Description
City of Charleston Committee on Ways and Means 8/18/20
B
C
A
B
Maybe
we
should
get
started
good
evening,
how's
everyone
today.
D
B
Good,
I'm
gonna
call
on
councilmember
griffin
to
give
us
the
invocation,
councilman
griffin.
E
Yes,
sir,
thank
you,
I'm
going
to
say
a
very
brief
prayer
for
perseverance
that
that
really
hits
home
for
me
holy
lord.
Thank
you
for
your
grace.
C
B
Before
we
do
that,
however,
there
is
an
amendment
to
3c
the
bids
and
purchases
and
it's
it
and.
B
Exactly
3c
has
been
withdrawn
and
just
in
case
you
want
to
know
what
that
was
about
is
the
in-car
camera
and
mobile
data
terminals,
and
so
that's
been
withdrawn.
Item
number
four.
B
Okay,
we'll
wait
until
we
get
to
that
one.
Then
item
number
four
budget,
finance
and
revenue
collection.
B
All
in
favor
of
bidding
purchases
with
the
amended
amendments,
please
say
hi
any
discussion
I
mean
the
eyes.
Have
it.
B
D
This
is,
this
is
a
different
issue.
This
is
the
eda
grant.
B
A
That's
correct:
it
was
just
the
scope
of
work
for
the
geographic
lending
area
for
the
grant.
D
B
Okay,
properly
seconded
any
discussion
on
items,
five
or
six,
if
not
all
in
favor,
say
hi
guys
have
it
item
seven.
H
H
All
of
them
is
off
of
the
cultural
affairs
and
we
can
take
all
them
together.
H
F
F
B
E
F
Thank
you,
mr
chairman,
the
committee
on
real
estate
net
yesterday
afternoon,
and
we
had
a
request
for
approval
right
away
for
a
utility
easement
from
commissioner
of
public
works
that
was
recommended
and
the
united
states
adopted
on
the
request
to
accept
a
donation,
and
this
is
where
the
question
comes
in.
It
is
the
jenkins
with
an
s,
links
with
an
ass
golf
association,
not
the
friends
of
the
community
and,
as
you
all
should
be
aware.
F
F
F
B
Do
I
hear
a
motion
so
move?
Second,
okay,
moved
and
properly
seconded
any
discussion.
B
D
Jackson
does
as
well
but
yeah
I'm
trying
to
get
your
attention
earlier.
D
I
just
wanted
to
thank
staff,
but
notably
meg
thompson
and
ruth
jordan,
for
pursuing
this
grant
that
we
accepted
this
evening
from
the
economic
development
administration
of
not
quite
but
not
not
too
far
off
from
a
million
dollars
for
a
revolving
loan
fund
to
help
businesses,
small
businesses
and
minority
businesses
that
have
been
impacted
by
the
coronavirus
and
a
shout
out
to
councilmember
saccharin
and
others
of
you
who,
early
on
attempted
to
get
a
loan
fund
going
and
and
urged
us
to
look
in
other
places
where
we
might
find
some
resources.
D
D
We
should
have
about
a
million
and
a
half
dollars
that
we'll
be
making
available
for
businesses
to
apply
for
ruth
and
meg
are
working
along
with
sterling
and
legal
department
for
working
on
the
on
the
program.
What
eligibility
and
all
like
that
we'll
have
that
ready
for
you
by
the
next
meeting,
but
I
I
just
thought
that
was
a
noteworthy
effort
on
their
part,
and
I
wanted
to
thank
them
for
making
them
happen.
B
The
mayor
this
is
dudley.
I
do
know
that
they
also
were
trying
to
put
a
hundred
thousand
dollars
as
a
part
of
that
grant,
in
order
to
provide
technical
assistance
to
many
of
the
applicants
that
may
need
it
is
that.
D
D
G
Chairman,
yes,
yeah,
it's
it's!
Yes,
I
I
would.
I
really
thank
the
mayor
for
highlighting
the
grant
for
the
eda,
but
I
it
occurred
to
me
as
we
were,
rushing
through
and
bundling
these
votes
together,
which
you
know
is
our
is
our
privilege
to
do,
and
we've
read
all
of
the
documentation
and
but
but
everything
on
our
agenda
today
is
related
to
grants
even
either
accepted
or
being
applied
for
and
having
been
a
grant
recipient
and
an
applicant
over
the
years.
G
I
think
that
we
just
need
to
give
a
little
pause
in
our
haste
to
vote
all
of
these,
together
with
the
staff
work
that
goes
into
each
one
of
those
grants,
no
matter
the
amount
researching
it
figuring
out
if
it
applies
to
the
city,
how
we
can
make
the
best
case
for
getting
these
grants,
it's
a
huge
amount
of
work.
So
I
think,
if,
if
any
staffer
on
this
call
that
had
anything
to
do
with
any
of
those
grants
today,
I
think
we
owe
them
a
big
add
a
girl,
attaboy
round
of
praise.
C
Yeah,
I
I
I
did
have
my
hand
up
all
right.
I
just
want
a
sec
second,
that
effort
I
mean
it
came
up
with
councilman
sacrament,
with
that
issue
of
the
need,
for
I'm
gonna,
say
micro
loans,
and
we
couldn't
do
it
that
way.
But
I'm
gonna
tell
you
the
effort,
on
behalf
of
the
city,
to
find
additional
funding
sources
and
now
a
much
better
coordination
with
the
ldc
going
forward.
Both
instances
and
the
city
has
been
strengthened.
C
In
that
regard
I
mean
I
don't
know
whether
it's
been
saved,
but
we
really
have
a
great
relationship
with
ldc
going
forward.
I
mean
going
going
back
18
months,
it's
like
night
and
day
but
councilman
saccharin.
Had
you
not
raised
the
issue?
I
don't
know
whether
we
may
have
looked
for
additional
dollars.
The
way
you
did
and
mr
mayor
you
and
the
team
legal
team
going
out
there
finding
additional
dollars.
