trail

was

close
to
their
front
yards
and

of

roadway

accidents

not

safe

staff
met

one
we've

working
on

a
long

I
was
requested
to
pull
this
from
the
consent
agenda
by
a
couple
of
constituents
who
had
concerns
about
this
project,
specifically
making
it
faster
and
easier
for
car
commuters
from
Pleasant
Hill,
Carlisle
and
Southeast
Polk
County
getting
in
and
out
of
Des
Moines
by
driving.
They
talked
about
our
goals
as
our
energy
goals
wanting
to
reduce
car
traffic
and
it's
not
being
a
step
towards
that.
They
talked
about
the
total
construction
cost
being
143
percent
of
dart's
entire
budget
and
equal
to
Portland
Oregon's
spending
on
two
years
of
bike
infrastructure.

There
I
did
want
to
clarify
that
this
is
just
for
like
a
one
portion
of
the
road
and
that
all
the
earlier
portions
of
the
road
we
are
paying
for,
and
so
it
would
be
cons.
It
would
be
constructed
through
Southeast
36th
Street
without
the
mpo
money,
whereas
this
would
connect
it
all
the
way
to
the
highway.
The
raise
Grant
would
would
finish
through
the
highway.

Essentially,
this
has
just
been
a
very
contentious
item.
I
did
want
to
sort
of
list.
Some
of
the
some
of
the
notes
we
got
from
staff
was
that
this
would
prevent
University
Avenue
from
expanding
to
five
Lanes
and
it
helps
keep
or
it
helps
with
the
increase
in
truck
traffic.
That's
going
to
come
from
the
transload
facility
and
the
hard
time
of
personal
vehicles
and
trucks
have
focusing
on
Vandalia
yeah
I
just
wanted
to
to
pull
this
for
discussion,
because
it
is
a
large
amount
of
money.

big
project.
There
is

think
opposition
to
us
completing
this
connector
I
won't
be
making
a
motion,
but
I
did
want
to
bring
those
issues
to
life.

think
those
are
accurate
with
one
one
exception:
there
is
Federal
funding
on
everything
the
west
of
East
30th
as
well,
okay,
so
this
has
been
a
project
that
has
has
gone
on
for
decades,
literally
with
with
a
mix
of
local
and
federal.
But
you
are
correct.
The
next
phase
is
from
East
30th
to
East
36th.
That
will
be
a
mix
as
well
of
stbg
funds,
which
is
federal
funds
and
City
tip
funds
as
well.

One
of
the
talking
points
that
you
mentioned
was
the
effect
on
University
Avenue,
East
University.
This
would
take
pressure
and
traffic
off
of
of
university
for
sure,
but
I
don't
know
that
it
will
actually
eliminate
the
need
to
still
make
changes
to
East
University.
So
it'll
be
nice
to
get
this
constructed
to
see
what
situation
we
still
have
left
on
East
University
for
adjustments.
Does
that
make
sense.

I've
had
multiple
requests
to
to
at
least
widen
the
lanes
there,
because
it's
so
tight,
not
necessarily
make
it
five
Lanes,
but
the
lanes
are,
but
we
would
have
to
work
with
the
Iowa
DOT,
and
this
also
would
alleviate

don't
know
if
you've
driven
down
Vandalia,
where
much
of
the
truck
traffic
is
goes
and
the
road
we
did
a
somewhat
of
a
resurfacing
I'll
say
about
storm
water
four
four
years
ago,
and
it's
still

That
road
has
some
issues
so
I
mean
that's

I
would
say
this
project.

the
comments
from
you

also
allows
people

doesn't

go

they'll

something
with
four
lanes

we'll
have
it
ready
just
like
the
rest
of
it.

this
is
a
project
that
it
has
been
very
important
to
the
region,
especially
especially
Eastern
Polk
County,
to
get
it
completed,
connecting
it
to
the
bypass
I
mean
Pleasant.
Hills
already
did
the
improvements
around
the
bypass
and
those
are
already
complete.
So
we
just
need
to
finish
the
road,
so
I'm
hoping
everyone
would
be
supportive
of
this.
I
We're
hoping
that
the
the
raise
Grant
will
will
get
that
this
time,
I
think
it's
very
important
for
our
region
to
get
that,
along
with
the
transload
facility,
how
it's
built
and
ready
to
go,
then
that's
going
to
add
more
truck
traffic
for
the
region,
so
I'm.
If

done
with

great
Economic
Development

you've
ever
driven
in
that
area
and
the
truckloads

going
down,

roads

it's
much
safer
to
get
the
trucks
straight
to
the
interstate.

