The County of Santa Clara Public Health Department announced today that it will not lift local indoor masking requirements when the State lifts its indoor masking requirement on February 16. Instead, Santa Clara County will continue to base decisions on whether and when to lift indoor masking requirements on the risks posed by COVID-19, using clearly defined metrics related to vaccination, hospitalizations, and COVID-19 case rates. Los Angeles County has likewise announced it will not immediately lift its local masking requirement. The County anticipates that it will be able to lift indoor masking requirements in a matter of weeks, as case rates continue to decline.
The County previously announced metrics for lifting local masking requirements in October. Today, the County Public Health Department announced that it had updated its prior metrics, which were adopted when the Delta variant was circulating in the community, to reflect the fact that the current Omicron variant poses less risk of severe illness and hospitalization than Delta. Specifically, the County’s prior metrics required that the 7-day average of new cases be approximately 150 or below based on Centers for Disease Control and Prevention’s “moderate” criteria. The updated metrics allow indoor masking requirements to be lifted when the County’s 7-day average of new cases is 550 or below for at least a week.
The County has already met one of the three metrics for lifting the indoor masking requirement—that 80% of all County residents are fully vaccinated. The two remaining metrics are not yet met. The local indoor masking requirement will be lifted when the remaining two metrics are met:
* COVID-19 hospitalizations in the jurisdiction are low and stable, in the judgment of the health officer; and
* The 7-day average of new cases per day is at or below 550 for at least a week.
While overall case rates have declined significantly since their January peak, COVID-19 continues to circulate widely, and case rates are still higher than at any other time in the pandemic prior to the January Omicron peak. The County’s current 7-day average case count is 1,922 cases per day, which is in the Centers for Disease Control and Prevention highest level of community transmission. Hospitalization rates likewise remain high, and are not yet falling.
The State will be lifting its universal indoor masking requirement on February 16th. However, State health orders will continue to require universal indoor masking in many settings after February 16th, including all K-12 schools, childcare facilities, public transit, healthcare facilities, shelters, jails, and long-term care facilities.

County of Santa Clara Public Health officials address the second anniversary of the county’s first detected COVID-19 case and provide an update on the Health Officer’s Revised Order on COVID-19 Testing Requirements for healthcare providers.
Under the January 31, 2022 Revised Testing Order (“Order”), your healthcare provider is required to provide you with a COVID-19 test (PCR or antigen) if you meet any of the following criteria:
* You have any symptoms of COVID-19;
* You have been exposed to a person who has tested positive for COVID-19 in the last 10 days; or
* You are required or recommended to have a COVID-19 test under State or County guidelines (healthcare facilities are not required to provide routine surveillance testing to K-12 students, but must provide all other testing recommended or required for K-12 students).
If you fall into one of the above categories and you request a test, your healthcare provider must provide you one within 24 hours. If you are provided with a lab-based test (such as a PCR test) that does not return immediate results, your healthcare provider must provide your results within 72 hours, or must provide you with an antigen test if they are unable to do so.

