four
of
our
study
sessions
to
update
you
on
our
progress
with
code
next
and
present
some
of
the
draft
language
of
the
code,
and
we
have
Chris
Brewster
with
multi
Studios
on
so
I
will
turn
to
him
to
get
the
presentation
started.
So
we
can
get
to
questions
foreign.

chapter
six
is
the
non-residential
development
and
design
standards
in
chapter
eight,
our
landscape
design,
standards,
all
right
and
then
chapter
10
is
the
will
be
the
float
plane,
regulations
they're
pulling
over
from
our
existing
code
with
a
few
tweaks
from
public
works.
So
the
language
that
you
were
given
in
your
packet
is
the
existing
language
in
our
code.
But
they've
got
some
comments
from
Public
Works
that
they're
kind
of
adding
back
in,
but
eight
and
six
are
the
ones
that'll
have
much
more
substantial
changes
to
them
sounds.

But
tonight
is
sustainability
and
in
the
and
Community
design,
and
in
that
category
we're
lumping
in
a
lot
of
the
mixed
use,
development
standards
and
then
a
lot
of
the
landscape
standards
that
were
part
of
what
we
didn't
have
when
we
met
last
week
about
with
parking
and
streetscape
and
and
some
of
the
access
and
circulation.
This
is
the
final
piece
to
that
to
get
the
final
public
realm
design
elements,
and
so
essentially,
if
the
presentation
is
available,
if
it
isn't
I
could
share
my
screen.
I,
don't
know
if
that
helps.

Essentially,
these
topics
touch
on
a
lot
of
the
different
chapters
in
the
in
the
the
development
code,
but
we're
going
to
focus
on
chapter
six
and
eight
tonight.
We've
talked
about
some
of
them
already
as
I
mentioned,
and
then
the
last
one
chapter,
10
floodplain
regulations
very
much
related
to
sustainability
and
some
of
the
landscape
and
storm
water
elements.
But
it's
a
highly
technical
chapter
and
your
public
works
department.

So
we're
talking
about
the
non-residential
development
districts,
so
the
mub
districts
mixed
use,
business,
the
M
mixed
use,
medical
and
I
industrial
districts,
really
no
substantive
changes
to
the
development
standards
themselves,
so
they
look
very
familiar
except
for
a
couple
key
items,
one
that
your
code
has
what's
called
Bill
two
lines,
so
it's
not
a
front
set.
It
is
a
front
setback,
but
it's
also
a
requirement
to
place
your
building
within
a
certain
range
and
So.

However,
staff
recommended
we
switch
it
to
5
to
15,
because
we
often
encounter
a
lot
of
situations
where
the
entire
streetscape
may
not
be
there
for
the
ultimate
plan,
and
so
it's
a
way
to
account
for
some
of
the
streetscape
improvements
that
might
need
to
be
done
to
whether
it's
increasing
the
landscape
and
walkability,
or
whether
it's
actually
getting
additional
right-of-way
and
then
in
cases
when
you
do
have
the
full
complement
of
the
streetscape
there's
an
administrative
adjustment
that
can
bump
that
back
up
to
zero.
So
we
just
shifted
the
starting
point
slightly
on
that.

The
second
change
was
converting
the
lot
coverage
and
and
what's
a
required
landscape
area
to
a
more
proactive,
open
space
requirement.
That's
to
get
more
active
social
spaces
as
part
of
the
open
space.
Rather
than
counting
things
that
you
know
just
unbuilt
spaces
like
landscape,
Islands
or
buffers.
Those
things
will
still
need
to
be
done.
If
you
have
anything
that
needs
that,
but
we
wanted
to
get
to
a
more
proactive
standard
for
spaces,
so
that
number
went
down
a
little
bit.

We're
rewarding
some
of
the
smaller
well-designed
spaces
and
that's
not
to
say
that
there
won't
be
parking
lot,
landscape
and
buffers.
It's
just
not
a
a
requirement
if
you
don't
have
elements
that
require
that
type
of
landscape
and
then
the
last
element
on
that
first
bullet
point
is
rolling
in
the
mixed
use
residential
standards,
for
if
you
have
a
residential,
only
project
again
that'll.

