taxpayers
bill
of

What
this
hearing
is
about
is
the
total
amount
of
taxes
being
collected
and
fy
16
is
greater
than
the
total
amount
of
taxes
being
collected
in
fy
15,
so
the
hearing
is
required.
This
does
not
mean
that
the
millage
rate
has
changed,
so
each
individual
property
owner
will
not
see
a
change
in
their
in
their
taxes
if
they've
owned
their
home
and
there
hasn't
been
any
changes.

resolution

james
allen,
mcmullen
senior,
I'd
like
to
invite
his
family
and
any
guests
to
come
up
to
the
podium
while
they're
coming
mayor.
Let
me
say
that
it's
it's
not
too
often
in
life
we
run
into
people
who
who
become
friends,
and
they
become
long
time,
friends
and
then,
before
you
know
it,
they
actually
become
a
family
member.
I
So
it's
the
resolution
that
that
we're
reading
today
is
in
recognition
of
james
mcmullin's
accomplishments
his
he
is
one
of
those
unsung
heroes
that
does
so
much
behind
the
scenes
that
nobody
ever
and
he
really
doesn't
want
the
attention
he
he's
just
that
kind
of
person.
I
But
I
got
a
call
last
week
from
superior
court
judge
bobby
peters
and
when
you
get
a
call
from
a
superior
court
judge
you
you
listen
and,
as
everybody
knows,
bobby
has
been,
has
many
friends
in
the
community.
James
has
many
friends
and
all
our
past
cross
and
bobby
wanted
to
publish
a
resolution
in
recognition
of
of
james
and,
quite
honestly,
I
thought
we
had
already
done
this
some
time
ago,
but
apparently
it
was
my
oversight.
I
So
it
is
appropriate
today
to
read
this
and
it's
my
privilege
to
read
it
into
the
record,
whereas
james
allen,
mullen
senior
was
born
july,
23
1940
in
columbus,
georgia
to
allen
and
eddie
may
mcmullen,
whereas
mr
mcmullen
attended
rosemont
elementary
school
and
was
in
a
night
in
the
1958,
was
a
1958
graduate
of
jordan
vocational
high
school,
whereas
he
also
worked
in
his
father's
business.
Mcmullen
garage
and
service
station
located
on
andrews
road
learning
life
lessons
from
a
young
age,
whereas
he
attended
georgia,
southwestern
college
and
served
in
the
u.s
army
in
germany.
I
Returning
from
europe
in
1961
and
in
1964,
he
graduated
from
the
dallas
institute
of
mortuary
science,
whereas
he
worked
at
strifflohanny
mortuary
from
1961
to
1985
and
his
love
of
politics
positioned
him
to
work
for
congressman
richard
ray
third
district
of
georgia
from
1985
to
1987.,
whereas
mr
mcmullen
opened
mcmullen
funeral
home
in
1987
and
has
served
as
a
member
of
selected
independent
funeral
homes,
the
georgia
funeral
directors
association
and
the
national
funeral
directors
association.
Whereas
he
received,
he
recently
received
his
50-year
anniversary,
pin
in
recognition
of
his
outstanding
contributions
to
the
funeral
home
profession.
I
Now,
therefore,
the
council
of
columbus
georgia
hereby
resolves.
We
hereby
come
in
and
congratulate
mr
james
allen,
mother
and
senior
upon
his
50
50
plus
years
of
service
to
the
funeral
home
profession,
in
columbus,
in
columbus,
georgia,
his
service
to
his
country
and
his
boundless
compassion
to
columbus
family
families.
Will
long
be
remembered.

wonderful
recognition
of
a
great
great
man,

opportunity

beforehand

wanted

publicly
say
on

mcmullen

served

families

honor

budget

effect

I
don't
recall
quite
frankly

much
money
is
involved
in
that

it

make
a
impact
on
the
budget,

just
I'm
sure.

way
the
plastic
bag
there
were
actually
three
proposals
as
part
of
the
budget.
That's
included
at
this
time
and
that's
the
once
a
week
pick
up
the
no
longer
picking
up
glass
and
the
no
longer
being
able
to
use
plastic
bags
each
one
of
those
saved
cost
avoidance
of
three
trucks
and
drivers.
What
was
included
in
the
adopted
budget
was
assuming
two
of
those,
so
a
third
one,
meaning
the
plastic
bags
would
just
give
more
flexibility
to
public
works
for
those
three
trucks
and
drivers
and
and
save
on
overtime.

