A
It
is
important
to
learn
the
different
sounds
of
smoke
and
carbon
monoxide
alarms.
Now,
therefore,
I,
the
mayor
of
the
city
of
des
moines,
on
behalf
of
our
city
council
and
the
residents
of
des
moines,
to
proclaim
the
week
of
october
3rd
to
9th
2021,
is
fire
prevention
week.
And
I
urge
all
people
in
des
moines
to
learn
the
sounds
of
fire
safety
for
fire
prevention
week,
2021
and
by
the
way,
all
year.
Long,
not
just.
B
C
A
All
right,
our
next
proclamation
is
about
energy
efficiency
day
and
it's
important,
and
I
know
that
our
council
members
have
worked
hard
on
it
and
our
council
member
mandelbaum
has
been
working
on
energy
efficiency
and
part
of
me
reading
this.
Why
don't
you
tell
us
what
all
we've
been
doing
in
and
around
des
moines
and
and
why
it's
important.
D
Well,
thank
you
mayor
and
I'm
excited
that
we're
again
proclaiming
in
national
energy
efficiency
day.
It's
one
of
the
most
important
tools
that
we
have
from
a
climate
perspective,
the
cheapest
energy
that
you
have
is
the
energy
that
you
don't
consume
and
that's
exactly
what
energy
efficiency
is
designed
to
do.
It
helps
us
reach
our
climate
goals.
D
It
helps
us
reach,
helps
us
deliver
more
equitable
service
to
our
residents,
because
you
cannot
have
affordable
housing
without
an
affordable
energy
and
utility
bills,
and
so
we've
been
taking
steps
everything
from
our
building
energy
and
water
conservation,
benchmarking
ordinance.
That
starts
us
down
the
path
to
looking
at
how
our
largest
buildings
use
energy
and,
hopefully,
implementing
more
energy
efficiency
measures
to
taking
measures,
as
we
support
projects
going
forward
that
they
are
implementing
energy
efficiency
so
that
our
projects
and
as
we
develop
our
city,
it's
built
efficiently
and
built
to
last.
D
A
And
don't
leave
here
josh!
I
just
want
to
tell
everybody.
I
am
so
proud
of
the
actions
that
our
city
has
been
taking
in
the
work
that
we've
been
doing
over
the
last
10
15
20
years.
We've
worked
to
make
our
buildings
more
energy,
efficient
everything
from
our
city
facilities
to
working
with
developers
to
do
the
right
thing,
and
we
need
to
continue
to
do
it.
A
We
have
to
look
at
transportation
and
how
that's
powered
and
knowing
that
we're
moving
towards
an
electric
vehicle
future
and
that'll
be
great,
but
as
long
as
our
sources
of
electricity
continue
to
be
more
renewable
and
I
am
proud
to
say
that
sometimes
we
have
to
always
be
careful
about
what
we
say
and
when
we
say
it,
because
sometimes
as
josh
knows,
people
who
turn
to
him
say.
Oh
that's
a
good
idea.
Let's
let
him
do
it!
A
Well,
I
unfortunately
or
fortunately
got
in
that
situation
and
spent
the
better
part
of
this
morning
talking
to
the
rest
of
the
world
about
this.
As
we
prepare
prepare
for
the
cop,
the
conference
of
the
parties
on
the
u.n
climate
discussions
that
are
going
to
happen
in
glasgow,
I
am
the
global
president
of
2000
cities
that
are
the
voice
of
local
government
to
the
u.n
to
give
them
support.
So
we've
got
to
keep
doing
the
right
thing
in
des
moines.
We
have
to
push
it
out
across
iowa.
A
Implementing
energy
efficiency
and
other
clean
energy
policies
and
programs
can
boost
economic
opportunities
in
job
creation,
while
continuing
to
move
des
moines
toward
a
sustainable
future.
Smart
energy
use
reduces
the
amount
of
electricity
required
to
power
our
lives,
which
helps
avoid
fossil
fuel
power
plant
emissions
that
harm
our
health,
pollute
our
air
and
warm
our
climate.
A
Whereas
the
first
wednesday
in
october
is
designated
as
national
annual
energy
efficiency
day
to
encourage
energy
efficiency,
which
can
help
cities
achieve
their
climate
goals.
So,
together,
the
residential,
commercial
and
industrial
sectors
can
continue
to
contribute
to
our
sustainability
efforts
by
learning
more
about
energy
efficiency
and
practicing
smarter
energy
use
in
our
daily
lives.
A
Now,
therefore,
by
the
mayor
of
the
city
of
des
moines,
on
behalf
of
our
city
council
and
all
of
our
residents
of
des
moines
and
quite
frankly,
iowa
in
the
whole
world
do
hereby
proclaim
october
6
2021
as
energy
efficiency
day,
and
I
urge
all
people
in
des
moines
to
join
in
supporting
our
clean
energy
goals
and
moving
towards
a
more
energy
efficient
right
now
and
into
the
future.
Josh.
Thanks
for
all
your
work
and
I'm
gonna
give
this
to
you
all.
A
A
A
E
A
All
come
up,
I
want
everybody
to
know.
This
is
a
very
special
moment
and
there's
not
a
lot
of
places
or
companies
that
achieve
what
they're
going
to
tell
us
about.
We've
got
a
proclamation
that
will
quickly
acknowledge
what
they
are,
but
chris,
I'm
gonna
ask
you
to
step
up
and
tell
us
what's
going
on.
F
F
This
year,
we've
been
100
year
des
moines
company
des
moines,
based
company,
employing
hundreds
of
des
moines
residents
over
the
past
hundred
years
of
which
we're
very
proud,
many
of
them
from
the
from
the
east
side
of
des
moines
we're
now
employee,
owned,
100,
employee,
owned
and
so
are
very
employee-centric
and
very
family-centric,
and
a
number
of
our
employees
have
have
family
members
that
work
with
them.
So
we
brought
along
with
our
management
team.
We
brought
some
of
our
longer
term
employees.
One
of
them
is
tang
lavon.
F
Who
is
right
here
and
he's
worked
off
of
us
for
over
37
years.
I
think,
and
his
wife
pat
also
works
for
our
company
and
swan
family
works
for
our
company
and
his
and
her
son,
danny
there's
swan
there's
danny
again,
so
we
have
a
mother-son
team
working
for
our
company,
and
so
we're
very
proud
of
our
history.
But
folks,
like
danny,
is,
is
part
of
our
future.
So
it's
been
100
years-
we
probably
won't
be
around
here
in
another
hundred
years,
but
we
hope
that
our
company
that
our
company
will
be
so.
A
So,
let's
click
quickly
read
and
has
been
clearly
stated
what
this
is
all
about,
but
lbs
was
founded
in
1921
in
des
moines
iowa
by
grover
and
ernie
hertzberg,
as
well
as
fred.
James
is
a
family
owned
book.
Bindery
providing
printed
books
covers
for
periodicals
and
children's
books,
and
whereas
the
company
has
grown
into
a
manufacturing
distributor
of
materials
for
publishing,
photo
books,
book,
binding
and
luxury
packaging
that
continues
to
operate
in
local
markets,
as
well
as
the
national
and
international
markets
and
in
2014
fred,
james
son,
fritz
james
sold
the
company
to
its
employees.
A
Lbs
employs
80
people
and
has
continued
to
expand
his
employee
owned
company,
while
processing
the
original
company
culture
and
whereas,
for
the
past
100
years,