That
piece
will
come
into
full
view
next
week,
but
we
think
that's
the
best
district
for
if
you
are
in
the
mixed
use
area
or
the
Medical,
District
and
you're
doing
a
residential
only
project.
We
want
to
default
to
those
standards.
The
biggest
changes
to
discuss
tonight
are,
in
that
second
bullet
point:
a
new
and
more
comprehensive
approach
to
the
design
strategy
and,
as
you'll
see
in
a
moment,
there's
nothing
in
there
that
you're
not
already
regulating
we're
just
choosing
to
do
it
in
a
different
way,
with
a
little
more
emphasis
on
certain
things.

So,
focusing
on
those
three
big
groups
that
we've
talked
about
in
the
past
frontages
buildings
and
open
space
and
rolling
all
of
the
standards
into
that
and
then
assembling
them,
basically
into
a
a
composition
of
things
that
go
together
and
so
I'll
talk
about
that
in
a
moment.
Overall,
we're
trying
to
get
all
of
the
design
standards
to
that
again.
That
graphic
we've
shown
where
we
have
a
a
really
objective
default
standard.

We
have
a
list
of
techniques
on
how
to
achieve
it,
and
then
we
have
administrative
flexibility
on
if
you
can
achieve
the
objectives
in
a
any,
a
better
or
equal
way
through
different
standards.
So
we
always
try
to
be
careful
when
we're
regulating
design
more
heavily
to
be
open
to
those
possibilities,
and
so
we
think
we
have
a
good
approach
to
that
as
well.

And
the
last
bullet
point
is
a
sustainable
site
and
building
guidelines.
So
it's
a
list
of
things
that
are
in
your
sustainability
plan
and
that
the
steering
committee
has
mentioned
and
that
you
all
have
been
addressing
and
we're
just
capturing
those
they're,
not
specific
standards
but
they're
things
again
that
you
should
entertain.
If
you
do
run
into
conflicts
and
achieving
those
objectives,
you
should
entertain
either
administrative
adjustments,
exceptions
or
variances
to
the
code
standards
to
meet
those
overriding
sustainability
goals.

Next
slide,
I'll
move
through
these
next
ones
fairly,
quick
because
I
know
you
all
want
to
get
to
discussion,
so
you
should
be
looking
at
the
city
Comforts
book,
three
simple
rules
of
Urban
Design
and
we
follow
that
pretty
heavily
and
it's
a
good
way
to
simplify
a
lot
of
complex
things.
So
that's
tracking
with
what
your
code
is
being
set
up
to
do,
build
to
the
sidewalk.
Beating
those
frontages
make
building
fronts
permeable.
That's
the
building,
design
prohibit
parking
in
front.
That's
we'll
talk
a
little
bit
about
that.

This
is
a
list
of
all
the
things
you
currently
regulate.
If
you're,
looking
at
the
current
standards
versus
how
we're
grouping
the
sub
topics
under
those
three
main
things
that
are
from
that
book,
so
again,
they're
things
that
you're
already
regulating
mainly
in
the
medical
Districts,
The,
M
districts
or
mainly
with
regard
to
lar,
there's
a
section
of
your
code.

That
applies
only
to
large-scale
built
retail
buildings
and
that's
defined
as
buildings
over
twenty
thousand
square
feet
and
then
there's
a
few
things
that
apply
to
the
MU
mub2
District
that
are
in
there
as
well.
But
there's
it's
not
done
in
a
comprehensive
way.
So
we're
taking
these
standards,
grouping
them
in
these
types
and
then
making
them
apply
to
all
of
the
districts
next
slide.

One
of
the
reasons
we
think
we
want
to
take
this
approach
is
there's
things
in
your
current
code
that
already
suggest
that
you'll
entertain
exceptions
to
that
front.
Building
requirement
that
zero
to
ten.
That's
in
your
code.
Now
this
merely
clarifies
where
and
how
you
should
do
it.
The
next
slide
talks
about
building
design.
You
should
be
seeing
a
slide
that
has
the
the
0
to
10
the
11
to
25
and
the
26
plus,
essentially
what
we
did
there
was.

