Description
City of Charleston Committee on Ways and Means 10/27/2020
A
B
A
C
Us
pray
our
heavenly
father.
We
thank
you
for
all
the
blessings
that
you've
given
to
each
of
us
and
the
blessings
that
you've
given
to
the
city
of
charleston.
We
thank
you
for
those
who
work
so
hard
for
our
city.
Lord.
We
ask
that
you'll
continue
to
bless
each
of
our
city,
employees,
especially
those
who
put
themselves
in
harm's
way
for
our
safety.
C
D
A
Amen,
the
22nd
20
20
minutes
have
been
deferred
until
we'll
we
should
get
copies
in
the
mail
bids
and
purchases
for
approval.
Second
moved
and
properly
stated
any
discussion
on
bids
and
purchases,
if
not
all
in
favor,
say
aye
aye
guys
have
it
item
number
four
move.
F
A
F
That's
in
green,
yes,
is
there
a
timeline
on
that
because
I
did
I've.
Had
I've
had
a
few
inquiries
over
the
past
week
or
two
about
the
timeline.
H
Hello,
this
is
dustin
thompson
with
the
police
department.
The
timeline
for
that
I
spoke
to
the
council
with
the
housing
authority.
Yesterday,
I'm
shooting
for
mid-january
to
announce,
gatson,
green
open
and
then
robert
mills
back
open.
So
I
have
enough
furniture
down
at
robert
mills
I've.
Now
the
housing
authority
is
going
to
give
us
about
two
thousand
dollars
to
buy
some
furniture
for
gatson
green,
and
once
we
get
all
that
in
there,
we
should
be
able
to
open.
H
A
I
Thank
you.
I
was
just
I'm
glad
to
see
captain
thompson
on
with
us
and
because
I
was
hoping
that
maybe
we
could
get
a
little
more
explanation
about
the
objectives
of
the
substation,
especially
as
it's
to
be
a
community
resource.
Could
you
give
us
a
couple
of
minutes.
H
Yes,
ma'am
we
originally
so
the
the
property
is
22
and
24
flood.
It's
one
building
right
there
in
the
middle
of
flood
street,
the
one
story,
our
original
plans
after
the
housing
authority
reached
out
to
us
to
move
in
over
there
was
to
knock
out
the
center
wall
and
make
it
a
huge
community
community
room
they
they're
unable
to
knock
out
that
center
wall.
H
So
our
plans
now
are
to
one
half
of
it,
use
it
more
of
a
an
office
space
for
the
officers
to
go
in
and
do
their
work
and
then
the
other
half
as
a
community
center.
We
want
to
set
it
up
more,
like
a
doctor's
office.
Hopefully
next
year,
have
some
wi-fi
in
there
and
make
it
very
in
the
same
with
robert
mills,
just
make
it
an
encouraging
place
for
people
to
meet
and
for
us
to
interact
with
community
over.
A
I
mean
this,
isn't
something
new.
I
mean
we've
done
this
in
other
areas
of
the
city
as
well.
Bridgeview
at
one
point
also
had
a
substation
there
and
there
were
a
couple
other
places
and
it
seemed
to
make
a
a
difference
with
the
presence
of
public
safety
on
site.
F
I
A
G
C
A
C
Oh,
thank
you,
mr
chairman.
I
appreciate
it.
I
just
want
to
thank
our
staff
for
working
on
these
shelters,
making
it
possible
and
thank
the
coastal
community
foundation,
sisters,
the
charity
foundation
for
all
of
their
generous
support,
and
what
they're
doing
here
you
know
for
several
years.
Aldersgate
and
heaven
united
methodist
church,
has
done
an
incredible
job
with
warming
shelters
and
have
really
I
mean
taking
this
off
of
our
plate.
C
I
can
tell
you
that
pastor,
eric
grayson
at
partnered,
with
several
churches,
all
denominations
throughout
the
tri-county
area,
really
and
did
an
incredible
job
of
providing
showers
and
meals
and
warm
comfortable
place
to
sleep
on
cold
nights,
and
I
know
that
was
a
tough
decision
for
them
not
to
do
that
this
year.
I
I
know,
because
I've
had
the
blessing
of
being
able
to
work
with
these
shelters
as
one
on
the
overnight
team
and
a
representative
from
my
church
and
just
wanted
to
say.
Thank
you.
C
E
Chairman,
I
know
there's
a
motion
on
the
floor,
but
if
they
can
take
nine
ten
and
eleven
together,
if
the
person
who
made
the
motion
we
accept.
G
D
So
so
I
wanted
to
make
two
comments
if
I
may
items
four
through
11
or
series
of
grant
requests-
and
I
just
want
to
commend
our
staff
from
various
departments
for
pursuing
these
grants-
and
you
may
have
noticed
particularly
this
this
evening-
that
all
of
them
require
no
match
from
the
city.
So
we've
been
very
mindful
in
this
covet
19
era,
to
try
to
seek
any
funding
that
we
can
and
if
there's
no
match,
even
that's
a
bonus
and
then
also.
Secondly,
on
number
12.
D
I
wanted
to
thank
councilmember
jackson
and
her
leadership
and
helping
put
this
task
force
together.
That
includes
the
city,
the
town
of
james
island
and
charleston
county,
to
address
the
environmental
water
quality
of
james
island
creek
over
on
james
island,
and
it's
really
an
incredible
task
force.
