I

this
was
to
help
guide,
partner
applicants
and
understanding
if
their
improvement
project
was
applicable,
relevant.
You
know
able
to
access
these
funds,
and
it
was
also
for
the
committee
to
guide
your
assessment
and
recommendation
on
whether
or
not
those
projects
should
be
funded
and
we've
done
small
updates
here
and
there
you
know
at
first
we
had
the
application
time
period.
There
was
like
a
window
between
august
and
november.
Now
we
accept
applications
at
a
time.

We've
been
doing
small
changes
like
that,
but
we
haven't
really
looked
back
at
this
conservation
criteria
to
make
sure
that
it's
still
relevant
so
how
we
developed
this
in
the
first
place.
I
just
wanted
to
revisit
that
very
quickly.
There
were
two
general
sources,
the
first
source
and
the
most
important
source
that
helped
guide
us
in
the
development
of
this
criteria
was
the
ballot
levy,
language
itself,
and
so
I
have.

Relevant
elements
of
the
levy,
language-
and
this
is
a
quote
from
the
ballot
that
was
in
2015,
so
there's.

Drinking
water,
wildlife,
habitat
critical,
open
space
native
plant
species
and
enhance
recreational
opportunities
and
trails,
so
you'll
notice
that
these
categories
category
one
two
three
four
in
the
primary
conservation
criteria,
are
all
directly
lifted
from
that
valid
language,
and
then
I
also
wanted
to
call
attention
to
where
we
could
be
utilizing.
These
fundings
in
areas
such
as
the
boise
mills
in
the
boise
river,
that.

As
it's
contributing
to
the
conservation
benefits
identified
above
the
other,
the
other
sources
that
we
use
to
help
sort
of
flesh
out
what
it
means
to
be
critical,
open
space
and
to
to.

These
three
plans
were
years
in
the
making
and
included
thousands
of
comments
from
the
public
and
were
a
great
place
for
us
to
look
and
say
how
does
the
community
define
critical
in
the
space?
What
are
some
of
the
other
conservation
criteria
that
weren't
identified
specifically
in
the
battle
of
language,
but
would
benefit
any
valid
language
type
efforts,
and
so.

Where
we
get
the
secondary
criteria,
wild
power
mitigation,
community
engagement
and
partnerships-
well,
a
few
things
changed
since
2017,
and
our
conservation
criteria
does
not
include
some
of
the
community
planning
efforts
and
the
policy
updates
that
have
been
done
up
until
2020,
really
2021.
Excuse
me
and
some
of
those
I've
listed
here.
Those
are
the
ones
that
kind
of
popped
up
to
me
is
the
climate
action
roadmap.

Land
and
water
by
2030,
as
these
are
you
know,
key
human.
You
know
these
are
amenities
that
humans
use
right,
drink,
free
play
in
and,
of
course,
the
city
of
trees
challenge.

That
is
an
initiative
that
our
council
president
has
initiated
where
we
are
trying
to
grow
the
canopy
by
30
percent
actually
and
build
a
new
header.
Excuse

plant
100,

new
trees
in
the
city
and,
of
course,.

Renewal
plan,
which
is
directly
related
to
the
protection
of
clean
and
future
drinking
water
sources.
So
I
started
thinking
about
this.
After
our
last
meeting
when
we
were
discussing
the
improvement
project
application
from
bsu
and
realizing
that
we
need
to
decide
as
a
committee
if
we
need
to
update
and
revise
the
conservation
criteria
to.

So
what
I
am
going
to
suggest
is
that
the
committee
create
a
work
group
and
I'm
thinking
three
members
to
evaluate
the
existing
criteria,
with
my
help,
of
course,
if
you
want
it
and
to
determine
you
know
if
we
need
to
update
this
conservation
criteria
based
on
the
addition
of
information
and
sort
of
new
community
expectations,
around
conservation.

So
I
think,
obviously
we
can
talk
about
this,
but,
like
my
ask
would
be,
I
think
we
need
a
motion
to
create
a
work
group
and
for
three
of
you
to
volunteer
to
be
a
part
of
it
and
what
you're
committing
to
is
I'm
guessing,
probably
two
to
three
hours
of
work
time
outside
of
the
normal.

we're
doing

bit

keep
those

volunteered
make
sure
we

volunteers,
but

it
actually
is
a
pretty
important
part
of
this
right
now.
This
is
kind
of
a
real
advancement
in
our
maturity,
as
as
a
open
space
in
open
space
and
clean
water
advisory
committee.
In
other
words,
this
criteria
was
set
forth
in
the
very
beginning
and
we've
evolved,
since
this
criteria
has
been
set
in
place
and
we
need
to
update
it,
and
this
is
what
you
have
used
as
your
guideline
as
your
guidance,
and
so
it's
kind
of
you
know
somewhat
it's
a
good
thing.

It's
monumental,
though,
I
think
to
update
this
with
the
changes,
get
it
to
the
council,
our
city
council,
so
that
they
know
that
that
work
we've
got
an
eye
on
it.
You,
as
a
committee,
have
an
eye
on
this
and
have
recognized
the
changes
that
are
occurring
and
it
no
longer
completely
fits
with
this
criteria
that
was
established
when
the
committee
was
established,
and
so
I'm.

