meeting.
Our
first
item
on
the
study
is
session.
Agenda
for
this
evening
is
a
sustainability
coordinator.
Melissa
England
and
members
of
the
sustainability
commission
will
present
sustainability
in
our
strategic
plan.
This
is
an
item
that
we
didn't
get
to
during
our
Retreat,
so
we
are
finishing
up
tonight.

liaison
hat
for
the
sustainability
commission,
which
is
why
I'm
happy
that
Mike
chiselm
is
here
he's
the
vice
chair
for
the
sustainability
commission.
He's
really
here
to
answer
any
questions
you
all
have
about
their
proposed
modifications
to
the
sustainability
section
of
the
Strategic
plan,
so
I'm
here,
but
mainly
Mike,
should
be
able
to
answer
all.
If
many
of
the
of
the
questions
you
all
have.

presentation

so
I
don't
know
if
Mr
Chisholm
can
answer
these
questions,
but
one
of
my
questions
is
some
of
the
things
on
here
are
already
covered
by
other
board
and
commission
meetings
like
the
transportation
advisory
committee
and
then
there's
there
were
a
few
others
that
were
covered
by
another
committee
too.
The
oh,
the
the
license,
Waste
Management
licensing
the
city
department,
is,
is
in
charge
of
the
licensing
for
like
waste
management
and
that
that
is
so.

if
we
have
done
something
redundant
or
inconsequential
to
what
the
city
is
already
doing,
are
apologies

I
guess
we
didn't
know
what
we

and
so
just
our
thought
was
well,
let's
just
tell
Council

feelings

they

filter
it
or
screen
it

do
with
it
what
they

couple

questions.
First
of
all,
I
just
wanted
to
say
a
lot
of
hard
work
went
into
this.
So
thank
you.
So
much
for
the
time
and
the
rest
of
the
commission,
members
and
I
appreciate
a
lot
of
the
changes
that
are
being
recommended
are
to
increase
specificity,
measurable
results,
things
that
are
really
important
in
a
good
strategic
plan
and
one
of
those
actually
is
around
the
building
code.

remember
we
had
the
discussion
and
we
had
one.
We
have
one
person
on
the
commission.
Who's
I
would
say
very
well
versed
in
this
area
of
energy
sustainability
and
the
conversation
went
around.
Can
we
suggest
that
council
do
more
and
the
conversation
went
around
and
generally
the
commission
was
saying:
more
is
better.

Greener
is
better.
So
that's
where
that
came
from
from
that
conversation
again
we
just
wanted
to
give
our
emotional
visceral
response
to
these
changes,
so
the
conversation
basically
came
and
there
were
some
people
who
didn't
necessarily
want
to
put
that
in
there.
But
I'd
say
the
consensus
of
the
group
was:
let's:
let's
suggest
that
Council
put
a
little
more
gas
on
it.
Let's
suggest
that
the
council
raise
the
standard
a
little
bit
more
and
stretch
a
little
farther.
It's
a
suggestion
and
our
thought
is
you.

You
take
that
in
accordance
with
other
pieces
of
feedback
you
get
from
others,
but
from
the
commission's
point
of
view,
I'd
say
from
the
whole
from
the
whole
paper
we
were
saying:
no
pun
intended
turn
up
the
gas
a
little
be
a
little
greener
stretch,
the
standard
a
little
bit
farther.
Maybe
turn
the
gas
down
and
turn
the
electric
up,
so
that
was
the
General
sentiment
that
went
into
these
comments.

The
whole
cool
roof
concept
is,
we
understand,
it
is
either
reflective
materials
on
the
roof,
primarily
again
which
which
just
helps
the
cooling
process
again
we're
amping
it
up
and
we're
saying
where
there's
new
development,
where
there's
expansion
and
growth.
This
is
one
more
opportunity
for
improvement,
one
more
way
to
conserve
energy:
we
don't
have
a
specific
type
of
roof.
We
don't
have
a
specific
program
or
building,
but
as
we
look
into
the
future,
we're
saying
these
are
things
that
are
out
there
and
we
really
hope
the
city
looks
at
it.

You
have
Set
cool
roof
requirements
for
new
commercial
buildings
and
re-roof
projects,
I'm
familiar
with
cool
roof
requirements,
certainly
for
commercial,
but
also
it's
my
understanding,
cool
roofs.
You
can
do
a
cool
rough
with
residential
and
that's
with
irregular
types
of
shingles
and
that
sort
of
thing
by
having
a
lighter
silver
type
or
a
less
dark,
colored
shingle
that
is
reflective
or
helps
reflect
that
sun
and
his
little
cooler
dark
shingles
in
the
summer
get
really
hot.
All
of
them
get
hot,
but
I
mean
it.

would
absolutely
support
that.
We
had
a
discussion
about
heat
sinks.
We
had
a
discussion
about
asphalt,
large
parking
lots
and,
as
we
just
looked
around
the
city,
we
just
said
anything
that
the
city
can
do
to
address.
That
issue
is
a
step
in
the
right
direction,
so
it's
better
like
one
candle
than
the
Curse
of
Darkness,
so,
whether
it's
a
residential
roof,
a
commercial
roof,
an
unused
parking
lot
or,
as
the
city
looks
at
long
range
development,
Baron
heat
sinks
like
parking,
lots
and
roofs
that
need
repaired.

Know
one
of
the
one
of
the
discussion
points
was:
we
know
the
movement
towards
heat
pumps.
We
know
the
arguments
against
Natural
Gas
and
the
pollution,
and
so
the
thought
was
I
wonder
what
I

Englewood
has
today
in
terms
of
conventional
gas,
heating.
I,
wonder
what
angle
was
thinking
about
in
the
future,
in
terms
of
replacement
repair
and
and
could
we
raise
awareness
that
there
could
be
an
opportunity
here?