All
the
stakeholders
are
involved
and
have
the
goal
of
cleaning
cleaning
the
natural
waters
over
there.
So
it's
a
it's
a
terrific
effort.
I
Thank
you.
I
I
do
appreciate
that
in
terms
of
emphasizing
the
collaborative
approach
to
this
challenge
for
the
whole
of
james
island-
and
I
I
do
think
that
is,
I
I
think
it's
just
going
to
be
a
very
positive
all
the
way
around
and
we'll
be
coming
back
for
a
lot
of
grant
opportunities
that
the
good
news
is
the
state
and
and
some
other
regional
entities
are.
Are
you
know
establishing
grant
awards
for
the
kind
of
work
that
needs
to
be
done
here?
A
J
Thank
you.
I
am
I
I
thought
I
understood
that
the
task
force
that
was
formed
was
going
to
move
forward
with
a
second
opinion,
so
I
want
to
know
how
that
factors
into
this.
D
So
that
that's
correct
well,
no,
the
the
the
task
force
is
going
to
make
a
recommendation
to
to
council,
and
I
I
did
confirm
that
the
inspectors
on
site,
even
as
we
speak,
they
showed
up
yesterday
to
do
a
new
inspection
of
both
the
exterior
and
the
interior.
D
So
regardless
we
need
the
services
of
bennett
engineering.
We
actually
voted
on
this
y'all
last
week
or
last
meeting,
but
there
was
a
concern
as
to
whether
my
stated
amendment
accurately
depicted
you
know
the
the
appropriate
words
for
the
approval,
so
so
we're
kind
of
doubling
up
on
on
this
approval
from
our
last
meeting
just
to
now
that
the
contract
got
redone
and
it's
to
make
sure
we
got
it
done
officially
right.
I
guess
you'd
say
the.
D
One
one
last
thing:
the
task
force
I
was
going
to
call
to
meet
after
this
inspection
is
done.
We
should
have
the
report
by
the
end
of
this
week
or
the
very
first
of
next
week
so
late
next
week,
we'll
we'll
look
to
have
our
first
meeting
of
that
task.
Force.
D
E
Yes,
I
know
the
task
force
com,
the
task
force
going
to
be
implemented,
but
I'm
going
to
ask
about
the
cooperative
bridge
tiff
money,
that's
what
we're
going
to
use
for
this
smokestack.
E
That's
the
problem
that
I
had
because
I
don't
want
to.
I
know
we
had
the
tip
money
for
drainage
and
for
housing,
and
I
know
that
we
haven't
used
some
of
the
money
for
this
for
the
storm
water.
Yet
this
is
approximately
two
million
dollars.
E
I
think
that's
sitting
there
and
I
just
I'm
wondering
if
that's
we're
putting
this
money
up
from
that
and
hope
next
year
the
money
would
increase
that
we
would
get
it
back
to
move
forward
with
it
with
the
stormwater
drainage
and
that's
what
I'm
asking
if
that
two
million
dollars
at
2
million
340
000,
is
coming
from
that.
D
D
If
we
are
to
accept
a
recommendation
to
fully
restore
the
smoke
stacks,
we'll
have
a
much
better
idea
of
what
it's
going
to
cost
and
then
council
will
have
to
make
a
decision
about
based
upon
some
real
facts
about
how
much
it
costs
whether
they
want
to
allocate
funds
from
the
tiff
or
not.
E
Okay,
I
just
wanna,
that's
what
I
wanted
to
make
sure
that
we're
not
jumping
into
it
right
away
until
we
found
all
the
particulars
to
it
and
yeah,
and
even
until
the
task
force
or
whatever
task
force,
we
meet
with
the
recommendation
coming
from
them
and
to
see
if
anyone
else
can
accomplish
any
money
too
toward
it
that
we
wouldn't
have
to
come
with
all
this
money.
That's
what
I'm
looking
at.
A
F
A
The
eyes
have
committee
on
real
estate.
Thank
you.
G
Mr
chairman,
I'm
sorry
to
say
that
we
didn't
have
any
nx
agents
on
our
agenda
yesterday
and
so
everybody's
in
the
same
thai
position
that
they
were
prior
to
yesterday's
meeting.
We
had
some
really
good
business
to
take
care
of
very
positive
stuff.
The
first
item
was
an
extension
to
amid
the
option
to
lease
between
the
city
of
dalston
and
flat
iron
partners.
G
This
was
the
first
amendment
to
the
contract
on
the
james
lewis
apartment
that
was
approved
unanimously.
On
item
b.
We
had
the
authorized
mayor
to
sell.
I
think
this
is
the
last
house
that
was
in
the
maryville
actual
house
for
affordable
housing
for
all
of
those
houses
are
being
sold.
This
was
a
contract,
sell
them
with
robert
t,
desasor
that
was
approved
and
then
item
c
and
d
were
related.
G
This
is
going
to
come
up
again
in
our
public
works
committee,
which
you'll
hear
from
councilmember
waring
during
our
regular
full
council
meeting.
This
is
to
address
a
quick,
clean
deed.
One
was
on
saint
philip
street
and
the
other
was
on
forestry,
and
this
is
part
of
this
process
to
deal
with
storm
water
management,
and
so
this
is
just
to
get
the
property
out
of
the
city
into
private
hands
and
then
to
move
it
on
to
another
stage
of
this
of
this
process.
We
all
four
of
those
items
were
approved
unanimously
to
proceed.
