of
what
this
particular

cause
hearing
is
about.

checks
throughout

city
for
tobacco
or
alcohol.

we
went
out
to
do
those
starting
in
december.

reason
why
we
started
with
quality
few
was
because
we
got
anonymous
tips
that
he
was
selling
to
underage
kids
under
the
age
of
21
the
products.

floored

process

we
just

through,
and
I
have
a
lot
of

lot

questions.

understand
how
there
could
be
such
a
large
increase
in

budget

city
needed
to
take
20
million

almost
20
million
of
our
arpa
money
to
close
the
budget
hole
and
why
we're
being
left
even
with

12
million

structural
deficit,
and
it
seems
to
me
that
the
process
is
very
dysfunctional
and
that
the
council
doesn't
have
has
very
little
visibility
into
the
financial
situation
of
the
city
and
then
they
get
a
budget
handed
to
them
with
these
huge
problems
in
it
and
there's
very
little
time
or
ability
to
really
sort
of
look
into
it
before
the
you
know.

time
that's
allowed,

questions
about
what

city

what's
causing
the
operating
deficit

what
would
have
happened

arpa
money
wasn't
available

deal

structural
causes

learn

committee
meeting
on
the
23rd
and
the
administration
indicated
that
they
were
increasing
the
premiums
into
the
fun,

it
seemed
like
they.
Their
attitude
was
that
there
was
unforeseen
circumstances
that
led
to
the
problem
and
that
now
that
the
whole
you
know,
7
million
is
being
wiped
clean.

there's
really
nothing
more.
That
needs
to
be
done.
It
really
doesn't
make
sense
to
me,
and
it
seems
like
it's
completely
foreseeable,

this

happen

it
will
happen
at
some
time
in

lot

small

medium-sized
non-profits

reaction
to

has
been