So,
if
Englewood
said
we're
going
to
do
this
major
change
in
some
of
our
buildings,
what
we're
saying
is
consider
that,
because
I
mean
now
I
think
there's
tax
incentives
for
the
federal
government
to
do
it.
So
again,
it's
it's
just
turning
the
spotlight
on
an
opportunity
for
improvement
is
is
what
our
thought
was.
Yeah.

would
certainly
with
heat
pumps,
as
as
you've
mentioned
here,
heat
pump,
based
systems
for
all
city-owned
properties
as
conversions
happen,
and
certainly
any
new
stuff.
That's
going
in
I
would
agree,
especially
this
year
with
what
we've
all
seen
in
the
price
of
gas
natural
gas,
so
heat
pumps
can
be
very
effective.

discussion
went
around
similar
to
my
last
Point,
there's
a
lot
of
natural
gas
heating
and
burning
going
on
in
buildings
all
buildings,
and
so
what
we
were
wondering
out
loud
with
ourselves
was
again.
Is
there
an
opportunity
for
improvement
here
and
gee?
We
wonder
how
clean
is
the
air,
for
example,
the
city
workers
in
this
building
and
I?
Don't
know
how
this
building's
heated
I'm
going
to
guess,
there's
natural
gas
somewhere
in
the
basement.

But
the
question
is:
what
is
the
air
quality
there's
more
and
more
research
saying
that
in
fact,
people
do
have
problems
Asthma
as
an
example,
but
respiratory
infections
Etc.
This
is
really
new,
and
so
one
of
the
thought
was,
as
as
Englewood
looks
to
the
Future.
Are
they
as
safe
as
they
should
be?
Is
the
air
we're
breathing
in
this
building
as
clean
as
we
would
want
it
to
be,
and
there's
you
don't
know
unless
you
study
it
or
pay
attention
to
it,
so
we
would
encourage
the
city
to
do
that.

what
the
policy
has
been
in
the
past
I,
don't
know
what
it
is
now
if
there
is
one,
was
to
always
follow
Denver,
so
if
they
are
watering
every
three
days,
Monday,
Wednesday
and
Friday,
on
even
number
houses
and
on
the
odd
numbers
where
there
are
odd
number
houses
were
were
three
other
days.
So
is
that
the
type
of
thing
you're
talking
about
there
and
no.

Those
ideas
are
lurking
out
there,
and
sometimes,
if
you
just
put
it
up
front,
then
there's
no
accusation
that
somebody's
trying
to
waste
energy
or
there's
something
bad
going
on.
But
my
guess
is
in
the
city
of
Englewood.
There's
probably
people
like
that
that
you
know
it's
not
a
lot.
Maybe
we
could
save
some
water
here.
Maybe
we
should
save
some
water
there.
So
again,
it's
not
chastising
or
accusing
anybody
of
anything
it's
just
sort
of
opening
up
the
window
to
new
ideas.

anybody
anywhere
in
the
city
could
say
those
windows
on
the
north
side
of
building
X
probably
ought
to
be
replaced.
No
one's
ever
talked
about
it.
We
ought
to
talk
about
it.
I
just
made
that
as
an
example,
but
it's
just
trying
to
open
up
that
feedback
from
the
people
on
the
ground
within
the
city,
and
you
know
every
little
bit
helps
so
it
was
again.
It
was
mostly
from
my
experience
in
another
industry
where
it
was
quite
amazing
when
you
put
a
little
bit
of
positive
energy
and
fun
into
it.

sustainability
plan
and
I
think
we're

building
on
a
solid
foundation

some
more
stuff
to
add
to

year
we

could
do
this
again.
When
we
go
back
to
reevaluate.
Is
we
have
a
number
of
different
investigates
study
and
pursue
study
kinds
of
things?
I
would
like
to
those
you
know,
categorize,
those
slightly
separately
from
the
actual
action
items
and
figure
out.
I
What
do
we
actually
want
to
accomplish
this
year
and
move?
You
know
really
move
forward
on
those
things.
So
that's
that's
kind
of
something
I
would
I
would
say
in
terms
of
Direction.
The
other
thing
is
some
of
the
questions
remember
new
camp
was
asking
I,
have
similar
questions.
The
idea
of
improving
the
Energy
Efficiency
and
new
construction
by
10,
better
than
base
code,
I'm,
not
sure
I'm
comfortable,
putting
in
a
certain
percentage
on
that
number
one
I'm,
not
sure
how
you
would
measure
it,
and,
secondly,
I
know
the
the
the
model.
I
I
I,
don't
think
I
would
be
interested
in
putting
that
into
residential
structures,
because
I
think
you
would
get
aesthetically
I,
don't
think
it
would
be
be
too
pleasing
to
have
all
the
all
the
same
color,
roofs
and
the
light
color
roofs
all
over
town
and
I.
Don't
know
if
you're
going
to
get
as
big
of
a
if
it's
worth
it
worth
it
for
the
level
of
Energy,
Efficiency
or
heat
reduction.
You
might
gain
from
that.
So
those
are
a
couple
of
my
areas
of
feedback.

think
all
of
these
are
probably
created
equal
as
far
as
impact
and
priority,
and
that's
what
I
think
this
is
missing
a
little
bit
and
I
wonder
if
maybe
we
can
think
about
prioritization
or
what
are

things

the
most
important
on
this
list,
that
we
should
allocate
time
and
resources
to
what
are
the
tier
two
things.
What
are
the
things
we
want
to
just
look
at
I
think
this
feels
like
that's
probably
the
next
step.

looking

new
builds

something

we

check

committee
needs

doing
it
to
already
existing
buildings,

it's
worth
the
time
of
looking
into
that,

appreciate
that.

thing

the
sustainability
commission
is
guilty
of
anything?
It's
that
we
are
clearly
long
range
So
when
you
say
cost
benefit
analysis,
you
can
do
a
cost
benefit
analysis
over
the
next
two
years
or
you
can
do
a
cost
benefit
analysis
over
10
years.
We
are
looking
long
range.
So
if
you
do
a
short-term
cost
benefit
analysis
on
some
of
these
things
might
not
save
a
nickel.
You
do
the
same
analysis.

