Christmas

We
are
going
to
begin
as
we
always
do
and
that's
by
invoking
God's
presence
on
these
proceedings
and
we
have
a
a
special
Pastor
that
is
going
to
deliver
those.
This
sat
this
morning,

of
Columbus
welcome,
Pastor,
Merry,
Christmas
shouldn't
you
something
somewhere.

I
wish
the
merriest
of
Christmases
to
everyone.
I
did
want
to
say
just
a
couple
of
things
before
we
prayed
at
this
time
of
the
year.
I
I
know
that
we
are
all
reading
special
things
and
all
of
our
different
congregations
are
doing
things.
So
I
thought
that
I
would
read
from
the
prophet
Isaiah.

The
people
who
walk
in
darkness
will
see
a
great
light.
Those
who
live
in
a
dark
land,
the
light
will
shine
on
them.
Now
Isaiah
was
called
to
prophesy
about
the
Messiah
and
all
of
the
Kings
of
Israel
and
he
prophesied
about
a
great
deliverer
who
would
save
his
people
from
Darkness,
and
he
saw
that
light
not
only
in
their
time,
but
he
saw
it
as
a
past
light,
a
present
light
and
a
future
light.

It
covered
the
Reigns
of
Many
Kings,
but
at
some
point,
when
everything
was
just
right,
Jesus
came
to
be
the
light
of
the
world,
the
light,
giving
light
of
men
a
bright
light
that
shines
in
the
Darkness
at
this
time
of
the
year.
We're
reminded
of
Darkness
because
the
days
have
gotten
shorter
because
our
wallets
have
gotten
lighter,
and
perhaps
our
patience
is
also
a
little
bit
short
these
days
with
all
of
the
things
that
are
demanded
of
us
at
this
time,
but
every
once
in
a
while.
Even
in
the
Darkness,
you
see
a
light.

generosity
of
strangers,
the
occasional
happy
holidays,
are
Merry
Christmas
exchanged
between
strangers.
I
encourage
you
today
in
this
council
meeting
in
this
city

reach
for
the
light.

this
time
of

year

greed

selfishness

part
of
the
darkness

goodness

we're
going

start
with
a
report
from
our
recorders
court
oversight.
Committee,
chair,
councilor,

just

shouldn't

Thank

Mayor,
the
council
appointed
a
couple
of
years
ago,
an
oversight
committee
for
the
recorders
court
functions
and
that
committee
is
Mayor,
Pro,
Tim,
Allen,
councilman
Barnes
and
myself
as
we
looked
at
the
recorders
court
and
what
the
things
that
were
happening
in
recorders
court
right
now
and
the
fact
that
judge
Hunter,
who
is
the
current
senior
recorder,
has
told
us
that
he
is
going
to
retire.
At
the
end
of
this
month
we
advertise
the
position
and
we
came
up
with.

We
got
several
very
outstanding
candidates
for
the
position
in
recorders
court
and,
as
the
committee
talked
with
these
candidates,
each
one
of
them
had
looked
at
Recorder's
court
and
and
had
very
good
suggestions
to
the
committee
for
how
to
improve
the
service
that
we
do
in
Recorder's
court
and
when
we
were
through
with
our
interviews
these
folks
just
knocked
our
socks
off.
I
tell
you
they
were
it
was.

It
was
just
a
dramatic
difference
in
some
of
the
interviews
I've
done
in
the
past,
but
we,
as
the
oversight
committee,
decided
to
make
some
changes
in
the
Recorder's
Court
function
and
the
way
that
the
recorders
court
functioned.
We
are
still
going
to
have
a
senior
recorder,
who
will
be
mainly
in
who
will
not
only
be
a
recorder
and
whole
court,
but
will
also
do
the
administrative
piece
recorders
court.

