At today's press conference, County of Santa Clara officials answered questions about what businesses can reopen when the County officially moves to the State's Red Tier Risk Level.
Santa Clara County is at the Red Risk Level under the State’s new COVID-19 reopening framework. That means certain activities can resume, and certain businesses can reopen indoor operations at reduced capacity. Some indoor businesses and activities are still too high risk to allow at this time, however, and the local order and directives ensure that people who live in the county are protected from these risks. For example, movie theaters, indoor gatherings, and indoor dining are not yet permitted to reopen under Santa Clara County’s Order. Remember to follow the more restrictive set of rules. Continue to keep your distance, wear your mask, and get tested.

activities
we'll
be
allowed
to
resume
in
light
of
the
fact
that,
as
you
know,
today,
the
governor
announced
that
the
county
has
moved
from
the
purple
tier
to
the
red
tier
risk
level,
based
on
the
new
framework
that
the
state
has
been
following,
we
do
note
that
they
will
be
issuing.
They
were
making
some
brief
comments
and
then
taking
questions.
We
also
want
to
note
that
the
county
superintendent
of
schools,
dr
dewan,
has
a
statement
that
I
just
want
to
briefly
read
on
behalf
of
dr
dewan.

The
first
factor
has
to
do
with
a
case
rate,
the
number
of
adjusted
cases
per
100
thousand
population
and
there's
an
adjustment,
in
that
case
rate
factor
based
on
the
volume
of
testing
and
dr
fenster
side
is
going
to
speak
to
that
in
a
few
moments.
But
it
is
on
the
basis
of
that
adjustment
that
were
placed
into
the
red
tier
today.

The
second
factor
is
the
positivity
rate
for
our
cases
and
your
place,
the
county
is
placed
into
a
tier
based
on
the
the
the
stricter
of
those
two
factors
and
based
on
that
analysis,
the
state
has
placed
us
in
the
red
tier
under
the
state's
framework
for
the
red
tier.
There
are
a
number
of
sectors
that
can
now
open
and
all
sold
out
under
a
local
county
risk
reduction
order.

The
density
rules
remain,
in
effect,
all
of
the
basic
principles
face
covering
and
social
distancing
and
hand.
Sanitation
remain
just
as
critical
as
before,
and
if
we
continue
to
stay
focused
on
those
core
principles,
we'll
continue
to
be
able
to
be
as
successful
as
we
have
been,
and
this
movement
into
the
red
tier
is
a
reflection
of
the
fact
that
here
in
our
county,
we
are
doing
a
bit
better
relative
to
many
other
parts
of
the
state
in
combating
covid,
and
it's
really
extraordinary.

have
to
I'm
very
happy,
though,
that
we
have
been
able
to
increase
our
testing
capacity
in
this
county
from
early
on
when
we
were
only
testing
about
a
thousand
people
a
day
county
wide
to
the
present.
We
are
testing
seven
to
eight
thousand
people
a
day
and
the
state
has
given
us
credit
now
for
all
of
that
testing.
Because
you
see
when
we
do
testing,
we
actually
find
more
cases
as
opposed
to
places
that
don't
do
testing
where
they
assume
that
they
are
not
finding
cases.

So
it's
very
important
again
to
keep
this
testing
up
and
if
we
lose
the
numbers
of
people
being
tested
and
I'm
not
just
saying
that
everybody
should
go
out
and
be
tested
just
for
testing
sake.
It's
it's
there
for
you
to
be
able
to
determine
your
risk
and
to
protect
yourself
and
your
family.
But
as
long
as
we
can
maintain
our
levels
of
testing,
we
will
be
able
to
adjust
our
case
rates
and
stay
in
these
less
restrictive
zones,
less
restrictive,
tiers
and
eventually,
hopefully,
we'll
move
into
even
more
less
restrictive
tiers.

suspect,
as
in
the
past,
that
as
we
open
even
more,
unless
people
really
adhere
to
the
guidance
and
to
protect
themselves
and
others,
we
will
see
additional
cases.
So
we
need
to
continue
testing
but
again,
the

rigorous
we
are
at
protecting
ourselves.
Keeping
these
masks
on
all
the
time
is,
even
though
we
know
that
there
bothers
them,
we
don't
like
them.