I
appreciate
that
as
well,
I
I
think
for
me
what
I
look
at
when
I
see
the
Strategic
plan
is
what
projects
can
I
expect
the
city
to
start
executing
during
my
term
as
a
council
member?
So
there
are
a
few
items
on
here
with
that
when
I
saw
them
I
said
I,
don't
really
feel
like
the
city
needs
to
prioritize
those
under
my
Authority
or
during
my
term
or
in
the
immediate
future.
We
already
addressed
a
couple
of
them:
10
better
than
base
code
I'm,
not
in
agreement
there
heat
island
effects.

I
would
take
that
out.
I
understand
the
Spirit
by
which
is
intended.
It
just
doesn't
appeal
to
me
one
that
hasn't
come
up
yet
is
emergency
solar,
electric
backup
system,
I?
Think
emergency
and
solar
are
sort
of
oxymorons.
Solar
only
works
during
the
day.
I
know
that
you
can
put
batteries,
but
you
can
charge
those
batteries
through
the
grid.
So
there's
really
not
much
need
for
solar
if
your
goal
is
to
back
up
if
the
goal
is
just
solar,
I
think
we
should
say
it
as
such:
increased
solar
systems
on
City
properties.

have
some
solar
systems
on
City
properties,
I'd
like
to
know
how
those
are
working
before
I
talk
about
increasing
them
and
then
there's
language
in
the
Solar
section
about
low
income.
Households
that
I
think
is
unnecessary.
I
would
Target
all
households
I
understand.
There
are
programs
for
low-income
households,
but
I
think
eligibility
for
everyone
would
be
allowed.

We
already
discussed
heat
pumps,
don't
have
a
problem
talking
about
emission
free,
Heating
and
water,
but
I
would
like
to
not
prescribe
heat
pump
based
systems
as
the
solution
to
that
I
think
there
may
be
other
Solutions
like
solar,
for
instance,
that
we
could
apply
and
then,
lastly,
in
the
investigating
adding
bike,
Lanes
I
am
a
little
concerned
with
the
new
or
potentially
future
multi-family
developments.
I,
don't
really
want
the
city
identifying
the
locations
of
potentially
future
multi-family
developments
any
more
than
we
already
have
in
our
in
our
plan.

Our
discussion
went
around
the
notion
of
why
wouldn't
Englewood,
even
on
an
emergency
basis,
have
some
off-grid
solar
capability
on
top
of
the
police
department
on
top
of
this
building.
So
when
that
one
in
a
hundred
year,
hurricane
or
blizzard
comes
in
basic
Services
exist,
so
there's
tons
of
off-grid
development
right
now.
That
does
exactly
that.

So
we
felt
strongly
also
that
would
also
make
Englewood
dip
its
toes
in
the
water
of
the
new
generation
of
energy.
So
we
strongly
felt
there's
opportunity
there
and
I
bet
you.
If
you
talk
to
the
police
department
and
said
how
would
you
guys
like
to
have
you
women
and
men,
how
would
you
like
to
have
a
backup
emergency
electrical
system
on
the
roof
of
this
building?
I'll
bet,
you
they'd
think
that's
a
pretty
good
idea.

think
I
can
probably
put
it
in
now,
but
I
have
experienced
personally
what
it
does
as
far
as
the
electrical
bills
in
probably
every
year
since
I've
had
it
from
the
month
of
March
through
November
I
haven't
had
electrical
bill
other
than
the
service
charge
for
the
building
that
they
use
somewhere.
That
has
a
line
this
year.
Amazingly
enough,
I
was
just
looking
at
it
today.

helpful
for
the
commission
and
the
rest
of
the
citizens
are
here
to
know
that
the
city
strategic
plan
is
through
2025.,

so
we
do
have
a
time-bound
focus

projects

work

until
2025
and
then
we'll
extend
it
from
there.
Now
there
are
going
to
be
some
things:
we're
going
to
start
that
I
love
that
you're
thinking
long
range.
We
have
to
be
thinking
long
range
about
these
issues.
That's
how
we
should
n't
thinking.

be
thinking
generationally,
and
so
some
of
them
will
be
things
we
start
in
the
next
couple
of
years,
so
that
they
can
continue
for
long
periods
of
time
or
that
the
benefits
will
accrue
over
long
periods
of
time,
which

something

I
think
we
have
to
be
thinking
about.

wanting
some
of
the
data

near-term

prioritization

projects

resources

think
there's

lot
of
really
great
ideas
and

look
forward
to
seeing
some
more
data

staff

we
can
figure
out
what
happens
from
now
until
2025.

expertise

the
ability

professional
expertise

us
specifically

the
impact

a

commitment

adding

see
that
from
our
staff,
expertise.

long

our
suggestions
have
been
kind

taken

consideration
as
they
finalize

think

to

it

include
what
you
just
discussed
in
the
plan
for

to

forward

council
communication

there

more
explanation
behind

of
these
recommendations
beyond
what
we've
heard

am
looking
for
more
of
a
staff
perspective
around
say
priorities.

the
presentation

relatively
short

hopefully
there'll
be

So,
as
you
remember,
those
of
you
who
are
on
Council
a
couple
years
ago,
we
did
work.
Staff
did
work
with
Council
to
update
or
develop
I
should
say
a
proclamation
policy
for
the
city.
One
of
the
facets
of
the
policy
is
that
we
do
hold
a
study
session
with
you
towards
the
beginning
of
the
year,
with
certain
proclamations
on
the
usually
ones
that
have
been
done
before
you
can
pre-approve
them.

