involved

Highland
Apartments,
it
was
with
the
intent
to
assist
the
previous
building's
owner
with

building's
Rehabilitation
we
spent
two
and
a
half
years
working
with
them,
trying
to
make
the
rehab
project
possible.

are
two
primary
challenges
with
rehab.
One
is
the
significant
cost
of
construction,
which
is
estimated
at
around
6
million,
and
the
other
is
the
Project's
ability
to
cash
flow,
with
only
14
small
apartment
units
and
two
commercial
Bays.
There
is
not
enough
units
to
offset
the
cost
of
construction.

other
developers
who
are
experienced
in
this
type
of
work.

realities

concern
is
what
happened

Davenport
since

the
structure
part,

so

biggest
concern
is
the
safety,
especially
on
the
sidewalks.
If
that
ever
happens,
and
then
when
pedestrians
are
bypassing
and
all
of
a
sudden,
the
little
creeping
thing
comes
right
on
it.
It
could
hit
right
at
them
and
they
could
end
up
in
a
hospital
and
then
they
could
be
dead
right
there
on
the
spot.
So
that
is
always
my
biggest
concern.

will
they
make
sure
to
especially
for
The
Pedestrian
safety,
while
they're
on
the
while
they're
on
the
sidewalk
walking
through
that
area
or
if
we
have
persons
with
special
needs
going
through
that
area

sidewalk,

it

hit
them
without
warning?
So
there'll
be
some
big
major
lawsuits.
So
how
to
be
extremely
well
prepared
for
this,
because
this
is
going
to
be
only
time
will
tell

we
don't
want
to
see
any
more
losses

groups
have
tried

save

worked

just
don't
work

past

neighborhood

watched
this
building

neighborhood
for

years,
and
this
building
has
continued
to
decline.

building

has

eyesore

opposed

tearing
down
the
building,
and
one
of

reasons
is
one
of
the
concerns
that
a
lot
of
people
have
had
is
the
whole
Davenport
thing
right
and
we
know
there's
already
donations
from
Academy
Roofing
and
set
in
stone
to
mothball
the
building
and
make
sure
that
it
is
secure
and
safe
until
the
finished
project
can
be
done.
So
the
concerns
about
structure,
Structural
Engineers
have
looked
at
the
building
and
have
considered
it
safe.

not
a
problem
and
any
other
small
issues
set
in
stone,
which
is
a
masonry
company,
would
be
able
to
do
ahead
of
time
to
make
sure
that
when
funding
can
be
finally
brought
through,
which
you
can't
ever
do

days

it
could
could
be
done
and
Academy
Roofing
would
be
able
to
mothball
it.
So
no
further
damage
would
be
done.

save
the
building
about
10
years
ago,
but
I

speak

behalf

a
business
owner
that
has
done
a
project
like
this
and
knowing
going
into
it.

project

supposed
to
be
around
700
000
and
ended
up
being
about
1.2
million,
so
estimated
costs,
and
just
that
type
of
just
the
length
of
time
that
it
took
as
well
like
we
can
look
into
it.
Taking
you

five
years
to
preserve,
where
in
best
esm
has
a
lot
of
contact
with
the
neighborhood.
So
they
are
asking
us
what
we
would
like
to
do,

know
giving
us
pictures
and
ideas

what

building
could
look

panhandlers

homeless.

there

it's
not

convenient,

topic

address,

like
not
improving.
It's
not
improving
at
all.
It's
getting
worse,
much
worse,
the
things
that
I
am
seeing.

drive
for
a
living

streets

day
all
day,

see
it

These

know
next
to
build
next

businesses.

talk

the
building

fair

wonder

shouldn't

re-granting
program
rather
than
a
developer.

think
it's
awfully
difficult
for
any
program,
whether
it's
NDC
NFC
invest
in
wine
to
be
financially
stable
on
their
own,
because
that
essentially
puts
them
right
into
competition
with
Developers
and
a
public
supported
entity
is
really
needed
and
the
focus
on
their
specific
neighborhoods
is
great
preservation
in
Des,
Moines
I.
Think
I
appreciate
your
comments,
councilman
mandelbaum,
but
this
has
been
going
on
for
years
when
1976
when
I
first
started,
we
had
old,
fed
and
a
battle
over
that
recently.

The
council
last
month
approved
demolition
of
three
structures
in
the
historic
Fort,
Des,
Moines,
landmarks,
again
deteriorated
structures
and
so
I
think
it's
very
important
with
the
preservation
plan
that's
being
developed
and
in
its
final
stages
the
council
really
takes
a
hard
look
at
that
preservation
plan
and
with
city
manager
refer
to
the
other
departments.
What
part
of
it
can
they
do?
And
finally,
the
energy
piece
is
so
important
with
the
environment
today
and
the
invested
carbon
for
demolition.

Historic
structures,
especially,
is
my
concern
because
it
ends
up
in
the
landfill
and
I
did
notice
in
the
Council
of
a
part
of
the
your
action
was
that
invest
Des
Moines
to
salvage
and
that's
a
great
move,
but
you
also
might
want
to
check
what
Davenport
or
Dubuque
has
done,
where
they
actually
have
set
up
a
salvage
store,
and
that
doesn't
make
it
easy
and
I
understand
that
and
then
finally,
I
I
want
to
talk
about
very
briefly
about
the
preservation
piece
as
an
environment.
