persons

podium
and
the
city

until
the
speaker
has
completed
his

her
comments
good
evening.
K
Good
evening
I
went
to
scott
sousa
co-president
of
the
dcma
and
clear
sky
restaurants.
I
wanted
to
take
a
moment
first
to
thank
somebody
in
this
room
who
has
tirelessly
done
an
insurmountable
amount
of
work
over
the
past
four
years.
As
previous
president
of
the
dcma
lina
tashira,
has,
you
know,
knocked
down
every
one
of
your
doors
relentlessly
and
you're
probably
chuckling
there,
but.
K
K
K
Some
of
you
may
have
gotten
a
little
goodie
bag
that
that
you're
like
what
the
heck
is
this,
so
that's
kind
of
what
we're
trying
to
promote
right
now
there
is
a
sub
district
of
the
dcma
called
the
cleveland
street
district
that
runs
from
coachman
park
to
myrtle
street
or
lav
from
drew
street
over
to
chester,
and
we
are
in
in
the
midst
of
that
is
the
street
closure
of
the
four
and
500
blocks
of
cleveland
street
and
the
business
have
done
extremely
well
since
the
street
closures
and
something
we
hope
to
continue.
K
So
we
want
to
build
off
of
that.
We
put
the
best
marketing
minds
of
all
the
pinellas
county
and
probably
the
whole
world
together,
and
we've
come
up
with
the
district.
So
here
we
are,
I
feel
like
I'm
on
shark
tank
like
I'm
selling
this,
but
so
we
have
the
district
we've
created.
What
we
truly
have
is
something
that
both
tampa
and
st
pete.
Don't
we
have
outdoor
dining
with
live
music
with
a
beautiful
view
of
the
water.
K
We
have
a
spot
that
once
we
get
back
to
normal
a
little
bit
more,
we
can
have
outdoor
markets,
we
can
have
night
markets,
we
can
have
produce
markets,
we
can
have
arts
and
crafts
shows.
You
know
we
will
be
able
to
to
supersede
anything
that
dunedin
and
safety
harbor
have,
because
we
we
have
this
facilities
and
and
a
way
of
doing
it.
K
K
But,
most
importantly,
what
we
finally
have
is
an
identity
for
downtown
clearwater.
We
want
to
be
known
as
the
outdoor
entertainment.
You
know,
venue
of
the
entire
tampa
bay
area,
so
that,
in
short,
is
what
what
the
district
is.
We've
scheduled
a
marketing
blitz
in
conjunction
with
the
cra,
amanda,
howard
and
rosemary,
have
all
been
extremely
helpful
and
beginning
on
the
15th
of
september.
K
We
are
having
a
marketing
blitz
to
all
media
in
the
area,
radio,
tv
print,
and
we
would
like
to
invite
all
of
you,
somewhere
between
the
21st
and
25th
of
september,
to
have
a
ribbon
cutting
ceremony
for
the
district
in
right
downtown
and
to
promote
it.
We'll
get
charlie
belcher
there.
We
have
all
sorts
of
great
ideas,
but
we're
going
to
make
a
whole
week
of
it
and
make
it.
You
know
an
event
as
much
as
we
can
at
this
time,
but
we'd
love
your
help
and
support
to
be
able
to
do
that.
K
We
have
all
sorts
of
things
going
on.
We
have
a
direct
mailer.
That's
going
out
that
everybody
will
will
receive
seven
thousand
people
in
our
area.
We
planets
emailing
that
probably
or
mailing
that,
rather
probably
I
don't
know
eight
times
ten
times
between
between
september
and
the
end
of
the
year.
We
have
little
fans
for
when
it's
sitting
outside
and
it's
hot
and
you
need
to
do
that.
We
have
masks.
Obviously
we
have
shirts,
we
have.
Oh,
I
can't
even
name
it
all.
We
have
so
many
things.
K
Sorry,
we've
contracted
a
social
media
person
to
tie
into
the
new
website
that
we
have,
which
is
the
district,
so
I
guess
I'm
running
out
of
time,
but
thank
you
for
your
time.
We
hope
to
get
some
support
from
you
down
the
road
on
that
and
it's
it's
gonna
help
better.
You
know
downtown
cleveland
and
have
a
reason
for
people
to
come
down.
So
thank
you.
E
Thank
you,
mr
souza,
and
thank
you.
Miss
shara
for
all
she's
done
for
the
district,
and
we
look
forward
to
continuing
to
partner
with
you
to
make
downtown
clearwater
great.
E
L
Hi
carolyn
bradham,
yes,
and
I
are
co-chairing,
as
you
know,
and
I
just
want
to
thank
the
city
first
of
all,
thank
you
so
much
for
allowing
us
to
extend
our
closure
till
the
14th
of
january.
We
really
appreciate
that.
L
There's
been
so
many
positive
comments,
there's
so
many
positive
things
going
on
with
the
voucher
program
that
the
city
has
sponsored
for
us.
I
would
say:
I've
talked
to
four
restaurants
this
week
and
overall,
the
last
four
weeks
versus
the
prior
four
weeks.
There's
definitely
been
an
uptick
in
business
for
us
and
a
lot
of
that
to
a
large
degree
is
because
of
that
voucher
program.
L
L
The
first
call
I
made
was
to
howie
our
fire
inspector
to
come
down
and
make
sure
that,
as
we
installed
these
fans,
we
were
doing
it
per
code
versus
waiting
for
somebody
to
come
and
tell
us
what
we
had
done
wrong.
So
we
are
really
trying
to
work
within
the
parameters
that
the
city
needs
for
us
to
be
able
to
stay
open
and
make
this
a
very
safe
but
really
attractive
place
for
people
to
come
to,
and
I
think
for
us
we're
excited
we're
excited
about
being
able
to
tie
right
on
in
to
our
project.
L
E
And
I
believe
we
have
lisa
lanza
on
the
line
for
citizens
to
be
heard.
E
E
M
Hello,
I
think
I've
realized
that
there
you
go.
I
have
to
I
had
to
press
star
six
for
anybody
who
calls
in.
I
guess
you
have
to
press
star
six
okay.
I
just
wanted
to
say
that
I
did
sign
the
petition
and
I've
enjoyed
myself
and
and
friends
have
enjoyed
the
street
closure
and
the
voucher
program
and
I've
been
promoting
the
voucher
program
on
facebook,
as
well
as
amongst
many
people
who
did
not
know
about
it.
M
I
do
want
to
say,
though,
as
far
as
the
downtown
development
district
or
the
downtown
district-
let's
just
say
there
is
the
district-
does
extend
I'm
looking
at
the
map
right
now,
and
the
district
does
extend
all
the
way
to
the
east,
to
frederick
avenue
and
on
cleveland,
and
it
includes
cleveland
plaza
and
those
restaurants
to
the
north
of
cleveland
plaza
where
nature's
fruit
patch
is
and
the
I
think
it's
called
the
pro
shop
pub.

For
this
week,
thank
you
very
much.
O
All
right,
good
evening
again,
it's
your
last
time
for
me,
michael
cordon,
representing
the
citizens
concerned
with
the
press
lake
dog
clark
renovation,
sent
the
last
input
from
all
the
people.