don't
have
to
pre-approve
any
of
them.
If
you
don't
want
to
that,
is
one
Pathway
to
have
proclamations
come
before
you,
the
other
pathway
is
for
community
members
or
whoever
would
like
to
to
apply
on
our
online
form
during
the
course
of
the
year
if
they
apply
in
the
online
Forum
they're
brought
to
you
for
your
consideration,
as
the
applications
are
received.
So
I
just
mentioned
that
the
reasons
for
proclamations.
These
are
the
four
reasons
that
are
in
the
policy.

we're
bringing
to
you

like

stick
with
that
consensus
that
we

keep

oppose
that

perspective
regarding
code
next
and

situation,

a
long

moved
here
in
2008
over
at
rustic
Arms
Apartments.

was
my
first
solo
apartment,
my
family
transitioned,
to
moving
to
Denver,
and
we
all
lived
in
the
Marx
apartments
for
several
years
and
then
my
husband
and
I
have
lived
in
a
home
off
of
Bellevue
park
for
over
a
decade
now
and
I've
got
to
see
so
many
changes
in
the
city
that
I
have
absolutely
loved.
It
has
changed
dramatically
over
it's.
You
know,
15
years
and
I'm,
so
thankful,
we've
had
hosted
block
parties,
we
attend
all
of
the
fun
summer.

Events
and
I
just
love
so
much
about
our
city
and
I'm
so
thankful
to
be
here,
but
also
to
welcome
people
from
other
neighboring
cities
to
come
and
engage
in
getting
involved
in
it.
When
I
found
out
about
code
next,
my
understanding
that
some
of
the
drivers
of
code
next
is
that
it
is
to
address
the
issues
of
the
unhoused
and
the
lack
of
affordability
of
housing
for
the
average
income.
Family
and
I
personally
am
very
sympathetic
to
both
topics.

served
in
homeless,
shelters,
soup
kitchens
I've
served
in
the
projects
trafficked
victims
for
my
entire
life
living
here
in
Denver
since
2003,
and
in
my
experience
these
particular
issues
are
much
deeper
and
systemic
than
just
providing
additional
housing
that
is
Affordable
and
so
I
just
want
to
address
living
off
the
quarters
of
I-25
and
I-70.
It
presents
a
way
bigger
problem
than
just
unaffordable,
housing
and
I
know
I'm
sure
you
guys
take
all
this
into
consideration,
but
just
wanted
to
say
as
I
as
I
look
through
code
next
and
how
I
understand
it.

In
addition
to
homes
that
are
like
mine,
that
are
just
single
dwelling,
family
units
and
my
sister
and
my
mom
lived
over
there
for
several
years
as
well,
so
I
spent
a
lot
of
Dark
Nights
there.
A
lot
of
extended
amounts
of
time
where
it's
there's
just
a
lot
of
unrest.
There's
not
a
lot
of
pride
in
that
particular
part
of
the
community,
because
people
don't
have
a
lot
of
ownership
where
they
live
there.
From
my
perspective,
still
to
this
day
again,
I
drive
there
multiple
times
a
day.

are
piles
of
mattresses
and
sofas
and
giant
potholes
and
graffiti
everywhere
and
there's
just
not
the
same
love
and
affection
for
Community,
which
I
understand
I've
lived,
I've
been
in
apartment
dweller
before
so
I
understand
and
appreciate
that
phase
of
life,
but
it
really
hits
home
that
I
don't
want
my
neighborhood
to
look
like
that.
We
moved
off
of
Bellevue
park
with
the
intentions
of
building
a
family
in
a
home
and
I
might
take
the
full
five
minutes,
that's
great,
but
also
we.

We
also
have
Airbnb
our
home
out
in
previous
years,
because
it
helps
supplement
the
need
to
replace
our
sewer
lines
and
our
windows
and
things
that
we
couldn't
afford
to
do
at
the
time.
So
I'm,
not
against
everything
that
I
see
in
code
next,
but
I'm,
very
weary
of
or
leery
I
guess
is
the
word
of
how
aggressive
in
nature
it
seems
and
in
its
scope
I
don't
feel
like
it
actually
is
going
to
rectify
the
issues
it's
bringing
being
brought
up
for
specifically
in
my
neighborhood
and
my
last
statement
is

the
proposed
changes
to
our
one
zoning
that
could
result
in
the
dramatic
urbanization
of
our
little
town,
I,
never
liked
playing

game
Monopoly.
It
usually
ended
up
with
someone
storming
off
in
tears
and
someone
else
looking
smug
and
incredulous
that
it
wasn't
fun
for
everyone.

The
game
depended
on
the
luck
of
the
dice
and
if
you
had
the
financial
means
at
the
time
the
opportunity
presented
itself,
but
at
least
in
that
game
everyone
started
with
the
same
bankroll
of
play:
money
and
the
same
chances
in
our
world,
The
Real
World.
What
we
know
is
that
some
players
have
so
much
more,
not
just
money
but
other
resources
too,
like
legal
representation,
legislative
lobbying
and
business
experience
in
the
real
world.

don't
believe
that
changing
the
zoning
to
allow
multiplexes
to
pop
up
willy-nilly
in
areas
that
were
designated
for
single-family
homes
will
have
the
beneficial
outcome
that
you're,
hoping
for
I
grew
up
in
New
York
City
in
Queens,
in
the
1960s
single-family
homes,
with
yards
and
gardens
made
way
for
duplexes
for
plexes,
then
six
story,
buildings,
eventually
green
spaces
were
lost
to
16
story.
Buildings
like
mine
and
their
necessary
parking
lots
once
it
changed
from
single
family
to
higher
density
housing.
There
was
no
going
back.