the
lbs
family
now
made
up
of
three
companies.
Lbs
corporate
image
and
archival
products
has
been
a
valued
member
of
the
des
moines
business
community
and
whereas,
in
a
time
where
there
are
few
100
year
or
more
anniversaries
for
businesses,
lbs
continues
to
provide
the
best
service
and
highest
quality
materials.
A
Now
I
had
the
mayor
of
the
city
of
des
moines
on
behalf
of
the
city
council
and
the
residents
of
des
moines
to
hereby
proclaim
the
month
of
october
is
lbs
100th
anniversary
month,
and
I
encourage
all
of
our
everyone
to
join
in
with
the
lbs
employee
owners
in
celebrating
their
anniversary.
Let's
give
them
a
big
hand.
A
We've
got
a
special
event
kind
of
coming
up
and
if
you
can
give
us
some
short
notes
so
and
then
we'll
jump
into
the
indoor
council
meeting
sounds.
H
Good
hi
everybody,
my
name
is
erica
bars,
my
pronouns.
Are
she
her
hers
and
I'm
speaking
today
in
my
role
as
the
chair
of
des
moines
lgbtq
advisory
council,
we
are
a
volunteer
group
of
lgbtq
people
living
and
working
in
des
moines
and
we
serve
as
an
advisory
subcommittee
to
our
city's
civil
and
human
rights
commission.
H
I
would
first
like
to
thank
the
commission,
city
council
and
mayor
county
and
every
other
city
official
who
has
made
this
national
coming
out
day.
Proclamation
possible
national
coming
out
day
is
a
day
for
us
not
only
to
honor
the
brave
act
of
coming
out,
but
to
acknowledge
that
many
people
in
the
lgbtq
community
can't
or
simply
do
not
wish
to
come
out.
It's
a
concept.
H
That's
deeply
meaningful
to
some
people,
not
so
much
to
other
people,
but
this
complexity
is
part
of
what
makes
our
community
truly
special
and
there's
no
one
way
of
looking
at
coming
out
of
the
closet.
That
is
better
than
any
other,
and
regardless
of
how
we
feel
about
coming
out
as
a
concept.
National
coming
out
day
is
a
great
opportunity
to
pause
and
think
about
the
work.
That
is
required
to
build
a
society
where
everyone
is
free
to
be
their
authentic
and
true
self.
H
We
are
hosting
a
national
coming
out
day
celebration
this
year
on
monday
october,
11th
at
5,
30
p.m,
we'll
be
at
the
papa
john's
sculpture
park,
we're
planning
to
gather
in
front
of
the
keith
herring
sculpture.
That's
in
that
park,
it's
called
three
dancing
figures,
version
c,
it's
the
big
like
you,
probably
the
big
one
that
like
looks
like
three
people
are
like
kicking
their
leg
like
this
all
around
each
other.
H
H
So
there's
a
special
des
moines
connection
there.
Since
we
have
that
sculpture,
I
involve
invite
everyone
who
is
able
to
come
out
and
celebrate
with
us
at
that
event,
we're
also
planning
to
stream
it
on
the
civil
and
human
rights
department's
facebook
page
for
folks
who
are
not
able
to
attend
in
person.
H
This
proclamation
represents
a
commitment
to
improvement
and
doing
the
necessary
work
to
make
our
city
a
place
where
all
lgbtq
people
can
thrive.
Lgbtq
advisory
council
has
and
will
continue
to
make
recommendations
for
policy
changes
that
will
bring
us
closer
to
making
des
moines
a
place
where
everyone
can
safely
be
their
authentic
and
true
self.
H
We're
planning
to
host
some
lgbtq
focused
deliberative
dialogue
sessions
in
the
coming
months,
specifically
to
inform
our
policy
recommendations
on
housing,
public
safety
and
employment,
and
we
invite
all
lgbtq
people
who
live
and
work
in
des
moines
to
share
their
thoughts
and
experience
with
us
at
those
events.
So
we'll
announce
more
details
about
those
events
via
the
civil
and
human
rights
department's
social
media
pages.
H
In
the
coming
weeks,
we
are
committed
to
continuing
to
work
with
city
officials
and
our
city's
lgbtq
community,
and
our
hope
is
that
this
proclamation
for
national
coming
out
day
represents
one
small
step,
as
our
city
dives
deeper
into
the
work
that
is
required
to
build
a
better
des
moines
for
all
of
us
together.
So
thank
you
all
so
much.
A
A
Now
I,
the
mayor
of
the
city
of
des
moines,
on
behalf
of
our
city
council
and
our
residents,
do
hereby
proclaim
october
11th
2021
is
national
coming
out
day,
and
I
encourage
all
people
in
des
moines
to
celebrate
our
diverse
heritage
and
culture
and
to
continue
our
efforts
to
create
a
world
that
is
more
just
compassionate
and
equitable
for
all
great
work.
Keep
it
up.
B
B
A
As
we're
getting
started
in
our
des
moines
city
council
meeting,
I
quickly
want
to
convey
a
couple
of
messages
to
everybody.
You
know
due
to
the
increased
community
transmission
of
covert
19
in
polk
county.
A
If
you
do
not
have
a
face
covering
we'll
provide
one
for
you,
the
public
is
hereby
notified
that
the
city
will
not
tolerate
disruptions
of
its
business
meetings
and
persons
wishing
to
attend.
This
meeting
are
reminded
of
the
following.
We
welcome
jermaine
comments
from
the
public
at
the
appropriate
time,
but
this
is
a
council
business
meeting
and
the
council
needs
to
conduct
the
people's
business,
and
the
council
has
rules
that
are
validly
adopted
under
iowa
law
and
those
rules
will
be
followed.
A
Anyone
engaging
in
disruptive
conduct
in
the
council,
chambers
or
the
great
hall
will
result
in
those
being
disrupted
being
ordered
to
leave
the
building
and
being
denied
re-admittance.
For
the
remainder
of
the
day,
no
person
will
be
permitted
to
stand
in
the
council
chamber
during
the
council
sessions
between
the
audience
seats
or
on
them,
and
the
council
members,
except
the
persons
addressing
the
council
at
the
speaker's
microphone
and
only
after
being
recognized
by
the
chair
and
that's
the
mayor.
A
All
persons
desiring
to
address
the
council
may
do
so
only
when
recognized
by
the
mayor,
but
the
council
reserves
the
right
to
limit
the
speaker's
time
in
the
order
in
which
the
speakers
may
address
the
council
under
section
2-70
of
the
city
code.
It
is
illegal
to
interrupt
any
person
who
is
addressing
the
council
except
by
a
council
member,
and
it
is
illegal
to
disrupt
the
council
meeting.
A
Everyone
in
attendance
has
first
amendment
rights
and
any
disruptive
conduct
by
one
person
or
a
group
impinges
on
the
rights
of
others
present.
So
disruptive
comment
conduct
will
not
be
tolerated
if
the
meeting
is
disrupted
and
the
public
speaking
portion
of
the
meeting
may
be
moved
to
the
next
in-person
meeting,
which
is
not
disrupted.
A
A
All
right
item
two
is
approving
the
agenda
as
presented
and
or
as
amended.
Let
me
quickly
say
that
item
40b
has
been
withdrawn
by
the
city
manager
for
further
review.
A
J
E
A
So
it's
been
moved
all
in
favor,
say:
aye
die.
A