I
sent
an
input
to
you
all
last
night
hope
you
saw
it
concerning
the
present
condition.
O
Again
we're
still
unhappy
about
the
way
it
was
redesigned
et
cetera.
You
know
we're
going
to
live
with
it
and
show
you
how
that
wrong.
That
is,
it
goes
along,
but
there
is
a
couple
concerns
we
just
noted
just
day
before
yesterday.
Yesterday
posted
signs
about
opening
this
saturday.
O
We
would
beg
to
say,
don't
sure
we
wanted
it
open
early,
but
that
was
with
plans
that
were
going
a
different
direction.
We
would
prefer
that
you
leave
it
closed
at
least
one
more
week,
if
not
till
the
present.
Our
previous
opening
day,
the
sod
that
you
put
in
has
barely
been
in
two
and
a
half
three
weeks.
Some
of
it
hasn't
even
been
watered
for
two
weeks.
O
It
looks
green,
but
if
anybody
around
you
has
a
yard
nose,
you
can
take
a
piece
of
sod,
throw
it
on
top
of
concrete
and
water.
It
it'll
stay
green.
It's
not
rooting
into
the
ground.
The
dogs
are
going
to
tear
it
up
plus,
if
you
notice
in
the
email.
The
big
thing
is
dogs,
urinate
in
dog
parks,
fresh
grass,
gets
burnt
out.
O
O
O
You
can't
empty
them
fast
enough
to
take
that
away.
You
put
them
right
by
the
entrance.
The
only
real
congregating
place
that
you
have
for
human
beings.
Also
the
entrance
where
dogs
come
in
as
a
dog
comes
in
all
the
other
dogs
group.
There
people
can't
stand
up
anything,
they
get
crowded,
it's
a
full
rush,
as
it
is
now
you're
going
to
make
that
smaller
area
overwhelmed
with
obstacles.
People
have
to
bounce
around,
as
well
as
the
odor
and
the
bugs.
O
Please
move
the
trash
cans
back
outside
a
little
way
from
that
area
where
they
were
before,
and
that
just
a
note
that
came
up
just
yesterday.
O
I
know
there
is
a
code
about
feeding
the
ducks
or
feeding
the
animals
period
nobody's
enforced
it
forever,
not
since
I've
been
here
in
six
years,
nobody's
even
said
anything
about
it,
but
now
you
have
employees
that
are
out
there
berating
and
threatening
old.
Ladies
for
feeding
the
ducks
tell
them
they're
going
to
go
to
jail
at
least
please
post
these,
because
most
people
aren't
aware
of
it.
E
P
P
P
I've
been
informed
that
there
are
plans
in
the
future
to
do
a
total
renovation
of
them,
but
I
I
thought
it
was
maybe
a
budget
problem,
so
I
talked
to
the
finance
department
and
I
find
that
that
there
have
been
budget
funds
that
have
been
unspent
in
previous
years
for
landscaping
along
the
medians
and
so
council
members.
I
would
suggest
that
a
higher
priority
be
given
to
maintaining
this
part
of
the
city.
That
is,
the
entrance
to
our
city,
a
city
whose
logo
is
bright
and
beautiful
from
the
bay
to
the
beach.
E
G
I
put
a
few
e-comments
from
elizabeth
davis.
I
would
like
to
celebrate
the
presentation,
suggestions
and
innovative
thinking
for
imagine
clearwater
that
councilmember
beckman
presented
monday
august
17
at
the
end
of
the
work
session.
It
was
great
to
know
that
many
possibilities
will
be
considered
and
evaluated
by
all.
I
would
like
to
add
that
our
promenade
sidewalks
on
our
beach
walk
should
continue
to
be
our
signature.
G
We
are
a
three
and
four
generation
city
with
strollers
walkers
wheelchairs
and
people
who
love
being
able
to
enjoy
space
and
our
six
feet
of
today,
and
please
evaluate
and
consider
this
kind
of
green,
very
wide
forest
draining
walk
for
our
landmark
park.
Concrete
and
pavement
are
hot.
It
is
a
win-win.
Thank
you
for
listening.
G
I
have
a
comment
in
from
pam
van
vanderland,
dear
sirs,
I
would
like
to
lodge
a
complaint
about
a
very
ugly
derelict
boat
that
is
parked
in
front
of
our
beautiful
home
with
water
view.
It
is
simply
ugly
and
ruins
our
view
and
is
very
upsetting
to
us.
She
provided
a
photo
and
I'll
make
sure
that
council
receives
a
photo
of
of
the
boat.
It
seems
that
this
should
be
illegal
to
mar
the
beautiful
water
views
we
all
have.
I
vote
for
outlying,
derelict
boats
in
our
waterway.
G
I
have
one
more
from
donna
andrus,
dear
council
members.
I
want
to
submit
my
strong
support
for
an
ordinance
concerning
the
long-term
mooring
of
vessels
in
the
waterways.
There
has
been
a
very
unslightly
small
houseboat
parked
on
the
intercoastal
waterway,
just
north
of
downtown
underwater
near
the
harbor
bluffs
condo,
building
at
500
north
osceola
avenue
for
at
least
six
months.
Numerous
residents
have
complained
and
some
have
called
in
only
to
be
told.
There
is,
unfortunately,
nothing
that
can
be
done
about
it.
G
When
I
called
last
year,
the
marine
police
sounded
frustrated
that
they
are
pretty
much
powerless
to
do
anything
about
it
and
said
this
is
a
growing
problem
when
boats
park
for
a
short
time
or
even
overnight,
such
as
to
watch
the
fireworks
on
the
4th
of
july
or
to
hear
a
concert
at
coachman
park.
That
is
totally
fine
and
a
pleasant
sight,
but
an
old,
run-down
boat
should
not
be
allowed
to
park
there
indefinitely
marring
residents,
water
views
derelict.
Cars
are
not
allowed
to
remain
on
city
street,
and
this
is
a
similar
thing.
F
E
E
Not.
I
would
ask
for
a
motion
to
approve
7.1
through
7.8
and
7.10
through
7.12.
S
G
S
T
Sure
how
frequently
does
fema
generally
update
those
maps?
Do
you
know,
or
I
don't
know.
S
S
Working
on
the
coastal
area
for
five
or
six,
there
wasn't
any
effort
to
update
these
until
probably
seven
or
eight
years
ago.
There's
some
work
that
the
city
did
on
alligator
creek
and
submitted
to
them
they're
planning
on
updating
the
maps
with
that
when
it
meets
their
funding
and
time
schedule,
we
don't
have
a
whole
lot
of
control
over
fema
and
their
maps
are
what
regulate
the
insurance
and
the
finished
floor.
Elevations
of
the
properties,
okay,.
Q
U
Good
at
good
evening,
brian
langell
assistant
director
for
clearwater
gas
system,
this
is
a
gas
utility
easement
for
us
to
install
and
maintain
our
gas
lines
at
a
shopping
center,
plaza
in
pasco
county.
It's
located
at
the
southwest
corner
of
little
road
and
state
road
54
and
the
easement
is
sufficient
to
meet
our
operational
needs
to
serve
any
customers
within
that
plaza.