As
you
make
decisions
to
sustain
our
town,
I
wouldn't
know
where
to
start
on
some
of
the
issues
you
must
tackle,
I'd
be
reliant
on
the
input
and
information
from
experts
and
Consultants
who
know
the
issue
at
hand,
but
I
heard
a
story
recently
that
reminds
me
that
the
solutions
were
offered
may
be
biased,
depending
on
who
we
ask
so
this
85
year
old,
aluminum
siding
salesman,
loved
his
job
and
loved
making
sales.
He
also
loved
to
get
a
deal
and
being
a
pragmatic
man.

The
salesman's
son
asked
him.
Couldn't
they
have
just
put
up
some
window
shades
dad
and
his
father
replied
sure,
but
I
don't
sell
window
shades
recommendations
are
influenced
by
who
is
doing
the
advising
who
is
whispering
in
your
ears.
What
is
their
agenda?
What
is
yours
in
our
current
political
climate,
it
seems
to
me
Civic
leaders
may
not
get
the
benefit
of
the
doubt.
Destructive
forces
like
cynicism
and
suspicion
undermine
our
confidence
that
our
elected
officials
are
looking
out
for
us.
The
constituents
distrust
unravels
the
very
fabric
of
community.

to
consider
how
you
might
improve
your
communication
to
the
citizens,
especially
on
this
issue.
Transparent
and
frequent
two-way
communication
could
dispel
some
of
the
negative
assumptions
that
grow
exponentially

affordable
housing

lower
income

the
burden
to
private
Enterprise
as
Tom
Cole,
an
affordable
housing
attorney
said

an
op-ed

crisis
will

be
solved
by
a
for-profit
industry
with
an
intolerance
for
profit
losing

what's

price
and
who
pays
council's
massive
proposal

redefine
R1
will

nothing
short
of
chaotic,
the
price
that
burden
will
be
paid
by

current
owners
of
homeowners
in
R1,
real
estate
markets,
ebb
and
flow.
It
needs
to
be
remembered
that
this
is
a
matter
of
perspective
and
the
lens
that
you
look
through.

was
a
sacrifice,
far
greater
than
what's
really
happening
now,
even
if
you
adjust
it
for
inflation,
this
back
door,
zoning
change
could
devalue
a
senior's
major
asset
that
they
hold
for
their
future.
Days

watching

mom
spend
down
what
the
sale
of
her
home
provided
to
her
to
live
out
her
last
days
at
age,
96
and
by
the
end
of
the
year,
that
account
will
be
zero,
so
changing.
This
is
a
huge
fiduciary
change
by
the
city
of
Englewood
and
removing
options
from
Seniors.
We
ask
you
to
listen
carefully.

single-family
homes
are
what
is
built
in
this
area
and
that's
the
way
it
should
stay,
not
building
family
units,
but
not
to
mention
the
corner,
lots
that
are
being
proposed
that
you'll

able

overbuild
on

houses

be
considered
a
corner
lot
and
I
know.
My
neighbors
would
not
appreciate
the
oversized
building
if
somebody
got
a
hold
of
my
lot
and
I
sure
wouldn't
want
to
live
next
to
a
multi-family
unit.

The
council
looks
closer
at
this
proposal.
They
need
to.

will
take
into
account
what
the
families
now
living
in
Inglewood
want
and
that's

stay

single-family

council

and

single-family

R1

really
appreciate
the
way

neighborhood

house

wanted
to
live
down
in
Alamo
de
Placita,
closer
to
town
to
Denver
and
I
couldn't
afford
there
so
I
bought
where
I
could
afford,
and
that
was
Inglewood.
I
didn't
realize
what
Inglewood
was
going
to
mean
to
me,
but
it
became
pretty
important
to
me.

Obviously,
I've
been
really
involved,
I've
served
on
multiple
boards
and
committees,
and
last
year
I
did
every
night
of
the
Elevate
Inglewood
program
and
every
night
of
the
Inglewood
citizen
planning
School
one
of
the
things
that
has
I
also
served
12
years
on
the
board
of
adjustment
and
appeals,
which
obviously
is
the
board
that
grants
or
denies
variances
against
the
building
code.
I've
followed
the
code
next
project
and
I'm
really
concerned
about
the
proposed
change
to
R1
I.

Don't
think
that
increasing
density
there
is
going
to
help
with
affordable
housing,
as
historically
we've
seen
from
the
attempts
to
do
so.
There's
so
many
different
problems
with
increasing
density
from
one
of
the
things
that
I
was
disappointed
that
wasn't
a
part
of
the
consideration
in
citizen
planning
school
is.
It
was
never
mentioned.
Quality
of
life
for
the
people
who
bought
single
family
homes
in
a
single-family
home,
neighborhood
right
below
me
where
I
live,
is
R2
and
it's
pretty
much
been
wiped
out.

There's
all
of
the
what
was
what
was
affordable
housing
single
family
homes
from
the
50s
are
almost
all
gone
and
they've
been
put
up
into
big
duplexes
and
triplexes,
each
unit
being
sold
for
800
plus
thousand,
not
affordable,
I'm,
not
seeing
any
value
of
affordability,
but
I
am
seeing
increased
density,
more
problems
with
runoff,
more
problems
with
drainage,
more
problems
with
parking.
It's
really
lowering
the
quality
of
life
for
people
who
want
to
live
in
the
neighborhood
where
they
bought
their
house
in
I.
Think
it's
a
premature
bad
idea
to
try
to
increase
density.

cities
in
the
state
across
the
country
and
the
globe
have
acknowledged
the
problems,
short-term
rentals
cause
and
the
role
in
contributing
to
the
affordable,
affordable
housing
crisis
and,
while
they're
strengthening
short-term
rental
laws,
even
Banning
them
outright.
Inglewood,
Council
and
Community
Development
are
still
pushing
for
the
opposite.

short-term

takes
housing
away
and
makes
rent
more
expensive,
allowing
short-term
rentals

be
non-owner
occupied,

and
makes
rents
more
expensive.
Why
does
the
city
council
continually
act

much
hypocrisy?
You
are
actively
causing
homelessness,
you're
moving
every
affordable
housing
option.