have
no
impact
if,
if
that
one
did
not
pass
because
there's
the
budget
was
presented
with
two
of
those
three
items.

reconsideration

the

on

remove
the
prohibition
related

plastic
bags

waste

that
I
guess
my
concern
is
and
we've
asked
the
city
manager
many
times,
as
our
budget
has
gotten
tight,
to
ask
his
department
as
to
review
every
department
for
operational
inefficiencies
and
try
to
clear
those
up
and
really
that's
what
director
figler
has
done.
I
mean
she
studied
this
not
overnight,
but
for
probably
a
year
or
two
and
she's
identified
the
specific
inefficiency
and
it's
really
at
the
point
of
pickup
of
plastic
bags.

I
mean
it's,
that's
the
inefficiency,
it's
it's
causing
a
bottleneck
that
relates
to
too
much
time
spent
at
the
stop
fuel
consumption
too
much
at
the
stop,
puts
the
routes
behind
and
which
causes
overtime,
takes
trucks
back
out
on
the
route,
instead
of
giving
them
time
to
be
maintained
in
the
repair
and
maintenance
schedule.

So
it's
really
not
fast.
It's
almost
an
operational
issue
more
than
a
financial
issue
and
it's
inefficient.
It's
expensive.
It's
not
environmentally
sound,
because
the
plastic
bags
have
to
go
back
into
a
landfill
that
can't
sustain
them.
So
she's
done
what
we've
asked
departments
to
do
and
so
the
longer
we
continue
it
the
longer.
The
inefficiency
is
there
so
that
that's
my
concern
is
addressing
the
inefficiency,
that's
been
pinpointed
in
in
the
model,
and
I
don't
know
if
there's
any
other
way
around
it
than
to
change
the
way.
It's
being
done.

We're
not
fixing
the
problem
if
we
don't
address
it
and
that's
why
I'm
not
in
favor
of
a
fee
increase
just
to
cover
this,
because
you
wouldn't
take
a
fee
increase
and
use
it
to
supplement
an
inefficient
collection
model.

mean
nobody
would
do
that
if
we're
going
to
have
a
fee
increase
in
the
in
the
future-
and
we
probably
are
it's
going
to
need
to
be
to
reserve
for
our
capital
trucks
replacement,
it's
going
to
be
to
reserve
for
landfill,
closure,
monitoring,
post
closure.

mean
those
are
big
ticket,
tens
and
tens
of
millions
of
dollars
that
we're
not
addressing.
So
you
know
if,
if
there's
money
involved,
that's
where
the
money
needs
to
go,
I
don't
think
it
needs
to
go
to
supplement
sort
of
an
inefficient
collection
model
that
we've
got
so
that's
the
bottleneck.

needs
to
be
fixed
and
I
don't
know
how
you
fix
it
other
than
saying
it's
not
so
much
nope
that
you
have
to
use
paper
bags
is
that
the
plastic
bags
that
just
doesn't
work
anymore

think
that's

inefficiency

the
model
she's
trying
to
solve.

a

tarp
to
contain
a
essentially
a
thick
plastic
tarp
to
contain
the
letchy
and
the
gases
and
all
out
there.
So
the
plastic's,
not
an
issue
in

landfill
you're,
going
to
have
plastic
you're
going
to
have
rubber
mats
out
there
for
a
long,
long
time
and
they're
not
going
away.
That's
not
the
issue.
What
you're
doing
here
is
you're
really
eliminating
a
service.

That's
been
provided
to
citizens
for
a
long
time,
you're
eliminating
service
you're
now
mandating,
which,
in
my
opinion,
is
an
indirect
tax
to
the
citizens
and
you're.
Also
heaping
an
increase
in
the
cost
of
living
on
the
citizenry,
so
you
may
say
that
we're
the
government
is
saving
from
a
standpoint
of
efficiency,
which
you
know
you
could
probably
make
the
argument.
Maybe
not
we
don't
know
yet
and
that's
to
be
evaluated.