I'd
be
happy
to
answer
any
questions.
D
D
T
I
83
93
83
long
line.
I
E
E
V
Chief
dan
slaughter
with
the
police
department:
this
is
a
housekeeping
change
to
update
the
ordinance
thirty
three
zero
five:
five
to
clarify
the
derek
elect
at
risk.
Vessel
penalties
in
the
process
for
addressing
it
adds
clarifying
language
related
to
derelict
vessels
and
navigable
waterways
and
provides
for
a
process
for
dealing
with
derelict
vessels
to
be
handled
through
a
civil
citation
process
through
the
city
magistrate
system
provided
for
an
article
7
of
the
clearwater
development
code
and
we're
currently
working
a
total
of
probably
eight
vessels.
V
At
this
point
we
have
a
total
of
two
derelict
and
four
at-risk
that
are
south
of
the
causeway.
Of
course,
the
one
that
was
referenced,
the
two
that
referenced
early
one
up
up
in
mandalay
and
then
also
the
one
north
of
the
causeway.
I
wouldn't
have
to
take
any
questions.
D
Chief,
can
you
describe
what
the
procedure
is
for
declaring
a
derelict
vessel
from
the
time
that
you
declare
it
to
the
time
that
it
gets
taken,
care
of
or
hauled
off.
V
Well,
part
of
the
reason
that
we're
making
some
of
these
ships
in
this
language
is
so
that
we
can
actually
have
kind
of
more
a
process
that
can
be
managed
in-house.
Currently,
they
we
would
utilize
and
go
through
the
florida
wildlife
commission,
the
fwc
officers.
There
will
be
a
posted
notice
on
the
boats.
There
would
be
a
process
to
go
through
a
county
system
for
it
to
be
declared
and
then
a
removal.
V
After
that,
with
this
process,
we
hope
to
be
able
to
move
much
quicker
and
much
more
expedient
and
and
hopefully
make
some
determinations
earlier
on.
So
with
respect
to
say
a
vessel
that
is
in
substantially
dismantled
condition
which
is
kind
of
not
really
a
process
or
a
factor
that
had
been
kind
of
widely
embraced
by
other
channels.
So
we
believe
that
this
will
give
us
the
ability
to
go
much
much
quicker,
but
the
process
could
have
taken
upwards
of
two
to
four
months
in
the
previous
system.
V
D
And
I
think
some
of
the
issue
is
that
you
really
don't
know
who
the
owner
is.
You
can
post
it
on
the
boat,
but
you
got
to
wait
till
they
respond,
there's
so
many
days
that
you
give
them
to
do
that
and
then
it
kind
of
goes
into
limbo.
If
we
don't
know
who
is
a
true
owner
of
the
boat,
is
that
correct.
V
That
is
correct.
Some
of
that
is
a
challenge.
Some
of
it.
Making
contact
with
the
owners
is
a
challenge.
The
the
marine
unit
officers
have
many
of
the
owners
they're
pretty
familiar
with
right
now
we're
starting
to
see
this
is
this
is
a
problem
and
that's
why
we're
bringing
it
forward
and
you're.
V
Certainly
in
the
council's
very
well
aware
of
it,
we
have
people
out
there
that
have
two
or
three
vessels,
so
sometimes
it
becomes
more
about
kind
of
trying
to
get
them
to
remove
it
because
of
trying
to
avoid
the
risk
and
the
expense
of
the
process,
but
quite
honestly,
with
with
this
ordinance
once
it
kind
of
gets
through
fruition,
there's
really
not
a
requirement
that
I
have
to
have
a
24
48
hour
notice.
V
We
probably
will
post
it
for
for
a
period
of
time,
but
in
reality,
if
it
is
meets
the
criteria
of
being
in,
you
know,
dismantled,
condition
or
certain
other
conditions.
We
can
remove
a
wedge
quicker.
There
was
one
on
mandalay
that
we
did.
I
think
we
were
able
to
move
it
within
a
week,
an
expense
like
six
hundred
dollars
to
the
department,
but
we
are
trying
to
create
a
process
that
is
much
more
expedient
and
we
did
work
up
a
system
as
well
with
the
with
marine
in
aviation.
V
So
when
we
encounter
some
of
these
vessels
that
had
drifted
into
private
docks
and
private
sea
walls,
now
we
are,
if
we're
capable
of
moving
them.
Sometimes
that's
a
challenge,
but
if
we're
capable
of
moving
it
we're
taking
it
to
a
a
transient
slip
and
putting
it
there
while
we
go
through
the
process
and
and
make
arrangements
for
the
removal,
it's
hard
to
give
you
a
date
certain
time,
because
it
is
having
to
negotiate
and
work
with
the
removal
services,
and
there
there's
definitely
several
factors
in
play
here.
V
But
we
are
trying
to
streamline
the
process.
It's
been
a
goal
of
ours
for
this
entire
year
to
work
on
it.
D
V
Well,
I
I
I
will
say
with
this
process
we
are
potentially
going
to
be
at
risk
for
absorbing
some
expenses
to
be
completely
open
and
honest
with
in
for
the
purpose
of
disclosure.
There
is
the
ability,
in
the
judgment,
order
once
it
determined
and
it
goes
through
the
civil
citation
process
to
essentially
attach
that
fine
to
the
owner,
if
we're
able
to
recoup
those
fees
or
not.
V
D
V
V
No
sir,
just
a
few
spectators.
D
G
And
then
city
council
policies,
2-21
3-2,
3-4,
3-5,
5-7,
5-12-4
and
8-2
council
members
during
the
work
session,
I
reviewed
the
policies
regarding
special
events,
responses,
special
events,
street
closure
limitations,
landscaping
of
city
roads
and
amplification
of
sound
at
city
venues.
Most
of
them
were
amending
languages
to
make
it
current
to
current
practice.
G
So
I'm
going
to
go
over
that
right
now
there
is
going
to
be
added
language,
so
there
will
be
an
h
and
it
reads:
media
interview,
requests
that
are
not
addressed
to
a
specific
council
member
will
be
assigned
in
the
following
order
for
availability,
mayor
vice
mayor
and
remaining
council
members
based
on
their
seniority.
G
E
Any
questions
for
the
clerk
is
there
anyone
to
speak
to
item
8.3.
J
P
Thank
you,
council
members.
I'd
like
to
recall
this
is
bill
johnson
again,
I'd
like
to
recall
the
clearwater
charter
review
committee,
recommendations
in
2019,
and
they
did
make
several
recommendations
relative
to
goal
management
of
the
city
and
the
council
at
that
time,
thought
that
those
recommendations
were
better
not
put
in
the
charter,
but
rather
in
adopted
in
council
policy,
and
so
it
seems
like
appropriate
that
this
time
would
be
the
time
that
you
would
incorporate
those
recommendations.
P
E
That
is
something
that
I
was
hoping
would
also
be
included
when
we
had
our
meeting
that
we
had
talked
about
at
the
work
session
on
monday
to
talk
about
philosophy
and
some
of
the
concepts
that
are
most
important
kind
of
driving
forces
for
each
of
the
council
members.
