inlet
pipes

the
outlet
pipes

Pond
and
I'll
show
you
where
this
easement
is
here
on
the
the
map
here,
but
there's
a
little
refresher,
there's
three
Parcels
that
we
had
to
acquire
for
this
pressure
or
we
need
to
acquire.
We've
already
acquired
those
first
two
there
on
Windermere
those
are
the
property
Acquisitions,
the
Acquisitions
that
were
previously
approved
for
the
actual
detention
ponds
themselves.

This
third
parcel
here
is
the
one
on
Stanford
there
and
that's
a
small
easement
acquisition.
We
need
for
the
pipe
going
into
the
new
pond,
and
now
we've
been
negotiating
with
this
property
owner
for
a
little
while
now
and
it
is
going
to
be
an
easement
it's
the
cost
of
the
easement
is
based
on
an
appraised
amount.
It's
it's
roughly
50
percent
of
the
property
value
is
how
they
value
these
easements.

that's
what
this
easement
would
be
for
in
this
next
slide
kind
of
summarizes
all
the
different
costs
for
the
easements
we've
acquired
for
this
project
and,
as
you
can
tell
they're,
the
the
price
of
this
easement
is
quite
a
bit
less
significantly.
Less
than
the
cost
of
the
other
two
properties
we
had
to
acquire,
but
it's
just
as
equally
important.
Without
this
easement,
we
can't
construct
the
pipe
to
get
into
that
new
pond.

the

easement

it
goes
into

pond

looked

those
bottlenecks

capacity
we

basically
what
we've
done
is
we've
designed
the
new
infrastructure

complement

existing

they

maximize
out
the
capacity
of
what
we
have
and
then
this
new
infrastructure
will
take
the
Overflow
there
to
handle
the
25-year
storm
event.

way
it's
designed
if
we
were
to
increase
those
bottlenecks,
we'd
let
more
water
go
Downstream
which
could
overflow
the
downstream
pipe
again.
So
we
designed
it
to
to
the
maximum
capacity
of
what's
out
there
now,
including
those
bottlenecks,
so
we're
kind
of
trading
off
the
existing
capacity
for
new
capacity,
making
them
balance
so
that
between
the
two,
the
downstream
pipe
can
handle
the
flow
coming
out
of
the
pond
and
through
the
existing
infrastructure.

we
didn't

concentrate
areas
on
the
existing
pipe
there.

agreement

high
blood
district
for
the
design,
right-of-way
acquisition,
construction

drainage

flood
control
facilities
in
the
South
ingwood
Basin
go
ahead.

this
is
a
amendment
to
an
existing
intergovernmental
agreement.
We
have,
with
the
flood
District
to
help
fund
stormwater
infrastructure
improvements
in
Englewood,
so
the
flood
District
approached
us
and
they
had
an
additional
500
000
available
that
they
could
allocate
to
Englewood.
If
we
were
able
to
match
it
and
with
our
stormwater
loan
we
recently
got.

We
have
enough
funding
in
the
storm
water
fund
to
be
able
to
match
that,
so
we're
able
to
take
advantage
of
that
funding
and
be
able
to
do
a
little
bit
more
work
in
Inglewood
here.
So
basically,
what
this
does
it?
It's
a
part
of
the
city's
master
plan
that
we're
working
on
the
flood
district
with
to
Once.

Once
we
identify
kind
of
the
priority
projects
in
the
city,
this
funding
can
be
applied
towards
that
and
the
way
this
flood
District
funding
works
is
that
the
flood
District
manages
the
project
for
us,
which
is
really
nice
they're.
They
they
pay
for
half,
as
well
as
manage
the
design
and
construction
for
us.
So
it
really
is
a
beneficial
program
for
us
and
it's
a
good
thing
that
we're
able
to
get
some
more
money
to
help
fund
needed
improvements
in
Inglewood.

We
know
we've
got
a
pretty
big
list
of
storm
water
improvements
needed,
so
this
is
definitely
a
step
in
the
right
direction
to
help
us
fund.
More
of
that,
so
it's
Luke.
This
slide
here
shows
The
South,
Englewood
Basin
a
little
bit
just
as
a
reminder.
Kind
of
South
Quincy
in
east
of
Santa
Fe
is
that
South
Basin
and
the
the
IGA
is
focused
on
the
South
Basin,
because
that's
that's
the
one
we
know
is
kind
of
the
highest
priority
right
now.

