So
this
is
our
governance
outcome
area,
so
I
believe
we
split
governance
into
two
nights.
It
is
a
rather
large
section.
Governance,
I,
really
believe
is
the
foundation
of
everything
else.
The
city
does
in
previous
cities,
where
I've
worked,
we've
actually
shown
the
governance
section
of
this
strategic
plan
on
the
bottom,
to
basically
show
its
foundational
or
in
the
middle,
to
show
kind
of
that.

It's
the
The
Hub
of
everything
else
that
we
do
and
we
support,
and
so
our
governance
section
actually
started
as
something
we
call
the
blueprint
for
organizational
success
that
we
built
about
two
years
ago.
City
manager,
Lewis
and
I
did
multiple
focus
groups.
We
did
surveys
that
really
developed
this
section
into
I
think
it's
13
goals
now,
and
so
it
focuses
on
everything
from
Finance
to
HR,
to
it,
to
the
city
clerk's
office,
to
the
attorney's
office
and
City
manager's
office
and
really
the
backbone
Services.

lot
of
the
work
that
we've
been
doing
to
promote
a
positive
work.
Culture
fits
into
this
Ms
city
manager,
Lewis
when
he
first
started
convening
five
different
task
forces
they'll
looked
into
things
like
diversity,
equity
and
inclusion
and
employee
recognition
and
training,
and
so
a
lot
of
the
the
things
that
those
groups
came
up
with
ended
up
in
this
section.

so
this
basically
shows
some
of
the
metrics
that
we
do
have
on
the
outcome.

we

this

workspace.

some
things
that
did
come
out
from
our
focus
groups
and
from
our
surveys,
and
things
like
that
and
that's
why
they
got
added
here
next
slide

and
so
now
I
will
talk
about
our
department.
So
often
there
is
kind
of
a
misconception.

guess
in
the
organization
that
the
city
manager's
office
is
a
department.
The
city
clerk's
office
is
a
department
they're,
not
they're,
actually,
both
divisions
within
a
department,
that's
called
City
Administration,
and
so
the
three
leaders
of
that
department
are
obviously
a
city
manager,
Sean,
Lewis,
myself
and
Stephanie
clerk,
sorry,
Stephanie,
Carlisle
or
city
clerk
next
slide.

So
this
is
an
organizational
structure
of
the
department.
What
we
don't
show
here,
though,
is
that
most
of
the
Departments
of
the
city
do
roll
up
into
our
department.
This
just
shows
the
structure
of
our
department,
so
Krista
gravy
is
Sean,
Lewis's,
executive
assistant
and
then
on
the
assistant
city
manager,
and
so
we
have
a
sustainability
program
and
the
coordinator
Mount
England
reports
to
me
as
the
Stephanie
clerk
Stephanie
Carlisle
I'll
keep
calling
her
that
sorry,
Stephanie
Carlisle
our
city
clerk
and
she
actually
probably
oversees
the
most
employees
in
our
department.

So
she
has
a
deputy
clerk,
a
senior
Deputy
clerk,
a
records
management
coordinator,
and
then
we
did
recently
move
what
we
call
the
Hub,
which
is
our
customer
service
desk,
that
you
walk
by
probably
no
one's
there.
When
you
come
for
these
meetings,
but
that
desk
is
staffed
by
two
part-time
employees
who
report
to
Stephanie
and
then
in
2023
we
will
be
adding
the
mail
mail
services
that
previously
was
in
the
library.

One
thing
that
we
made
a
lot
of
Stephanie,
Carlisle
and
I
made
a
lot
of
Headway
on
this
week.
Is
we're
also
working
towards
being
a
passport
acceptance
facility
in
2023?
We
were
pre-approved
for
that,
and
so
she
and
I
talked
today
briefly,
but
we
have
some
meetings
early
in
January
to
kind
of
finalize
that
application,
but
that
will
also
be
a
service
and
a
program
that
will
fall
under
the
city
clerk's
office.

I
think
the
way
I
look
at
a
city,
manager's
office
city,
clerk's
office,
City
administration
department.
Is
we
really
exist
to
support
everyone
else?
You
know
we
obviously
work
to
support
in
South
City
Council.
We
work
to
basically
Provide
support
and
oversight
to
most
of
the
city
departments,
and
then
we
also
coordinate
a
variety
of
interdisciplinary
initiatives
within
the
city
and
also
intergovernmental
initiatives
with
Arapahoe
County,
sometimes
with
the
state,
with
CDOT
and
with
other
with
other
cities,
and
so
I
really
do
you
know
it
is
interesting.

