planning,
design
and
development
for
the
city
of
Charlotte,
I'm,
also
assistant
city
manager.
This
video
model,
who
covered
the
planning
department
structure,
a
look
at
our
2040
comprehensive
plan
on
what
council's
role
is
in
our
rezoning
process.
So,
let's
get
started
in
the
planning
department.
A
We
always
ask
ourselves
how
we
are
organized
to
deliver
on
these
promises.
The
planning
department
is
organized
in
five
different
ways.
One
is
the
urban
design
and
preservation
group.
They
focus
on
the
placemaking
aspects
of
our
community
and
then
we
have
the
longer
engine
strategy
planning
group
which
really
focus
on
our
area
planning
and
a
comprehensive
planning
process.
Let
me
talk
about
the
Comprehensive
Plan
process
for
a
minute.
We
refer
to
it
as
Charlotte.
A
How
do
we
make
sure
that
we
coordinate
these
efforts
with
different
agencies
and
with
different
segments
of
our
community
neighborhood
businesses?
New
businesses,
existing
businesses,
small
businesses,
new
neighborhoods,
exist,
enable
hoods
to
make
sure
that
no
one
is
left
behind
in
this
process.
So
this
plan
is
going
to
take
input
from
the
everybody
to
determine
exactly
the
different
scenarios
that
will
define
how
we
grow
in
the
next
20
years.
Then
we
have
our
Charlotte
regional
transportation
planning
organization,
which
is
really
a
metropolitan
planning
agency.

There
is
a
federal
and
state
funding
that
determines
exactly
where
we
should
be
planning
in
the
future.
They
develop
what
they
call
the
metropolitan
transportation
plan
every
five
years
that
capture
different
things
in
terms
of
corridor
planning
in
terms
of
trends
in
transportation,
whether
they
be
advent
of
autonomous
vehicles
in
our
community
or
where
new
roads
should
go
expansion
of
existing
roads.
They
even
contribute
as
well
to
our
transit
system,
and
then
we
have
a
shallow
development
center,
which
is
new.
A
The
trap
strengthen
planning
is
over
100
people
and
shallow
development
center
became
part
of
planning,
design
and
development
about
a
year
ago.

to
can

FY
2019

of
staff,
together
from
different
departments,

planning
and
building
permitting
process.

allows
us
to
interface
with
different
agencies
like
NCDOT,

in
one
place
were
able
to
review
different
permits
that
are
submitted
to
us.

plans
are
submitted
to
us
for
review
before
we
issue
permits,
and
then
we
have
our
what
we
call
the
entitlements
and
annexation
group,
which
is
really
where
we
process
our
reasoning
and
now
I
have
deaf
person.

a

rezoning
that
work
you
and
guide
you
through
what
their
reasoning
processes.

Rezoning
is
the
method
for
amending
the
zoning
classification
of
one
or
more
parcels
of
land.
The
city
has
two
types
of
Zoning
petitions,
a
conventional
rezoning
petition
and
a
conditional
rezoning
petition.
There
are
two
types
of
key
differences
between
these
petitions.
A
conventional
rezoning
does
not
have
a
site
plan
and
does
not
require
a
community
meeting.
It
also
does
not
have
any
conditions
for
the
council
to
consider
conditional
rezoning
have
a
site
plan
that
can
list
conditions
like
number
of
units
height
of
buildings
as
well
as
use
restrictions.

These
conditions
can
be
unique
to
each
plan
and
are
intended
to
enhance
the
project
and
limit
the
potential
impacts
to
nearby
properties.
Conditional
rezoning
is
also
require
a
community
meeting
organized
by
the
developer,
and/or
petitioner,
so
they
can
discuss
the
specifics
of
the
rezoning
request
with
members
of
the
community.