acres
and
part
of
that

project

the
past

I'm
not
going
to
to
change
that
at
this
time.

do
want
to
point
out,
as
you
mentioned,
that
that
the
first
part
of
the
southeast
connector
is
important
for

new
dart
operation
and
maintenance
facility.

is
a
key
piece,
so
I'm
I'm
glad
we've
been
moving
forward
with
that
and
we've
been
working
with
dart
on
the
operation
and
maintenance
facility.
That's
going
to
be
critical
to
the
future
of
Transit
in
our
community
I
I
understand
the
concerns
that
folks
are
raising
with
this
and
I've
raised.
Similar
concerns.
I
express
concern
about
acquiring
right-of-way
for
four
lanes
in
the
future
and
would
not
be
I
I,
don't
think
I'll
be
around
when
we're
having
those
discussions,
but
I
I
have
concern
about
that
piece.

also
am
concerned.
This
is
the
third
time
that
we're
applying
and
that
is
preventing
us
from
applying
for
raise
grants
for
other
purposes
in
our
community,
and
so
I
I
do
want
to
say
on
the
record
that
I
don't
plan
on
supporting.

this
grant
is
not
successful,
I
don't
plan
on
supporting
a
future,
raise
Grant
I
think
it's
time.
If,
if
we
cannot
get
this
after
the
third
try,
we
should
be
focusing
those
efforts
elsewhere
and
so
I
wanted
to
put
that
on
the
record
that
I
do
not
plan
on
supporting
this.

we
do
not

not
successful
in
this
in
this,

that,
just
in
response
to
the
point
of
this
bringing
traffic
into
the
City
and
out
of
the
city,
there
was
also
a
point
in
the
comments
that
we
received
about
incentivizing,
suburban
sprawl
and

Think
that
we
should
be
investing
our
money
into
Transit
options
that
are
not
just
building
new
streets
I
with
it
being
the
third
time
that
we're
applying
as
well
I
I'm
concerned
that
we
aren't
able
to
to
use
the
funding
for
or
to
apply
for
the
funding
for
something
else.

comment.
We
have
been
working
on
this
now,
as
was
pointed
out
for
decades
and
part
of
it,
especially
with
the
work
that
we
did
to
put.

The
transload
on
on
site
was
to
begin
to
lower
the
emissions
and
the
cost
of
moving
Goods
in
and
out
of
the
city
of
Des,
Moines
and
Central
Iowa
for
that
matter,
and
it
is
said
that
all
the
trucks
that
could
be
taken
off
the
road
will
reduce
the
costs
for
the
freight
that
would
be
on
Motor,
Freight,
otherwise
would
be
up
to
75
percent
and
that's
a
huge
emissions
reduction
as
well.

So
we're
not
just
talking
about
the
convenience
of
moving
stuff
in
and
out
and
lowering
the
cost
for
the
providers
and
the
people
that
are
getting
stuff
in
and
out
of
Iowa
by
having
it
on
rail,
rather
than
moving
everything
in
and
out
of
here
with
Motor
Freight.
We're
also
lowering
the
emissions
into
the
atmosphere
of
the
pollution
that
is
created
by
the
diesel
and
the
motor
fuels
that

a
lengthy
list
of
supporters,
and
this
is
the
first
batch

several

bring

agreements

two
well-known
families
and

several
others

our
community.

gets
us
about
halfway
in
our
our
attempts
to
to
have
private
funding
and
we've
got
commitments
beyond
that.
Yet
so
look
forward
to
bringing
back
the
next

batch
as

vision
of

everything

the
community
wanted

center

happy
that
this
gets
us
half
of
the
way
there
looking
forward
to

further
investment.

way
of
how
we
usually

things

our
other

community
centers
being
named

recreation

community

this

them

it

seen
immediately

this

place

community

recreation

not
just
one
or
the

was
determined

would

need
re-signing

any

think
it
would

great
if
staff

reach
out

have

conversation

missed

nobody's

have
that
conversation
about
getting
that

I
do
believe
that
it

that

never
hearings
back
when

named

people

disappointing

see

city
sticking
with
