budget
process
dealing

flexibility

charleston
will
assess
and
will
assess
the
city's
budget

revenues

expenditures

financial

tracking
on
budget,
including
projections
to
the
end
of
the
year,
and
three
projections
into
2022
indicate
a
strengthening
financial
position
and
if

is
on
the

she

for
all
to
see.

would
ask
that
that
resolution

passed

we

had
exhausted
discussions
concerning
our
budget,
none
of
us

a
member
of
this
council,
the
mayor,
and
I
would
think
I
would
speak
for
our
department,
heads
and
senior
staff
members,
and
probably
every
member
who's
employed
by
the
city
of
charleston
would
want
to
favor
a
tax
increase.

If
we
can
restore
a
hundred
percent
of
the
lost
option,
sales
tax,
that's
going
to
have
a
huge
impact
on
a
lot
of
our
property
owners
council
member
seeking
brought
this
up.
We
may
not
remember
this
comment,
but
as
we're
talking
about
the
impact
of
millage
increase
and
a
lost
local
option
sales
tax,
we
get
kept
that
in
the
time
in
the
mind
frame
of
a
a
budget
or
an
increase
on
people
who
own
and
live
in
their
houses,
any
increase
in
my
millage
or
any
increase
because
of
this
lost
revenue.

This
loss,
local,
auction
sales
tax
is
going
to
have
a
tremendous
impact
on
non-residential
property
owners
and,
and
I've
talked
to
several
people
who
have
reminded
me
of
that.
I'm
included
I
own
property
in
the
city
of
charleston
and
at
county
of
charleston.
That
is
not
my
residence.
Of
course.
I
own
my
residence.
I
live
in
my
in
my
district,
but
this.
A
On
on
me,
as
I
would
suspect,
several
other
people
who
have
commercial
or
rental
type
of
property
in
the
local
option
sales
tax-
when
you
do
the
breakdown
on
this-
is
going
to
have
a
huge
impact,
because
that
rebate
carries
us,
let's
probably
own,
on
getting
our
money
back.

think
this
amendment
addresses
our
commitment
that
we're
going
to
do
everything
in
our
power
to
make
sure
that
we
give
this
lost
local
office
of
sales
tax
back
to
the
citizens
back
to
the
property
owners,
and
that
would
be
our
our
obligation.

wanted
to
say
this
during
our
workshop
and
I'll
say
it
I'll,
say
it
now:
a
city
budget
and
we're
going
to
debate
to
the
budget
some
more
between
now
and
next
week,
but
I
just
wanted
to
get
this
on

table

front

you
now.
The
city
budget
is
a
reflection
of
who
we
are
as
a
as
a
community.

city
budget
reflects
our
priorities
as
a
government
body,
I'm
not
gonna,
be
in
favor
of
furloughing
or
firing
or
letting
people
off
from
who
are
city
employees
we're
in
the
middle
of
a
pandemic,
a
global
health
crisis,
those
men
and
women
who
are
employed
by
the
city
of
charleston
have
stepped
up
to
the
plate.

They
provide
the
services
they
pick
up
the
trash
they
recreate
with
our
children.
They
coach
them,
they
put
out
the
fires,
they
respond
to
a
crisis,
they're
the
ones
who
plan
our
city
to
make
sure
that
we
have
a
wonderful
city.
They
do
so
many
different
services
for
our
community
that
we
need
them
and
we
don't
need
to
be
furloughing
them.
So
I'd
ask
everybody
tonight
to
pass
this
resolution
unanimously,
to
show
reflection
of
unity
to
our
community
and
our
unity
to
our
citizens
and
unity
to
those
who
work
and
serve
us
all.

reiterate:

our

that
what
we're
voting

options
open

able

successfully
balance
our
budget
for
before
the
end
of
the
year.

But
in
fact
it
is
a

approved
source
of
revenue
for
municipalities
and
then,
in
fact,
most
of
the
municipalities
in
our
region.

portion
of
the
local
option,
sales,
tax
credit,
as
is
allowed
by
state
law
and
as
as
you
know,
we're
constrained
by
state
law
in
the
ways
that
we
can
raise.

this
point,
I
fully
support
council
member
shade's
amendment
which,
which
says,
if
we
do
decide
to
use
a
portion
of
the
lost
credit
that
next
year,
prior
to
september
1
any
new
revenue
comes
in
the
door
that
this
is
going
to
be
top
of
the
list
consideration
within
our
you
know
our
revenue
rules
that
we
can
adjust
that
figure
by
next
september.
That's
if
you
include
it
in
the
budget
that
will
be
presented
to
you
next
week.
So
I'm
just
saying
I
concur.
We
ought
to
keep
the
tool
in
the
toolbox.

