about
what
we're
doing

to

our
Proclamation,
and
this
is
about
collected

the
city
of
Des
Moines
civil
and
Human
Rights
Commission
I've
been
here
in
Des
Moines
for
28
years.
My
family's
from
Iowa,
my
mother,
is
from
Des
Moines
and
my
father
was
from
Marshalltown
and
I
came
back
here
28
years
ago
to
help
my
mother
and
I've
been
here
all
this
time,
but
it's
an
honor
and
a
privilege
to
serve
and
do
what
we
can
to
help
the
city
of
Des
Moines
come
to
realize,
there's
a
need
and
we're.

we're
moving
forward
looking
for
new
ideas
and
new
plans
to
open
up
the
mindset
of
City
about
people
and
marginalized
areas
that
need
assistance
and
we're
here
to
help.
Thank

read
our
Proclamation.
It
reads
as
follows:
Black
History
Month
grew
out
the
establishment
in
1926
of
negro
history
week
by
Carter,

Woodson
and
the
association
of
the
study
of
African
American
life
and
history
and
whereas
in
1976
as
part
of
the
nation's
Bicentennial,
black
history
week
was
expanded
and
became
established
as
Black
History
Month
and
is
now
celebrated
all
over
North
America.

Until
black
residents
could
attend
public
schools
in
the
1870s
and
whereas
the
observance
of
Black
History
Month
calls
on
the
nation's
attention
to
continued
need
to
battle
systemic
racism
and
to
build
a
society
that
lives
up
to
its
democratic
ideal.
And
whereas
the
city
of
Des
Moines
is
proud
to
honor
and
celebrate
the
history
and
contributions
of
African
Americans
in
our
community.
The
state
and
the
nation,
and
whereas
Black
History
Month,
is
an
opportunity
to
ReDiscover
the
enduring
stories
of
African
Americans
in
their
gifts
of
Freedom
purpose
and
opportunity.

have
bestowed
on
further
Generations,
as
well
as
a
time
of
commemorative,
to
commemorate
the
countless
contributions
of
African-Americans,
many
who
lived
through
and
surmounted
the
scourge
of
segregation,
racial
prejudice
and
discrimination
to
enrich
every
fiber
of
American
life.
Now
there
for

the
mayor
of
the
city
of
Des
Moines,
on
behalf
of
our
city
council
and
the
residents
of
Des
Moines
to
hereby
proclaim
the
month
of
February
2023

the
urban
campus
at
DMACC,
we'll
be
having
a
documentary
screening
of
the
late
James
Baldwin's
documentary
entitled
I
am
not
your
negro
and
we
invite

all

come
out
and
have
an
opportunity
to
watch
this
documentary
and
to
listen
to
a
panel
of
people
that
would
bring
an
interesting
discussion
to
open
people's
eyes
about
some
of
the
things
that
are
still
here
in
the
United
States.

Equity

friends

Iowa

a
member
of
the
Des
Moines
citizen
task
force
on
sustainability.
Both
organizations
work
hard
to
promote
Equitable
sustainability
and
support
the
city
of
Des
Moines
to
address
climate
change.
We
Believe
Transit
is
absolutely
critical
in
in
both
ensuring
Equitable
access
to
get
around
anywhere
in
the
city,
but
also
to
reducing
greenhouse
gas
emissions
and
in
honor
of
Rosa
Parks
birthday.
This
past
Saturday
transits
even
more
important.

therefore,
I

mayor
of
the
city
of
Des
Moines,

behalf
of
our
city
council
and
our
residents,
to
hereby

the
week
of
February
4
to

Equity
week
and

honor

will
observe
the
week
of

Transit
Equity
week,

highlight
the
importance
of
public
transit
in
its
critical
role
in
providing
Equitable,
accessible
and
reliable
transportation
for
all.

involvement

this
entire
process

Downtown
Vision
plan.