I
think
that
is
a
natural
outcome.
E
From
that
meeting
is
we
will
be
talking
about
how
we
want
to
measure
the
outcomes
that
we
have
within
the
city,
so
that
is
what
I
plan
to
address
it.
Hopefully
that
addresses
mr
jones's
question.
I
don't
know
how
the
rest
of
you
feel
about
that,
but
I
think
that's
the
appropriate
time
to
address
it.
E
E
I
Council,
this
is
your
approval
of
the
confirming
the
coven
19
emergency
proclamations
and
adopting
resolution
20-44,
declaring
the
continuing
the
declaration
of
emergency.
J
D
R
E
8.5
you're,
muted
mister
horn
keeps
you
she
probably
wants
to
meet
me.
Q
Council,
mayor
council,
this,
if
you
recall
our
conversation
on
monday's
work
session,
where
we
were
trying
to
trying
to
express
and
have
a
conversation
around
priorities
in
particular
planning
priorities.
Q
Q
I
talked
to
mr
delk
and
other
staff,
and
I
asked
him
just
to
kind
of
you
know
briefly
outline
you
know
kind
of
the
sequence
as
we
see
it
and
ask
you
if
if,
in
fact
your
priority
is
that
whatever
it
is
that
we're
doing
in
this
regard,
it
gets
accomplished
before
31
december
2021
we're
going
to
discuss
some
of
this
at
the
september
15th
meeting.
But
I
wanted
to
make
sure
that
that
september
15th
meeting
is
really
framed
accordingly,
as
it
relates
to
your
priorities.
So,
mr
belk,
would
you
please
speak
to
this.
W
Yes,
thank
you
bill,
michael
delk
assistant
city
manager.
I
think
you
know
we
are,
as
you
are
well
aware,
developing
a
strategy
and
and
some
preparation
for
recommendations
to
you
with
regard
to
how
we
move
forward
on
a
number
of
fronts.
W
One
is
the
the
request
for
proposals
which
needs
to
go
out
the
referendum,
question
or
issue,
and
the
impact
of
those
in
the
support
of
those
coming
from
various
work.
Programs
among
multiple
departments.
W
W
While
we
are
in
the
middle
of
a
very
pronounced
and
important
construction
phase,
and
I
think
that
you
know
that
construction
phase
may
in
and
of
itself
really
give
us
a
very
be
very
conducive
to
marketing
our
bluff
properties,
developing
a
messaging
and
a
vision
around
those.
So
I
think
you
know
in
that
regard.
Our
timing
may
be
actually
somewhat
to
our
advantage,
or
at
least
we
want
to
to
make
it
to
our
advantage.
W
If
we
can
so,
I
think
you
know
what
we're
doing
is
want
to
schedule
or
map
out
with
you
a
plan
for
the
timing
and
nature
of
the
rfp,
which
is
coming
up
the
use
or
not,
of
a
and
including
the
structure
of
the
conservancy,
what
the
conservancy
is
for
and
and
how
we
want
to
populate
the
conservancy,
and
you
know
these
are
the
reasons
why
we've
scheduled
the
september
15th
special
work
session.
W
But
in
preparation
for
that,
as
bill
mentioned,
you
know
we're
having
this
discussion
leading
up
on
monday
micah
and
I
today
met
with
cra
director
and
the
director
of
economic
development,
and
we,
we
talked
a
little
bit
about
what
the
the
impact
of
the
opportunity
zone
is
on
on
a
schedule
that
we're
thinking
contemplating
as
to
how
to
present
it
to
you
on
the
15th.
W
And
so
I
want
to
briefly
mention
you
a
couple
of
things
in
terms
of
the
timing
of
the
schedule
and,
first
of
all,
let
me
say
a
caveat
that
I
am
not
an
expert
on
the
opportunity
zone
program
and
I'm
not
sure
at
this
point.
Who
is,
I
think,
there's
a
number
of
moving
factors
to
it.
It
seems
to
be
a
very
good
program.
W
So
just
very
briefly
we're,
as
we
indicated
to
you
I
think,
early
earlier
in
june
or
sometime,
the
skasco
is
looking
at
a
construction
schedule
in
the
range
of
I
think
28
to
32
months
or
somewhere
in
that
range.
So
let
me
just
say
for
general
purposes
of
estimates,
let's
say
a
30-month
construction
schedule.
W
We
would
be
finishing
up
assuming
we
get
started
in
september,
which
I
believe
that
we
will
we're
really
looking
at
at
a
march
of
2023
to
kind
of
wrap.
All
of
that
up.
So,
certainly
between
now
and
then
within
that
time
frame,
we
should
we
will
be
managing
the
rfp
process,
the
establishment
or
not
the
conservancy,
and
what
that
looks
like,
as
well
as
developing
a
relationship,
hopefully
that
we
can
move
forward
with
the
development
partner
on
the
development
of
the
bluff
properties.
W
The
if
we
we
anticipate
moving
forward.
We've
talked
about
the
the
regulatory
update
to
the
downtown
plan
as
a
as
a
possible
priority
over
the
next
several
months.
If
we
do
that,
we're
looking
at
the
completion
of
that
around
july
of
2021.,
this
kind
of
brings
us
to
the
the
opportunity
zone
issue
based
on
you,
know
our
discussions
and
our
research,
and
we
obtained
some
information
actually
today
from
an
economic
group
in
the
city
of
atlanta,
I
think
the
and
it
kind
of
describes.
W
I
think
what
that
december
2021
deadline
means-
and
that
is
that
there
are
some
additional
deferrals
or
tax
advantages
at
the
ten
seven
and
five
year,
timelines
for
the
op
use
of
the
opportunity
zone
funds,
so
the
ten
years
and
the
seven
years
are
off
the
table
for
us
at
this
point
or
anybody
who's.
Investing
in
that
the
december
of
2021
is
an
opportunity
for
the
step
up
in
basis
for
the
tax
deferral
on
the
five-year
increment.
W
So
it
does
not
mean
that
the
program
expires
or
that
there
cannot
still
be
use
of
the
opportunity
zone
funds
beyond
december
of
2021,
as
I
understand
it,
but
that
step
up
in
basis
for
the
tax
advantages,
part
of
that
incentive
will
go
away,
at
least
in
the
short
term.
So
I
guess
the
concern
that
I
would
have
and
what
we
want
direction
from
you
on
is
the
extent
to
which
this
is
your
priority,
and
I
know
you've
had
a
number
of
folks.
W
Who've,
probably
you
know
been
talking
with
you,
your
constituencies
with
regard
to
the
the
opsone
program,
but
I
think
it
could
be
to
our
disadvantage
to
build
the
system
and
the
process
around
that.
W
What
I
would
call
almost
an
artificial
deadline
of
sorts
when
we
have
a
number
of
incentives
that
we
can
bring
to
the
table,
including
continued
use
of
the
opportunity
zone
and
the
questions,
the
uncertainties
that
might
mean
for
us
in
terms
of
the
referendum
or
not
whether
the
referendum
is
a
general
language
referendum
or
whether
we've
more
fully
developed
a
partnership
with
a
developer
and
design
a
referendum
language.