Okay
and
so
item
three
is
approving
our
consent
agenda
tonight.
Those
are
items
three
through
forty
one.
These
are
routine
items
and
will
be
enacted
by
one
roll
call
vote
without
separate
discussion.
E
A
Okay,
but
I
will
ask
the
clerk:
are
there
any
items
that
anyone
asked
to.
A
All
right
and
we'll
ask
everybody
to
take
a
vote.
E
A
That
brings
us
to
item
15
where
councilmember
westerguard
has
said
she's
going
to
vote
no,
but
she
wants
to
speak
to
it.
15
is
a
land
property
transaction
authorization
to
proceed
with
the
acquisition
of
necessary
property
interest
for
the
2022
mid-block
pedestrian
single
signal,
upgrades
project,
council,
communication,
number
21-413,
council,
member
westergard.
G
Thank
you,
mr
mayor.
My
issue
with
this
is
that
we
are
removing
three
mid-block
pedestrian
signs
on
easton
boulevard,
east
29th
and
east
33rd
street,
and
we're
doing
that-
and
I
know
that
I've
been
in
multiple
meetings
where
we've
talked
about
this
with
engineering,
traffic
and
transportation,
and
I've
always
said
I
don't
want
it
closed.
G
G
So
I
failed
to
understand
why
we
would
go
ahead
and
remove
these.
These
stop
lights.
If
it
makes
it
safer
for
people
to
cross
the
streets,
we
want
to
have
a
walkability
city.
Why
would
we?
Why
would
we
take
these
out?
And
so
that's
why
I'm
voting?
No
is
because
I
am
against
removing
these
pedestrian
signals.
E
A
Council
any
other
discussion
on
this
item,
and
would
you
propose
the
possibility
of
referring
it
back
to
the
manager
and
asking
for
sort
of
an
open
workshop
discussion
around
this.
G
I
would
I
would
do
that
or
I
would
also
approve
it,
but
take
out
the
existing
pedestrian
crossings
that
closed
elementary
schools
would
be
removed.
I'm
okay
with
everything
else,
but
that
I
would
like
to
see
that
removed
from
this
and
then,
if
we
want
to
talk
about
it
more,
but
I
think
we
all
get
lots
of
emails
and
we
have
you
know
we
have
a
traffic
calming
program
in
our
city
and,
as
far
as
I
know,
they're
backed
up
and
we're
about
two
years
out
before
we
can
get
to
all
the
studies.
L
Well,
the
issue
becomes:
are
they
utilizing
it
or
are
there
better?
I
think
one
discussion
was
that
they're
old
and
repair,
or
whatever,
like
the
one
by
east
29th,
should
go
up
to
the
corner,
probably
of
douglas
for
future
use
of
the
school.
I
mean,
I
think,
if
we
take
them
out,
we
need
to
still
replace
some
of
them
just
because
of
the
aspect
of
where
they're
at.
G
I
think
we
keep
them
in
there.
We
don't
know
that
school
is
for
sale,
that
school
can
become
another
school
tomorrow
and
and
it
is
still
a
school.
It's
a
private
school
just
like
the
one
on
east
33rd,
but
I
believe
that
everybody
deserves
to
be
safe
and
to
be
able
to
cross
our
streets,
and
we
know
that
children's
brains
are
not
developed
enough
to
just
always
see
the
traffic.
They
can't
gauge
the
traffic.
G
L
K
G
A
G
E
A
A
M
N
A
We
can
go
back
to
it
all
right,
we're
gonna
move
now
we'll
come
back
to
item
37
and
we
need
to
move
right
straight
to
our
hearings.
A
Our
first
hearing
item
is
item
42.
and
again
to
everybody
present.
A
We
need
to
understand
that
we
will
take
germaine
comments
from
the
public,
but
this
is
a
business
meeting
and
the
council
needs
to
conduct
the
people's
business
and
we
are
do
not
want
to
see
inappropriate
just
disruptions
or
non-germane
comments
on
these
items
and
we've
been
very
clear
and
specific
about
that
behavior.
A
For
the
hearings
this
evening,
just
so
everybody
knows
we
have
four
zoning
items.
Those
are
46
to
49.
A
the
applicant
for
the
hearings
on
45,
4
and
5
has
requested
the
hearings
be
continued
to
december
6..
There
will
be
no
comments
on
those
items
this
evening
so
after
the
two
vacation
hearings,
which
would
be
the
two
after
that
one
urban
renewal
hearing
and
and
one
informal
hearing
for
residents
and
property
owners
only
to
be
heard
as
a
reminder
for
the
zoning
items
only
again,
those
are
46
to
we
will
hear
from
the
parties
in
interest
first
and
then
the
general
public.
A
After
all,
the
parties
in
interest
have
commented
we're
going
to
open
it
up
to
any
member
of
the
public
for
germaine
comments
to
aid
in
recognizing
the
parties
in
interest
to
the
zoning
items
to
speak.
I
will
ask
everyone
else
to
not
step
to
the
microphone
unless
they
are
the
applicant
or
those
that
live
in
the
250
feet
and
receive
that
mail
notice.
A
So
please
wait
until
I
call
on
the
general
public
for
the
zoning
items,
or
you
will
not
be
called
on
for
the
remainder
of
this
meeting
and
will
be
required
to
leave
the
building.
After
all,
the
parties
in
interest
have
been
called
upon.
The
general
public
comment
it
not
to
exceed
one
minute
per
person
to
a
maximum
of
seven
minutes
will
be
called
upon
for
germaine
public
comment
unless
the
hearing
is
in
it
sooner
for
the
failure
to
remain
germaine
and
make
germaine
public
comments
for
the
informal
hearings
this
evening.
A
No
public
comment
will
be
taken
on
those
for
the
other
hearings
this
evening.
Any
interested
party
may
make
germaine
comments
and
not
to
exceed
one
minute
per
person
at
a
maximum
of
five
minutes
per
hearing,
unless
the
hearing
is
ended
sooner
for
again
the
failure
to
make
germaine
public
comments
or
when
the
comments
cease
for
the
continuances.
No
public
comment,
as
I
said
before,
will
be
had
at
this
meeting,
and
the
public
comments
will
come
at
each
continued
public
hearing
time.
A
So,
let's
get
back
item
42
is
on
vacation
of
portions
of
street
right
away,
located
generally
north
of
martin
luther
king,
junior,
parkway
and
west
of
southeast
sixth
as
part
of
the
market
district
redevelopment
project,
a
is
the
first
consideration
of
the
ordinance
above
council.
Any
comment
here.
A
We'll
ask
the
general
public:
does
anybody
have
any
comment
here
on
the
vacation
and
portions
of
the
right-of-way,
located
generally
north
of
martin
luther
king,
junior
parkway
and
west
of
southeast
6th
all
right
seeing
none?
I.
K
See
none
of
your
honor
I'll
move,
42,
42a
and
waive
the
second
and
third
reading
pursuant
to
rule
42a.
Thank
you.
Thank
you.
A
All
right
item
43
is
on
the
vacation
of
a
portion
of
sixth
avenue
right
of
way
adjoining
3524
6th
avenue
in
the
conveyance
of
a
permanent
easement
for
airspace
above
city-owned
property
to
3524
6th
avenue
llc
for
eight
hundred
dollars.
A
is
the
first
consideration
of
the
ordinance
above
council.
Any
comment
on
this
one.
A
Let's
ask
the
general
public
for
germaine
comments
on
this
item
again
the
