focus
of
our
meeting
and
the
third
part
is
the
fall
system
plan.

what
the
OS

stands
for.
That
was

plan

created
in
1999.

so
the
consultant
is
updating
that
and
then
listing
a
series
of
projects
with
prioritization
and.

the
areas
outlined
1999
are
not
exactly
exactly
right,
so
we've
heard
from
several
folks
who
live
outside
of
these
red
boundaries.
These
are
essentially
where
we've
been
studying
but
they're
just
on
the
fringes
of
these,
and
they
it's
flooding
as
well,
so
they've
been
reaching
out
to
us
in
one
of
our
Nations
tonight
is
to
expand
our
study
just
a
little
bit,
make
sure
we
incorporate
those
areas
where
we've,
secondly,
so
identify
areas
of
flooding,
but
we
get
our
arms
around.
We.
A

means
of
reducing
flood
damage
through
flood
proofing
techniques
and
that's
what
we're
going
to
talk
about
is
what
can
be
done
on
private
property
to
enhance,
hopefully,
what
the
city
is
going
to
do,
restructure
projects
right
away,
assess
that
storm
type
line
beneath
Oxford
and
make
recommendations
there
and
then
finally
update.
The
overall
Alphonsus
plan
create
a
list
of
capital
projects
with
cost.

be
able
to

This
is
an
example
of
one
of
the
key
things
that
so
caliber
did
a
what
they
call
the
sidewalk
survey
of
over
700
poems,
and
so
they
can
go
into
private
property.
They
just
looked
from
the
sidewalk
and
said
put
these
into
different
categories,
and
one
of
the
key
elements,
as
we
all
know,
is
that
flood
proofing,
many
people
have
egress
windows
or
don't
have
egress
windows
right
now
and
could
benefit
from
having.

Have
estimated
that
roughly
and
that's
how
we
came
up
with
these
these
costs,
so
they
looked
at
I
think
it
was
seven
different
scenarios.
So
if
you
had
a
basement
and
is
a
certain
elevation
with
a
certain
amount
of
flooding,
then
you
went
into
category
one.
Of
course,
that's
not
enough
of
a
level
to
say
yeah,
that's
the
fix,
but
it
was
enough
to
give
them
these
ranges.

And
so
it
was
the
idea
that,
if
you're
a
category
five,
which
was
an
egress
windows-
and
you
needed
me-
some
flood
proofing
around
the
some
sort
of
wall,
perhaps
on
the
backside,
that
would
cost
$25,000,
and
so
there
could
be
a
range
for
that
type
of
property
anywhere
from
25
out
at
the
low
up
to
forty
thousand
the
high.
So
it
is
still
very
macula,
I
would
say
so
again
it's
going
to
be
talking
on
one
to
see
if
flood
proofing
is
even
option.

That's
how
we
came
up
with
this
is
the
idea
again
that
there's
a
low
range
to
a
high
range
depending
on.
If
you
wanted
to
do
some
of
that
work
yourself
or
who
you
hire,
and
so
the
total
cost
to
just
press
the
high
life
safety
risk
and
critical
life's
a
risk
would
range
anywhere
from
the
two
point,
eight
to
the
five
point:
six
million
dollars.

So
it's
really
at
tonight
I
wanted
to
see
if
there
was
interest
in
that
and
we
could
prepare
more
scenarios
for
you
if
that
was
the
case.
So
this
was
just
one
of
you
know
many
many
different
options.
The
idea
would
be
is
that
we
would
the
wouldn't
do
the
work.
The
property
owner
would
contract
and
permit
for
the
work,
and
then
they
would
turn
in
their
bills.
We'd
go
and
inspected
and
refund
them
up
to
a
certain
point.
So
they'd
have
to
upfront
all
the
costs
and
then
we
would
reimburse
them
afterwards.