steering

been
a
very
comprehensive
process.
We
are
very
pleased
that
the
downtown
DSM
Future
Ford
Vision
plan
an
action
plan
has
been
a
very
collaborative
process.
We
have
a
number
of
Opportunity
Partners
involved
in
this,
including
some
members
who
are
here
today,
who
briefly
make
comments.

team
design
I

honor
of
working
with
the
city
and
the
partnership
to
develop
this
plan
as
we
developed
and
assembled
the
plan.
Four
words
come
to
mind
that
really
underrie
the
pages
that
you
see
connection
linking
the
assets
of
downtown
Des
Moines
together
into
surrounding
neighborhoods
neighborhood,
treating
addressing
the
potential
and
the
possibilities
of
neighborhoods
around
downtown
the
connections
to.

Be
right,
understanding
that
in
downtown
it's
fun
to
be
in
it's
the
rifle
and
offers
many
resources
to
its
residents
and
workers
is
one
of
the
people
who
want
to
invest
and
live
in
and
work
in
an
opportunity.
Opportunity
for
expression,
Economic,
Opportunity
opportunity
for
living
for
all
people
and
ultimately,
our
Des
Moines,
continuing
ability
to
offer
rewarding
and
wonderful
life
and
right
quality.

Council
for
a
few
minutes,
I
also
served
with
mayor
and
many
others
on
this
committee,
and
what
excites
me
is
that
everybody
had
one
opinion,
and
that
is
if
the
downtown
is
strong.
So
is
our
region,
and
nothing
is
important
than
that
today,
and
the
other
thing
that
I
thought
was
very
important.
Is
that
our
neighborhoods
that
are
adjacent
to
our
downtown?
We
want
to
connect
and
really
do
what
we
think
is
dramatic,
exciting,
and
so
we
have
a
very
diverse
group.

had
many
meetings,
lots
of
surveys,
lots
of
directs,
everybody
came
together
and
we
really
want
to
do
great
things
for
our
community
and
I.
Think
everybody
had
that
same
message.
We
decided
that
we're
all
on
the
same
page,
I
hope
that
you
adopt
us
forward,
because
that's
really
what
this
is
about.
It's
the
future
forward
for
our
community
and
it
was
exciting
from.

people
there's
a
lot
of
experts,
obviously
that
were
at
the
table,
and
you
know
we
talked
about
the
skywalks.
We
talked
about
parking
there's
just
a
a
lot
of
needs
and
I
know
it's
going
to
take
a
lot

time,

with
your
help
and
others
I
hope
to
get
there.
So
thank

allowing
us

speak

director

Bravo,
greater
Des,
Moines
and
I
am
really
excited
to
stand
here
and
see
Arts
culture
and
Heritage
lifted
up
in
this
comprehensive
plan.
It
further
calls
out
the
value
of
the
sector
to
Des
Moines,
vibrancy
sustainability
and
vitality,
and
it
clearly
acknowledges
that
arts
and
culture
are
about
more
than
Economic
Development.
They
are
firmly
a
part
of
driving
people
to
live,
work
play
and
visit
our
region.

We
all
read
last
week
about
the
incredible
success
of
the
Region's
Sports
Marketing
efforts
to
draw
recreational
tourism.
Completion
of
the
action
plan
objectives
will
further
establish
Des
Moines
as
a
tourist-friendly
region,
but
with
more
to
offer
than
just
what's
happening
on
the
court.
We
already
know
that
cultural
tourism
is
a
significant
driver
of
tourists
to
the
to
the
region.
Imagine
what
the
unique
projects
and
priorities
in
this
plan
will
do
to
further
drive
this
audience.
The
Skywalk
revitalization
plan
is
especially
exciting
by
adding
color
personality,
culture
and
expression
to
these
elevated
spaces.

They
become
more
desirable
for
residents
and
for
downtown
workers
and
are
sure
to
become
a
destination
for
visitors
from
all
over
the
country,
amplify
that
by
the
elements
of
delight
and
surprise
and
all
of
the
objectives
outlined
and
Des
Moines
will
surely
be
the
destination
city
that
we
are
all
talking
about.
This
plan
is
visionary,
it
is
aspirational
and
it
is
important.

