most

years
past,
wrote
this
governance
up
into
two
just
because
there
are
multiple,
multiple
departments
that
fall
under
here
and
just
that
I
really
view
governance
as
the
foundation
that
everything
else
that
we
do
as
a
city,
so
without
a
strong
foundation
in
areas
like
Finance,
HR
and
I.T,
it's
hard
to
work
on
things
like
sustainability
or
neighborhoods,
or
safety
or
Community
well-being.
So
that's
really
how
I
think
about
it.

Okay,
I
just
want
to
share
with
you
our
Department's
Mission.
There
are
two
parts,
the
first
one,
just
a
very
straightforward.
We
provide
business
partners
and
take
holders
with
financial
tools
and
Technical
Support,
so
they
can
become
well-informed
leaders
in
effective
decision
makers.
How
we
can
add
value
is
by
create
accurate,
insightful
financial
information,
analysis
and
solutions
that
promote
optimal
decision
making.

is
our
organizational
chart.
I
brought
the
division
of
leaders
to
this
meeting
because
I
want
to
introduce
the
quiet
producers
behind
the
scene
to
make
things
happen.
We
have
a
four
major
divisions,
procurement,
truly
and
business
licensing,
Revenue,
tax
audit
and
we'll
have
Finance
accounting
and
a
budget.
Then
you
can
see
we
have
a
few
vacant
position.
We
have
one
in
procurement,
three
new
revenue
and
sales
tax
audit,
and
one
in
accounting
position
in
finance.
Department
I
also
want
to
point
out
most
of
our
staff
wear
multiple
hats.

I'm
going
to
start
off
with
budget
the
budget
function
of
the
finance
department,
assist
the
city,
council,
City,
manager's
office
and
department
leaders
who
could
violate
and
preparing
an
annual
budget.
The
budget
is
based
on
revenue
and
expenditure,
forecast
assumptions
that
are
influenced
by
national
state
and
local
and
economic
indicators.

And
then
I'm
drinking
procurement
procurement
is
responsible
for
enforcing
the
procurement
policy
city-wide,
as
well
as
ensuring
a
transparent
procurement
through
the
contract
process.
The
solicitation
process
managing
the
p-card
program,
as
well
as
maintaining
supplier
relationships
throughout
the
city.

So
some
of
the
awards
we
received
each
year
we
apply
for
the
government,
finance
officer,
Association
certificate
of
achievement
for
excellence
in
financial
reporting.
That's
a
mouthful
and
also
the
distinguished
budget
presentation
award
and
we
received
both
of
those.
Last
year
we
also
assisted
utilities
and
Public
Works
in
some
fairly
large
financing
pieces.
Water
and
Sewer
funds
borrowed
60
million
worth
of
Federal
grant
money
or
Federal
Loan
money.
Pardon
me
and
the
stormwater
fund
borrowed
26
million
in
the
state
office.

So
it
was
a
big
push
for
businesses
and
it
was
a
big
push
on
staff
in
our
department
to
get
that
accomplish.
First
of
of
the
approximate
seven
thousand
accounts
we
have.
We
received
audit
revenues
as
well
as
volunteer
tier
disclosures
from
businesses,
493
thousand
dollars,
so
that's
additional
Revenue
in
2022..

Also
during
2022,
we
had
an
election
as
you
may
recall,
and
we
passed
a
sales
and
use
tax
increase
of
0.3
percent
and
we
needed
to
communicate
this
information
to
our
businesses.
So
we
worked
closely
with
the
Communications
Department
to
send
out
postcards
to
businesses
and
we
also
sent
out
a
two
email
blasts.

then,
in
terms
of
our
budget.
We
through
a
collaborative
and
cooperative
working
relationship
with
the
city,
manager's
office
city
council
and
our
department
directors.
We
were
able
to
develop,
adopt
a
budget
that
was
unanimously
approved
by
city
council
and
then
we
also
under
the
budget
division.

And
then,
on
the
procurement
side,
the
biggest
excitement
for
procurement
was
we
set
up
a
city-wide
Amazon
account
to
it
provides
more
transparency,
reporting
additional
discounts
to
the
city.
Basically,
there
was
22
separate
business
accounts
within
the
city
that
didn't
include
the
individual
accounts,
so
we
Consolidated
all
those
into
one
Citywide
account,
so
we're
able
to
track-
and
you
know,
see,
what's
being
purchased
and
where
that
spend
is
we
also
set
up
a
Home
Depot
Pro
account
again.