So
again
the
the
red
were
what
was
identified
in
our
starting
point
from
the
1999
study
and
now
based
on
our
more
but
the
feedback
that
they've
gotten,
as
well
as
the
Allens
that
they've
they've
heard
or
done
they're
seeing
little
pockets
here
and
there
that
we
need
to
look
at
a
little
bit
further.
So
that's
the
change
order.
They're
recommending
our
original
budget
or
original
project
cost
was
about
a
hundred
and
seventy
one
thousand
dollars.
So
this
represents
about
another
ten
percent
increase.

whether

not
it
actually
used
to
stormwater
drainage
fund
dollars
for
this,
since
it
does
fall
outside
of
stormwater
and
it's
more
residential

think
that's
right,

it

So
I
just
would
any
clarification
on
what

do
that
information,
then,
before
we
go
doing,
can
we
do
the
initial
analysis
before
we
go
asking
for
additional
because

don't
know
whether
we
need
that
yet
or
not,
if
all
they're
basing
this
on
is
that
some
people
have

it
then
I'd
like
to
know
what
the
what
the
criteria
is,
why
they're
asking
for
them?

think
again,
there's
two
pieces,
we've
heard
from
folks
beyond
the
study
area
and
that
say,
I've
been
flooded,
but
they've
also
done
I'm
just
trying
to
say
how
we
would
show
this
to
you.
They've
done
the
the
used
computer
modeling
specific
stormwater,
now
to
software
to
identify
where
that
water
is
flowing
or
oh
and
then
how
deep
it
is
around
these
properties
and
so
they've
they've
made
a
correlation
between
people
are
saying:
yes,
they're
flooding
and
it's
with
their
hydraulic
analysis.
So
far
that
says
yeah
our
Hydra.

think
if
there
are
folks
outside
of
this
area,
saying
that
they
have
experience
finding,
then
I
think
it
makes
sense
to
do
it
at
this
point.
Did
the
order
I
think
we,
while
we're
doing
this
work,
we
should
cast
widen
as
possible,
so
the
recommendations
for
infrastructure
improvements
will
be
as
accurate
as
possible,
so
I'm
in
favor
of
that
change
order,
and
definitely
in
favor
of
this
flood
proofing
grant
program.

it's
gonna
be
really
important
for
us
to
help
folks,
you
know,
and
people
don't
just
have
that
tons
of
money
laying
around
and
I
know
you
know
it's.
It's
gonna
be
a
hardship
to
a
lot
of
homeowners,
so
I'm,
definitely
in
favor
of
doing
that
grant
program
and
obviously
we'll
have
to
talk
about
where
the
funding
will
come
from,
but
I
think
it's
a
must.

I
wouldn't
have
guessed
that
there
were
257
in
the
high
risk
for
life
safety
in
under
10,
incredible,
possibly
tenant
critical,
but
the
257
at
high
category
really
struck
me
is
alarm
and
really
quick,
because
I
would
like
to
read
it
out
loud,
but
the
definition
of
that
high
life
safety
risk
is
that
a
higher
level
of
flood
waters
can
make
escape
from
the
main
level
difficult
for
the
average
person.

So
that's
the
main
level
of
your
difficult
for
the
average
person,
I'm,
not
sure
if
a
child
even
meets
the
definition
of
average
person
as
they're,
smaller
and
usually
have
left
less
strength
basement
in
patient
without
an
egress
would
make
very
difficult
and
that's
at
the
high
you
get
to
critical
and
you
get
much
more
much
more
hard
for
anybody
to
make
it
out
of
there.
So
257
homes
fall
into
that
category
really
is
a
line
for
me
and
it
sounds
like
there
might
be
some
other
areas
too.

people
are
aware
of
that
haven't
been
identified.
I
would
agree
that
let's
get
these
all
on
the
app
now,
let's
make
sure
that
we've
got
everyone
on
the
side
of
caution.
This
seems
to
be
like
me
and
much
much
and
then
I
had
initially
thought
and
I
will.
That's
also
that
I
think
that
every
everything
we
can
do
to
mitigate
flooding,
especially
measures
that
are
presented
here,
are
very
valuable.

Now,
as
I
look
at
the
individual
cost,
those
for
instance,
the
numbers
of
them
13,500
on
the
lower
range
to
27,000
on
the
high
range,
and
this
would
be
for
one
of
the
critical
homes.
But
even
if
you
take
that
low
figure,
the
13,500
and
the
city
would
wear
to
cover
half
that
still
leave
another
six
thousand
and
some
change
and
there's
a
lot
of
families
that
don't
have
that
laying
around
so
everything
I
think
the
city
can
do
to
mitigate
these
things
great.

