the
city's
general
fund
receives
total
56.6
million,
which
is
a
hundred
percent
of
budgeted
revenue
or
6.1
million
or
12.2
percent
higher
than
the
same
time.
Last
year,
as
per
council's
request,
we
subtracted
one-time
revenue
from
this
presentation.
The
one
ton
exclusions
are
listed
below,
which
include
1.1
million
from
the
proceeds
from
the
sale
of
the
Bronco
stadium.

the
sales

tax
revenue
collected
the
cash
received
from
2019
to
2022.
You
can
see
the

comparison
throughout

city
has
received

million

property
tax.

that

million
went

mention
the
sale
use
tax,
remittance,
total
35.6
million
compared
to
the
same
time
last
year.
That's
a
4.6
million
if
you
combine

sales
use
tax
and
marijuana

total
includes
tax
audit
and
a
volunteer
disclosure
from
the
internet

Those

options

we

election
commission
and
have
them

review

two
recommendations
to
the
election
commission
last
week
and
they

weigh

a
charter
question
coming
up
on
the
ballot
that
would
change
that

Voter
registration
requirement
variation
that

match
the
Constitutional
measurement

five
percent,

that's
going
to
make
things
a
little
bit
harder
to
do
in
the
future.
But
we
thought
that
the
best
option,
since
this
is
going
on
the
ballot-
that
we
should
try
to
meet
that
as
well,
and
we
were
able
to
do
that.
The
the
process
also
just
a
few
more
things.

the
process
starts
with

Just
take
the
numbers
that
I
get
new
registration
data
from
the
county
and

the
new
Census,
Data
numbers
and

see

take
our
existing
districts
and
see
how
those
numbers
come
out

unfortunately,
the
new
numbers
weren't
quite

those
the
five
percent
thresholds
between
the
highest

lowest.

something
had
to
give,

first
thing
to
do
was
to
look
at
District
3,
which
was
the
lowest
number
that
we
had
in
terms
of
population
registered
voters,
and
so
there
is
a
split
between
District
1
and
District
3
with
Precinct
115,
so
I
just
simply
moved
District
3
to
include
the
entirety
of
District,
115,
Precinct
115
to
Hampton,
Avenue
and
re-ran
the
numbers,
and
it
worked
it.
It
met
the
five
percent
thresholds
on
population
and
voter
registration.

Now,
the
ones
that
caveat
with
that
is
that
there's
this
now
that
you
see
there
in
there's
this
kind
of
little
finger,
that
district
one
does
down
to
Bell
Cherry
Hills
Apartments
there
in
Precinct,

and
so
I
thought
well,
okay,
we
always
want
to
see
if
we
can
have
another
option
for
Council
to
consider
as
well.
So
I
played
a
little
bit
more
with
what
we've
had
the
first
option.

took
the
first
option
and
modified
it
a
little
bit
more
and
I
was
able
to
give
Bell
Cherry
Hills
to
council
District
2
in
exchange
for
giving
Northern
one
the
northern
boundary
of
ingwood
in
Precinct
108,
giving
that
over
back
to
District
One,
and
so
those
are
the
two
options.

think
that
the
district
2
up
this
the
option.
Two.
It
only
has
two
Precinct
split
splits.
While
option
one
has
four
Precinct
splits,
and
so
that
is
why
the
election
commission,
their
preferred
option,
is
option
two.

it's
not
it's

an
impossible
task,
but
it
is
a
little
bit
more
work
and
the
county
that
they
will
tell
you
that
they
they
prefer
it
to
be
everyone
in

Precinct
or
another,
but
they
certainly

running

elections.

recent
couple
different
Cycles,
like
this
with
police
precinct,
splits.

experience,
working
in
the
elections
division
at
the
Secretary
of
State's
office.
When
you
have
a
Precinct
split,
you
actually
need
to
have
a
different
Balance
style

split

precinct,
whereas
if
the
precinct
is
whole,
every
voter
in
that
Precinct
would
receive
the
same
ballot
style.
So
what
we
would
require
of
the
county
if
we
split
our
precincts
is
to
actually
generate
more
different
types
of
ballots
for
the
same
Precinct
where
that
would
otherwise
not
be
required.

