CIP
project

something

really
restores
or
prolongs
the
life
of
something
property,
adapting
property,
making
newer
different
uses,

typically
something
that
needs
outside

sixty
thousand
dollars.

when
we're
thinking
about
Capital
Improvement
projects,
these
aren't
little
things.
These
aren't.
You
know
we
just
want
to
add
a
small
something
to
a
park,

also

this
commission
has
the
Memorial
Park
project,
the
Lawrence
midi,
Park
project,
the
jollyman
all-inclusive
area
and
adult
assistive
restroom
project.
The
annual
playground
replacement
is
a
CIP.
The
Blackberry
Farm
pool
improvements
is
a
CIP,
the
city-wide
satellite
Community
Gardens,
the
ones
we're
going
to
be
putting
at
Wilson
and
possibly
other
places
as
a
CIP.

being
said,

everyone
to
remember
that
almost
all
of
those
are
multi-year
projects
that
are
not
going
to
be
done
like
that.
So
when
we're
giving
ideas,
we
are
looking
at
ideas
for
the
next
five
years.

look
looking
for
like
next
year
and
we're
really
looking
for
something
that
is
either
a
safety
concern
or
an
issue
that
really
needs
to
be
addressed
because,
obviously,
at
this
point
our
cap
team
is
only
about
four
or
five
project
managers

them

priority

Originally,

hard
part
has

things
like
the
annual
playground
replacement

Creekside,

longer
than

have.

covid
really
threw

wrench

anything

delivered
on
time.
So
there
are
some
timing
constraints.
There
are
some
staffing
constraints,
but
we
are
still
trying
to
do
them.

way
that
we
had
we
had
talked
about

meeting,
obviously
Memorial,
Lawrence
and
jollyman
are
the
three
that
are
they're
rising
to
the
top
right,
their
work,
program,
items
and
CIP
problem
items,
so
they're
really
prioritized

very
top,
but
the
other
ones
are
still
happening:
the
basketball
court
and
the
satellite
Community
Gardens.
Those
are
both
at
a
phase
where
I
believe
they're
out
for
bid.

again,
things
are
moving
forward.
They're,

unfortunately,
moving
slower
than
in
a
normal
time
got.

community
funding
policy
and
city
council
invited
your
chair
and
vice
chair
to

changes

the
staff
report.

follow
along
with
what
I'm

eligibility

not
501c3,
so
they
did
change
that

help
with
the
question
about
schools

groups

we
aren't
always

staff

make

organization

also
added
a
question
asking
whether
or
not
they
have
an
endowment
fund,
and
if
they
do,
we
will
need

check

sure

they're
not
going

use
that
money

pouring

into

fact
that
they
could
basically
just
put
it
in
the
fund

something

applications

then
in
March
you
guys
can
really
do
what
you
can

understand
exactly
whether

not
they
fit
into
all
of
those
things.

better
position

evaluate

lumped
in
one

was

contention,

right
reason

but

think
because
we
put

lot

time
in
prioritizing
it

council
kind

free
will

recommended

who
were
charging
for
their
event.
There
were
a
couple
of
those
and

a
couple

it's
really
interesting
to
me
that
they
seem
to
think
oh
well.
The
commission
needs
more
guidelines,
but
it
was
canceled.

was
going
outside
of
the
guidelines
and
I
know
that
for
me
personally,
that
has
been
a
big
source
of
frustration
and
one
of
the
things
I
feel
that
the
changes
to
the
policy
do
not
address
was
the
frustration
on
the
part
of
the
applicant
where
they
felt
removed
from
the
final
decision
makers
and
where
we're
making
the
decisions
and
we're
doing
our
our
best
to
evaluate
them
under
the
entire
program
and
then
and
and
they
we
can
ask
them
questions
and
they
can
respond
to
us
and
we
do
our
evaluation.

it
over
to
council
and
the
council
has
a
whole
different
set
of
questions
and
the
applicants
were
not
given
the
opportunity
to
really
present
and
address
those
questions.
And
so
my
concern
is
that
the
policy,
as
it's
been
amended,
really
doesn't
address
the
concerns
of
the
applicants,
and
we
got
some
pretty
strongly
worded
letters
from
the
applicant
criticizing
the
program
and
the
way
it
it
was
administered
last
year.
Because
of
that
so
I
guess.
My
hope
is
that
with
the
new
Council
that
they
will,
they
will
use
our
recommendations.

will
take
them
more
to
heart,
but
I
do
think.
That
is
an
issue
still
with
that.
That
level
of
distance
between
the
applicants
and
the
the
council,
because
I
do
understand,
Council
may
have
questions,
but
I
think
we
should
be
going
to
reduce
bureaucracy,
increase
transparency
wherever
we
can
and
I'm,
not
sure
we
got
there
with
the
changes
to
this
program.
Yet.

was
brought
up
in
the
meetings.
It
wasn't
really
something
that
fell
into
a
certain
place
in
the
policy
itself,
but
it
is
something
staff
is
looking
into
in
the
way
that
we
do
all
of
the
different
meetings
for

five
meetings
for
Community
funding
every
year.