So
here's
just
a
summary
of
the
funding
there.
The
the
first
initial
IGA
was
825
each
that
was
approved
last
year
and
then
this
additional
500
each.
That
gives
us
a
total
of
2.65
million
between
the
two
entities
to
put
towards
a
future
flood
Improvement
project
in
the
city,
which
is
a
a
good
amount
that
we
should
be
able
to
do
a
pretty
good
sized
project
and
do
a
lot
of
good
with
the
funding.

it
until
the
project
starts
and
then,
if
we
don't
end
up
identifying
a
project,
they'll
give
the
money
back
to
us.

not
like.
We
give
it
to
them.

won't
give
it

we
don't

up

the
type
thing,
but
we
intend
to
use
it
so
they
do
have
our
share
of
the
first
phase.

it
is
a
priority
project
that
Englewood
needs,
and
it's
not
just
you
know
we
like
to
do
this.
It's

We
really
need
this,

this

the
highest
priority.
So
we
that's
why
it's
got
to
be
tied
to
that.

the
current
state
of
affairs
is
that
we
have
an
asset
manager
who
keeps
track
of
our
inlets
and
our
manholes
and
our
pipes
and
all
that
kind
of
infrastructure
around
town,
but
we
don't
actually
have
an
accurate
inventory.
So
the
purpose
of
this
project
is
to
have
a
crew
from
and
do
an
inventory
of
all
the
existing
infrastructure
help
us
Identify
some
information
about
those
assets
and
get
that
into
our
digital
database.

The
way
that
we
went
about
procuring
this
project
was
the
staff
published
a
request
for
proposals.
We
received
three
of
them.
We
reviewed
them
and
first
and
second
place
after
the
paper
scoring
were
pretty
close.
So
we
conducted
an
in-person
interview,
after
which
Sam
was
successful,
and
overall
staff
recommends
that
city
council
approves
this
contract
for
Sam
to
conduct
an
inventory
and
condition
assessment
of
our
storm
sewer
infrastructure.

not
part
of

the
part
that
is

of
this
contract
is
reviewing
the
footage
that's
going
to
be

contract

going
to
do
the
cleaning
and
cameraing
of
the
pipes.
Sam
is
going
to
review
that
footage
and
give
us
an
assessment
based
on
the
federal
highways
infrastructure
for
standard
reviews
of
pipes.

of

have

stormwater
operators
to
keep
going
on
that,
so
that
the
other
contract
on
the
agenda
tonight
is
to
get

contractor

all
the
pipes.
So
we
can
get
video
of
all
the
pipes
and
understand
the
condition
of
them
and
start
making
decisions.
So
this
there
are
still
some
pipes
that
need
to
be
cleaned
to
get
all
this
data
so
wait.

South
Basin,
what
we
did
is
the
trunk
line.
We
did
anything
larger
than
24
inch
diameter
does
this
particular
project
will
do
every
pipe
north
of
285
in
the
city
we're
going
to
do,
and
we
did
a
project
last
year
for
the
north
trunk
line
as
well.
So
this
is
going
to
when
we
did
that
North
trunk
line
last
year.

What
we
discovered
is
a
lot
of
the
smaller
pipes
need
cleaning
just
as
much
as
the
big
pipes
do,
and
we
don't
want
all
that
dirt
from
the
small
pipes
going
back
into
the
big
pipe
and
have
to
clean
the
big
pipe
again,
so
that
the
idea
is
to
get
everything
clean.
So
we
don't
have
any
more
debris
settling
in
our
pipes
anymore.
So
that's
we
have
done
two
trunk
lines.
This
is
the
first
time
we're
going
to
do.
Every
single,
pipe,
North,
Dakota
entire
system
is
clean,
is
clean
correctly.

number

based

have
right

the
mapping
person
can
come
in
and
map
it

locate
it
exactly
for
us
and
we
have
it
exposed,
mapped
and
condition
assessed

yeah
that,
as
that
comes
up,
we'll
have
the
on-call
contractor
available
to
raise
those
for
us.
That
was
something
we
ran
into
last
year.