That's
much
more
specific.
W
I
know
there's
some
pros
and
cons
to
that.
I
think
you
know.
We've
talked
about
the
advantages
to
a
a
more
specific
partnership-oriented
referendum
question,
so
those
are
strategies
that
we'll
be
talking
to
you
about
much
more
in
depth
on
the
15th
of
september.
W
So
tonight
I
guess
I
would
you
know
I
would
like
some
direction
from
you
as
we
prepare
prepare
for
that
discussion
on
september
15th,
to
understand
the
the
importance
or
prioritization
that
you
have
with
regard
to
the
opportunity
zone
program
in
and
of
itself,
because
that
may
alter
kind
of
the
scheduling
of
how
we
try
to
bring
you.
W
You
know
a
process,
and
the
last
thing
I'll
comment
on
that
in
the
request
for
expressions
of
interest,
the
outline
that
we
had
in
there
for
possible
timeline
scenario,
I
should
say
call
for
a
potential
referendum,
this
november,
which
is
not
going
to
happen
and
that's
somewhat
covet,
related
and
and
other
things,
but
it
called
for
the
actual
issuance
of
the
rfp
in
the
first
quarter
of
2021.,
I've
talked
to
pam
a
little
bit
today
about
that.
W
I
you
know
without
making
any
guarantees,
I'm
I'm
going
to
try
to
see
if
we
can
move
that
up
to
the
fourth
quarter
of
this
year
and
getting
the
rfp
on
the
street
and
get
us
a
little
bit
of
a
head
start
on
on
getting
our
marketing
before
the
public
and
I've
looked
at.
Some
of
the
ideas
from
our
folks
in
the
cra
and
they're-
really,
I
think,
they're
on
to
some
some
very
good
ideas
for
how
we
can
market
those
properties
and
expand
our
level
of
interest
in
the
rfp
phase.
W
So
with
that
I'll
turn
it
back
over
to
you,
mayor
and
and
really
I
would
like
to
know
the
prioritization
that
needs
to
be
applied
to
the
opportunity
zone.
Capital
program.
D
Well,
I
think
you
explained
to
me
a
little
bit
better
about
what
the
opportunity
zone
is
really
how
we
could
use
it.
I
just
didn't
want
to
miss
an
opportunity
if
it
was
out
there
for
developers
that
you
know
wanted
to
take
advantage
of
it
and
then
we're
kind
of
dragging
our
feet
saying
we're
not
really
sure
where
we're
going
to
go.
We
may
have
an
rfp
coming
up
soon
and
you
know
there's
a
timetable.
D
It
needs
to
be
met
for
all
this
to
happen,
and
it's
it's
good
to
hear
that
you're
talking
about
getting
it
out
by
the
end
of
the
you
know
this
year,
even
if
we
don't
have
an
rfp
out
there,
yet
I
mean.
Are
you
using
the
rfei
for
basis
of
what
ideas
are
going
to
be
to
put
in
the
referendum,
or
are
you
going
to
wait
till
the
rfp
comes
in
and
then
use
specific
ideas
that
are,
you
know
the
market
is
telling
you
what
to
do.
W
I
you
know
we're
going
to
take
the
actually
the
limited
amount
of
input
that
we've
gotten
we've
had
two
responses.
As
you're
aware,
we've
talked
to
both
parties
to
some
extent
and
what
we're
going
to
do
is
to
take
a
look
at
what
kind
of
language
might
go
in
the
rfp
and
we're
going
to
we're
going
to
look
at
that
from
both
a
general
question
standpoint
as
well
as
a
specific
question
standpoint.
If
it's
a
general
question,
we
do
not
need
a
development
partner.
W
If
it's
a
specific
question
to
the
rfp,
we
probably
need
to
develop
that
relationship
so
that
we
can
define
our
development
parameters.
I
think
that's
a
strategy
discussion
that
we
will
have
with
you
on
september.
15Th,
that's
a
very
important
question
and
not
one.
U
W
E
D
D
W
There's
a
a
range
of
concerns.
You
know
market
the
level
of
institutional
uses
downtown
just
a
host
of
things,
but
we're
going
to
when
we
get
ready
to
issue
the
rfp.
W
W
Some
are
participants
in
the
downtown
saint
pete,
peer
area.
Who
would
like
to
look
at
opportunities
out
here,
so
you
know
we're
gonna,
we're
gonna
try
to
find
a
way
to
let
those
folks
know
how
they
can
be
participants
in
our
redevelopment
effort,
even
if
they're
not
necessarily
individually,
all
respondents
to
the
rfp,
some
may
be.
Others
may
want
to
partner
with
people
who
are
responding
to
the
rfp.
W
So
that
will
be
a
major
undertaking
to
answer
your
question.
Yes,
when
we
get
to
that
phase-
and
I
think
the
the
rfei,
although
we
didn't
get
the
number
of
respondents-
that
we
wanted-
have
really
kind
of
helped
to
bring
to
focus
to
us
the
nature
and
the
kind
of
interest
that
people
are
looking
at,
and
I
think
we
can
expand
on
that
and
we
we
need
to
expand
on
it
in
the
next
phase
and
I
believe
that
we
can
okay.
Thank
you.
T
Yeah,
do
you
know
what
year
the
federal
government
designated
that
as
an
opportunity
zone
as
in
how
long
have
these
multi-millionaires
had
the
opportunity
to
engage
in
that
opportunity
zone.
T
Okay,
okay,
I
sat
in
on
that
meeting
that
was
in
held
at
the
ring
in
2019,
where
it
was
discuss
the
opportunity
zone
and
what
the
advantages
were
so
people
have
had
a
while.
I
I
just
I
would
be
hesitant
to
feel
pressure
to
move
this
along
quickly
in
order
for
people
you
know
to
take
advantage
of
it
under
some
tight
timeline.
T
There's
another
concern
with
I
I
question
or
or
want
to
help
me
understand
why
there's
a
push
to
move
up
the
fourth
to
the
fourth
quarter
of
this
year
for
an
rfp,
there's
so
much
unknown
with
our
economy
with
you
know:
engaging
voters
to
okay,
a
potential
referendum
for
this
area
and-
and
I
question
too
whether
or
not
we've
engaged
any
residents
to
help
shape
what
an
rfp
might
look
like
or
what
they
would
be
open
to
on
that
bluff.
T
I
don't
know
if
you
consider
that
appropriate
or
not,
but
if
ultimately,
they
have
to
vote
on
it,
I'd
kind
of
like
to
get
an
idea
of
what
they
envision
or
might
support
on
that
bluff,
or
do
they
help?
You
know
how
what
kind
of
input
or
shaping
is
there
for
the
parameters
of
the
rfp
whenever
we
put
it
out,
and
I
and
and
just
one
more
thing
is
the
scheduling
of
ultimately
a
referendum
before
december
of
2021,
I
mean
how
are
we
going
to
get
voters
engaged
on
board?
T
You
know
assuming
they'll
vote
for
it.
It's
just
to
me.
There's
a
whole
lot
of
pressure
there
that
that
I'm
not
I'm
not
comfortable
with
right
now,.