have.

you
not
see
the
hypocrisy

the
homelessness
plan

action
when
you
actively
cause
homelessness
and
remove
every
affordable
housing
option?

citizens
have
asked

changes

title

removing
the
administrative
adjustments
that
have
selectively
favored
developers

discriminated

homeowners

hurt

developers
pay
reasonable
tap
fees
and
infrastructure
fees
and
more
reasonable,

and
Luffy's

reduce
the
impacts

parking
and

taxes

percent

what
commercial
and
industrial
property
is
being
taxed.
Turning
Industrial

Commercial
zoning
into
residential
lowers
property
tax
income
to
the
city,

we

go

code
and
especially

that

have
is

home

dollars
this
affordable
town
home
with
the
median
income
of
86
to
87
thousand
dollars
would
require
a
down
payment
of
a
hundred

twenty
thousand
dollars,
which,
of
course,
somebody
making
86
readily.
Has
it
and
then,
after
taxes,
federal
Medicare,
Social,
Security
and
state
their
take
home
is

crisis

allowing
expanding
the
allowances

adus

allow
those
more

patterns

modular
homes,
and
then
finally,
development
bonuses
for
multi-family,
affordable
housing
as

So
this
is
one
piece
of
that
puzzle.
The
niche
that
this
fits
in
is
in
the
missing
middle
housing.
So
the
the
idea
behind
this
is
that
we
need
more
housing
of
all
types
across
the
entire
board.

already

Inglewood,
household
sizes
are
much
smaller

to

demographics

being

dramatically

the
last
10
years.
Prices
have
gone
up
significantly,
and
so
we
already
have
change,
and
this
is
a
modest
change.
We're
allowing
for
excuse
me
we're
allowing
for
increased,
increased
multi-family
housing
in
certain
areas
of
R1
and
I.

have
a
duty
to
maintain
order
during
these
meetings.
If
you
would

there

agitated
public
present

know

people

the

share

program
described

a
long
time
coming,
we've
been
working
on
this
a
long
time,
there's
been
a
lot
of
twists
and
turns,
starts
and
stops
and
disappointments
as
we've
worked
through
this
project
lots
of
different
moving
parts,
so
we've
through
a
lot
of
patience
and
determination,
I
think
we've
finally
been
able
to
get
to
this
point
where
we
can
recommend
a
word
of
a
Construction
contract
to
finally
widen
the
Dartmouth
bridge
and
the
road
either
side
of
the
parade.
So
I'm
excited
to
be
able
to
finally
be
here
to
do
that.

It's
definitely
taken
much
longer
than
we
thought
or
hoped
for
and
it's
the
bid
prices
were
not
where
we
wanted
them
to
be,
but,
as
I
thought
about
it
I
think
it's
every
project.
You
could
probably
say
that
they
take
longer
and
they
cost
more
than
we
would
like,
but
sometimes
reality
doesn't
do
what
we
like
and
that's
kind
of
what
we
were
seeing
here
on
this
project.

Unfortunately,
the
the
bids
weren't
as
good
as
we
wanted,
but
I
think
we've
looked
at
them
and
we're
comfortable
making
a
recommendation
tonight
so
with
that
I
will
get
started
with
the
presentation
here.
I've
just
got
a
brief
presentation
to
kind
of
go
over
the
the
highlights
of
what's
included
in
the
project
and
what
we
get
for
the
for
the
money
and
then
we'll
I'll
answer
any
questions.
You
have.

So
the
first
slide
this
just
kind
of
goes
over
the
history
of
this
project,
so
it
was
back
in
2014
when
the
Dartmouth
Bridge
was
identified
as
being
functionally
Obsolete
and
I'll
get
into
what
that
means
here
in
a
minute.
But
then
we've
worked
through
various
things.
We've
got
three
different
grants
over
the
years
since
that
time
to
help
fund
this
project
and
we've
also,
we
bidded
out
actually
in
2019
and
the
bids
came
in
quite
a
bit
higher.
So
we
did
some
value
engineering.
AN
We
were
able
to
save
some
money
on
it,
but
in
the
process
of
getting
that
additional
grant
money,
it
really
put
us
behind
as
far
as
having
to
go
through
that
CDOT
local
agency
review
process.
Again
that
took
us
quite
a
long
time
to
get
through
all
the
the
requirements
and
things
that
CDOT
had
for
us.
So
we
we
did
make
it
through.
We
persevered
and
we're
happy
to
say
we're
here.
AN
Finally,
but
we
are
looking
at
hopefully,
construction,
starting,
probably
in
May
and
then
take
about
a
year
to
build
the
the
project.
So
next
slide
here
we'll
go
over
the
kind
of
the
purpose
of
the
project,
so
the
functionally
obsolete
bridge
is
basically
the
bridge
is
not
wide
enough.
There's
only
three
through
lanes
and
one
turn
lane.
So,
if
you've
ever
driven
on
the
bridge,
the
the
left
turn
lane
kind
of
dies
off
there
as
you're
going
westbound,
it's
kind
of
an
odd
jog
there.
AN
So
it's
there's
just
not
enough
room
on
the
bridges
to
get
all
the
lanes
across
it
there.
So
we
have
to
to
dive
it
over
at
the
bridge.
So
this
fixes
that
and
we've
also
got
a
lot
of
the
bridge.
Deck
is
falling
apart,
pretty
badly
on
this
bridge.
It's
been
the
concrete
surface
below
the
pavement
is
deteriorating
and
it's
just
50
years
old
and
the
concrete
is
just
not
able
to
hold
up
to
the
traffic
anymore.
So
the
bridge
is
actually
structurally
sound,
but
just
the
the
deck
on
it
is.