The
process
for
a
rezoning
is
similar
for
both
types
of
petitions
and
has
the
following
steps:
a
pre
submitted
meeting
to
discuss
the
potential
rezoning,
the
staff,
the
middle
of
the
application
to
rezone
the
property
notice,
the
citizens
who
live
adjacent
or
within
300
feet
of
the
property
being
rezone
staff
review
of
the
site
plan,
which
is
only
applicable
for
conditional,
rezoning,
--zz
staff
analysis
and
recommendation
public
hearing
with
the
City
Council
zoning
committee
meeting
and
a
City
Council
decision.
So
let's
talk
a
little
bit
more
about
some
of
these
steps.

Community
meeting
notices
are
also
required
to
be
mailed
by
the
petitioner.
If
the
case
is
conditional
and
requires
a
community
meeting
staff
also
places
a
legal
ad
in
the
observer,
announcing
the
public
hearings
for
all
petitions
being
considered
at
the
upcoming
zoning
meeting.
This
legal
ad
is
required
by
state
law
and
has
to
be
in
the
newspaper
no
sooner
than
25
days
and
no
later
than
10
days
prior
to
the
hearing,
staff
also
sends
a
legal
mailing
to
the
property
owners
adjacent
and
within
300
feet,
notifying
them
of
the
public
hearing
date.

The
staff
analysis
is
also
part
of
the
rezoning
process
and
staff
reviews
each
petition
and
develops
a
recommend
for
council
to
consider
some
of
the
elements
the
staff
considers
when
making
the
recommendation
are
consistent
with
adopted
policies.
Context
of
how
the
project
fits
in
with
its
surroundings,
the
community
benefit
and
transportation
impacts.
The
staffs
recommendation
is
not
based
on
public
input
or
comments
at
the
public
hearing
which
are
held
on
the
third
Monday
of
each
month.

As
part
of
our
zoning
meeting,
these
citizens
have
an
opportunity
to
discuss
their
concerns
or
their
support
for
a
rezoning
petition.
It
also
provides
staff
an
opportunity
to
make
their
recommendation
and
the
petitioner
to
present
their
proposal
to
the
City
Council
Council
then
has
an
opportunity
to
ask
questions
of
staff,
the
petitioner
and
public
speakers
at
their
discretion.
Following
the
public
hearing,
the
rezoning
petition
next
goes
to
the
zoning
committee,
which
is
a
committee
of
the
Planning
Commission
appointed
by
a
City
Council.

The
zoning
committee
also
attends
the
zoning
meetings
and
public
hearings,
and
so
they
are
aware
of
the
petitions
that
are
coming
to
them
shortly
after
they
also
have
their
own
meeting
and
our
recommending
body
on
rezoning
petitions
for
the
City
Council.
The
zoning
committee
meeting
meets
two
weeks
after
the
public
hearing,
which
typically
is
the
first
Tuesday
of
each
month.
Although
the
calendar
sometimes
has
a
meeting
fall
in
the
last
Tuesday
of
each
month,
just
depending
on
when
those
two
week
time
frames
occur.

The
zoning
committee
meetings
are
public
meetings,
but
they
are
not
public
hearings.
The
public
is
welcome
to
attend,
but
public
comment
is
typically
not
open
during
these
meetings,
although
they
can
take
and
ask
questions
at
their
discretion,
the
zoning
committee
will
then
make
a
recommendation
to
City
Council
on
each
petition
and
their
the
recommendation
is
independent
of
staffs
recommendation.
Following
the
zoning
committee
meeting,
the
City
Council
will
then
consider
a
decision
on
the
rezoning
petition
also
occurring
at
their
zoning
meeting
on
the
third
Monday
of
each
month.

These
decisions
typically
occur
one
month
after
the
public
hearing
and
they
cannot
be
considered
until
the
zoning
committee
has
made
a
recommendation
on
the
petition.
City
Council
considers
staff
recommendation
zoning
committee
recommendation,
as
well
as
public
input
to
reach
a
decision
on
each
petition.
Once
the
decision
has
been
voted
on
by
City
Council,
the
petition
is
either
approved
or
denied
a
valuable
tool
for
the
rezoning
process.
