As
shared
by
councilmember
white,
who
was
here
when
the
city
first
approved
the
concept
of
the
west
edge
development,
which
was
all
about
economic
development
and
biomedical
life,
science,
development
within
a
our
city
and
collaboration
with
the
Medical
University,
and
leveraging
the
fact
that
Medical
University
conducts
over
200
million
dollars
a
year
of
medical
research
in
the
city
of
Charleston,
which
really
gives
us
a
platform
to
make
biomedical
and
life
science.
A
focus
group
of
economic
development
for
our
community
long-term,
which
brings
higher
paying
jobs,
is,
is
the
chief
benefit.

So
this
is
the
first
building
of
this
whole
endeavor
that
actually
accomplishes
that
mission
and
that's
why
it's
so
important
for
us
to
help
get
it
off
the
ground
and
actually
we're
taking
a
lesser
role
than
our
partners
being
the
Medical
University
who's
agreed
to
lease
16,000
feet,
in
addition
to
other
space
and
the
South
Carolina
Research
Authority.
So
in
a
similar
vein
to
what
the
city
did
almost
20
years
ago,
with
flagship
and
support
of
the
technology
business
in
Charleston,
which
is
has
blossomed
so
well.
This
is
the
same
concept.

the

and
I
don't
mind
cheer

with

Let
me
just
state
that
I
am
hopeful,
that
the
mission
of
west
edge
is
found
to
be
successful
and
they're.
Accomplished,
however,
hope
is
not
a
plan,
and
right
now,
I,
don't
feel
confident
that
we
have
a
plan
and
when,
when
we're
using
taxpayers
dollars,
I
feel
like
we
really
have
to
have
a
plan.
This
creates
a
1.5
million
dollar
tax
liability
to
taxpayers
over
5
years.
A
That
does
not
include
parking
the
parkings
additional
42,000
if
I
recall
per
year,
at
the
current
rate,
that
we're
leasing
the
property,
the
the
mission
for
us
to
turn
this
into
an
incubator
space
for
start-up
companies
for
life
sciences.
They
will
not
their
startups
they're
not
going
to
be
able
to
afford
this
this
rent,
if
they
could,
they
would
have
already
leased
the
space
on
their
own
they've,
been
working
on
leasing.
This
building
for,
however
many
years
now,
so
so
again,
I
certainly
wish
them
all
the
best,
but
I
had
to
vote
no
and
conscience.

You
know
the
city
supplements
a
lot
of
things
in
this
town.
We
supplement
the
arts
we
recently
just
I,
said
recently
that
maybe
six
months
sick
so
ago
leads
to
space
on
Cannon
Street
the
whole
design
all
of
the
church.
That's
going
to
be
converted
to
a
arts,
venue
and
I.
Think
I
will
lease
annual
lease
on
that
amount
is
somewhere
around
225
250
thousand
a
year,
and
we
basically
get
no
feedback
on
that
a
little
bit
now.
The
arts
creates
a
lot
of
economic
engines
in
this
town,
so
we
know
that.

Okay,
now
we
have
the
opportunity
to
create
an
investment
into
future
industry
on
the
peninsula.
So
often
we
read
where
the
industry
is
going.
Obviously
west
of
this
peninsula
and
Berkeley
County
quite
frank.
This
economic
engine
is
something
that's
been
going
for
a
decade
or
more,
and
the
city
Johnson
has
been
supplementing
it
from
our
general
fund.
When
this
building
comes
out
of
the
ground,
it's
not
going
to
be
owned
by
government.
It's
gonna
be
owned
by
the
private
sector,
so
one
of
the
things
we
looked
at
was
obviously
its
medical
universities
contributions.

city's
municipal
contribution,
but
one
that's
been
kind
of
left
silent
in
this
presentation
here
anyway,
has
been
the
private
sector
investment,
so
part
of
that
lease
cost
that
would
be
slightly
not
including
parking
of
325.

thousand
a
year
will
be
offset
by
the
property
taxes
that
will
be
collected
on
a
hundred
and
mr.
Jim.
How
many
square
feet
is
in
that
155
155
thousand
square
foot
building.
This
is
also
going
to
open
up
a
gateway
coming
in
from
Lockwood
Avenue.
If
you
can
imagine
those
familiar
with
the
area
coming
towards
the
hotel.

Now
we
see
the
growth
coming
and
we
don't
want
to
put
a
little
bit
more
while
we
I
won't
say,
hesitant,
maybe
in
putting
a
little
bit
more
fertilization
on
it,
it's
time
to
fertilize
the
grass,
so
the
private
sectors
come
in
with
their
dollars.
Government
is
coming
with
their
dollars.
Is
it
risk
involved,
certainly,
but
that
investment
on
Lockwood
Avenue
from
spring
all
the
way
to
the
Joel?
The
city's
been
a
long-term
investor
in
there,
and
the
benefits
have
paid
off
how
many
people
spoke
against
even
putting
Joe
Riley
baseball
park
where
it
was.

Now
we
got
a
baseball
field
that
it
has
an
economic
impact
and,
in
particular,
adds
to
the
quality
of
life
of
the
citizens
from
the
region
there,
so
I
think
you'll
find
this
will
fall
in
the
same
category
as
a
Tristan
golf,
certainly,
but
as
of
the
lease
that
the
city
should
not
invest
in
I
respectfully,
disagree
with
that
and
I
I
think
is
actually
exciting
to
have
an
opportunity
to
invest
in.

just
wanted
to
take
a
moment
and
thank
our
city
staff
for
such
fine
work
on
numerous
projects
here
today
and
share
not
just
with
Council
but
with
the
public.
That's
here,
I
know
when
we
go
through
these
matters,
it
looks
like
it
goes
very
quickly
and
and
and
most
most
of
the
times,
we're
all
in
agreement,
but
just
in
the
last
few
minutes
we've
approved
completion
for
the
Waring
Senior
Center,
which
is
going
to
be
an
incredible
facility
for
a
city.

We
approved
the
contract
to
build
the
fire
station
number
11,
which
is
going
to
be
on
Savannah
Highway.
Next
to
this
sofa
super
store
site,
it's
going
to
be
a
signature,
beautiful
building
for
our
city
and
and
for
West,
actually
and,
of
course,
provide
support
for
our
firefighters.
We
approved
a
lease
for
a
property
at
$1
a
year
for
a
a
resource
day
center
for
those
experiencing
homelessness.
In
our
city
we
helped
move
forward
the
economic
development
mission
of
west
edge.

We
furthered
a
Market,
Street
Street
scape
plan,
that's
going
to
help
connect
to
our
drainage
tunnel.
So
you
add
all
those
things
up
and
even
though
we
approved
it
in
just
a
matter
of
minutes,
I
can't
tell
you
that
hours
of
dedicated
work
from
our
staff
from
Capitol
product
projects,
Housing
and
Community
Development
real
estate,
legal
finance,
public
service.
That
goes
into
bringing
these
matters
before
council,
and
they
really
do
a
fine
job
and
I
just
want
to
point
that
out
and
offer
them
our
thing
for
their
fine
work.