frustrating.
When

come
across
that
it's
a
lot
of
times
unexpected
you,
don't

expect
to
have
all

manholes
covered
with
asphalt
and
you

out
there.

manholes
that
are

the
map
exposed
in
the
field,
so
we're
the
intended
to
get
all
those
raised
and
then,
as
pavement
happens
to
to
raise
them
with
the
asphalt
so
they're
always
going
to
be
exposed?

committees

review
2022
voter
approved
sales
tax
expenditures.
We

so
this
is
a
motion
to
designate
distinctivities
training
collected
by
the
news
sales
and
use
taxes
that
were
approved
by
the
voters,
to
fund
Street
improvements
and
to
fund
alternate
police
servicing.
As
you
know,
on
November
8th,
2022
I'm
going
voters
approved
to
sales
and
use
tax
increases,
one
for
a
0.2
percent
to
fund
Street
improvements
and
a
second
of
a
one
percent
increase
to
fund
alternate
Police
Services.
Both
ballot
questions
require
spending
of
such
revenues
to
be
reviewed
by
a
citizen
committee.

Now
Council
has
discretion
to
designate
the
Committees
to
provide
this
oversight
role.
There
are
several
committees
that
may
be
appropriate.
First,
the
Englewood
Transportation
advisory
committee
may
be
appropriate
for
oversight
of
the
revenue
collected
for
Street
Improvement.
The
etac
is
charged
with
studying
necessary
road
work
improvements
and
recommends
budget
allocations,
because
recommending
expenditures
for
city
streets
is
already
within
the
committee's
scope.
City
staff
recommends
that
Council
appoint
it
as
the
citizen
committee
to
review
Street,
Improvement
sales
tax
revenues
and
the
associated
expenditures
of
those
funds.

Now,
second,
a
committee
formed
from
the
Anglo
Police
Department,
Citizen,
Academy
Academy,
excuse
me-
may
be
appropriate
for
oversight
of
the
revenue
collected
for
alternative
Police
Services
The
epd
Citizen
Academy
is
tasked
with,
among
other
things,
analyzing
alternative,
Police
Services.
It
may
be
appropriate
to
form
a
citizen
committee
from
Citizen
Academy
graduates
to
review,
alternative
police
policing
sales
tax
revenues
collected
and
to
ensure
that
those
funds
are
spent
on
alternative
Police
Services.

Third,
as
another
alternative,
the
budget
advisory
committee
may
also
be
appropriate
to
either
oversee
the
alternative
police
Servicing
or
to
oversee
both
alternative
police
servicing
and
the
street
Improvement
under
Anglo
and
Municipal
Code
section
2-14-1.
The
BAC
advises
the
city
on
the
development
implementation
of
the
annual
City
budget,
the
BAC
analyzes
the
budget
and
can
provide
oversight
to
ensure
sales
tax
revenues
that
are
collected
or
properly
expended
to
either
Street
improvements
or
alternative
police
servicing.
Because
recommending
expenditures
is
already
within
the
committee
scope.

three
options
there

you're
just
asking
us
to
identify
which
of
these
committees
should
one
of
the
three

basis

whether
etac,
BAC
or

these

take

about
epd's
ability

think
it's

members
from
the
alumni
cohort

Citizen

holidays
in

that
January

oversight
decision
in
this

terms

prod

street
projects

needs
etac
oversight,
particularly
that's
more
of
a
staff

then
again
making
sure

funds

expended

accordance

Maintenance
I
think
etac

be

the
past,
we've
had
quite
a
bit

new
Paving
go

year
numerous
Cuts
in
that
pavement
and
so
I
think
that
would
be
helpful.

Works

going

streets
need
the
most

in
need
of

resurfacing
or
whatever
happens
to
be
in
that
situation.