With a high demand for COVID-19 testing locally and throughout the nation, the County of Santa Clara Public Health Department is offering guidance to those unsure of what kind of test to use and whether or not they need one.
The testing options are a PCR test, typically administered in a clinic or drive-through operation; and an antigen test, which are also available for home use.
The County recommends that the antigen tests be used for purposes of shortening isolation or quarantine periods for those who have tested positive or been exposed to a person with COVID.
Positive antigen results should be recognized as valid – there is no need for a follow up PCR test at a healthcare or County facility.
In addition, people who have previously tested positive within the past 90 days should not get tested again during that time frame unless they have new symptoms – in which case they should use an antigen test.
PCR tests are generally more sensitive than antigen tests, but antigen tests are good at detecting when people are most infectious.
“We want to provide some practical guidance to the community about COVID-19 testing,” said Dr. Sara Cody, Health Officer and Director of Public Health for the County of Santa Clara. “Testing opportunities are not unlimited, and we want to make sure tests are being used when and where they are most needed.”
The County also reminds patients of all healthcare systems that they have a right to a test from their provider if they have symptoms or have been exposed to an individual who has COVID-19. Large healthcare systems remain subject to the Health Officer’s Testing Order.
The County of Santa Clara offers the following guidance to cover the fundamentals of COVID-19 testing.
YOU SHOULD GET TESTED IF:
* You have new symptoms that might mean you have COVID: Fatigue, headache, body/muscle aches, cough, fever, sore throat, and/or congestion.
Please note that if you have new symptoms and you are at high risk for severe illness from COVID because of other medical conditions, older age, or having a compromised immune system, it is especially important to get tested because if you test positive, you may qualify for early treatment to reduce your risk of severe illness.
YOU MAY CONSIDER GETTING TESTED IF:
* It’s been 2-5 days after you have a known exposure to someone with COVID, especially if you are unvaccinated or have symptoms.
YOU SHOULD NOT GET TESTED WITH PCR TESTING IF:
* You have already tested positive by a home/antigen test. Assume you have COVID and isolate accordingly. Do not get tested again at a testing lab – it is unnecessary and uses resources that could be used to test another individual.
* You have tested positive in the last 90 days. You do not need get tested again unless you are newly symptomatic or required to quarantine—if this is your situation, use a home/antigen test.
WHERE TO GET A TEST:
* Under the September 16, 2020 health order, large healthcare providers are legally required to provide prompt testing to patients who are symptomatic or have been exposed to someone who has COVID. However the Emergency Room is for patients who are very sick and need emergency care. It is not for COVID testing.
* The County continues to test individuals at its various mass testing sites and clinics. Visit sccfreetest.org.
* Home antigen tests are a valuable tool. Starting Jan. 15, health insurers nationwide are required to cover the costs of up to eight at-home COVID tests per month. A positive result on an antigen test should be considered final; an additional PCR test should not be done. Home antigen tests are available through pharmacies, various retail stores as well as online vendors.
Workplaces, schools, and childcare facilities are encouraged to accept results from home testing so that individuals do not need to go to a testing site or their healthcare provider and use testing resources that could be used to test others.
IF YOU HAVE SYMPTOMS OF COVID AND ARE UNABLE TO GET TESTED:
* Assume you have COVID and follow isolation guidelines. If members of your household are having similar symptoms, and at least one of them tests positive for COVID, assume that all members have COVID.

The Santa Clara County Office of Education (SCCOE) along with the County of Santa Clara Public Health Department (SCCPHD) released a video message on Friday, January 7, 2022 stressing the importance of keeping students in full-time, in-person learning environments.
As of June 30, 2021 school districts may no longer offer remote or virtual learning in lieu of in-person instruction. Students learn best when they are amongst their peers and have access to school resources. Schools are working with the SCCOE and SCCPHD to implement the latest California Department of Public Health school guidance and are practicing the best risk mitigation strategies.
“Keeping our students, staff, and families safe remains our top priority,” stated Dr. Mary Ann Dewan, County Superintendent of Schools. “We are working alongside our school districts to protect in-person learning and practice the appropriate safety protocols.”
Santa Clara County Public Health Director, Dr. Sara Cody, added, “The good news is that the cases we are seeing from Omicron are milder than previous COVID cases. We have also learned that we need to find ways to coexist and live with COVID. We have learned a lot from the previous two years.”
Both officials agreed that school is where our county students should be - it is a county goal to make sure the students get a solid, in-person education. “Remote learning does not support student mental health, emotional health, and academic well-being the way that in-person learning does,” said Dr. Cody.
“Our schools are committed to healthy environments for students and staff,” said Dr. Dewan. “Schools throughout Santa Clara County have been working diligently to ensure safe classrooms and it remains critically important to use all proven layers of protection: masking, vaccinations and boosters for those that are eligible, testing, and remaining home when not feeling well.”

The County of Santa Clara Health Officer issued a health order requiring up-to-date COVID-19 vaccination for workers in certain higher-risk settings in light of the rapid surge in cases due to the Omicron variant. The new order builds on recent changes in the State Health Officer’s vaccination requirements by mandating up-to-date vaccination by workers in certain healthcare and long-term care settings. Under the new local health order, by January 24, 2022, workers must be up-to-date on their vaccination (i.e., both fully vaccinated and boosted against COVID-19 if eligible for a booster) in these higher-risk settings:
* skilled nursing facilities, long-term care facilities, adult day care facilities, and memory care facilities;
* healthcare delivery facilities (such as hospitals, clinics, medical offices, dialysis centers) where patient care is provided, as well as medical first responders;
* jails and other correctional facilities; and
* congregate shelters.
The August 2, 2021 Health Order requiring universal indoor masking remains in effect throughout Santa Clara County.