But,
as
you
mentioned,
I
think
that
first
report,
that's
back
in
May,
is
gonna,
be
very
critical,
and
how
can
we
get
everything
going
down
the
pipes
as
opposed
to
people
having
to
battle
it
off
on
their
front
lawn
but
again,
I
think
this
is
really
eye-opening
for
me,
I
appreciate
it.
No
I
think
what
worked
for
us
to
do
and
things
to
figure
out.

information,

pulling
up

packet

September,
17th
caliber
estimated
seventy
six
thousand

outlaw
system
plan
matrix
estimated.
Eighty
six
thousand
three
hundred
thirty
two.
If
we
which,
if
we
add
the
seventeen
thousand
648
to
what
caliber
proposed,
we
will
be
at
ninety
four
thousand

for
that
which
really
takes
us.

So
I
think
that
we
need.

stormwater
modeling
that

mentioned
with

the
software,
which
is
the
basis
for
determining

key
element
of

helps

amount

water

at
different
locations
and
then
that
in
turn,
the
volume
of
that,
how
can

whether
it's
through
pipes,
tension

we

water

talking

people
that
I
know
have
lived
here
since

the
1950s,
it
really
has
been
a
problem
clear
then
so

my
biggest
concerns
is:
we
are
going
to
need
to
address
the
infrastructure
of
this.

believe
it's
important.
We
don't
have
a
whole
boatload
of
money
laying
around
either
without
raising
taxes
or
doing
something
so

forward
to
the
prioritization
piece,
I
think
we
could
go
ahead
with
the
with
town
hall
meeting
and
address
that,
but
I
don't
want
to
commit
money
right
now,
because
I
think
the
more
or
the
more
pertinent
piece
is
going
to
be
fixing
the
infrastructure.

have

Orleans

Hawaii,
or
something
with
flood
walls
I'm,
not
even
sure
that
we
allow
this
kind
of
building
or
not.

they're
put
back

that
this
is
just
a
cut

paste
generic
here's
some
flood
proofing
things
that
really
don't
rise
to
the
level
of
of
what
we're
paying
for
that's
my
concern
so
to
Mayor,
Pro
tems

addresses
are
important
because

need
to
see
who
they
identified,
where
they
did.

work
at
Sur.

people
questioned
them
about
the
few
people

know

people
they
actually
did

they
honored
for

information

few

talked

away

that
conversation
and
said
they

look
at
this

lack

trust

flood
proofing
for
700
homes,

the
intent,
the
scope
of
work
was
to
do
the
sidewalk
survey

properties
that
were
considered.

homes

Bannock

evaluated
and
I'll
dress
that
with
them.
But
you
know
we
cannot
provide
the
level
of
engineering
for
700
homes
and
that
would
never
the
intent

careful

can
offer
everything

city's
capable

responsible

Calibur,

permission

put
Inglewood
out
on
their
website
before
they
ever
completed
the
study

really
started
it.

back

November
December

was
getting
emails
from
constituents.

actually

copies

that.
What
the
website
looked
back
then
and
I
believe
that
could
be
part
of
the
reason
for
the
lack
of
trust
among
some
constituents.

know
if
it
was
permission,
but
they
inadvertently
allowed
public
access
to
that
website,
so
they
were
creating
it
in
house
and
I
was
not
aware
that
it,
they
hadn't,
even
sent
it
to
me
yet
for
review
or
any
of
the
city
staff.

then
we've
heard
from
a
resident
that
oh
well
there's
information
on
this
website,
but
it's
not
complete,
and
so
then
they
realized
that
they
had
inverting
Lee
allowed
it
and

if
you
searched

could
probably
find

Englewood
flood
and
that
might
have
led
them
to
that
thing.

update

draws

our
prior
study
session
discussions
most
recently
on
the
7th
or
the
14th
of
January.
So
this
evening
we
really
want
to
focus
you
on
four
topics
and
update
you
on
those
topics,
and
they
are
the
selection
of
special
counsel
to
assist
the
city
and
efj
with
the
ground.