We
make
this
this
slide
every
year,
because
nothing
on
here
is
something
that
we
just
did.
You
know
we
really
are
Partners,
usually
with
many
other
City
departments
and
other
outside
agencies
in
doing
this
work,
but
I
did
want
to
highlight
some
of
the
key
initiatives
that
we
were
a
part
of.
So
the
first
is
something
that
city
manager
Lewis
brought
to
the
city.

It
was
very
successful,
we're
in
the
process
of
ramping
up
for
year
two
and
that's
Elevate
Englewood,
and
this
is
and
I
should
say:
Elevate
Englewood
Academy,
not
community,
and
this
is
a
program
that
we
put
out
there,
basically
for
all
members
of
the
community
and
really
it's
meant
to
get
people
more
engaged.
It's
a
learning
opportunity.

So
there
are
I,
guess
I
shouldn't
use
the
word
lecture,
but
there
are
presentations
on
a
variety
of
topics,
but
there's
also
a
lot
of
activities,
and
the
idea
is
that
folks
can
go
through
this
Academy
and
they
can
learn
about
ways
to
get
involved
and
those
could
be,
you
know,
could
be
applying
for
a
board
of
commission.
It
could
be.
You
know,
volunteering
for
the
city,
but
government
was
just
one
of
the
four
things
that
were
covered
was
covered.

It
also
covered
the
non-profit
sector,
the
business
sector
and
education,
and
so
really
the
idea
was
that
we
would
encourage
folks
to
get
involved
in
a
variety
of
things.
We
also
laid
the
groundwork
for
programs
to
engage
younger
members
of
the
community.
So,
thanks
to
city
council,
we
do
have
funding
for
robust
internship
program
where
every
department
will
have
at
least
one
intern
in
2023
and
we'll
be
doing
specific
programming
for
interns
and
also
a
engagement
and
a
recruitment
process
for
interns
we
kind
of
dabbled
in
it.

Last
year
we
had
eight.
We
did
a
few
programs,
we're
really
excited
about
doing
a
more
robust
program,
we're
going
to
launch
the
recruitment
in
mid
to
late
January
and
also
in
meetings
with
city
council,
we're
working
on
it
should
be
actually
youth,
Advisory,
Board
and
not
youth
commission
and
we're
going
to
start
doing
some
Recruitment
and
some
Outreach
on
that
in
the
spring.
We
also
did
a
did
several
projects
related
to
assisting
people
experiencing
homelessness,
so
that
is
a
project
that
is
coordinated
out
of
our
office.

We
do
have
a
homelessness
coordinator
for
the
Tri-Cities
who's,
a
county,
a
County,
employee
of
Arapahoe
County,
but
they're,
funded
by
Englewood,
Littleton
and
Sheridan,
and
so
hiring
that
person
was
a
major
step
in
the
right
direction.
We've
had
about
28
of
our
action,
planner
three
or
action
plan
completed
and
a
lot
of
it
is,
is
due
to
his
work.
His
name
is
Mike
sangren.
G
We
also
provided
funding
of
council
provided
funding,
and
then
we
administered
to
two
different
non-profits,
one
called
Bridge
house.
One
call
ready
to
one
called
cross
purpose,
so
cross
purpose
provides
job
training
to
people
who
are
not
homeless
but
they're
having
vulnerable,
and
so
it
provides
training
in
13
different
areas,
everything
from
getting
a
CDL
to
phlebotomy,
to
keep
people
housed
and
provide
them
with
better
opportunity
to
advance
their
career,
and
then
we
also
provided
funding
to
something
called
Bridge
House
Radio
work.

They
have
two
sites,
I
visited
one
yesterday
in
Boulder,
there
are
other
sites
in
Aurora
and
basically
people
who
are
ready
to
work
who
are
experiencing
homelessness
live
there
for
about
a
year.
They
get
job
training,
mostly
in
culinary
and
landscape,
and
then
they
provide
Social
Service
supports
to
them
and
finding
a
place
to
live
and
employment
when
they
graduate.
So
that
will
be
opening
in
quarter
three,
hopefully
of
2023
in
Inglewood.
We
also
fully
launched
the
sustainability
program
with
a
variety
of
accomplishments.

