Description
Special Finance Committee Meeting
A
A
A
Today
is
april
27th
I'd
like
to
call
to
order
the
budget
amendment
meeting.
Madam
clerk,
could
you
please
take
a
roll.
A
It's
not
because
I
like
to
hear
myself
talk.
Okay,
I'd
like
to
begin
the
meeting
by
asking,
if
there's
anyone
on
either
zoom
or
in
council
chambers.
That
would
like
to
make
public
comment
on
the
budget.
This
will
be
the
last
opportunity
for
anyone
in
the
public
to
make
public
comment
on
the
budget.
There
will
be
no
public
comment
on
adopt
on
adoption
night.
So
is
there
anyone
here
in
chambers
would
we'll
go
first
in
chambers
and
then
we'll
go
on
soon.
Please
make
sure
you
state
your
name
and
address
for
the
record.
A
D
D
My
name
is
janine
nada
massey.
I
am
the
superintendent
for
cranston
public
schools
and
I'm
also
a
cranston
resident
on
april
6th.
I
came
before
you
with
our
budget
request
for
an
additional
2.5
million
dollars,
as
I
detailed
in
my
previous
statement
now
that
we
have
come
through
covid,
the
cost
of
everything
has
drastically
increased
due
to
many
factors,
including
inflation.
D
They
have
stepped
up
and
worked
together
to
get
our
community
through
a
brutal
two
years,
and
while
we
acknowledge
that
over
the
past
few
fiscal
years,
we
have
ended
with
small
surpluses,
our
prudent
fiscal
management
should
be
held
in
high
esteem.
Not
be
held
against
us,
our
team,
many
of
whom
are
here
this
evening
to
their
credit,
has
done
an
exemplary
job
of
ensuring
that
we
live
within
our
budget
in
a
fiscally
responsible
way.
D
While
we
don't
have
a
crystal
ball
thanks
to
our
cfo,
who
has
been
here
for
over
20
years,
we
account
for
some
of
the
surprises
that
a
budget
could
often
face
school
department
finances,
like
all
public
services,
are
at
the
mercy
of
the
economic
forces
in
general,
but
we
do
not
have
the
ability
to
raise
revenue
as
our
costs
balloon
due
to
inflation,
labor,
etc.
We
have
very
little
room
for
fiscal
maneuvering.
D
D
D
F
G
Thank
you
chairman.
I
won't
need
that
long,
dominic,
fusco,
167,
fiat
avenue
and
also
school
committee
representing
ward
3..
G
I
apologize,
I'm
fighting
a
cold,
so
if
I
seem
a
little
off
sorry
during
that
it
came
up
that
there
was
debt
services
of
1.2
million.
G
G
That
was
then
issued
by
the
city
itself,
as
the
school
department
does
not
have
the
ability
to
issue
bonds
in
those
bonds.
Well
are
also
subject
to
up
to
70
percent
reimbursement
from
the
state
if
the
school
department,
if
if
the
buildings
that
we
are
doing,
meet
the
all
the
credited
requirements
which
we're
on
track
to
do
so,
please
don't
hold
that
against
us
as
well.
As
I
mentioned
on
april,
6th
people
look
to
move
to
a
community.
G
They
look
for
their
school
systems.
That's
the
number
one
thing
that
when
deciding
where
to
move-
and
please
our
schools
have
made
great
improvements
over
the
years
and
please
don't
you
know,
let's
not
pause,
that
improvement.
A
Comment
no
further
public
comment.
Okay
at
this
time,
I
will
close
public
comment
on
the
budget,
just
a
reminder
for
everyone
tonight
that
I
ask
that
you
please
speak
clearly
loudly
if
you're
wearing
a
mask,
please
remove
it
and
we're
going
to
stay
on
topic
and
not
go
back
and
forth,
and
that
committee
members
will
be
first,
but
everyone
will
have
a
chance
to
speak
tonight.
H
Thank
you,
chairman,
quick
question
through
the
chair
to
mr
igo.
If
you
know
recognizing
that
the
difficulty
that
the
nine
of
us
are
are
facing
and
the
city
as
a
whole,
if
the
city
council
were
to
level
fund
everything
that
is
not
contractually
obligated,
how
much
would
that
save
the
city.
C
Councilman,
I'd
have
to
take
some
time
to
calculate
that
number.
I
I
just
couldn't
come
up
with
that
tonight,
but
I
could
definitely
do
it
for
you
for,
for
the
next
council
meeting.
H
Thank
you
yeah.
If,
if
at
your
earliest,
you
know
your
earliest
convenience
to
be
able
to
go
through
that,
I
I
would
greatly
appreciate
it.