So
this
is
more
historical,
with
our
consultations
with
Council
in
the
past
and
based
based
on
what
we
would
hear
from
Council
about
how
they
would
want
to
proceed
and
how
they
would
like
to
be
these
to
be
drawn
just
an
antidote
when
I
first
did
this
the
fir
at
that
time,
Council
District,
1
and
Council
District
2
spanned
all
the
way
across
the
from
the
west
from
Santa
Fe,
all
the
way
to
University.
Both
of
them
did,
and
they
really
were
trying.

there's
been
a
change
in
over

Precinct
splits,

actually

county

a
city
standpoint,

where
I
would
like

Is
No

The
deadline

sign
up

speak

scheduled
public
comment

This
is
an
opportunity
for
the
public
to
address
city
council.
There
is
an
expectation
that
the
presentation
will
be
conducted
in
a
respectful
manner.
Council
may
ask
questions
for
clarification,
but
there
will
not
be
any
dialogue
and
please
limit
your
presentation
to
five
minutes.

thing
that
I
think
that
might
have
been
lost
on
Council
was
that
this
program
is
only
affordable
or
available.
If
we
get
a
certain
percentage
of
the
dog
owners
to
participate
or
pet
owners
as
it
were,
and
really
among
those
numbers
say
if
we
were
to
ask
all
everyone
into
all
dog
or
pet
owners
to
register,
we
really
just
need
10
compliance
of
that,
but
we
would
have
to
mandate
everyone
to
participate.
There
are
a
lot
of
benefits
with
that.

Basically,
it's
software,
it's
a
an
online
kiosk
Denver
already
has
a
similar
thing.
They
use
a
similar
company
called
pet
data,
but
this
company
will
do
you
can
do
everything
online

you
can
go
in
there
and
register
your
pet.

thought
that
dogs
will
probably
be
25

year.
Maybe
we
can
do
cats
for
ten
dollars
a
year,
and
if
your
pet
is
lost,
then
an
alert
can
go
out
to
other
pet
owners
and
anybody
else
who
signs
up
for
this
online
database.

Also,
if
you
found
a
pet
or
you
saw
a
pet
walking
down
the
street
on
Broadway,
this
is
a
better
alert
than
next
door.
Next
door
only
sends
updates
every
couple
days,
maybe
two
hours
where
you
have
to
be
on

actual
app
to
see.
If
your
pet
has
been
found,
we've
lost
pets
we
have,
and
it
was
unnecessary.
Also
we
have
people
who
are
letting
their
pets
roam
around
and
maybe
a
neighbor's
not
very
happy
with
that.

kind

thing
mandating
it
all
just
like
Denver
does,
would
be
good
for
all
the
citizens,
not
just
dog

pet
owners.

to
consider,

even
trying
it
for
a

it

hates
it,

keep
in
mind.

would
be
asked
to
pay
fifty
dollars

month

owner
said
that

I'd
have
to
have
another
tag
because
he
already
has
a
tag
with
Denver.

stood

It
had
to
do
with
safety
issues
in
Bellevue
Park
that
I
and
my
neighbors
felt
needed
the
attention
of
city,
council
and
the
city
manager.

We
were
very
appreciative
on
how
quick
and
responsive
you
all
were
to
our
needs.
The
short-term
changes
and
long-term
plans
for
added
safety
that
are
moving
forward
assured
us
that
you
all
truly
listen
to
our
concerns
and
I
want
to
thank
all
of
those
involved
I'm
here
tonight
with
a
similar
but
frankly,
much
greater
need.
It
involves
the
future
of
the
entire
city.

Almost
two
weeks
ago,
I
was
told
of
plans
that
the
council
is
considering
to
radically
rezone
a
large
portion
of
the
residential
areas
of
the
city.
The
intent
of
this
rezoning
would
be
to
allow
R1
a
b
and
c
zones
areas,
zoned
areas
with
lot
sizes
of
7
200
square
feet
or
greater
the
option
to
be
converted
to
duplex
three
Plex
or
fourplex
without
traditional
zoning.
Changing
procedures
I'm
the
first
of
many
here
to
ask
the
council
to
stop
this
from
happening.