E-Tech
decision.

may
be
a
part
of
it,
but
I
think
it
kind
of
is
the
similar
situation
as
e-tax

do
think
that
BAC
probably
makes
a
little
bit

to
lean

favor

Anderson's

view
and
having
BSC
serve
as
the
citizen
committee
for
both
unless
members
of
council

maybe
rethink
my
decision.

inclination
for
the
transportation
initiative
was
to
involve

actual
language
of
the
ballot
question.

says,

all
spending

such
revenues,
reported

city's

the

website
and
reviewed
by
a
Citizens
committee.
So
when
I
consider
that
particular
language,
this
language
is
specific
to
the
spending,
did
we
spend

The
residents
gave
us
on
what
we
told
them.

on
that

advisory
committee
to
me
so
I
think
this
Falls
well
within
their
purview,
and
even
if
we
just
do
this
for
the
first
year

get
them

moving

sustainability

adding

of
the
elements

plan

city
strategic

we

projects

been
completed

of
these
were

completed

second
quarter,

we
began
tracking

implementation

the
off
leash
program,
the
make
a
splash
program
in
the
Library
floor.

all
done
in

second
quarter.
The
customer
experience
survey
is
something
that,
on
the
city
has
done
they're
working
on
going
through
the
results
on
the
social
pass.
The
melody
Center,
which
was
funded

Believe
by
the
trust
fund
on
the
history
Nook
at
the
Inglewood
library,
was
already
done.

homelessness
connect
event.
That
was
one
that
we
finished
this
quarter.
That
was
an
annual
event
that
was
actually
originally
proposed
by
our
former
open
space
manager,
Dave
Lee,
that
Reid
McGrath
in
the
police
department
and
Christina
Underhill
and
Parks,
Rec
library
and
golf
and
others
have
really
carried
the
torch
and
moved.
It's
been
a
very
successful
event
that
we
do
mostly
at
Cushing.
Park
we've
also
created
the
Citywide
events.
Calendar
completed
the
housing
needs
assessment
that
was
done.
This
quarter
that
was
completed.

The
veteran
discount
program
was
previously
completed
and
then
we
offer
other
Junior
passes
and
programs
for
Youth
and
teens
at
broken
T,
then
to
move
on
to
the
next
area,
which
is
governance
so
last
quarter
we
only
had
one
project
completed

so
we've
completed
a
few
more.
We
have
finished
the
initial
deployment
of
the
records
management
system,
there's
still
some
catch-up
and
finalization
work,

it

implemented.

have

000

far

have
been
digitized.

draft

was

The
holiday
lunch
so
I
did
want

I

my

This
is
actually
employee
recognition
week
here
in
Inglewood,
so
things
all
week,
so
we
had
Santiago
breakfast
burritos
today.
Several
different
businesses
in
the
community
do
support
us
and
they
provide
free
lunch
to
employees.

do
a
big
Awards
event
on
Thursday,
but
doing
that
holiday
lunch
on
Thursday
and
that
Awards
recognition
was
one
of
one
of
our
goals
or
projects.

should
say,
and
then
we
also
last
year
did
create
a
spa
bonus
program.
That
departments
get
a
certain
amount
of
money
that
are
based
on
the
number
of
employees
in
their
departments.

mean
that's
been
very
successful.

do
get
a
lot
of
applications
for
that
at
the
end
of
the
year,
because
the
money
does
end
at
the
end
of
the
year
infrastructure
and
transportation
as
you'll
remember.
This
is
an
area
where
we
Consolidated
projects
together
from
two
different,
previously
two
different
areas:
infrastructure
and
transportation.
We
completed
construction
of
the
Acoma
phase,
two
storm
water
projects.
We
constructed
prioritized
missing
sidewalk
segments,
as
funding
was
allowed,
so
we
did
several
of
those
more
will
be
done
in
the
future
if
additional
funding
is
available
completed.
This
is
obviously

Think
one
of
the
big
these
last
two
I
think
are
two
of
the
most
significant
project
that
we've
completed
so
far
this
year.
One
is
the
completion
of
bonding
and
Grant
applications
to
support,
stormwater,
sewer
and
water
initiatives,
and
then
we
closed
on
the
Wi-Fi,
which
is
the
water
infrastructure,
finance
and
Innovation
act.

