City
of
Charleston
real
estate
committee
met
June
12th
at
four
o'clock.
This
was
last
week
and
we
had
a
full
agenda
I'm
going
to
go
through
my
report
now.
K
First
item
up
was
the
approval
of
a
Fourth
Amendment
to
a
management
agreement
between
the
City
of
Charleston
and
the
Charleston
digital
Corridor
foundation
for
space
over
in
West
Edge,
and
this
is
space
that
the
city
sub
leases
out
to
an
entity
called
The
Low
Country
Center
for
veterans,
research,
they're
engaged
in
some
pretty
interesting
brain
research,
that's
geared
towards
supporting
our
military
veterans
and
the
terms
of
this
Arrangement
between
the
city
and
this
entity
are
that
the
the
non-profit
essentially
covers
the
rent.
This
is
not
a
huge
you
know.

Financial,
you
know,
burden
on
the
city's
part
and
the
committee
voted
unanimously
to
approve
that
that
Fourth
Amendment.
The
next
item
on
the
agenda
had
to
do
with
the
Pinefield
fire
station.

This
was
a
request
or
a
third
amendment
to
that
commercial
lease
for
another
three-year
term
and
an
option
to
renew
all
terms
being
the
same.
That
item
was
approved
unanimously.
The
next
item
had
to
do
with
the
Charleston
Children's
Museum
of
the
Lowcountry,
which
is
located
between
John
and
Ann
Street
downtown
and,
if
you
haven't
been
there
before,
I've
had
really
no
reason
to
go
there
until
I
had
a
child.
It's
a
pretty
awesome
place
and
they've
got
plans
to
take
that
organization
to
the
next
level.

We've
had
several
rounds
of
discussions
around
this
table
and
in
committee
about
the
various
means
to
go
about
that.
There
have
been
various
proposals
that
have
been
thrown
out,
that
that
have
been
sent
back
to
the
drawing
board.
But
the
organization
has
a
new
executive
director
now
and
they've
come
forward
with
a
proposal
that
it
wouldn't
that
would
entail
and
extend,
and
at
least
term
till
2040,
with
a
10-year
option.

Two
council
members
are
now
going
to
be
serving
on
the
board
and
we're
also
going
to
fund
1.2
million
dollars
of
hospitality
tax
to
help
them
take
their
facility
up
to
the
next
level,
which
was
the
goal
all
along
and
there's
also
some
obligations
for
the
city
to
continue
funding
maintenance,
the
tune
of
fifty
thousand
dollars
a
year
annually
to
kind
of
help
help
the
Children's
Museum.

You
know
moving
forward
and
I
think
the
committee
received
this
well
I
think
the
executive
director
did
a
great
job
presenting
to
the
committee,
and
this
item
was
approved
unanimously
as
well.
The
next
item
up
had
to
do
with
nothing
other
than
the
weight
room
at
the
Stony
at
Stony
field,
and
this
item
was
approved
unanimously.
We
had
a
very
good
discussion,
councilman,
Waring
and
I
about
how
part
of
weightlifting
necessarily
involves
weights
hitting
the
floor.

You
want
to
do
it
in
a
controlled
manner,
of
course,
but
we're
making
proper
accommodations
to
make
sure
that
correct
weightlifting
can
take
place
as
part
of
this
authorization
and
that
approved
unanimously
as
well.
Next
item
had
to
do
with
a
multi-family
project.
This
is
located
over
on
cunnington
Avenue.
This
is
next
to
the
New
Hope
Center,
and
it's
calling
for
98
units.
This
is
a
ground
lease
Arrangement,
a
City
put
out
an
RFP
for
this
project.
A
group
called
Conifer
developers,
Inc
responded.

Their
proposal
is
to
provide
this
housing
at
the
at
the
range
of
30
to
80
Ami,
which
serves
a
very
important
subsection
of
our
community,
and
that
was
approved
unanimously
as
well.
There's
language
in
that
agreement.

Well,
certainly
for
as
long
as
this
lease
runs,
which
is
a
very
long
time,
so
it's
a
60-year
lease
and
the
city
maintains
the
property
at
the
end
of
the
lease
term,
because
it's
a
ground
lease
as
we
as
we
talked
about,
and
so
this
is
going
to
be
much
longer,
affordability
being
locked
in
than
than
we're
used
to
seeing
in
some
of
these
deals,
and
one
thing
to
point
out
is
as
part
of
this
agreement,
the
developer
has
a
one
year
option
to
kind
of
exercise
their
rights
to
proceed
after
entering
into
the
agreement,
and
this
has
to
do
with
the
fact
that
the
state,
affordable
housing,
tax
credits,
the
LIE
Tech
you
know
deals-
are-
are
currently
in
a
bit
of
a
flux
at
the
state
house
and
they're
monitoring
that,
because,
if
that
doesn't
materialize,
they
may
not
be
able
to
move
forward
with
this
deal.

