8
1943
to
San
Juan
Virginia
Casino
of
Chelsea
Massachusetts,
who
grew
up
alongside
his
brother
Richard
Casino,
where
we
asked
Paul
Casino
began
his
Public
Service
career
as
a
school
committee
member.
We
served
for
four
years,
whereas
in
1976
Paul
Casino
became
an
alderman
to
the
board
of
aldermen
in
1982,
while
Sterling
as
president
to
the
board
of
Baltimore
Paul
stepped
up
as
in
from
here.

Guiding
many
councils
along
the
way
on
December
31st,
2022
Paul
Casino,
has
a
retired
from
the
position
of
Chelsea
Court
that's
becoming
the
longest
serving
clerk
in
the
city
of
Chelsea.
Now,
therefore
be
resolved
at
South.
City
Council
residents
would
like
to
wish
Paul
a
happy
endless
Leisure.
Thank

your
50
years
of
service.

asked
Columbia
on
December
16
2022
was
appointed
as
the
next
court
administrator
for
the
trial
court,
where
he
will
oversee
seven
Court
departments
and
over
six
thousand
employees
across
94
courthouses
throughout
the
Commonwealth.
Now,
therefore,
be
resolved
that
the
city
of
Chelsea
is
residents,
and
many
organizations
would
like
to
thank
Tom
evansino
for
all
his
work
throughout
his
Public
Service
career.
We
wish
to
congratulate
you
in
your
new
position
and
we
know
that
you
will
be
an
exceptional
administrator.

work,
but
as
far
as
Mr
ambrosino's
resolution
I
just
want
to
make
sure
that
I'm,
echoing
and
amplifying
the
sentiments
that
are
in
here
I've
had
the
honor
of
working
with
Mr
ambrosino,
my
entire
tenure
here
on
the
city
council.
It's
it's
it's
like
it's
night
and
day.
If
you
really
look
at
where
we
were
before
he
started,
we
didn't
have
any
holiday
decorations
down.
There
wasn't
any
mural
there
weren't
any
Arts,
the
community
just
wasn't
as
vibrant
as
it
is
under
Tom's
Administration.

What
we've
been
able
to
do
in
the
DPW
Department,
creating
the
water
department,
a
recreational
department,
Reviving,
the
youth
commission.
He
was
a
really
good
listener.
Whenever
you
would
go
into
his
office
and
you
brought
up
any
concerns,
he
always
made
it
a
point
to
listen.
He
gave
some
pushback
when
it
came.
I
remember,
I
was
I
was
joking
with
him
recently,
because
when
I
first
started
on
the
city
council,
I
said
what's
up
with
all
of
this
development,
and
he
said
he
said
counselor
in
a
city
like
Chelsea.

We
didn't
we
weren't
that
familiar
with
Robert's
Rules
of
Order
so
being
able
to
work
with
someone
that
was
so
patient
and
willing
to
break
down
things
in
a
way
that
we
can
understand
this,
so
that
then
we
can
share
that
with
with
our
constituents
with
everything
having
someone
that
that
had
an
open
door
policy
that
was
really
open
to
just
different
ideas
and
different
perspectives.
Somebody
that
looked
at
municipal
government
through
a
lens
of
equity,
it's
just
been
a
real
pleasure
working
with
Tom
I.

even
called
you
Tom
look
at
that.
We're
growing
the
third
embassino
being
able
to
work
with
him
and
with
the
different
city
councilors
that
we
had
on
this
side
has
really
been
an
honor

emotional,
about
him,

about

we're
going
to
have
in
that
office
and
they
have
big
shoes
to
fill

many
things

say
about
Mr
ambrosino,
but
the
greatest
thing
we
can
say
about
him
is
that
he
worked
for

people.
The
actual
people
of
our
city
are
going
to
be
the
losers
by
him,
not

here.
He

puts

priority

people
and
to
do
a
great
job
ahead
of
anything
else.
There's
all
thing
of
being
here
is
to
be
a
servant
of

people
and
that's
what
makes
Mr
ambrosino
a
great
person
and
a
great
leader
because
he's
not
a
selfish
person.
He
doesn't
have
any
ambition
for
himself.

ambition

to
help
the
people
which
he
works
for,
and
it's
been
my
honor

pleasure
to
have
you
as
a
city
manager
you'll

missed
by
the

leave
they'll
understand
what
a
great
asset

know
at

age
of

think
I
was
maybe

years
back,

first
encounter
with
Mr
ambrosino
was
inviting
him
to
a
room
full
of
tenants
and
I
think
it
was
one
of
like
the
first
few
weeks
that
he
had
come
into
our
city
to
to
take
on
this
this
seat,
and
these
tenants
had
horrible
housing
conditions
and
I
did
not
know.
Mr
ambrosino
at
all,
I
didn't
know
his
background.