And
then
we
wanted
to
propose
to
you
and
ask
you,
which
is
part
of
this
resolution,
that
the
the
City
attorney
has
provided
to
a
point
two
additional
full-time
recorders,
so
that
we
will
have
a
senior
recorder
and
two
full-time
recorders
which
translates
into
recorders
court
full-time
sessions
three
at
any
at
all
given
times,
and
we
think
that
will
not
only
help
to
move
cases
through
Recorder's
court.
But
it
will
also
give
us
a
a
better
look
at
what's
going
on
and
so
Mr
Mayor.

with
kindness
and
respect

I
truly
admire.

and
I
know

we

emulate

in
that

feel
that
Recorder's
court

one

most
important
quotes.

because
that's

times,
defendants

accused
rather

family

contact

system
and
first
impressions
means
a
lot

think
the
three
of
us
will
help
that
impression,
with
the
help
of
council
and
with
law
enforcement.

The
charter
review
commission
just
looked
at
it
recently
and
made
a
couple
of
tweaks
and
I
think
this
is
going
to
be
a
model
for
the
state
of
Georgia.
The
system
that
we're
putting
in
place
here,

all
that
you're
going
to
do
and
appreciate
it
publicly
judge
Hunter
for
his
service
in
the
past.

unique
approach

peoples

Leadership
Academy,
along

edge
church
in
Reverend
Bell,
would
like
to
adopt
Carver
Park
Lake.
As
our
school-wide
K-5
stem
initiative.
Reverend
Bell
has
a
mentoring
program
called
Fishers
of
Men
that
mentors
youth.
The
group
teaches
lesson
using
phishing
analogies.

In
the
future,
we
would
like
to
see
the
park
opened
after
business
hours
and
on
the
weekends
so
that
the
community
can
see
how
beautiful
the
park
is.
Carver
Park
was
once
a
place
where
people
could
go
for
family
gatherings,
a
place
where
people
could
go,
have
fun,
enjoy
the
lake
and
relax
on
the
weekends.
Ultimately,
we
would
like
to
see
the
park
open
on
the
weekends.
If
you
are
able
to
open
it
back
up,
Imagine
The,
Many
Lives,
you
can
touch
in
a
positive
way.
Carver
Park
is
not
just
a
park.

I
had
the
pleasure
of
interviewing
with
Lampkin
a
resident
of
the
community
surrounding
Carver
Park
Ms
Lamkin
stated
that
she
wants
to
see
people
to
be
able
to
study
and
get
fresh
air
there.
She
also
stated
that
when
she
was
on
her
lunch
break,
she
would
go
to
the
park
and
get
fresh
air,
sometimes
land.
Kid
would
sit
on
the
park
bench
and
read.

On
Friday
December,
2nd
2022,
we
had
the
opportunity
to
interview
Sergeant,
Angela,
Florence
and
Corporal
Paul
Moody
of
the
Columbus
Police
Department
crime
prevention
unit.
During
our
interview,
we
discussed
their
experience
of
Carver
Park
their
responses
that
depart
was
very
beautiful.
They
would
like
to
see
families
come
out
and
enjoy
fishing
walking
on
a
trail
and
children
being
able
to
have
fun
to
play
on
the
playground.
They
expressed
the
desire
to
see
the
part
open
and
available
for
the
community
residents.

In
fourth
grade
for
our
for
this
stem
project,
our
teachers
created
four
groups
to
help
us
learn
about
Carver
Park.
As
students
we
chose
which
group
we
would
like
to
research
and
find
more
information
about
Carver
Park,
the
colors
of
our
groups
are
blue,
green
red
and
yellow
the
blue
group.
Throw
was
to
explain
the
history
of
Carver
Park.
The
green
group's
role
was
to
discuss
the
difference
between
a
healthy
and
unhealthy
Park.
The
yellow
group
focused
on
the
different
types
of
fish
that
live
in
Carver
Park
Lake.

In
the
fifth
grade
for
this
stem
project,
we
recently
took
a
field
trip
to
Carver
Park
and
looked
around
and
saw
it
needed
to
be
worked
on
the
way
we
are
contributing
to
solving
the
problems
of
our
central
question
is
by
using
our
standards
to
addressing
the
issues
we
found
for
each
subject
in
social
studies.
We
are
answering
the
following
questions:
when
was
the
part
established?