With the Omicron variant rapidly spreading throughout the world and the effectiveness of the initial COVID-19 vaccine series diminishing over time, the County of Santa Clara is strongly urging everyone eligible to obtain a booster shot right away.
Booster shots are available, through both appointments and drop-in availability, at many pharmacies, clinics, and mass vaccination locations throughout the County. On Thursday, December 9, the County of Santa Clara received its first report of a county resident with the Omicron variant of COVID-19. The individual is in isolation and was fully vaccinated but had not received a booster; they had recently returned from domestic travel out of state.

The counties of Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Sonoma and the City of Berkeley will lift the indoor masking requirement in public spaces not subject to state and federal masking rules when all the following occur:
* The jurisdiction reaches the moderate (yellow) COVID-19 transmission tier, as defined by the Centers for Disease Control & Prevention (CDC), and remains there for at least three weeks; AND
* COVID-19 hospitalizations in the jurisdiction are low and stable, in the judgment of the health officer; AND
* 80% of the jurisdiction’s total population is fully vaccinated with two doses of Pfizer or Moderna or one dose of Johnson & Johnson (booster doses not considered)
OR
Eight weeks have passed since a COVID-19 vaccine has been authorized for emergency use by federal and state authorities for 5- to 11-year-olds
Most Bay Area health departments issued the masking requirements for their respective jurisdictions on August 3, following a summer surge in cases, hospitalizations and deaths.
But with regional data showing that the surge is now receding, and with the Bay Area one of the most vaccinated regions in the country, the health officers agree it is time to plan for a transition.

Emerging evidence indicates that the Delta variant is more transmissible than prior variants of the virus and that even fully vaccinated individuals can spread the virus to others. For these reasons, the Health Officer is issuing a new Health Order requiring the use of face coverings indoors by everyone.
Vaccines remain the most powerful tool in the fight against COVID-19, including the Delta variant. It does not require reporting of that information to the County, and it allows individuals the ability to “decline to state” their status, although they are then treated as unvaccinated. Cal/OSHA has explained in FAQs that a self-attestation like that permitted under the May 18th Local Health Order is sufficient documentation to implement its new regulations.
Under today’s order, the May 18, 2021 Local Health Order is rescinded, except for those businesses or governmental entities who have not yet completed two rounds of ascertainment of vaccination status of their personnel—a first round for all personnel and a second round for those who did not indicate they were fully vaccinated. For those entities, once the second round is complete, the May 18th Order does not apply to them either. All entities must maintain their records of compliance for the duration of the Cal/OSHA regulations. Today’s order also includes recommendations to continue to keep the community safe from COVID-19: (1) get vaccinated; (2) continue to emphasize outdoor activities; (3) avoid travel if you’re not fully vaccinated; and (4) continue to regularly test for COVID-19 if you’re not fully vaccinated and, regardless of vaccination status, get immediately tested if you have COVID-19 symptoms.
Under the State’s rules, face coverings are still required—regardless of vaccination status—in healthcare settings; at schools, childcare, and youth settings; on public transit; in jails and correctional facilities; and at homeless and emergency shelters.