I
knew
he
was
a
no
city
manager
and
he
says
if
you
have
bad
conditions
and
the
landlord's
not
fixing
them,
and
the
landlord
is
not
obeying
the
code.
The
the
the
laws
for
code
violations
lawyer
up
and
rent
strike
and
I
was
just
in
shock
right,
because
I
was
like
Wow
for
for
our
city
manager
to
simply
just
like.
Take
off
the
city,
manager,
hat
and
say:
I
used
to
be
an
attorney
and
I'm
going
to
tell
you
right
now.

have
the
right
to
hold
your
rent
if
you're
not
living
in
decent
housing.

just
felt
like
that
was
that
was
that
was
so
good
for
our
city
manager
to
be
able
to
guide
our
tenants
and
to
be
just
so
transparent
with
our
tenants
and
to
truly
want
to
support
them
and
Mr
ambrosino
we're
going
to
miss
you

Bittersweet

because
it's
our
last
official
council
meeting

you-

you
know
there
is
a
lot
that
I've
learned
from
many
leaders
in
the
public
service
space
and
something
that
I've
learned
from
you
is
and
I
wish
to
take
with
me
is
just
aside
from
the
open
door
policy
aside
from
always
being
responsive,
always
saying
yes
to
any
event,
even
if
there's
500
people,
there
are
only
two
people,
you've
always
show
up
for
our
community,
but
what
I
love
about
you
and
what
I
admire
the
most
is.
I
How
humble
you
are
humble.
You
have.
Not
only
are
you
humble,
but
you
have
a
very
strong
moral
compass
in
every
decision
that
you
make
and
we've
seen
that
for
the
past
seven
years
that
I've
been
a
city
councilwoman
I've
seen
you
I've
seen
you
make
amazing
decisions
in
terms
of
the
people
that
you
hire
your
Administration
is
by
far
one
of
the
most
diverse
administrations.
It
is
by
far
local
Administration
that
we've
seen
we've
seen.

the
eviction
Task
Force
program,
we
have
been
leaders
in
the
state
and
that
has
been
possible
under
your
leadership.
So
thank
you
so
much
for
what
you've
done
here
in
Chelsea.

what
you've
done

all,
for
what
you're
teaching
the
next
generation
of
leaders
of
how
to
be
leaders
like
you,

they

Reverend
Dr,
Martin,
Luther,
King
Jr,
was
a
leader

great
coverage
and
skill,
who
became
known
as
the
drum
major
of
the
American
Civil
Rights
Movement
to
a
franchise
black
citizens
and
whereas
Dr
Ken's
life
was
tragically
cut
short
by
an
Assassin's
Bullock
in
April
of
1968
in
Memphis
Tennessee.
While
he
was
there
to
Champion
the
cause
of
underprivileged
workers.
Whoever
has
due
to
the
efforts
of
many
dedicated
people
who
believe
Dr.

understand

movement
and
recognize

legacy

his

they
will

Boston
Common
that

privilege
and
honor

he
would

been

King

know

work,

sacrifice

Legacy
he

behind,

you
going

be
selecting
the
new
city
manager?

I
attended
many
of
those
meetings
when
the
city
Charter
was
being
written
and
the
first
the
two
top
two
things
that
all
the
people
who
attended
those
meeting
wanted
was
that
the
person
has
experience
as
a
city
manager
and
moves
into
the
city
within
a
year.
Unfortunately,
when
the
selections
came
up
on
that
first
city
manager,
the
city
manager
actually
did
not
have
any
of
the
experience
that
was
in
the
charter,
which
means
they
didn't
have
the
city
manager
experience.

So
a
city
solicitor
who's
now,
actually
a
capacity
solicitor,
Kim
driscoes
now
lieutenant
governor.
She
was
the
solicitor.
Her
opinion
was
that
the
person
did
not
qualify,
but
the
city
council
could
override
it.
So
that's
what
you
did
most
of
you
were
not
there
and
basically
overwrote
it
and
which
means
that
the
city
manager
position
became
a
training
ground
for
city
manager
and
let
I
know
at
least
one
of
them
went
to
be
a
city
manager
somewhere
else
and
I,
know
local
papers
saying
oh
yeah.
This
position
be
is
used
as
a
stepping
stone.

that's
fine

mean
you've.
You've
been
here
for
a
long
time,
but
I
like
to
see
somebody
who's
got
the
experience
and
somebody
who
wants
to
move
into
this
city,
not
like

first
manager.

kids

Saugus
to
Chelsea,
but
when
I
got

job
moved
them
to
Peabody.
So
what
does
that
say
about
your
respect
for
this
city
right
now?

get
it's
been

long

people

move
in
now,
but
those
are
when
you,

you
choose,
choose
somebody
who,

have
some
qualification
they're
not
going
to
be
learning
according
to
the

job

especially

voters
wanted.

people
wrote
it

just
mentioning

mothers
passed
away

live

this

don't
care

somebody

they'll
be
here

update
on
affordable
housing
units
in
Chelsea
I
have
a
task
for
you:
I'll
review
the
latest
subsidized
housing
inventory
for
the
city
of
Chelsea,
prepared
by
dhcd
dated
April
of
2022..
This
document
provides
a
breakdown
of
each
building
with
affordable
units
in
the
city,
as
you
can
see,
dhcd
recognizes
2
416
subsidized
units
or
19.19
percent
of
our
total
housing
inventory.