I
think
that
the
council
would
greatly
appreciate
it
just
to
have
a
ballpark
figure
in
mind
of
of
what
that
would
be,
and
just
for
for
the
record.
I
know
that
the
the
maintenance
of
the
effort
is
being
increased
by
a
million
dollars
to
the
schools
and
just
for
the
record,
I
would
be
against
eliminating
that
increase.
E
Thank
you
chair
first
off
this
is
the
last
finance
committee
meeting
on
the
budget.
Obviously
it's
been
a
very
tough
budget.
We
have
a
structural
deficit
that
we
are
trying
to
all
close,
and
I
just
want
to
thank
the
finance
committee
and
all
the
members
of
the
council
for
all
the
work
over
the
past
five
six
weeks.
You
know,
however
long
this
process
has
been
going.
I
know
it's
probably
given
you
some
sleepless
nights,
I'm
sure
it
has
with
me
as
well
I'm
going
through
this
and
we'll
continue
to
go
through
this.
E
For
this
evening.
I
only
have
a
couple
of
short
amendments
and
because
of
the
you
know,
the
challenges
that
we
have
I'm
going
to
hold
some
of
my
amendments
and
keep
working
through
the
next
week
till
we
get
to
the
next
meeting,
but
I
do
have
a
couple
of
small
amendments
chair
if
you
would
like,
I
could
give
them
now
shouldn't
take
much
time.
A
E
All
right
first
amendment
I
have
are
all
for
the
city
clerk's
office,
and
this
is
to
reduce
it
by
a
half
year,
because
we
won't
have
a
new
city
clerk
most
likely
till
january,
when
the
new
council
sits
so
reducing
that
to
to
when
the
when
that
happens.
So
it's
department,
one
zero
one
dash
one
one:
zero
five
city
clerk
account
number
five
one,
one:
zero,
zero
salaries.
F
E
Four:
five:
five,
nine
two
now
I
do
have
the
additional
payroll
taxes,
pension
and
group
insurance.
I
can
list
those
now
and
amend
my
emotion
and
do
that
as
a
block,
I'm
trying
to
make
it
easier
for
mr
igo
and
mr
demeo
and
the
council
chair
I'll,
leave
it
up
to
your
discretion
and
how
you
want
me
to
list
the
next.
A
D
E
It's
a
decrease,
so
there's
four
line
items.
The
first
one
is
forty.
Five
thousand
five
hundred.
Ninety
two:
that's
the
salaries
account
number
five
one,
one:
zero
zero.
The
next
line
item
is
payroll.
Taxes
account
number
five,
three:
zero
zero
for
the
amount
of
three
thousand
four
hundred
eighty
seven
dollars,
and
we
have
account
number
five
one:
three:
zero
one:
pension
decrease
of
five
thousand
four
hundred.
Ninety
eight
dollars
in
group
insurance,
a
decrease
of
ninety
six
dollars.
E
Allocate
elsewhere,
or
is
it
too
fully
remove
those.
E
What
I
would
like
to
do
is
remove
this
from
the
structural
deficit,
the
fifty
four
thousand
six,
seventy
three.
So
in
essence,
it
would
go
back
to
the
golden
19
stimulus,
we're
using
opera
money
to
balance
the
budget,
so
we'll
go
back
to
the
opera
money.
That'll
be
my
second
motion.
If
this
passes.
Thank
you.
H
Thank
you
thank
you,
chairman
to
mr
igo
or
the
or
the
mr
demayo,
the
council
budget
auditor.
Approximately
you
know
before
we
start
making
amendments
before
the
council
starts,
making
amendments
based
on
your
estimates,
approximately
how
big
it
before
the
city
council
starts,
making
amendments
approximately.
I
H
A
E
Yes
chair,
my
next
motion
would
be
to
take
that
money,
which
is
54
673.
E
I
E
B
A
E
Have
one
more
set
of
amendments
this
evening?
The
next
one
revolves
around
municipal
court.
Obviously
we
heard
from
the
chief
judge
that
he
could
go
forward
with
the
reduction
of
three
judges,
so
I
will
be
making
a
motion
to
reduce
that
starting
on
january
1st
2023,
and
that
is
for
municipal
court
department,
101
1107.,
so
I'll
be
making
a
motion
to
decrease
account
number
one:
zero,
zero
salaries
by
seven
thousand
five
hundred
dollars.
E
D
F
E
A
D
F
F
E
Yes
and
then
chair,
my
last
motion
is
to
account
49135
a
decrease
of
8073.
This
is
the
offset
for
what
we
just
did
with
the
municipal
court,
like
we
did
with
the
first
set
of
motions.
So
it's
eight
thousand.
Seventy
three
dollars
total
going
back
to
the
covert
19
stimulus.
