step

biodiversity

change

landscape

we

we

property

we

add
property
dedicated
to
Nature
at
the
previous
Four
City
Council
meetings.

Palo
Alto
city
council
heard
a
case
on
January
23rd
from
a
homeowner
that
wanted
a
20
feet:
setback
from
a
creek
only
a
20-foot
suit
back,
although
the
average
distance
of
homes
was
over
50
feet
and
the
city
had
guidance
in
place
to
consider
150
feet
as
the
minimum,
with
all
the
rains
and
mudslides
and
damage
to
Homes,
Long,
creeks
and
rivers.
Why
would
the
homeowner
ask
for
a
20-foot
setback?
Fortunately,
Palo
Alto
city
council
authorized
50
feet
not
20
feet
from
the
creek.

They
also
directed
staff
to
write
an
ordinance
that
would
set
the
guidance
for
150
feet
into
legally
binding
rules
for
the
future.
Each
of
us
comes
to
understanding
of
biodiversity
from
different
places.
Mine
grew
through
bird
watching
in
California.
Many
learn
about
the
human
relationship
to
Nature
from
losing
their
home
to
flood
waters
or
mudslides
or
Fires
for
council
members
and
everyone
else
who
hears
these
Council
meetings
I
hope
to
create
an
interest
in
nature
and
how
to
create
policies
that
allow
nature
room
to
breathe
within
our
city
borders.

consider
our
housing
element
recently
submitted
to
hcd
for
review.
I
urge
Council
to
encourage
staff
to
include
biodiversity
in
all
its
plans
to
consider
location
of
native
trees
and
plants
in
all
housing
projects
and
business
projects.
Please
focus
on
infill
locations
that
do
not
encroach
on
dwindling
natural
spaces.

just
wanted

talk
tonight
about
history
and
historic
things
in
our
city
and
in
other
places
of
this
beautiful
country.
I've
been
talking
quite
a
bit
about
the
stockelmeyer
home
as
pink
Heavens
that
it
is
owned
by
Cupertino.
It
is
one
of
the
founders
of
cupertino's
childhood
home
Mr
stockelmeyer
had
the
foresight
to
alert
people
to
try
to
incorporate
Cupertino
at
the
time
when
adjacent
cities
were
looking
to
Annex.

The
crossroads
of
Cupertino
I
cannot
begin
to
thank
him
and
remind
everyone
how
grateful
we
should
be
to
him.
Therefore,
it's
time
that
his
family
home
is
fixed
up
and
become
a
history
house
for
Cupertino
Los
Altos
has
a
history
house.
The
doctor's
home
is
from
1900
Saratoga.
Has
history
house

I'm
pursuing
looking

home

Scotts
Valley,
which

millionaires
in
Cupertino
and

people

run
Facebook
and
Google
to
start
donating,
put

money
where

mouth
is.

you

live

our
state,
contribute
to
it

the
history
of
this
state,
if
you're
living
here

part
of
this
state,
you're

its
history,
and
you
need
to
go

understand

give
yourself

education

what
this
state
is

not
someone's
play
thing,
it

got

own
history

there

people
who
have
fought

died

lived
in
this
state

all
different
nationalities.

put

a
challenge.
Put

money

The
Hewlett
and
Packards
have
gone
far
and
above
to
donate
money
for
many
many
different
things.
The
Rockefeller
family
put
Williamsburg
back
up
and
together
in
the
1920s
from
something
that
had
been
down
in
the
dust
for
200
years.

maligning
my
state
and
it
hurts

and

lot
of
those

bad

California

live

get
the

proud

have
every
right
to
make
sure
that
parts
of
our
state
are
not
crushed

massive
Tech
buildings
and
overbuilding.
The
history
of
California
is
every
bit
as
proud
as
the
Mayflower
area
and
Jamestown,
etc,

etc.

This
has
been
talked
about
previously
in
our
last
meeting.
We
added
once
one
resident
speaker
who
was
a
golf
player
and
bird
watcher
and
talked
about
bluebirds
red
tail,
hawk

Heron
at
Blackberry,
Farm,
Golf,
Course,
okay,
another
speaker
asked
the
city
council
to
look
at
each
new
proposal
to
the
city
council
through
the
just
justification
or
lens
of
biodiversity.
Tonight,
let
me
show
you
what
some
scientists
have
already
looked
at
concerning
golf
courses
and
biodiversity.

a
scholarly
study.
You
can
get
it

at
the

there.
If
you
don't
want
to
believe
me,
which
I
encourage
you
to
do,
but
if
you
don't
want
to,
you
can
always
get
that
web
link
and
actually
open
up
the
study
and
read
this
in
detail
it's
from
Vancouver.
They
did
a
analysis
of
biodiversity
through
looking
at
bird
species
in
this
area.
This
is

They
had
a
golf
course
here
and
some
nearby
Green
Space
a
golf
course
here
in
red.
You
see
it
and
nearby
Green
Space,
Golf

nearby
green
spaces.
So
let's

how
many
birds
we've

in
these
things
in
the
first
golf
course,
it
actually
outperformed
the
nearby
green
spaces

surprised

it

assessed,

first
thing
they
did

they

at
the
golf
courses
and

green
spaces

vegetables
and
flower
gardens
and
count
again
do

and
they
counted
Birds,

they
also
broadened

study
to
look
at
Beetles
bees
bugs
and
other
types
of
things

bats.