We
took
things
that
are
these
mainly
come
from
standards
that
are,
in
your
large
scale,
retail
building
standards,
dealing
with
breaking
up
wall
planes
and
adding
basically
trying
to
eliminate
large
blank
walls,
particularly
when
it's
closer
to
the
street
and
then
including
things
like
entry
features
and
transparency
requirements.
Some
of
your
districts
have
those
again
the
m
and
the
large
retail
buildings,
but
not
all,
and
so
we
took
an
approach
to
just
say.
If
you're
building
0
to
10
from
the
street,
you
should
have
the
highest
standard.

If
you're
11
to
25,
you
should
have
a
moderate
standard
and
if
you're,
26
or
or
further
back,
you
should
have
a
lesser
standard
error.
It's
reasonable
to
have
a
lesser
standard,
and
so
that's
the
way
we
took
it
and
then
it
was.
We
were
able
to
apply
all
of
those
standards
to
all
of
the
districts
just
based
on
where
your
building
is
placed
next
slide.

This
is,
you
should
be
looking
at
a
representative
example
of
open
spaces
and
when
I
mentioned
earlier,
that
we're
shifting
from
a
lot
a
combination
of
lot
coverage,
and
then
you
have
something
called
a
required
landscape
area.
That's
basically
a
formula
on
the
lot
size,
and
then
it
tells
you
what
your
landscape
is,
but
it
would
reward
things
like
a
buffer,
a
landscape
Island
things
that
are
maybe
not
serving
a
great
function
in
terms
of
social
spaces
and
urbanism.

So
it's
conceivable
that
if
someone
was
on
a
site
that
did
not
have
any
parking
did
not
have
any
uses
or
or
site
conditions
that
needed
to
be
buffered
that
they
could
potentially
meet
all
of
their
open
space
requirement
with
the
streetscape
standards,
some
things
in
their
built
in
their
Frontage
area
if
their
building
isn't
built
to
the
street
and
then
on
building
social
spaces.
So
that's
why
the
numbers
and
that
open
space
requirement
of
the
base
table
went
down
a
little
bit
because
we're
calculating
some
of
those
social
spaces
and
rewarding
those
as
well.

As
I
mentioned
a
moment
ago,
your
required
landscape
area,
so
we're
trying
to
shift
that
to
your
landscape
standards
being
based
on
five
key
components
of
the
site.
So
a
streetscape
requirement
a
lot
Frontage
and
building
Foundation
requirement.
So
if
your
building
is
set
back,
there
should
be
landscape
in
those
areas,
a
parking
lot
area
requirement.
So
if
you
do
have
parking
islands
and
perimeter,
buffers
should
be
required
and
then
your
Civic
and
open
space
requirement
and
then
the
leftover
space,
all
the
others.

So
we
wanted
to
make
sure
that
the
Landscapes
was
keyed
to
all
of
those
elements
and
not
just
a
blanket
site,
landscape
standard,
so
there's
different
requirements
for
each
of
those.
We
think
that's
an
important
to
break
down,
because
you
can
then
streetscape.
For
example,
we
can
begin
to
plan
that
we
want
a
street
tree
every
25
to
40
feet
along
your
street,
whereas
just
having
a
tree
number
and
not
knowing
where
it
goes.
We
think
there's
bet
you'll
get
better
results
from
this
type
of
approach,
improved
guidance
on.

Oh,
we
revise
the
buffer
standards
that
you
had
three
different
buffers
in
your
code.
Now
when
we
looked
at
those
they
all
kind
of
end
up
at
about
the
same
result,
and
so
we
distinguish
them
based
on
what
you're
buffering
a
low
screen
buffer
for
for
along
Street
edges
and
then
getting
more
intense
as
you
need
to
to
separate
things
to
it
to
a
third
tier,
that's
really
a
dense
buffer.
If
there's
something
that's
incompatible
that
needs
to
be
separated,
the
other
element
we
improved
xeric
guidance.