Today, County officials announced that Santa Clara County has made excellent progress in the fight against COVID-19. Case rates have declined to some of their lowest levels at any point in the pandemic, and test positivity rates have hit an all-time low. The county’s vaccination rates are also among the very highest in the nation, as more than 75% of county residents 16 and older have received at least one dose of vaccine. On Wednesday, the county will enter the least restrictive “Yellow Tier” under the State’s Blueprint for a Safer Economy.
With the county in a much safer place than it was even a month ago, County Health Officer Dr. Sara Cody announced that she would be lifting most of the local rules currently in place, including requirements that businesses maximize the number of staff who are teleworking, replacing prior rules with a limited local health order. The new order will require continued reporting of COVID-19 cases in workplaces and schools, and will require employers to determine which staff are fully vaccinated in advance of changes to State masking and social distancing requirements for fully vaccinated people in the workplace. The new order goes into effect Wednesday, May 19th.
The County also addressed recent announcements from the CDC and the State Department of Public Health related to masking and social distancing requirements for fully vaccinated people.
The changes to local requirements come as more than 75% of Santa Clara County residents over the age of 16 have received at least one dose of COVID-19 vaccine and nearly 60% are fully vaccinated. Getting vaccinated has never been easier, as the County and other vaccine providers have established many vaccine clinics throughout the county. Many of these vaccination sites do not require appointments, and many offer weekend and evening hours.
The County is continuing to make every effort to reach the communities hardest-hit by the pandemic to ensure equitable access to these life-saving vaccines. The latest information about vaccines and appointments is available on the County’s vaccine website at sccfreevax.org.
With the recent approval of the Pfizer vaccine for 12- to 15-year-olds, the County of Santa Clara has made the Pfizer vaccine, which is the vaccine approved for that age group, available at all of its vaccination sites. With an urgent need to get more teens vaccinated in Santa Clara County, the San Francisco 49ers and the County announce a three-day vaccination clinic for eligible youth at Levi’s Stadium. Eligible youth include anyone age 16-19 who resides in Santa Clara County, along with their families. No appointments are needed for the vaccination clinic and participation includes: a visit to the visitors’ locker room; selfies with the field in the background; limited supplies of 49ers swag each night; free access codes for the first-of-its-kind 49ers Virtual Escape Room game; and $10 gift cards for the first 100 teens vaccinated each night.

While more than two-thirds of county residents over the age of 16 have received at least one dose of COVID-19 vaccine, Santa Clara County leaders are concerned with a recent drop in demand for vaccination and urge the public to continue getting vaccinated to save lives, prevent the spread of dangerous variants, and help the community emerge from the pandemic. We highlight many opportunities for vaccination, including expanded drop-in clinics with evening and weekend hours, as well as the experiences of local youth who have been vaccinated and will encourage their peers and fellow community members to join them.

Stanford Health Care and the County of Santa Clara are partnering to further expand access to vaccination for people in areas disproportionately affected by COVID-19 through a new mass vaccination clinic at Eastridge Mall in East San José.
The clinic at the Aloha Roller Rink, which opened today, is located in an area of the County that has seen some of the highest rates of COVID-19 cases, hospitalizations, and deaths. This latest expansion is part of the County’s multi-pronged strategy to ensure equitable and robust access to vaccination in East San José and Gilroy. The clinic will open as a drop-in clinic with first-come first-served tickets provided to those who meet eligibility requirements. It will transition next week to a blend of appointments and drop-in availability. Starting Monday, the site will operate seven days a week, and will offer evening appointments. Capacity will ramp up to 2,000 vaccinations a day if the State allocates adequate vaccine to our region.
The site is being operated by Stanford Health Care in partnership with the County of Santa Clara, which is leasing the site from Aloha Roller Rink, a locally owned small business.
The Aloha Roller Rink site brings additional capacity to East San José and will complement other large-scale vaccination sites operated by the County Health System, including the Santa Clara County Fairgrounds Expo Hall in East San José, the County Service Center on Berger Drive in San José, Gilroy High School, Levi’s Stadium, and the Mountain View Community Center.
In addition to these sites, the County operates drop-in sites in East San José, Gilroy, and other locations, as well as Valley Health Center clinics throughout the county. Through these efforts as well as vocation-based sites for educators and mobile vaccination clinics for agricultural industry workers, the County is vaccinating up to 12,000 people each day.
The County has also undertaken numerous other efforts to ensure equity in the vaccine rollout. Community outreach workers in the field have scheduled more than 1,000 vaccine appointments over the past three days, and early data shows that those appointments are reaching communities most impacted by the pandemic. Data is being closely tracked to monitor and improve these efforts. The County also works closely with various community organizations on outreach.
As efforts increase to offer vaccinations to all eligible residents and workers, the main hurdle remains uncertainty around vaccine supply from the State. The County received less than the anticipated allotment this week, and the State has not offered an estimate of doses moving forward. All COVID-19 vaccine appointments available through the County Health System are currently fully booked, and due to a low allocation of vaccine from the State, no new appointments can be made available for the week of March 7th through March 13th. The County is working to ensure it can vaccinate all people who currently have appointments scheduled. The County Health System stands ready to expand appointment capacity as soon as the State provides additional vaccination supplies.

