B
Welcome
to
the
September
3rd
City
Council
meeting-
and
this
is
a
very
special
meeting
in
our
rotation
of
meetings
tonight
tonight
when
we
get
to,
we
don't
conduct
a
whole
lot
of
business,
but
we
do
get
to
recognize
some
really
amazing
folks,
both
within
our
government
and
within
our
community.
So
it'll
be
a
lot
of
fun.
B
We're
we're
proud
to
have
an
opportunity
to
recognize
these
folks,
but
we
are
going
to
begin
this
meeting
just
like
we
begin
our
others,
that
is
by
asking
God's
blessings
upon
our
proceedings,
so
I'd
like
to
invite
Reverend,
Samantha
tete
from
revolution
to
Revelation,
Missionary
Baptist
Church
up
welcome.
Thank.
C
You
good
evening,
let
us
pray
that
I.
Thank
you
for
this
day
and
this
opportunity
that
you
have
extended
towards
me.
I
pray
that
you
give
each
council
member
a
servant's
heart
to
serve
the
people
of
Columbus
Georgia,
remind
us
as
leaders
to
God
our
gates
and
only
allow
that
which
is
productive
to
enter
into
our
minds.
Our
bodies
and
our
soul
give
them
the
courage
and
the
boldness
to
stand
firm
for
that,
which
is
ethical
and
correct.
C
B
Pastor,
thank
you
very
much,
please
thank
you.
Your
congregation
for
sharing
you
with
us
this
evening.
Next
up,
we've
got
the
Pledge
of
Allegiance
and
we've
got
a
a
special
group
that
are
here.
I
want
to
recognize
rivers,
Lindsay,
Richardson,
Miss,
Columbus
Sofia
did
I
say
that
right,
even
after
asking
Sofia,
I
knew
I'd
still
miss
that
Abdulla
miss
Columbus,
Outstanding,
Teen,
Jessica,
Roberts
and
Miss
historic
Columbus,
Elizabeth
Chris.
Well,
if
y'all
would
come
to
the
front
the
rest
of
you,
please
stand
as
we
play.
E
B
Ladies,
don't
go
anywhere
just
yet
we
we
want
you
to
normally
we
have
them
the
people
that
pledge
tell
us
their
name
and
how
old
they
are.
We
won't
ask
you
that,
but
we
will
ask
you
to
tell
us
a
little
bit
about
your
crown
and
about
the
pageant
that
you
you
succeeded
in
you
turn
around
to
the
audience.
Hello.
D
I'm
Jessica
Roberts,
I'm,
Miss,
Columbus's,
Outstanding,
Teen
I
am
part
of
it.
We
are
part
of
the
Miss
America
program,
I'm
part
of
Miss
America's,
Outstanding,
Teen
Program,
and
my
platform
for
the
Miss
America's
esteem
team
program
is
people
helping
animals,
animals,
helping
people
and,
with
my
platform,
I
work
with
both
the
people
helping
animals
aspect,
which
is
through
pet
adoption
and
fostering,
and
the
animals
helping
people
aspect
which
is
to
therapy
animals.
F
G
Hi
everyone,
I'm
Libby,
Cris,
well
miss
historic
Columbus
and
my
platform
is
titled,
hope
healing
and
happiness
raising
awareness
for
mental
health.
This
topic
is
so
important
to
me,
because
46
million
Americans
suffer
from
a
mental
health
disorder,
yet
have
received
no
treatment
this
past
year
and
I
just
really
want
to
eliminate
the
stigma
attached.
This
topic
and
advocate
for
hope,
healing
and
happiness
in
the
lives
of
all
people,
fantastic.
H
J
C
B
Thank
you,
ladies
and
congratulations.
We
are
going
to
recognize
our
first
recipients
tonight
of
a
proclamation.
They
are
some
of
our
citizens.
Excuse
me
some
of
our
employees
with
the
peer
award
before
we
do
I
want
to
recognize
some
other
folks