Your
code
currently
has
a
brief
statement
to
it.
Those
essentially
come
from
the
Denver
Regional
Council
of
governments,
their
water,
wise
program.
We,
we
feel
they're
pretty
good
requirements
to
go
by
so
we're
expecting.
All
Landscapes
should
be
meeting
those
xeric
guidelines.
They
it
doesn't
mean
no
plants,
they're,
actually
fairly
Lush
they're,
just
regionally
appropriate
low
water
strategies
for
your
region
and
they're
and
they're
becoming
well
more
easily
recognized
and
easily
implemented
I
think
throughout
the
metropolitan
area.

think
that's
just
a
graphic
of
some
of
the
elements
I
just
talked
about,
and
then
the
last
slide
should
be
chapter
10,
floodplain
regulations
again
we're
just
monitoring
with
public
works
and
some
of
the
cleanup
items
or
quick
fixes
they
want
to
do
to
achieve.
That's
a
quick
view
of
all
of
our
changes
and
I'd
be
happy
to
entertain
anything.

would
like

concern
with
with
that
is
that
I
believe
that
residents
should
be
free
to
determine
how
they
landscape
their
own
property
and
when
we
put
zero
things
like
Zurich
Landscaping
requirements
in
our
code,
we're
taking
away
the
right
to
determine
how
you
want
to
landscape
or
decorate
your
own
property,
whether
it
be
living
items
or
rocks.
Or
what
have
you
and
I'm
not
particularly
fond
of
that
idea.

Yeah
and
I
think
I
understand
that
point.
I
I,
don't
think
we,
the
xeric
guidelines,
would
necessarily
prohibit
anyone.
We've
worked
with
communities
actually
limit
and
prohibit
the
amount
of
irrigated
turf
grass.
For
example.
That's
a
common
one
that
cities
would
regulate.
I,
don't
believe
we
have
that
limit
in
there,
so
we
wouldn't
necessarily
be
requiring
that
or
but
the
flip
side.
If
someone
wanted
to
have
an
entire
gravel
landscape,
we
do
have
some
basic
planting
requirements.

That
would
apply
to
mainly
the
streetscape
and
Frontage
areas
for
for
a
residential
project,
but
other
than
that,
if
they're
not
providing
a
parking
area
or
they're
not
doing
something
that
triggers
a
buffer
I
think
most
of
the
residential
lots
should
be
able
to
should
be
free
to
choose
their
landscape.
But
I
I
understand
your
concern
and
we'll
certainly
comb
back
through
for
those
issues.

Actually,
Mr
Brewster
I
have
a
question
regarding
existing
trees.
Is
there
anything
here
in
the
code
that
States
whether
or
not
best
practice,
whether
there's
any
type
of
best
practice
for
keeping
existing
trees
in
place
versus
planting
them
new
trees,
regardless
of
whether
it's
residential
or
commercial.

Essentially,
in
a
community
like
yours,
when
you're
going
to
experience
Redevelopment,
you
do
like
to
save
them
as
much
as
possible
because
they
have
a
lot
of
it
takes
a
long
time
for
them
to
reach
a
substantial
growth.
So
you
hate
to
lose
those
when,
when
you
don't
have
to
so
we
tried
to
use
a
carrot
approach
and
give
a
pretty
good
reward
for
existing
trees
based
on
their
size.
But
it's
not
required
it's
not
a
tree
protection
ordinance.

If
someone
were
to
to
clear
a
site
they
they
could,
they
would
just
need
to
plant
back
based
on
what
the
code
would
require.
The
second
part
of
your
question
on
best
practices
on
whether
to
or
whether
to
not
save
them.
We
do
have
a
few
things
in
here,
they're
saying
in
order
to
get
credit
for
it,
it
needs
to
be
a
healthy,
desirable
species,
meeting
the
the
city's
landscape
list
or
the
list
we
refer
to,
which
may
end
up
being
the
Colorado
State
Extension.