Following the State of California’s announcement that Santa Clara County has met the requirements to move into the Red Tier of the Blueprint for a Safer Economy, the County of Santa Clara Health Officer announced today that the County will align with the State’s framework and allow activities open in Red Tier counties to resume, effective Wednesday, March 3. As a result, most of the industry/activity-specific local directives will be lifted, including the Health Officer’s Mandatory Directive on Travel. However, quarantining after travel is strongly recommended, in alignment with the State’s Travel Advisory.
The County’s October 5th Risk Reduction Order, which requires everyone to follow all State orders and guidance, maintain distance, and wear face coverings as much as possible, will remain in effect. The Order also requires all businesses and other entities to maximize telework, post a Social Distancing Protocol outlining specific COVID-19 safety plans, and promptly report any cases to the Public Health Department.
Although more activities are allowed under the Red Tier, the County Health Officer urges everyone to remember that indoor activities are much higher risk than outdoor activities and to take every step to reduce your risk as much as possible. To keep yourself, your family, your friends and neighbors, and our broader community safe, follow these core principles:
* Stay outdoors. Outdoor activities are far safer than indoor ones.
* Stay masked. Consistent use of face coverings both indoors and outdoors, especially double-masking, is very effective at preventing spread of the coronavirus.
* Maintain at least 6-foot distance from others. Social distancing from those who do not live with you is effective at keeping the coronavirus away.
* Avoid crowds. The fewer people you encounter and the fewer interactions you have, the lower the chance the virus will spread.
* Get vaccinated when it is your turn. All federally approved vaccines work well and will help keep you, your family, and your friends safe.
The following changes are effective, Wednesday, March 3:
All activities authorized under the State’s Red Tier, including indoor dining, can resume in accordance with State capacity limits and safety protocols, including:

As the County expands access to essential workers, it will expand its multi-layered outreach and access strategies, locating new clinics in the hardest hit communities, providing drop-in and evening/weekend options, conducting robust outreach, and offering assistance to residents with scheduling vaccination appointments. These efforts include door-to-door outreach, outreach to businesses with eligible workers, outreach through community-based organizations in hardest hit communities, and dissemination of information through many channels in multiple languages. The County Health System is currently scheduling nearly 10,000 vaccination appointments at sites across the county each day, in addition to several vaccination sites now operating in both East San José and Gilroy that do not require an appointment.
Expanding access to additional groups comes after Santa Clara County reached a key milestone – more than half of county residents age 75 and older received at least one dose of the vaccine, and soon half of those 65 and older will have received at least one dose. The County is urging older residents who have not yet been vaccinated to schedule an appointment now.

San Francisco 49ers President Al Guido, California Governor Gavin Newsom, Santa Clara County Supervisor Cindy Chavez and others announce the opening of Levi’s® Stadium as a COVID-19 vaccination site for residents of Santa Clara County. The County of Santa Clara Health System will begin vaccinating Santa Clara residents at Levi’s® Stadium on Tuesday afternoon (Feb. 9) and has plans to increase capacity up to 15,000 people per day when vaccine supplies increase to make Levi’s® Stadium California’s largest vaccination site.

The 49ers and County of Santa Clara announced the creation of California’s largest vaccination site at Levi’s Stadium to facilitate the rapid rollout of COVID-19 vaccines to the residents of Santa Clara County. The site will open early next week (Feb. 8-12) with the initial capacity to vaccinate 5,000 people per day, with plans to increase capacity up to 15,000 people per day as vaccine supplies increase.

The California Department of Public Health (CDPH), in coordination with Santa Clara County and the University of California San Francisco (UCSF), today announced that an L452R variant of COVID-19 is increasingly being identified by viral genomic sequencing in multiple counties across the state. The 452R variant has previously been detected in other countries and states, including California, and is now increasingly being found in multiple counties throughout California. The state is working with the Centers for Disease Control and Prevention (CDC), local public health departments and laboratory sequencing partners to learn more about the variant, including how it spreads.