We
feel
that
the
results
of
these
actions
will
dramatically
and
irreversibly
change
Inglewood
into
a
city
that
will
be
less
desirable
for
existing
residents,
as
well
as
less
of
a
draw
for
those
wanting
to
live
and
raise
their
families
in
a
quiet,
Urban
and
Suburban
environment
I
in
the
next
three
presenters
at
this
podium
do
not
plan
to
rant
about
what
we
feel.
Rather,
we
will
make
the
case
as
best
we
can
in
a
five-minute
segments
to
stop
this
plan
before
it
has
the
chance
to
start.

be
on
property
values
and
retention
of
neighborhood
Aesthetics
Kathleen
Bailey
will
follow.
Speaking
to
the
importance
of
community
and
representative
government,
Michael
Chisholm
is
here
to
address
Counsel
on
the
unique
nature
of
each
neighborhood
in
Inglewood
and
how
a
more
nuanced
approach
to
implementing
multi-unit
housing
will
preserve
the
quality
of
neighborhoods
and
finally,
Debbie
Ward
will
address
the
negative
impact.
These
radical
changes
will
have
on
the
image
of
Inglewood
as
a
residential
community
and
how
we
feel
that
affordability
will
not
be
achieved
by
the
considered
zoning
changes,
property
value
and
aesthetic

time

add
houses
or
hotels
to
a
property,
it
becomes
more
valuable.

once
they've
exhausted

existing
stock
of
how
homes
on
the
market,
nothing
will
stop
them
from
pestering
persuading
and
prodding
existing
homeowners
to
sell
many
homeowners
would
be
tempted.
The
money
will
be
very
good,
could
get
them
out
of
debt.
They
could
retire
fund
College,
pretty
sweet,
Faustian,
bargain
trade,
their
beautiful
home
for
some
sense
of
security.
Third,
once
these
developers
get
a
toll
hold
in
the
neighborhood,
there's
nothing
to
stop
them
from
buying
lot
after
lot,
completely
transforming
the
feel
and
the
original
purpose
of
the
name.

owners
who
originally
bought
there

that
great
Inglewood,
Neighborhood
feeling
we'll
see

writing
on
the
wall
and
eventually
sell
themselves
not
wanting
to
be
the
last
to
leave.
If
this

intent

counsel
to
change
Englewood
from
a
diverse
mix
of
urban
and
Suburban
living
to
a
full-on
Urban
corridor,
you
will
have
succeeded
decades
and
Decades
of
quiet
living
will
be
gone.

aesthetic
beauty
of
Inglewood
will
be
sacrificed
also
quaint,
30s
and
40s
Bungalows
50s,
ranches
and
mid-mods

give
way
to
the
same
drab
slab-sided
boxes
that
we've
seen
replace
empty

elsewhere

the
metro
area.
Those
great
old
trees
that
give
neighborhoods
character
probably
won't
survive.
The
scrape
entire
blocks
may
be
denuded
of
major,
mature
landscape
birds
and
animals
that
call
trees
their
homes.
They'll
go
with
the
trees,

city
of
trees.

can

connection

to
enjoying
a
fulfilling
life.

representative
government

was
here
in

city
council
chamber
a
few
years
ago
in
support
of
the
homeowners
living
in
mur3
and
r1c
zones.
When
the
first
severe
title

amendments
were
implemented,
my
heart
broke
to
Pieces
Just,
listening
to
the
pleas
and
tears
of
desperate
heartbroken
exhausted
long
time
ago,
with
citizens
who
felt
helpless
against
the
decisions
made
by
that
city
council.
At
that
time
they
pleaded
for
those
changes
to
be
stopped,
but
to
absolutely
no
avail.

Those
citizens
diligently
and
regularly
came
before
city
council
and
diligently
participated
in
public
hearings,
but
did
not
feel
that
they
were
heard.
I
am
here
tonight
to
ask
the
city
council.
What
can
we
do
as
a
Citizens,
and
what
can
you
do
as
our
elected
Council
to
improve
this
Citizen
and
city
council
engagement
process
so
that
this
effort
can
get
a
fair
and
real
hearing
of
the
people?

want
this
Council
to
make
the
same
mistakes
that
a
previous
Council
made
and
not
truly
hearing
the
concerns
of
citizens.

wants

engagement

checked
off

committees
should

conformed
truly
to

Public
opinion
should
have
been
sought

taken

consideration
before
any
Consultants
were
hired
or
an
expensive
process

begun.

says
a
great

about

importance

protecting

share

regarding
proposed
changes
to
the
United
unified
development
code,
specific
Provisions
that
are
being
proposed
as
well
as
the
process
by
which
they
are
emerging.
Alarm
me
first
I
want
to
say
that
I
understand
and
appreciate
the
need
for
increased
residential
density
in
Englewood.