This
allows
for
additional
discounts
and
back-end
rebates,
but
based
on
our
annual
spend,
we
revised
the
PCR
training.
So
we
now
have
a
training
video
online
as
well
as
we
updated
the
prison
to
the
slides.
We
have
defined
a
solicitation
process
and
documented
a
checklist
for
the
Departments
to
utilize,
so
they
can
go
through
the
process
and
make
sure
they're
getting
all
the
steps
to
issue
a
solicitation
and
then
the
final
one
is
we
started
to
define
the
contract
process
and
defined
our
contract
requirements
to
to
automate
the
process
for
our
contract
management
solution.

Our
estimated
2022
funds
return
to
fund
balance
is
up
is
about
165.
000.
I
was
informed
today
that
we
probably
have
about
15
000
of
of
that
amount
that
is
still
outstanding
to
be
paid,
so
we're
we're,
probably
close
to
150
000
that
will
be
returning
to
fund
balance,
but
the
main
variances
is
due
to
Staffing.
We've
had
a
staff
accountant,
Bank
it
for
most
of
the
year,
and
then
we
were
delayed
in
hiring
our
budget
and
financial
analyst
and
Senior
tax
auditor
position.
So
we
have
some
vacancy
savings
there.

On
contractual
Services,
there
are
two
parts:
one
is
the
financing
part
we
help.
We
feel
to
help.
We
help
water
at
sewer
departments
to
get
a
16
million
from
wifia,
but
because
they
are
Enterprise
funds.
So,
although
Consulting
fees
inwards
got
set
to
Enterprise
fund,
they
pay
that
directly
down
through
the
general
fund
and
other
with
the
finance
we
have.
We
have
three
projects
we
use
consultant.

One
is
we
did
an
admin
study,
we
did
a
how
each
department
is
supporting,
provides
services
to
the
Enterprise
farm
and
the
component
units
like
DDA,
so
we
are
able
to
save
money
because
we
allocated
some
of
the
expenditures
to
the
Enterprise
fund.
This
at
the
study
and
also
for
our
lease
or
called
Gatsby
87,
there's
new
change
to
the
accounting
rule.
We
need
to
report
lease
accounting
differently,
we're
able
to
also
we
found
most
of
these
agreements
in
emerge.

So
we
allocated
quite
a
bit
of
expenditures
to
the
component
units
that
does
not
hit
our
general
fund.
The
third
one
is
our:
we
ask
a
accounting
firm
help
with
the
audit
year
and
audit
process,
and
that
did
not
cost
as
much
as
we
expected.
So
that's
how
we
try
to
provide
additional
bandwidth
to
our
department,
so
we
can
work
like
accordion,
based
on
the
projects
that
I
have.

Yeah,
but
this
is
the
challenges
we
face:
You
probably
see
we
have
a
few
vacant
positions
and
the
some
of
the
the
positions
are
very
specialized,
so
it's
very
hard
to
recruit
these
positions
and
we
are
home
rules.
Municipalities,
some
municipalities
are
statutory,
so
they
can
get
a
like
a
sales
use
tax
administered
through
the
state,
just
like
property
tax,
but
we're
a
home
rule.
We
love
the
challenge
and
charm
to
be
the
home
rule
municipality.
So
this
is
a
one-way
challenge.
We
have
to
deal
with
economic
conditions.

what
we're
thinking
is
is
in
addition
to
using
Consultants.
You
probably
have
heard
that
Shamrock
model
you
have
the
core
staff
you
use
contract.
You
use
the
manager
services
to
manage
your
department,
all
the
needs,
so
we
are
exploring
this
model.
Definitely
we
want
to
have
a
competent
staff
as
a
core.
Then
we
have
a
different
Specialists
that
can
give
us
the
bandwidth
and
we
need
to
depend
upon
what
are
the
projects,
the
challenges
that
at
the
hand,
so
the
second
one

feeds
into
that
the
challenge
of
being
able
to
hire
anyone
and
then
hire
the
right
people,
but
across
the
organization
all
departments
have
had
challenges,
keeping
staff
whenever
a
new
staff
member
comes
on.
They
need
to
be
changed,
not
just
Finance,
but
Finance
does
play
a
big
part
in
training
people
on
systems,
procedures
on
internal
controls,
so
we're
in
there
with
everybody
else
on
that
one
yeah.