you
may
recall,
these
were
all
delayed,
but
we
really
kick-started
all
four
of
these
projects,
thanks
to
deputy
director
host
actually
for
his
work
and
others
in
in
making
sure
that
these
were
no
longer
delayed
and
that
these
were
moving
forward,

did
apply
for
grant
for
the
walkability
maps.
Unfortunately,
we
will
not
hear
until
April,
so
it'll
be
a
little
bit
delayed,
but
we
are
hoping
that
that
will
help
move
that
project
forward
with
economy.

mentioned,
one
of
the
things
that
we
will
be
bringing
for
you
to
consider
in
January
is
whether
you
would
like
to
basically
make
it
a
plug-in
plan.

guess
is
the
terminology:

don't
know
if
I
coined

I
like
it,
which
basically
means
keeping
it
as
a
separate
Economic
Development
speeds
you
plan,
but
plugging
it
into
this

to
make
sure

they're,
congruous

connected
one

point
out

That
you

obviously
want

want
to
consider
in
the
future
is

Redevelopment
was
one

the
goals.

right
now
those

We
labeled
them

delayed,
but
of
course

how
you'd

handle
these
items
going
forward
with
neighborhoods.
We
had
two
projects
that
were
final
finished,
so
one
was
the
finalize
and
publicize

new
neighborhood
Maps.
You
were
all
very
engaged
in
and
on
the
grant
program,
and
then
safety
we've
had
several
things.

Percentage-Wise
several
projects
have
been
completed
here
we
hired,
which
has
been
an
incredibly
successful
person
and
role
of
having
a
community
relations
crime
prevention
coordinator.
There
are
some
metrics
in
here
too,
that
track
participation
in
events
that
the
department
now
sponsors
and
so
we're
way
above
I
think
where
we
expected
to
be
with
participation,
which
is
great.
We
also
created
protocols
for
the
Dispatch
Center
to
divert
mental
health,
calls
to
crisis
teams
and
then
developed
and
implemented
Emergency
Management
training
program.
So
that's
been
successful.
We
have
about

it's

the

that's

by
FEMA
and
then
finally,
with
sustainability.

up

started

placed
air
quality
health
information
on

city's
website
previously
already
developed
a
comprehensive
Asset,
Management

Hazardous

waste
hazardous
and
electric
waste
recycling.
Events
that
we
did
this
fall
were
our
early
fall.
We're
very
popular
continue
to
support
the
program
that
we
talked
about.

are
pursuing
the

commuter
survey

grant
program

for

to
really
have

leadership
conversation
before

get
on

same
page,

our
one-on-one
conversations
really

can
facilitate

better,
better
time
spent
and
having
a
tighter
agenda.

we're
still
trying
to
firm

discussion
city
manager
Lewis
has
had
with
you
almost
a
year
ago
now
about
kind
of
the
legislative
process
and
how
to
weigh
in.

right
now
we
have
defining
Place
making
streetscape
projects
in
the
community
in
Community,
Development,
sorry
in
community
well-being.
We
also
staff
is
going
to
propose
moving
water
from
sustainability
to
infrastructure,
staff's,
also
going
to
propose
a
vision,
zero
goal
under
infrastructure
and
transportation,
staff's
also
going
to
propose
adding
elements
of
the
economic
development,
strategic
plan
into
the
economy
section
and
then
the
last
item
that
you
wanted
added
around
Redevelopment.

right
now
that
you
think
you'd
like
at
it

two
things
on
my
list:
one
is:
we've
been
having
conversations
around
housing
and
affordability
as
it
leads
to
code
next,
but
also
from
what
we've
been
talking
about
and
from
what
we've
heard
from
the
housing
assessment.
There
needs
to
be
a
continued
conversation
with
what
that
looks
like
after
code
next
winds
down,
especially
if
we're
deeply
affordable
units-
and
you
know
the
idea
of
housing,
affordability
task
force
has
been
on
the
table.

that
conversation
to
happen,
and
then
also
a
conversation
that
the
city
manager
and
I
had
earlier
this
year
is
just
preparing
for
the
continued
needs
of
our
aging
and
our
senior
community.

not
currently
captured

Strategic
plan

understanding
what
is
coming
and
the
major
or
the
large
demographic
we
have
in
England
or
a
population
that
falls
into
that
demographic
I'd
like
to
think
about
how
we
can
be
prepared
to
serve
them
over
the
coming
years.