that
have
been
working
very
hard.
Most
of
you
know
that
Dorian
has
kind
of
dumped
a
lot
of
water
along
the
coast
of
Florida
and
in
anticipation
of
some
of
those
issues
in
the
south
eastern
part
of
Georgia,
we
have
received
some
evacuate.
They
came
in
last
night
to
the
Civic,
Center
and
I.
B
Tell
you
the
work
of
not
only
the
Red
Cross,
which
is
doing
an
incredible
job,
but
of
the
Civic
Center
staff,
our
public
safety
personnel
home
for
good
Pat
Frey.
Was
there
hi
clay?
Most
of
you
don't
know
hi,
but
he
is
he
heads
up
the
community
warriors.
They
were
there
in
force
and
we
had
defects
there
and
making
it
go
as
smoothly
as
was
possible,
that
being
uprooted
from
your
home
and
driven
for
four
hours
and
a
school
bus
and
then
dumped
out
a
Civic
Center.
But
things
are
going
very,
very
well.
B
I
want
to
thank
the
city
manager
and
deputy
city
manager,
Lisa
Goodwin,
who
has
been
overseeing
this
she's,
done
just
a
fantastic
job
at
trying
to
make
sure
that
now
everything
is
is
covered.
So
we
want
to
thank
them
for
the
job
that
they're
doing
and
pray
for
those
that
are
still
in
the
path
of
this
hurricane.
B
K
And
this
is
the
first
one.
Charlotte
Davis,
an
employee
of
the
inspections
and
code
department
has
been
selected
as
a
recipient
of
the
for
the
second
for
2019
in
Charlotte.
If
you'll
raise
your
hand
and
anybody
here
to
support.
If
you
want
to
raise
your
hand
just
lending
under
here.
Thank
you
so
much.
Whereas
Aaron
D
Torbert,
an
employee
of
the
human
resources
department,
has
been
selected
as
a
recipient
for
the
second
Corps
of
2019.
Thank
you.
K
K
Thank
you
and
finally,
whereas
Tameka
covert,
an
employee
of
the
clerk
of
counsel's
office
has
been
selected
as
a
recipient
for
the
second
quarter
of
2009
teen,
and
whereas
all
citizens
of
Columbus
and
employees
of
the
Columbus
consolidated
government
are
urged
to
recognize
and
appreciate
the
contributions
made
to
the
public
good
by
the
these
outstanding
employees.
Now,
therefore,
BH
skip
Henderson
mayor
of
Columbus
Georgia
does
hereby
proclaim
Tuesday
September
3rd
as
each
of
your
days.
B
L
I'm
Aaron
Torbert,
for
you
all
who
don't
know
me
I've
been
with
the
organization
for
about
two
years
now,
but
the
human
resources
department,
I'm
the
employee
relations
coordinator
for
the
city,
I,
take
my
job
very
seriously
and
I
enjoy
every
aspect
of
it.
So
it's
a
great
honor
to
be
in
front
of
you
all
today
and
I.
Thank
you
all
for
that
opportunity.
M
N
Okay,
mine
is
a
little
lengthy,
that's,
okay,
okay,
first
of
all,
I
just
want
to
say
that
I'm,
so
grateful
and
so
honored
to
have
been
selected
for
this
award.
I've
worked
for
the
city
of
Columbus
in
the
clerk
of
counsel's
office
for
the
past
14
years,
and
during
that
time,
I've
completed
many
tasks,
meaning
assignments
and
projects
I'm.
Normally
in
the
background
which
I
don't
mind
at
all,
but
I
must
say
it
does
feel
good
to
be
recognized
and
appreciated
for
the
work
that
I've
done.
N
I
have
a
lot
of
positive
things
going
on
in
my
life
right
now
so
receiving
this
award
could
not
have
come
at
a
more
appropriate
time.
Aside
from
receiving
this
award,
as
you
all
know,
my