to
follow
councilmember
waring
suggestion
at
the
end
of
our
workshop
meeting,
which
we
we've
been
saying
all
along.
If
there's
some
specific
ideas
that
we
can
continue
to
cut
some
expenses
by
the
time
we
pass
our
budget
finally
and
use
less
or
none
of
this
lost
credit
man
that
would
suit
me
beautifully.
That
would
be
just
fine.
So,
let's
continue
to
work
on
that
together,
but
let's
keep
our
options
open
going
forward.

think
one

we

This
might
be
wordsmithing,
but
maybe
all
eligible
funds
that
can

used

offset

funds

we
receive.

used
towards
offsetting
any
loss
revenue
and
this
resolution.

all
we
make.
We
may
get
some
funds
that

can't
put
towards
lost
revenue,
for
example
storm
water,

instance,
mr
man,

anyway
I

micromanaging
on
that,
because
I'm
gonna
support
the
resolution
and
I
know
we're
going
to
continue
to
work.

this

vote
and
this
tax
is
not
a
unifying
thing.
Yes,
it
could
potentially
be
a
unifying
vote,
but
what
ultimately,
it's
going
to
do
is
turn
our
taxpayers
against
our
government.
This
is
a
tool
you
know
the
mayor
says
we
should
keep
it
in
our
toolbox.
I
say
this
should
not
be
a
tool
at
all,
there's
a
big
difference
between
the
private
sector
and
government,
and
that's
that
government
has
the
option
to
tax
the
people,
whereas
the
private
sector
doesn't
have
that
option.

are
sending
a
terrible
message
by
even
considering
this
option
and
that
we
are
not
willing
to
make
the
sacrifices
necessary
that
the
members
of
the
private
sector
are
willing
to
make
and
have
made
to
put
the
burden
back
on
them
in
this
time
is
just
not
acceptable
for
me,
and
so
I
will
obviously
be
voting
no
for
this
tax
increase
and
and
this
roll
back
on
the
local
option.
Sales
tax-
it
should
not
even
be
on
the
table.
We
talk
about
what
other
options
could
we
have
taken
bluntly
we
should
have.

Everybody
that
I
know
in
the
private
sector
has
understandably
taken
a
small
hit
in
order
to
keep
their
business
going
now.
The
argument
has
been
made
that
the
alternative
to
raising
taxes
is
to
cut
salaries,
which
would
and
therefore,
in
quotation
marks,
I
should
say
defund
the
police.
That
is
just
simply
is
not
true.
Defunding,
the
police
is
to
take
money
out
of
the
police
budget
and
reallocate
it
to
another
budget
that
is,
has
never
been
on
the
table.

This
is
going
to
create
a
lot
of
hostility
between
the
people
that
we
represent
in
our
local
government
and
also
the
burden
is
going
to
fall
on
the
renters
ultimately,
and
we
all
talk
about
affordable
housing,
this
particular
rollback
and
ultimately,
if
we
were
to
do
a
millage
increase,
is
going
to
have
a
direct
burden
on
people
that
rent,
which
is
going
to
make
housing
less
affordable
in
charleston.
For
these
reasons,
I
will
be
voting.

too,
I'm
going
to
vote
against
this
along
with
the
amendment
and
there's
several
reasons
why,
but
it
sort
of
comes
down
to

core
of
all
this,
and
that
is
first
and
foremost.
This
is
in
fact
a
property
tax
increase.

the
resolution
as
written
is
not
just
a
tool
in
the
shed
it
mandates,
so
we
use
at
least
25
percent
of
our
option
for
the
general
fund
and
up
to
75
percent
and
and
the
talk
that
you
gave
councilman
richard
to
our
employees
in
the
city.
I
agree
with
100
percent.
There
are
colleagues
who
are
friends,
but
how
do
you
give
that
same
talk
to
someone
who's
worked
in
the
food
and
beverage
industry
or
the
hospitality
industry
during
this
last
12
months?
Who
works
in
the
king
street
corridor?

Someone
who's
called
to
charleston
who's,
got
furloughed
and
owns
property
in
the
city
of
charleston,
and
while
their
pay
is
being
cut,
either
partially
or
in
whole,
they're
getting
back
from
their
city,
a
tax
increase
and
a
rollback
of
the
local
option.
Sales
tax,
because
this
is
a
tool
coupled
with
a
millage
increase
that
has
been
proposed-
that,
in
the
end,
is
effectively
a
five
and
a
half
mil
tax
increase
between
the
rollback
of
the
local
ops
and
sales
tax,
and
the
three
mill
property
tax
has
been
proposed
in
this
year's
budget
for
2021..

It
goes
to
the
county
in
the
state,
the
other,
the
other
argument
that
we've
heard
a
lot
and
it's
not
a
new
argument
for
by
the
by
the
way
for
fiscal
year,
2021
every
time,
there's
a
proposed
property
tax
there's
never
been
by
the
way:
a
proposed
rollback
of
the
local
option,
sales
tax,
but
any
time
there's
a
proposed
property
tax.
We
always
use
the
example
of
the
mythical
three
hundred
thousand
dollar
four
percent
house.