What,
where
you
see
it,
it
looks
like
it's
falling
apart
and
it
is
the
deck
is
falling
apart,
but
the
structure
below
it
is
strong
enough.
It's
the
bridge
is
not
going
to
fail
the,
but
the
deck
is
definitely
the
wear
surface
is
is
coming
apart
on
us
and
it's
it's.
This
cold
winter
has
really
highlighted
how
bad
the
bridge
is
getting.
AN
So
we
definitely
need
to
to
do
something
with
that,
but
otherwise
the
other
things
we're
getting
are
we're
getting
the
both
traffic
signals
on
either
side
of
the
bridge
at
the
East
and
West
South
Platte
Drive
are
both
getting
replaced
with
the
project
and
the
biggest
thing
we're
getting
we've
added
to
it,
which
is
a
little
bit
why
the
cost
is
higher.
We're
actually
going
to
go
ahead
and
resurface
all
the
way
from
the
Santa
Fe
or
the
concrete
ends
at
the
Santa
Fe
intersection,
just
west
of
Santa
Fe.

All
the
way,
through
the
bridge
about
200
feet
to
the
west
of
the
bridge,
so
I've
got
a
exhibit
of
that
here.
I
think
I
can
show
you
the
kind
of
the
total
I
guess.
Here's.
The
first
is
the
bids.
I
guess
I'll
go
over
those
and
I'll
kind
of
show
you
the
overall
view
of
the
project,
but
we
did
get
three
bids
and
the
Jalisco
Internationals
a
little
bit
they're
a
reputable.
Very
you
know
a
well-known
qualified
contractor
for
bridge
projects
in
the
metro
area.

I
think
if
you
drive
around
on
a
lot
of
CDOT
roads,
the
Jalisco
does
a
lot
of
the
seat
up
Bridges
and
things
like
that,
so
they're
they're
definitely
capable
and
qualified,
and
we
have
looked
at
the
bids.
Like
I
say
we
we
definitely
vetted
them
to
make
sure
this
was
not.
You
know
abnormally
or
something,
but
we
did
find
it's
just.
AN
It
is
a
little
bit
about
the
you
know
the
economy
and
after
covet
and
stuff,
and
this
project
itself
we've
come
to
realize
is
just
really
unique
and
it's
different.
You
know
there's
not
a
whole
lot
of
projects.
We
have
data
of
widening
a
50
year
old
bridge
and
then
doing
the
the
widening
and
replacing
the
deck.
It's
just
difficult
to
estimate
that
sometimes
and
I
think
we've
also
found
there's
some
risk
and
a
50
year
old
bridge.

You
know
the
contractor's
not
sure
what
the
structure
is
going
to
be
like
when
they
take
that
deck
off
and
how
it's
going
to
be
and
and
working
in
a
river
is
also
a
challenge
and
there's
risk
for
contractors
to
have
to
work
in
a
live
River
to
they
have
to
extend
the
pier
on
the
bridge
and
stuff,
and
it
just
it's
there's
risk
there
and
we
can't
always
estimate
how
much
a
contractor
is
going
to.
You
know
request
for
that
type
of
risk
to
take
to
do
this
project.

So
it's
we
did
get
three
bids
and
we
feel
like
the
the
7.7,
even
though
it's
higher
than
we
thought
it
would.
As
we
looked
at
the
bids,
we
feel
it
is
reasonable
for
the
for
the
amount
of
work
we're
going
to
get
this
next
slide
here
shows
the
kind
of
the
funding
here.
So
we
do
have
three
million
dollars
worth
of
C
dot
Grant
between
the
three
grants.

We
have
three
million
dollars
that
cdot's
funding
on
this
project,
which
is
why
we
had
to
go
through
their
local
agency
review
process
and
with
the
bid
we
got.
The
city
shares
is
going
to
be
about
5.4
million.
That
includes
a
10
contingency
over
the
contract
amount,
just
in
case
anything
comes
up
during
the
construction,
so
we
have
that
in
place
just
just
to
be
safe,
so
we
don't
have
to
come
back
and
and
ask
for
additional
funding
in
case
something
happens
as
we
work
our
way
through
the
construction.

So
the
I
think
this
last
one
here
kind
of
shows
the
overall
picture.
So
this
shows
how
we're
going
to
go
all
the
way
from
Santa
Fe
to
just
west
of
the
bridge.
That'll
all
be
new
Asphalt
in
there
we'll
have
the
bridge
widened
out.
Another
I
think
it's
10
feet,
another
Lane
width.
Basically,
so
we
can
get
four
through
lanes
and
one
left
turn
lane
on
the
bridge.

Now
you
have
two
through
Lanes
each
way
and
then
left
turn
for
each
direction
as
well,
so
that
really
is
going
to
be
a
big
Improvement
and
then
the
resurfacing.
Obviously,
if
you've
driven
down
to
that
road,
is
it's
in
dire
need
of
some
resurfacing?
That
thing
is,
it's
pretty
beat
up,
and
this
winter
has
not
helped.
So
we're
pretty
excited
to
be
able
to
to
move
forward
with
the
construction
of
this
project
and
I.

Think
it's
going
to
be
a
a
very
good
addition
for
not
only
the
current
generation
but
future
generations
to
last
a
long
time
so
I
think
with
that
I've
kind
of
I
guess
we
have
one
more
just
a
recommendation,
basically
that
we
feel
like
it's
best
to
complete
the
project.
Now
we
we
could
go
back
and
try
to
re-value
engineer
and
look
at
it
again
and
we've.
We
just
don't
feel
like
it's
going
to
save
us
any
money.

longer
we
wait,
the
more
this
is
going
to
cost
the
longer
we
keep
putting
it
off
and
trying
to
to
rescope
and
re-re-uh.
You
know
find
ways
we
can
save
money
in
the
design.
It's
just.
We
think
we
basically
squeezed
about
every
dollar
we
can
out
of
this
project,
and
this
is
what
it's
going
to
cost
to
build
this
project.
So
with
that,
we
recommend
that
the
little
bitter
Jalisco
International
is
awarded
the
Construction
contract
for
the
Dartmouth
Bridge
whitening,
and
then,
with
that
I'll
answer,
any
questions
you
have.