position
in
the
clerk's
office
has
been.
My
position
in
the
clerk's
office
has
been
reclassified,
which
allowed
me
to
get
a
pay
increase
so.
N
After
two
and
a
half
years
of
study
I
finally
completed
my
culinary
arts
program
at
Columbus,
Technical
College
I'll
be
graduating
from
that
program
in
January,
2020
I
will
soon
be
inducted
in
the
National
Honor
Society
I
have
received
recommendations
for
the
pizzo
scholarship
and
the
J
Robert
Jones
student
support.
Grant.
I
would
like
to
thank
my
family
members
for
being
so
supportive
all
the
time
they
always
support
me
and
everything
that
I
do
and
I
would
also
like
to
take
the
time
to
give
a
special.
Thank
you
to
my
boss.
N
Clark
of
council
Sandra
Davis
Sandra
was
the
deputy
clerk.
She
was
the
deputy
clerk
when
I
started
working
in
the
clerk's
office
and
she
and
I
worked
together
for
several
years
before
she
left
to
become
a
clerk
in
Clayton.
County
I
must
admit.
I
was
elated
when
I
found
her,
she
would
be
coming
back
to
the
City
of
Columbus
as
the
new
clerk.
As
long
as
I've
worked
with
Sandra,
she
has
always
exercised
professionalism
and
she
has
been
consistent,
demonstrating
integrity
and
high
ethical
standards.
In
my
eyes
she
has
always
been
a
true
leader.
N
People
I
would
often
say:
if
you
not
the
talk,
you
should
walk
the
walk.
Well,
she
doesn't
even
talk
the
talk.
She
just
walks.
The
walk
and
I
just
want
to
say
Thank,
You
Sandra.
Thank
you
for
being
who
you
are.
It
is
a
privilege
and
an
honor
to
have
you
as
my
boss
and
I
also
want
to
say
thank
you
to
my
coworkers
I'm,
Brittney
and
Lindsey.
N
P
P
P
Because
I
came
up
here,
we
had
to
review
that
you
went
from
council
all
of
you
went
through
council
minutes
from
96
to
2018
by
physically
lifting
and
going
through
boxes,
looking
through
filing
cabinets
and
ECAP
and
depo
just
to
make
sure
that
all
the
minutes
are
accountable
for
our
citizens.
You've
done
a
tremendous
job
without
a
lot
of
fear
and
fear.
P
That's
what
commitment,
but
when
I
found
out
that
you
were
coming
here
for
a
peer
award,
you're,
not
gonna,
say
I
can
sit
up
here
and
we
call
this
the
bully,
pulpit,
I,
guess
up
and
let
you
know
how
much
you
are
appreciated
by
this
mayor
and
council
and
I.
Just
thank
you
so
much
for
all
that
you've
done
and
thank
all
of
you
for
your
commitment
and
service
as
well.
Thank.
N
B
P
So
uncomfortable,
but
you
want
to
let
that
speaks
to
your
character.
Yes,
you
don't
looking
for
anything
like
this,
but
I'm
glad
that
we
do
have
well.
You
don't
have
any
control
over
all
your
good
employees.
We're
gonna
recognize
you,
so
you
might
be
a
little
uncomfortable,
but
I
want
you
just
to
enjoy
and
savor
this
moment
here,
and
so
it
is
my
pleasure
to
read
this
proclamation.
P
And
whereas
Alan
brown,
an
employee
of
the
public
works
department,
has
been
selected
as
a
recipient
for
the
second
quarter
of
2019
and
whereas
all
citizens
of
Columbus
and
employees
of
the
Columbus
consolidated
government
are
urged
to
recognize
and
appreciate
the
contributions
made
to
the
public
good
by
this
outstanding
employee.
Now,
therefore,
the
Honorable
mayor
of
Columbus
Georgia
BH,
skip
Henderson