vacation
of
a
portion
of
sixth
avenue
right
away
adjoining
35
24
6th
avenue
in
the
conveyance
of
a
permanent
easement
for
airspace
above
city-owned
property
at
35,
24,
6th
avenue.
E
G
If
there
are
none
missed
mayor,
I
would
move
item
40
43
43,
a
in
pursuant
to
rule
42a,
I'd
like
to
add
number
b
to
wave
the
second
and
third
reading.
E
A
This
item
was
continued
from
our
august
23rd
meeting
and
it's
asking
to
be
continued
to
december
6th.
So
council.
Somebody
want
to
make
a
motion
on
this
one
I'll
move
to.
A
E
A
Mixed-Use
districts
in
I-1v
industrial
district,
to
limited
I-1
industrial
district,
to
remove
the
prohibitions
on
vehicle
sales
and
trucking
and
transportation
terminal
uses,
and
to
allow
major
vehicle
maintenance
and
repair
issues.
There
is
the
first
consideration.
The
orange
above
b
is
a
final
consideration.
The
orange
above
the
waiver
is
requested
by
brendan
mckee
who's
the
owner
and
requires
six
votes.
A
First,
we'll
ask
the
parties
in
interest
which
are,
as
we
said
before,
the
applicant
for
the
rezoning
and
those
within
250
feet
of
the
property
to
be
re-zoned
will
given
be
given
up
to
five
minutes
to
speak,
and
I
see
a
couple
speakers
here
and
would
you,
gentlemen,
give
us
your
name
and
address
and
step
right
up
sure.
Thank
you.
Ladies
and
gentlemen.
My
name
is
ted
craig,
I'm
a
3505.
P
I
am
brandon
mckee
owner
partner,
abney
key,
auto
center
incorporated
and
just
very
grateful
to
be
here
and
very
excited
for
the
opportunity
to
expand
our
footprint
of
our
mckiatto
brand
as
a
second
generation.
To
continue
that.
Q
E
O
O
The
information
packet
that
has
been
provided
to
the
council
members
has
lots
of
information
on
the
project.
We're
very
pleased
that
planning
and
zoning
has
approved
this,
and
if
any
of
the
council
members
have
any
questions
about
the
project
about
mckee's,
intended
use
and
redevelopment
of
this
project.
Brandon
is
certainly
happy
to
answer
any
questions
you
may
have,
and
we
thank
you
for
your
time.
P
Yes,
so
they're
they're
combined
the
two
there's
two
parcels
that
were
part
of
the
acquisition
when
we
purchased
the
land
so
combining
those
two
parcels,
but
the
I
need
to
confirm
on
the
exact
where
the
building
is
at
that's,
where
we're
operating
out
of
and
then
the
other
part
there's
a
building
that
we're
removing
properly.
P
Yeah
so
at
mckee,
rv
and
perry-
that's
where
it
all
started
so
out
of
perry,
and
then
we've
been
in
des
moines,
so
50
95,
northeast
14th
street
is
where
our
current
location's
at.
So
this
is
going
to
be
another
location
for
the.
J
G
K
A
A
Are
there
any
general
comments,
jermaine
comments
from
the
general
public?
Anyone
want
to
make
any
comment
on
this
all
right.
Seeing
none
counsel.
Do
we
have
a
motion
or.
R
A
Item
47
is
on
request
from
hyvee
inc
to
rezone
property
located
at
2540
east
euclid
avenue
from
mx3
mixed
use,
district
to
cx
mixed
use
district
to
bring
the
existing
large
format,
retail
sales
use
in
the
zoning
district
more
in
line
with
the
zoning
ordinance
for
the
use,
including,
but
not
limited,
to
accessory
outdoor
sales
with
a
kiosk
and
a
canopy
vehicular
pickup
of
online
purchases.
A
A
All
right,
any
parties
in
interest
it
lives
in
within
250
feet
all
right.
Seeing
none
now
we'll
ask
if
there's
germaine
comments
from
the
general
public,
and
I
think
that's
what
we're
talking
about
right
here.
R
Hello,
I'm
heather
armstrong.
I
live
at
3728,
hubble
avenue
here
in
des
moines.
I
go
to
this
iv
a
lot,
and
so
this
sounds
like
great
and
they
should
have
like
one.
No,
because
I've
been
to
some
of
the
high
beasts
they
actually
have
like
a
wild
burgers
in
there.
They
should
have
one
of
those
wall
burgers
and
make
it
like
the
one
in
brian's
words
like
a
super
high
v.
S
Hi,
I'm
heather's
husband,
garland
armstrong,
also
at
3728
hubbell
avenue,
and
I
agree
what
she
said,
and
they
should
also
have
like
a
maybe
one
day,
a
mere
pizza
in
there
like
the
one
on
court
avenue,
because
it's
or
asian
buffet.
It
would
be
great
since
I
had
to
go
all
the
way
downtown
from
from
from
my
home
down
there
to
it
and
then
have
to
walk
over
there,
because
because
that's
like
a
hike
for
me
since
I
had
to
do
it
sometimes
every
day.
So
maybe
they
should
do
something
about
that.
C
My
name
is
taylor
weber,
my
pronouns.
Are
he
him?
I
live
at
1334
kerry
avenue.
I
appreciate
your
guys
input
living
in
that
area
and
going
to
that
iv.
I
don't
really
have
too
much
of
an
informed
opinion
on
the
kiosk
itself
used
for
drive
up.
C
One
thing
I
would
say
is
you
know
it
doesn't
really
help
some
of
our
community
that
might
not
have
a
vehicle
or
not
be
able
to
use
those
services
to
access
those
kind
of
resources,
so
maybe
putting
those
in
place
for
people
that
don't
have
vehicles
would
be
great.
The
other
thing
that
has
me
concerned
here
is
the
point
b,
waiving
the
consideration
and
giving
a
priority
for
this
corporation
to
move
ahead
without
communicating
or
allowing
public
input
as
we've
seen
recently.
I
know
you
said
he
likes
the
downtown
hyvee.
C
That's
was
looked
at
it
not
being
a
location
for
fresh
groceries
for
those
residents
anymore
until
we
pushed
back
and
they
realized,
we've
put
thousands
and
thousands
of
tax
dollars
into
that
location.
So
I
think
the
corporation
of
hyvee
doesn't
necessarily
have
the
community's
best
interests
in
mind,
so
I
would
encourage
us
to
if
we're
going
to
move
on
this,
not
move
the
final
readings
and
encourage
more
community
input
to
see
the
impact
of
that
in
this
area.
All
right.
Anybody
else.
T
Hello,
my
name
is
kavya
parsa,
my
pronouns.
Are
she
her
hers?
My
preliminary
comment?
Oh
I'm,
sorry,
I'm
privileged
to
reside
at
2922
fox
run
in
des
moines.
My
preliminary
comment
is
germaine
to
the
procedure
by
which
I
just
qualified
myself
to
speak.
My
understanding
is
that
the
council's
procedural
rule
4
requires
you
to
conform
with
all
state
statutes
in
iowa,
including
iowa
code,
section
4.6,
which
states
that
all
ambiguous
terms
must
be
construed,
among
other
factors
in
consideration
of
other
laws
upon
the
same
or
similar
subjects.
T
G
If
there
are
no
other
comments
from
council,
I
would
move
item
47
47,
a
and
b
with
the
comment
that
there
were
public
meetings.
This
went
through
plan
and
zoning,
which
are
open
meetings
and
and
it's
published
on
the
website.
You
can
sign
up
for
to
be
notified
when
things
go
through
plan
and
zoning.
So
there's
been
plenty
of
opportunity
for
residents
to
have
input
on
this.
Thank
you.