and
also
at
a
recent
Council
Retreat,
we
talk
about
efficiency,
responsiveness,
I,
think
we're
just
like
other
departments.
We
have
our
day-to-day
responsibility.
We
also
need
to
plan
for
the
future.
Sometimes
our
teachers
put
out
fires.
So
it's
just
a
constant
challenge,
a
lot
of
times.
A
lot
of
departments
do
not
know
they
really
need
involved
Finance
as
soon
as
possible.
Sometimes
it's
just
very
I
would
say.
There's
a
very
cute
example:
Christine
didn't
want
to
talk
about
the
vending
machine.
I
think
that's
a
very
cute
example:
okay,.
I

We
want
to
get
healthier
snacks
to
the
people
coming
into
the
rec
center,
but
that's
got
to
be
plugged
into
a
port
to
be
able
to
take
credit
cards
and
we
have
to
have
a
contract
for
that
credit
card
processor
and
it
needs
to
know
because
it
needs
to
be
plugged
in
on
their
end.
So
you
know
at
the
end
of
the
day,
I
I
think
all
of
the
internal
service
departments
end
up
involved
in
almost
everything
that
comes
into
the
city
in
one
way
or
another.
So
it's
not
just
a
vending
machine.

supervisors
recruited
one
of
the
employees
and
the
other
found
a
hundred
percent
remote
power
position
yeah.
So
that's
why
we
feel
we
really.
We
need
to
have
contractor
and
managed
Services.
It's
not
just
us.
A
lot
of
homegrown
municipalities
are
facing
the
same
thing,
and
even
we
have
more
and
more
municipalities
become
a
whole
whole
rule.
So
this
is
a
trend.

are
also
working
with
city
attorney's
office
to
revise
our
code
as
I
share
that
the
council
Retreat
our
codes
are
so
old,
but
that
really
does
not
give
us
the
protection
of
weapon.
For
example,
our
code
is
still
have
computer,
but
now
we
have
service
self-service
service
that
will
debate
with
us
as
a
service.
It's
not
a
tangible
first
computer.
So
we
have
to.
We
have
to
approach
this
need
with
multiple
chemicals.
Not
just
hiring
person
borrow
code.

we
do
have
three
different
sections
in
HR
we
have
the
HR
strategy
or
operations,
and
that
is
the
functional
areas
of
HR,
where
we
house
the
training
and
performance
management
class
in
comp
Recruitment,
and
that's
also
the
HR
business
partners.
That
partner
with
our
various
Department
leaders
for
strategic
analysis
guidance,
all
sorts
of
interesting
things
that
that
team
works
on.
Then
we
have
our
benefits
division.

And
so
just
a
sampling
of
the
major
accomplishments
that
we
have
completed
this
year.
We
modified
the
401a
investing
schedule
from
five
years
to
one
year
in
an
attempt
to
help
to
retain
and
attract
employees,
hosted
the
annual
benefits
fair,
and
this
was
done
without
any
type
of
benefits
staff.
So
this
was
done
by
our
existing
staff,
completed
an
annual
open
enrollment
again
without
any
benefit
staff
just
done
with
existing
staff.

We
started
the
process
of
building
a
new
compensation
classification
system
and
that
is
expected
to
be
implemented
in
q1
this
year
negotiated
successor
contracts,
with
both
of
our
labor
unions,
processed
and
hired
over
400,
part-time,
full-time
and
seasonal
staff.
We
initiated
a
new
lunch
and
learn
program
and
I
believe
we've
done
five
of
those.
Since
the
start
of
the
program.
This
year
we
created
and
implemented
a
language
pay
program
and
expanded.
The
city's
Flex
work
policy.

All
right
so
2022
funds
return
to
the
fund
balance.
We
have
returned
approximately
68
000
large
portion
of
that
was
coming
from
the
Personnel
section,
as
I
mentioned.
You
know
we
right
now.
We
do
have
two
vacancy
or
three
vacancies,
but
we
were
operating
at
about
50
capacity
for
a
large
portion
of
the
year.

So
that's
where
that
per
that
salary
savings
is
coming
from.
As
you
can
see,
there's
a
little
bit
of
money
coming
out
of
Commodities.
We
were
under
on
our
contractual
Professional
Services.
That's
because
we
had
to
find
contractors
in
order
to
process
the
benefits
function
of
the
of
the
city
throughout
the
entire
year.
So
we
hired
someone
to
enroll
people
when
we
when
people
come
on
board
and
when
people
exit
the
organization
to
process
those
transactions.