The
question
for
Englewood
is
not
whether
density
is
on
its
path
to
the
Future,
but
rather
how
will
Englewood
shape
this
path?
Increasing
density
is
a
design
challenge.
It's
not
an
easy
one,
but
one
that
can
be
sculpted
with
appropriate
Community
dialogue
and
responsive
leadership.
Secondly,
I
agree
that
affordable
housing
should
be
a
priority
in
englewood's
development.

This
priority
reflects
the
values
of
Englewood.
It
reflects
my
values.
I
am
concerned
that
the
proposed
zoning
changes
are
being
justified
as
a
means
to
achieving
affordable
housing.
When
I
don't
agree,
these
changes
will
only
exacerbate
the
income
disparity
in
our
community.
They
will
inject
steroids
into
the
already
existing
gentrification
process
underway
in
my
neighborhood,
and
our
community
I
believe
that
some
gentrification,
that
which
is
organic,
is
inevitable
and
healthy.

Other
concerns
of
mine
include
I
am
concerned
about
the
elimination
of
a
process
constraint
that
are
currently
in
place
to
offer
citizen
influence
on
what
gets
built
in
their
neighborhood
I'm
concerned
about
the
opening
up
of
a
fast
track
approach
for
two
to
four
unit
structures
on
Corner
Lots
in
all
residential
neighborhoods,
an
approach
that
treats
all
neighborhoods
the
same
and
has
no
throttle
control
the
removal
of
neighborhood
influence
in
determining
the
design
and
scale
of
new
residential
buildings.
For
example.
What
do
they
look
like?
How
many
of
those
buildings
one
enough?

Two
too
many
who
gets
to
decide
I'm
also
concerned
about
the
impact
of
higher
density
on
City
infrastructure.
I,
don't
think
it's
being
addressed.
Parking
sewer,
water
and
pedestrian
safety
must
be
factored
into
planning
assumptions
along
with
their
Associated
costs.
As
an
aside,
I
have
pointed
out
the
need
for
a
crosswalk
on
Cherokee
and
Floyd
for
the
last
four
years.

district

reason:

like
the
urban
feel
of
it

like

able

walk
to

post
office,
the
grocery
store
in
the
coffee
shop.

left
the
suburbs
for

friends

Four
live
there

their
own

of
reasons.
Peaceful
suburbs
aren't
all
that
bad
either
diverse
neighborhoods
are
part
of
what
makes
Englewood
special.

asphalt

City
area?

there
opportunities

affordable
housing

about
the

commercial

along

properties
be
converted

residential

that

mixed-used

them

have
a
couple

things
that
I
want
to
address
this
evening.
First
is
what
the
city
is
to
me
and
how
its
image
would
be
impacted
by
the
proposed
change
to
the
zoning
code.
Then
how
does
this
change
affect
affordability
of
housing
in
our
city?
First
of
all,
a
negative
impact
to
our
City's
image.

The
past
englewood's
image
has
been
that
it
was
slightly
ghetto
and
that
people
would
move
out
of
Inglewood
as
soon
as
they
could
afford
to
go.
The
image
was
that
it
was
no
place
to
raise
a
family
I'll
admit
when
I
first
moved
to
Inglewood.
It
was
because
this
was
where
I
could
afford
to
live,
but
when
I
moved
back
to
Inglewood
it's
because
this
is
a
city
that
I
wanted
to
live
in.
So
what
makes
Englewood
desirable
to
the
people
living
here
now?
Why
do
they
move
here?

