we've

we
wanted

talk
briefly
about
an
exciting
opportunity
that
we
have
for
the
past
couple
of
years.
Claudia
and
I
have
led
the
outdoor
club
at
Chelsea,
High
School
and
we're
hoping
for
the
first
time
in
a
long
time
to
be
able
to
do
an
overnight
this
year
in
February,
we
work
with
Educators
Outdoors,
which
is
located
close
by.
They
have
been
providing
us
with
all
the
gear
that
we've
used
over
the
past
couple
of
years.

students
have
been
waiting
quite
a
while
to
go
on
a
trip.
They
often
ask
us
Hampshire,
which,
for
some
students
they've

of
our
students
have
never
seen
snow
before
so
we're
hoping

we
can
give
them
a
winter
wonderland
experience
that
they've
never
had
before
and
even
if
they
had.

build
relationships

because
all
of
our
students
are
immigrant
students,
most
of
whom
are
newcomers,
but
some
of
our
students
have
grown
with
us
over
the
years
and
we
even
see
amongst
them.

really
great
mentorship
and
we
hope
that
it
would
be
an
opportunity
for
our
students
to
show
off
these
great
skills
that
they
have,
that
they
don't
necessarily
get
to
show
in
the
classroom.

members
of
the
school
committee,
over
the
past
couple
of
months,
Chelsea
High
School
students
have
United
and
led
an
effort
to
change
the
attendance
policy
referred
to
as
the
e-policy
with
such
students
have
collaborated
with
school
administrators
members
of
the
school
committee,
superintendent's
office,
parents
and
community
members
to
amplify
the
voices
of
students
and
their
needs
to
an
improved
education,
we'd
like
to
thank
all
entities
for
their
efforts
into
revising
the
policy.

But
improvements
still
needs
to
be
made
to
this
policy.
When
reviewing
the
revised
attendance
policy,
the
policy
only
states
that
the
attendance
appeal
board,
consisting
of
three
members
administrator
of
Social,
Work,
administrator
of
counseling
and
the
attendance
officer.
The
purpose
of
the
attendance
appeal
board
is
to
provide
a
second
opportunity
to
overturn
an
appeal
decision
made
by
the
attendance
officer.

The
attendance
officer
would
have
already
denied
the
appeal
we
want
the
appeal
board
to
have
new
voices
in
the
decision
making
in
the
subcommittee
meeting
on
12-8
school
committee,
members
and
superintendent's
office
discussed
forming
the
appeal
Board
of
five
members,
including
administrator
of
Social
Work
administrator
of
counseling,
one
parent
liaison
and
two
Educators
on
this
board.
As
students,
We
Believe,
five
representatives
of
on
the
board,
excluding
the
attendance
officer,
will
be
a
fairer
process.

In
a
meeting
with
students
on
11722,
the
superintendent's
office
discussed
the
accessibility
of
parents,
submitting
parent
notes
to
excuse
an
absence
of
their
child.
They
expressed
the
parents
would
be
able
to
make
a
call
to
the
school
to
specify
to
a
specific
line
where
they
would
be
able
to
leave
a
voicemail
or
talk
to
a
school
representative
to
excuse
their
child's
policy.

Rather,
the
revised
policy
fails
to
mention
the
implementation
of
the
system
when
promises
students.
We
believe
this
would
provide
submitting
notes
in
an
accessible
manner
the
new
policy
states.
Students
must
return
documentation
to
school
in
accordance
with
the
attendance
policy
to
have
their
absences
from
classes
excused.
When
students
are
being
dismissed
from
school,
they
either
have
a
signed
parent
note
or
parent
being
present
to
dismiss
their
child.
This
leads
to
confusion
for
students
and
parents
leading
to
more
unexcused
absences.

The
new
policy
doesn't
outline
the
communication
between
teachers
and
support
staff.
When
the
class
begins,
teachers
are
responsible
for
marking
a
student
present
or
absent.
This
is
an
issue
with
students
who
may
be
with
a
counselor
or
social
worker,
because,
although
the
student
may
be
in
school
with
the
support
staff,
they
aren't
in
class
ending
up
with
the
student
being
marked
absent.
This
leads
to
an
on
to
the
issue,
with
students
being
marked
with
an
E
due
to
the
unexcused
absences
accumulated
when
initially
advocating
for
the
change
of
this
policy.

Various
students
have
given
their
personal
testimonies
on
receiving
an
e
on
quarter
four
or
quarter
two
for
semester-long
class,
which
has
left
them
with
no
method
to
appeal.
This
e,
the
new
attendance
policy,
continues
to
fill
to
find
solutions
to
appealing
an
e
for
Quarter
Two
on
semester
classes
and
quarter.
Four,
we
need
to
look
for
alternatives
to
for
students
to
be
able
to
buy
back
their
grade.
Lastly,
our
school
administration
and
central
office
must
appropriately

roll
out
this
new
policy
to
CHS
students,
parents
and
faculty.

attendance
rate,
dropout
rate,
Mobility
rate
and
failing
rates.