To
see
what
you
all
come
up
with,
and
I'm
sure
the
council
and
the
mayor
council
are
also
excited
as
well,
but
we
appreciate
the
volunteers
that
step
forward.
But
it
really
is
an
important
role
right
now
moving
forward
because
it
is
going
to
charter
the
course
of
this
committee.
Probably
for
the
next
four.

At
least
the
next
four
years,
and
so
pretty
important
responsibility,
so
I
just
wanted
to
lay
that
out
there.
No
pressure
on
you
four,
but
one
two
four
are
done.
Then
the
pressure's
on
the
entire
committee,
because
they'll
bring
you'll,
bring
it
back
and
and
will
have
basically
work
workshop
discussions
with
the
entire
committee
to
adopt
what
you
will
you'll
be
bringing
forward,
which
should
be
really
a
set
of
new
criteria
on
applications
moving
forward.
So
anyway,
just
kind
of
wanted
to
get.

there

other
thing.
Well,
since
I
have
your
attention,
my
expectation
for
how
this
will
go
for
the
four
of
you
is,
I
will
review
the
relevant
plans
and
then
bring
forward
the
concepts
strategies
goals
therein
that
relate
to
back
to
the
levy
language,
and
then
we
will
have
a
discussion
about
which
ones
and
where
and
how
they
should
fit.

One
of
those
plans,
what
I
would
probably
anticipate
would
be
that
the
work
group
would
come
back
in
a
month
or
two
with
sort
of.

think
it's
important
for
us,
as
members
old
viewers,
indian
members,
to
talk
to
our
friends
and
acquaintances,
what
they
perceive,
what
the
expectations
of
our
our
goals
are,
because
they
have
changed.

there's

Heroes
trail
dedication
was
yesterday,
so
for
those
of
you
who
are
not
aware.

About
two
years
ago,
I
was
approached
by
some
residents
who
live
in
the
north
end
and
the
north
end
neighborhood
association
about
creating
a
formal
connection
from
the
end
of
union
street
into
military
reserve
and
up
to
elephant
blue,
and
I
thought
well
shoot.
I
might
as
well
just
ask
the
veterans
associate.
You
know
the
veterans
administration,
maybe
they'd
be
okay
with
it
and
after
a
couple
of
years
of
discussion
and
kind
of
figuring
out
how
to
do
it.

Fortuitously
had
a
donation
from
saint
luke's
to
construct
the
trail,
and
so
we
were
able
to
put
it
in
this
last
year
and
it's
a
beautiful
trail
if
you
haven't
tried
it
out,
yet
it's
a
little
less
than
a
mile,
a
new
trail
that
connects
like,
I
said
union
street
through
the
veterans,
administration
and
veterans
hospital
campus
up
into
military.

David
gordon,
our
trail
manager,
bridge
troopers
trail
manager
came
up
with
a
very
wonderful
and
apt
name,
heroes,
trail,
and
so
that
trail
is
dedicated
to
current
and
past
and
service
members,
as
well
as
our
frontline
healthcare
workers
really
was
a
really
nice
event.
Yesterday,
not
only
to
open
the
trail
and
kind
of
offer,
enhanced.

Veterans
hospital
and
on
the
st
luke's
campus
give
them
enhanced
access
into
the
foothills,
so
they
can
go
for
a
hike
on
their
lunch
hour
or
whatever,
and
then
also
just
to
demonstrate
the
the
support
that
we
get
from
the
community
to
improve.
You
know
the
health
and
well-being
of
our
hard-working
service
members
and
healthcare
workers,
so
doug
did.

happy

actually
work
for
st
luke's.
I
work
in
the
orthopedic
department
and
for
an
orthopedic
surgeon.
I
also
work
as
a
health
coach
for
an
independent
company
and
I'm
an
avid
runner
ultra
runner
spent
a
lot
of
time
on
the
green
belt
on
the
foothills.
So
I'm
super
excited
to
be
a
part
of
this
group
and
hope
anyway.
I
can't
and
feel
free
to
ask
me
any
questions

kind
of
my
quick
overview.

conservation
voters
for
idaho
boards
and
commissions
fellowship
and
we
which
we
did
together
so,
but
I'm
I'm
patty
bowen.
I
currently
work
for
conservation
voters
for
idaho,
as
their
environmental
justice
associate
before
that
I
was
working
for
power
engineers
specializing
in
battery
energy
storage.

like
ti,
I'm
also
a
trail
runner
and
I
like
to
do
a
lot
of
bike
riding
and
hiking,
and
just
I've
lived
in
boise
for
most
of
my
life,
so
really
excited
to
be
able
to
be
a
part
of
this
committee
and
and
help
keep
our
open
space
open
and
our
water
clean.
So.

I

we

the
process

building
hawkins
luke.

next
year
and

are
working
through
various
details
to
get
a
trailhead
in
place,
so
that's
all
happening,
it
may
may
open
in
2023
it'll
later
be
planned,
but
it's
in
the
works.