Inglewood
is
a
community
where
the
ability
for
an
individual
to
make
a
difference
is
common
and
a
person
is
not
just
a
faceless
member
of
a
big
city.
It's
small
enough
that
even
I
can
be
aware
of.
What's
going
on
in
Inglewood
city
government
and
truly
know
who
the
city
leaders
are,
it
is
a
place
where
I
can
be
at
home,
but
still
not
be.
On
top
of
my
neighbors.

image
I
have
of
Inglewood
is
that
of
a
city
where
people
are
moving
into
to
raise
their
families
where
multi-generational
families
move
to
be
together.
I
want
to
keep
the
environment
good
for
those
families
and
other
working-class
people
to
find
home
homes,
affordable
homes,
I
don't
want
to
see
an
increase
in
density
change.
The
whole
face
of
our
city
I
value,
the
progress
we've
already
made
in
our
city
and
its
image.

other

well
out
of
the
price
range
of
a
median
income
family,
much
less
affordable
for
the
average
working
person.

work
for
a
title
company
and
I
see
these
kinds
of
transactions
every
day
when
a
developer
buys
a
property
to
scrape
it
and
make
two
or
more
homes
on
that
same
property.
It
is
not
to
sell
the
new
units
for
less
than
the
original
home
single
home
price.

They
have
their
loans
to
pay
off
and
they
don't
run
a
business
to
ensure
that
people
can
afford
their
product.
They
have
profits
to
make
so
they
build
their
new
homes
and
they
price
them
to
make
a
profit,
thereby
driving
up
the
cost
of
the
homes
of
the
area
and
pushing
the
average
income
required
to
purchase
those
homes
up
in
our
neighborhoods.

Increasing
the
density
in
our
city
to
increase
affordability
is
like
adding
more
and
more
cars
to
the
roads
and
expecting
those
cars
to
become
less
expensive,
no
matter
how
many
cars
we
put
on
the
roads,
I,
don't
see
the
price
of
cars
going
down
if
we
open
the
door
and
allow
density
more
than
we
already
have
the
area
median
income
is
going
to
go
up
and
the
working-class
person
will
be
priced
entirely
out
of
our
city.

that

a
letter

our
attorney

because
he
doesn't
like
money
coming
into
Colorado
and
going
out.

told

70
percent
of
the
new
bills
in
the
state
of
Colorado
are
out
of
state
money.

are
not
able
to
get
a
hold
of
our
owner,
who
is
in
Spokane
and
is
not
listed
in
the

anyway,
where

we
are
already
in
crisis

had

furnace
blow
up

man
was
without
heat

May

had
guns
in

homeless
people
and
I'm

to
tell

The
big
one
right
now
is
starting
with
December
of
2023..

put
on
30-day
leases,
and
then
they

all
evicted.
So
the
management
company
could
make
more
money
by
redoing
the
apartment
and
re-renting
it,

tell

you
are
already

big

Englewood
with
buildings
like
the
one
that
we
have.

maintained
and
the
money

going

out

state

house

Street,

owner,
died

somebody
bought
it.
So
what
do
we
do?

over.
There,
I
went
over
there
and
I'd,
introduce
myself

I
said.
What

you
plan
to
do
with
this?
Oh
I'm,
going
to
turn
it
into
a
rental?

But
the
sad
part
was
a
young
couple,
ended
up
buying
it,
but
they
had
to
pay

000
more
because
somebody
decided
to
go
in
there
and
rip
out
all

1950s
doors
and
everything
and
turn
it
into
another
house.

they

up
paying
over
six
hundred
thousand
dollars
for
a
house
that
they
could
have
had
for
four
hundred.
That's
just
that's
a
concern
because
we
we
love
having
a
younger
couple
there,
but
they
had
no
opportunity
to
buy.

neighborhoods

questions

zoning
into
duplexes,

plexus
and
possibly
apartment
buildings

create
affordable

They

stress
the
infrastructure
and
the
services
water
in
Inglewood
has
always
been
of
poor
quality.

Potholes
everywhere
are
damaging
cars
according
to
kdbr
KKTV
and
the
Wall
Street
Journal
in
April
22,
the
Colorado
Bureau
of
Investigation
police
response
time
is
20
minutes
and
up
as
we
now
hold
dubious
title
of
one
of
the
crime
capitals
of
the
U.S
according
to
Politico
and
the
Coalition
of
the
homeless.
Many
of
the
unhoused
are
the
ever
increasing
supply
of
drugs
and
it's
therefore
the
supply
that
is
ever
further
increasing
with
crime,
shootings
and
Theft.