During
the
year
we
did
have
a
we
hired
a
benefits
person
and
then
that
person
left
within
about
two
months
and
then
it
was
hard
just
finding
anyone
to
replace
them
and
it's
so.
It's
just
been
that
same
exact
story
and
then
system
functionality
we've
been
partnering
with
it
on
trying
to
improve
our
current
hris.

Unfortunately,
it's
still
a
challenge
right
now:
position
management
position,
budgeting,
recruitment,
compensation
and
onboarding
don't
work
as
we
would
like
it
to
work
or
as
it
could
potentially
work
due
to
its
current
configuration,
which
does
cause
some
frustrations
with
my
staff
and
some
inefficiencies.
So
we
are
actively
working
to
get
that
up
and
running.
It's
just
a
very,
very
large
lift,
given
the
current
Staffing
challenges.

Unfortunately,
the
implementation
process
wasn't
fully
completed
in
the
manner
that
we
would
have
liked
it
to
be
completed,
and
so
we
have
been
working
with
this
issue
since
then,
and
I
know
Jeremy's
in
the
room
and
Jeremy's
been
great
trying
finding
some
resources
for
us
getting
some
people
to
help
us,
but
it
has
been
an
issue
mayor,
Pro,
tem
I'm,
not
going
to
lie
about
that.
It's
absolutely
gonna
has
been
an
issue.

that,
so
the
contract
ends
at
the
this
year
right
now,
so
when
they
implemented
the
system,
what
they
did
is
they
took
the
Tyler
system
that
we
were
working
for
and
crammed
our
processes
into
this
system.
So
we
didn't
really
think
as
an
organization
we
didn't
really
think
about.
How
can
we
revamp
our
processes
and
how
can
we
utilize
the
system
to
actually
be
a
benefit
for
us?

what
happened
was
instead
of
rethinking
about
that
and
doing
that
and
cramming
those
processes
are
old,
outdated
processes
into
this
new
system.
Trying
to
make
this
work,
it
caused
more
problems.
It
caused
us
to
do
things
outside
of
the
system
right
now,
we
are
currently
working
with
our
processes.

now
we
are
working
with
ukg
to
actually
revamp
the
system
and
use
the
system
to
its
fullest
potential,
because
we
were
really
only
using
it
as
a
payroll
system
and
unfortunately,
it's
not
going
as
fast
as
I
would
like
it,

trying

get
people's
schedules
in
trying
to
understand
the
processes.
We
have
other
meetings
because
we're
in
this
crutch
of
having
to
renew
it
I
want
to
have
more
of
a
decision
of
going
forward,
or
we
might
just
renew
for
a
year
to
buy
us
some
more
time.

it
is
an
issue.

Finding
qualified
applicants
for
positions
is,
does
the
city
have
any
sort
of
like
development
programs?

performing
employee

one
area

potential

that
even
an
option
or
a
feasible
thing
to
try
and
close
the
gaps
on
some
of
them?

have
internal
people
that

train
to
replace
these
really
difficult
positions
to
fill.

passed,
we've
heard
about
the
retirement
plan,
specifically
I
think
the
DB
side,
having
some
audit
risk.
There

situation
where
distribution
checks
were
going
out
to
the
deceased
foreign
employee.

know
last
year

little
crazy
with
the
transition
and
again
the
Staffing
challenges
you've
had
historically.

and

risk
to
payments
going
to
the
wrong
spot,

that
kind

just
not
been
an

in
the

flexible
working
environment

one

we're
seeing

market

people
want

remote
position.

think
that
the
city
doing
what
we
have
done,

think
is
great
moving
forward.

competitive
Advantage,
especially
with
other
municipalities
up

down
the
Front
Range.

comes
to
the
private
sector,
it's
always
going
to
be
hard
to
compete
because
they
don't
necessarily
have

have

localized
Workforce
here.
You
know
they
can
be
distributed
throughout
the
entire
world
a
lot
of
times,
so
that
would
be
what
I
would
want
to
think.
We
would
focus
on.

other
thing
is
health
benefits
this
past
year
we
did
go
out
to
bid
to
see
what
additional
carriers
we
could
bring
into
the
city.
Unfortunately,
it
was
cost
prohibitive
to
bring
someone
else
in
we
plan
on
going
back
out
to
the
market
this
year
to
see
what
we
can,
what
we
can
do
to
enhance
that
those
offerings
to
our
employees,
but
I
think
that
health
insurance
is
going
to
be
that
next
big
item
on
on
everyone's
agenda.