Dhcd
does
not
anticipate
updating
this
inventory,
with
numbers
from
the
more
recent
2020
census
until
mid-2023,
so
this
inventory
under
percentage
numbers,
are
a
bit
misleading.
Obviously
all
of
these
units
are
occupied
Now
by
Chelsea
residents.
Unfortunately,
it
is
impossible
for
the
city
to
determine
how
many
individuals
residing
in
these
units
were
previously
Chelsea
residents
before
occupying
these
subsidized
units.
You
should
know
that
the
city
doesn't
coverage
all
the
developers
of
new
affordable
units
to
provide
a
preference,
resixton
Chelsea
residents
to
the
maximum
extent
Allowed
by
federal
housing
laws.

is
a
very
important
subject
to
all
of
us,
because
this
city
doesn't
need
affordable
units
plenty
of
them
because
there's
plenty
people,
but
the
funny
part
about
this
report
is.
It
doesn't
really
show
you
how
many
Chelsea
residents
around
these
affordable
units,
how
many
actual
people
from
Chelsea
live
in
these
units
and
how
to
Affordable
units
operate.

So
everything
else
goes
to
everybody
else
and
the
tenants
they
pay
the
most
it's
I
like
affordable
housing,
I
wish
there
was
more
affordable
housing,
but
actually
for
the
people
of
Chelsea
to
be
afforded.

The
people
of
Chelsea
cannot
afford
these
houses
as
they
call
affordable
houses.
Ninety
percent
of
the
people
really
don't
know,
I
didn't
know
how
it
worked.
I
learned,
I,
didn't
know
how
it
worked.
You
build
a
building
with
70
units
10
out
of
those
units
of
affordable,
seven
out
of
those
units
will
go
to
Chelsea
people.
So
all
the
other
units
are
not
affordable
for
Chelsea
people.
They
call
market
rate
which
in
return
brings
the
rent
up
and
what
they
do.

Is
they
don't
pay
the
same
taxes
as
you,
the
homeowner,
so
it
puts
a
bigger
burden
on
the
taxpayers
of
the
city
one
and
for
another.
It
doesn't
really
help
the
people
of
Chelsea
to
get
into
affordable
units
and
I'm
always
hearing
affordable
units,
affordable
units.
Yes,
why
don't
you
build
a
building?
A
hundred
percent
affordable
units
for
Chelsea
people,
I'm
for
that
I
want
Chelsea
people
to
go
to
these
affordable
units.
All
these
companies
that
have
all
these
affordable
units
they
get
tax
breaks.

They
paid
lower
taxes,
but
it's
not
the
city's
fault.
That's
the
way
the
system
is
so
in
our
city.
I
would
like
to
see
the
system
change.
It's
very
hard
to
change
the
system
that
doesn't
benefit
the
poor
man.
The
system
always
benefits
the
rich
person.
It
never
benefits
the
little
guy
or
the
person
that
wants
to
rent
the
house.
Yes,
we
need
lots
of
affordable,
but
in
return
the
more
affordable
houses
you
built
in
this
city,
the
faster
they
get
rid
of
you.
That's
what
happens
because
what
it
does
is.

are
they
going
to
afford
it?
Then
you
say:
affordable
houses,
affordable,
affordable
houses,
yes
I'm
for
affordable
houses
for
Chelsea
people
for
one
time
make
units
available
to
the
people
that
live
here
make
sure
that
the
next
building
gets
built
in
this
city
gets
built
with
the
priority
to
put
Chelsea
people
in
it.
They
deserve
to
get
affordable
housing
units.
That's
the
way
it's
supposed
to
be
it's
very
hard.

can't
change
it.
I,
don't
know.
If
any
of
my
fellow
counselors
can
change
it.

one
question:
through
the
chair:
I
believe
the
state
put
out
numbers
in
2014..
These
numbers
are
fairly
antiquated
and
so
I
didn't
realize.
If
that
we
had
to
go
all
the
way
back
to
2010
I,
believe
the
state
put
out
numbers
in
2014
that
are
more
up
to
date
than
this
and
have
a
actual
higher
percentage
of
affordable
housing
than
19
percent
I.
Believe
it's
something
like
21
percent
or
22
percent.
If
I'm
not
mistaken,.