Multi-Million
dollars
made
by
Builders
will
not
be
affordable,
as
duplexes
right
now
sell
for
eight
hundred
thousand
dollars,
an
app
nine
hundred
and
eighty
thousand,
the
one.
Next
to
me,
families
who
wish

add
to
their
single-family
homes
cannot
do
so,
as
Inglewood
has
an
endless
insurmountain
amount
of
regulations
and
fees.

infrastructure

we

secure,
clean,
long-term
water
supply
developers
and
Architects
will
win,
not
families
not
Inglewood,
not
the
homeless,
for
sure
none
of
those
planning
or
building
it
live
in
these
neighborhoods
they're
building
the
only
affordable
housing
are
the
homes
you're
planning
to
tear
down
at
alarming
rates.

Dimension,

if
you're,
the
council
only
wish
to
rub
a
stamp
directives
from
staff
behind
the
scenes.

and

presentation

pet
registration

inaccuracies

wanted

point
out

task

included
four
off-leash

endorse

city-wide
pet
registration.

was
no
vote.
The
subject
was
more
akin
to

hostage-taking
situation.

program

threatened,
people
will

to

bone

endorsement

any
other
acronym
you

mention.
District
One
is
horrible.

characteristic

any
neighborhoods

the

district

it

ironic.
Listening
to
that
study
session,
that

same
person
is
pounding
on
the
table
for
affordable
housing,
when
the
duplexes
in
District
1
are
going
for
800
000
to
a
million
dollars.
You've
raised
our
property
taxes,
because
that
raises
our
property
taxes.
You've
raised
our
water
bills.
You've
raised
our
sales
tax.
How
do
you
expect
anybody
to
afford
Inglewood
After
all
you've
done
in
District
One.

ironic:
that
you're
talking
about
affordability
in
Inglewood
adus
are
not
going
to
give
affordability
to
anyone,
because
if
I
were
to
build
an
Adu
in
my
backyard,
which
I
can
I'm

going

rent
for
like
seven
hundred
dollars.
No
I'm
gonna
get
the
full
rent
that
they
get
up
there
on
Logan
on
the
atus.

says
the
community
is
accepting
of
these

know
where

really
got
that
information
from

sitting
on
Council

you

any
of
these

to

folk

made
that
a
lot

to
move

work

high
school

first
moved
here

but

little
different
perspective
of
the
development

plan
is
unhousing

living

trailer

is
time

character
of
our

proposal
was
chosen
is
because
it's
something
that
already
exists.

homes
out
when
I'm
out
walking
in
the
neighborhoods

them

the
time
they
are
on
in
some
parts
of
the
city

some
parts
of
our
one
districts
there
there's
there
are
these
on
on
nearly
every
block

parts
they're

not
as
common
those
are
places
where
I
see
real
opportunity
to
allow
for
small
incremental
development.

is
not
we're
not
saying
we
want
these
on
every
lot
on
a
city.
We
don't
want
to
see.
One
block
get
totally
changed.

house

torn
down
and
fourplex
is
put
in
we're
talking

units

have

space

want

current

the
fact
that
it's
we're
allowing
up
to
four
plexes,
so
the
developer
under
the
current
proposal
that
we're
considering
whoever's
developing
these
properties
would
be
required
to
make
one
unit
affordable.
So
if
they're
building
a
two-plex
or
a
duplex,
that
means
that
they're
going
to
they're
going
to
have
to
make
one
of
those
two
affordable.
This
means
that
if
they
want
to
build
more
units
that
provides
more
Supply
to
our
city,
you
can't
have
decreasing
houses
without
increasing
Supply.
This
is
a
basic
economics.

have
to
increase
Supply
if
we
want
to
increase
the
opportunities
for
affordable
housing,
four
plexes
are
going
to
be
naturally
cheaper
than
than
duplexes.
So
we
need
to
allow
some
expansions
for
these
things.
If
we
want

solve
the
problem,

care
about
the
future
that
we're
creating
for
our
children
for
the
Next
Generation,
we
have
to
make
some
changes.

neighborhood

from
what

see

listed

single-family

if
it
is
being
rented
out
as
two
separate
units,

understanding
is,
that
is
a
violation
of
the
law
and
something
that
the
city
should
address.

it's
been
brought

our

encountered

Denver
metro

Denver
Metro
areas
having
these
conversations
about
inclusionary
housing
about
affordable
housing.

duplexes
and
triplexes
do
exist
in
R1
areas
for
those
that
live
off
of
Sherman.
In
my
district
you
can
see
them
on
Logan
and
Cornell.
Just
a
couple
blocks
from
your
house.
There
is
a
Triplex
there
on
that
corner
has
been
there
since
the
1940s.
This
is
something
that
zoning
changed
in
the
50s
that
made
that
different
than
or
took
away
that
right.
That
was
originally
part
of
Inglewood
and
that
changed
there's
a
there's,
a
duplex
on
the
corner
of
Grants
and
Bates.