vision,
is
to
empower
users
through
collaboration
and
the
use
of
innovation,
innovative
solutions,
so
you
know
we
want
to
make
sure
everybody
can
do
their
job.

it
well
make
sure

access

secure
features,
whatever
device
that
they're
they're
using,
so
the
I.T
department
is
split
out
into
three
different
divisions.
We
have
a
business
services,
we
have
this
spatial
data
and
analytics
Division
and
we
have
it
operations

I.T
Business
Services
Division.

that's
their
main
focus
so
talking
about
like
a
HR
System,
the
HRS
system
that
he
was
looking
at
the
Sean
was
talking
about
that's
kind
of
what
we're
doing
we're.
Revamping
our
process
is
kind
of
how
does
the
system
work
and
what
can
we
change
in
our
business
side
to
make
that
application
more
efficient
for
this
spatial
data
analytics?
Well,
my
my
whole
career
I'm,
really
good
at
collecting
data.

collecting
all
this
data
now
we
need
to
be
able
to
make
better
decisions
of
what
we're
doing
with
this
data.
So
and
we've
got
data
in
this
application
or
in
this
Enterprise
application,
and
this
we
need
to
bridge
that
Gap
and
that's
our
data

analytics
is
happening
it
we
started
with
GIS
Services.
The
gis
services
are
still
going
to
be
better,
but
you
know
we
need
to
expand
more,
because
GIS
is
really
good
at
their
data.
They're
able
to
put.

can
see
it

view
it
and
really
make
decisions
on
how

we're
using
that
so
their
goal
is
to
actually
bring
everything
together
across
our
applications,

Enterprise
stuff

display

dashboard,
that's
updated
all
the
time
or
the
live
updates
of.
However,
we
need
to
do
it
to
effectively
run
and
provide
that
information
to
us,
and
then
everything
else
falls
into
operations

we
have
to
have
devices.

communications,
Wi-Fi,
audio
visual,
whatever
I
say,
if
it
plugs
in,
we
can
kind
of
deal
with
the
gray
we
do
have.
Challenges
like
people
are
like
hey
I
got
this
great
thermostat
that
I
want
to
plug
into
here
to
make
my
office
there's
security
challenges
behind
that
we
can't
just
really
put
stuff
in
it.
Over
the
years
we've
upgraded
and
revamped
our
Network,
where
somebody
can't
just
plug
something
in
into
our
Network
and
where
it
has
access
to
our
Enterprise
networks.

So
it
would
put
some
security
measures
in
so
people
can't
do
that.
We
actually
understand.
What's
on
our
what's
on
our
Network,
we
have
to
inventory
and
no
what
kind
of
software
is
running
on
that,
so
it
doesn't
potentially
become
a
liability
to
us
where
people
can
actually
access
that
some
of
our
so
an
I.T
Department
overview
our
org
chart.
Last
year
we
were
fully
staffed,
we
had
we
are
15
ftes
and
those
are
the
individuals
for
the
Departments.

we've
got
sysadmin
team.
We've
got
a
network
administrator
help
desk
Business
Services
team.
That
and
then
we
got
spatial
data
analytics
GIS
administrator,
silver,
accomplishments,
I
kind
of
broke
these
outs.
You
know
these
are
just
a
small
subset
of
what
they've
done
all
year
for
the
operation
staff,
South
Platte
renew
had
some
security
camera
upgrades
and
which
was
a
blessing
because
they
were
using
like
a
home.
Pin
that
really
didn't
work
all
the
time.
So
that
was
a
good
accomplishment.

Pirates
Cove
we
added
additional
security
cameras.
That
was,
there
was
a
recommendation
once
that
accepted
there's
a
recommendation
of
adding
more
security
to
security
cameras
and
have
a
visibility
of
what's
going
on
in
the
park.
So
we
finished
that
project
and
then
to
savor
the
scada
server
infrastructure
upgrade
so
anytime
when
it
comes
to
our
scada,
if
it's
water
or
if
it's
HVAC
or
or
whatever
we're
using
for
automation,
you
know
were
separating
that
out
and
we're
using.
You
know
we're
using
best
practice
in
the
industry
to
secure
our
skin
infrastructure,
because.

want
anything
to
happen
to
that,
so
we're
actually
using
this
guidelines
to
actually
secure
those
data
infrastructure
for