As
a
result
of
our
Carver
Park
initiative,
we
have
secured
several
Partners
to
help
our
dreams
become
a
reality.
Our
teachers
have
been
trained
on
water
quality
by
Danielle,
an
education
consultant
with
Franklin
D
Roosevelt
State,
Park,
Dr
Chester,
fragile
supervisory
biologist
with
the
U.S
fish
and
wildlife
service
has
trained
our
teachers
on
which
fish
will
survive
and
thrive
in
the
pond.
We
have
identified
areas
of
need
based
on
our
research.
We
know
that
we
need
to
tackle
pollution
at
the
at
the
lake.

The
restrooms
need
to
be
cleaned
and
open
for
use
and
the
pump
and
the
lake
has
to
be
stopped.
In
addition,
we
are
partnering
with
Holly
Browder
of
the
Columbus
Parks
and
Recreation
Department
and
chief
Freddie
Blackman
of
the
Columbus
Police
Department,
to
ensure
Safety
and
Security
for
all
that
Carver
Park.

heard
from
my
peers
who
have
shared
examples
of
how
we
are
implementing
the
engineering
design
process,
which
begins
with
asking
a
question
of
how
do
we
solve
a
real
world
problem?
We
have
explored
the
park.
We
have
imagined
what
we
would
like
the
park
to
be
and
we
are
making
a
plan
to
make
our
dreams
come
true
for
Carver
Park.
We
would
love
to
have
access
to
the
park.
We
would
also
like
to
use
Carver
Park
as
an
educational
extension
to
our
programs
at
Reese,
Road,
Leadership
Academy.

be
some

parents

pouring
into

with

Works
is
trying
to
work
out

timing
on

some

the
cleanup
and
things

we're

they're

interest

kind

rejuvenating
that
that
Lake
absolutely.

an
extremely
fun
and
education
opportunity
for
the
students
at
restrain
Leadership
Academy.
This
is
what
outdoor
education
and
Recreation
can
come
together
and
produce
a
exceptional
program.
They
are
exceptional
students.
Their
faculty
are
exceptional.
We've
had
the
opportunity
to
meet
with
them
on
several
occasions
and
really
looking
forward
to
what
the
students
can
bring
not
only
to
the
park,
but
the
park
can
give
to
the
students.
So
this
is
just
a
great
opportunity
for
that
Park
and
for
our
community.

the
challenges
delivered

each

so

them
that
I

mayor

Council,
get
involved

assembling

team

deliver

all

challenges
they
brought
before
us

so
they
mentioned
the
parks

rec
director
and
she's.

what

is
bring
together
our
team

take
each
of
what
you've
asked
of
us

figure
out

we
can
deliver
on
your
ask
in
a
timeline

ask

open
the
part
on
on
the
weekends
as
they've
requested,
and
so
that
will
take
a
partnership
with
Parks
and
Rec
and
with
CPD
and
the
Sheriff's,
Office
and
I
believe.

If
both
the
sheriff
and
police
chief
come
together,
we
can
provide
the
necessary
security
and
Patrol
on
weekends,
at
par
at
Copper
Park
during
in
certain
hours
that
we
can
deliver
on
the
promise.
So
mayor
and
Council
I

work
on
your
behalf
to
deliver
the
promise

Challenge
on
the
challenge
that
they
brought
before
us,
and
so
I
will
be
assembling.
That
team
to
work
with
Reese,
Road,
Leadership,
Academy
and
and
and
come
back
to
you
and
give
a
report

update,
and
so
we've
recognized
the
students.

there
is
a
principle
that
she
should
come
up
and
let
us

introduce
yourself
and
because
they
are
following
good
leadership.

get

spend
a
lot
of
time
with
our
parents,
babies
that
they
become
by
babies
and
I'm
a
proud
mom.
So
this
is
a
proud
mommy
moment
for
me
with
them,
because
this
is
an
initiative
that
started
with
a
stem
ask-
and
this
is
a
school-wide
initiative,
because
we're
pushing
our
stem
certification
at
Reese,
Road,
Leadership,
Academy,
so
from
kindergarten
through
fifth
grade.
All
of
the
students
have
a
vested
interest
in
this
project.