More than 47,000 healthcare workers in Santa Clara County have received their first doses of COVID-19 vaccines and healthcare systems throughout the county began administering second doses of the vaccines this week. County Public Health Officials conduct a media session to announce that COVID-19 is now projected to be the third leading cause of death in Santa Clara County this year, behind only cancer and heart disease. The data were released by health officials as the county passed a grim milestone this week with 632 cumulative deaths reported to date.
County officials are also imploring all county residents to cancel their travel plans immediately and stay at home as local hospitals are now approaching the breaking point. Rationed care may have to be considered soon due to the increasing numbers of COVID patients, as the projection for January only sees the trend getting worse.

On December 3, Governor Newsom announced that all sectors other than retail and essential operations would be closed in regions of the State where less than 15 percent of ICU beds are available under a new Regional Stay Home Order. Although health officials throughout the Bay Area are glad to see the State take action in light of the rapidly escalating surge in hospitalizations statewide, many believe even more aggressive action is necessary in the Bay Area to slow the surge and prevent our local hospitals from being overwhelmed.
Rather than waiting until Intensive Care Unit (ICU) bed availability reaches critical levels and delaying closures that are inevitable, the Health Officers for the Counties of Alameda, Contra Costa, Marin, San Francisco, and Santa Clara as well as the City of Berkeley are jointly announcing that they will implement the State’s Regional Stay Home Order now.

As COVID-19 transmission surges across our community, County of Santa Clara officials are seeing alarming spikes in cases at congregate settings, including homeless shelters and long-term care facilities. These upticks are unfortunate indicators of the rapid and exponential rise of COVID-19 in our community, reaching our most vulnerable residents. High community prevalence of COVID-19 means that despite safeguards and regular surveillance testing in congregate facilities, there is significantly increased risk that COVID-19 infections will come into a facility from the community.

County of Santa Clara Public Health officials and professionals conduct a press conference on Saturday, November 28 to announce revisions to the Health Officer's mandatory directives amid steeply rising COVID-19 cases and hospitalizations.
The number of Santa Clara County residents contracting COVID-19 and the number of patients hospitalized with COVID-19 continues to rise significantly, reaching record levels. To reduce the likelihood of a surge in hospitalizations that would exceed the capacity of hospitals in the county, the Health Officer is making several modifications to the current Mandatory Directives applicable to businesses and county residents, including requiring that certain sectors modify their operations to increase safety, reducing the number of persons allowed in facilities at any one time, and reducing the size of outdoor gatherings. Further, certain higher risk activities will be prohibited.
The Health Officer is also issuing a Mandatory Directive on Travel, which strongly discourages leisure and non-essential travel, and requires persons entering the county to quarantine for 14 days upon return from travel of more than 150 miles.
These revised and new Mandatory Directives will take effect on Monday, November 30, 2020 at 12:01 a.m. and will remain in effect until December 21, 2020 at 5:00 a.m. unless they are extended.

To reduce the likelihood of a surge in hospitalizations that would exceed the capacity of hospitals in the county, the Health Officer is making several modifications to the current Mandatory Directives applicable to businesses and county residents, including requiring that certain sectors modify their operations to increase safety, reducing the number of persons allowed in facilities at any one time, and reducing the size of outdoor gatherings. Further, certain higher risk activities will be prohibited.
The Health Officer is also issuing a Mandatory Directive on Travel, which strongly discourages leisure and non-essential travel, and requires persons entering the county to quarantine for 14 days upon return from travel of more than 150 miles.
These revised and new Mandatory Directives will take effect on Monday, November 30, 2020 at 12:01 a.m. and will remain in effect until December 21, 2020 at 5:00 a.m. unless they are extended.

Citing concerns regarding a sudden rise in COVID-19 cases and hospitalizations, the State of California announced today that Santa Clara County is moving directly into the most restrictive Purple Tier of the Blueprint for a Safer Economy. This change will take effect tomorrow, November 17, 2020, at 12:01 a.m. Under the State’s Blueprint, the Purple Tier indicates that the risk of community transmission in the county is widespread.
The State’s website includes information regarding the Purple Tier and its impact on businesses and activities. Impacts include the closure of indoor dining, which was already planned in Santa Clara County for November 17, 2020, as well as the closure of all indoor activities associated with gyms, museums, zoos and aquariums, places of worship, and movie theaters. Shopping malls and all retail establishments must reduce to a maximum of 25 percent capacity.
Daily cases have doubled in the last ten days in the State of California, which is the fastest increase that California has seen since the beginning of the pandemic. Santa Clara County is among 41 California counties that are now in the Purple Tier of the State’s Blueprint. Given the alarming rise in cases and hospitalizations, the County of Santa Clara strongly urges residents to refrain from all travel, including over the upcoming Thanksgiving holiday, to gather with persons outside of their household only outdoors, and to limit interactions with persons outside of their immediate household.