We
also
I
work
today
we're
finalizing
an
agreement
with
the
city
of
Sheridan.
Currently
our
coordinator
Works
four
days
a
week,
so
she
will
be
working
if
approved
by
Council
in
an
intergovernmental
agreement.
She
would
be
working
five
days
a
week
and
one
of
those
days
would
be
for
shared
and
to
help
incubate
a
program
there.
We
also
are
finalizing
volunteer
programs
for
youth,
community
members
and
employees.
So
the
employee
program
is
called
angle.
Cares
is
a
way
to
encourage
active
participation
in
the
Inglewood
Community.

We
worked
quite
a
bit
with
our
HR
department,
as
I
mentioned,
on
a
variety
of
initiatives
that
were
designed
to
improve
the
improve
the
employee
experience.
So
those
include
a
discretionary
bonus
program,
a
classification,
a
compensation
study
and
satisfaction
surveys
and
our
city
clerk's
office
through
our
records
management
coordinator,
successfully
managed
documents
and
processes.

Well,
that's
one
big
thing:
the
7000
records,
but
we
also
through
Arapahoe
County,
coordinated
the
2022
elections
and
also
the
redistricting
process,
is
something
we'll
be
launching
working
with
Council
this
spring
and
also
we'll
be
launching
a
top-down
review
of
the
boarding
commission,
onboarding
engagement
and
training
programs.

Yeah
so
I
think
some
of
the
challenges
that
that
we
Face
these
are
not
unique
to
our
office
and
not
unique
to
Inglewood,
but
things
like
prioritizing
managing
implementing
new
funding
opportunities.
So
we
we
live
in
this
really
unique
time
where,
for
local
governments,
there's
really
almost
what
I
would
say
an
unprecedented
amount
of
money
coming
down
from
the
federal
government.
Now
some
of
that
is
coming
through
the
county
or
through
the
state
or
through
other
organizations,
but
most
of
it
is
federal
dollars.

Yeah
I
mean
I
think
that
particularly
the
state
legislature
has
definitely
been
more
active.
I
mean
you
know,
there's
a
one-party
control,
and
so
there
there's
much
more
coming
out
yeah
that
has
to
be
tracked
and
administered
Etc.
You
know,
I
would
also
say
that
there
were
some.
There
was
some
major
legislation
that
happened
within
the
city
too.

I
mean
short-term.
Rentals
is
a
good
example
of
a
massive
piece
of
you
know:
legislation
that
came
in
you
know
in
2019
I
think
it
was.
That
has
been
a
lot
of
work
to
administer
and
we're
still
working
those
kings
out.
You
know
code
next
is
kind
of
part
of
that
I
mean
those
haven't
been
done
yet,
but
there's
a
lot
of
work
that
our
department
does
trying
to
kind
of
play.
Go
between
with
Community
Development,
the
community,
the
council,
stakeholders,
committees,
Etc
yeah.
That
makes
sense
thanks.

So
we
were
really
focused
this
year
on
cost
savings
and
best
practices,
and
we
find
those
often
go
hand
in
hand.
Once
you
implement
best
practices,
often
the
cost
savings
will
will
come
on
its
own,
so
inside
our
department
at
Council
direction,
we
significantly
reduced
our
Reliance
upon
outside
counsel.

As
far
as
outside
of
the
department,
we
also
had
a
huge
cost
savings
on
a
large
construction
project
where
we
had
litigation,
proceeding
against
a
property
owner
that
we
were
trying
to
acquire
their
property.
So
early
on,
WE
negotiated
a
Max
price
that
we
would
pay
for
the
property
in
exchange
for
settling
the
litigation
and,
as
we
all
know,
living
here
in
2020
and
2021,
the
cost
of
the
property
skyrocketed
after
we
negotiated
and
had
it
in
a
contract
for
our
Max
price.
So
we
had
a
huge
cost
savings.

So
we
have
had
some
challenges
when,
as
I
stated,
I
started
a
year
and
a
half
ago
in
June
21,
and
it
just
seemed
like
there
were
a
lot
of
issues
that
had
been
put
off
because
we'd
had
quite
a
bit
of
turnover
in
the
City
attorney.
Department
we'd
had
an
interim
City
attorney
a
couple
times
in
the
prior
five
years,
so
there
were
a
lot
of
things
that
we
just
needed
to
face
head-on
and
and
address
and
resolve.

So
we
identified
some
obsolete
processes
and
procedures,
some
policies,
Municipal,
Code
and
so
coming
from
private
practice
and
and
a
city
before
that.
Our
processes
in
the
city,
attorney's,
Office
document
retention,
contract
management,
just
hadn't
involved
with
best
practices,
and
so
we
started
a
project
to
identify,
recommend
and
Implement
changes
to
our
codes.