That
inventory,
that
you
have
I,
think
it
has
an
April
2022
date
on
it.
That
is
the
most
recent
inventory
provided
to
the
city
from
dhcd,
so
they
do
send
that
list
to
us
periodically.
I
believe
that
particular
list
is
that
has
an
April
2022
date
on
it.
The
problem
with
that
list,
as
I
mentioned,
is
twofold.
There
are
some
subsidized
units
that
are
missing
and
we've
notified
dhcd
that
there's
there's
a
there's,
some
missing
units,
but
the
more
significant
one
is
the
total
housing
unit
number
that's.

The
denominator
is
based
upon
the
2010
census
that
won't
change
until
they
will
change
it
eventually,
based
on
the
housing
statistics
from
the
2020
census,
but
it's
not
yet
reflected
there,
and
apparently,
according
at
least
to
the
information
provided
from
dhcd,
they
won't
change
that
denominator
until
mid-2023.
as
soon
as
they
change
that
denominator.

expect
our
percentage,
even
with
these
additional
units
that
are
missing,
will
drop
from
the
19
to
something
less.

So
I'll
be
quick
good
evening.
Members
of
the
council,
so,
with
respect
to
the
expiring
units
of
our
department,
formulates
a
plan
for
each
expiring
property,
usually
two
to
three
years
in
advance
of
the
expiration
date,
so,
for
instance,
on
the
inventory
that
the
city
manager
provided
there
are
a
couple
of
units
that
are
owned
by
North
Suffolk
mental
health
that
are
set
to
expire
relatively
soon.
So
we
have
been
in
discussions
with
them
relative
to
extending
the
affordability
period
on
those.
Generally
speaking,
we'll
work
with
state
agency
and
federal
agency
partners.

Many
of
those
Partners
have
financed
these
properties
at
some
point
in
their
lifespan,
they've,
given
them
loans,
they've,
given
them
mortgages
and
generally
will
prepare
a
package
with
the
state
and
our
federal
partners
of
new
financing.
So
it's
usually
like
a
new
loan
in
exchange
for
40
or
50
years
of
more
affordability
after
it
expires.
There
are
a
couple
of
larger
buildings
that
are
upcoming,
that
are
on
our
radar.

communication
received
from

ampicino
traffic
lights
on
Broadway
in
Congress,
get
counselors
I
am
writing
in
response
to
the
council
Lotto
requesting
an
update
under
traffic
lights
at
Broadway
and
Congress
Avenue.
Please
note
that
the
installation
of
a
traffic
signal
at
this
location
is
anticipated
to
be
a
component
of
the
revitalizing
Lower
Broadway
construction
project.
There
will
be
several
traffic
signals
along
Broadway
as
part
of
that
reconstruction.
Unfortunately,
construction
on
the
roadway
portion
of
this
large
reconstruction
project
is
still
several
years
away.

is
a
very
dangerous
intersection.
I
know
that
we
were
supposed
to
get
a
light.
I
get
the
communication
and
it
says
it'll
be
a
few
years
before
we
do
get
a
light,
but
meanwhile
they
should.
They
should
do
something
about
it.
Either
they
put
a
stop
sign
or
they
should
have
an
officer
that
goes
there
and
directs
traffic
during
peak
hours
when
the
people
are
trying
to
move
around,
because
it's
getting
so
bad
within
that
area
that
it's
impossible.
It
takes
you
such
a
an
extended
time
to
go
from
one.

If
you
live
at
the
top
of
Congress
to
go
to
the
mullers
The
Market
Basket,
as
you
know
it,
it
will
take
you
an
hour.
Sometimes
it
takes
you
an
hour
just
to
get
there
and
and
then,
when
you
get
to
the
end,
then
not
not
to
mention
when
they
Shrunk
the
road
they
used
to
be
like
I
know
it
was
one
lane,
but
two
cars
used
to
use
it.
Now
they
don't
because
there's
a

trash

Notwithstanding

specific
terms
of

council

I
understand

discussion

two
counselors
who
signed
the
order
that
the
real
concern
they
seek
to
address
is
the
problem
of
property
owners,
avoiding
the
trash
fee
by
opting
out
of
the
city
program
for
pickup,
but
then,
instead
of
paying
for
the
private
pickup
putting
trash
out
on
trash
day,
the
city
does
have
a
way
to
avoid
this
problem.

ask

copies
of
contracts
for
private
pickup
before
allowing
owners
to
opt
out
of
the
trash
fee,
but
to
avoid
the
potential
for
cancellation
of
those
contracts
without
notice
to
the
city
and
then
utilizing

ensure

our
vendor

accounting

list

locations
that
have
opted
out

our

don't
know
how
often

happens,

happen

lot

times

these
people
have
private
pickups
and
they
wait

battle

whatever.

was

utility
work

for