Mehra
Columbus
does
hereby
proclaim
Tuesday
September
3rd
2019
as
Alan
brown
day
in
the
City
of
Columbus
tour.
B
Q
Q
Yes,
I've
been
involved
in
I'm,
sorry
I've
been
in
the
urban
forester
division
for
30
years,
15
years
and
utility
in
15
16
years
into
the
municipal
park,
so
I've
been
in
the
greenery
foundation
in
tree
pruning
and
stuff
for
30
years
or
more
and
I
enjoy
that
work
or
I
wouldn't
be
doing
it
so
anyway.
I
just
want
to
thank
y'all
and
it's
it's
very
appreciate.
Q
B
You
know
we
had
that
we
had
a
chance
to
host
these
young,
ladies
that
you
saw
just
a
moment
ago
and
Alan
in
the
mayor's
office.
Just
take
a
brief
moment
and
thank
them.
Pat
Bigler
was
there
and
and
Sheila
whisper
was
there,
and
it
was
just
nice
to
sit
down
and
talk
with
these
folks
about
the
things
that
things
that
they
do
every
day
and
it
kind
of
opens
your
eyes
as
to
how
many
people
it
takes
to
make
this
government
work,
how
many
people
it
takes
to
serve
the
citizens
of
this
community.

and
yes,
you
know
we
have
people
that
make
us

good
and
people
that
are
there
to
help

but
a
good

makes
it
successful

your

AJ
AI
AI
So
if
a
problem
does
come
up,
you
know
we
love
3-1-1,
but
it's
also
good.
If
we
know
that
person
in
that
department,
we
can
call
and
say
hey,
what's
the
status
of
this
or
what's
going
on,
can
you
give
me
some
information
on
this?
So
it's
been.
It's
been
very
fruitful.
We've
had
66
graduates
since
2014
40%
of
them
have
received
some
type
of
promotion,
whether
it's
just
a
promotion
up
to
a
different
department.
AI
Things
like
that
and
we've
had
at
least
22
percent
of
those
same
graduates
have
gone
back
to
get
additional
education,
whether
it
be
associates
or
finishing
with
their
bachelor's.
So
we
just
wanted
to
have
this
opportunity
to
give
them
recognition
for
the
hard
work
and
a
two-year
program
that
they've
gone
through
and
we've
started
to
incorporate
year-long
projects,
so
they
come
in
and
they
give
us
a
whole
project
of
improvements
for
the
city.
AI
So
it
may
be
something
fairly
simple,
but
or
maybe
things
very
complicated,
but
they
have
a
whole
year
to
go
through
for
with
it.
They
start
developing
a
budget
for
it.
They
figure
out
the
personnel
they
meet
with
the
department
is
the
subject
matter
experts
and
then
they
present
to
our
committee,
which
I'd

it's

Thank
you
very
much,
I
remember
many
many
years
ago,
because
I'm
getting
old
and
been
here
a
while,
we
asked
it's
too:
let's
develop
our
people,
let
them
explore
one
another's
department.
R
It's
this
community
and
programs
like
this
will
show
them
an
ability
that
they
can
move
on
within
the
government
that
they
don't
have
to
get
comfort
in
the
department
that
there
are
that
when
we
need
a

head,
we
can
look
within
our
qualified

that

ago,
when
a
group
of
Korean

era
veterans
were
there
and
they
got
to
hold
the
flag
which
is

17

huge
and
as
it
went
up,
one
of
the

broke
into
the

acapella
and
it
was.
It
was
hard
to
stay
calm,
because
that
was
pretty
special.
So
if
you
ever
get
a
chance

go

they
really
put
on
some
special

Absolutely.

