
an
authorization
which
we
have
received
from
the
alcohol
beverage
control
bureau
at
the
state
of
idaho
to
grant
temporary
non-contiguous
expansion
to
existing
licensed
premises
and
then
finally,
the
alcohol
beverages
and
poke
spaces
open
container
provisions
temporary,
allowing
the
transport
of
alcoholic
beverages
across
public
spaces,
such
as
sidewalks
by
employees
of
licensed
premises
recommended
next
steps
are
operationally
the
city
clerk
will
oversee
the
application
process
and
the
temporary
special
exceptions,
as
part
of
this
ordinance
will
sunset
december
31st,
2020
or,
if
directed
otherwise
earlier
than
that
by
by
mayor
council.

request
to
boise
city
council
today
is
first
a
motion
to
waive
the
reading
rules
of
ordinance,
23-20
and
second,
to
adopt
this
ordinance
with
an
effective
date
of
august
3rd
2020.

I'd
like
to
just
echo
council
member
klig's
sentiments.

I
know
that
this
was
just
a
huge
amount
of
work
in
a
really
small
amount
of
time
and
really
working
with
a
lot
of
different
partners
in
the
community
from
the
downtown
boise
association
to
alcoholic
beverage
control,
and
I
know
that
some
of
those
are
easier
than
others.
So
I
just
want
to
thank
staff
for
their
amazing
work.
In
doing
this,
I
think
it'll
make
a
big
difference
for
a
lot
of
our
restaurants,
who
don't
have
existing
infrastructure
like
parking
lots
to
expand
into.

know
a
lot
of
restaurants
in
boise
have
already
expanded
into
their
parking
spaces,
but
where
that's
not
possible,
I
think
that
this
will
really
help
folks
get
more
people
into
their
businesses
and
make
a
little
bit
more
money
through
the
nice
weather.

echo
my
enormous
support

again
getting
this
together

think
this
really
provides
a
shot
in
the
arm
to
our
local
economy
and
local
restaurants
that
are
able
to
to
do
this
and
I'm
very,
very
supportive.

with

what

shared
with
me
earlier,
the
process
so
once
this
goes
into
effect,
it's
every!

it
every
two
days
that
city
staff
will
review
applications
and
be
able
to
process
those.

correct
mayor,
so
city
clerk
staff
will
review
applications
on
a
twice
a
week
basis
with
all
relevant
partners
within
the
city,
and
whomever
else
needs
to
touch
the
application
to
ensure
an
expeditious,
a
review
and
approval.

With
that,
I
would
move
that
all
rules
of
the
council,
interfering
with
the
immediate
consideration
of
ord
2320,
be
suspended,
that
the
portion
of
idaho
code
50-902
requiring
an
ordinance
to
be
read
on
three
different
days
twice
by
title
and
once
in
full,
be
dispensed
with
and
that
the
records
show.
This
ordinance
has
been
read
for
the
third
time
in
full.