development
of
the
Valco
area
more
available
online,
so
that
we
can

more
transparency
and
see
what
the
progress
is
going
on.

was
searching
through
the
Cupertino
cities
website
and
I
was
having
a
lot
of
trouble
finding
that.
So,
if
there's
anyone
that
could
maybe
add
a
page
for
that,
that
would
be
great.

response

understand

feel
that's

inappropriate.

offended
and
I'm
hoping
to
be

Farm
Golf
Course
to
Nature
as
a
statistics.
Professor
I
know
that
you
can
make
numbers
say
anything
you
want.
Please
look
into
the
details
of
any
study
that
professes
that
sterile,
lawn,
fertilized
and
treated
with
pesticides
is
better
for
wildlife
than
a
harmonious
treatment
of
our
natural
world.

bodies

souls
need
nature

concrete
glass

preserving
nature

not
politically
feasible,

replant

must

not
represent

body
or
the
city
and

not
allow

interference

our
residents
are
receiving
regular
email
communication
with
the

city
council

This
makes
it
appear.
It
is

official

residents
likely
assume

only

several

to
the

am
a
junior
in
high
school
right
now
from
Bellarmine
college
preparatory
and
I'm
here
to
speak
also
on
the
restoration
of
the
Blackberry
Farm
Golf
Course.
Many
other
people
today
have
spoken
about
the
environmental
impact
and
the
Water
waste,
as
well
as
people
just
enjoying
having
a
you
know,
more
green
and
open
space
instead
of
the
golf
course,
but
I
think
my
specific
area
of
interest
in
this
entire
Affair
is
the
use
of
pesticides
and
herbicides.

S
To
spell
any
notion
that
pesticides
and
herbicides
are
at
all
beneficial
to
maintaining
a
healthy
natural
environment,
primarily
through
the
unintended
effect
of
agricultural
runoff,
especially
in
an
area
like
California,
in
which
rain
is
unpredictable,
it
allows
the
amount
of
herbicides
and
pesticides
to
concentrate
into
the
soil
and
when
it
does
rain
or
when
fields
are
irrigated,
as
often
happens
in
a
golf
course.
S
The
runoff
from
that
water
ends
up
concentrating
these
pollutants
and
creating
massive
problems
for
the
environment
to
contextualize.
This
I
could
give
the
example
of
estriazine
herbicides.
These
herbicides
are
primarily
used
on
destroying
and
killing
weeds.
It
attacks
photosynthesis
and
it's
something
commonly
used
to
maintain
golf
courses
as
well
as
Farms,
where
weeds
are
a
problem,
but
the
problem
with
these
esteriazine
herbicides
is
that
they
are
incredibly
dangerous
for
the
native
wildlife
with
fish,
especially
since,
in
the
local
streams
there
are
a
protected
steelhead
trout.
S
The
irrigation
from
pesticide
runoff
can
end
up,
causing
severe
neural
damage
to
these
fish.
It
can
cause
erratic
swimming
that
eventually
leads
to
death
by
exhaustion
in
local
amphibious
species.
It
can
cause
severe
endocrinological
damage
by
attacking
the
endocrine
axis
of
these
animals
and
for
Birds.
It
cause
birth
defects
as
well
as
in
other

well
it's
a
playing
field
and

Don't
think
that
we

rid

Playing
Fields,
there's
people
of
all
ages
who
who
use
the
golf
courses
and
I
believe
that
we
can
have
our
cake
and
eat
it
too,
and
have
more
nature
around
that
area.

couple
of
you
are
new
to
the
city
council.
One
of
the
things
that
was
shown
was
that
the
people
who
are
looking
at
the
water
use
did
not
really
consider
that
we
did
need
to
irrigate
more
areas
and
they
they
at
first
believed,
because
the
golf
course
is
in
a
bowl
and
it
rises
up
to
residentials,
and
there
would
be
a
fire
safety
hazard.
If
there
wasn't
significant
irrigation
out
there
we
can
do.

can
have
our
cake
and
eat
it
too,
and
I
certainly
hope
that
you
will
consider
that
the
other
thing
is
I'm.