Lease
matters
number
two
is
recommendations
for
collaborating
with
c3
asset
management
as
they
begin
to
come
up
to
their
national
marketing
effort,
which
is
anticipated
to
start
here
in
a
couple
of
weeks,
actually
on
March
wine
number
three
is
discussion
of
councils
expected
receipt
of
some
letters
of
interest
in
the
introduction
from
early
developers
who
are
looking
at
acquiring
the
c3
property
and
hoping
to
work
with
the
city
and
a
collaborative
effort
to
plan
for
the
redevelopment
of
that
property
and
potentially
the
redevelopment
of
the
city's
adjacent
property.
But
in
for.
I
M
Redevelopment
city
center
steps
that
we've
talked
about
in
our
Rhys,
so
just
a
quick,
a
quick
recap
and
I
will
make
this
quick.
It's
really
the
recent
foreclosure
of
the
Weingarten
property,
the
Weingarten
portion
of
city
center,
combined
with
our
very
very
strong
national
real
estate
market
interest
in
Metro
dem
Denver,
particularly
transit
oriented
development
projects.
That
gives
us
Englewood
a
timely
opportunity
to
encourage
and
guide
the
redevelopment
of
key
portions
of
city
center
and
really
reestablish
city
center
as
the
central
place
of
Englewood.
So
through
redevelopment.
I
M
I

The
urgency
of
this
opportunity
and
the
fact
that
it's
really
one
that's
driven
by
the
marketing
effort,
that's
coming
up
very
quickly.
And
so
what
we're
looking
to
do
is
make
sure
that
we
have
the
opportunity
to
protect
both
the
city
and
eve's
various
City
Center
property
interests
and
make
sure
that
we
have
the
ability
to
leverage
the
opportunities
that
come
out.
I

The
foreclosure
and
resale
of
that
property
I
think
it
is
worth
mentioning.
I've
you've
heard
me
say
this
before
that
the
city
center
redevelopment
and
revitalization
has
been
well
documented
in
a
number
of
recent
planning
efforts
by
the
city,
including
the
comp
plan,
and
significantly
to
recent
uli
studies.
As
you
may
recall,
the
Yolo
is
really
the
premier
Industry
Association
of
the
real
estate
redevelopment
industry,
so
I
think
their
recommendations
are
really
significant
just
by
way
of
review
the
c3
property
and
will
refer
to
this
map.

We
think
that
it's
possible
that
in
combination
with
the
c3
property,
the
redevelopment
of
the
city
property
would
really
result
in
a
significant
mix,
used,
transit,
oriented
development
project
and
additional
uses
would
include
hotel
office
multi-family
and
smaller
format,
updated
retail.
So,
as
I
mentioned
previously,
these
types
of
projects,
Tod
location
projects
within
metro
Denver,
just
attracting
a
tremendous
amount
of
interest
in
the
real
estate
market
internationally
right
now,
so
we
really
have
kind
of
a
sweet
spot
opportunity.

You
leverage
that
interest
and
that
interest
is
coming
not
only
from
I
should
say
not
only
from
real
estate
developers,
but
increasingly
from
major
employers
who
are
looking
at
the
Denver
area
and
looking
at
establishing
new
major
offices
at
transit
stations.
So
this
is
a
relatively
recent
development.
I
think
can
really
benefit
our
efforts
going
forward.

10
evaluation
critique
criteria
that
were
laid
out
in
the
RFQ,
including
cost,
and
for
recommendation
to
Council
the
board,
approved
the
selection
of
Catholic,
Kirsch
Rockwell
and
the
preparation
of
professional
services
agreement.
The
recommended
firm
had
the
highest
total
evaluation,
including
the
lowest
blended
costs
and
staff.

That's
a
huge
plus
for
us
that
they
obtain
a
waiver
of
conflict
which
has
been
obtained.
Kaplan
Kirsch
has
strong
strong
experience
actually
representing
municipalities,
as
special
counsel
manners,
so
they've
very
used
to
this
role
and
the
specifics
that
we
have
to
deal
with
as
a
municipality
on