done
good

number
of
tests.

have

cases

week

these
numbers
and

will
be
told
where
we
are.
We
are
being
placed
that
week
and
if
we
continue
to
do
well,

will
continue
to
move
forward
and
if
not,
they
will
push
us
back.

schools

potential

strictly
adhere
to
that
risk
reduction
framework
in
order
to

place

we
hopefully
can
have
a
successful,
sustained
reopening
of
schools

in-person
instruction.

in
terms
of
restaurants,
schools
have
to
remain
read
for
two
weeks
or
weeks.

care
services
can
occur
indoors,
so
under
the
purple,
tier
hair
salons
were
already
opened
across
the
state,
but
now
indoors
you
nail
salons
massage
other
personal
care
services
can
open
indoors
gyms
and
fitness
centers
at
10
percent
capacity,
shopping
malls
at
50
capacity
again
subject
to
the
county
risk
reduction
framework,
which
has
density
limits,
indoor
museums,
zoos
and
aquariums
can
open
at
25
capacity
and
then
schools
after
14
days.

tier
for

clara
county,
there
are
limitations
on
the
number
of
workers
and
the
number
of
customers
that
can
be
in
a
space
and
in
fact,
we've
made
it
very
simple
because
in
the
social
distancing
protocol
that
each
business
has
to

file

actually
you
put
in
the
square
footage
it
computes.
The
maximum
number
of
persons
and
businesses
are
required
to
cap
the
number
of
people
coming
in
their
facility
based
on
those
density
rules.

questions

gatherings

services

clara
county
says
they
cannot
resume
when
the
state
guidelines
apparently
say
they
can't.

I
think,
was,

I
remember
it
correctly,
you

the
second
question
had

with
you
know
how
to
explain.
If
the
state
is
opening
certain
things,
why
would
the
county
be
continuing
with
its
framework,
and
I
think
there
are
a
couple
couple
really
important
things
related
to
that
number
one.

recall,
when
the
county
put
the
risk
reduction
framework
in
place?

That's
been
learned
the
last
several
months,
so
that
framework
was
based
on
these
principles
like
outdoors,
safer
than
indoors
and
strict
face
covering
indoors,
for
example,
and
everything
since
then
has
only
confirmed
the
validity
of
those
kind
of
core
principles,
and
so
it's
very
important,
as
we
continue
opening
new
sectors
to
keep
in
mind
that
risk
reduction
framework,
and
so
that
overlay
continues
to
exist.
We're
not
the
only
jurisdiction
doing
that
the
state's
been
very,
very
clear
that
counties
can
continue
to
have
local
rules
in
place.

recognize
the
importance
of
school
opening
for
in-person
instruction,
but
also
the
real
significance
of
what
that
could
potentially
mean
just
based
on
volume.

so
that's
something
that

county

continue
to
keep
a
very
close
eye
on
jake.
What
would
it
take
for
restaurants
to
reopen.

the
question
was:
is
there
any
threshold
for
opening
indoor
dining?
And
you
know
the
answer
to
that?
Is
I'm
not

aware
that
there's
any
threshold,
but
here's
the
basic
principle
and-
and
that
is
that
we
need
to
have
our
case
rates,
come
down
there's
and
just
because
we've
moved
into
the
red
tier.

heard

about

case
rates
are
still
significant
in
our
community
they're
still
significant.
You
heard
him
mention
community
transmission
in
our
community,
and
so
you
know
that
overall
level
of
transmission
isn't
where
it
was
several
months
ago.
It's

lot
higher.
We
are
obviously
no
longer
in
a
strict
shelter
in
place.
So,
logically,
we
understand
that
there's
more
transmission,
but
but
that
case
rate
needs
to
come
down,
and
I
don't
know
if
you
want
to
add
to
that

think
that's
really.

bottom

to
the
question
about
the
state
versus
the
county.

really
are
not
going

said

Again,
our
focus
continues
to
be
to
ensure
the
safety
of
all
of
our
residents
and
with
respect
to
our
businesses,
whether
it's
restaurants
or
any
other
business.