a
report
back
by
this
time
next
year,
after
some
sampling
that
will
be
done
in
february
and
july
of
next
year.
As
many
of
you
know,
I
live
in
the
east
village
and
get
knocked
out
several
times
a
month
early
morning
runs
with
stale
air
that
exists
primarily
in
ward
for,
but
I
think,
there's
also
some
odor
challenges
in
ward
2..
K
Mr
mayor,
I
would
concur
with
council
member
voss.
This
has
been
a
long
time
coming
that
we've
been
working
on
this
as
a
lot
of
us
know
as
you
go
outside
some
mornings,
it's
very
difficult
to
breathe.
I
can't
even
describe
the
smell
that
that
you
that
we
smell-
and
so
hopefully
the
study
will
pinpoint
where
it's
at
and
hopefully
we
can
correct
it.
So
I'm
happy
to
move
happy
to
move
item
37.
Z
I
A
G
The
the
comment
is,
is
I
I
know
that
we
have
people
in
the
audience
who
have
businesses
who
have
homes
in
that
area?
I
have
given
them
my
reassurance
that
we're
going
to
work
with
them
to
make
sure
that
it
is
a
fair,
equitable
transaction,
and
that
this
is
not
something
that's
going
to
happen
tomorrow.
G
There's
going
to
be
a
fairly
long,
I
think
it's
set
up
to
five-year
timeline
before
we
actually
get
some
of
this
done,
but
I
I
am
concerned
about
the
business
that
one
gentleman
has
there
it's
a
long
time
business.
It's
been
there
for
many
many
many
years.
I
just
want
to
make
sure
that
we
help
relocate
these
property
owners.
A
M
G
V
V
My
name
is
don
young.
I
live
at
2520,
northeast
52nd
court.
I
got
young's
tree
service,
we've
been
down
on
four
mile
drive,
41st
we're
right
at
100
years,
I'm
the
third
generation.
I
got
the
fourth
generation.
We
got
another
one,
so
it's
kind
of
a
hard
situation
because
we
we
remove
trees,
we
put
them
there,
we
recycle
them.
We
sell
firewood,
we
make
things
album.
We
have
people
come
sauce
them
up
stuff,
but
so
some
people
can
just
up
and
move.
V
You
know
and
do
things,
but
it's
been
going
on
it's
hard
to
put
us
somewhere
where
you
can
keep
wood
distort
to
season
it
to
do
things
to
it,
gets
all
used
back
up.
You
know
environmentally
friendly
and
all
that,
but
it's
going
to
be
a
hard
thing
for
us.
We
don't
have
a
building
there
in
the
morning
everything,
but
if
there's
floods
and
stuff
it
doesn't
bother
us.
You
know
I
got
chipper
truck
a
bucket
truck
your
normal
tree,
stuff
parking
there,
but
so
like.
V
U
V
I
don't
really
got
an
answer.
I
just
know
that
it's
it's
a
tough
thing
and,
and
I
do
linda's
trees.
You
know
she
knows
so.
I
talked
to
her
about
it.
We've
been
there
about
100
years,
so
we
really
don't
want
to
move
that
move.
Move
that
it's
just
it's
not
that
easy
as
it
sounds
to
just
pick
up
and
move
because
we've
been
there
so
long.
You
know-
and
I
got
my
daughter,
son
and
son-in-law
they're
gonna
take
over
and
they
you
know
it's
just
gonna
someone's
gotta
cut
trees
in
des
moines
and.
V
G
V
K
Question
we
do
have
an
ability
for
businesses,
relocation,
grants
or
funding
correct
for
commercial
businesses.
We
do
have
assistance
for
this
gentleman
to
be
able,
along
with
his
property
value,
to
be
able
to
help
him
relocate
to
an
another
location.
M
I
wouldn't
call
it
grants,
I
mean
we
have
incentive
programs
such
as
tif
abatement,
things
of
that
nature
when
improvements
are
made.
The
the
challenge
here
is
whether
or
not
there's
even
going
to
be
any
buildings.
It
sounds
like
you
need
a
storage
location.
V
M
And
we
are
through
state
state
law
required,
there's
quite
a
bit
of
requirements
when
it
comes
to
involuntary
and.
N
N
Domain
there's
a
tremendous
series
of
protections
for.
N
B
V
V
I
mean
as
far
as
how
would
that
even
work,
because
I
believe
some
places
you're
allowed
like
one
court
or
whatever
you
know.
I.
A
Let's
refer
him
to
real
estate
into
the
manager's
office
and
see
what
it
is
that
we
can
do
to
try
to
understand
your
full
and
complete
issues
and
see
what
we
can
do.
Yeah.
AA
AA
AB
Hello
aj
drew
I
live
at
404
for
east
madison
avenue,
but
I
own
the
property
at
4139
matter
now
that
new
and
I
just
had
a
couple
quick
ones,
general
question:
I
read
the
whole
pamphlet
and
all
that
and
basically,
when
I
got
done,
I
go.
What
are
you
guys
actually
planning
on
doing
because
really
basically
read
that
we
are
going
to
have
a
plan
to
do
something?
AB
It's
kind
of
what
I
got
out
of
that
whole
summary
of
things
and
the
other
thing
the
equitable
I
really
want
to,
and
not
for
not
for
myself,
so
much
because
it's
an
empty
lot,
but
for
a
lot
of
the
others.
I'm
really
concerned
about
that,
because
I
know
we
had
zoned
it.
AB
So
we
could
build
on
the
lot
and
then
at
some
point
you
guys
mass
rezoned,
the
whole
area
and
never
notified
anyone,
and
you
never
change
the
tax
rules
either
as
we
were
paying
as
though
we
could
build
on
the
property
for
years
and
years
and
years
I
found
out
last
year.
Oh,
it
was
rezoned
back
to
undevelopable,
and
so
I've
been
paying.
AB
You
know
five-fold
the
cost
on
the
taxes
for
years
and
so
equitable
I
mean,
and
just
I
think
it
should
be
in
the
eyes
that
the
people
on
the
property
are
closer
to
it
than
just
what
the
city
is
saying
for
property
tax
or
even
less
than
property
tax
value.
So
and.
G
AB
It's
always
been
in
the
flood
zone
and
we
came
here
and
got
it
rezoned,
so
we
could
build
on
it
with
restrictions,
okay
and
then
at
some
point
it
got
rezoned
again
and
we
never
got
notified
and
the
taxes
that
we
were
paying
never
changed.
They
were
still
they
were
still
charging
us
as
though
it
could
be
built
on
we'll.
AB
So
I
mean
it
was
for
years
and
what's
your
address
the
one
down,
there
is
four
one:
three
nine
pattern:
okay,
I'll
take.
A
E
A
AC
AC
AC
AC
AC
There
are
people
that
are
driving
through
where
it's
been
partitioned
off
with
their
four-wheelers,
and
I
get
to
listen
to
this
pardon
my
language
crap
every
night
as
they
rub
their
engines.
Oh,
I
want
to
see
peaceful
tranquility.
I
just
want
my
house,
please
please,
please!
Let
me
stay,
please!
I'm
back.
AC
U
My
name
is
ashley
young
don
young's.
My
dad
I've
been
doing
tree
work
for
him.
It's
pretty
sad
just
got
me
worked
up
because
we've
dealt
with
the
flood
down
there
in
formal
and
we
never
got
any
assistance.
We
don't
have
a
building,
so
we
drained
our
trucks
ourselves.
You