This
is
about
transparency
is
that
it

to
be
where
we
were
many
of

amenities

business

city

Enterprise
funds.

re-looking
at

golf
course

because

was

major
capital
investment

needed
to
happen
there
well
here

here
we're
in
the
same
position
where
a
major
capital
investment
needs
to

made

pools,
but
we
have
no
idea
what
they're
costing
and,
interestingly
enough,
the
pools
are
way
closer
to
the
creek
than
the
golf
courses
and
there's
lots
of
chemicals
used
there.
So
I
just
thought
that
was
a
little
confusing.

long

need
more
transparency.

need
to
find
out
how
much
our
amenities
are
costing
us.

not
charging
enough

Environmental
Quality
policy
committee,

advocacy
priorities

mental
health.
The
work
plan
for
the
Environmental
Quality
policy
committee
was
discussed,
which
included
rainwater
capture,
gray,
water
use
and
hazardous
materials
Rising
with
sea
level
rise.
We
also
reviewed
our
neighborhood
voices
land
use
initiative.

received
a
presentation
from
The
lvt
Joint
Powers
Authority
Pure
Water
Project
in
Southern
California,
which
is
a
city
which
is
it
for
a
city
that
has
no
groundwater
and
they
bring
in
all
their
water
from
the
state
water
project

they
are
developing
a
membrane
ultra
filtration,
reverse,
osmosis
filtration
and
UV
light.
Advanced
oxidation
plant
to
purify
their
tertiary
treated
purple
pipe
water.
They
actually
found
that
they
were
their
tertiary

was
harming
the
fish
in
a
creek
that
they
were
releasing

joined
the
faculty
Association

foothill

Anza
College
District
at
their
Retreat

discuss
the
topic

affordable
housing
on
February,
the
5th
I
attended,
the
Honor
Court
of
Eagle
Scout
Aaron
handelsman,
along
with
the
vice
mayor,
where
we
presented
her
a
certificate
of
recognition
on
behalf
of
the
city.
She
is
a
proud
resident
of
the
city
of
Cupertino.
She
is
also
one
of
the
very
first
female
BSA
Eagle
Scouts.

was
a
wonderful
ceremony
to
attend
and
I
was
grateful
for
the
the
vice
mayor's
presence
there
and
then
just
as
a
matter
of
full
disclosure.

had
previously
discussed
this
matter
with
the
the
City
attorney
and
with
the
city
attorney
in
the
city
of
San.
Jose
on
Monday
I
began
a
new
position
working
for
the
vice
mayor
of
the
city
of
San
Jose,
as
her
policy
and
legislative
director,
and
both
City
attorneys
have
vetted
the
issue
for
a
potential
conflict
of
interest
and
find
no
fundamental
conflict
of
interest.

advisory
committee
on
January
20th
I
attended
the
Valley
Water
Commission
meeting,
which
was
in
person
I
was
elected.
Vice
chair,
we
received

Water
Commission
2022
accomplishments
report.
We
received
an
update
on
Valley,
Waters
drought,
emergency
response
and
progress
on
water
use
reduction,
we're
still
in
a
moderate
drought.
However,
we
have
had
a
23
23
percent
reduction
in
water
savings
over
2019,
which
is
greater
than
the
15
percent
called
for.

The
reason
is
infrastructure
on
February
5th
I
attended
the
Valley
Water
Board
policy
and
planning
committee
to
make
recommendations
regarding
the
water
commission's
purpose
in
areas
for
improvement.
They
had
very
good
attendance
from
the
commission
and
committees.
There
I
repeated
a
recommendation
regarding
the
need
for
increased
onboarding
education
and
educational
improvements,
including
accepting
any
applicant
from
the
Water
Commission,
who
wants
to
attend
the
water,
Ambassador
multi-week
training
course
that
gets
into
the
water
system
in
Greater
detail.

attended

first
audit
committee
meeting
along
with

council
member
fruen,
we
elected
Angela
Chen
as

chair
of
the
audit
committee
and

myself

the
vice

powers
that
the
audit
committee
has.
We
fine-tuned
some
procedures.

scramble

McLennan

intersection

four
lakes
while
all
vehicles
have
a
red
light
and
are
restricted
from
right
turn
on
red
during
the
school
drop
off
and
pickup
times.

implementation
staff
has
been
observing
the
intersection
operation
regularly
and
talking
to
drivers,
pedestrians,
bicyclists
school
officials
or
anybody
who's
willing
to
share
their
opinion
and
made
adjustment.

has
been
slight
adjustment
made
to
the
operation
and
overall,
since
the
past
two
weeks,
observation
has
indicated
that,

some
vehicle

experience
slightly

efficient
and
smooth
operation.

the
signed
and
bird
safety
ordinances,

potential

the
motorists
and
potentially
precluding
the
Porsche,
this
portion
of
I-280
being
designated
the
scenic
highway.
As
the
staff
report
described,
this
portion
of
I-280
is
actually
eligible
to
be
a
scenic
highway,
but
not
actually
designated
as
a
Scenic
Highway.

the
applicant
filed
the
appeal
on
October
21st
of
2022.
The
basis
of
the
appeal
was
that
the
and
and
there
are
in
and
their
view,
was
that
the
the
decision
was
based
on
the
accurate
information
regarding
the
secret
requirements,
dark
sky
restrictions
and
i2a
Scenic
Highway
destination
further.
In
their
view,
there
was
no
discussion
by
Commissioners
on
required
findings.
As
outlined,
the
staff
report
council's
review
is
was
considered
de
novo,
which
means
that
the
this
application
goes
in
front
of
you
as
you.

approval
body,
not
necessarily
on
the

the
appeal
itself
and
what

appellant
is
claiming
that
it's

a
brand
new
application
in
front
of
your

terms

if
approved,
would

categorically
exempt
from
the
requirements

California

act