W
Well,
I'll,
I
will
respond
to
a
couple
of
things
there
and
you
can
tell
me
if
you,
you
know
if
this
kind
of
gets
to
your
your
point,
I
one,
I
think
the
opportunity
zone
program
is
an
excellent
program.
I
think
it's
it's
one
that
can
bring
capital
into
disadvantaged
areas.
So,
while
I'm
on
one
hand
asking
you
not
to
let
that
drive
the
train,
I
am
in
no
way
suggesting
that
we
should
not
pursue
an
opportunity
zone
partnership
with
somebody.
W
If
we
can,
you
know
make
it
to
our
advantage
in
theirs.
I
think
it's
a
good
tool.
I
just
don't
think
it
should
drive
the
train.
I
don't
think
that's
necessarily
in
our
best
interest
at
the
moment,
but
I
think
we
could
sure
use
an
influx
of
capital
into
downtown
and
some
of
the
areas
that
are
covered
by
the
opportunity
zone.
So
I
think
that's
a
very
good
tool
to
have
I
on
the
timing
issue.
W
I
you
know,
I
frankly
think
that,
given
where
we
are
now
moving
the
park
redevelopment
into
kind
of
the
rear
view,
mirror
that
are
timing
for
getting
that
under
construction
and
this
on
the
street
in
terms
of
our
economic
opportunity.
The
bluff
properties
is
really,
in
my
mind,
is
is
good.
I
you
know,
I
kind
of
think
it's
a
good
timing
for
us
and
the
fact
that
we're
in
an
economic
downturn,
you
know
there's
still
a
lot
of
economic
activity
happening
out
there.
W
You
can
just
ask
our
planning
and
development
department
there.
It's
just
crazy,
what's
going
on
over
there
and
I'm
not
even
sure
what
it's
all
getting
permitted.
But
it's.
I
think
our
timing
is
good.
In
other
words,
we
should
take
advantage
of
it
and
that's
why
I
get
to
the
moving
the
rfp
up.
W
W
I
think
all
of
that's
going
to
occur
in
the
middle
of
a
lot
of
very
notable
construction,
so
those
are
just
a
series
of
things
that
I
think
line
up
to
our
favor
and
I'm
really,
you
know
I
want
to
take
advantage
of
those,
which
is
why
I'd
like
to
move
that
along
quicker
and
if
we're
going
to
take
a
little
extra
time,
let's
take
the
extra
time
vetting
a
potential
partner
or
partnership
with
the
bluff
properties.
W
That
would
be,
I
think,
a
better
expenditure
of
time
and
the
last
thing
I'll
say
that
you
commented
on.
I
don't
know
that
a
public
process
for
development
of
an
rfp
is
appropriate.
I
think
that's
where
we're
going
to
look
to
you
as
our
elected
officials,
to
give
us
the
administration
a
direction
on
that
we
will
try
to
bring
you
a
an
rfp
scenario
that
you're
comfortable
with
that
is
consistent
with
our
plans
and
our
programs
and
our
objectives
for
the
park
and
our
waterfront
and
we'll
do
that
publicly.
W
T
E
Just
a
little,
the
actual
opportunity
zones
were
established
in
the
tax
cuts
and
jobs
act
in
december
of
2017,
and
then
the
actual
zones
were
created
in
april
of
2018..
E
But
you
know,
I
think
your
question
councilmember
beckman
is
a
really
good
one
about
what
goes
on
the
bluff
but
and
I'm
just
gonna
inject
a
little
bit
of
history
going
back
20
years,
watching
referendums
in
the
city
of
clearwater,
and
this
is
really
a
chicken
in
the
egg
scenario
because
and
there
it.
I
don't-
have
the
answer
by
the
way.
So
I'll
just
admit
that
right
off
that
we
could
put
together
a
group
that
could
study
what
they
think
is
acceptable
and
desirable.
E
E
It
is
chicken
in
the
egg
because
do
we
let
the
private
sector
determine
how
they
want
to
spend
money
and
put
together
the
best
plan
and
then
ultimately
the
citizens
either
say
we
buy
into
that
concept
and
we're
going
to
vote
yes
or
we
don't
and
we
vote
now
and
if
you
go
back
to
the
2000
referendum,
I
think
there
were
a
lot
of
components
that
citizens
liked
that
were
part
of
the
de
guardiola
plan,
but
they
didn't
like
all
the
deal
structure
and
at
that
time
it
was
to
redo
the
entire
bluff
from
drew
to
pierce
and
it
was
going
to
be
movie
theaters
and
seven
restaurants,
a
hotel
and
redoing
coachman
park
and
adding
boat
slips
where
the
marina
sits
today.
E
E
You
know,
and
then
we
came
back
in
2004
and
looked
at
redoing
coachman
park
and
putting
a
parking
garage
down
where
the
tennis
well
really
below,
where
city
hall
is
and
where
the
tennis
just
south
of
the
tennis
courts,
to
replace
all
the
harbour
view
parking
and
to
put
in
a
marina,
and
I
think
that
referendum
failed
by
about
700
votes
and
then
in
2006
we
came
back
with
the
most
popular
component
of
those
three
and
it
was
the
marina,
and
that
was
really
the
first
referendum
the
past
having
to
do
with
the
waterfront.
E
So
I
don't
know
what
the
perfect
process
is.
I
know
that
we
can
come
up
with
a
concept
that
we
all
love.
The
question
is:
will
anyone
invest
money
in
it
and
that's
kind
of
the
balancing
act
as
elected
officials
that
we're
gonna
have
to
deal
with
on
the
bluff
area?.
R
I'd
be
more
interested
in
finding
out
from
the
other
48
or
more
developers
who
who
didn't
respond,
more
details
about
why
they
weren't
interested
and
how
we
can
overcome
some
of
their
concerns.
R
Q
I
comment
on
that.
Yes,
sir
councilmember
bunker,
that
assumes
that
the
developers
are
going
to
actually
tell
you
what
you
want
to
know
and
that
isn't
something
that
is
always
easy
to
do,
and
so
we
we
have
to
trust
that
when
we
ask
the
question
that
they
have
an
interest
in
giving
us
an
answer,
you
know.
Otherwise
we
have
to
go
with
with
what
we
know.
Okay,.
Q
E
T
Well,
maybe
you
can
help
educate
me
too,
because
when
I
sat
in
on
that
meeting
about
the
opportunity
zone-
and
it
must
have
been
early
last
year-
not
once
were
were
jobs
mentioned,
and
so
I'm
wondering
you
know
how
much
of
a
concern
is
it
going
to
be
or
are
we
going
to
advocate
for
or
you
know,
work
for
higher
quality
jobs
in
that
in
the
rfp
that
we
send
out,
because
if
we're
sending
it
out,
for
you
know
a
hotel
or
restaurants,
I
mean
those
are
minimum
wage
jobs.
T
And
I
don't
you
know
I
I
don't
know
if
that's
that's
probably
part
of
our
discussion
on
the
15th.
It's
a
deeper
discussion.
E
I
think
that's
the
more
appropriate
time
to
do
a
deep
dive
and
what
you
know
I
mean
what
were,
I
think,
what
we're
looking
for
on
the
bluff.