That
needs
to
be
assessed,
and
I've
talked
about
benchmarking
that,
but
you
you
cannot
avoid
the
fact
that
you're
going
to
increase
the
cost
of
living
on
the
citizenry.
It
is
an
indirect
tax
and
it's
a
loss
of
service.
That's
what
it
is.
There's
no
way
around
that
no
logic
that
can
you
know
that
that
that
can
dispel
that.
So
I
I
think
it's
going
to
be
a
burden
on
the
citizenry.
I
really
think
we're
going
to
come
back
and
relook
at
this.
Even
if
it
passes
we
look
at
it
at
a
future
date.

It's
going
to
affect
the
citizens
I
represent,
especially
during
the
fall
just
right
around
the
neighborhoods
I
represent
during
the
fall
when
it's
time
to
pick
up
leaves
and
you'll
understand
what
I'm
talking
about.
So
again
I
respect
your
position
on
it,
but
I
I
do
wholeheartedly
disagree
and
I
I
think
that
this
is
going
to
be
an
issue
in
the
community.
I
If
we
just
took
away
the
plastic,
I
would,
I
would
feel
a
lot
better
it,
but
telling
folks
forcing
the
citizens
to
go.
Buy
a
paper
bag
that
we
know
in
this
system
of
marketing
that
we
have.
The
stores
are
gonna
mark
it
up,
and
the
citizens
gonna
have
to
buy
that
bag.
To
put
the
grass
clippings
in
the
the
size
of
the
bags
are
questionable.
I
They're
gonna
take
more
of
them
than
plastic
bags
to
put
their
yard
waste
in
citizens
today,
put
their
limbs
and
other
things
in
a
trash
in
a
trash
container
and
put
that
on
the
street,
really
pile
them
up
on
the
street,
and
we
pick
them
up
if
we
could
just
remove
the
plastic
and
let
them
have
an
option
of
how
to
put
it
on
the
street.
I
think
that
would
be
a
better
approach.

ordinance
gives
them
basically
identifies
three
things:
disposable
household
waste
containers
must
be
either
plastic
or
two
ply
because
they
we
want
something:
that's
not
going
to
fall
apart.
When
we
lift
it
up,
they

They
can
use
the
biodegradable
bags
so
long
as
they're,
not
plastic.

can
use
any.

buy

Unfortunately,
I
talked
about
biodegradable
bags
and
it
kind

set
a
mindset,

realized

in
error
and
how
I

presenting
it,
because
it's
really
not
that
it's
just
banning
plastic
bags
because
legally
we
cannot
put
plastic
bags
in
granite
bluff,
landfill.

ones

be
in
standard
trash
cans
without
liners,
as
long
as
they
have
a
handle.

hearing

also

up

a

the
side
of
the
road.

containers

capacity

about
this
when
director
bigler
brought
her
examples,
one
of
the
examples
was
the
old
recycled,
bins,
that's
15,
gallons,
18,

gallons,
so
that
works.
It
must
be
at
least
15,
but
not
more
than

concern
is
more
with
how
how
our
citizens
are
going
to
be
able
to
implement
this.
One
of
the
things
that
I
had
several
people
say
to
me
is
that
they
are
concerned
about
how
they're
going
to
get
their
yard
waste
to
the
curb
that
currently,
if
they
use
the
contractor
bags
or
they
use
the
plastic
bag,
they
can
drag
them
to
the
curb.
You
can't
drag
the
aluminum
or
metal
or
plastic
garbage
cans
very
easily.
To
the
curb

These
biodegradable
paper
yard
waste
bags
are
not
easily
draggable
that
that
is
one
of
the
major
concerns,
particularly
of
some
of
the
senior
citizens
that
how
how
are
we
going
to
get
this
to
the
curb
the
the
impression
is-
and
I
quite
frankly
have
not
used
a
biodegradable
paper
yard
waste
bag.
I
don't
know,
but
the
impression
is
that
you
can't
put
as
much
in
one
of
those
biodegradable
bags
as
you
can
in
the
long
paper
bag.

plastic

you
currently
can
buy,
so
it's
going

take
more
of
the
paper
bags
than

does
the
plastic

concerned
that

much
concern
and
contention

this
issue

we
ought

revisit
this.
This
is
not
according
to
the
what
we
already
have
here.

would
not
take
effect
until
january
of
next
year
anyway,
and
it
may
be
that
we
need
to
come
back
to
this
and
and
deal
with
it
once
all
of
these
issues
are
cleared
up.