Santa Clara County and other counties throughout the Bay Area are seeing a sudden, rapid spike in COVID-19 cases and a significant increase in hospitalizations. The average number of new cases per day in Santa Clara County has more than doubled since early October. With transmission and hospitalizations on the rise, health officers in counties across the Bay Area are tightening local rules for high-risk indoor activities where the virus spreads more easily.
In Santa Clara County, Health Officer Dr. Sara Cody today announced that the County’s dramatically increasing case counts make clear that the County will be moved to the State’s Red Tier next Tuesday November 17th. On August 28, 2020, Santa Clara County moved from the Purple Tier (Tier 1) to the Red Tier (Tier 2) on the State’s new COVID-19 blueprint.
The move to tier 2 allowed the reopening salons, barbershops and other indoor operations at some additional businesses, so long as appropriate protocols and protective measures are strictly followed. It has been over a month now since the move from Tier 1 (purple) to Tier 2 (red).
Today, Santa Clara County public health officials discuss operating in Tier 2 (Red) and answer some of your questions regarding moving to Tier 3 (Orange).

Elected Officials from across Santa Clara County announce revisions to the Testing Order to call upon large healthcare providers to increase COVID-19 testing. The new order tightens testing requirements, ensures testing is more easily available and without delays, and provides better access to COVID-19 testing for the community. The Order is a legal requirement for large healthcare providers such as Kaiser Permanente, HCA Healthcare, Sutter Palo Alto Medical Foundation and other private hospitals in Santa Clara County, which are subject to fines for noncompliance.

At today's press conference, County of Santa Clara officials answered questions about what businesses can reopen when the County officially moves to the State's Red Tier Risk Level.

That means certain activities can resume, and certain businesses can reopen indoor operations at reduced capacity. Some indoor businesses and activities are still too high risk to allow at this time, however, and the local order and directives ensure that people who live in the county are protected from these risks. For example, movie theaters, indoor gatherings, and indoor dining are not yet permitted to reopen under Santa Clara County’s Order. Remember to follow the more restrictive set of rules. Continue to keep your distance, wear your mask, and get tested.

Last week, California became the state with the most COVID-19 cases in the Country. The County’s cumulative number of COVID-19 cases have surged from 7,081 on July 11, 2020 to 9,040 as of July 26, 2020. That is nearly 2000 new cases in a little over two weeks.

Joint statement from Bay Area health officers regarding significant progress on COVID-19 indicators and next steps for reopening. This Press Conference was broadcast live on May 18, 2020.
While much work remains to be done, the County issued a new order today that allows retail establishments to offer storefront pick-up, and also allows the manufacturing, warehousing, and logistical operations that support retail to resume. The County is counting on these businesses to consistently follow social distancing protocols and public health guidance to protect their employees and customers as these activities resume. COVID-19 continues to pose a very significant risk to our communities, and that continued vigilance is necessary to ensure that we do not see an increase in spread as more activities resume.
As we reopen certain sectors, Bay Area residents are still required by health order to stay home as much as possible, wear face coverings, and follow the precautions that have helped the region make progress to slow the spread of COVID-19. As we move forward, we will continue to be guided by our COVID-19 Indicators and other data related to the spread of COVID-19 in our region.

The County of Santa Clara is increasing COVID-19 testing access with the opening of two new public testing sites, following Governor Gavin Newsom’s recent announcement that more community testing sites would open across the state focused on underserved communities. The new testing sites will open later this week and are part of 80 testing sites managed by the State of California. Testing at the two new sites will be by appointment only.
The County also announced today a new online resource for testing information and access. The webpage includes information about County and non-government locations where members of the public can be tested, including testing for people who do not have insurance or access to a doctor.