know
never
had
no
assistance
and
to
see
these
people
will
suffer.
You
know
through
floods,
losing
some
of
their
belongings
and
you
know,
and
but
I'm
trying
to
circle
back,
but
I
don't
want
to
lose
on
my
business.
U
I
got
a
lot
of
memories
there.
I
learned
how
to
weld
how
to
snow
pile
things
that
are
valuable,
how
to
back
up
a
trailer,
how
to
split
firewood.
We
split
firewood
and
sell
it
to
this
whole
city
every
winter
to
get
by
it's
a
really
hard
job
to
do
and
if
anything,
just
consider
relocating
it
somewhere
else,
if
need
be,
I'd
hate
to
lose
that
land,
because
I
got
history
there,
almost
100
years,
my
my
great
my
uncle
bill,
he
tells
them
stories
when
there's
a
kid
playing
in
the
creek
and
the
house.
U
I
got
historic
photos
and
newspaper
articles
stuff.
That
just
means
a
lot
to
me
and
if
you
can
consider
it's
going
to
cost
us
a
lot
and
fuel
a
lot
of
people,
don't
know
that
you
know
work
these
kind
of
jobs
but
hard
labor
jobs.
It's
a
lot
of
fuel
and
time,
and
it
kind
of
brings
a
point
to
the
city.
We
have
nowhere
to
dump
wood
brush
piles,
you
know
people
do
their
own
stuff
and
carlisle
has
their
own
brush
pile
or
altoona.
You
know
and
there's
really
nowhere.
U
Hallett
materials
used
to
do
it,
but
they
stopped
so
people
illegal
dumped
there.
I
could
stand
for
you
know
doing
the
project
and
stuff,
but
I
looked
over
the
years.
The
trees
they've
cut
down
a
lot
of
trees.
What
absorbs
water,
trees
and
they've
cut
a
lot
of
trees.
I
mean
we
cut
them
down.
U
If
they're
hanging
over
someone's
house
it's
going
to
kill
the
family
living
in
it,
you
know
and-
and
we
reuse
all-
that
wood
every
year
circulates,
and
I
just
wanted
to
consider
that
it's
going
to
cost
us
more
fuel
and
that
keeps
rising
the
cost
of
lands
rising
and
everything
is
rising.
It's
kind
of
hard
to
shut
down
almost
100
year
company
if
we
have
nowhere
to
relocate,
that's
going
to
be
feasible
for
our
fuel
usage
and
and
stuff
like
that,
we
have
to
let
the
wood
season.
So
thank
you.
A
AD
AD
AD
AD
M
AD
K
G
We
would
have
to
look
at
the
at
the
flood
maps
and
take
a
look
at
it
and
we
don't
have
access
to
those
flood
maps,
but
we
could
certainly
get
back
to
you.
I
think
one
council
member
said
he
has
a
one
of
the
flood
maps
in
front
of
him
and
it
looks
like
it's
just
south
of
madden.
So
I
don't
know
if
they're
in
the
flood
plain
or
the
flooding.
G
A
I
might
make
a
quick
comment
here,
having
worked
in
as
you
all
know,
and
having
done
the
same
through
the
floods
through
everything
else
is
some
of
the
people
have
said.
A
You
know:
we've
been
working
on
that
whole
four
mile
creek
watershed
for
I
don't
know,
25
years,
probably
or
more
and
remembering
not
too
long
ago
in
2018
having
boats
pick
people
out
of
their
houses
that
didn't
even
know
it
was
flooding
yet
and
they
said
they'd
drive
out,
but
their
car
was
underwater.
A
So
we've
asked
our
city
engineers
and
and
everybody
let's
look
at
it
and
let's
have
a
discussion
with
everybody
and
with
the
idea
that
let's
get
the
people
out
of
harm's
way
but
we're
open.
I
think
to
have
a
larger
discussion
about
how
we
do
that
and
and
what
that
looks
like
moving
forward.
We
have
our
city
engineer
here.
That's
standing
next
to
you,
so
maybe
he's
got
a
comment
that
he'd
like
to
make.
E
AD
A
AE
Right,
honorable
mayor
members
of
city
council,
my
name
is
steve:
nabor,
I'm
the
city
engineer
and
so
to
answer
your
question
as
city
manager
sanders
answered:
yes,
ultimately,
the
okay.
Ultimately,
the
goal
is
to
get
folks
out
of
the
floodplain.
That's
the
ultimate
goal,
but
right
now,
this
action
right
here
is
specifically
targeting
the
lower
four-mile
creek
greenway
master
plan.
AE
That
was
done
in
conjunction
with
the
county
and
pleasant
hill
and
other
entities,
and
that
master
plan
identified
tier
one
and
tier
two
properties
that
are
are
kind
of
the
priority
properties
to
restore
the
greenway,
restore
the
flood
plain,
and
in
this
case,
as
the
same
manager
mentioned
earlier,
you
can
see
up
here
sorry,
it's
kind
of
the
reflections
kind
of
making
it
hard,
but
you
can
see
the
there
are
streets
in
the
green
that
we
would
like
to
actually
take
out
the
infrastructure,
and
so
these
properties
are
needed
in
order
to
do
that
to
remove
the
infrastructure.
AE
That's
in
the
flood
plain
as
well,
and
so
this
is
a
whole
plan
to
develop,
to
restore
the
green
way
in
accordance
with
the
lower
full
mile
greenway
plan
and
then
remove
that
infrastructure.
That's
that's
in
there.
That's
as
a
result
of
the
floods,
so
so
so.
U
AE
Answer
your
question
ultimately
someday
that
you
know
we'd
like
to
to
continue
to
restore
the
greenway,
but
as
part
of
this
action
you're
not
part
of
this
action,
you're,
not
part
of
the
the
action
that
would
allow
eminent
domain
if.
AE
AE
Your
question
we
ultimately
do
have
a
goal
of
restoring
the
green,
the
flood
plain
to
a
greenway.
So
so,
but
in
terms
of
a
timeline
there,
there's
not
there's
not
funding
right
now
and
that
and
you're
in
in
the
properties
north
of
matter
are
not
part
of
this
action.
This
action
is
targeting
the
the
properties
that
are
identified
as
tier
one
in
tier
two
in
the
little
in
the
lower
four
mile
greenway
plan.
So.
AE
D
AA
AA
AA
E
Q
You
don't
need
my
address.
My
name
is
vanessa
morinchell.
It
is
not
required
for
me
to
give
you
my
address.
Z
A
K
A
And,
and-
and
mr
engineer,
mr
engineer,
you
know
that
that
the
work
that
we've
been
trying
to
do
is
to
slow
the
flow
down
on
four
mile
creek.
The
problem
is
is
because
a
lot
of
the
development
that's
happening
up
creek.
It
is
actually
accelerating
and
exacerbating
the
problem
which
endangers
these
other
properties,
and
that
therein
lies
part
of
the
problem.
How
do
we
protect
the
health
and
well-being
of
our
citizens?
AE
And
so
again,
I
want
to
reiterate
that
this
action
on
the
council
is
targeting
the
tier
one
and
tier
two
properties
which
have
received
direct
mailings,
direct
letters
and
that's
what
that's
what
this
action
is
related.
This
action
is
not
related
to
the
properties
north
of
matter.
This
is
focusing
on
the
tier
one
properties
that
are
identified
in
the
lower
crop.
Creek
four
mile
creek
master
plant,
greenway
master
plan,
so.