So
that's
part
of
the
reason
why
we're
just
discussing
this
aspect
of
it
because
we
do
need
to
bring
more
affordable
housing,
Mr,
Chisholm

think
you
were
the
person
that
kind
of
brought

not

parts

the
city
within
City
Center
within
South
Broadway,

weeks

of
January,
there
was
a
one
bedroom,
one
bath,
826
square
foot
home
in
the
3100
block
of
South
Acoma
that
sold
for
365
000..

So
if
you
just
want
to
do
the
math
in
terms
of
what
20
down
would
be
on
that
that's
about
72
000,
that
puts
your
monthly
payment
at
five
percent,
which
I
don't
even
think.
Five
percent
is
the
interest
rate
right
now,
the
30
years,
what
seven
percent
somewhere
around
there?

updated
water
efficiency
plan
for
consideration.

required

any
utility
that
serves
more
than
200
or

000
acre
feet
per
of
water
per
year.
There
must
be
a
state
approved
water
efficiency
plan.
Our
last
update
was
in
2013
So.
The
plan
is
overdue
for
an
update
because
it
needs
to
be
updated.
Every
seven
years
the
Colorado
water
conservation
board
provided
a
grant
for
this
work
of
twenty
thousand
dollars,
so
that
was
the
money
that
was
used
to
pay
for
the
consultant
that
supported
this
effort.

Our
initial
findings
for
the
water
efficiency
plan
were
presented
to
Water
and
Sewer
board
in
September
of
2022.
Following
that
presentation
and
some
feedback
from
water
and
sewer
board,
it
was
posted
on
our
website
as
well
as
made
available
at
City
facilities
for
review
and
public
comment.
So
all
that
public
comment
was
compiled,
reviewed
by
the
consultant
and
by
our
staff
engineer,
and
we
made
some
plan
updates
since
September
during
that
time.

public
comment:
water
conservation,
the
water,
Colorado
water
conservation
board,
also
reviewed
it
and
provided
feedback.

just
mention
some
of
the
changes
that
we
made
in
the
plan.
We
added
educational
opportunities
for
low
water,
Landscaping
yeah.
We
recommended
updating
the
city's
website
to
promote
water
efficiency.
We
added
incentive
they're
the
evaluation
of
incentive
programs
for
water,
smart
landscaping
and
plumbing
retrofits,
as
well
as
the
option
to
evaluate
the
rate
structure
to
promote
water
efficiency
in
the
next
rate
study.
So,
with
this
plan,
we
are
estimated
to
reduce
our
Water
Production.
This
is
shown
on
the
graph
here
on
the
right.

initiatives
and

making

distribution

repairing
leaky
pipes,

types

improvements
in
the

identified
we'd.

and
planning
so
using
existing
staff
to
incorporate
these
efficiency
measures
that
are
in
the

improvements

for

efficient,
faucets
and

This

designed
to
address
first,

currently
written
Municipal
Code
requires
the
city
to
demand
restitution
from
a
defendant,
even
if
the
prosecutor
doesn't
feel
that
the
defendant's
actions
actually
cause
the
restitution
so
that
the
first
time
I
read
this
section,
I
I
thought.
Oh,
that's
not
right.

I
know,
I
was
a
prosecutor
for
14
years,
and
one
time
I
received
a
request
for
restitution
for
thousands
of
dollars
to
the
other
side
of
the
car,
not
the
side
that
the
defendant
actually
ran
into,
and
so
putting
my
experience
and
applying
it
under
this
ordinance
as
written.
This
ordinance
would
have
required
me
as
a
prosecutor
to
still
seek
the
restitution
from
the
defendant,
even
though
I
didn't
think
that
the
defendant's
actions
caused
the
damage
requested.
So
that
was
my
immediate
first
reading.