Occasionally
we
have
faced
some
hesitancy
to
consider
recommendations
or
to
implement
any
change
at
all,
instead
receiving
a
lot
of
well.
That's
always
the
way
we've
done
it,
so
it's
so
that
goes
back
to
building
trust
and
and
well
we
keep
at
it
to
make
sure
people
and
departments
at
the
city
know
they
can
trust,
Our
advice
and,
and
we
support
them
and-
and
we
all
have
the
same
goal
so
sometimes
we
have
to
back
up
and
and
proceed
at
a
slower
Pace.

So
we
don't
have
any
capital
projects,
but
we
do
have
some
large
projects
that
we're
currently
pursuing
so
I
went
ahead
and
included
those
just
because
I
thought
the
committee
might
be
interested.
We
are
digitizing
all
of
our
permanent
records
and
then
we
are
uploading
them
to
laserfish,
so
we
can
have
electronic
access
to
them,
OCR
search
capabilities,
and
so
we
are
the
the
first
apartment
outside
of
the
city
clerk's
office.

That's
leading
the
charge
for
this
project
we're
the
first
apartment
to
do
it,
we're
also
I'm
working
on
a
charter
review
and
revision
from
beginning
to
end
Municipal,
Code,
review
and
revision
from
beginning
to
end.
We
will
kick
that
off
in
January
of
2023
and
then
we're
also
working
on
implementing
Law
Office
document
and
project
management,
software
so
best
practice
for
law
offices
and-
and
we
don't
have
anything
that
does
that
currently,
so
that
is
our
our
priority
in
2023
as
well.

That
has
impacted
retention
at
at
all.
I
do
think
it
has
impacted
very
positively
employee
morale
and
from
department
heads
down,
because
if,
if
an
employee
isn't
comfortable
speaking
to
someone
in
HR
or
something
like
that,
they
know
that
we
have
a
very
qualified,
unbiased
employment
lawyer
that
that
is
also
very
accessible.
We've
also
been
able
to
complete
all
of
our
employment
investigations
in-house
unless
we
have
a
conflict,
and
so
we've
been
able
to
build
relationships
directly
with
employees
that
otherwise
we
wouldn't
have
that
level
of
contact
with
them.

I
I
feel
very
supported
at
the
city,
especially
the
resources.
We
need
the
the
financial
piece
of
it.
We
have
sufficient
funding
in
our
department
to
be
able
to
fund
those
projects
and,
in
fact,
I
I
anticipate
that
I
will
be
proposing
a
significant,
fairly
significant
budget
cut
for
2024,
because
the
with
the
efficiencies
we've
implemented,
I
don't
even
need
as
much
support
as
I
currently
have.

Yeah
one
thing
I
would
just
comment
on
is
that
it's
critical
for
the
clerk's
office,
City
manager's
office,
the
city
attorney's
office,
to
work
together
when
any
one
of
those
goes
astray.
Everything
starts
to
break
down
because
your
department
stopped
trusting
one
or
the
other
triangulation
occurs.
Communication
breakdowns,
Council,
triangulation
with
staff
I
mean
so
we
I
think
Tamara
and
I
in
particular,
and
I
think
Tim
and
Stephanie
as
well
are
really
committed.

Hopefully,
you
all
are
aware
of
the
two
ballot
questions
that
you
voted
on
this
past
November
as
well
as
provision
in
both
of
those
have
requested.

citizen
committee
review
spending
that
occurs
from
the
additional
revenue
generated
from
the
sales
tax
increase
past
monday
night
city
council
voted
for
the
back
to
be
that
citizen
committee.

Congratulations
but
mercifully
we
we
have
a
year
to
figure
out
what
that's
going
to
look
like.
You
won't
be
asked
to
start
looking
at
those
spending
until
our
year-end
audit
has
been
completed,
which
will
be
April
May
of
2024
for
2023.,
so
we
have
some
time
to
figure
out
what
that's
going
to
look
like
and
how
we're
going
to
proceed.
Okay
with
that
citizen
commitment,
okay
reveal
good.

That
makes
sense
right
and
we
have
a
year
to
make
another
plan
if
you
object,
but
just
to
inform
some
of
the
logic
as
as
to
for
my
decision
making
on
this
the
ballot
language,
specifically
references
Revenue.
So
we
we
thought
about
a
group
like
etac,
perhaps
taking
over
on
the
0.2
matter
for
traffic
and
the
reality
is.
The
questions
are
not
so
much
related
to
the
outcome
as
they
are
to
the
spending
itself.