We've
pretty
much
gone
to
that
well
enough
times,
I
think
there's
not
any
more.
We
can
squeeze
out
of
that.
Well,
we've
asked
the
bridge
of
Colorado
Municipal,
League
I,
think
three
times
we've
got
two.
They
were
denied
one,
and
so
we've
I
think
they're
pretty
much
giving
us
everything
they
can
on
it
and
then
the
the
other
Grant.
We
got
a
Transportation
Improvement
program
grant
for
the
signals
and
the
widening
outside
the
bridge,
and
that
was
about
1.4
million.

That
was
a
good
chunk,
but
that's
once
again,
once
you
ask
for
the
sum-
and
you
say
this-
what
we
need,
they
don't
really
want
to
give
you
any
more
just
when
it
goes
over,
like
that,
it
is
kind
of
the
up
to
the
local
agency
to
fund
the
difference,
which,
unfortunately,
is
what's
happened
here
we
are
kind
of
stuck
with
funding
the
difference
or
we're
kind
of
in
limbo.
So.

I,
don't
believe
Jalisco
has
done
or
proud
at
least
not
that
I'm
aware
of
they
haven't
done
a
project
for
the
city,
but
I
know
the
city
of
Arvada,
where
I
used
to
be
they
did
a
project
there
very
similar,
and
they
have
very
good
contractor
very
well
qualified
and
I
say
a
pretty
big,
firm
well
known
in
the
metro
area
for
difficult
Bridge
projects.
I
think
we,
fortunately
we
got
the
right
contractor.

Think
some
of
that
is
inflation,
and
then
we
did
look.
I
wrote
down
a
couple
of
things.
What
really
pushed
this
bid
up
was
the
the
deck
removal
was
a
lot
more
than
we
thought.
I
think
there's
more
risk
there
and
you
know
tearing
up
that
deck
and
making
sure
you
don't
break
the
substructure
beneath
it.

We're
not
going
to
pay
them
twice
to
reset
their
phones
because
it
rained
hard
that
day,
so
they
have
to
absorb
some
of
that
and
they
I
think,
unfortunately,
that
factors
into
the
price
there
that
we
end
up
paying
a
little
more.
But
that's
a
lot
of
I
think
what
it
is
and
the
first
time
it
was
bid
out
as
well
I
think
was
similar.

It's
just
there's,
there's
a
lot
of
risk
and
then
messing
with
this
structure,
that's
50
years
old
and
making
sure
that
it's
still
in
good
shape
once
we're
done,
and
the
other
thing
is
the
lowering
the
Electra
moving
the
electrical
conduits
or
the
electrical
wires
in
the
new
conduits
are.
That
was
a
little
higher
than
we
expected
as
well,
and
that's
just
something:
we've
never
done.
We
have
to
take
the
overhead
power
lines
and
put
them
into
conduits
that
are
going
to
be
hung
on
the
bridge
and
that
just
cost
more
than
we
expected.

yeah
there's
one
good
thing:
yeah,
so
they've
read
they've
actually
put
in
the
conduits
on
both
sides
of
the
bridge
and
then
the
way
this
contracts
works
out
is
the
the
Jalisco
here
will
actually
Mount
the
conduits
to
the
bridge,
because
once
again,
Excel
did
not
want
the
risk
of
drilling
into
the
bridge
and
mounting
those
conduits.
In
case
something
happened
to
the
bridge.
It's
a
pre-tension
bridge
and
if
you
drill
into
one
of
the
tendons
there,
you
can
damage
the
whole
structure
and
that's
a
really
big
problem.

been
waiting
for
this

long
time
and
the
bridge
and
the
roadway
all
the
way
to
Santa
Fe
are
really
deteriorating,

some
potholes,

you
want

respond
to
that.

and
some
kind
of
repair
on
that
and
we're
hoping
we
can
get
through
this
winter
and
start
in
May

all

off

there

start

next
winter
will
be
in
a
lot
better
condition,

it
has
been
a

pretty
daily
routine
to
keep
up
with
the
deterioration
over
there.
It's
starting
to
accelerate
for
sure
absolutely.

this

they
have
to
have

corridor
that

middle

apartments

up
to,
so
that
they
can
get
out
stairways
at
either
end.

This
is
not
the
case
in
most
of
Europe
or
most
of
the
rest
of
the
world.
Actually,
a
single
staircase
access
is
allowed
in
many
places
and
they
have
not
had
fire
safety
problems
with
it,
and
now
there
are
places
in
the
united
states
that
allow
single
staircase
access.
Seattle
is
the
most
recent
one
and
they
allow
single
staircase
access
on
apartments
up
to
four
units
per
floor
up
to
seven
stories
high
anyway,
that's
a
lot
to
say
at
10
45,
so
I'll
cut
off
there.
I
I
want
to
look
at
at
adopting
something
similar
to
what
Seattle
has
done
and
I
think
it
will
have
an
impact
on
Redevelopment
of
this
property
because
it
will
it
allows
for
single
staircase
access
on
those
buildings
allows
for
different,
odd
shaped
buildings
and
buildings
on
smaller
spaces.
So
I
want
to
look
at
that.

building
preservation,
type
of
approach,
and
so
they
focus
on
the
really
important
life
safety
requirements
for
the
rehab
codes
to
reduce
the
cost
to
rehab
and
old
and
old
building,

you
follow
kind
of

different
set
of
Standards
than
all
of
the
other
codes
within
within
the
building
code.

lot
of
times
what
happens
is
once
a
contractor
realizes
how
much
is
going
to
cost
to
bring
a
building
up
to
code.

end
up
just
tearing
it
down
because
it's
cheaper
to
build
from
scratch.