So
it
has
to
be
a
species
that
you
would
want
to
save
to
begin
with,
and
then
from
there.
The
the
issue
of
whether
it
will
or
won't
survive
is
a
highly
technical
issue
of
through
construction.
So
there
should
be
some.
We
have
a
statement
in
there
that
needs
to
be
protected
during
construction.
If
you're
going
to
save
it,
but
we
don't
have,
we
would
look
to
perhaps
landscape
specifications
or
construction
specifications
to
ensure
that
the
TR
the
species
survives.

that
an
outstanding
question
for
this
Council
that
you're
looking
for
direction
on?
Or
can
you
just
speak
more
to
that

think
we
don't
have

specific

than
the
things
that
we're
already
discussing

The
EV
is
an
example
of
one
that
we're
tackling

little
more
head-on.

believe
this
is
the
fourth

fifth
time
now
this
has
been
on

city
council
agenda.
It
hasn't
changed
much
since
the
first
time
we
presented
it
and
the
council
communication
lays
out
exactly
what
we
are
hoping
to
accomplish
by
this.
Essentially
we're
trying
to
make
it
easier
for
people
to
recover
impounded
animals
from
the
shelter
when,
when
City
staff
turns
them
in
we're
trying
to
make
it
much
faster
for
them,
so
that
they
don't
accrue
shelter
fees.

We
are
aligning
our
animal
impoundment
code
to
follow
state
law
on
things
the
shelter
can
do.
For
example,
if
an
animal
is
quite
ill
that
a
a
pending
death,
then
a
veterinarian
can
can
put
the
animal
down,
which
is
also
in
state
law,
so
just
various
Provisions
like
that
for
state
law,
and
then
we
also
had
multiple
Provisions
in
municipal
code
regarding
animal
impoundment
and
we
have
removed
the
various
sections
and
put
it
all
into
a
single
section.

member
Russell
is
not
here
so
I
did
want
to
respond
to
a
few
of
her
concerns.
She
had
requested.
Initially,
this
be
tabled
to
allow
the
code
enforcement
advisory
committee
to
review
and
weigh
in
they
did,
and
they
unanimously
approved
the
ordinance
and
recommended
it
for
Council
approval
into
Municipal.
Code
she's
also,
some
concerns
about
when
a
Good
Samaritan
finds
an
animal
at
large
and
turns
them
into
the
shelter
this
our
code,
both
before
as
it
currently
exists
and
after,
if
this
is
adopted,
does
not
consider
that
situation.

Our
code
does
require
an
impound
fee
if
our
staff
picks
up
an
animal
and
turns
it
in
because
that
compensates
us
for
the
time
that
our
staff
was
required
to
track
down
the
animal
load,
it
up,
take
it
to
the
shelter
drop
it
off.
Otherwise,
it
it's
not
addressed
when
a
Good
Samaritan
picks
up
an
animal.
It's
been
as
I
understand
in
a
matter
of
practice
that,
when
someone
picks
up
an
animal,
that's
been
turned
in
from
Inglewood.

and

whether

citation
may

have

certainly
can

course,

shelter
doesn't
contact
the
city,
we

know
that
an
animal
was
ever
turned
in

picked
up
from
the
city

Inglewood

City
staff
was
never
involved.

we

don't
have
to
put
it

city

we
put

in
our

the
ordinance

names

Code
was
outdated.

facilities

no
longer
own

refer
to
facilities

our

add
in

detailed
description

consider

elected

share

the
opioid
abatement
funds
and
it's
about
45,
roughly
45
000
in
the
first
year,
and
there
is
some
administrative
burden
associated
with
keeping
that
money.
We
do
have
to
report
on
what
we
intend
to
do
with
it.

I've
seen
the
region
does
have
some
pretty
good
plans
and
I
was
not
a
big
advocate
of
this
at
the
start,
but
we
may
actually
want

consider
sending

money
back

it
would

provide

contribution