we
need
to
make
sure
the
prosecutor
has
some
Discretions,
so
they
are
are
doing
the
right
thing
for
Seeking
Justice
in
Municipal
Court.
Second,
there

a
new
case
that
came
out
that
provided
strict
deadlines

requesting
restitution,
and
so
it
stated
that
if
we
didn't
request
restitution
within
91
days,
then
we
couldn't
get
restitution
for
the
defend
or
for

victim.

wanted

sure
that
if
we
were
not
able
to
collect

restitution

Municipal
Court
that
victims
had
the
opportunity

request

themselves.

when

obtain
an
order
of
restitution

Court,

enforce

in
Civil
Court
such
as
filing
a
garnishment
against
somebody's
wages,
or
something
like
that
also
I
was
concerned
that,
as
written
victims
weren't
clearly
given
that
opportunity
to
seek
recourse
themselves,
if
the
court
was
not
able
to
recover
restitution
for
them.

had
one
instance
where
it
had
gone
on
for

many
years
and
at
that
point
the
victim
was
barred
by
the
statute
of
limitations
from
seeking
recovery
for
themselves

I
didn't
feel
that
was
a
good
result
for
victims.

basis
for
the
revisions.
We
also
just
simplified
the
process
and
provided
a
bit
more
discretion
so
that
both
the
prosecutor
and
the
court
can
ensure
appropriate
Justice
through
Municipal
Court.

looks

request
for
restitution
determines
yes,
it
appears
that

fact

back

the
state
and
that
sort
of
thing
and
not
seeing
that
happen

I
think
it's
very
important
that
we
are
the
elected
members
in
this
city
and
of
this
body.
We
are
the
ones
who
are
supposed
to
be
engaging
with
our
citizens
on
these
issues,
not
our
staff
right
and
not
them
not
taking
the
incoming
votes,
really
us
ensuring
that
we're
communicating
to
our
citizens
and
they
have
the
information
that
they
need
to
know
what's
happening
in
the
city
and
I.

Think
our
staff
does
an
excellent
job,
sharing
information
about
what's
happening
in
the
city
and
yet
I'm
sure.
All
of
us
all
have
experiences
where
we're
interacting
with
citizens
who
still
say:
oh
I,
don't
know.
What's
going
on
right
and
one
I
know,
many
of
us
have
tried
different
citizen
engagement
efforts,
whether
it's
coffees
or
town
halls,
or
you
know,
Library
meetings
or
whatever
it
is,
and
I
think
there's
actually
an
opportunity
for
us
to
work
together
in
our
efforts
to
engage
with
citizens
and
ensure
that
they
have
the
information
that
they
need.

could
actually
do
as
a
team
as
a
council
I've
brought
this
up
with
our
city
manager,
he's
open
to
the
idea
and
thinks
that
the
staff
actually
can
support
us
doing
something
like
this
and
would
help
alleviate.

Think
some
of
the
pressure
that
our
staff
feels
about
being
the
only
kind
of
Messengers
in
the
community,
where
that's
really
the
role
that
we've
all
signed
up
for
I
think
maybe
we
could
start
with
a
quarterly.

coffee

something
where
we
could
just
make
ourselves
available
to
the
community,
help
with
some
of
this
information
and
these
relationship
building
pieces.

think

good
for

than

few
citizens

Pickup
that
sort
of
thing
and
that
operator
is
saying
the
city
of
Inglewood
said
no.

can't
do
it.

why
we're
not
doing
that
now.

on

requested

information

an
additional
meeting
to
that
I'm
sure
we
can
make
that
happen
as

one
of

more
timely
items
on
my
list,
which
is
that
the
remediation
of
the
Hampden
Hall
bathrooms
has
been
complete,
but
unfortunately
the
testing
of
meth
contamination
has
gotten
very
crowded
in
terms
of
the
need
throughout
the
state.
So
our
testing
facility
is
a
bit
behind
on
that,
but
we
believe
it
is
clean.
However,
we
have
to
wait
for
those
tests
in
order
to
open
that
up.
That
is
the
same
for
the
garage
Lobby
against
the
on
the
first
floor
against
the
garage
and
then
the
second
floor.

next

list

cleaning
and
followed
by
the

let's
see
second
floor.
Restrooms
they
have

haven't
been

Library
Services
have
been
up
and
running
going
well
and
much
of
our
program.
Programming
for
the
library,

you
know,
has

moved
to
the
second
floor
community
room.

as
for