some
of
the

but
also
to

issues

a
need

to
you
you're

AE
I
don't
remember
the
city
council,
she
asked
the
question:
what's
the
plan,
and
so
so
we
as
as
these
properties
are
acquired
and
we
can
and
we
could
remove
the
street
infrastructure.
That's
in
the
way
that
that
land
would
be
turned
over
to
polk
county
conservation
to
to
to
take
care
and
manage
so.

taken
care
of
that
for
us.
It's
always
flooded
down
there.
It's
always
flooded,
but
not
like
this.
Maybe
we
need
a
class-action
lawsuit.
AH
What
about
what
about
the
chicago
firms
that
sued
dolls?
I've
already
talked
to
them
once
maybe
we
should
sue
this
city
and
ankeny.
Maybe
that's
what
we
ought
to
do
take
out
the
streets.
You
you
want,
you
want
to
block
it
up.
Take
stamp
streets
out,
make
our
houses
dead
ends
problem
solved.
That's
your
prob!
That's
your!
That's!
Your
state
man
take
out
the
streets,
make
us
a
dead
end.
AH
B
K
I
I
A
A
E
A
K
That
is
what
we
originally
had
the
workshop
about
and
discussed,
I'm
not
sure
where
the
rest
of
it
ever
came
from,
but
that
is
originally
what
we
ever
discussed
and
agreed
upon
as
a
council.
So
I
I
would
concur
with
council
member
voss
that
this
needs
to
be
changed.
I'm
not
sure
where
it's
gotten
to
this
point,
but
yes,
that
that
is
what
we've
only
spoke
about
and
was
given
the
option
of
not
any
other
feeding
of
any
other
animals
throughout
the
city.
G
I
agree
joe
and-
and
I
know
that
as
soon
as
I
read
it,
I
started
sending
emails,
I
mean
we
have
a
trap
and
neuter
and
release
program
through
arl.
We
have
many
many
people
who
who
provide
food
and
shelter
for
these
animals.
I
was
shocked,
I
don't,
I
don't
know
where
the
the
squirrels-
I
don't
know
how
that
ever
entered
into
this.
So
I
I
think
we
were
all
completely
surprised
by
that,
but
I
support
carl's
amendment.
J
I
would
like
to
move
item
54
with
the
amendment
that
that
was
just
discussed.
M
R
K
A
I
Yes,
all
right,
I
I
didn't
because
jeff's
his
mic
wasn't.
N
A
For
those
wishing
to
speak
tonight,
we
will
only
be
calling
on
those
who
are
registered
to
speak.
All
speakers
must
give
their
names
and
addresses,
or
they
will
not
be
recognized
to
speak.
Each
of
the
eleven
speakers
this
evening
will
receive
up
to
two
minutes
to
make
their
comments.
Please
keep
your
own
time
because
at
the
end
of
the
two
minutes
the
clerk
will
announce
time
and
the
speaker's
mic
will
be
closed
and
we're
going
to
move
immediately
to
the
next
speaker.
A
We
want
to
hear
from
our
residents
and
we
encourage
residents
to
be
respectful
of
other
viewpoints
that
may
be
different
from
their
own.
While
you
may
certainly
disagree
with
some
of
the
viewpoints,
I
want
to
remind
everyone
that
the
council's
rules
provide
that
any
comments
that
are
slanderous
will
result
in
that
speaker
being
barred
from
further
comment.
A
As
a
presiding
officer,
I
will
determine
whether
comments
are
slanderous
or
not,
and
a
fair
warning,
arguing
with
a
presiding
officer
about
my
determinations
on
any
matter
is
not
permitted
in
doing
so,
will
be
considered,
disruptive
and
result
in
the
speaker
being
barred
from
further
comment
and
being
required
to
leave
the
building
so
anyway.
Our
first
speaker
tonight
is
adam.
AI
Hello,
my
name
is
adam
callanan.
I
use
he
him
pronouns,
the
rules
are
adopted
under
iowa
law
under
iowa
law
and
email
address
can
be
considered
an
address
so
yeah.
My
address
is
dsm
public
comment
gmail.com
on
four
mile
creek.
I
wanted
to
uplift
what
everybody
said
from
four
mile
creek.
It's
disgusting
to
see
the
city
pretend
like
they're
planning,
to
support
these
folks
when
they're
already
invoking
eminent
domain
yeah.
A
AF
A
City
rule,
it
says,
and
you're
breaking
and
you're
breaking
the
rule
right.
So
I
would
ask
you
to
please
give
us
your
proper
address.
AI
I
can
sue
you
okay,
so
it's
going
to
be
420
credit.
I've
said
it
the
past
three
meetings.
You
know
my
address,
you're,
all
being
ridiculous.
No,
so.
AI
W
AI
To
see
the
city
pretend
like
they're
planning,
to
support
the
folks
from
four
mile
creek
when
they
are
already
invoking
the
imminent
domain,
but
they
can
speak
better
than
I
did,
and
they
did
so
I'll
leave
that
to
them
on
policing,
policing
in
general,
in
the
u
and
in
the
u.s
and
in
iowa
we
know
is
structurally
racist.
It's
not
a
surprise
that
it
is
in
des
moines
as
well.
AI
What
is
surprising
is
that
we
haven't
seen
a
shred
of
evidence
that
any
of
you
are
making
an
honest
effort
to
fight
inequality,
institutions
in
any
way,
and
we
have
seen
you
all
defend
it
vehemently
some
cops.
We
know
a
handful
of
cops
are
crossing
the
city,
millions
in
excessive
force,
lawsuits
and
other
lawsuits
handful
of
cops
who
the
city
ascends
to
trial,
against
protesters
lying
on
the
stand
one
after
one,
and
instead
of
removing
these
officers,
the
city
has
praised
them,
defended
them
promoted
them,
given
them
vacations
yeah.
AI
These
are
not
bad
apples,
they're
role
models
at
dmpd.
I
also
want
to
talk
about
misconduct,
because
defending
itself
from
the
recent
sexual
harassment
laws
against
dmpd.
The
city
alleges
that
the
brave
women
coming
forward
and
those
who
knew
about
the
harassment
failed
to
report
it.
So
the
city's
claiming
that
you're
supposed
to
report
these
things.
We
know
that
winger
failed
to
take
action
in
response
to
the
sexual
harassment
within
the
department,
and
we
also
know
that
winger
failed
to
report
the
harassment
he
received
from
conley.
What
consequences
consequences
is
ringer
facing
for
failing.