So
we
want
to
encourage
our
friends
in
in
Colombia
to
help.
You
know,
keep
that
program
going
as
it's
had
such
a
positive
impact
here
in
our
community

they're
going
to
look
like
in

us
will
be
around
to
see
it,
but
hopefully

they
maintain

little

that's

pretty

an
affordability
project

This
is

low
line
affordable
housing
site.
This
was
just
a

a
one-year
extension
to
to
the
lease
and
they've
actually
gone
through

bar
process.
We
can't
blame
this
one
on
the
difficulties
of
getting
bar
approval.
This
this
again
has
to
do
with
monitoring
Colombia
for
these
state
tax
credits.

this
is
an
example
of
two
projects
that
are
kind
of
hanging
in
the
balance
or
that
reauthorization
at
the
state
level,
and
then
we
had
an
executive
session
regarding
the
potential
acquisition
of
some
properties
over
in
West
Ashley.

of
giving
us
a
full
rundown
of
three
options
that
are
on
the
table
for
council's
consideration
today,
option
one
option:
two
option:
three:
he
went
through
the
history
of
where
we
started
and
where
we
are,
and
the
committee
unanimously
was

mind
that
we
would
defer
voting
at
the
real
estate
committee,
and
we
would
instead
put
this
issue
to
full
Council
after
the
opportunity
to
hear
so.

Everybody
could
hear
the
presentation

and
given
the
public
interest
in
this
development
and
as
demonstrated
by
all
the
folks
that
we
have
in
the
audience
today,
we
thought
it
would
be
appropriate

Council
and
to
hear
from
the
public
before
we
all
vote
on
that
project.

sure
everybody's
got
something
to
say
about
this:
we're
going
to

that
opportunity

think
the
real
estate
committee
was

mind
that
we
put
that
to
full
Council
for
a
vote
and
then,
finally,

think

minimum,
Council
can
have
discussion
without
taking
action

still
have
the
presentation
for
the
public
councilman

our
regular
council
meeting.

members

package

better

members

on

issue

well

means
we're
subject
to
have
more
latitude.

than
any

that's
funded

the

It
comes

public
disagrees

Means,

do

the
public
comment
period

city
council.

issue

All
of
these
people

will

The
idea
about
not
having
full
discussions
on
40,
potentially
45
million
dollars
of
taxpayers
dollars
after
having
been
caught
up
frankly
in
the
mayor's
office
for
the
better
part
of
six
years.

pivotal
change
with

election
and
a
lot
of
credit

councilman

wearing,

we

discussion
about
selling
or
leasing
it,
and
it
was
a
revision
clause
in
there
and
I
think
this
body
is
pretty
much
adverse
to
these
Clauses
that
give
revision
back
to
the
city
in
case
it's
not
being
used,
so
the
Children's,
Museum
and
I
remember
councilman,
Sheila
and
I.
In
you
know,
pouring
down
rain
went
over
there
and
took
a
a
tour
of
the
museum.

For
those
of
us
who
have
raised
children
and
are
my
young
colleagues
who
are
having
children
raising
them
down,
having
things
to
do
in
the
summer
in
the
City
of
Charleston
is
different,
and
particularly
if
you
live
on
the
peninsula,
those
opportunities
seem
even
scarcely
so.
The
children
museum
is
success.

city's
success
and

think
we
were
all
just
delightfully
appreciative
of
the
pivot
that
they
made
in
coming
up
with
this
option
on
which
we
approve

new
director

breath

fresh

previous
director
was
had
a

museum

even
legal
actions
being
taken

lady,
this
CEO
is
a
person
that
realizes
we
strongly

together.

forward
to

working
with
this
lady

she

has

can-do
attitude
of
getting
things
done.

discussed
briefly
the
difference
in
funding
funds
on
that
change
order,
but

important
point
is
that
we
are
proceeding
with
the
Concord
Pump
Station
refit
and
renovation,
which
is
now
25
years
old
and
a
major
component
of
our
stormwater
system
for
the
Upper
East
Peninsula
or
mid
up
mid
East
Peninsula
down
Meeting
Street
and
Calhoun
Street
over
to
the
pump
station,
so,
secondly,
the
moving
ahead
with
the
second
phase
of
the
West
Ashley
Bikeway
resurfacing,
I
think
that's
mostly
in
council
member
waring's
district.
It
goes
through
Ardmore.

We
had
done
the
first
phase
of
it
a
year
or
so
ago,
and
in
conjunction
with
that,
the
county
is,
will
soon
be
proceeding
with
a
better
connection
from
the
Bikeway
over
to
wapu
road
for
the
down
wapu
road
to
connect
with
the
refurbished
Greenway.
So
this
is
a
step
forward,
y'all
in
our
better
connectivity,
West
Ashley.

Thirdly,
well
good
shout
out
already
went
to
the
children's
museum
I
I
ditto
that
but
lastly,
this
thanks
staff,
Gianna
Charles
Johnson,
our
housing
and
legal
departments
on
this
new
lease
for
the
98
units
of
affordable
housing
on
cunnington
and
just
to
remind
everybody,
that's
going
to
be
right
next
door
to
our
new
permanent
location
for
the
Hope
Center,
which
provides
services
for
those
who
are
homeless
and
those
who
are
at
risk
of
becoming
homeless.

And
so
we'll
really
have
a
holistic
combination
of
wraparound
services
for
those
in
need,
plus
housing
right
next
door
to
it.
Mr
chairman
in
the
30
to
80
percent
Ami
range.
So
so
that's
going
to
be
long-term.

very
powerful
combination
for
helping
those
who
are
unhoused
or
at
risk
of
becoming
unhappy.