If

go

the
attendance
rate,
we
had
a
a
challenging
attendance
month
in
December,
as
you
can
see
during
the
month
of
December,
pretty
much
every
grade
went
down
below
the
yearly
average,
in
particular
we're
looking
at
below
80
percent
in
ninth
10th
11th
and
12th
grade
12th
grade
drop
below
70
percent
at
68.5
in
reflecting
on
this
drop
I
think
there
are
a
few
factors
that
contribute,
as
you
all
know,
we're
dealing
with
the
quote-unquote
triple
demek
of
flu
RSV
and
covet.

We
did
have
some
challenging
weather,
which
usually
negatively
contributes
to
our
attendance
rate,
and
you
know
I
think
it's
probably
a
factor
that
we
have
the
attendance
policy
waived
at
this
current
time
at
the
high
school.
As
you
can
see,
the
high
school
drops
are
a
little
bit
lower
than
everywhere
else.
So
that's
where
we're
at
with
the
attendance.

So
the
dropout
rate,
thus
far
this
year
we
have
49
dropouts
and
we're
at
a
rate
of
2.78
percent.
Last
year
for
the
year
we
were
at
3.34
percent,
so
this
is
certainly
higher
than
we
would
like
as
nope,
not
yet
for
the
programmatic
breakdown
we're
looking
at
dropouts
by
L
students,
and
so
this
year
we
have
15
non-ls
and
34
L's.
So
that's
1.29
percent
of
our
non-ls
are
dropping
out
and
5.67
of
our
L's.

It
should
be
noted
that
we
have
16
students
during
the
month
of
December
that
have
withdrawn
and
I
want
to
clarify,
because
I
did
a
little
bit
of
digging
here.
15
of
those
16
students
are
listed
as
location
unknown.
That
does
not
mean
we
don't
know
where
they
are.
It
means
that
their
location
is
based
on
what
school
they're
enrolled
in,
so
they
do
not
have
an
enrolled
school,
but
we
didn't
lose
them.
We
they
are
not
enrolled
in
our
school.

Currently
we
did
were
able
to
convince
one
one
student
to
enroll
an
adult
ed
program
and
we've
met
with
a
few
others.
The
process
is
that,
as
students
have
consecutive
absences,
we
send
a
certified
mail
at
10
days.
We
do
Outreach,
we
do
phone
calls,
we
do
home
visits
and
some
of
those
students
are
no
longer
at
the
residence,
but
others
have
the
opportunity
to
meet
and
they
have
been
non-responsive.
So
they
go
down
as
dropouts.

And
for
the
mobility
we,
the
month
of
December
total,
we
had
42
ins
and
55
outs,
so
this
was
the
first
month
of
the
year
where
we
actually
had
a
net
loss
in
students,
but
we're
still
we're
still
at
a
high
rate
in
our
district.
So
we
are
still
at
pre-covered
levels,
I
believe
that
is
it
correct
and
that's
all
any
questions.

Oh
sorry,
failing
grades,
we
had
one
more
so
for
failing
grades.
In
quarter,
one
for
grade
nine.
We
had
505
students
in
in
grade
nine
84
of
those
have
one
failing
grade.
45
of
them
have
two
failing
grades.
32
of
them
have
three
failing
grades
and
eight
of
them
have
four
or
more
failing
grades.

a
percent
of
33.5,
which
is
a
slight
drop
as
compared
to
the
2122
school
year,
but
a
slight
increase
as
compared
to
the
2021
school
year
for
grade
10,
a
bigger
drop
out
of
the
440
great

students.
We
have
73
failing
one
grade,
21
failing
two
grades,
26
failing
three
grades
and
seven
failing
four
or
more
at
a
rate
of
28.6,
which
is
actually
lower
than
the
2122
rate
and
also
lower
than
the
2021.

decline
in
every
grade,
all
the
way
down
during
the
month
of
December,
but
the
high
school
was
a
larger
decline
than
the
other
schools.

research
shows
us
that
students
who
fail
it's
three
or
more
classes
in
ninth
grade
are
apt
to
drop
out.

we
really
heavily
tracking

then
we

grades
and
credits
at
nine
and
ten.

that's
trajectory
for
graduation
as
well,
but
we
we
are
tracking
10,
11
and
12.
We
know
how
many
kids
are
on
track
for
graduation
and
we
have
we're
targeting
the
students,
but
we
can
get
that
for
you.

to
determine
who
the
best
fit

the
students
and
everything
felt
as

as
possible

thought
that
we
had
come
to
a
consensus.

now
we're
going
to
count
on
different
departments
that
need
to
show
up

school's
integrity
and
the
accessibility

because
part

issue,

far
as

originally
contested,

current

students
didn't
feel
like
they
could
have
access
when
needed.
So
if
we're
going
to
be
adding
additional
members
and
it's
gonna,
it
sounds
like
that.
Now
we
have
more
schedules
to
coordinate
and
less
time
to
do
so.

you
know,
as
a
reminder,
you
did
vote
on
that
subcommittee
to
push
the
amended
information
as
it
was
I
mean
again,
the
liaison
is
added
on
all
I'm
interested
in
is
making
sure
that
the
proper
and
best
fitted
team
is
on
there,
so
that
everyone
feels
supported,
and
everyone
feels
like
they've
been
heard,
seen
and
understood.
So
again,
if
we
do
add
a
teacher
which
teacher
from
where,
when
how
long
so,
having
said
that,
I
would
vote
against
having
that
Amendment.

in
terms
of

between
a
family
liaison
and
any
other.

to
get

students