First
of
all,
I'm
always
for
jobs
and
vice
mayor,
I'm
gonna
come
right
dmx,
so
I
think
we're
always
trying
to
find
new
jobs
and
diversifying
our
economy.
E
E
That
will
continue
the
momentum
that
we've
tried
to
have
both
with
imagine
clearwater
our
investments
in
the
marina
in
streetscape,
in
facade
grants
and
grants
for
restaurants
and
retail
I
mean
we
do
need
more
people
living
in
downtown,
that's
a
catalyst.
E
Certainly
it's
helpful
to
have
more
jobs
we
do
have.
I
don't
know
what
our
occupancy
is
right
now,
mr
dark
and
all
of
the
office
towers.
Do
you
know
that
off
the
top
of
your
head?
I
do
not
sir,
you
know
I
mean
if
we
were
bulging
at
the
seams
looking
for
class
a
office
space.
You
know
you
might
want
that
to
be
a
component.
E
D
I
I
feel
this
in
my
heart
that
we'll
get
a
better
showing
of
responses
when
the
ground
finally
gets
turned,
and
we
start
going
vertical
on
bringing
imagine
clear
water
up
out
of
the
ground,
and
people
can
actually
see
that
we've
actually
started
on
this
I
mean,
even
though
we
started
now,
you
don't
see
too
much
of
what's
happening
under
the
ground,
but
we
start
to
go
vertical
on
it.
I
think
it's
a
good
time
and
we're
going
to
be
doing
that
in
october
right.
The
end
october.
W
Yeah
we're
very
close
to
to
the
library
work
commencing
and
duke
getting
started
on
the
infrastructure
in
the
park.
So.
D
That
that's
always
in
in
what
I've
always
seen
as
you
get
something
going.
People
actually
saying:
look
they're
actually
starting
this
thing
that
they
start
getting
an
interest
in
what
they
can
do
and
the
other
thing
you
got
to
consider
too
the
property.
That's
there
will
most
likely
be
a
lease.
I
would
think
I
mean
I
don't
think
people
are
going
to
really
be
happy
about
selling
anything
west
of
osceola.
So
whoever
is
going
to
be
developing
that
will
have
to
understand
it
will
be.
D
You
know
it
could
be
a
long
lease,
but
it's
going
to
be
something
that's
on
so
you're
not
going
to
put
you
might
put
condominiums
on
it
most
likely
apartments
hotel.
I
mean
it
kind
of
starts
limiting
what
you're
going
to
put
on
there,
but
it
does
have
to
be
an
economic
driver.
I
mean
that's
where
our
active
edge
is
going
to
be
so,
but
anyway,
it's
a
we'll,
have
a
good
discussion,
I'm
looking
forward
to
it
in
september,
yes,
councilmember
hamilton.
J
I'm
not
gonna
we'll
get
into
greater
detail
in
that
september
meeting,
but
you
know
I'm
I'm
sorry,
I'm
in
the
hotel
and
restaurant
business.
Yes,
it's
not
not
high
wage,
but
it's
essential
for
what
we
are
for
our
tourist
economy.
Those
jobs
are
essential
and
you
know
to
have
class
a
office
space
in
downtown
clearwater.
J
If
we
want
more
space
to
attract
more
employers,
they're
going
to
want
a
hotel
near
their
office
for
their
clients
that
come
in
from
out
of
town
to
to
meet
with
them,
they're
going
to
want
quality,
restaurants,
probably
a
larger
selection
than
what
we
have
now
and
back
to
what
councilmember
beckman
said
earlier
when
she
started
her
thing
talking
about
multi-millionaires,
I'm
sorry,
but
when
you're
talking
about
major
capital
investment,
pretty
much
everybody,
that's
willing
to
put
that
money
in
are
multi-millionaires
and
they
didn't
become
multi-millionaires
by
investing
in
things
that
they
didn't
think
were
worth
the
risk.
J
J
E
I
Yes,
sir,
so
at
the
work
session
council
asked
that
I
give
a
brief
presentation
on
the
bond
validation
that
will
occur
september
1st
of
this
year.
I
I
So
the
public
has
an
opportunity
to
participate
in
this
process.
The
public,
the
taxpayers,
property
owners
and
citizens
have
a
right
to
either
intervene
in
the
bond
validation
hearing.
That
means
they
can
participate
fully
as
a
party
allowing
them
to
make
argument
present
evidence,
cross-examine
witnesses,
etc.
I
I
I
The
court's
amended
order
show
cause
has
been
publicized
in
the
newspaper
twice
as
required
by
statute.
The
public
is
allowed
to
participate
by
showing
up
typically
at
the
courthouse
on
the
day
of
the
hearing.
However,
because
of
the
because
of
covet
like
everything
else,
the
court
is
not
having
in-person
hearing,
so
this
will
be
done
by
zoom.
People
will
admit.
Excuse
me,
people
wishing
to
participate
will
show
up
at
city
council
chambers
the
they
will
be
able
to
participate
from
the
chambers.
I
I
I
E
Well,
thank
you
pam.
I
appreciate
that
update.
Is
there
anyone
in
chambers
to
ask
about
this?
I
don't
believe
we
had
anybody
else.
Miss
call.
G
G
This
is
so
disturbing
to
learn
that
a
judge
is
to
make
a
decision
without
all
the
needed
information.
How
can
this
be?
And
where
is
our
city
attorney?
Pam
aiken?
I
am
very
concerned
regarding
the
information
above
the
concerning
this
agenda
item
lisa
lanza,
dear
city
manager,
city
clerk
city
attorney,
councilmember
beckman.
Why
hasn't
the
city
clerk
city
attorney
provided
reference
documents
for
our
item?
9.1.
I
So
those
documents
that
are
referenced
will
not
be
completed
or
done
until
after
the
validation
is
completed.
These
are
the
purchase
contract,
designation
of
the
underwriter
and
distribution
of
an
offering
document
which,
until
we
complete
the
validation
process,
we
cannot
do
so.
Your
resolution
and
your
ordinance
both
contemplate
that
that
will
happen
after
validation.
I
Yes,
sir,
do
you
have
one
other
quick
item
and,
as
we
were
talking
about
the
council
policies-
and
we
did
not
bring
this
up
monday,
but
I
do
want
to
suggest
that
we
consider
providing
separate
letterhead
for
the
individual
council
members
which
indicate
not
that
it's
from
city
council,
your
individual
letters,
are
from
city
council,
but
that
it
has
the
name
of
the
individual
council
person
and
their
seat
number
years
ago.
I
We
did
that
that
was
sort
of
pre-computer
stage,
or
at
least
the
pre
ability
to
be
as
digital
as
we
are
now,
and
it
became
expensive
with
having
to
redo
the
letterhead
on
a
regular
basis.
But
now
we
can
do
all
that
digitally
and
ms
castelli
has
actually
prepared
a
mock-up
of
what
that
would
look
like.
I.
I
don't
know
if
she
can
show
us
that
or
not,
but
it
would
be
very
simple
instead
of
where
your
letterhead
says
counsel.
I
E
I
think
that
would
be
appropriate
because
I
don't
think
everybody
shares
the
same
opinion
on
every
single
issue.