I
went
and
looked
this
week
to
see
what
percentage
of
homes
in
the
city
of
charleston
are
three
hundred
thousand
dollar.
Four
percent
homes
based
on
sales
in
any
given
week
in
the
last
six
months,
and
it's
about
six
percent.
What
about
the
other
94
they're,
much
greater
numbers,
their
commercial
properties?

When
it's
all
said
and
done
between
reassessment
between
rolling
back
loss
between
millage
increases,
some
people
be
looking
at
20
25
property
tax
increases
in
one
year.
That
is
no
way
to
jump
start
an
economy
that
is
based
on
tourism
in
the
tourism
industry.
That
has
been
crushed
more
than
any
other
sector,
probably
worldwide,
that
the
tourism
industry
has
been
hit
the
hardest
and
charleston
south
carolina
is
the
number
one
tourist
destination
in
the
universe.

restart
what
I
was
going

say
is
two
points
of
clarification
about
what
council
member
seeking
just
said.
One
is
that
under
state
law,
71
of
the
lost
revenue
must
go
back
to
property
tax
rollback.
So
it's
not
we're
not
talking
about
a
hundred
percent
of
that
today.
71
of
that
must
go
back
under
state
law
to
property
owners.

of
that
pot
can
be
used
for
a
general
operating
expenses,
but
what
this
resolution
does
is
give
flexibility
to
counseling
five
percent
of
the
local
option.
Sales
tax
credit
revenue,
which
is
out
of
that
29
pot,
must
go
back
to
the
property
owners.
It
could
be
a
hundred
percent.
I
mean
that
discretion
is
in
this
resolution
for
city
council
to
determine
in
september
whether
they
want
to
take
25
percent
to
give
back
50
percent
to
give
back
a
hundred
percent.

while
we
do
have
a
figure
in
the
proposed
budget,
this
resolution
is
not
mandatory
in
any
way.
So
I
I
think
that
that
point
of
clarification
just
needed
to
be
made
at
this
point.

for
repairs

the
long
existing
since

1850s
brickhart's
drainage
system
in
downtown
charleston,

you've
never

seen
pictures

it.
It
is
both
fascinating.
It
is
an
engineering
feat
and
it
is
old
and
has
collapsed
in
many
places.
I
was
really
surprised
to
see
the
amount
of
work
that
can
get
done
on
these
pretty
easily
and
quickly.
This
is
an
open-ended
500,
000
maintenance
and
repair
contract.

We
will
get
a
lot
of
bang
for
our
buck
on
this.
This
is
money's
well
spent,
and
you
will
see
immediate
improvements
in
many
of
the
intersections
that
traditionally
flood
in
downtown
charleston
as
we
go
through
and
literally
clean
out.

arches
that
are
filled
with
sediment,
some
of
them
up
to
six
and
seven
feet
high
and
some
that
have
collapsed.
So
I
would
commend
it.

gonna
be
a
huge
improvement
and
it
shows
that
we
can
do
some
things
with
water
and
water
management
for
not
huge
amounts
of
money
that
will
make
a
big
difference
in
the
quality
of
life
for
those
who
live

work

travel

around
charleston.

would

it

everybody

retain
some
of
the
land,
for

think

anticipating
that
we're
already
working
with
musc
and

heck
to
be
as
helpful

we

distribute

that
was

commended

our
staff

I
wanted

point
out
on
number
13,
thanks
to
councilmember
wearing
suggestion
some
time
ago,
about
improving
the
track
at
stony
field,
that
this
would
be
the
same
kind
of
surface
that
the
school
district
has
used
now
at
its
other
new
tracks
in
east
cooper
and
north
charleston
and
other
places.
So
this
is
still
subject
to
their
board
of
approval,
their
their
administration
supports
it.
We've
gone
ahead
and
passed
it
tonight,
but
shortly
there
their
new
board
will
be
meeting
again
and
it
is
subject
to
their
approval.

But
finally,
this
will
resolve
all
the
issues
with
the
renovation
of
stony
field
between
us
and
the
school
district
and
we
should
be
able
to
move
forward
to
completion.

I
just
want
to
thank
the
mail
on
that
I

I
know
you
have
to
dig
deep
on
that,
one
with
the
superintendent
and
her
team
over
there
to
get
this
work
through,
but
I'm
telling
you
that's

track
that

community
is
going
to
use
a
lot.
It's
just
not
going
to
be
the
students
at
burke
it's
going
to
be
the
surrounding
community.
That's
going
to
use
that,
and
also
this
gives
another
open
space,
hopefully
that
wildlife
expo
will
be
able
to
use.