Pride

arts

strip

plan

failed
because,
while

family

been
here,
we
have
been
through
perils
in
Iowa,
provoking
a
mutiny
towards
organized
corruption,
from
Des
Moines,
Police
Department,
the
pestilian
superior
privacy
persistently,
and
actively
refused
my
rights
to
my
property
investment,
liabilities,
life,
Fair
acts
and
right
to
bear
arms
investigation
and
has
left
this
perplexed.

is
horrid
and
the
decade
tense
under
the
bureaucracy
which
has
governed
the
diplomacies
of
procrastination
and
marking
of
my
livelihood
with
the
decent,
the
the
deceit
and
terrorism
option
for
any
type
of
resolution,
while
forced
in
Federal
Protection
were
mortified
regarding
the
multitude
and
the
neutralization
racism
that
y'all
have
leaving
these
policies
doormating
and
we're
back
we're
basically
off
of
your
opinions
and
I'm,
just
tired
of
it.

can't
go
to
my
job

Insurance

can't

changes

were
passed
last

This
is
one
of
many
times
part

pattern
of
rule
changes
in
retaliation
by
the
Des
Moines
city
council.
This
was
a
real
change
to
rule
number
11
about
agenda
deadlines.

It
was
specifically
about
how
council
members
can
put
items
on
the
agenda.
This
rule
had
actually
been
changed
previously
on
May
10th
of
21
2021,
with
additional
things
added
to
it
as
well,
to
restrict
the
the
ways
that
council
members
can
add,
condition
or
add
agenda
items
to
agendas.
It
needs
to
stop.

also
wanted
to
point
out
that
we
had
people
here
earlier
and
I'm
glad
they
were
here,
I'm
glad
they
were
able
to
speak
from
the
Des
Moines
partnership
or
with
the
Des
Moines
partnership.
They
were
given
a
chance
to
speak
over
their
time.
We
see
that
people
who
are
speaking
especially
people
that
are
criticizing
the
Des
Moines
Police
Department,
are
cut
off
right
at
their
time
last
meeting
as
well.

had
somebody
who,
unfortunately,
the
police
department,
basically
ran
a
car
in
a
high-speed
chase,
allegedly
through
through
her
house,
and
she
was
also
just
cut
off
right
of
the
two
minutes.
It's
really
disrespectful
and
the
city
should
be
trying
to
listen
to
people
more,
allowing
people
to
speak
more
and
allowing
those
processes
to
take
place
and
not
just
retaliating
and
using
the
rules
they
can
to
punish
and
limit
people.

international
league

Peace

championing
this

small

growing
movement
in

midwest
that
is
here
to
save
insects,
especially
pollinators
like
bees,
butterflies
and
beetles.

a
vertebrates
which
includes
mollusks,
anthropods
and
sponges,
the
other
80
percent
of
our
world
species
in
the
animal
kingdom
are
insects.
So
that's
why
we're
trying
to
look
at
this
time
because
insects
support
all
of
our
ink
ecosystems.
They
are
a
part
of
every
food
chain
on
the
planet
and
they
are
declining
rapidly
across
the
U.S
Europe
and
the
rest
of
the
world,
including
the
pollinators,
bees,
butterflies
and
and
beetles.

need
our
help,
especially
in
the
spring,
because
they're
coming
out
of
migration
and
hibernation
and
food
is
very
critical
at
that
time,
and
so
they
need
Clover,
dandelions
and
violets,
not
grass.
They
need
the
the
flowering
plants
that
we
call
weeds
in
our
grass
and
in
our
lawn.
So
at
this
point
in
time
we
want
to
promote
another
program
called
nomome
and
I'll.

encourage
residents

not
want

lawn,

designated
section
of
it
in
the
spring

they
choose
to
cut
their
grass

to
leave
it
longer
and
to
mow
less
frequently
to

replace
at
least
some
parts

their
non-native
grass

flower
beds,

Native
pollinate
pollinator
friendly
grasses
and
flowers

encourage
residents
participating