That
is
the
culminating
school
project
and
I
am
so
appreciative
that
we
have
a
council,
a
mayor
and
a
city
manager
that
are
willing
to
help
us
extend
our
learning
opportunities
to
make
what
we
teach
them
in
the
books
apply
to
real
world
opportunities
in
real
life
challenges
that
we
have.
So
it
makes
it
very
important.

The
studies
that
we
are
doing-
and
you
would
be
amazed
at
the
questions
that
came
up,
which
is
why
we
had
to
ask
for
help
because
I
had
to
fold
a
friend
because
you
know
sometimes
we're
not
as
smart
bit
brighter
and
they
can
stomp
us
sometime
and-
and
it
is
phenomenal
that
we
have
the
community
and
the
partnership
that
we
can
reach
out
and
phone
and
call
and
without
a
doubt,
have
the
support
of
our
chief
of
police
to
to
send
officers
in
to
have
our
students
interview
them.

It
started
with
our
partner
in
education.
We
have
phenomenal
Partners,
but
Reverend
Bell
is
here
today
and
he's
a
phenomenal
partner
with
us
with
the
edge
church.
They
provide
a
lot
of
things
for
our
students
and
they
help
to
undergird
a
lot
of
the
academic
things
that
we're
trying
to
do
to
make
sure
that
our
students
get
from
Hands-On
opportunities.
So
we
do
appreciate
the
time
we
appreciate
the
opportunities
and
we
are
so
elated
and
thankful
that
you
have
accepted
the
challenge.

million
dollars
for
facility
expansion
for
feeding
the
valley.

to
allow
feeding

valley

almost
double
the
size
of
our
warehouse

able
to
have
larger
warehouses

wanted
to
review
that
real
briefly
with
Council.

the
adopted
ordinance
which
gave
1250
to
new
hires
to
new
employees,
with
our
current
employees
with
an
associate's
degree
and
twenty
five
hundred
dollars
to
those
employees
with
a
bachelor's
degree
and
no
education
incentive
for
those
employees
with
a
master's
degree.
That's
basically
what
this
Amendment
does.
It
gives
twelve
hundred
and
fifty
dollars
to
the
current
employees
and
new
employees
with
and
associate's
degree
and
then
twenty
five
hundred
dollars
to
those
employees
with
a
bachelor's
degree.

the
things
that
we
Council
asked
us
to
do
is
as
a
result
of
the
pay
plan.
We
looked
at
the
education
incentive
and
we
recognize
that
some
employees
have
the
education
incentive
baked
in

a
part
of
their

it
as
a
separate
pay
line.
So
Council
wanted
us
to
bring
back
a
cost
analysis
of
what
it
would
cost
if
we
added
for
those
employees
that.

to

want

have

good

continue

Spirit

good

operation

Columbus
Georgia.

we

do

they

out
and
they
would
work
with
persons,

and
children

sure
that
they

helping
family
connection
and
connecting
them
to
various
programs
that

available

them

know

they
would

like
ombudsmans

help
them
navigate

Medical
Center
Hospital
Authority
that
did
expire,
June
30th

so
there
were
some
amendments

required
that
Council
passed

us

changes

FY
23
recommended
budget,
it
was
included,
2.5,
Mills
or
12,
and
a
half
million
dollars

approved

budget
for
Indigent
care,

so
we

RFP

October
the
3rd.

November
and

was
to
provide
health
care
services
for
the
medically
Indigent
persons
of
Muskogee
County,
and
also
for
those
housed
at
the
jail
for

Services
outside
of
the
jail

Services
included,
inpatient,
outpatient
hospital
care,
x-rays,
laboratory
and
Primary
Medical
Care.

vendors
who
are
successful
and
awarded
through
the
RFP
process
will

date

reimbursed

have
received

responses
to

RFP