The Santa Clara County Public Health Department, along with six other Bay Area public health officers, have announced the extension of the stay-at-home orders through May 31. Some restrictions have been eased and tools to strengthen containment of COVID-19 have been put into place.
The social distancing intervention has slowed the increase of new cases and prevented the anticipated medical surge. As restrictions are eased, it is critical to ensure that growth of cases can be sufficiently contained to protect the health and safety of our community.
All construction activities, certain businesses that operate primarily outdoors, and some outdoor activities will be allowed to resume with specific conditions.
Under the new orders, all construction projects will be allowed to resume as long as the project complies with safety protocols included with the order. All real estate transactions will also now be able to resume, but with continued restrictions on open houses and limitations on in-person viewings. Any employee allowed to return to work at a facility can also access childcare programs that can operate.
Certain outdoor businesses can also begin operating again, and people can visit those businesses to perform work or obtain goods, services, or supplies. This includes wholesale and retail nurseries, landscapers, gardeners, and other businesses that primarily provide outdoor services as set forth in the order. Outdoor businesses do not include restaurants, cafes or bars, regardless of whether they have outdoor seating.
Other activities that can resume under the new order include residential moves and the use of certain shared outdoor recreational facilities that were previously ordered closed, like skate parks, but not others that involve shared equipment or physical contact.

The Santa Clara County Public Health Department, along with Bay Area health officials, is recommending that residents cover their nose and mouth when leaving home for essentials activities, such as grocery shopping, doctor appointments, and going to the bank.
Face coverings should not be medical masks or other similar products but include any type of breathable material that will cover nose and mouth. Medical masks are in short supply and need to be reserved for health care personnel. Examples of recommended coverings include bandanas and home-sewn fabric coverings.
Medical masks, such as N-95 and surgical masks, are strongly discouraged for general use. Due to the global demand for personal protective equipment (PPE), there is a severe shortage of PPE across the state. Local officials are prioritizing acquisitions of PPE for healthcare workers on the frontlines of the COVID-19 pandemic. Santa Clara County Public Health asks residents to refrain from purchasing PPE for their own use and to utilize homemade face coverings instead.
This new recommendation is based on developing information from the Centers of Disease Control and Prevention that some people may be infectious for a few days prior to symptoms begin or may be infectious and never develop symptoms. Face coverings will help those people from unknowingly infecting other while conducting essential activities.
Strictly following the order to shelter in place and reducing the number of people with whom we come in contact continues to be the most effective way to slow the spread of COVID-19.

Face coverings should not be medical masks or other similar products but include any type of breathable material that will cover nose and mouth. Medical masks are in short supply and need to be reserved for health care personnel. Examples of recommended coverings include bandanas and home-sewn fabric coverings.
Medical masks, such as N-95 and surgical masks, are strongly discouraged for general use. Due to the global demand for personal protective equipment (PPE), there is a severe shortage of PPE across the state. Local officials are prioritizing acquisitions of PPE for healthcare workers on the frontlines of the COVID-19 pandemic. New Updates to Shelter in Place Order....
The County of Santa Clara, along with the county jurisdictions of San Francisco, San Mateo, Marin, Contra Costa, Alameda, and the City of Berkeley, have extended the Shelter in Place Order through May 3, 2020.
The new order will go into effect at 11:59 p.m. on Tuesday March 31 and takes the place of any previous orders issued by the County of Santa Clara, Public Health Department.
Today’s order also clarifies essential businesses and activities, as well as some new restrictions, such as:
• Use of playgrounds, dog parks, public picnic areas, and similar recreational areas is prohibited.
• Use of shared public recreational facilities such as golf courses, tennis and basketball courts, pools, and rock walls is prohibited
• Sports requiring people to share a ball or other equipment must be limited to people in the same household
• Requires essential businesses to develop a social distancing protocol by April 3
• Most construction—residential and commercial—is now prohibited
• Funerals are limited to no more than 10 attendees
• Essential businesses expanded to include service providers that enable residential transactions (notaries, title companies, Realtors, etc.); funeral homes and cemeteries; moving companies, rental car companies and rideshare services that specifically enable essential activities
• Essential businesses that continue to operate facilities must scale down operations to their essential component only
Sheltering in place is proven to slow the spread of the virus if everyone decreases the number of people with whom they come into contact with because it decreases the number who might get sick from someone who is infected.