I
think
it's
it's
best
that,
if
somebody
wants
to
you
know,
take
a
position.
E
That
and
it's
an
individual
position
that
it
be
represented
in
that
way.
Does
everyone
feel
comfortable
with
that.
H
E
F
I
I
I
I
E
Okay,
very
good
with
that
I'll
turn
over
to
council
members
for
closing
comments
who
would
like
to
lead
us
off
this
week.
D
All
the
hands
went
up
at
once.
Yes,
I'm
looking
forward
to
the
meeting
in
september,
I
will
be
back
I'm
going
to
be
out
of
town
for
a
little
bit,
but
we
we
talk
about
more
about
imagine
clearwater
moving
forward
on
that.
D
I
just
wanted
to
tell
say
that
we
on
the
mooring
vessel
anchorage
issues,
we
had
a
good
meeting
this
week
with
the
city
attorney
and
our
lobbyist,
peter
dunbar,
and
also
our
representative
nick
tasigli
and
ed
hooper,
talked
to
him
as
well
our
florida
senator
about
initiating
a
plans
for
initiating
a
bill,
a
local
bill
for
next
session,
but
we'll
be
discussing
this
in
council
before
that
time.
But
I
just
want
to
just
say
that
we
are.
D
We
are
moving
forward
on
a
plan
and
we've
got
a
lot
of
people
that
are
concerned
about
this,
and
you
know
we've
talked
about
it
before,
but
we
are
moving
it
along
and
hopefully
have
something
by
the
end
of
the
year.
We
can
come
back
to
people
with.
J
I
don't,
I
really
don't
have
anything
to
say
other
than
everybody
needs
to
keep
their
eye
on
the
weather
report.
Things
could
turn
a
little
dicey
early
part
of
next
week,
so
make
sure
your
storm
readiness
plans
are
in
order,
and
you
know
we
always
prepare
for
the
worst
and
hope
for
the
best.
T
Yeah,
I
wanted
to
thank
you
all
for
being
so
open
to
considering
those
environmental
ideas
for
imagine
clearwater
park
on
monday.
I
thought
that
was
a
exciting
meeting.
I
wanted
to
say
thanks
to
all
the
clearwater
residents
who
went
out
and
voted
in
the
primary
election
on
tuesday.
That
was
great.
That's
how
our
democracy
works.
T
T
We
have
a
presidential
election
coming
up
on
november
3rd
and
overseas
and
military
ballots
are
mailed
on
september
29th
and
there
are
a
number
of
important
questions
on
our
ballot.
Not
only
will
you
be
voting
for
president,
and
vice
president
and
state
representatives
you'll
also
be
voting
on
whether
or
not
we
want
to
convert
the
landings
golf
course
here
in
clearwater
into
light
industrial
technology.
T
We're
also
going
to
have
a
question
about
minimum
wage
and
increasing
minimum
wage
over
the
next
five
to
six
years
from
a
meager,
eight
dollars
and
forty
six
cents
to
fifteen
dollars
by
2026,
there's
also
an
initiative
about
funding
for
pinellas,
county
schools
and,
finally,
I'm
wearing
white
tonight
in
honor
of
the
100th
anniversary
of
the
women's
suffrage
movement
and
the
passage
of
the
19th
amendment.
T
So
please,
in
honor
of
those
who
fought
so
hard
to
get
your
right
to
vote.
Please
get
registered
to
vote
check
your
voter
registration
sign
up
to
vote
by
mail,
get
that
mail
ballot
and
and
figure
out
how
you're
going
to
vote,
whether
you
drop
it
off
whether
you
go
in
early
or
or
drop
it
in
the
mail,
but
I'm
all
about
civic
engagement
and
your
voice
matters.
So
here
we
go.
We
got
70
some
days.
R
It
is
remarkable
that
we
have
just
a
short
amount
of
time
until
the
election
and
with
all
the
stories
we
hear
in
the
news
about
the
slowdown
of
mail,
it's
very
important
for
us
to
vote
early
and
get
those
ballots
in
whether
it's
through
mail
or
or
drop
them
off.
Just
make
sure
your
voice
is
heard
one
way
or
the
other
and
leah
remedy
says
hi.
F
E
All
I
have
thank
you,
mr
punker.
Please
remember
to
participate
united
states

2020.,
you
can

As
councilmember
hamilton
said,
the
tropics
are
becoming
a
bit
active,
and
so
you
need
to
get
prepared.
Now
you
can
go
to
my
myclearwater.com
prep
to
see
a
whole
list
of
things
that
you
really
ought
to
do.
Tropical
depression.
13
is
getting
a
little
worrisome
and
it
is
headed
our
way
and
it
might
be
here
monday
or
tuesday.
E
So,
let's
all
get
prepared
ahead
of
time.
Duke
energy
has
returned
to
their
standard
billing
and
credit
practices
with
disconnections
for
non-payment
and
late
payment
fees
remaining
suspended
until
september.
First
customers
still
facing
financial
challenges
can
request
an
extended
payment
arrangement
quickly
and
easily
by
visiting
duke

or
by

E
800-700-8744,
so
if
you
think
you're
going
to
face
some
issues
there,
please
get
ahead
of
that.
The
renovations
to
the
dog
park
at
crest
lake
park
are
expected
to
be
completed
this
week.
So
the
dog
park
will
be
reopening
upgrades
include
new
landscaping,
new
turf,
new
amenities,
new
dog,
washing
stations
and
more
crest
lake
park
is
currently
undergoing
a
6.4
million
dollar
renovation,
and
we
expect
the
entire
park
to
reopen
january
of
2021..
E
The
city's
clearwaters
community
redevelopment
agency
or
cra.
As
you
hear
us
say,
most
of
the
time
is
in
partnership
with
clearwater
public
art
and
design
program.
They
are
seeking
artists
to
design
and
paint
a
series
of
murals
on
public
and
private
properties
throughout
downtown
clearwater
to
call
the
artists
for
the
second
iteration
of
the
downtown
clearwater
mural
program
to
be
found
at
downtown
clearwater.com
forward,
slash
mural
program.
E
Congratulations
to
summer,
campers
at
countryside,
recreation,
center,
countryside,
recreation
center
worked
with
the
countryside
library
to
provide
the
inaugural
summer
camp
book
club
kids
ages,
5
to
12,
who
attended
the
summer
camp
participated
in
the
book
club.
Campers
were
provided
time
each
week
during
camp
to
read
to
themselves
as
well
as
in
large
groups.
Reader
progress
was
charted
and
the
groups
were
rewarded
with
prizes,
books
and
special
lunches,
as
milestones
were
reached
as
a
group,
more
than
210
books
have
been
read.
So
congratulations
to
all
of
those
campers.
E
I
want
to
thank
the
council
for
a
good
meeting
tonight,
a
really
good
work
session.
I
look
forward
to
some
of
the
work
sessions
we're
going
to
be
having
in
the
future,
to
talk
about
really
big
issues
and
also
get
to
know
one
another's
opinions
even
better,
but
with
that
we
are
adjourned.
God
bless
be
careful
out
there.
This.