Thank
You
counsel
bars
mayor
Henderson
in
all
with
city
council
members.
We
just
have
a
blessing
to
be
able
to
come
here
and
be
recognized
each
year.
You
know,
we've
been
here
a
lot,
but
those
of
you
who've
been
on
the
council
a
long
time.
It
seems
the
years
are
just
going
on
by
and
we
just
like
a
revolving
door
keep
coming
back,
but
we're
happy
to
keep
coming
back.
We
are
a
small
organization
and
I
like
to
say
all
the
time
we
may
be
small,
but
we're
mighty.
So
we
are
doing
some
good
things.
AU
We
try
not
to
take
on
what
we
cannot
achieve,
and
so
we
have
successes
and
since
I've
been
coming
here,
we
can
increase
those
successes
each
year.
Just
briefly,
I
just
update
you
that
we
are
now
this
year,
they're
very
proud
to
announce
that
we
have
opened
not
just
our
organization,
in
collaboration
with
other
institutions
in
the
city,
that
we
do
now
have
a
pediatric,
sickle
cell
clinic
ooh.
That's
very,
very
cool,
yes,
and
one
or
two
of
the
doctors
was
really
most
responsible
for
that.
But
they
told
me
don't
call
my
name
I.
AU
AU
My
office
is
in
the
tree
of
life,
health
care
building
and
with
Valley
Health
Care,
so
that
person
will
be
coming
every
few
weeks
to
come
down
and
take
our
adults
to
cassell
patience.
That's
been
a
real
feather
in
our
cap
this
year
to
get
not
one
but
two
true
sickle-cell
clinics,
where
people
who
have
this
disease
can
go
where
the
proper
specialty
can
take
care
of
them.
In
addition,
we
had
two
smaller
grants
this
year,
I'm
updating
you
guys.
AU
Today
we
had
two
smaller
grants
this
year,
where
we
will
now
be
able
to
have
a
separate
committee,
so
to
speak,
to
provide
some
transportation
for
those
people
who
don't
have
a
car
can't
get
to
the
doctor
all
the
time.
That's
what
their
medical
appointments
right
here
in
Columbus
and
the
other
one
that
some
of
the
Shriners
helped
us
to
do
is
to
start
giving
care
packages
to
the
patients
who
are
hospitalized
in
the
hospital.
AU
So
we
have
really
very
happy
about
those
accomplishments
that
this
year
has
brought
us
and
next
year
we
hope
to
be
even
better,
as
it
will
then
be
our
25th
year.
So
this
is
25.
So
it's
just
very
excited
that
we
are
beginning
to
see
some
some
results
of
our
Labor's,
but
but
be
positive.
We
will
keep.
We
will
continue
on
to
work
for
the
better
care
of
people
who
suffer
from
this
disease.
Well,
Lois.
You
have.

I
know
how
the
difficulties,
because
a
lot
of
people
do
not
know,
realize
the
extent
of
sickle
cell
disease
and
I
noticed
said.
Good.

I
can
bring

to

in

having

on-site,
they
did

the

Thank
you

much.
My

Jennifer

I'm,

and
I'd
like
to
thank
the
mayor
and
all
the
members
of
the

for
recognizing
national
diaper
need
Awareness
Week.
The
Junior
League
has
been
active
in
the
Columbus
community
since
1936
and
we
as
a
part
of
our
mission,
attempt
to
identify
and
help
solve
some
of
the
problems
that
our
community
has
in
around
2015
or
2016.
BA
We
got
involved
with
diaper
need
awareness,
and
we
realized
that
the
these
facts
are
not
just
an
absent
of
abstract
set
of
facts,
something
that
truly
affects
members
of
our
of
our
own
community.
So
in
2017
we
pursued
certification
through
the
National
diaper
Bank
network
and
became
a
national
diaper
bank
network
affiliated
diaper
bank.
BA
We
are
the
only
one
in
the
area
the
closest
is
in
Atlanta
and
obviously,
if
as
family
is
in
a
situation
of
diaper
need,
they
generally
don't
have
the
resources
to
travel
back
and
forth
from
Atlanta
to
obtain
a
supply
of
diapers.
We
have,
since
our
inception,
donated
about
100,000
diapers
to
the
community,
and
so
diaper
need
Awareness

This
year,
which
will
be
September,
the
23rd
through
27th,
is
our
big
push
to