of

about
your
complete

that
you
put
together
connie.
You
know
my

we're
straightforward
people.
This,
isn't
this
isn't
hard
to
understand?
Okay,
you
speak
very
fondly
of
my
daughter.
She
came
straight
for
me
she's
just
like
me.
Okay,
I
have
right
here
all
of
the

from
the

nothing,
you
didn't
listen

AL
Is
it
going
to
stay
10,
63,
40th
street,
I'm
back
again
talking
about
the
cyber
crime?
That's
been
inflicted
upon
myself
and
my
family,
I'm
just
going
to
back
up
a
little
bit.
AL
This
man's
name
is
robert
franklin.
He
lives
in
virginia
multi-millionaire
hacked
into
our
media
com
system,
computer
phone
and
the
tv,
but
you
know
that's
really
nothing
compared
to
the
other
stuff.
We
now
have
security
cameras
installed
around
our
house.
At
the
urging
of
the
des
moines
police,
robert
franklin
has
called
my
home
late
at
night,
stating
I'm
eligible
for
burial
insurance.
When
I
was
home
alone,
robert
franklin
has
hacked
into
my
urbandale
school
email.
AL
When
I
was
an
employee
there,
the
city
of
woodbridge
virginia
has
cyber
crime
and
was
able
to
trace
the
ip
address
to
him,
placing
his
home
within
a
10
radius
of
the
hacking.
The
ip
address
was
linked
to
a
phone,
and
so
the
cyber
crime
person
there
said
they
couldn't
get
a
court
order
to
search
his
home.
AL
Robert
has
tried
to
prevent
me
from
working
at
all.
I
now
work
for
the
des
moines
public
schools
and
had
to
literally
fill
out
the
paperwork
in
the
lobby
due
to
his
hacking
does
not
want
me
to
be
working
as
a
result.
I
do
not
have
an
email
with
them.
I
am
an
author.
Robert
has
placed
my
picture
from
the
back
of
my
book
onto
a
porn
site.
He
is
able
to
get
into
any
other
system
if
I
have
had
contact
with
them
through
the
computer
or
by
the
phone.
AL
After
this,
he
can
then
impact
their
computer
or
phone
many
people
report
not
getting
my
emails
or
voicemails.
They
report
having
things
deleted
from
their
phone
crackling
on
the
phone.
They
can't
hear
me
he
has
hacked
into
my
bank
account
numerous
times.
I
believe
he
may
be
involved
with
human
trafficking.
His
wife
was
divorcing
him
for
constantly
viewing
porn
and
being
with
prostitutes.
B
AF
The
details
are
beyond
disgusting.
The
lawsuit
also
indicates
homophobic
comments
were
tolerated.
So
now
we
have
racism,
sexism
and
homophobia.
The
city
statement
that
everything
was
done
properly.
We
don't
believe
you,
we
believe
the
women
we
often
only
find
out
about
these
issues.
When
lawsuits
are
filed,
then
the
city
just
pays
out
our
money
instead
of
analyzing,
the
systemic
changes
needed
counsel.
AF
How
much
more
taxpayer
money
will
you
let
be
paid
out?
How
much
longer
will
you
allow
employees
and
citizens
to
be
subjected
to
police
misconduct?
How
much
longer
will
you
support
city
manager
sanders
and
chief
wingers,
whose
leadership
has
allowed
these
practices
to
continue?
You
must
stop
this.
You
need
to
call
for
an
independent
investigation
of
the
dmpd.
AF
Also,
this
lawsuit
shows
the
need
for
a
community
review
board
to
bring
about
accountability,
and
you
need
to
move
forward
with
the
marijuana
task
force,
recommendations,
stop
protection,
stops,
get
the
collecting
data
and
totally
transform
the
police
leadership
to
prevent
future
misconduct
and
lawsuits
and
to
begin
to
build
trust.
The
current
department
is
beyond
broken
mayor.
County
and
council
is
tolerance
of
racism,
sexism
and
homophobia,
a
legacy
you
want
to
leave
for
the
for
des
moines.
Please
say
no,
please
start
making
a
real
transformation
in
the
dmpd.
AF
AM
Hello,
my
name
is
denver
foote,
I
use
she
her
pronouns.
I
reside
at
4216
ingersoll
avenue.
I
want
y'all
to
stop
putting
controversial
items
on
the
consent
agenda.
The
public
deserves
to
speak
on
where
and
when
funding
is
happening,
especially
pertaining
to
the
des
moines
police
department,
as
covid
rises.
Many
council
meetings
make
council
meetings
hybrid.
AM
I
have
been
able
to
join
the
polk
county
commission
board
meetings
because
they're,
virtual
and
they're,
also
in
person
carl
voss,
is
able
to
call
in
virtually.
But
what
about
the
constituents
of
des
moines
release
a
public
statement
on
your
stance
of
dana
wingert,
someone
who
allowed
sexual
assault
to
happen
and
also
allowed
someone
to
pass
misinformation
at
the
black
liberation
movement,
joke
about
the
death
of
a
black
man
and
say
transphobic
things.
It
was
stated
that
winger
did
not
check
his
emails,
so
it
is
stated
that
winger
continuously
does
not
do
his
job.
AM
He
is
required.
Supposedly,
scott
sanders
is
the
boss
of
winger,
so
sanders
is
not
making
sure
winger
is
doing
his
job.
If
these
people
are
not
being
checked
on
held
accountable,
that
leaves
space
for
more
air
space
for
more
abuse
to
happen,
counsel,
scott
sanders
and
dana
winger
work
for
you
when
something
like
this
happens:
sexual
assault
in
the
police,
force
or
city
hired
security
being
racist
and
misogynist.

it's
lovely
to
see
you
again
because
you
were
at

across
the

this

because
I
was

just
outside
those

I

all
of
you.
I

I

I
can't

I'm
I

you're
supposed
to
represent
me,
so
many
of
you
are
supposed
to
represent
me
you're
supposed
to
represent
all
of
us.
This
isn't
a
joke.
You
all
should
be
ashamed
of
yourself
for
the
cowardice
that
you
have
shown
in
not
protecting
the
people
of
this
city.
Black
women
have
showed
up
here
for
two
years,
asking
you
to
take
action
on
racial
profiling
and
you've
done
nothing.
AN
I
cannot
wait
until
connie
and
josh
and
bill
are
replaced
this
next
month,
and
I
cannot
wait
until
the
rest
of
you
quit
your
jobs
or
are
fired.
You
should
be
ashamed
of
what
you
have
done
to
this
city.
You
should
be
ashamed
and
I
hope
you
have
a
damn
hard
time
sleeping
at
night
with
what
you
do
to
the
people
of
this
city.
Every
single
one
of
you.
You
should
be
ashamed.
AN
I'm
done
spending
time
at
trials
dealing
with
what
this
city
has
put
me
through
and
what
this
city
has
put
my
loved
ones
through
and
my
neighbors
through
and
the
people
I
care
about
through.
You
all
need
to
be
replaced,
and
if
you
won't
be
replaced,
you
need
to
quit.
You
should
be
ashamed
of
what
you
do
in
this
building
two
times
a
week
and
every
single
day.
